Philippines And Japan To Discuss Surface-To-Ship Missile Exports

Following the recent meeting between Japanese Defense Minister Shinjiro Koizumi and Philippines Defense Secretary Gibo Teodoro in Singapore, the two nations will soon discuss the export of Japanese-produced surface-to-ship missiles to the Philippines which itself has been harassed a lot by Communist China at sea, according to a news article by the Philippine News Agency (PNA).

It should be recalled that Japan successfully tested the Type 88 surface-to-ship system during the Balikatan exercise held in the Philippines and it has been considering exporting it to the nation for its defense enhancement.

Japanese Defense Minister Shinjiro Koizumi and Philippine Defense Secretary Gilberto Teodoro affirmed Sunday that talks will be launched on the export of surface-to-ship missiles from Japan to the Southeast Asian nation.

Koizumi revealed this in talks with reporters after holding a meeting with the Philippine defense chief in Singapore earlier in the day.

Type-88 surface-to-ship guided missiles of Japan’s Ground Self-Defense Force (SDF) are expected to be a candidate.

The Philippine side is believed to have shown an interest in procuring the missiles as the Japanese Self-Defense Forces used them in the Balikatan multilateral exercises conducted in Manila between April and May.

The SDF, which had taken part in the annual exercises organized by the United States and the Philippines as an observer since 2012, joined the drills on a full scale for the first time this year following the entry into force of the Japan-Philippine reciprocal access agreement in September 2025.

The possible procurement of Type-88 missiles is expected to help reinforce the deterrent and response capabilities of the Philippines, which is in confrontation with China in the South China Sea.

Koizumi also said he and Teodoro broadly agreed that Abukuma-class destroyers of Japan’s Maritime SDF will be transferred to the Philippines as soon as they are decommissioned.

For a few months now, the economies of Southeast Asian nations have been affected by the higher costs of imported oil from the Middle East and there is no telling what evil the terrorist state of Iran could do with regards to the critical Strait of Hormuz. As such, the need for Southeast Asian nations to diversify their crude oil procurement sources is clear and Japan confirmed it will help them, according to a news article by Jiji Press with additional content from Manila Bulletin.

The Japanese government plans to help Southeast Asian countries diversify their crude oil procurement sources, in order to stabilize petrochemical supply chains amid the ongoing Middle East tensions.

Faced with recent energy shocks following the effective closure of the Strait of Hormuz, Southeast Asian nations, which depend heavily on imported crude oil, are working to reduce their reliance on Middle East oil.

The Philippines has depended on the Middle East for more than 90 pct of its crude oil imports. In March, the Philippines declared a national energy emergency due to soaring crude oil prices.

The Southeast Asian nation recently started importing crude oil from Russia, even while some countries have reduced or halted imports from Russia as part of sanctions following its invasion of Ukraine. The Philippines has also shown a willingness to pursue joint oil and gas exploration with China in the South China Sea, where the two countries have territorial disputes.

Philippine President Ferdinand Marcos Jr. said in a recent interview, “I don’t think that we will go back to the old system where the majority of the petroleum products that are coming out of the Strait of Hormuz are going to Asia.”

Marcos expressed expectations that Asian countries will further advance the diversification of their crude oil supply sources in the coming years.

Other member states of the Association of Southeast Asian Nations, such as Thailand and Vietnam, are also seeking to diversify their procurement of crude oil by increasing imports from the United States and African countries, in addition to Russia.

At an ASEAN summit in Cebu in the Philippines earlier this month, leaders reaffirmed in a joint statement their commitment to diversifying crude oil procurement sources and promoting energy trade in the region. They also exchanged views on the idea of establishing joint oil and gas reserves.

Meanwhile, the Japanese government is wary of the potential impact on domestic supply chains if supply chains in Southeast Asia, a petrochemical manufacturing hub, are disrupted.

“Supporting supply chains in Asian countries will directly contribute to strengthening the Japanese economy,” Japanese Prime Minister Sanae Takaichi said, indicating her intention to support ASEAN.

In April, the Japanese government announced a framework to provide financial support of 10 billion dollars, or around 1.6 trillion yen, to help stabilize energy supplies in Asian countries.

In Japan, the raising of immigration fees could soon become a reality as the Japanese House of Representatives approved a bill to raise the ceiling on fees for immigration procedures, according to a news article by Jiji Press. This means the approved legislation will be reviewed and eventually be decided upon by the nation’s House of Councillors (upper chamber).

Japan’s House of Representatives on Tuesday passed a bill to raise the ceiling on fees for immigration procedures, making it likely to be enacted during the current parliamentary session ending in July.

The amendment to the immigration control and refugee recognition law was approved by a majority vote at a plenary meeting of the lower chamber of the Diet, with backing from the Liberal Democratic Party-led ruling camp and opposition parties including the Democratic Party for the People and Sanseito.

If the bill clears the House of Councillors, the upper chamber, the new fees would be implemented within this fiscal year, which ends next March.

Under the revision, the ceiling would be raised to 100,000 yen for permission to change residence status and extend the period of stay and to 300,000 yen for permanent residence permission. Actual fees would be determined based on a relevant ordinance within these limits.

Currently, the fee cap for the three categories is 10,000 yen.
