Recently in the City of Parañaque, local police officers armed with a search warrant apprehended a construction worker after they found him carrying a loaded firearm during a search operation, according to a Manila Bulletin news report.

A construction worker was arrested after police found a loaded .38-caliber revolver during a search operation in Parañaque City on Thursday, Aug. 27.

Police said the suspect, identified as Edwin, 39, of Hontiveros Compound, Barangay San Antonio, was arrested at around 5:10 p.m.

Members of the Parañaque City Police Station Intelligence Section served the search warrant issued by Judge Moises D. De Castro of the Parañaque Metropolitan Trial Court.

The operation resulted in the recovery of a .38-caliber revolver loaded with four live rounds of ammunition.

The Bases Conversion and Development Authority (BCDA) on Wednesday said it will ensure that the Philippine side, negotiating with the US on the final framework agreement to hit the ground running for the Pax Silica project in New Clark City, Tarlac, will push for a deal that would be most beneficial for the country.

At the Kapihan sa Manila Hotel, BCDA President and CEO Joshua “Jake” Bingcang said that the government is eyeing to sign the comprehensive framework agreement for the Pax Silica initiative with the US by November.

However, Bingcang admitted that “negotiations can always take longer,” noting that the target signing “is not cast in stone as long as the two [parties] will come up with mutually agreed arrangement.”

Nevertheless, the BCDA chief said the Philippines is pushing for terms that would “most beneficial sa’tin (to us)” as negotiations for the framework deal are ongoing.

“It’s a business contract, normally it is favorable to the host country,” he said.

Bingcang said the government has also made clear that the project will operate under the BCDA’s governing legal framework and applicable investment laws.

“It would be covered by two Philippine laws —the BCDA law and CREATE MORE so the incentives provided will be covered by these two laws,” he said.

“Never in that initial arrangement that we are going to adopt anything other than the two laws,” he added.

Pax Silica is the US Department of State’s flagship initiative on artificial intelligence and supply chain security, aimed at advancing a new economic security framework among allies and trusted partners.

The Philippines in April officially joined the Pax Silica initiative, cementing its place among other 23 global signatories, including the European Union, Japan, India, Singapore, South Korea, and the United Kingdom.

As part of the initiative, Manila and Washington are working to establish a 4,000-acre industrial hub that is envisioned as a new model for AI-focused investment within the Luzon Economic Corridor.

The BCDA chief earlier clarified that the Pax Silica hub is not envisioned as a cluster of hyperscale data centers but as an industrial hub that would include the manufacturing of semiconductors and microchips used in computers, laptops, electric vehicles, and other technologies.

Bingcang said that through Pax Silica, the Philippines and its partners see an opportunity to process raw materials domestically instead of exporting them in unprocessed form.

The economy of the Philippines slowed down even further in the 2nd quarter of 2026 landing at 2.3%, according to a news report by GMA News. Embarrassingly, this made the Philippines an economic weakling among the members of the Association of Southeast Asian Nations (ASEAN).

By comparison, the economy of the Philippines achieved only 2.8% growth in the 1st quarter of this year. The nation’s economic growth for 2025 was at 4.4%

The Philippine economy continued to slow down in the second quarter of 2026, still due to a subdued investor and consumer sentiment amid the lingering effects of the flood control corruption scandal and the inflationary pressure brought by Middle East crisis-induced global fuel price shocks, the Philippine Statistics Authority (PSA) reported on Friday.

At a press conference, PSA chief and National Statistician Claire Dennis Mapa said the economy, as measured by gross domestic product (GDP)—the value of goods and services produced in a period— grew 2.3% in the April to June 2026 period, slower than the 2.8% growth seen in the first quarter of 2026.

This is the economy’s weakest footing since the fourth quarter of 2009 —excluding the contraction seen during the COVID-19 pandemic years— when the GDP growth rate was at 1.8%.

The 2.8% second quarter GDP growth put the Philippines behind its neighbors in Southeast Asia that already released their April to June economic growth rates such as Indonesia at 5.29%, Vietnam at 8.39%, and Singapore at 5.7%.

The first half of 2026 GDP growth rate stood at 2.6%, still behind the government’s downwardly revised target of 3.5% to 4.5% for the entire year.

Despite the economic slowdown, Department of Economy, Planning, and Development (DEPDev) Secretary Arsenio Balisacan said, “What we are experiencing right now, I believe, is transitory, temporary.”

“Domestic demand remained subdued, mainly because total investment continued to contract as public construction declined. Household consumption growth also moderated amid higher inflation, job losses, and lower remittance receipts arising from the Middle East conflict,” Balisacan said.

Household final consumption expenditure grew 2.8%, slower than 5.2% in the same period last year, weighed by contractions in transport (-7.5%), alcoholic beverages and tobacco (-1.9%), recreation and culture (-0.8%), and restaurants and hotels (-0.2%).

Government expenditure, likewise, slowed down by 8.3% from 8.7% year-on-year; while gross capital formation (GCF) —which measures investments— contracted by 9.2% from a growth rate of 0.9% a year ago.

The decline in GCF was due to the decline in construction at 14.8% with government spending on construction contracting 32.4%.

“Although public construction is a small part of the economy, the amount of contraction, at 32%, brought a significant impact on the economy,” Balisacan said.

“The sharp decline in public construction was the main contributor in the decline in investments… driven by continuous caution due to the flood control scandal,” the country’s chief economist said.

Among the major economic sectors, agriculture posted a growth rate of 2.7%, slower than 7% year-on-year; industry declined by 2.4%, from an increase of 2.1% weighed by the construction’s depreciation; services grew slower at 4.5% from 6.9%.

Agriculture, industry, and services sector contributed 7.5%, 27.9%, and 63.3%, respectively to the total GDP during the quarter.

There is no denying the fact that fraud and other forms of crime went up in the United States whenever illegal aliens get involved. Recently an illegal alien was sentenced to eight years in prison for his involvement in an $89 fraudulent payroll scheme that saw illegal alien construction workers and their employers evade taxes, according to a news report by Breitbart. The convicted illegal alien criminal is from Honduras.

An illegal alien has been sentenced to eight years in federal prison for his involvement in an $89 million fraudulent payroll scheme that saw illegal alien construction workers and their employers evade taxes.

“Today, we held an illegal alien from Honduras accountable for a brazen scheme that stole more than $38 million from American taxpayers to facilitate the employment of illegal aliens,” Assistant Attorney General Colin McDonald said.

“This case exposes how unchecked illegal immigration fuels widespread payroll tax fraud and underground economies that harm American workers and taxpayers,” McDonald said. “This sentence sends a strong message: Those who exploit our open borders, cheat the U.S. Treasury, and violate federal laws will face justice.”

Department of Justice (DOJ) officials detailed how the illegal alien helped operate the payroll scheme through several maneuvers to ensure that illegal construction workers were kept off the books:

According to court documents and statements made in court, from 2015 to 2022, Mario Flores, of Honduras, an illegal alien, conspired with others to create a series of shell companies to run an unlicensed check cashing and cash courier service business. These shell companies cashed approximately $89 million in checks from subcontractors in the construction industry, charging them a percentage of the dollar amount of the checks they cashed as a fee for this service. Through this scheme, construction contractors and subcontractors paid their workers in cash without withholding and paying required payroll taxes, allowing them to operate without regard to the workers’ legal authority to work in the United States. Flores also caused the filing of false tax documents with the IRS to conceal the scheme.

In addition, Flores and his conspirators defrauded workers’ compensation insurance companies by leasing their certificates of insurance to contractors and by providing false and fraudulent information to the insurers about, among other things, the number of workers covered by the insurance and the amount workers were paid.

“Homeland Security Investigations is committed to protecting the integrity of our financial system and enforcing our nation’s laws,” HSI’s John Condon said. “Those who orchestrate large-scale payroll tax fraud and facilitate the illegal employment of unauthorized workers will be held accountable.”

Flores pleaded guilty to one count of conspiracy to defraud the U.S. government and one count of conspiracy to operate an unlicensed money transmitting business.

Vietnam has deployed hundreds of soldiers to help build its largest airport, the VND336.63 trillion (US$12.8 billion) Long Thanh, as contractors scramble to cover a shortfall of nearly 2,000 workers before a year-end deadline to open the country’s new aviation hub.

The deployment signals the urgency around a flagship project that has already slipped past its original 2025 opening date.

Hundreds of officers and enlisted soldiers have been brought onto the site in Dong Nai City in the country’s south to reinforce a civilian workforce that has struggled to keep pace with one of Southeast Asia’s biggest construction projects.

The move was confirmed during a June 13 inspection by Construction Minister Tran Hong Minh, who was told by an Airports Corporation of Vietnam (ACV) representative that more than 76% of the total project value had been completed.

The workforce has been topped up in recent weeks but still falls nearly 2,000 short of the roughly 9,000 workers the site needs, with several units calling in military personnel to bridge the gap.

The labor crunch reflects a wider squeeze in southern Vietnam, where a cluster of megaprojects is competing for the same pool of skilled construction workers.

The nearby Bien Hoa-Vung Tau expressway and the expansion of the Ho Chi Minh City-Long Thanh-Dau Giay expressway are pulling engineers and machine operators away from the airport, and the harsh conditions across the vast, largely open site have made workers hard to retain.

To claw back time before the rainy season, contractors have added engineers, workers and equipment and moved to round-the-clock construction in three shifts and four rotating crews, part of a 180-day campaign to accelerate to the finish.

The airport is now expected to be substantially complete and to begin trial operations in September, with commercial flights targeted for late 2026.

ACV said finishing work on the passenger terminal still lacks skilled technical labor, while other packages are short of machinery operators.

The investor has ordered contractors to staff up for day-and-night work, prioritizing foundation and stone-base work to limit disruption when the rains peak.

At the terminal, which Minh called the project’s “heart,” he urged crews to complete each task definitively, down to the smallest item, and to push outdoor work first to stay ahead of the weather.

The schedule could not slip, he said, and crews had to race against time.

The Department of Education (DepEd) on Wednesday partnered with local government units (LGUs) to expedite classroom construction.

The memorandum of agreement (MOA), backed by 90 percent of provinces nationwide, formalized a nationwide framework to accelerate the delivery of school infrastructure, marking a decisive shift toward coordinated action to address the classroom backlog.

The signatories include representatives of local government leagues, including the Union of Local Authorities of the Philippines (ULAP), as well as the League of Provinces of the Philippines (LPP).

“These signatures mark the end of working in silos. They mark the beginning of shared responsibility,” Education Secretary Sonny Angara said in a statement.

The education chief said the partnership with LGUs will hasten direct actions to address the classroom shortage in the country, in line with the directives of President Ferdinand R. Marcos Jr.

The country has a backlog of 165,000 classrooms to date.

“Ang kasunduang ito ang malinaw naming pangako na wala nang classroom na maaantala dahil sa pag-aalinlangan, at wala nang edukasyong mapuputol dahil sa kakulangan ng ugnayan (This partnership is our clear promise that no more classroom construction will be delayed due to uncertainty, and no education will be hampered due to the lack of coordination),” Angara added.

Under the MOA, LGUs are tasked to lead the construction, replacement, rehabilitation, and improvement of classrooms within their jurisdictions, including the conduct of procurement, supervision of contractors, and day-to-day project implementation, in accordance with national procurement and building regulations.

For its part, the DepEd will identify priority schools, provide standard classroom designs and technical specifications, and exercise oversight by reviewing plans, validating completed works, and ensuring that projects meet national safety, accessibility, and quality standards.

Sparked by Councilor Jonas Abadilla’s post on the SK Federation’s inquiry to DPWH, the story reflects a growing movement of young leaders seeking clarity and accountability, reminding the public that scrutiny, not suspicion, is the real measure of good governance.

The DPWH replied in full, and took responsibility.

The Sangguniang Kabataan (SK) Federation of Muntinlupa City has written to the Department of Public Works and Highways (DPWH) Las Piñas–Muntinlupa District Engineering Office to seek clarity on the selection and implementation of flood control projects in the city, including two in Barangay Poblacion worth a combined ₱143.5 million.

In its letter dated September 25, 2025, the SK Federation, joined by youth councils and alliances from Barangay Poblacion and Southville 3  raised concerns about how infrastructure priorities are identified and approved, particularly amid public speculation over several projects.

Among the questions raised: who decides which flood control projects get implemented, what criteria are used to select locations, and who approved the ₱49 million project near Caltex and the ₱94.5 million project in Southville 3. The youth groups also asked whether any Muntinlupa projects were part of ongoing investigations into substandard DPWH works.

“We believe that transparency must be achieved in order to foster inclusivity, ethical governance, and genuine service to our constituents,” the SK letter read. “We seek clarity to ensure that information shared with our fellow citizens is accurate and not subject to abuse.”

In its reply, the DPWH District Engineering Office thanked the SK for its vigilance and clarified that project identification and implementation are handled by the DPWH in coordination with local governments and district representatives, but that final approval rests with the DPWH Central Office, under the General Appropriations Act passed by Congress.

DPWH also explained that flood control projects are identified based on community vulnerability, technical studies, and protection of existing infrastructure.

The ₱49 million Caltex-area project, it said, is part of a broader series of flood mitigation works along the Magdaong River, completed in 2022 to prevent bank erosion threatening the national road.

The ₱94.5 million Southville 3 project, meanwhile, is preventive in nature: meant to avert erosion and landslides near a proposed national link road. It remains suspended pending DENR permits, with no payments yet made to the contractor.

The agency stressed that no projects in Muntinlupa are currently under investigation for substandard work, and that all undergo “strict quality control” monitored by DPWH and independent auditors.

For the SK Federation, the inquiry was an exercise in responsible citizenship — a way of using its mandate to promote transparency beyond youth programming.

Here in the Philippines, a lot of people are angry over the flood control projects scandals. This is in reference to several flood control projects that collectively remained incomplete, completed but got damaged later due to using sub-standard materials, and that alleged kickbacks were involved in the awarding of contracts by the Department of Public Works and Highways (DPWH) to contractors.

In the City of Las Piñas, Congressman Mark Santos revealed that four construction firms owned by the controversial Discaya couple were awarded contracts for thirteen projects in the city worth more than P450 million, according to a Malaya Business Insight news report. It should be noted that a lot of DPWH projects lacked permits from the City Government. On the other hand, Sarah Discaya admitted owning several construction firms that bid for DPWH projects.

FOUR construction firms owned by Sarah Discaya cornered 13 flood control and national infrastructure projects, worth about P452 million, in Las Piñas City in the past three years, city Rep. Mark Anthony Santos said yesterday.

Santos laughed off Discaya’s denial in the Senate, saying records from the Department of Public Works and Highways would show that her firm Alpha & Omega’s P18.9-million flood control project in Barangay Zapote was a “glaring failure” as it was only 26.41 percent completed when the construction deadline lapsed in August 2025.

The neophyte lawmaker said that aside from Alpha & Omega General Construction and Development Corp., Discaya’s other companies, St. Matthew General Contractor and Development Corp.; Amethyst Horizon Builders and General Contractor; and Great Pacific Builders and General Contractor Inc., also got several multi-million-peso projects in Las Piñas between 2022 and 2025.

Alpha & Omega, which cornered about P100 billion of the P545.6-billion budget from July 2022 to May 2025, was among the top 15 contractors for flood control projects earlier identified by the President.

Santos disclosed that the Las Piñas-Muntinlupa District Engineering Office of the Department of Public Works and Highways (DPWH), formerly headed by district engineer Isabelo Baleros, awarded Alpha & Omega a P49-million contract in February 2022 for the construction of a flood control structure along Mahabang Ilog in Barangay Zapote.

However, just a month later, Santos said the DPWH office handed another P49-million flood control project in Mahabang Tubig, also in Zapote, to another  Discaya’s firm, St. Matthew General Contractor and Development Corp.

He said Discaya’s Great Pacific Builders and General Contractor Inc. also received a P26.3-million contract in February 2023 for a flood control project along Manarigo Creek.

Just a month later, in March 2023, Santos said another P49-million flood control project for Paliwas Creek was awarded to Amethyst Horizon Builders and General Contractor, also one of the nine construction firms of the Discayas.

Santos said all flood control projects in his city from 2022 to 2025 that were awarded to the Discayas’ construction firms were confirmed by DPWH Undersecretary for Technical Services Ador Canlas.

“Records speak louder than claims. The Discayas’ repeated awards in Las Piñas are documented, and they cannot hide behind denials or excuses,” Santos said in a statement.

Santos said Canlas also told him that nine multi-million-peso government infrastructure projects had been awarded to the four construction firms of the Discayas, which includes the P9.7-million road rehabilitation in Barangay Zapote, the P6.8-million road rehabilitation in Barangay Talon 5, and the P9.8-million rehabilitation of Las Piñas Elementary School–Central.

The lawmaker said all three projects were awarded to Amethyst Horizon Builders in 2022 under Baleros who was appointed head of the DPWH Las Piñas–Muntinlupa District Engineering Office in August 2018 when the DPWH was headed by then Secretary now Sen. Mark Villar.

Santos said Discaya’s Great Pacific Builders “further solidified the family’s stranglehold on Las Piñas infrastructure” when it also secured the P4.8-million school building rehabilitation in Barangay Talon 1 in 2023.

He said the contracts did not end there as these were followed by another two P14.4-million multi-purpose building rehabilitations in 2024 in Barangay Manuyo Dos and Barangay Pulang Lupa Dos, “underscoring a clear pattern of cornering lucrative government contracts.”

Further rate cuts by BSP could boost demand for condominium units and new residential projects in Metro Manila

Here in Metro Manila, there is currently an oversupply of condominium units. Further rate cuts by the Bangko Sentral ng Pilipinas (BSP) could boost demand for existing condominium units and also new residential projects within the metropolis, according to a BusinessWorld news report.

FURTHER RATE CUTS by the Philippine central bank could help spur new residential project launches and drive take-up of existing condominiums in Metro Manila, a property consultant said.

In its third-quarter property market report, Leechiu Property Consultants (LPC) said the inventory level of condominium units in Metro Manila has reached 67,600 units across 510 buildings — “the highest since the pandemic.”

“It’s an oversupply of the buildings in the market at 29 months’ supply. (Developers) have been slowly launching new projects,” LPC Research Director Roy Amado Golez said at a briefing on Oct. 8.

Quezon City and Ortigas (plus fringe areas) have the most number of unsold condominium units at 18,000 and 13,500, respectively.

High interest rates may have dampened demand for residential condominiums in Metro Manila. LPC said 6,885 units were sold in the July-to-September period, “close to the 7,000 level for the third straight quarter.”

The Bangko Sentral ng Pilipinas (BSP) had kept its policy rate at an over 17-year high of 6.5% from October 2023 to mid-August 2024. It reduced the benchmark rate to 6.25% at its Aug. 15 meeting.

“The interest rate levels today are still at elevated levels, at 6.25%. However, we’ll be likely seeing rate cuts in October as well as December. Hopefully, those rate cuts will  boost… the residential market,” Mr. Golez said.

BSP Governor Eli M. Remolona, Jr. earlier signaled the Monetary Board could deliver two 25-basis-point (bp) rate cuts at each of its two remaining meetings this year.

LPC said rate cuts would help ease lending conditions for both developers and homebuyers, as well as encourage developers to launch new projects.

Muted demand may have prompted developers to defer new residential projects. New project launches plunged by 39% to 2,145 units in the quarter ending September, which LPC said was the lowest since the pandemic.

“What developers are most likely doing now is reselling or re-launching or reintroducing marketing programs for their current inventory,” Mr. Golez said, adding that lower interest rates may provide a lift to sales in the next few quarters.

Muntinlupa City Government to prohibit all new construction on earthquake fault zones

The City Government of Muntinlupa just announced that all new construction located on earthquake fault zones will be prohibited and already the implementing rules and regulations (IRR) of City Ordinance 2024-174 are being drafted, according to a Manila Bulletin news report.

The Muntinlupa City government will prohibit all new construction on earthquake fault zones in the city.

Mayor Ruffy Biazon announced this on June 13 as he led the meeting of the Local Disaster Risk Reduction and Management Council.

The Muntinlupa City government is drafting the implementing rules and regulations (IRR) of City Ordinance 2024-174 or the Fault Zone Ordinance of 2024.

“Through this ordinance, we aim to ensure the safety of our constituents from earthquake risks by prohibiting construction in areas affected by the West Valley Fault and ground fissures,” said Biazon.

According to the Philippine Institute of Volcanology and Seismology and Science and Technology Information Institute (STII), “the West Valley Fault system is an imaginary line marking the area where the different fault systems are located underground and are actively moving from where a big earthquake may originate.”

The Valley Fault System “is an active fault system composed of two fault segments: the 10-km long East Valley Fault (EVF) in Rizal and the 100 km long West Valley Fault (WVF) that runs through different cities and towns of Bulacan, Rizal, Metro Manila, Cavite, and Laguna. The WVF can generate a large earthquake with a magnitude of 7.2 or commonly known as ‘The Big One’ which poses threat to people, livelihood, buildings and infrastructures.”

In April, the Muntinlupa City Council passed the ordinance, which was signed by Biazon on April 16.

Under the ordinance, new construction will be barred on earthquake fault zones transected by the West Valley Fault and Fissure in Muntinlupa.

The identification of the no-build zones will be based on the 2015 Valley Fault Atlas published by the Philippines Institute of Volcanology and Seismology (PHIVOLCS), which “shows an expanded reach and scope of these earthquake fault and fissures in Muntinlupa City.”

The Muntinlupa City Council passed Ordinance 2024-174 or the Fault Zone Ordinance of 2024, which was signed by Mayor Ruffy Biazon on April 16.

“There are existing faults and fissures zones in City of Muntinlupa, which need to be effectively identified, zoned and delineated to promote the safety and provide guidance to the inhabitants of Muntinlupa City and the general public,” according to the ordinance.

The ordinance mandates that “permanent fault markers shall be installed for the purpose of awareness and preparedness following national and international standard roadside traffic designs and materials.”

It added that “buildings, structures, and other properties transected by the West Valley Fault and Fissures, as appearing in the Valley Fault Atlas published by Philippine Institute of Volcanology and Seismology (PHILVOCS), are considered dangerous and unsafe for human occupancy.”
