The Bases Conversion and Development Authority (BCDA) on Wednesday said it will ensure that the Philippine side, negotiating with the US on the final framework agreement to hit the ground running for the Pax Silica project in New Clark City, Tarlac, will push for a deal that would be most beneficial for the country.

At the Kapihan sa Manila Hotel, BCDA President and CEO Joshua “Jake” Bingcang said that the government is eyeing to sign the comprehensive framework agreement for the Pax Silica initiative with the US by November.

However, Bingcang admitted that “negotiations can always take longer,” noting that the target signing “is not cast in stone as long as the two [parties] will come up with mutually agreed arrangement.”

Nevertheless, the BCDA chief said the Philippines is pushing for terms that would “most beneficial sa’tin (to us)” as negotiations for the framework deal are ongoing.

“It’s a business contract, normally it is favorable to the host country,” he said.

Bingcang said the government has also made clear that the project will operate under the BCDA’s governing legal framework and applicable investment laws.

“It would be covered by two Philippine laws —the BCDA law and CREATE MORE so the incentives provided will be covered by these two laws,” he said.

“Never in that initial arrangement that we are going to adopt anything other than the two laws,” he added.

Pax Silica is the US Department of State’s flagship initiative on artificial intelligence and supply chain security, aimed at advancing a new economic security framework among allies and trusted partners.

The Philippines in April officially joined the Pax Silica initiative, cementing its place among other 23 global signatories, including the European Union, Japan, India, Singapore, South Korea, and the United Kingdom.

As part of the initiative, Manila and Washington are working to establish a 4,000-acre industrial hub that is envisioned as a new model for AI-focused investment within the Luzon Economic Corridor.

The BCDA chief earlier clarified that the Pax Silica hub is not envisioned as a cluster of hyperscale data centers but as an industrial hub that would include the manufacturing of semiconductors and microchips used in computers, laptops, electric vehicles, and other technologies.

Bingcang said that through Pax Silica, the Philippines and its partners see an opportunity to process raw materials domestically instead of exporting them in unprocessed form.

SBMA Port Operations Revenue Grows 8% in First Half of 2026

Even though global economic headwinds were very challenging and the economy of the Philippines continued to slow down, revenue of the Port Operations Group of the Subic Bay Metropolitan Authority (SBMA) reached P874 million in the first half of 2026 (8% higher compared to the same period last year), the authorities confirmed.

The Subic Bay Metropolitan Authority (SBMA) today disclosed a robust 8% increase in consolidated gross revenue from its Port Operations Group, reaching Php 874 million in the first half of 2026, compared to Php 806 million in the same period last year.

This growth was propelled by stronger earnings in the Seaport and Trade Facilitation and Compliance Department (TFCD), despite ongoing global economic challenges.

SBMA Deputy Administrator III for Operations Group, Ronnie Yambao, attributed the positive performance to strategic initiatives that balanced growth with stakeholder support.

“We successfully navigated a complex global environment while implementing discount measures totaling approximately Php 81 million. These were aligned with Executive Order No. 110 of President Ferdinand R. Marcos, Jr., aimed at mitigating disruptions caused by the fuel supply crisis linked to the Middle East conflict,” Yambao explained.

Breaking down the revenue contributions for H1 2026:

• The Seaport Department continued to be the primary revenue driver, contributing 78% of the consolidated gross income with Php 683 million—marking a 10% increase year-on-year. This growth was largely fueled by an 18% rise in non-containerized cargo, particularly bulk and break- bulk shipments, which surged 24%.

• Subic Bay International Airport accounted for 14% of the revenue, registering a slight 3% decrease due to lower leasing activities and reduced military logistics operations.

• Meanwhile, the Trade Facilitation and Compliance Department recorded an impressive 17% revenue increase, boosted by the newly implemented Registration Certificate (RC) Policy which introduced additional fees on trucks, heavy equipment, and regulated goods.

The notable increase in non-containerized cargo was further supported by an 88% surge in rice imports. This import growth was driven by proactive government measures to secure rice stocks ahead of the anticipated El Niño weather phenomenon.

The Department of Agriculture (DA) emphasized the critical importance of maintaining sufficient rice inventories in response to potential climate-related production impacts.

In a serious effort to ramp up agricultural exports to the Philippines, the United States Department of Agriculture (USDA) will lead a trade mission in the country from April 13 to 26, 2026 and the delegation will be composed of several American agribusinesses farmers and trade groups, according to a news article by Farms.com.

The U.S. Department of Agriculture (USDA) will lead a trade mission to Manila, Philippines, from April 13 to 16, 2026. The goal is to expand export opportunities for American farmers, ranchers, and agribusinesses.

This mission follows a major trade agreement reached in July last year, which created new pathways for U.S. agricultural products in the Philippines market. The delegation will be led by Deputy Under Secretary Michelle Bekkering and will include 58 agribusinesses, trade groups, and representatives from state agriculture departments.

Participating states include Idaho, Kansas, Nebraska, and Wisconsin. Vietnam, a nation previously ravaged by war which eventually emerged as a major tourism destination in Southeast Asia, imported a lot more fruits and vegetables from the United States of America resulting in a jump of 67% to US$900 million, according to a news report by VnExpress. Vietnam’s exports to America, however, were not too great which resulted in a trade surplus of more than $350 million for America on fruits and vegetables.

U.S. fruits and vegetables are pouring into Vietnam, with 2025 imports rising by nearly 67% to US$900 million, but Vietnamese exports to the U.S. are not keeping pace.

This marked a 10-fold jump in imports from the U.S. from a decade ago, with cherries, apples, grapes, and oranges being among the top fruits bought, according to Vietnam Customs.

Vietnam’s vegetable and fruit exports to the U.S. were worth $546 million last year, a minuscule 1.49% share in a market is dominated by suppliers such as Mexico, Canada and South American countries.

Dang Phuc Nguyen, general secretary of the Vietnam Fruit and Vegetable Association, said the U.S. is a very large market but also one marked by stringent technical standards and also long geographical distance for Vietnam.

Vietnam’s position as the 13 largest fruit and vegetable supplier to the U.S. is owed to the great efforts made by businesses in recent years, he added.

There is room for growth as the list of fresh fruits permitted for export to the U.S. continues to expand, and now includes pomelo, mango, dragon fruit, longan, lychee, star apple, rambutan and, most recently, coconut.

Consumer trends in the U.S. are shifting toward novel fruits, health-oriented products and more deeply processed items such as frozen fruit, dried fruits and juices, with Vietnamese products like coconut, durian and pomelo becoming increasingly popular.

But exports do face many challenges. Starting this month the U.S. began tightening regulations on traceability and food safety, particularly with respect to pesticide residues.

Vietnamese oversight of planting area codes and packing facilities remains uneven, which threatens to bring warnings or even temporary import suspensions by the U.S.

The high logistics costs due to the distance make it difficult for Vietnamese fruits and vegetables to compete on price with suppliers close to the U.S. such as in Mexico, Peru or Thailand.

Japan’s green tea exports in the first 10 months of this year reached the highest level in over 70 years on the back of the booming overseas market for matcha powder and the depreciation of the Japanese yen, government and industry data showed Saturday.

Tea exports between January and October grew 44 percent from the same period last year to 10,084 tons. The United States was the top destination, importing 3,497 tons in the 10 months, followed by Taiwan, Thailand and Germany.

Green tea exports have been increasing for nine consecutive years, reflecting the growing overseas popularity of Japanese foods among health-conscious consumers.

Despite rising overseas sales, annual shipments remained below 10,000 tons after peaking at 11,553 tons in 1954, partly as Chinese tea grew in popularity.

Despite sluggish green tea demand within Japan, tea leaf prices have been rising in recent years in line with falling production.

In 2024, Japan produced about 74,000 tons of tea leaves, more than 10 percent less than a decade earlier, amid declining demand for sencha used in brewing and an aging farming population.

Following its aggressive move to export more fresh fruits to the Philippines, the United States under President Donald Trump will ramp up its agricultural exports to the country in connection with strong Filipino demand for food, according to a Manila Bulletin news report.

For the newcomers reading this, not even the softened economic growth of the Philippines dampened the Filipinos’ rising demand for food and the young population is a factor behind it. America sees opportunities to export more meat, seafood and other agricultural products to the Philippines.

The United States (US) is gearing up to increase its agricultural exports to the Philippines, banking on the country’s growing food demand and potential economic growth.

In a Dec. 17 report, the US Department of Agriculture (USDA) said the country was the ninth-largest market for US exporters last year, with agricultural goods valued at $3.5 billion.

The foreign agency expects continued growth in the years to come, especially given the country’s fast-growing economy, which ranked third among the Association of Southeast Asian Nations (ASEAN) countries last year.

While it noted that the Philippine economy “continues to face risks from geopolitical tensions and trade policy uncertainties,” the USDA said it will likely remain resilient in the coming year.

The International Monetary Fund (IMF) earlier lowered its forecast of the country’s gross domestic product (GDP) growth from 5.4 percent to 5.1 percent this year, before rebounding to 5.6 percent in 2026.

The USDA also cited the easing of inflation and income inequality, driven by a growing population, as fueling demand for more agricultural commodities.

“With its rapid population growth, the Philippines has a young population that increasingly demands imported agricultural products,” it said.

According to the USDA, these market dynamics provide opportunities for US agricultural product exporters to broaden their presence in the country.

The report said products that have the “greatest potential for expansion” include dairy, poultry, ethanol (non-beverage), pork, beef, processed potatoes, confectionery and snack foods, and seafood.

Last year, the US was the top single-country supplier to the Philippines, with a market share of 18 percent, behind ASEAN at 31 percent.

The USDA noted that despite this strong performance, US exporters remain at a disadvantage relative to other exporters due to logistical and tariff challenges.

In this case, members of ASEAN benefit from lower tariffs and cheaper shipping costs, whereas the US is subject to slightly higher taxes under the most-favored nation tariff rates.

On top of this, the USDA said exporters also face higher costs due to government policies such as the sanitary and phytosanitary import clearance (SPSIC)—a document required before shipment of any agricultural product to the Philippines.

“SPSICs are valid for 20 to 90 days, depending on the commodity. The limited validity period adds costs and complicates the timing of exports, among other factors,” the report read.

In this view, the USDA emphasized the need for exporters to keep up to date with market trends to maintain the competitiveness of American products in the local market.

For instance, it noted that young Filipinos are more open to new flavors and experiences, which suppliers could consider when promoting their products.

In the middle of mixed reactions towards the United States’ 19% tariff on Philippine exports, Nomura Global Markets Research stated that the country’s gross domestic product (GDP) growth could be cut by 0.4%, according to a BusinessWorld news report. Recently, US President Donald Trump and Philippine President Ferdinand “Bongbong” Marcos, Jr., met in the White House which resulted in the new tariff.

THE United States’ 19% tariff on Philippine goods could cut the Philippines’ gross domestic product (GDP) growth by 0.4 percentage point (ppt), Nomura Global Markets Research said.

In a report, Nomura said the US tariff of 19% on Philippine goods is “fairly high” and poses downside risks to growth.

“We estimate the direct effects could reduce our baseline GDP growth forecasts by a still-substantial 0.4 ppt in the Philippines.”

Nomura said this projection is “relatively substantial” compared to its baseline growth forecasts of 5.3% and 5.6% for this year and 2026, respectively.

“This is partly because we assigned 10% as the level where the reciprocal tariff rate could settle, on the assumption that the Philippines is a strong ally of the US and is not a third country for transshipments,” Nomura said.

“As it turns out, despite the visit to Washington by President Marcos and both sides reiterating the need for a strong partnership, the tariff was still set at 19%, which is even higher than the ‘Liberation Day’ level of 17%.”

Last week, Philippine President Ferdinand R. Marcos, Jr. met with US President Donald J. Trump at the White House in Washington, DC. Mr. Trump announced a 19% tariff would be imposed on Philippine goods, which will take effect starting Aug. 1.

“The trade ‘deals’ therefore represent upside surprises in terms of tariff rates, especially for the Philippines,” Nomura said.

“As a result, if implemented and these tariff rates are sustained, these will likely further weigh on growth in both countries relative to our current baseline forecasts.”

The government expects GDP to grow by 5.5-6.5% this year, lower than its previous target of 6-8%.

“While these ballpark estimates make sense to us, uncertainty remains high and these are ‘only’ taking into account the direct effects on these ASEAN countries’ exports to the US,” Nomura said.

These estimates do not account for sectoral tariffs, such as in semiconductors and pharmaceuticals, which are currently exempted, it added.

“But as our US team highlights, the risk is these could be set higher, though some countries could be exempted, adding to the uncertainty. As mentioned above, the details of the trade deals with Indonesia and the Philippines are still limited.”

Months after initial communications were made (click here and here), Philippine President Ferdinand “Bongbong” Marcos, Jr. finally met with US President Donald Trump in the White House and this ultimately resulted in a 19% tariff on Philippine goods by America, according to two related news articles (click here and here) by the Philippine News Agency (PNA).

For the newcomers reading this, America initially announced a 17% tariff on products from the Philippines last April and it was recently revised to 20% which surprised many here in the Philippines. Now that the American tariff for Philippine goods has been settled at 19%, President Marcos called the reduction significant. It should be noted that America generated more than $100 billion in new revenue from tariffs under Trump this year.

Philippine exports of goods and services surpassed $100 billion in 2023

For the year 2023, Philippine exports of good and services reached over $100 billion based on the balance of payments (BOP) from the Bangko Sentral ng Pilipinas (BSP), according to a Philippine News Agency (PNA). By comparison, less than $100 billion was achieved in 2022.

Despite global trade challenges, Philippine exports surpassed the USD100-billion mark in 2023, an all-time high revenue for the country’s outbound trade.

The Department of Trade and Industry (DTI) said in a statement Monday that based on the balance of payments (BOP) from the Bangko Sentral ng Pilipinas (BSP), exports of goods and services reached USD103.6 billion. This is higher by 4.8 percent from the total exports of USD98.8 billion in 2022.

DTI Secretary Alfredo Pascual said this is the first time the Philippines breached the USD100-billion mark in export revenues.

Pascual said the strong exports last year was driven by services, especially the information technology and business process management (ITBPM) and tourism services.

Services exports rose 17.4 percent in 2023 to USD48.29 billion from USD41.12 billion in 2022.

According to the Information Technology and Business Process Association of the Philippines, ITBPM revenues last year stood at USD35.5 billion, while government data showed that travel services reached USD9.1 billion last year.

On the other hand, exports of goods last year declined by 4.1 percent to USD55.32 billion from USD57.71 billion in 2022.

The country’s top goods export alone, electronics, decreased by 3.4 percent or USD955 million in 2023 compared to its previous year.

“This decline highlights the importance of diversifying export portfolios and enhancing competitiveness in key sectors,” the DTI said.

“The path to global excellence and export growth requires shared ambition, where the government and the private sector must intensify and sustain collaborations. Our guideline is the Philippine Export Development Plan (PEDP) 2023-2028, which aims to address constraints to production, diversify and improve access to markets, and develop a strong and innovative export ecosystem,” Pascual said.

However, export revenues last year were USD23.2 billion away from the PEDP target of USD126.8 billion for 2023.

“We recognize the ongoing challenges in both the domestic and global trading environments and hope to address the binding constraints to Philippine export competitiveness as we continue to implement the PEDP for 2023 to 2028,” the DTI chief added.
