The United States (US) is providing funding support for feasibility studies on the proposed expansion of port facilities at Subic Bay and the establishment of public WiFi access points in a bid to encourage more investments into the Philippines.

The US Trade and Development Agency (USTDA) said on Thursday, Sept. 10, that it will provide a grant to ship repair firm Subic Drydock Corp. (SDC) for a feasibility study to advance the expansion of a key port ship repair facility.

SDC will secure the services of a California-based engineering consulting firm to conduct the study, according to the USTDA.

The study is expected to support the technical and engineering design to expand SDC’s existing berth within the Subic Bay Freeport Zone to accommodate larger vessels.

The expanded capacity will help meet the growing demand for ship repair and maintenance services, reinforcing Subic Bay’s strategic role in the Luzon Economic Corridor (LEC).

Subic Bay is one of four major economic hubs within the LEC that is set to play a critical role in the corridor’s economic development.

Established by the Philippines, US, and Japan, the LEC intends to enhance connectivity between Subic Bay, Clark, Manila, and Batangas, which account for approximately 50 percent of the country’s gross domestic product (GDP).

Earlier, the Port of Subic Bay was designated as the “preferred maritime gateway” for the planned artificial intelligence (AI) industrial hub in New Clark City.

The port is expected to handle the import, export, handling, storage, and transport of the inputs necessary to support the advanced manufacturing operations in the industrial hub.

Meanwhile, the USTDA will also provide a funding grant to Uy-led ComClark Network and Technology Corp. for the proposed creation of a nationwide network of public WiFi access points.

ComClark has selected California-based advisory services firm Connectivity Capital LLC to conduct the feasibility study, the agency said.

The study covers the pilot implementation of AI-enhanced WiFi access points at six sites to determine market demand, technical requirements, commercial feasibility, and financial projections.

The USTDA said the findings of the study would help lay the groundwork for a potential deployment of the access points at nearly 8,000 locations by 2030, which is expected to widen access to reliable connectivity in the country.

USTDA Deputy Director Thomas Hardy said funding support for the two feasibility studies helps reinforce the US’ commitment to supporting the Philippine government’s and private sector’s infrastructure priorities.

Hitachi Energy Ltd. said Wednesday that it will invest 528 million dollars to build a transformer manufacturing plant in Mississippi to meet surging U.S. power demand amid wider use of artificial intelligence.

The Swiss unit of Hitachi Ltd. expects the plant to more than double its production capacity compared with an existing transformer plant in Mississippi. Construction of the new plant will begin later this year, with production scheduled to start in 2029.

The new plant will be “the cornerstone” of Hitachi Energy’s 1.5-billion-dollar U.S. investment plan, the company said.

In September last year, Hitachi Energy said it would invest 1 billion dollars in the United States. It later expanded the plan as Japan pledged to make 550 billion dollars in investment and loans to the United States as part of a bilateral trade agreement.

Tourist arrivals from Russia and the Philippines surged 166% and 58%, respectively, in the first eight months, as Vietnam recorded nearly 16 million international visitors, up more than 14% year-on-year.

The rise in Russian tourists has made Russia the largest European market and the third largest source of international arrivals to Vietnam this year, with around 1 million visitors, only after mainland China (3.5 million) and South Korea (2.8 million).

Nguyen Tien Dat, CEO of AZA Travel, said: “Russian tourists enjoy swimming, sunbathing, eating seafood, and relaxing at resorts. Vietnam fully meets these needs, so it is understandable why they are visiting in large numbers,” Dat says.

Kristina Zagumennaya, director of a Russian travel agency, told the Russian news agency Sputnik in early August that Russian tourist flows are shifting between markets. While Turkey remains the top choice, Vietnam and China have recorded outstanding growth.

“Vietnam stands out as a popular choice this tourist season,” Zagumennaya said, noting that multiple charter flights are operating to destinations across the country to meet demand for both beach holidays and cultural tourism.

In addition to charter flights, Vietnam Airlines increased the frequency of its direct Hanoi-Moscow route from three to four flights per week starting in July.

Ranking behind Russia, the Philippines also showed notable growth, despite not being a prominent source market for Vietnamese tourism prior to 2025.

Filipino visitors have risen to nearly 470,000 this year, among the 10 largest group of foreign visitors to Vietnam.

Bui Thanh Tu, marketing director of BestPrice Travel, attributes this rise to more convenient flight routes, especially from Manila and Cebu, competitive costs, and tourism products that differ from the island destinations familiar to Filipinos.

He also cites the viral impact of TikTok and YouTube videos featuring Hanoi, Sa Pa, Da Nang, and Hoi An.

Vietnam welcomed nearly 2 million international visitors in August, up 19.7% from July and 18.4% year-on-year, according to the Vietnam National Authority of Tourism.

In the first eight months of this year, the country received nearly 16 million foreign visitors, an increase of 14.4% from the same period in 2025 and equivalent to 63.6% of the full-year target.

The August figure is notable as the month is usually considered part of the low season for international tourism.

The result shows that the country’s tourism market continued to maintain and expand its appeal. Air travel remained the main mode of entry, accounting for 83% of international arrivals, while arrivals by road continued to increase, particularly from neighboring countries.

By region, Asia was still Vietnam’s largest source market, with about 11.8 million visitors in the eight-month period, making up nearly 74% of the total and increasing 7.4% year-on-year.

Europe recorded the strongest growth among major regions, at 53.4%, with about 2.68 million visitors.

Arrivals from the Americas reached around 887,000, up 20.7%, while those from Oceania rose 23.3% to nearly 489,000. Africa sent about 45,000 visitors to Vietnam, up 25.1%.

The tourism authority said the figures show that Vietnam is expanding its reach beyond nearby Asian markets, with strong growth from long-haul markets, helping diversify the visitor base and reduce dependence on individual markets.

By country, China remained Vietnam’s largest source market, with 3.54 million visitors, accounting for about 22.3% of the total. South Korea ranked second with approximately 2.76 million visitors, or 17.3%. Together, the two markets provided more than 6.3 million visitors, nearly 40% of the country’s total.

Russia ranked third with more than 1 million visitors, representing a year-on-year increase of about 165.7%, the highest growth among major source markets.

Other key markets also posted strong growth. Visitors from the U.S. increased 20.4%, Cambodia 41.5%, Japan 9.2%, the Philippines 58.8% and Australia 23.3%.

European markets continued to perform well, with arrivals from the U.K. rising 9.8%, France 13.4%, Germany 15.1%, Sweden 25.1%, Switzerland 27%, Poland 51.2% and the Czech Republic 28.2%. In Southeast Asia, tourists from Malaysia grew 20.5%, Singapore 31.7%, and Indonesia 26.7%.

India was another fast-growing market. The number of Indian visitors rose from just 102,000 in 2019 to more than 612,000 in the first eight months of 2026.

The expansion of direct air services between major Indian cities and Hanoi, Ho Chi Minh City, and Da Nang has helped make Vietnam more accessible to Indian travelers.

MOODY’S RATINGS said the Philippines’ medium-term growth outlook seems bleak as its slow  investment recovery and vulnerability to climate-driven shocks may derail its economic rebound.

In a statement following its latest rating action on the Philippines, the debt watcher said the country’s gross domestic product (GDP) growth is expected to hover below its pre-pandemic level of around 6% over the medium term.

“The Philippines’ medium-term growth will continue to be underpinned by favorable demographics, resilient remittances and service exports, and a gradual strengthening of investment as confidence recovers, with electronics and other goods exports providing a more marginal offset,” Moody’s Ratings said late on Monday.

“Even so, we expect medium-term potential to settle somewhat below the near-6% pace recorded before the pandemic, as investment recovers only gradually and the economy remains exposed to recurrent natural disasters and climate-related shocks,” it added.

Moody’s slashed its Philippine GDP growth forecast for this year to 3.6% from 5.5%. This falls near the bottom end of the government’s 3.5%-4.5% target for the year.

In the second quarter, GDP growth tumbled to a new post-pandemic low of 2.3%, bringing average growth to 2.6% in the first half.

The fourth consecutive quarter of slowing growth came as investments continued to reel from last year’s flood control corruption scandal, while rising prices amid the Middle East war squeezed household spending.

Moody’s Ratings noted that the Middle East war shocks and investment slump are “largely cyclical,” with an investment-driven recovery expected later this year.

“The recovery from the second half of 2026 should be led by a rebound in public investment as the government resumes stalled disbursements and normalizes spending execution,” it said.

Moody’s Ratings said that local investments should focus on public infrastructure and public-private partnerships, especially in renewable energy “as the country diversifies its energy mix in response to the recent shock.”

The government’s recent reforms should also eventually boost investment and productivity as their benefits are realized, the debt watcher said.

These include the Corporate Recovery and Tax Incentives for Enterprises to Maximize Opportunities for Reinvigorating the Economy Act, foreign investment liberalization, and allowing more private and foreign participation in sectors such as renewable energy.

By 2027, Moody’s Ratings expects GDP to expand by 5.3%, although still slower than its previous estimate of 5.6%.

Thailand, Southeast Asia’s second-most visited country after Malaysia, recorded tourism revenue of 984.32 billion baht (US$29.8 billion) between Jan. 1 and Aug. 22, down 2.9% year-on-year, amid a slowdown in tourist arrivals.

The top five sources of tourists contributing to this revenue were China, Malaysia, India, Russia, and South Korea, Nation Thailand reported.

Vietnam is shifting tourism growth from attracting more visitors to generating greater value from each trip, with a focus on higher spending, longer stays, green development, technology application and cultural experiences.

The country aims to welcome 45-50 million international visitors and 160 million domestic tourists by 2030, Do Cam Tho, head of the Planning and Finance Division at the Vietnam National Authority of Tourism (VNAT) under the Ministry of Culture, Sports and Tourism, said at HORECFEX Vietnam 2026, a major hospitality and tourism forum.

She said 2026-27 would be a pivotal period in shifting tourism development from expansion in scale to deeper value creation.

Vietnam welcomed 21.2 million international visitors and 137 million domestic tourists in 2025, with total tourism revenue estimated at around VND1 quadrillion ($38.1 billion).

In the first seven months of 2026, the country received nearly 13.92 million foreign tourists, up 13.8% year on year, while domestic visitors numbered about 98 million, with tourism revenue of 675 trillion VND.

International visitors currently spend an average of US$1,200-1,400 per trip in Vietnam, while domestic tourists about 2.4-2.6 million VND (US$92-99).

About 70% of foreign visitors come from China, the Republic of Korea, Japan and Taiwan (China), while markets with higher spending power, including the Middle East, Northern Europe, North America and Australia, still account for relatively small shares.

Tourism is receiving greater attention as Vietnam seeks to achieve rapid national development and make tourism a spearhead economic sector, Tho was quoted by Tuoi Tre (Youth) newspaper as saying.

Under the proposed approach, Vietnam targets total tourism revenue of $80-90 billion by 2030. The country is expected to have about 1.5 million accommodation rooms and tourism is projected to create around 5.8 million direct and indirect jobs.

Among three development scenarios for 2030, the most ambitious targets annual international visitor growth of 15-18%. Achieving it will require institutional reforms, development of the night-time economy, diversification of high-end markets and measures to increase visitor spending.

VNAT said Vietnam will continue to consolidate Northeast Asian and ASEAN markets while expanding into Europe, North America, Australia and other markets with high spending capacity and longer stays.

India, the Gulf Cooperation Council (GCC) countries, Russia and Muslim markets have been identified as areas with significant growth potential.

For domestic tourism, the focus will shift from boosting visitor numbers to encouraging higher spending, with an emphasis on two- to three-day weekend getaways, high-end Meetings, Incentives, Conferences and Exhibitions (MICE) tourism, family vacations and night-time tourism.

The winning bidder for the ₱7-billion concession to transform Subic Bay International Airport (SBIA) into a world-class logistics hub will receive a generous government incentives package, including national and local tax exemptions.

The Public-Private Partnership (PPP) Center noted that the project’s implementing agency, the Subic Bay Metropolitan Authority (SBMA), will offer a competitive slate of incentives to support long-term private investment.

Under the Special Corporate Income Tax (SCIT) regime, the winning operator may qualify for a five percent corporate income tax rate for up to 16 years, with the possibility of an extension subject to eligibility requirements.

As long as it is registered as an export enterprise with the SBMA, the concessionaire will be exempt from all national and local taxes under the SCIT regime.

It may also enjoy exemptions from customs duties and value-added tax (VAT) on imports, along with zero-rated VAT on qualified local purchases.

Beyond fiscal incentives, the project also opens up commercial opportunities outside standard airport operations. The operator can generate additional revenue through cargo handling, warehousing, commercial leasing, logistics services, and other non-aeronautical ventures.

“The SBIA project offers a compelling opportunity for the private sector to partner with the government in developing one of the Philippines’ most strategic aviation and logistics gateways,” the PPP Center said in a statement.

The SBMA recently launched a comparative challenge for the airport’s modernization and expansion, which originated from an unsolicited proposal by United States-based Cerberus Asia Pacific Investments LLC.

Under this process, interested firms may submit competing offers against the original proposal. As the original proponent, Cerberus retains the right to match or beat the best offer.

Cerberus, which has assets across transportation, real estate, and other sectors, wants to manage the SBIA under a 25-year operate-rehabilitate-add-transfer (ORAT) scheme, with an investment cost of around ₱7 billion.

The concession aims to develop the gateway, located northwest of Manila, into a strategic cargo and logistics hub that would help ease congestion at Ninoy Aquino International Airport (NAIA), especially as demand for air cargo continues to grow.

The project will focus on upgrading existing airport facilities to align them with international standards, alongside the development of new facilities to transform the airport into a higher-capacity logistics hub.

The SBIA is poised to support logistics and aviation growth through the development of the airport’s midway apron, which will consist of two warehouse buildings with a total floor area of 22,400 square meters (sqm) and a 32,000-sqm aircraft staging and parking area.

The north airport land development, meanwhile, covers an additional 88,000 sqm across four parcels of land for warehouse facilities, a hangar, a storage facility, and additional apron space.

To ensure proper development of the project, SBMA will assist the private partner in securing the necessary approvals for implementation and facilitating permits and regulatory coordination.

The Bases Conversion and Development Authority (BCDA) on Wednesday said it will ensure that the Philippine side, negotiating with the US on the final framework agreement to hit the ground running for the Pax Silica project in New Clark City, Tarlac, will push for a deal that would be most beneficial for the country.

At the Kapihan sa Manila Hotel, BCDA President and CEO Joshua “Jake” Bingcang said that the government is eyeing to sign the comprehensive framework agreement for the Pax Silica initiative with the US by November.

However, Bingcang admitted that “negotiations can always take longer,” noting that the target signing “is not cast in stone as long as the two [parties] will come up with mutually agreed arrangement.”

Nevertheless, the BCDA chief said the Philippines is pushing for terms that would “most beneficial sa’tin (to us)” as negotiations for the framework deal are ongoing.

“It’s a business contract, normally it is favorable to the host country,” he said.

Bingcang said the government has also made clear that the project will operate under the BCDA’s governing legal framework and applicable investment laws.

“It would be covered by two Philippine laws —the BCDA law and CREATE MORE so the incentives provided will be covered by these two laws,” he said.

“Never in that initial arrangement that we are going to adopt anything other than the two laws,” he added.

Pax Silica is the US Department of State’s flagship initiative on artificial intelligence and supply chain security, aimed at advancing a new economic security framework among allies and trusted partners.

The Philippines in April officially joined the Pax Silica initiative, cementing its place among other 23 global signatories, including the European Union, Japan, India, Singapore, South Korea, and the United Kingdom.

As part of the initiative, Manila and Washington are working to establish a 4,000-acre industrial hub that is envisioned as a new model for AI-focused investment within the Luzon Economic Corridor.

The BCDA chief earlier clarified that the Pax Silica hub is not envisioned as a cluster of hyperscale data centers but as an industrial hub that would include the manufacturing of semiconductors and microchips used in computers, laptops, electric vehicles, and other technologies.

Bingcang said that through Pax Silica, the Philippines and its partners see an opportunity to process raw materials domestically instead of exporting them in unprocessed form.

Philippines Attracts FDI Worth $210 Million in May 2026

The Philippines, which hosted the summit of the Association of Southeast Asian Nations (ASEAN) and other related conferences, failed once again on attracting significant foreign direct investment (FDI) as the May 2026 FDI net inflow was counted at $210 million only making it the lowest in eleven years, according to a news report by the Manila Bulletin.

Foreign direct investment (FDI) net inflows into the Philippines plunged to $210 million in May, the lowest monthly total in more than 11 years as global economic volatility and geopolitical tensions prompted foreign companies to delay capital commitments.

According to the latest data from the Bangko Sentral ng Pilipinas (BSP), released on Monday, Aug. 10, the May figure represents a 64.7 percent contraction from the level recorded in May 2025 and falls below the previous record low of $200.43 million seen in March 2015.

The sharp monthly drop dragged total net inflows for the first five months of 2026 to $2.18 billion, a 33.4 percent decline from the $3.27 billion recorded in the same period last year.

According to the BSP, the cumulative decline was “driven by lower foreign net investments in debt instruments and reinvestment of earnings, which more than offset the increase in net equity capital investments (other than reinvestment of earnings).”

The central bank added that this trend “reflected lower intercompany borrowings from foreign direct investors and reduced earnings retained for reinvestment during the period.”

Among its components, the primary driver of the May shrinkage was the sharp fall in net investments in debt instruments, which tumbled 92.1 percent to $35 million from $440 million a year earlier.

As of end-May, debt instruments—which “consist mainly of intercompany borrowing or lending between foreign direct investors and their subsidiaries or affiliates in the Philippines”—totaled $1.25 billion, dropping by nearly half from the $2.48 billion recorded in 2025.

This five-month performance follows a challenging 2025, during which annual net inflows plunged to $7.79 billion from $9.40 billion in 2024. The BSP forecasts inflows to clock in lower at $7 billion before rebounding to $8 billion in 2027.
