I Love Israel: 65 years of Israel-Philippines friendship

The month of February 2023 is indeed exceptional. In my experience, I had the greatest overseas trip of my life as I went to Israel on a pilgrimage tour with my local church. There, I witnessed the Holy Bible come to life at the many sites in the Holy Land. As such, I am grateful to the Lord and will always be faithful to Him.

On another significant matter, February 2023 also marked the 65th year of Israel-Philippines friendship which was celebrated a few weeks back according to a news article by the Philippines News Agency (PNA). For the newcomers reading this, Israel and the Philippines have a deep relationship with each other and lots of cooperation has been done.

The Philippines and Israel celebrated 65 years of friendship on Sunday, marking an already warm and historic relations with increased interactions in the areas of agriculture, commerce, and development.

In the past 12 months alone, the two nations signed various deals — from a memorandum of understanding to initiate joint activities on trade and investment to a cooperation agreement in technological innovation, research, and development.

The “milestone” Philippine-Israel Investment Promotion and Protection Agreement was also concluded in June 2022, signaling the two nations commitment to create environment for investments in water management, agriculture, cybersecurity, defense industry, smart transportation, manufacturing, and diamond industry development, among others.

Envisioning an even closer economic relations in the years beyond, Israel Ambassador to Manila Ilan Fluss sees the field of innovation as an area the two countries could further develop.

My vision is that we will establish bridges of innovation in technology between Israel and the Philippines,” he told the Philippine News Agency in a recent interview.

“For this, we’re working a lot on both on two levels, one on the startup community and how we can get an exchange between startups and to get Philippine startups enter into Israel,” he added.

As an innovation hub, Fluss believes Israel could support the Philippines in building a stronger startup industry through training and guidance in “internationalizing” Filipino startups.

In 2022, there were over 6,000 startups active in Israel, making the country a world leader in startups per capita.

Israeli firms, on the other hand, could enter the Philippines and provide solutions that address challenges unique to the country.

[The Philippines] could help Israeli startups who are usually focused more on the developed markets, enter into the Philippines, adjusting what they’re doing to the challenges in the Philippines which are different than Europe and the United States,” Fluss said.

“So we want to help them diversify and enter the Philippine markets. So this is a very major effort that we are doing in the embassy,” he added.

Israel and the Philippines’ friendship is founded on deep historical and moral connections, with Manila opening its doors to 1,300 Holocaust refugees in late 1930s even before Israel became a state.

The Philippines was one of the 33 countries to vote in favor of a United Nations resolution in 1947 that created the State of Israel.

65 years of not only friendship but strong cooperation and commitments between Israel and the Philippines clearly shows that the two nations were chosen by God to be together. Be thankful to God for all the breakthroughs and the continuing progress of Israel-Philippines ties. Israel-Philippines ties are essential!

To my fellow Filipinos reading this, I encourage you to accept the truth that Israel is the land God designated specifically for the Jewish people (read Genesis 35:10-12) and His command must be followed by all. If you want to be blessed further by the Lord, do so by loving and blessing the Jewish people (Genesis 12:1-3). I did my part when I was in Israel.

If you truly believe in Lord Jesus, the Holy Spirit and God the Heavenly Father wholeheartedly and you continue to be faithful, you should be aware that Christians are meant to stand united with Israel and love the Jewish people no matter what. Customs officials seize P140 million-worth of undeclared agricultural products in Muntinlupa City

In the progressive city of Muntinlupa, elements of the Bureau of Customs (BOC) seized several undeclared agricultural products estimated to be worth almost P140 million, according to a news article by the Philippine News Agency (PNA). The seizure happened before 2022 ended and there is a disturbing trend happening lately.

The Bureau of Customs (BOC) on Saturday reported the seizure of undeclared agricultural products amounting close to PHP140 million from a Muntinlupa City-based company.

According to Commissioner Yogi Filemon Ruiz, the containers were declared to contain udon noodles and frozen dimsum balls, but upon examination, the Customs Intelligence and Investigation Service at Manila International Container Port (CIIS-MICP) found that it contained undeclared fresh red and white onions, frozen ox tripe, frozen barbecue, and frozen crawfish.

The PHP139,769,500 worth of undeclared agricultural products underwent examinations from Dec. 27 to 29, 2022.

The shipments arrived from China between Nov. 27, 2022 and Dec. 3, 2022 at the MICP and were consigned to Taculog J International Consumer Goods Trading located at B4 L7 Mariategui HMOA, Alabang.

Ruiz said he was surprised that the same company almost managed to bring in hundreds of millions worth of smuggled agricultural products into the country in less than two months.

Although I am proud of our men and what they were able to accomplish these past weeks, I am appalled at the gall of these groups. We have reports coming in that a kilo of red onions sells for PHP720 in the markets. Bringing a hot commodity like onions into our borders without going through the proper procedures is an affront to our farmers, the people who make sure we have enough supply of it,” he said in a statement.

The operation came after the bureau reported the apprehension of PHP171.35 million worth of smuggled agricultural products, including fresh red and white onions, from containers that arrived between Nov. 12 and Dec. 3, 2022 consigned to the same company.

The shipment that arrived on Nov. 25 and examined on Dec. 28 was initially declared to contain frozen lobster, frozen prawn balls, and frozen crab stick but was later found to also have undeclared frozen ox tripe worth PHP15.5 million.

On the other hand, containers that arrived on Nov. 27 and examined from Dec. 27 to 29, were declared to have udon noodles, frozen lobster, frozen prawn balls, and frozen crab sticks. But upon examination, these containers had undeclared fresh red onions, frozen barbecue, and frozen crawfish that amounted to PHP46.75 million.

Four shipments that arrived on Dec. 3 and examined from Dec. 27 to 29, were declared to contain only udon noodles, but examiners instead found undeclared fresh red and white onions amounting to an estimated total value of PHP77,519,500.

I Love Israel: Israel shares to the Philippines water management solutions

In recent times, the State of Israel engaged with the Philippines on managing water which is clearly an essential resource, according to a Manila Times news article. Israel’s Ambassador to the Philippines Ilan Fluss spoke at the meeting.

ISRAEL is offering innovative solutions to help the Philippines improve water resource management and conservation.

Israel’s Agency for International Development Cooperation and the United States Agency for International Aid shared with the Philippine government and local water concessionaires in the Philippines the expertise and experience of Israel on water resource management.

Israel invested in technology to support the growing demand and urbanization in the country,” said Israeli Ambassador to the Philippines Ilan Fluss during a recent seminar.

The technologies, he said, “were introduced together with good policies and regulations that made Israel the leading country in the world in managing the water sector.

From desalination to reuse of sewage, minimum loss of water and more,” the ambassador said.

“Through this seminar, we hope that the Philippines’ key implementing agencies will gain insights from the Israeli experience and adapt them to local conditions,” he added.

He noted that Israel faced challenges in water conservation and management. The Middle East is a dry area and more than 50 percent of “Israel is actually desert,” he said.

The Israeli Embassy in Manila said National Water Resources Board Director Susan Abano shared the challenges that the Philippines faces as water availability continues to fall due to rising demand.

The embassy said that engineers Rodel Rik Tumanda and Jon Michael Esteban of Maynilad and Manila Water, respectively, as well as Metropolitan Waterworks and Sewerage System chief regulator Patrick Ty presented their perspectives on managing water scarcity.

“These were analyzed by the Israeli water delegation and presented advanced solutions to better manage the water sector of the country,” the embassy said in a statement.

The Israeli companies highlighted Israel’s innovation and technology to inspire and encourage the Philippine water sector, businesses and local government units to invest in technologies that will help manage water sustainably,” it added.

Among the Israeli companies who presented their water technologies were ARAD Group, Atlantium, Okiana and Watergen.

For the newcomers reading this, Israel is known for innovation not only with technology and agriculture but also in water management and the development of new sources of water. Constant problems of water supply and resource handling here in the Philippines are not new anymore and the assistance we got from Israel is crucial. This is something we have to be very thankful to our Lord for and we should pray that the Philippine water stakeholders who attended the reported meeting will put into action what they learned from their Israeli counterparts so that water management in the country will be improved.

Kadiwa bazaar in Muntinlupa City nets over P530,000 in first two days

In the progressive city of Muntinlupa, the Kadiwa bazaar held at the quadrangle at City Hall generated over P530,000 in sales in the first two days, according to a Manila Bulletin news report. The said bazaar is a special project involving the City Government, the Department of Trade and Industry (DTI), the Department of Agriculture (DAR), and the Department of Social Welfare and Development (DSWD).

The two-day Kadiwa Christmas bazaar at the Muntinlupa City hall quadrangle generated nearly P536,000 in sales to sellers.

The Kadiwa bazaar, an initiative of the Department of Agriculture in partnership with the Muntinlupa City government, Department of Trade and Industry, and Department of Social Welfare and Development, was held on Nov. 15 and 16.

Showcasing different Muntinlupa-made products, the Kadiwa bazaar was launched by Mayor Ruffy Biazon and DTI Asst. Sec. Dominic Tolentino on Nov. 15.

According to Biazon, “Gusto natin ma-promote ang produkto ng Lungsod ng Muntinlupa, dahil tayo ay proud (We want to promote Muntinlupa-made products because we are very proud of them).”

“Ang sagot sa kaunlaran ay nagkakaisang mamamayan (A united citizenry contributes to a progressive economy),” said Tolentino, a Muntinlupa resident.

On the first day, the bazaar generated P326,421 in sales and P209,223 on Nov. 16 for a total of P535,644 in two days.

Other officials at the launch of KADIWA were City Administrator Allan Cachuela, DA-ESO head Marilou Lobo, Alabang Central Market Administrator Randy Garcia, and Cristine Evangelista of DTI.

I Love Israel: Israel confirms support for Ilocos Region’s mango farmers

The Philippines has very delicious mangoes which can be availed in their basic fruit forms as well as other forms such as dried mango snacks, candies, juices and shakes. For mangoes to remain available for domestic and overseas consumption, the farming and production of the fruits must be maintained in good conditions in the long run and this is where the State of Israel comes in.

This past September, the State of Israel confirmed its support for farmers in the Ilocos Region as Ambassador Ilan Fluss formally visited the province of Ilocos Norte and stated they are looking forward to more cooperation specifically on mangoes, as reported by the Philippine News Agency (PNA). To say the least, mango farmers in the Ilocos Region need Israel’s expertise as they have been dealing with problems for some time now. The Ilocos Region itself is a major source of mangoes here in the Philippines.

The Israel government has vowed to assist Ilocos farmers to boost their productivity by sharing their innovative solutions to modern agriculture.

In his first visit to Ilocos Norte province, Israeli Ambassador to the Philippines Ilan Fluss said one of the big areas they are looking at for stronger support and longer cooperation is battling emerging diseases in mangoes and other promising crops in the region by tapping mango experts from Israel.

“We have lots of expertise in the approach. See what we can offer if I can identify good experts that can come and help in identifying the disease and solution which is not always on more and more pesticides but try different approaches to look into it and come back to the governor,” he said.

As a junior diplomat to the Philippines back in the 90s, Fluss recalled that the Israel government had introduced a training program in Guimaras then to help in exporting its mangoes to Japan.

Since 2012, the mango industry in the province has been suffering from low yield due to erratic weather patterns and disease infestation.

Ricardo Tolentino, president of the Mango Growers Association in Ilocos Norte, said a lot of mango growers continue to suffer losses due to the El Niño or the prolonged dry spell and the oversupply from other mango-producing provinces that drove prices down.

As a high-value commercial crop in the province, the Ilocos Norte government has been helping farmers rehabilitate their fruit-bearing trees and apply organic conditioners to give time for the soil to “heal.”

Grafted mango seedlings, organic fertilizers, and fruit-fly attractants are, likewise, being distributed to farmers to help boost the industry.

Based on the quarterly bulletin report of the Philippine Statistics Authority from April to June 2022, the Philippines’ mango production decreased by 3.8 percent, from 556,820 metric tons in the same quarter of 2021 to 535,430 metric tons this period.

The above article ended stating that the Ilocos Region contributed 22.5% to the total production and was the top mango producer during the 2nd quarter with more than 120 metric tons registered.

Be thankful to the Lord for this recent development of the strong ties between the Philippines and Israel. Israel itself is a world leader on agriculture and their assistance for mango farmers in Ilocos Norte comes at a very crucial time as the entire Philippines  continues to gradually recover economically and socially from the COVID-19 crisis. What is at stake here are livelihood, food production, food supply and the maintenance of mangoes in the country. Mangoes are a major product of export of the Philippines and we should be thankful to the State of Israel for their attention and support.

I Love Israel: The enduring partnership of Israel and the Philippines discussed

Recently, the Manila Times had a virtual interview with Israel’s Ambassador to the Philippines Ilan Fluss. Content of that interview was published online by the newspaper and it sure contains lots of details about the strong ties between Israel and the Philippines.

The Manila Times (TMT): Could you give us an overview of Philippine-Israeli bilateral relations? What is the direction of our bilateral relations?

Ambassador Fluss: I would like first to say that I want to congratulate The Manila Times for its anniversary — 124 years is long, many years. So, congratulations.

Generally speaking, the relations are, I would say, very good and warm. Historically, we always remember 1928, the Philippines giving a safe haven to 1,300 Jewish refugees trying to escape Nazi rule where most countries, not all countries, closed the borders for refugees.

And the Philippines during the time of President [Manuel] Quezon showed the gesture of giving the message of helping those who are in need. And it is something that we appreciate very much.

And the second thing I would mention, which is very important to us historically, is 1947 when the Philippines voted in support of the establishment of the Jewish State of Israel, voted in the United Nations. This gives the foundation for the political foundation for the establishment of the State of Israel.

For this reason, until today, Filipinos do not need a visa to enter Israel and I think this is one of the reasons why we are seeing a really very good flow of people, movement of people between our two countries because it is easier with no visa.

Hopefully, when we see direct flights between our two countries, and I am very optimistic it will happen sometime next year, I think Manila-Tel Aviv will be a very busy line.

First of all, there is always a very good sense of people feeling very comfortable, very interested, very warm to each other I think it comes from similar values — the importance of family, value of family, value of charity, of helping each other, the community, I think these are the issues that we share between our societies, our two countries.

Today, we just had a JCM, the joint committee meeting, which is an annual political meeting between the Ministry of Foreign Affairs of Israel and the DFA (Department of Foreign Affairs) here. We did an overview of the relations.

And generally, things are going well between our two countries — friendly, warm, open discussions.

TMT: In terms of trade and commerce, are there new avenues that we can explore to further enhance our economic cooperation?

Ambassador Fluss: I’ll say my vision as the Israeli Ambassador to the Philippines is to create bridges of innovation and technology between our two countries, which means one side to transfer the knowledge, what we’re doing in Israel.

Because Israel is known as a global hub of innovation. I want to share this experience and to help the Philippines in creating its own system of innovation where you can have local innovation, entrepreneurship. And to support that, I’m working on both government-level and private sector, academia, and also introducing relevant Israeli technologies that can support the development process here in the Philippines.

In this regard, we had a delegation in the Philippines last week of companies in the agricultural sector who came to a big agricultural expo in Davao, which is the “food basket of the Philippines.” We participated there. I was there in Davao last week.

There is a lot of interest in Israeli technologies and this is also part of the vision and one of the main goals of the President (Ferdinand Marcos Jr.) is enhancing agricultural productivity and food security, and we are trying to support these efforts. The State of Israel is a leader in agriculture technologies.

So, for one side the economy and trade, so more business delegations. We are also looking at another delegation coming to the Philippines on the area of water. We are also planning to have an exhibition on Israeli innovation in the Philippines, which will be presented here. We have Israeli experts to talk about Israeli innovations.

During the pandemic two years ago, the Israeli Embassy expanded and we opened a trade and economic office in the embassy which shows Israel is now investing more in promoting the relations between our two countries in this sector.

Ambassador Fluss confirmed that Israel-Philippines ties are in a really good state not just diplomatically but also socially and economically. This past September, it has been confirmed that the State of Israel will assist farmers in the Ilocos Region by sharing their solutions to modern agriculture which should boost the local productivity. Ambassador Fluss visited the province of Ilocos Norte for the first time and met with the officials there.

Be thankful to the Lord as Israel-Philippines ties continue to grow stronger. As such, I encourage you all to not just read Manila Times’ interview with Ambassador Fluss but also pay close attention to the many details recorded in the interview so you can have a clear view about the state of Israel-Philippines relations. That interview is a blessing from our Lord. Keep on praying to Him to have the two nations rise high strongly and stand out among all nations of this very divided world we live in. “We are happy to share our expertise in the field of agriculture with the Philippines to address productivity and food security,” he said, citing a recent meeting with President Ferdinand Marcos Jr. who sought to enhance agriculture cooperation with Israel.

P220 million worth of hoarded sugar seized in three raids

The Philippines has a big problem with regards to sugar which unsurprisingly sparked a wave of news. The three leading softdrinks makers made a joint statement about the declining supply of sugar in the country while stores and local food joints claimed they are affected by the sugar shortage. The local bakers have been affected as well.

There is, however, good news here. Recently agents of the Bureau of Customs (BOC) conducted raids which resulted in the seizure of several sacks of hoarded sugar estimated to be worth more than P200 million, according to a BusinessWorld report. Make no mistake, the government is working to solve the sugar problem.

CUSTOMS agents seized 44,000 sacks of hoarded sugar worth P220 million in separate raids north of Manila, the capital on Wednesday and Thursday as part of a crackdown amid rising sugar prices and tight supply.

The agents and police raided two warehouses in Bulacan province and another in Pampanga on orders of President Ferdinand R. Marcos, Jr., who is also Agriculture secretary, the Bureau of Customs (BoC) said in a statement.

“The BoC’s Pampanga sugar warehouse raid may very well serve as a warning to unscrupulous traders who are currently hoarding their stocks of sugar in order to profit from the current artificial sugar shortage situation,” Executive Secretary Victor D. Rodriguez said in a separate statement.

The government might visit more warehouses in the coming days, Press Secretary Trixie-Cruz Angeles told a news briefing.

Mr. Rodriguez earlier said the government was investigating reports that certain traders were pushing the imports of 300,000 metric tons of sugar so they could use it as a cover to release hoarded sugar, which they have not sold for fear of lowering prices.

The Sugar Regulatory Administration had authorized the imports, which Mr. Marcos later rejected. Three of the officials who signed the order have quit their jobs.

“Reports reaching the Office of the Executive Secretary said such massive importation of sugar could result in windfall profits for the traders of at least P300 million with a portion of the amount earmarked as lobby money,” Mr. Rodriguez said.

The Customs bureau is investigating reports that the Pampanga warehouse had long been smuggling sugar from Thailand, repacking and then selling it as local sugar, the presidential palace said.

Like the Pampanga warehouse, the two warehouses in Bulacan were also suspected of storing smuggled goods.

The agents also found imported corn starch from China, sacks of imported flour, plastic products, oil in plastic barrels, motorcycle parts and wheels of different brands, helmets, LED TVs and paints inside the Pampanga warehouse.

Authorities have given the warehouse owners 15 days to present import documents, the palace said.

In a signing ceremony on March 2, Department of Agriculture (DA) Secretary William Dar and Israel Ambassador to the Philippines Ilan Fluss signed a joint declaration that would jumpstart technical and economic partnerships between Filipino stakeholders and Israeli agri-food industry players.

We aim to introduce smart and precision agriculture while using Israeli technology adjusted to local conditions to address the local challenges. Signing the joint declaration is a strong signal that MASHAV, Israel’s agency for development cooperation, will be happy to support the Philippines through technical assistance and capacity-building programs, especially in the dairy industry,” Fluss said.

In the proposed 2020-2025 Dairy Road Map, the government seeks to increase the country’s dairy input to provide milk for Filipino children and address malnutrition and poverty.

Israel is a model to us. The Philippine government is eager to learn from Israel’s best dairy practices, we want to know more about the technologies. We have also watched with great interest the progress of the joint-dairy projects between Israel and Vietnam, and we wish to learn as much in the Philippines,” Dar said.

“I trust the joint declaration is only the first step to continuing mutual relationship and assistance,” he added.

The signing was followed by a virtual event, which featured best practices from Israel’s dairy industry and leading technologies to increase farm productivity.

At the webinar, Dairy Fresh Asia’s chief dairy expert and co-founder Gonen Harel said his company plans to build a demo farm that can help change the dairy industry and its scale in the Philippines by training the local workforce and blending it with Israeli technologies that have proven its success in Vietnam.

Dr. William Medrano, DA Undersecretary for Livestock, for his part, acknowledged the need to attract more Israeli companies and utilize their technologies for the Philippine milk industry.

Ariane Blancia, commercial officer and sector lead for Agrotechnologies, said that about 1.5 billion liters of cow milk were produced in Israel last 2020 alone.

“There are many reasons why Israeli Holstein cow is a world leader in milk yields, but the real answer lies actually in the combination of the unique method of production and quotas, heat stress management, breeding among others that are used in Israel to manage and improve the dairy herd,” Blancia said.

The Philippines will soon have its dairy industry boosted thanks to this strategic and beneficial partnership with Israel. I Love Israel: Israel and the Philippines to collaborate on science and technology

Remember last November when it was announced by Israel’s Ambassador Ilan Fluss announced that the Jewish State and the Philippines will collaborate key fields such as technology and agriculture and more? A new development related to that shows that Israel-Philippine ties will grow more through collaboration and cooperation and this was confirmed by no less the Department of Science and Technology (DOST), the Manila Bulletin reported recently.

The Philippines and Israel have committed to pursue science, technology, and innovation projects centered around agriculture and health, the Department of Science and Technology (DOST) announced Friday, Jan. 29.

In a taped report, DOST Secretary Fortunato “Boy” de la Peña said he met Israeli Ambassador to the Philippines Ilan Fluss online on Jan. 24 to discuss the Department’s collaboration with Israel.

“The priority and the specifics of the cooperation identified were on the innovation, ecosystem which will focus on technology-based enterprise incubation and acceleration,” de la Peña said.

“One that will focus on agriculture, water management, one that will focus on the development of the vaccines and therapeutics for our livestocks,” he continued.

Partnership on drug discovery and drug commercialization, as well as the establishment of the Virology Science and Technology Institute will also be explored.

According to de la Peña, Fluss also expressed the intent of creating an incubator/facility in the Philippines.

The above details prove that what Ambassador Fluss said in November is true and the cooperation between the Philippines and the State of Israel is only growing stronger. The Philippine Army recently received military hardware made by Israeli firm Elbit Systems which will surely enhance military operations and defense in the country.
