Philippines Attracts FDI Worth $210 Million in May 2026

The Philippines, which hosted the summit of the Association of Southeast Asian Nations (ASEAN) and other related conferences, failed once again on attracting significant foreign direct investment (FDI) as the May 2026 FDI net inflow was counted at $210 million only making it the lowest in eleven years, according to a news report by the Manila Bulletin.

Foreign direct investment (FDI) net inflows into the Philippines plunged to $210 million in May, the lowest monthly total in more than 11 years as global economic volatility and geopolitical tensions prompted foreign companies to delay capital commitments.

According to the latest data from the Bangko Sentral ng Pilipinas (BSP), released on Monday, Aug. 10, the May figure represents a 64.7 percent contraction from the level recorded in May 2025 and falls below the previous record low of $200.43 million seen in March 2015.

The sharp monthly drop dragged total net inflows for the first five months of 2026 to $2.18 billion, a 33.4 percent decline from the $3.27 billion recorded in the same period last year.

According to the BSP, the cumulative decline was “driven by lower foreign net investments in debt instruments and reinvestment of earnings, which more than offset the increase in net equity capital investments (other than reinvestment of earnings).”

The central bank added that this trend “reflected lower intercompany borrowings from foreign direct investors and reduced earnings retained for reinvestment during the period.”

Among its components, the primary driver of the May shrinkage was the sharp fall in net investments in debt instruments, which tumbled 92.1 percent to $35 million from $440 million a year earlier.

As of end-May, debt instruments—which “consist mainly of intercompany borrowing or lending between foreign direct investors and their subsidiaries or affiliates in the Philippines”—totaled $1.25 billion, dropping by nearly half from the $2.48 billion recorded in 2025.

This five-month performance follows a challenging 2025, during which annual net inflows plunged to $7.79 billion from $9.40 billion in 2024. The BSP forecasts inflows to clock in lower at $7 billion before rebounding to $8 billion in 2027.

The Philippines, which has been struggling with weak economic growth and high inflation, attracted 3.7 million international visitors in the first 7 months of this year, according to a news report by BusinessWorld.

Be mindful that the words “international visitors” includes both foreign tourists as well as Filipinos who are based abroad who happened to return to the country as “balikbayan”. For insight, the Philippines attracted 5.9 million foreign tourists in 2025 plus over half-a-million Filipinos from overseas which combines for 6.4 million international visitors for the year. For the first half of 2026, the nation attracted 2.9 million foreign tourists.

The number of Philippine international visitors grew to around 3.7 million as of July, buoyed by more relaxed visa policies, with growing markets seen in China, India, and Taiwan, according to the Department of Tourism (DoT) on Friday.

DoT Undersecretary Verna Esmeralda C. Buensuceso cited the figure, noting a 4.25% increase in  tourist arrivals compared to last year.

“From January to July this year, the Philippines welcomed approximately 3.7 million international visitors, representing a 4.25% increase in visitor arrivals compared to the same period last year,” Ms. Buensuceso said during the launch of the 4th Travel Sale Expo 2026.

“We are seeing good growth from markets like China at 67%, India at 34%, and Taiwan at 11.21% growth, buoyed in large part by more liberal visa policies,” she added.

The tourism Undersecretary also noted sustained growth trajectories from the country’s traditional foreign markets such as the United States of America, Canada, and Japan, driven by additional flights.

The country is also experiencing double-digit to triple-digit growth in international arrivals from our Southeast Asian peers, such as Indonesia, Vietnam, Myanmar, Cambodia, Laos, and Timor-Leste, due to the ongoing ASEAN Summit 2026 where the Philippines serves as the host country.

“These are encouraging signs, but let me emphasize that our goal is not simply to increase the number of arrivals,” Ms. Buensuceso said.

“Our real goal is to increase the value of tourism. We want tourism to create more jobs, attract more investments, and generate more opportunities that reach communities across the country,” she added.

The tourism industry contributed 8.1% to the country’s gross domestic product (GDP) in 2025, down from 8.7% in the previous year, according to the Philippine Statistics Authority (PSA). It also employed around 7.70 million Filipinos in 2025.

The economy of the Philippines slowed down even further in the 2nd quarter of 2026 landing at 2.3%, according to a news report by GMA News. Embarrassingly, this made the Philippines an economic weakling among the members of the Association of Southeast Asian Nations (ASEAN).

By comparison, the economy of the Philippines achieved only 2.8% growth in the 1st quarter of this year. The nation’s economic growth for 2025 was at 4.4%

The Philippine economy continued to slow down in the second quarter of 2026, still due to a subdued investor and consumer sentiment amid the lingering effects of the flood control corruption scandal and the inflationary pressure brought by Middle East crisis-induced global fuel price shocks, the Philippine Statistics Authority (PSA) reported on Friday.

At a press conference, PSA chief and National Statistician Claire Dennis Mapa said the economy, as measured by gross domestic product (GDP)—the value of goods and services produced in a period— grew 2.3% in the April to June 2026 period, slower than the 2.8% growth seen in the first quarter of 2026.

This is the economy’s weakest footing since the fourth quarter of 2009 —excluding the contraction seen during the COVID-19 pandemic years— when the GDP growth rate was at 1.8%.

The 2.8% second quarter GDP growth put the Philippines behind its neighbors in Southeast Asia that already released their April to June economic growth rates such as Indonesia at 5.29%, Vietnam at 8.39%, and Singapore at 5.7%.

The first half of 2026 GDP growth rate stood at 2.6%, still behind the government’s downwardly revised target of 3.5% to 4.5% for the entire year.

Despite the economic slowdown, Department of Economy, Planning, and Development (DEPDev) Secretary Arsenio Balisacan said, “What we are experiencing right now, I believe, is transitory, temporary.”

“Domestic demand remained subdued, mainly because total investment continued to contract as public construction declined. Household consumption growth also moderated amid higher inflation, job losses, and lower remittance receipts arising from the Middle East conflict,” Balisacan said.

Household final consumption expenditure grew 2.8%, slower than 5.2% in the same period last year, weighed by contractions in transport (-7.5%), alcoholic beverages and tobacco (-1.9%), recreation and culture (-0.8%), and restaurants and hotels (-0.2%).

Government expenditure, likewise, slowed down by 8.3% from 8.7% year-on-year; while gross capital formation (GCF) —which measures investments— contracted by 9.2% from a growth rate of 0.9% a year ago.

The decline in GCF was due to the decline in construction at 14.8% with government spending on construction contracting 32.4%.

“Although public construction is a small part of the economy, the amount of contraction, at 32%, brought a significant impact on the economy,” Balisacan said.

“The sharp decline in public construction was the main contributor in the decline in investments… driven by continuous caution due to the flood control scandal,” the country’s chief economist said.

Among the major economic sectors, agriculture posted a growth rate of 2.7%, slower than 7% year-on-year; industry declined by 2.4%, from an increase of 2.1% weighed by the construction’s depreciation; services grew slower at 4.5% from 6.9%.

Agriculture, industry, and services sector contributed 7.5%, 27.9%, and 63.3%, respectively to the total GDP during the quarter.

ADB Says Philippine Economy Could Grow Around 6% In 2027

In its latest economic analysis, the Asian Development Bank (ADB) says that the economy of the Philippines could grow by about 6% in 2027 provided that investments – both public and private – would regain strength, according to a BusinessWorld news report.

THE PHILIPPINE ECONOMY could return to around 6% growth by 2027 if public and private investments rebound, according to Asian Development Bank (ADB) Country Director for the Philippines Andrew Jeffries.  

“I think (the drivers are a) kind of a little of everything, but return to high investment, public and private, I think would be, to me, the key driver,” he told reporters on the sidelines of an event on Jan. 23.

Last December, the ADB slashed its Philippine gross domestic product (GDP) growth forecast to 5% for 2025, from 5.6% previously. For 2026, the ADB trimmed its GDP projection to 5.3% from 5.7% previously.

This comes after a corruption scandal dampened government spending, household consumption, investor confidence and economic activity last year.

The ADB will release its updated economic outlook in April, which will include a 2027 growth forecast.

Mr. Jeffries warned that the cut in Department of Public Works and Highways’ (DPWH) budget this year, could trigger a “big slowdown” in locally funded projects.

“I guess the main variable for 2026 was how fast does the public investment recover? We were thinking maybe two quarters, so it’ll start reviving,” he said.

In a meeting with Public Works Secretary Vivencio “Vince” B. Dizon in December, Mr. Jeffries said they raised concerns about “paralysis,” where key projects risked getting stuck.

“What we’ve heard is they’re trying to make sure the priority projects are not stuck and keep moving forward quickly. I think it’s a twofold exercise,” he said. “It’s cleaning up the problem while full steam ahead on some of the other projects that weren’t a problem.”

Mr. Dizon earlier said the DPWH aims to boost spending while ensuring funds are used wisely and focus on prioritizing the “basics” such as road and bridge maintenance and unfinished projects. The agency’s target spend is set between P200 billion and P250 billion for the first quarter, he added.

Meanwhile, Mr. Jeffries said the Philippines must raise the share of exports in the economy to support long-term growth, as well as diversify its base, and boost resilience.

“It’s not something that happens overnight. It’ll be a combination of policies and attracting investment and improving the business environment and all of those things combined,” Mr. Jeffries said. “But neighbors have done it and the Philippines can do that.”

He noted the Philippines was shielded from external shocks, largely because exports remain a relatively small part of the economy.

While the Philippines continues to endure difficulties on attracting foreign tourists (click here and here), statistics of the global travel platform Agoda revealed that a lot more Filipinos searched online for accommodations in Vietnam, according to a travel article by VnExpress.

It is recalled that Vietnam itself achieved an all-time high of 21.2 million foreign tourist arrivals counted in 2025 and among them are more Filipino visitors. Already operating are direct flights between Manila and Ho Chi Minh City.

Travelers from the Philippines showed the strongest interest in visiting Vietnam in 2025, with accommodation searches rising 86% year-on-year, according to travel platform Agoda.

The trend was consistent with official tourism data. The number of Filipino visitors to Vietnam reached 482,173 in 2025, up 81.3% from 2024, according to the General Statistics Office.

Air connectivity between the two countries has also improved, with several carriers launching new direct routes.

In July last year, Philippine Airlines began operating a Manila-Da Nang service with three flights a week. A month later, Vietjet opened the Ho Chi Minh City-Manila route, offering five round-trip flights per week.

The Philippine economy expanded 4.4 percent in 2025 as a sharp slowdown in the final three months of the year dragged down the annual performance, government data showed on Thursday.

The gross domestic product grew 3.0 percent in the fourth quarter, marking the weakest quarterly expansion in five years. The Philippine Statistics Authority (PSA) said the industrial sector contracted by 0.9 percent during the period, while gross capital formation, a measure of investment, tumbled 10.9 percent.

Wholesale and retail trade, financial activities and public administration remained the primary drivers of growth during the October to December period.

The Philippines trimmed its economic growth targets until 2027, after growth likely slowed to about 4.8% to 5% this year, according to Economy Secretary Arsenio M. Balisacan.

In a briefing on Monday, Mr. Balisacan said the Development Budget Coordination Committee (DBCC) had lowered its gross domestic product (GDP) growth targets to 5%-6% for 2026 and 5.5%-6.5% for 2027. It kept the GDP growth target at 6%-7% for 2028.

The government earlier aimed to achieve 6%-7% GDP growth annually from 2026 until 2028.

This comes after Mr. Balisacan said the economy likely grew by 4.8-5% in 2025. This is much slower than the 5.7% GDP growth in 2024, and below the government’s 5.5-6.5% growth target.

“The emerging number, growth scenario for 2025, is something like 4.8 to 5%,” he said. “But if you achieve 5% for the entire year, because the first three quarters’ average is already 5%, that still puts the economy into one of the fastest growing economies in Asia.”

Economic growth slowed to an over four-year low of 4% in the third quarter, as the flood control scandal affected government spending and hurt business and consumer confidence.

“The developments last year are likely still to be felt this year, although in a diminishing effect, and so we expect growth perhaps in the first quarter or at least in the first half to be still quite not as rosy as we would want it to be,” the Economy chief added.

THE WORLD BANK (WB) sees a gradual recovery for the Philippines in 2026 and 2027, after growth slowed this year due to weaker investment and sluggish consumption, compounded by a corruption scandal and a string of natural disasters.

In its latest Philippines Economic Update released on Tuesday, the multilateral lender trimmed its Philippine gross domestic product (GDP) growth forecast to 5.1% for this year from 5.3% in its June report. For 2026, it lowered its Philippine GDP growth forecast to 5.3% from 5.4% previously.

The World Bank also cut its Philippine GDP growth projection for 2027 to 5.4% from 5.5% previously.

These latest projections are below the government’s 5.5-6.5% growth goal for this year and the 6-7% target for 2026 to 2028.

“To borrow from Torsten Slok, chief economist at Apollo (Management), it’s a Nike swoosh pattern. He describes the US economy, and I’m describing our forecast for the Philippines as a kind of Nike swoosh. We have a dip in 2025, and then we have a gradual recovery in 2026 to 2027,” World Bank Senior Economist Jaffar Al-Rikabi said during a briefing.

He noted the average growth of the Philippines over 2025 to 2027 will be lower than 2024 when GDP expanded by 5.7%.

“For 2025… the growth is largely weighed down by domestic factors. In particular, lower construction activity and weaker consumption growth,” he said.

The Philippine economy expanded by a weaker-than-expected 4% in the third quarter, bringing nine-month growth to 5%, as the pace of household final consumption expenditure and government spending slowed amid a corruption scandal.

Mr. Al-Rikabi also noted the deceleration in fixed investment and private consumption due to higher-than-expected number of natural disasters that hit the Philippines this year.

“But for 2026 to 2027, we think that it’s likely that external factors will weigh more heavily on growth, largely slower export demand,” Mr. Al-Rikabi said.

The US imposed a 19% tariff on most goods from the Philippines starting August, dampening export demand.

The World Bank said the Philippine economy’s growth will pick up in 2026 and 2027, fueled by strong domestic demand.

“Private consumption is projected to strengthen as inflation stays low, employment remains robust, and monetary easing lowers interest rates, making it easier for businesses and households to borrow,” it said in the report.

According to the World Bank, private consumption, which accounts for more than 70% of the economy, is projected to expand by 4.8% this year, slowing from 4.9% in 2024. This is expected to pick up to 5.3% in 2026 and 5.4% in 2027.

The World Bank said investment is likely to recover as public infrastructure projects regain momentum, while recent liberalization reforms in telecommunications, transport, logistics and renewable energy improve the business climate.

The multilateral lender also expects headline inflation to average 1.8% this year, describing the pace as “very moderate” and a key source of resilience. This forecast is slightly above the Bangko Sentral ng Pilipinas’ (BSP) 1.7% projection for 2025 and the 1.6% average recorded in the first 11 months.

‘CORRUPTION IS UNACCEPTABLE’ – Even as the Philippine economy will see a gradual recovery in the next two years, Mr. Al-Rikabi noted risks are tilted to the downside, with “more prominent” domestic drivers.

“There is a continued challenge of heightened perceptions around governance risks. This could, if it continues, erode investor confidence. It could delay public investment execution, and it could weaken growth,” he said.

The World Bank economist also noted there may be delays in fiscal and structural reforms amid the current domestic environment, “which could slow consolidation and weigh on growth over the medium term.”

A corruption scandal involving anomalous flood control projects has already triggered protests, slowed economic activity, and shaken investor confidence in the country.

“From the World Bank perspective, corruption is unacceptable,” World Bank Country Director for the Philippines, Malaysia, and Brunei Zafer Mustafaoğlu said during the same briefing.

“The World Bank considers it detrimental to any country and has been fighting against corruption in all the member countries that we operate in,” he added.

Mr. Mustafaoğlu said the Philippine government could take this opportunity to increase transparency and modernize its budget execution system “that could actually support longer-term growth and can increase investment confidence (and) can increase long-term potential growth,” he said.

Approved Foreign Investment Pledges Fall Down 48.7% In 3rd Quarter

The flood control corruption scandals connected with the weaker investor sentiment resulted in a 48.7% fall in foreign investment pledges during the 3rd quarter this year, according a news report by BusinessWorld. It should be noted that Philippines GDP growth for the same quarter slowed down a lot.

APPROVED foreign investment pledges plunged nearly 50% in the third quarter as investor sentiment soured due to the corruption scandal involving government infrastructure projects, the local statistics agency said.

Preliminary data from the Philippine Statistics Authority (PSA) showed the value of foreign commitments approved by investment promotion agencies (IPAs) fell by 48.7% to P73.68 billion in the July-to-September period from P143.74 billion in same period last year.

However, this was the highest amount of investment pledges since the third quarter of 2024.

Ser Percival K. Peña-Reyes, director of the Ateneo Center for Economic Research and Development, said the decline in approved investments can be attributed to the weaker investor sentiment.

“Tingin ko. Wala pang nakukulong eh (I think so. No one has been imprisoned yet),” he said in a Viber message, when asked if this sharp slump in approved investments will likely persist in the fourth quarter until 2026.

Quarter on quarter, the approved pledges rose by 9.34% from P67.38 billion in the second quarter.

Singapore was the top source of foreign investment pledges in the third quarter with P20.26 billion (27.5%), followed by Japan with P13.59 billion (18.4%) and Cayman Islands with P13.14 billion (17.8%).

Investment commitments from South Korea stood at P5.57 billion (7.6%), while those from China stood at P4.51 billion (6.1%)

PSA data showed the investment pledges were approved by seven IPAs — the Authority of the Freeport Area of Bataan, Bases Conversion and Development Authority (BCDA), Board of Investments (BoI), Clark Development Corp., Clark International Airport Corp., Philippine Economic Zone Authority (PEZA), and Subic Bay Metropolitan Authority.
