Police Arrest Suspect And Seize Illegal Substance Worth Over P1 Million In Parañaque City

A high-value individual (HVI) was arrested and more than P1 million worth of suspected shabu was seized during a buy-bust operation conducted by the Parañaque City Police early Monday, July 14.

Parañaque City Police Chief Col. Nicolas Pinon identified the suspect only by his alias “Jojie,” 27, who was apprehended at around 12:20 a.m. along Los Angeles Street in Barangay San Dionisio, Parañaque City.

Pinon said operatives of the Station Drug Enforcement Unit (SDEU) launched the operation after receiving information that the suspect was allegedly engaged in the illegal drug trade and had been classified by the police as a high-value individual operating in the city.

During the operation, an undercover police officer successfully purchased suspected shabu from the suspect.

After the transaction was completed, the arresting team immediately converged on the area and arrested “Jojie.”

Confiscated from the suspect were several heat-sealed sachets and knot-tied plastic bags containing about 150 grams of suspected shabu with an estimated standard drug price of P1,020,000, a black pouch, the marked buy-bust money, and other pieces of evidence.

The seized items were turned over to the Parañaque City Police Station for proper documentation and laboratory examination, while the suspect was placed under police custody pending the filing of charges.

A 26-year-old man was arrested in an entrapment operation by the Parañaque City Police Station against the illegal sale of firearms on Saturday, July 11.

Parañaque CPS chief Col. Nicolas Pinon identified the arrested suspect only as “Joeveiynio,” 26, a resident of Barangay San Dionisio, Parañaque City. He was apprehended at about 11:50 p.m. along Meliton Street in Barangay San Antonio.

During the operation, the suspect allegedly presented an undocumented caliber .38 revolver for sale to a poseur-buyer, prompting the backup team to move in and arrest him. However, his alleged accomplice, identified only as “Jason,” escaped and is now the subject of a follow-up operation.

Members of the Parañaque City Police Intelligence Section launched the entrapment operation after receiving information from a confidential informant that the suspects were allegedly involved in the illegal sale of firearms. Police seized the recovered firearm as evidence.

A Chinese national was arrested after allegedly causing a disturbance at a food hub in Parañaque City while searching for a person he intended to confront, causing panic among customers on Saturday, July 11.

The Southern Police District (SPD) identified the suspect as “Guo,” 34, a resident of Barangay Tambo, Parañaque City. He was arrested at around 9:41 p.m. inside a Pares Hub along Quirino Avenue in Barangay Tambo.

Authorities said Guo entered the establishment shouting and behaving aggressively while looking for a person he wanted to confront, alarming customers and employees.

They added that the suspect’s unruly behavior damaged several items inside the food hub, prompting the management to temporarily stop operations and close the establishment early. Police officers patrolling the area noticed the commotion and arrested the suspect to restore order.

Chinese Fugitives And One Other Arrested In Parañaque City

In line with the directive of President Ferdinand R. Marcos Jr. to intensify the country’s campaign against transnational crime and prevent the Philippines from becoming a haven for foreign fugitives, the Bureau of Immigration (BI) arrested two Chinese nationals wanted in their home country for fraud and illegal gambling operations, and apprehended another Chinese national found to be overstaying during the same enforcement operations.

Immigration Commissioner Joel Anthony Viado identified the fugitives as Jiang Yin, 31, and Li Chuang, 34, who were separately arrested by operatives of the BI’s Fugitive Search Unit (FSU) on the evening of June 16 in Parañaque City.

The operations were conducted in coordination with Chinese authorities that provided intelligence information about their crimes.

During the operation against Li, agents also encountered another Chinese national identified as Wang Weixin, 32, whose immigration records showed that he had overstayed in the Philippines and was the subject of an active Hold Departure Order.

According to the Bureau, both Jiang and Li are wanted by Chinese police for allegedly participating in large-scale fraud and illegally operating online gambling activities through the “Qianneng Wallet” application.

Investigators in China alleged that the application was operated by a syndicate, which recruited Chinese nationals to facilitate illegal online gambling.

Authorities further identified the two fugitives as key members of two illegal gambling syndicates, where they allegedly served as supervisors and markers who extended gambling credit and facilitated betting activities.

Immigration records likewise showed that Jiang entered the Philippines in 2019 as a temporary visitor but failed to maintain a valid immigration status, rendering him an overstaying alien. Meanwhile, verification confirmed that Li was already the subject of existing Bureau blacklist and watchlist orders as an undesirable alien and fugitive from justice.

The operation was conducted in the early hours of 17 June at a condominium complex in Sapphire Seaview Park, Parañaque City following intelligence reports linking the location to an alleged “love scam” operation that reportedly victimized individuals through online deception and cryptocurrency-related schemes.

Nabbed in the operation were Chinese national Tang Shun, Malaysian man Chia Kong Loon, as well as Burmese nationals Kum Htoi, Myo Oo, and Kyaw Tint Lwin. They were apprehended after immigration verification allegedly revealed violations of Philippine immigration laws.

According to intelligence information received by the BI, the location was allegedly being used for fraudulent online activities.

Authorities also received reports that some workers connected to the operation were being restricted from freely leaving the premises, prompting further investigation.

During the operation, one of the foreign nationals reportedly disclosed information indicating that multiple condominium units were being utilized for unlawful work-related activities. This led to the apprehension of the five foreign nationals.

A suspected criminal gang leader who had allegedly been evading authorities for two years was finally arrested in Parañaque City on Saturday, June 20.

The suspect, identified only as Ranille, 42, and tagged by police as the No. 6 Most Wanted Person at the station level, was apprehended at around 5:00 p.m. in Barangay San Isidro, Parañaque City.

According to police, Ranille is believed to be the leader of a criminal group and had been in hiding since a warrant was issued against him for illegal possession of a firearm.

Operatives from the Station Intelligence Section conducted surveillance and tracking operations that led to his arrest.

Police said a warrant of arrest had been issued against Ranille for violation of Republic Act 10591, or the Comprehensive Firearms and Ammunition Regulation Act.

The warrant was issued by Judge Regina Paz A. Ramos-Chavez of the Regional Trial Court (RTC) Branch 274 in Parañaque City on March 14, 2024, with a recommended bail of ₱120,000.

Parañaque City police chief Police Colonel Nicolas Piñon said the victim had met the group—also minors—reportedly in connection with a transaction involving shorts he had purchased from them.

After the exchange, the victim climbed a footbridge where he was allegedly attacked and repeatedly beaten. The teenager managed to flee but was already vomiting blood when he was later assisted and rushed to a hospital.

He died from severe head injuries, according to investigators.

Stabbing Incident In Parañaque City Captured On Victim’s Social Media Livestream, Suspect Arrested In Makati City

A 34-year-old man was arrested after allegedly slashing and stabbing his 45-year-old neighbor to death in an attack that was captured on the victim’s social media livestream.

The incident occurred on Sunday afternoon, May 28, in Silverio Compound, Barangay San Isidro, Parañaque City, while the victim, alias “Tata,” was reportedly doing laundry outside his home.

Footage from the victim’s livestream showed the suspect, identified as alias “Omay,” suddenly attacking him with a bladed weapon, slashing his neck and repeatedly stabbing him.

The victim attempted to evade the attack, and at one point, the suspect dropped the knife he was holding. However, authorities said the suspect drew another knife and continued the assault.

He sustained severe injuries and was rushed to a hospital by concerned neighbors, where he was declared dead on arrival.

The victim’s cousin said they had exchanged messages shortly before the incident and were shocked to learn about the attack through relatives who had seen the livestream. She later received a call from a doctor informing her that the victim had died.

According to Parañaque City Police chief Col. Nicolas Piñon, investigators found that the victim and the suspect had a longstanding dispute as they were neighbors.

Police said the two had reportedly exchanged heated remarks a day before the killing, and the conflict had not been resolved.

Investigators recovered one of the knives allegedly used in the attack at the crime scene. Following the incident, the suspect fled and went into hiding. He was arrested during a hot pursuit operation in Barangay Singkamas, Makati City, on June 1.

Piñon said police received information on the suspect’s whereabouts and continuously tracked him from the time of the incident until his arrest.

The victim’s family welcomed the arrest and called for justice, expressing grief over the sudden loss of their loved one.

Meanwhile, the suspect’s brother said the suspect contacted him on May 31 and expressed his intention to surrender and take responsibility for what had happened.

Vietnamese National Arrested In Parañaque City For Performing Illegal Cosmetic Procedures

The National Bureau of Investigation (NBI) arrested a Vietnamese citizen for allegedly performing illegal cosmetic procedures at a clandestine clinic in Parañaque City.

Operatives from the NBI Special Action Unit conducted an entrapment operation on May 13 after receiving a complaint about an individual posing as a medical professional offering invasive procedures.

“Upon verification with the PRC, this individual is not a licensed medical professional and is not allowed to practice medicine,” an NBI agent said during a press briefing.

Authorities said an undercover operative applied for a liposuction procedure, which requires professional medical expertise.

“Liposuction is considered an invasive procedure that requires the expertise of a medical professional,” the agent added.

The suspect was arrested after operatives entered the clinic and found two Filipino patients who had just undergone procedures.

“They are still fresh from their medical procedures,” the NBI said, noting this confirmed active medical practice inside the facility.

Authorities also seized medical equipment used in the operation. The suspect is facing charges for violation of the Medical Act of 1959.

Investigators said the clinic offered procedures at around P40,000—lower than rates charged by licensed practitioners, which can range from P50,000 to P80,000.

Officials warned the public to be cautious of unusually cheap procedures and to verify the credentials of practitioners.

“Kapag napuna ninyo na mas mura, i-verify muna ninyo kung ito ay may registration, may permits,” NBI Spokesperson Palmer Mallari said.

The NBI also flagged new tactics used by illegal clinics to avoid detection, including restricting patients from using mobile phones during procedures. According to investigators, this may be intended to prevent communication with authorities or accomplices during entrapment operations.

Flood-prone Areas Of Parañaque City Inspected By DPWH Secretary

Remember how terrible flooding was in Parañaque City last year? A lot of locals do not want such cases of flood to happen again and already there are those who said that Parañaque should be renamed as Baharañaque. In a serious attempt to prepare the city for the incoming rainy season, Department of Public Works and Highways (DPWH) Secretary Vince Dizon personally inspected the flood-prone areas of the city and he was accompanied by 2^nd District Representative Brian Yamsuan, according to a news report by The Daily Tribune.

The Department of Public Works and Highways (DPWH) is partnering with local lawmakers to fast-track long-term drainage upgrades and dredging operations along critical creeks to resolve severe flooding that frequently paralyzes major thoroughfares in the city.

DPWH Secretary Vince Dizon and Parañaque Representative Brian Yamsuan on Monday conducted a joint inspection of flood-prone areas, specifically targeting Dr. A. Santos Avenue in front of the Manila Memorial Park.

During heavy downpours, floodwaters in the area can rise up to four meters high, blocking access to the Skyway and the South Luzon Expressway, which triggers massive traffic gridlock.

Dizon said a key immediate solution is to dredge Villanueva Creek, which runs inside the cemetery, to allow floodwaters to flow freely into (Don Galo) Creek. Dongalo Creek will also undergo extensive dredging to clear accumulated garbage and silt.

The broader infrastructure plan includes a major overhaul of the Parañaque drainage system, which will replace old, narrowed concrete pipes with high-capacity drainage lines.

Officials cited during the inspection that uneven road elevation along Dr. A. Santos Avenue — formerly known as Sucat Road — compounds the problem. Low-lying sections of the highway trap rainwater, while clogged roadside canals slow down the rate at which the water recedes.

Dizon and Yamsuan also inspected the (Don Galo) River, another source of flooding that sends water rushing four to five feet high into nearby residential areas, severely affecting Barangay Santo Niño, Moonwalk Subdivision, and portions of Multinational Village.

As a quick-fix solution before the onset of the rainy season, Dizon recommended constructing temporary water detention basins beneath local basketball courts to contain excess runoff before pumping it out toward waterways leading to Manila Bay.
