Economy Of The Philippines Expected To Rebound In 2nd Half Of 2026

While the economists of a particular university predict slower economic growth for the Philippines this year, the University of Asia and the Pacific (UA&P) see the national economy growing stronger in the 2^nd half of this year, according to a news report by BusinessWorld.

THE PHILIPPINE ECONOMY could grow by around 5% in the second half of the year, driven by base effects and an expected acceleration in government infrastructure spending, according to the University of Asia and the Pacific (UA&P).

“Growth could recover to around 5% in the second half on base effects and a ramp-up in National Government infrastructure spending,” UA&P said in its The Market Call report this month.

Government officials earlier signaled a pickup in disbursements and project implementation as agencies roll out catch-up programs.

UA&P cautioned, however, that growth will remain subdued in the first half amid unresolved issues surrounding last year’s flood control scandal and elevated oil prices.

“Weak gross domestic product growth and faster inflation will weigh on the economy in the first half amid the unresolved flood control scandal and high oil prices from the Middle East conflict,” it said.

“Flip-flopping US-Iran talks may keep fuel prices elevated, hitting the Philippines harder than its ASEAN (Association of Southeast Asian Nations) peers,” it added.

The Philippine economy expanded by a slower-than-expected 2.8% in the first quarter. This was below the government’s target range of 5-6% for the year.

For the entire year of 2026, UA&P said growth will be slow “but pose some resilience in the face of near-term global and local headwinds that will likely moderate activity in the first half of the year.”

“While cautious business sentiment and lingering geopolitical uncertainties may weigh on household and investment spending, the domestic economy continues to benefit from strong structural drivers such as steady household consumption, a healthy labor market, and sustained remittance inflows,” it added.

Meanwhile, UA&P said that it expects inflation to accelerate further amid second-round effects from the oil shock, “but likely not to (reach) double digits year on year.”

Inflation accelerated to 7.2% in April, marking the second consecutive month that it settled above the Bangko Sentral ng Pilipinas’ (BSP) 2%-4% target. It also breached the BSP’s 5.6%-6.4% forecast for the month.

“The BSP took on a more hawkish tone because of above-estimate inflation, raising rates and its inflation forecast to 6.3% for 2026,” it said.

“We likewise see above-target inflation for the rest of 2026, with the possibility of double-digit inflation rates due to base and second-round effects creeping into succeeding readings,” it added.

As inflation is expected to settle above the target for the rest of the year, UA&P expects the BSP to further tighten.

“Our outlook pencils in 75 basis points (bps) more of rate hikes for this year, bringing the policy rate to 5.25%, especially as the April inflation reading trumped even the BSP’s upper inflation bound,” it said.

The central bank last month raised rates for the first time in nearly two years by 25 bps to 4.5%, with BSP Governor Eli M. Remolona, Jr. saying the Monetary Board remains open to extending the tightening cycle to anchor inflation expectations.

NO STAGFLATION – Despite weaker growth and high inflation, UA&P said the country is not experiencing stagflation.

“Despite inflation negative commentary from some analysts, the Philippine economy is not in stagflation mode,” it said.

“Inflation, while elevated, will continually trek downwards after a peace deal gets signed, and growth will return when infrastructure spending resumes along with consumer and business confidence,” it added.

Meanwhile, the peso remains under pressure as crude oil prices surge.

“The peso-dollar rate remained under pressure amid the rebound in crude oil prices (i.e., close to $100/barrel for West Texas Intermediate, and $110/barrel for Brent) in April,” it said.

On Tuesday, the local currency closed P61.56 versus the greenback, weakening by 9.5 centavos from its P61.465 finish on Monday.

UA&P said it expects bonds with longer tenors to deliver higher returns amid elevated interest rates, after investors cautiously returned to the local bond market in April.

As free trade talks between the Philippines and Israel have started, the two nations intend to collaborate with each other on artificial intelligence (AI) and critical mineral processing, according to a news report by GMA News.

The Philippines and Israel are working to strengthen collaboration in critical mineral processing and artificial intelligence (AI) as part of the two countries’ broader efforts to deepen economic and technological cooperation.

In a public briefing, Israel Ambassador to the Philippines Dana Kursh said Department of Trade and Industry Secretary Cristina Roque and Israel Minister of Economy Nir Barkat began talks of a free trade agreement.

“They declared together that starting negotiating on having a free trade agreement. So this ecosystem with the overall strategic plan of having a free trade agreement and specific MOUs (memorandum of understanding) when it comes to minerals and other AI solutions and alongside cybersecurity,” Kursh said.

She did not further elaborate on the details, as negotiations are still ongoing, but assured that updates would be provided in June.

Kursh also said minerals like nickel and bronze could be beneficial in the construction of the 4,000-acre industrial hub in the Luzon Economic Corridor (LEC) that the Philippines and the United States plan to build.

“These are critical minerals that can be used [in the Pax Silica initiative],” the ambassador said.

“AI and other solutions are not just buzzwords. They are real opportunities that we have to seize and we have to seize them together,” she added.

The LEC is expected to be the first of its kind, serving as a new model for AI-native investment hubs under the Pax Silica initiative, a US-led effort to build a network of allied supply chains for critical technologies and minerals.

The fact sheet cited the Philippines’ significant reserves of nickel, copper, chromite, and cobalt, vital to global supply chains.

Tanker With Oil From The Middle East Finally Arrives In Japan

After previously getting blocked from passing through the Strait of Hormuz, a Japanese oil tanker finally arrived home with two million barrels of crude oil from the Middle East and they did not pay a transit fee to the terrorist state of Iran, according to a Kyodo News report.

A Japanese oil tanker arrived in Japan on Monday, becoming the first to transit the Strait of Hormuz since the start of the Iran war, which has left traffic through the vital energy route heavily restricted.

The tanker, operated by a unit of major refiner Idemitsu Kosan Co., brought 2 million barrels of crude, equivalent to about 80 percent of daily domestic demand, to Aichi Prefecture in central Japan, according to sources close to the matter.

Its crew, including three Japanese, is in good health, they said.

Chief Cabinet Secretary Minoru Kihara told a press conference the ship’s arrival in Japan is “pleasant news in terms of securing a stable energy supply.”

After the effective closure of the strait by Iran, the Japanese government asked the country to ensure free and safe passage through the strait for vessels of all countries.

There are still 39 Japan-related vessels stranded in the Persian Gulf, including one with Japanese crew members aboard, said Kihara, the top government spokesman.

“We will continue to proactively make all diplomatic efforts and ensure coordination,” so all vessels can pass through the strait as soon as possible, he added.

According to data from the Automatic Identification System on vessels, the Idemitsu Maru, a Panamanian-flagged ship measuring more than 300 meters, entered the Persian Gulf in late February before the United States and Israel launched attacks on Iran.

It loaded crude oil in Saudi Arabia and left in early March after the strait was blocked. Its passage was temporarily halted off the coast of Abu Dhabi, but it passed the Strait of Hormuz on April 28. It did not pay Iran a transit fee, the sources said.

After leaving the Persian Gulf, the vessel passed through waters off India and the Strait of Malacca before arriving in Japan.

The leaders of Japan and the Philippines announced Thursday they will begin formal negotiations to conclude a security intelligence-sharing pact, in their latest effort to boost cooperation amid shared concerns over China’s military activities.

Japanese Prime Minister Sanae Takaichi and Philippine President Ferdinand Marcos Jr. also agreed on upgrading bilateral ties to a “comprehensive strategic partnership,” they said at a joint press event after their meeting in Tokyo.

It is the first time the Philippines has formed a comprehensive strategic partnership, which is viewed by Japan as the second-highest level of bilateral ties after an alliance. Japan already has such partnerships with Laos, Malaysia and Vietnam among Southeast Asian countries.

“Collaboration with the Philippines, one of our closest like-minded partners, is extremely vital for the realization of a free and open Indo-Pacific,” Takaichi said, referring to the vision advocated by Japan as a veiled counter to China’s growing clout.

Marcos said that the meeting was “very productive and forward-looking” that covered “the ever-expanding scope” of the bilateral relationship.

The two confirmed they will work closely together to promote the provision of Japanese destroyers and other defense equipment to the Philippines, following Japan’s relaxation of rules on overseas transfers of lethal weapons in April.

Takaichi and Marcos issued a joint statement, saying Japan and the Philippines “have entered a platinum era of relations” characterized by “unprecedented levels of trust, cooperation, and strategic alignment.”

Japan and the Philippines, both close U.S. allies, have been ramping up their security collaboration in recent years in the face of China’s maritime assertiveness in regional waters.

Beijing claims the Tokyo-controlled, uninhabited Senkaku Islands in the East China Sea, while asserting sovereignty over almost the entire South China Sea, where its coast guard ships have taken aggressive actions against Philippine vessels near disputed shoals.

In the statement, Takaichi and Marcos expressed “serious concern” over the situation in the East and South China seas and reaffirmed their “strong opposition to any unilateral attempts to change the peacefully established status quo by force or coercion.”

The intelligence pact envisaged by Japan and the Philippines is known as a general security of military information agreement, or GSOMIA, which would oblige them to protect their shared military secrets to facilitate information exchanges.

Japan has similar bilateral deals with such countries as the United States, South Korea and Australia.

In January, Tokyo and Manila signed an acquisition and cross-servicing pact for smoother sharing of defense supplies, and their reciprocal access agreement enabling faster troop deployment for joint drills and disaster relief operations took effect last September.

The Philippines has been a recipient of Japan’s official security assistance program, which supports like-minded partners by providing defense equipment, since its launch in fiscal 2023.

The two countries, both highly dependent on oil imports from the Middle East, also share the challenge of securing enough energy supplies amid global disruptions since the U.S.-Israeli conflict with Iran began in late February.

Takaichi told reporters that Japan, which has relatively abundant strategic oil reserves, will boost its support for the Philippines and other Southeast Asian states’ efforts to bolster their oil stockpiling.

On the economic front, the two governments signed a new tax treaty to avoid double taxation, which Marcos said will “enhance the business environment and promote greater cross-border investment.”

They also agreed to consider revising an economic partnership agreement between Japan and the Association of Southeast Asian Nations, of which the Philippines serves as this year’s chair, as well as of a bilateral EPA between Tokyo and Manila.

Marcos’ four-day visit to Japan through Friday as a state guest comes as Tokyo and Manila mark the 70th anniversary of the normalization of diplomatic relations this year.

A Look Back at Team 7 #3 (1994)

Welcome back superhero enthusiasts, 1990s arts and culture enthusiasts, Image Comics fans and comic book collectors! Today we go back to the year 1995 to take a close look at one of the many tales of the original WildStorm universe through one of the comic books of the first mini-series of Team 7.

For the newcomers reading this, Team 7 is set in the past within the original WildStorm universe. This is the special forces team that had major WildStorm heroes – Grifter (WildCATS: Covert Action Teams), Backlash, Jackson Dane (Wetworks), John Lynch (Gen13) and Michael Cray (Deathblow) – who were younger, were proficient with combat and gained special abilities as a result of a sinister move by their superiors. Issue #2 took place after the team got exposed to something they never anticipated and their superiors knew it.

With those details laid down, here is a look back at Team 7 #3, published in 1994 by Image Comics with a story written by Chuck Dixon and drawn by Aron Wiesenfeld. This is the 3rd chapter of a 4-issue mini-series.

Early story

Set in the 1970s, the surviving Team 7 members (already exposed to the chemical agent) are in the middle of a new mission somewhere in East Africa. Because their teammate Johnson abused his new power to manipulate a black general to kill himself against his own will, Cole Cash eliminates Johnson causing John Lynch to be outraged. Cash tells Lynch that Johnson lost himself completely. He also tells him to list Johnson as MIA (missing-in-action) and turn a blind eye as before.

Lynch points his gun at Cash’s head believing he is standing for the mission and rules. After Cash tells him that they are monsters and that the world is better off without them, Lynch relents and shoots the wall instead. The mission concludes and Team 7 goes home by helicopter.

As the ride goes on, John Lynch thinks very deeply about everything that happened since they got exposed to the chemical agent. He realizes that they were exposed to genetic altering elements and wonders if he and his teammates were nothing more than lab rats for International Operations (IO)…

Quality

If there is anything notable here apart from the continued dark and gritty tone, the plot really thickened clearly. At this stage, it is more obvious that the superiors have indeed something more sinister planned for Team 7 to endure. They know that the infected team members are closing ranks to protect itself which means they are ready for the so-called final test.

Along the way, John Lynch gradually realizes the evil of his superiors and being the field leader, he begins to analyze what is best for him and his teammates and which options to take knowing the betrayal from above. Quitting is simply not an option for Lynch and the pressure builds up as the story went on. Cole Cash here sees things very clearly and he easily became the pathfinder among Team 7 members. When he scolds his teammate Fairchild (father of Gen13’s Caitlin Fairchild) for abusing his power in a public place while off-duty, it is clear that Cash wants to keep the team together by means of keeping together while maintaining sanity.

As for Team 7 itself, there is something intriguing that awaits readers once they start their new mission here. I won’t spoil it and it has to be seen. Simply grab a copy of this comic book, read it and pay attention to the details. It’s strong stuff from the creative team.

Conclusion

*Cole Cash (Grifter) talks sense into John Lynch about what has really been going on and why they have become monsters.*

Team 7 #3 (1994) has a lot of intrigue as the plot thickened. At this stage, it is clear that IO is really up to no good and Team 7 is symbolically their scientific and military experiment. Fortunately for the team, they have John Lynch and Cole Cash as the reasonable members who are able to cut through the noise and became aware of what IO has been executing. The stage is set for the concluding issue and this comic book is indeed a solid build-up and also an engaging WildStorm read.

Overall, Team 7 #3 (1994) is recommended.

For a few months now, the economies of Southeast Asian nations have been affected by the higher costs of imported oil from the Middle East and there is no telling what evil the terrorist state of Iran could do with regards to the critical Strait of Hormuz. As such, the need for Southeast Asian nations to diversify their crude oil procurement sources is clear and Japan confirmed it will help them, according to a news article by Jiji Press with additional content from Manila Bulletin.

The Japanese government plans to help Southeast Asian countries diversify their crude oil procurement sources, in order to stabilize petrochemical supply chains amid the ongoing Middle East tensions.

Faced with recent energy shocks following the effective closure of the Strait of Hormuz, Southeast Asian nations, which depend heavily on imported crude oil, are working to reduce their reliance on Middle East oil.

The Philippines has depended on the Middle East for more than 90 pct of its crude oil imports. In March, the Philippines declared a national energy emergency due to soaring crude oil prices.

The Southeast Asian nation recently started importing crude oil from Russia, even while some countries have reduced or halted imports from Russia as part of sanctions following its invasion of Ukraine. The Philippines has also shown a willingness to pursue joint oil and gas exploration with China in the South China Sea, where the two countries have territorial disputes.

Philippine President Ferdinand Marcos Jr. said in a recent interview, “I don’t think that we will go back to the old system where the majority of the petroleum products that are coming out of the Strait of Hormuz are going to Asia.”

Meanwhile, the Japanese government is wary of the potential impact on domestic supply chains if supply chains in Southeast Asia, a petrochemical manufacturing hub, are disrupted.

“Supporting supply chains in Asian countries will directly contribute to strengthening the Japanese economy,” Japanese Prime Minister Sanae Takaichi said, indicating her intention to support ASEAN.

In April, the Japanese government announced a framework to provide financial support of 10 billion dollars, or around 1.6 trillion yen, to help stabilize energy supplies in Asian countries.

President Ferdinand Marcos Jr. on Wednesday secured stronger commitments for deeper economic integration during a high-level roundtable meeting with top Japanese business executives at the Imperial Hotel in Tokyo.

In his meeting with leaders of Japan’s largest conglomerates and financial institutions, Marcos bagged an aggregate investment commitment of $3.4 billion (approximately P210 billion) from participating Japanese corporations.

In a statement, the Presidential Communications Office (PCO) said these combined capital inflows are “projected to catalyze substantive macroeconomic benefits, expanding domestic industrial capacity and directly generating thousands of high-quality, specialized jobs for Filipinos.”

The PCO added that the infusion “underscores the resilience of the Philippine market, promising long-term economic dividends by fortifying local supply chains, upgrading tourism infrastructure, and accelerating technology transfers across critical growth sectors.”

The President is in Tokyo for a four-day state visit upon the invitation of the Japanese government.

In his remarks, Marcos said a robust Philippine-Japan economic corridor is critical and that laying the groundwork for an enhanced, unified partnership is essential to navigate global difficulties, build resilience, and sustain momentum.

“As we mark 70 years of the normalization of our diplomatic relations, we are no longer simply commemorating history. We are entering a new chapter – a chapter defined not only by friendship, but by deeper integration, shared growth, and a common belief in the future,” the President told the leaders of Japan’s largest conglomerates and financial institutions.

He outlined a unified government approach spearheaded by the Department of Trade and Industry (DTI) and the Department of Tourism (DOT).

“The Philippines is pursuing a clear national direction: building an economy where infrastructure, industry, finance, human capital, and connectivity move together as one system of growth,” Marcos said.

“Increasingly, we recognize that trade and tourism will be among the most important engines of that growth.”

He underscored the importance of stronger trade and tourism linkages, saying these are not supporting sectors but “core drivers of economic expansion in the Philippines moving forward.”

“This is a philosophy our two countries understand deeply,” the President said.

He said in some cases deportations are blocked because the migrants’ home countries refuse to accept them or because court rulings delay removals.

“One of the key things we have achieved is now 20 countries have signed third-country national agreements,” Rubio said. “These are safe countries where individuals who refuse to go back to their country of origin can be sent to that country instead.”

The agreements mark a significant expansion of the administration’s deportation efforts as President Donald Trump pushes forward with a broad immigration crackdown focused on border security and removal of illegal aliens living in the country illegally.

Rubio said the administration has worked closely with the Department of Homeland Security to implement the policy. He did not identify the countries that have signed the agreements or specify when the deals were finalized.

According to Rubio, the threat of deportation to a third country has also encouraged some illegal aliens to voluntarily return to their home countries.

“What often happens when you go to the person who’s here unlawfully and say, ‘We’re going to send you to this third country,’ is all of a sudden they decide they’d rather go back to their home country instead,” Rubio said.

Immigration enforcement and deportation policies have remained central priorities for the Trump administration, which has argued tougher enforcement measures are necessary to deter illegal immigration and strengthen border security.

Little Caesars, the world’s third-largest pizza chain only after Domino’s and Pizza Hut, has opened its first outlet in Malaysia, marking the brand’s global expansion.

The new outlet was launched on May 24 in Damansara Utama, a suburb of Petaling Jaya in Selangor.

The outlet serves Little Caesars’ signature Hot-N-Ready classic pepperoni pizza and crazy puffs pepperoni, while also incorporating localized offerings such as Chicken Hawaiian, 3 Cheese Edge to Edge, and Classic Veggie pizza, the chain said in a statement.

The chain is known globally for its affordable pizzas, Crazy Bread, and quick grab-and-go style meals.

Little Caesars, billed as the “Best Value in Pizza,” was founded by Mike Ilitch and Marian Ilitch as a single family-owned restaurant in 1959 and is headquartered in Michigan. America’s Pax Silica Prompts P7 Billion Power Expansion In New Clark City

Pax Silica – the United States’ Pax Silica flagship effort on artificial intelligence (AI) and supply chain security that includes the Philippines – prompted the P7 billion investment of the National Grid Corporation of the Philippines (NGCP) to ensure a stable power supply for New Clark City in Tarlac province, according to a news report by the Manila Bulletin.

The National Grid Corporation of the Philippines (NGCP) plans to invest nearly ₱7 billion in a dedicated substation to guarantee a stable power supply for New Clark City in Capas, Tarlac, anticipating a surge in demand from a planned artificial intelligence (AI) industrial hub.

Joshua Bingcang, president and chief executive officer of the Bases Conversion and Development Authority (BCDA), said the investment promotion agency is currently in talks with NGCP to finalize the project’s details. The grid operator is drafting the alignment plan for the substation, which Bingcang noted should be finalized “soon.”

“Our target with them is by [the] end of 2028, the dedicated power connection should be already installed in New Clark City,” he told reporters last week.

Bingcang added that the BCDA initially offered to fund the project to jump-start construction, with NGCP reimbursing the agency later. However, NGCP declined the offer because the substation is already integrated into its capital expenditures.

Under its Transmission Development Plan 2024 to 2050, NGCP outlined plans to construct the Capas 230-kilovolt (kV) substation to meet the growing power needs of the emerging metropolis. According to the plan, NGCP will allocate ₱6.95 billion to develop the facility.

To facilitate the project, Bingcang said the BCDA is offering land along the Subic-Clark-Tarlac Expressway (SCTEX) to ensure an unimpeded route for the transmission line into New Clark City. Once operational, the substation is expected to give locators in the AI hub the confidence to manufacture high-value inputs without risking operational pauses due to power shortages.

The AI hub will span more than 1,600 hectares within New Clark City as part of the United States-led Pax Silica partnership, which aims to encourage investment among member countries to bolster the global AI supply chain.

To meet the site’s massive energy requirements, Bingcang said the BCDA expects a foreign investor to build a solar energy project capable of generating up to 500 megawatts. Furthermore, the agency is drafting plans for an embedded power plant to secure baseload power and enhance the hub’s overall energy reliability.

In a separate interview with Business 360, Bingcang disclosed that the BCDA is also negotiating with US investors to construct a dedicated pipeline to transport jet fuel from Subic Bay to Clark International Airport, supporting the logistics needs of companies within the AI hub. The agency is also exploring a separate pipeline along SCTEX to deliver fuel or liquefied natural gas.

Additionally, the BCDA is advancing a public-private partnership (PPP) project for New Clark City’s information and communications technology (ICT) infrastructure. According to a bid bulletin published by the PPP Center, the agency aims to conclude the procurement process for a joint venture partner to lay fiber-optic cables across the city by August.

Bingcang noted that all of these infrastructure projects were requested by the US during preliminary talks for the AI hub. Following a visit to the 1,600-hectare site last week, the US will send engineering personnel next month to conduct a site assessment and design a concept plan for the industrial zone.

“Parallel to these technical studies, we will also finalize the commercial arrangement and contractual framework for the project. Within the year, we will be announcing a definitive contract arrangement [with the US],” Bingcang said.
