As free trade talks between the Philippines and Israel have started, the two nations intend to collaborate with each other on artificial intelligence (AI) and critical mineral processing, according to a news report by GMA News.

The Philippines and Israel are working to strengthen collaboration in critical mineral processing and artificial intelligence (AI) as part of the two countries’ broader efforts to deepen economic and technological cooperation.

In a public briefing, Israel Ambassador to the Philippines Dana Kursh said Department of Trade and Industry Secretary Cristina Roque and Israel Minister of Economy Nir Barkat began talks of a free trade agreement.

“They declared together that starting negotiating on having a free trade agreement. So this ecosystem with the overall strategic plan of having a free trade agreement and specific MOUs (memorandum of understanding) when it comes to minerals and other AI solutions and alongside cybersecurity,” Kursh said.

She did not further elaborate on the details, as negotiations are still ongoing, but assured that updates would be provided in June.

Kursh also said minerals like nickel and bronze could be beneficial in the construction of the 4,000-acre industrial hub in the Luzon Economic Corridor (LEC) that the Philippines and the United States plan to build.

“These are critical minerals that can be used [in the Pax Silica initiative],” the ambassador said.

“AI and other solutions are not just buzzwords. They are real opportunities that we have to seize and we have to seize them together,” she added.

The LEC is expected to be the first of its kind, serving as a new model for AI-native investment hubs under the Pax Silica initiative, a US-led effort to build a network of allied supply chains for critical technologies and minerals.

The National Grid Corporation of the Philippines (NGCP) plans to invest nearly ₱7 billion in a dedicated substation to guarantee a stable power supply for New Clark City in Capas, Tarlac, anticipating a surge in demand from a planned artificial intelligence (AI) industrial hub.

Joshua Bingcang, president and chief executive officer of the Bases Conversion and Development Authority (BCDA), said the investment promotion agency is currently in talks with NGCP to finalize the project’s details. The grid operator is drafting the alignment plan for the substation, which Bingcang noted should be finalized “soon.”

“Our target with them is by [the] end of 2028, the dedicated power connection should be already installed in New Clark City,” he told reporters last week.

Bingcang added that the BCDA initially offered to fund the project to jump-start construction, with NGCP reimbursing the agency later. However, NGCP declined the offer because the substation is already integrated into its capital expenditures.

Under its Transmission Development Plan 2024 to 2050, NGCP outlined plans to construct the Capas 230-kilovolt (kV) substation to meet the growing power needs of the emerging metropolis. According to the plan, NGCP will allocate ₱6.95 billion to develop the facility.

To facilitate the project, Bingcang said the BCDA is offering land along the Subic-Clark-Tarlac Expressway (SCTEX) to ensure an unimpeded route for the transmission line into New Clark City. Once operational, the substation is expected to give locators in the AI hub the confidence to manufacture high-value inputs without risking operational pauses due to power shortages.

The AI hub will span more than 1,600 hectares within New Clark City as part of the United States-led Pax Silica partnership, which aims to encourage investment among member countries to bolster the global AI supply chain.

To meet the site’s massive energy requirements, Bingcang said the BCDA expects a foreign investor to build a solar energy project capable of generating up to 500 megawatts. Furthermore, the agency is drafting plans for an embedded power plant to secure baseload power and enhance the hub’s overall energy reliability.

In a separate interview with Business 360, Bingcang disclosed that the BCDA is also negotiating with US investors to construct a dedicated pipeline to transport jet fuel from Subic Bay to Clark International Airport, supporting the logistics needs of companies within the AI hub. The agency is also exploring a separate pipeline along SCTEX to deliver fuel or liquefied natural gas.

Additionally, the BCDA is advancing a public-private partnership (PPP) project for New Clark City’s information and communications technology (ICT) infrastructure. According to a bid bulletin published by the PPP Center, the agency aims to conclude the procurement process for a joint venture partner to lay fiber-optic cables across the city by August.

Bingcang noted that all of these infrastructure projects were requested by the US during preliminary talks for the AI hub. Following a visit to the 1,600-hectare site last week, the US will send engineering personnel next month to conduct a site assessment and design a concept plan for the industrial zone.

“Parallel to these technical studies, we will also finalize the commercial arrangement and contractual framework for the project. Within the year, we will be announcing a definitive contract arrangement [with the US],” Bingcang said.

Parañaque City Scam Hub Busted By NBI, 17 Suspects Arrested

Recently in the City of Parañaque, elements of the National Bureau of Investigation’s (NBI) Special Action Unit (SAU)  raided and dismantled an illegal operation that used artificial intelligence (AI) tools, cryptocurrency schemes and other means to victimize people online, according to a news report by GMA News.

Authorities have dismantled an alleged online scamming operation in Parañaque City that combined romance fraud, cryptocurrency schemes, and artificial intelligence tools to target foreign victims.

In a statement, the National Bureau of Investigation (NBI) said operatives from its Special Action Unit (SAU) conducted a raid on May 15 at a residence after securing a warrant to search and seize computer data from a Parañaque City court.

Seventeen individuals were arrested during the operation – including 14 Filipinos and three foreign nationals – who were allegedly caught in the act of operating computer systems and communication devices linked to the scheme.

Investigators said the suspects were running a call center-like setup on the third floor of the property, equipped with multiple computers, mobile phones, and internet routers believed to be used in online fraud activities.

Authorities also discovered a separate room allegedly used for “models,” where a computer installed with an application capable of AI-based face swapping or deepfake technology was found.

Initial forensic findings by the NBI’s Digital Forensic Laboratory showed that the group allegedly targeted victims abroad, particularly in the United States, Bangkok, and parts of Europe.

The group used dating apps and messaging platforms such as WhatsApp, Telegram, and Grindr.

The scheme reportedly involved creating fake identities, initiating romantic relationships, and using scripted conversations to build trust before convincing victims to send money.

Investigators said victims were later directed to transfer funds through cryptocurrency wallets linked to a suspected fraudulent investment platform identified as “cexonline.uk,” a method believed to help obscure financial trails.

The arrested individuals were brought to the NBI-SAU office for documentation and were presented for inquest proceedings on May 16 before prosecutors from the Department of Justice.

They may face charges for violation of Republic Act 10175 or the Cybercrime Prevention Act of 2012.

A planned “economic security zone” in New Clark City is being positioned as part of broader efforts by the United States to build more reliable supply chains for emerging technologies, including artificial intelligence.

During a visit to the Philippines, US Under Secretary for Economic Affairs Jacob Helberg said the proposed zone aims to combine “predictability and certainty” with Asia’s manufacturing speed and scale, as global firms reassess supply chain risks.

“This is the site of a planned Economic Security Zone to fuse together the predictability and certainty of American law to the speed and scale of Asia,” Helberg said in prepared remarks delivered in New Clark City.

The initiative comes as US firms seek to reduce dependence on highly concentrated supply chains, particularly for critical components used in artificial intelligence and advanced manufacturing.

The New Clark City in Tarlac will host an industrial hub centered on artificial intelligence (AI) innovation and investments on a 1,618-hectare property.

This development comes as the Philippines formally joins the Pax Silica Declaration, a United States-led initiative that seeks to build a secure, resilient, and innovation-driven silicon supply chain covering critical minerals, semiconductors, AI, and advanced manufacturing.

“By joining Pax Silica, the Philippines is ensuring that our mineral resources and strategic location are not simply supporting global industries from the margins, but are actively harnessed to build the industries of the future,” Finance Secretary Frederick Go said in a statement on Monday.

The country’s participation in this initiative signals its intent to play a more active role in the rapidly evolving AI and semiconductor landscape.

This is in sync with the Marcos administration’s target of establishing the Philippines as a regional AI powerhouse under the National AI Strategy Roadmap.

Strategically located within the Luzon Economic Corridor, the Coordination Office is the first of its kind to be established under Pax Silica. It is being designated as a “Golden Node,” a new model for AI-native investment acceleration hubs.

“The Golden Node is not about recreating the factories of the last century. It is about building the manufacturing ecosystems of the next century – AI-native from day one, anchored in the rule of law, and integrated into a network of trusted nations that will define global supply chain resilience for decades to come,” US Undersecretary of State for Economic Affairs Jacob Helberg said in a separate statement.

New Clark City as next AI hub – Bases Conversion and Development Authority President and Chief Executive Officer Joshua Bingcang said this development places New Clark City at the center of a pivotal transformation, one that will shape a more innovative, inclusive, and future-ready Philippines.

“By establishing this Golden Node, we stand to position New Clark City as a vital link in the global supply chain for advanced technologies and next-generation manufacturing. On the ground, this will translate into more quality job opportunities for Filipinos and greater participation of local enterprises in the growing innovation-driven economy across the globe,” he said.

The BCDA will extend a two-year grace period on lease payments, which will be treated as an unconditional in-kind contribution to support the development of economic cooperation initiatives between the two countries.

Initially referred to as Clark Green City, New Clark City was planned, designed and founded by the Bases Conversion Development Authority (BCDA). The ambitious trade deal between America and Japan is beginning to take shape as the administration of US President Donald J. Trump unveiled the first set of multi-billion Dollar projects, according to a news report by Kyodo News.

U.S. President Donald Trump’s administration said Tuesday that Japan will finance the production of synthetic diamonds and two energy projects worth about $36 billion as the initial tranche of investments under a deal reached last year following months of tariff negotiations.

Trump’s announcement that the three projects had been selected, as part of a $550 billion package that Japan committed to in exchange for his administration reducing tariffs on Japanese cars and other goods, was confirmed hours later by Japanese Prime Minister Sanae Takaichi.

“These projects are so large, and could not be done without one very special word, TARIFFS,” Trump wrote on his Truth Social platform. “America is building again. America is producing again. And America is WINNING again.”

Calling it a historic time for the United States and Japan, he said a critical minerals project will be carried out in Georgia, along with plans for an oil facility in Texas and power generation infrastructure in Ohio.

Commerce Secretary Howard Lutnick said the United States and Japan will build the largest-ever natural gas infrastructure in Ohio, expected to produce 9.2 gigawatts of power, a deepwater crude oil export facility in the Gulf of Mexico and establish synthetic industrial diamond manufacturing capacity in the United States.

Lutnick said the deepwater facility is likely to generate $20 billion to $30 billion in U.S. crude oil exports annually.

Takaichi said on social media that the gas infrastructure will power artificial intelligence data centers, and the production of synthetic diamonds used in the semiconductor, auto and aviation industries is aimed at reducing the two countries’ overreliance on a specific country, without naming China.

“Going forward, Japan and the United States will continue working closely to further coordinate the details for implementing each project, ensuring their early and smooth execution,” Takaichi said in an X post.

Under a trade deal struck in July last year, Japan has committed to investing $550 billion in the United States by the end of Trump’s second term in January 2029.

Japan’s commitment comprises investments, loans and loan guarantees from Japanese government-backed financial institutions.

Japan’s industry minister Ryosei Akazawa told reporters in Tokyo that about $33.3 billion will be invested in the gas infrastructure, with Japanese companies such as Hitachi Ltd., Mitsubishi Electric Corp., Toshiba Corp. and SoftBank Group Corp. interested in participating in the project.

The project to increase U.S. crude oil exports is valued at $2.1 billion and the production of synthetic diamonds is worth $600 million, according to Akazawa, who mentioned Japanese firms such as Mitsui O.S.K. Lines Ltd., Nippon Steel Corp. and Asahi Diamond Industrial Co. in connection with these initiatives.

Last week, Akazawa and Lutnick agreed in Washington to speed up the selection process for the first round of investments, as the two countries prepare for Takaichi’s visit to the United States next month.

Japan and the United States have said that the investments will focus on strategic sectors, such as critical minerals, semiconductors, artificial intelligence and energy, to advance their national security interests and economic objectives.

The memorandum of understanding between Japan and the United States, signed by Akazawa and Lutnick in September last year, stipulates that Trump will ultimately choose projects recommended by an “investment committee” chaired by the commerce secretary and composed solely of U.S. officials.

Be Able To Spot AI-generated Images Online And Avoid Deception

Last December, I blogged about the fact that images generated by artificial intelligence (AI) online are deceiving viewers and make it challenging for people to tell what is real and fake. AI tools are being used every day for quick researching, creating videos, creating voiceovers, creating artworks and making photo-realistic images of humans randomly.

The widespread use of AI on visuals is fooling people. That said, there is a need to prepare ourselves by spotting images online that are AI-generated so that the deception can be halted. I found a useful technology guide published by VnExpress.

To put things in perspective, posted below is an excerpt from the VnExpress technology guide. Some parts in boldface…

Experts recommend checking watermarks and metadata, running reverse image searches, assessing image quality, and spotting visual inconsistencies to identify AI-generated images online.

Look for watermarks – Many AI-generated images include visible watermarks, often placed in a corner. Others contain invisible identifiers embedded in the image data. Google, for example, uses its SynthID system to insert hidden watermarks into images created by its Gemini model. Users can upload an image to Gemini on the web and ask whether it was made by AI, allowing the system to detect the SynthID marker if present.

Reverse image search – Reverse image searches can quickly reveal whether an image has been flagged as AI-generated. By right-clicking an image and selecting “Search with Google Lens,” users may see warnings in search results. Google and OpenAI have begun embedding metadata into AI-generated images, which can appear as labels during image searches, according to Android Authority.

Another labeling system is developed by the Coalition for Content Provenance and Authenticity, supported by companies including OpenAI, Adobe, and Google. Websites such as Content Credentials allow users to upload images for analysis to check for evidence of AI creation. While these checks do not guarantee authenticity, they can identify many AI-generated images and, in some cases, indicate which model produced them.

Check image quality – Image specifications can also be revealing. Tech site PCMag notes that AI-generated images are usually compressed and produced at relatively low resolutions. High-resolution images with minimal compression, particularly RAW files, are unlikely to be AI-generated. By contrast, low-quality JPEG files, such as those at 720p resolution, fall within the typical output range of AI image generators.

Look beyond the main subject – AI can often produce a convincing main subject, but background details tend to expose weaknesses. According to Popular Science, AI-generated scenes may include logical errors such as staircases leading nowhere, misplaced architectural features, or doors that do not connect to functional spaces. These inconsistencies occur because AI systems imitate visual patterns rather than understand real-world physics and spatial logic.

Text remains one of the clearest indicators of AI-generated imagery. Printed or handwritten words are often blurry, distorted, or nonsensical. Letters may appear readable at a glance but break down under closer inspection. Images containing large amounts of clear, consistently rendered text are less likely to be AI-generated.

Welcome back my readers, YouTube viewers and all others who followed this series of articles focused on YouTube videos worth watching. #1 Terminator 2 Arcade Game Revisited – As a teenager, I was a huge fan of Terminator 2: Judgment Day. In 1992, the official arcade game of Terminator 2 arrived here in the Philippines and there was this time I played it in a Makati arcade (with one other player on the other gun), spent a lot of money on tokens for it and played the game extensively. As the game was very hard and overly chaotic, us players were unable to finish it. Recently, I saw this analytical, retrospective video about the Terminator 2 arcade game on YouTube by Mass Replay. It was a very engaging video to watch as it examines the game very closely, explains why it is so challenging to play and how much would it cost gamers today to finish it. #2 Problems With Windows 11  – Are you using Windows 11 on your personal computer? The way the Microsoft operating system is right now with artificial intelligence (AI) integrated, it has attracted a lot of user complaints over its reliability, lack of efficiency, features, forced updates and being not so user-friendly. #3 Japan’s Ekiben – You might be familiar with the packed meal in Japan called bento. As with the original Xbox console, Sega released several games on Xbox 360 (a mix of remastered games and brand new ones) via retail and through the Xbox network online (AKA Xbox LIVE). Recently Sega Lord X posted a video highlighting the best of what Sega released on the console, and it is fun to watch!

#5 Street Fighter 1994 Movie Revisited – In late 1994, the live-action movie Street Fighter was released in cinemas and there was buzz about it among Street Fighter II groups of fans of the time. Not only did the filmmakers have Jean-Claude Van Damme as its main attraction, they had to make up a functional story and cram a lot of characters into it. The film event had Australia’s icon Kylie Minogue as Cammy. To this day, some moviegoers (including gamers and fans of the Street Fighter franchise) enjoyed Street Fighter while there were others who found it very flawed. Images created with artificial intelligence (AI) applications that got shared on social media continue to fool people. It is unfortunate because AI is so accessible through apps and online, people can use them and create fake stuff that easily capture people’s attention.

For starters, look what happened in Japan when someone used generative AI to create a fake image about a bear on a road, shared it online and scared the local community. This was during the time when bear attacks in Japan increased.

Recently, deception caused by AI-generated imagery took its toll in parts of Southeast Asia. To put things in perspective, posted below is an excerpt from the technology article of VnExpress.net. Some parts in boldface…

When Thu saw a viral video purportedly showing a woman and her grandchild trapped in floodwaters in central Vietnam, she almost shared it until some things made her pause.

Thanh Thu first encountered an AI hoax last month when she believed a photo showing dozens of people clinging to rooftops during flooding in Thai Nguyen Province in the north was real. The grainy quality made the picture convincing at first glance.

“But on closer look, it made no sense as multiple helicopters were hovering just above the water yet not rescuing anyone,” she says

That experience made her more cautious. So when she saw the new flooding video, she examined it again and noticed the grandmother’s face was blurred and distorted, while nearby people appeared calm, chatting casually with water only reaching their knees.

“The footage was heart-breaking at first and gave me a strong urge to share it, but I realized in time that it was AI-generated just to attract views,” the 28-year-old in HCMC says.

In recent months, her social media feeds have been filled with photos of friends posing in destinations around the world, their faces retouched to look like models. But when she noticed that photos from various friends had identical settings, with only their faces changed, she realized the images were AI-generated.

In Hanoi, Hoang Viet, 27, has also been fooled by AI-generated content. A nature enthusiast, he once spent more than an hour watching a TikTok video about a supposed “rainbow mushroom” and even took notes for research. “Later I did more research and asked experts only to find out the species does not exist at all,” he says.

He recalls being frightened by clips of “sea monsters revived” or wild animals jumping on trampolines, all low-quality videos resembling security footage but drawing tens of millions of views. “All of them were fake.” After these experiences, he now cross-checks any information using reliable news sources or academic materials before accepting it as true.

The rise of tools such as OpenAI’s Sora, Google’s Veo 3 and Runway this year has caused a surge in AI-generated images and videos, from staged travel photos to recreated images with deceased relatives.

According to digital transformation expert Dr. Dinh Ngoc Son, AI-generated content is designed to exploit emotions and curiosity. “Sensational or unusual information always spreads faster,” he says. “As AI improves realism, the spread becomes stronger, creating an emotional whirlwind that is difficult to control.”

He says authenticity and digital ethics have become major challenges. As generative AI advances, the line between real and fake is becoming increasingly thin. He cites fabricated flood rescue clips and deepfake news anchors as examples.

In July Malaysian newspaper The Star reported that a couple in Kuala Lumpur drove 300 kilometers to a tourist destination only to find it did not exist and had been entirely produced by AI. “When users share such content without verification, it distorts public perception and undermines trustworthy information platforms,” Son says.

Cybersecurity specialist Ngo Minh Hieu, known as Hieu PC, says many people unknowingly expose personal data by uploading their photos to AI-powered editing apps. “With just a smartphone, anyone can create AI products,” the founder of the “Anti-Scam” project says. “While many use them for fun, scammers increasingly exploit them to deceive those who are less tech-savvy.”

At a national seminar on online fraud prevention in late October, Deputy Minister of Public Security Pham The Tung warned that criminals are taking advantage of AI and deepfake technologies to defraud citizens. On Oct. 28 anti-scam platform Chongluadao.vn issued a new alert about fraudsters using AI to manipulate e-commerce livestreams.

They take real sales videos, modify the sellers’ appearances to look physically disabled or ill, and re-upload them to solicit purchases from sympathizers. Scammers also create dozens of fake accounts to leave emotional comments, leveraging the bandwagon effect to deceive more viewers.

As someone who once bought products on livestreams of disabled people out of sympathy, Thu says the AI scam leaves her increasingly bewildered. “Now, when even images of those people can be faked, I do not know what to believe.”

To combat AI-driven misinformation, Son says joint action is needed from individuals, society and authorities. Individuals must improve their fact-checking skills, while the journalism and education industries should strengthen digital media literacy, he says.

Very clearly, AI has no soul and AI applications are being used for the wrong and irresponsible reasons. Not only are there tech users who use AI to make images or videos to grab people’s attention, there are criminals, fraudsters and scammers who use AI to steal money or information. This should remind you that technology can be abused a lot and affect people negatively.
