Chinese National Arrested In Laguna For Posing As A Filipino

Here in the Philippines, illegal immigration in the form of foreigners pretending to be Filipino citizens is a growing problem. Recently in Laguna province, a Chinese national who pretended to be a Filipino was arrested by the authorities, according to a news report by GMA News.

A Chinese national allegedly posing as a Filipino was arrested in Sta. Rosa, Laguna, with authorities now investigating how he obtained a driver’s license from the Land Transportation Office (LTO) that was reportedly used in the deception.

According to a report on “24 Oras Weekend” by John Consulta, the Bureau of Immigration (BI) and the National Bureau of Investigation Organized and Transnational Crime Division (NBI-OTCD) implemented a deportation order and served a warrant at a residence in a subdivision in Sta. Rosa.

However, the target was not immediately found, and only a woman was initially encountered at the house.

Authorities later tracked down the suspect within the subdivision, where he was reportedly cornered while jogging. He allegedly tried to evade arrest but was eventually subdued by operatives.

NBI Director Melvin Matibag said the Chinese national was arrested for allegedly using falsified documents identifying himself as Filipino, including a Philippine-issued driver’s license.

Authorities also recovered his Chinese passport, which remains valid until 2027, along with the LTO-issued driver’s license.

While the surname on both documents matched, the driver’s license reportedly carried a Filipino-sounding first and middle name and listed the holder’s nationality as Filipino.

LTO chief Asst. Sec. Markus Lacanilao said a review of records showed the foreign national applied for a driver’s license that was later used in assuming a false Filipino identity.

The agency clarified that the document was not a conversion of a foreign driver’s license.

“This is not a conversion of a license. A foreign-issued license converted into a Philippine license—that is not the case,” he said.

Records also showed that the suspect first applied for a driver’s license in 2010 and renewed it in 2018 in Bulacan, where his nationality was listed as Filipino.

“They use Filipino names. They try to hide by pretending to be Filipino-Chinese, but they are actually Chinese nationals posing as Filipinos,” Lacanilao said.

The arrested foreign national is currently detained at the Bureau of Immigration detention facility. He has yet to issue a statement and is reportedly filing an appeal before the Department of Justice.

Authorities said a deeper investigation is ongoing, including a review of other documents that may have been issued to the suspect, and the possible cancellation of his driver’s license.

“(Revocation) is automatic. We will cancel his driver’s license, and the places where it was issued must also be investigated,” he said.

Lacanilao also warned that such documents may be used for acquiring properties, vehicles, and other fraudulent activities. Matibag said this scheme also poses national security concerns.

Recently members of Japan’s parliament approved an immigration control law revision that effectively raised fees for foreigners applying for residence status while also paving the way for the introduction of the online pre-entry screening covering those coming from abroad, according to a news report by Kyodo News.

Japan’s parliament on Friday passed an immigration control law revision to raise the maximum fee for residence status applications by foreigners and introduce an online pre-entry travel authorization system for overseas arrivals.

Once the fee changes are implemented later this fiscal year, the upper limit will be set at 100,000 yen ($630) for visa renewals and 300,000 yen for permanent residency applications, marking a sharp increase from the existing threshold of 10,000 yen.

The fees are currently 6,000 yen for changing residence status or extending the period of stay and 10,000 yen for permanent residency. The new fees will be formally set by a Cabinet order after soliciting public comments.

The government, which has cited rising costs for the revision, has said it will ease the payment burden on humanitarian grounds and for those facing financial difficulties, but lawmakers have pointed out during parliamentary deliberations that the criteria for such considerations remain unclear.

The Immigration Services Agency plans to formulate guidelines setting forth specific requirements and other details.

The latest revision also includes the establishment of the Japan Electronic System for Travel Authorization, with an eye on implementation in fiscal 2028.

The system, aimed at preventing terrorism and illegal employment, targets 74 countries and regions whose citizens qualify for visa-free entry for short stays.

Travelers will be required to provide information online, such as their name, purpose of visit, and destination, several days prior to departure, which will be cross-checked against criminal records and other databases.

If there is a suspicion of illegal overstaying, travelers will be denied boarding on planes or ships.

Secretary of State Marco Rubio said Wednesday that the United States has secured agreements with 20 countries to accept migrants living in the U.S. illegally who refuse to return to their home nations, describing the deals as a key part of the Trump administration’s immigration enforcement strategy.

Rubio said the agreements allow the United States to deport certain illegal aliens to so-called “safe” third countries when returning them directly to their countries of origin is not possible.

“A part of securing our border is dealing with the people that are in this country unlawfully, many of whom do not want to go back to the country that they originally came from,” Rubio said during a Cabinet meeting at the White House.

He said in some cases deportations are blocked because the migrants’ home countries refuse to accept them or because court rulings delay removals.

“One of the key things we have achieved is now 20 countries have signed third-country national agreements,” Rubio said. “These are safe countries where individuals who refuse to go back to their country of origin can be sent to that country instead.”

The agreements mark a significant expansion of the administration’s deportation efforts as President Donald Trump pushes forward with a broad immigration crackdown focused on border security and removal of illegal aliens living in the country illegally.

Rubio said the administration has worked closely with the Department of Homeland Security to implement the policy. He did not identify the countries that have signed the agreements or specify when the deals were finalized.

According to Rubio, the threat of deportation to a third country has also encouraged some illegal aliens to voluntarily return to their home countries.

“What often happens when you go to the person who’s here unlawfully and say, ‘We’re going to send you to this third country,’ is all of a sudden they decide they’d rather go back to their home country instead,” Rubio said.

The National Bureau of Investigation (NBI) arrested a Vietnamese citizen for allegedly performing illegal cosmetic procedures at a clandestine clinic in Parañaque City.

Operatives from the NBI Special Action Unit conducted an entrapment operation on May 13 after receiving a complaint about an individual posing as a medical professional offering invasive procedures.

“Upon verification with the PRC, this individual is not a licensed medical professional and is not allowed to practice medicine,” an NBI agent said during a press briefing.

Authorities said an undercover operative applied for a liposuction procedure, which requires professional medical expertise.

“Liposuction is considered an invasive procedure that requires the expertise of a medical professional,” the agent added.

The suspect was arrested after operatives entered the clinic and found two Filipino patients who had just undergone procedures.

“They are still fresh from their medical procedures,” the NBI said, noting this confirmed active medical practice inside the facility.

Authorities also seized medical equipment used in the operation. The suspect is facing charges for violation of the Medical Act of 1959.

Investigators said the clinic offered procedures at around P40,000—lower than rates charged by licensed practitioners, which can range from P50,000 to P80,000.

Officials warned the public to be cautious of unusually cheap procedures and to verify the credentials of practitioners.

“Kapag napuna ninyo na mas mura, i-verify muna ninyo kung ito ay may registration, may permits,” NBI Spokesperson Palmer Mallari said.

The NBI also flagged new tactics used by illegal clinics to avoid detection, including restricting patients from using mobile phones during procedures. According to investigators, this may be intended to prevent communication with authorities or accomplices during entrapment operations.

Officers are directed to consider all relevant factors and information on a case-by-case basis when determining whether an alien warrants this extraordinary form of relief.

“We’re returning to the original intent of the law to ensure aliens navigate our nation’s immigration system properly. From now on, an alien who is in the U.S. temporarily and wants a Green Card must return to their home country to apply, except in extraordinary circumstances. This policy allows our immigration system to function as the law intended instead of incentivizing loopholes. When aliens apply from their home country, it reduces the need to find and remove those who decide to slip into the shadows and remain in the U.S. illegally after being denied residency,” said USCIS Spokesman Zach Kahler.

“Nonimmigrants, like students, temporary workers, or people on tourist visas, come to the U.S. for a short time and for a specific purpose. Our system is designed for them to leave when their visit is over. Their visit should not function as the first step in the Green Card process. Following the law allows the majority of these cases to be handled by the State Department at U.S. consular offices abroad and frees up limited USCIS resources to focus on processing other cases that fall under its purview, including visas for victims of violent crime and human trafficking, naturalization applications, and other priorities. The law was written this way for a reason, and despite the fact that it has been ignored for years, following it will help make our system fairer and more efficient.”

Thai immigration authorities have deported a Spanish man and a Peruvian woman after they were allegedly caught performing a sex act on a moving tuk-tuk in popular island Phuket earlier this week.

The 41-year-old man and 43-year-old woman were filmed engaging in oral sex aboard the tuk-tuk on Sunday, in an incident that sparked public criticism over damage to Thailand’s tourism image, Bangkok Post reported.

Police interrogated the couple on Monday night and both confessed to their act, Nation Thailand reported.

They were charged with public indecency and immigration police said that the couple have been blacklisted and deported.

Public sex and indecent acts are punishable by fines of up to 5,000 baht (US$155) under Thai law.

However, the penalties have done little to deter some tourists from engaging in public nudity and other inappropriate behaviour outdoors.

On April 12, a French couple, both 24, were arrested after allegedly engaging in a public sex act on Rayee Beach. The pair were later deported after videos circulated online showing the nude woman straddling her boyfriend and performing sexual acts in full view of beachgoers.

Ibaraki Prefecture, northeast of Tokyo, launched a controversial program Monday to reward people for reporting businesses that hire illegal foreign workers.

After verifying the information as accurate, the prefectural government will report the employers to the police. If the information leads to an enforcement action, the tipster will receive a reward of 10,000 yen ($64).

The program was introduced after the prefecture said it had the highest number of undocumented foreign workers among the country’s 47 prefectures for four consecutive years.

Japan’s House of Representatives on Tuesday passed a bill to raise the ceiling on fees for immigration procedures, making it likely to be enacted during the current parliamentary session ending in July.

The amendment to the immigration control and refugee recognition law was approved by a majority vote at a plenary meeting of the lower chamber of the Diet, with backing from the Liberal Democratic Party-led ruling camp and opposition parties including the Democratic Party for the People and Sanseito.

If the bill clears the House of Councillors, the upper chamber, the new fees would be implemented within this fiscal year, which ends next March.

Under the revision, the ceiling would be raised to 100,000 yen for permission to change residence status and extend the period of stay and to 300,000 yen for permanent residence permission. Actual fees would be determined based on a relevant ordinance within these limits.

Currently, the fee cap for the three categories is 10,000 yen.

Even though controversy hounded it, the approved plan of Ibaraki Prefecture in Japan on rewarding those who report businesses hiring illegal foreign workers will take effect on May 11, according to a news report by Kyodo News. Ibaraki Prefecture (population of around 2.9 million) is located northeast of Tokyo and it already has a high number of illegal foreign workers.

A controversial plan to reward people who report businesses hiring illegal foreign workers will take effect May 11 in a prefecture northeast of Tokyo, the local government said Wednesday.

Ibaraki Prefecture, which, as of 2024, had the highest number of illegal foreign workers among the country’s 47 prefectures, will report such employers to police after verifying the information. It will offer 10,000 yen ($63) if a tip leads to a case being opened.

Reports will be limited to businesses hiring foreign workers unlawfully, and the prefecture plans to issue guidelines, including not basing reports solely on individuals’ appearance or nationality.

Reports can be filed through the prefectural website by providing personal information such as name, address and phone number, and must include a copy of identification, such as a driver’s license, the prefecture said.
