Temporary Reduced Fees And Support For Port Clients Confirmed By SBMA

In response to the spiked fuel prices and other economic uncertainties, the Subic Bay Metropolitan Authority (SBMA) announced that it will temporarily offer reduced fees and provide financial support to its port clients.

The Subic Bay Metropolitan Authority (SBMA) has temporarily taken measures to provide port clients with the much-needed financial support, amid the ongoing rise in fuel costs in the global market.

SBMA Chairman and Administrator Eduardo Jose L. Aliño explained that this is in line with President Ferdinand R. Marcos Jr.’s Executive Order No. 110, which immediately placed the entire country in a state of national energy emergency due to geopolitical tensions in the Middle East.

Aliño added that such temporary measures aim to provide aid to industries affected by the Middle East crisis by ensuring that cost-stabilizing strategies for the transport and food sectors are implemented without delay.

“These initiatives, including reduced fees and extended free storage, provide a fiscal cushion to reinforce investor confidence and prevent supply chain bottlenecks,” said Aliño.

He also cited that key industry participants namely, importers, suppliers, consignees, vessel owners, and consumers, will experience the impact of these measures through their respective counterparts – terminal operators, cargo handlers, brokers, consolidators, processors, ship agents, and shipping lines, resulting in a cascading effect throughout the supply chain.

As part of this initiative, the SBMA will implement a five percent tariff reduction on all commercial vessels, including harbor fees, berthing fees/ anchorage fees, and harbor cleaning fees, as well as a five percent tariff reduction on cargo charges including wharfage fees, and storage fees.

“We will also implement a five percent tariff reduction on SBMA shares such as pilotage fee, hauling services, tugboat services, heavy equipment rental, line handling services, chandling services, water tendering, cargo handling for containerized cargo, and bunkering services,” he added.

Additionally, the SBMA is also offering free storage for non-containerized cargo, and free storage period for an additional 2-day extension.

To further aid port clients, the SBMA will temporarily suspend the collection of shares from terminal operators/cargo handlers for liquid bulk cargo handling and related activities; the implementation of the one percent admission fee for liquid bulk; and the implementation of the ten percent increase on cargo handling and miscellaneous charges of non-containerized/ general cargoes.

Chairman Aliño assured port stakeholders that these measures shall take effect immediately upon its approval and ratification by the SBMA Board of Directors, adding that these will remain in force until geopolitical tensions subside, at which point they shall be lifted via a formal issuance following Board approval.

New Visas For Foreign Restaurant Workers Suspended By Japanese Government

Foreigners who planned to work in Japan’s restaurant sector will have to wait further or search for other new opportunities as the government of Japan officially suspended visas for foreign restaurant workers, according to a news report by Kyodo News.

The Japanese government is no longer issuing visas for foreign specified skilled workers in the restaurant sector as the quota of 50,000 has nearly been reached — the first restriction of its kind since the current limit was set.

The Immigration Services Agency of Japan suspended issuing certificates of eligibility for Type I Specified Skilled Worker visa applications received from Monday. The agency said that, according to preliminary data, the number of foreigners with Type I status working in the food service industry reached roughly 46,000 by the end of February.

It said that for applications received before Monday, certificates will be issued in order up to the quota limit.

In January 2026, the government decided to accept up to 805,700 individuals, expanded to 19 sectors, under the specified skilled worker program through March 2029, with the caps decided based on the degree of labor shortage in the respective fields.

“The food service industry was quicker to employ foreign skilled workers than in other sectors,” said an official at the Ministry of Agriculture, Forestry and Fisheries.

“However, there is room for debate as to whether efforts to secure domestic talent, a prerequisite of the system, are being carried out to the fullest extent,” said the official.

The Immigration Control and Refugee Recognition Act stipulates that the issuance of certificates of eligibility will be suspended if the number of foreign specified skilled workers is expected to exceed the quota.

The agency also said that, from Monday, requests from foreign skilled workers to switch to jobs in the food service industry are not being accepted in principle.

But technical interns who are already working in Japan and transitioning to a specified skilled worker visa in the sector will be given priority in the screening process, it said.

US And Philippines Open Annual Joint Military Exercise, Several Allies Expected To Join In

The United States and the Philippines formally opened this year’s edition of Balikatan (Exercise Balikatan 41-2026) which is their annual joint military exercise focused on readiness, unity and defense, according to a news report by GMA News. Several allied nations and seventeen thousand troops are expected to participate in the exercise which will have military drills across various parts of the Philippines.

The Philippines and the United States on Monday formally opened their annual joint Balikatan Exercise for this year, with 17,000 troops and several other countries expected to join.

“I hereby declare Exercise Balikatan 41-2026 officially open starting today,” AFP chief General Romeo Brawner Jr. said during the opening ceremony.

“Let this exercise not only demonstrate our readiness but affirm our commitment to stand together, to act together, and when necessary, defend together,” he added.

More than 17,000 troops from the Philippines, the United States, and partner nations including Australia, Canada, France, Japan, and New Zealand. At least 18 more countries are expected to serve as observers in the exercise.

The drills will be conducted across various parts of the Philippines from Luzon to Mindanao.

Balikatan 2026 will cover multiple domains such as air and missile defense, maritime security, live-fire exercises, and joint readiness operations.

The exercises will also include humanitarian and civic assistance programs such as building schools, supporting healthcare initiatives, and enhancing disaster preparedness in local communities.

In his latest move over the situation, US President Donald Trump told Islamic regime of Iran to take the deal or else they would face destruction, according to a report by Newsmax.

President Donald Trump on Sunday morning threatened to “knock out every single power plant and every single bridge” in Iran unless the country’s leaders accept a “very reasonable deal” offered by the United States.

Trump accused Iran of blatantly violating a ceasefire agreement by firing on ships in the strategically vital Strait of Hormuz, including vessels tied to key U.S. allies France and the United Kingdom.

“Iran decided to fire bullets yesterday in the Strait of Hormuz — A Total Violation of our Ceasefire Agreement!” Trump wrote on Truth Social, criticizing Tehran’s actions as reckless and provocative.

“We’re offering a very fair and reasonable DEAL, and I hope they take it because, if they don’t, the United States is going to knock out every single Power Plant, and every single Bridge, in Iran.“

According to Axios on Saturday, Trump convened a high-level Situation Room meeting with top officials, including Vance, Secretary of State Marco Rubio, Defense Secretary Pete Hegseth, and CIA Director John Ratcliffe, to address the escalating crisis.

The current ceasefire is set to expire within days, and officials warn that without a breakthrough, hostilities could quickly resume.

Iran has acknowledged receiving new U.S. proposals and says it is reviewing them, but has not yet committed to a deal.

The renewed tensions come after signs of progress in negotiations over Iran’s nuclear program, particularly limits on uranium enrichment.

A Look Back at Star Wars: Shadows of the Empire #3 (1996)

Welcome back science fiction enthusiasts, 20^th century pop culture enthusiasts, Star Wars fans and comic book collectors! Today we go back to the year 1996 to examine the 3^rd chapter of a very notable Star Wars storyline that took place between the films The Empire Strikes Back and Return of the Jedi…Shadows of the Empire!

With the first two issues of Star Wars: Shadows of the Empire released (click here and here), the overall concept of the storyline has firmly been set and with sub-plots moving. This includes characters and developments that were not reflected nor referenced at in Return of the Jedi. At this stage, there is both excitement and suspense to look forward to.

With those details laid down, here is a look back at Star Wars: Shadows of the Empire #3, published in 1996 by Dark Horse Comics with a story written by John Wagner and drawn by Kilian Plunkett. This is the 3^rd chapter of the 6-issue mini-series.

Early story

The story begins with the gang of Gizman – including the newcomer Jix – who visit Jabba The Hutt in his palace for an important meeting. After expressing doubt about Jix, Jabba tells the gang that he is aware of Luke Skywalker’s presence in Tatooine and he has been signed near the former dwelling of Ben Kenobi. Jabba finds Skywalker more valuable to him dead. A short time later, Jix asked why does Jabba want Skywalker dead when Darth Vader will on pay for him to be living. This causes a bit of tension within the gang.

With R2D2 present with him at Obi-Wan’s old place, Luke Skywalker completed his brand-new lightsaber. Suddenly a laser blast almost hits them both and Luke realizes that the gang (which just met Jabba) is fast approaching them. The laser blast came from Jix who was told to hold his fire. Moments later, Luke takes down the first gang member who arrived using his new lightsaber…

Quality

*Having the frozen Han Solo makes Boba Fett a target of those who want the prize.*

Like issue #2, the intrigue and twists kept on happening as the pay-offs to the previous issue’s build-up got executed. Indeed, the story here moved Shadows of the Empire’s concept forward gradually and what was shown is both entertaining and engaging.

You will see here Luke Skywalker’s first-ever use of his then new green-colored lightsaber (the same one in Return of the Jedi) as he becomes a target of Jabba The Hutt who has a violent gang targeting him. Dash Rendar, arguably a creative stand-in for Han Solo in this storyline and also the playable protagonist in the Nintendo 64 video game, becomes even more important as he took the risk of involving himself with Luke as the gang attacked. The interaction between Dash and Luke here is believable to follow and makes a lot of sense within the context of this storyline.

What I found captivating here was the scene in which Darth Vader actually (and bravely) objected to Emperor Palpatine’s plan. The scene was pretty short but it was a powerful display of tension and even division between them. Along the way, Prince Xizor remains relevant with regards to the potential events waiting to happen while more of Boba Fett’s struggle being targeted (as the frozen body of Han Solo is a very valuable prize for other bounty hunters) by others was dramatized nicely.

Conclusion

Star Wars: Shadows of the Empire #3 (1996) succeeded in moving the story developments forward while ending up being entertaining enough. The speed bike chase in Beggar’s Canyon along was exhilarating to see and the dramatic moments of the sub-plots had impact. Right now, I am convinced to keep on reading more of Shadows of the Empire.

Overall, Star Wars: Shadows of the Empire #3 (1996) is recommended.

Rockwell Land’s Profit Jumps Almost 28% On Residential And Leasing Gains

ROCKWELL LAND Corp. reported a 27.6% increase in attributable net income to P4.73 billion for 2025 from P3.71 billion in 2024, driven by higher residential revenues, growth in leasing income, and gains from the acquisition and consolidation of Alabang Commercial Corp. (ACC).

Total consolidated revenues rose 3.9% to P20.87 billion from P20.09 billion a year earlier, with residential sales accounting for about 75% of revenues, while commercial leasing contributed around 21%, the company said in its annual report released on Wednesday.

Residential revenues increased by 5% on higher project completion, while retail and leasing income grew 6% due to improved rental rates and occupancy.

Earnings were also supported by “the gain on the acquisition and consolidation of ACC” and increased contributions from affiliates.

Expenses rose during the period, with selling expenses increasing 9% due to higher sales bookings and project completions, while interest expense went up 11% on higher borrowing costs and loan balances.

Cost of real estate declined by 5%, partly offsetting the increase in expenses, while interest income fell 18% due to lower returns on contract receivables and short-term placements.

Income before tax rose to P6.72 billion from P5.30 billion in 2024. Provision for income tax increased to P1.41 billion, bringing net income to P5.31 billion for the year.

Reservation sales jumped 62% to P25.3 billion, driven by “strong demand for newly launched projects.”

Philippines Falls In 2026 FDI Confidence Index

Things are looking bad for the Philippines as the nation declined in the 2026 Foreign Direct Investment (FDI) Confidence Index ending up 18^th out of the 25 emerging markets, according to a news report by BusinessWorld. THE PHILIPPINES dropped two spots to 18th out of 25 emerging markets in the 2026 Foreign Direct Investment (FDI) Confidence Index by global management consulting firm Kearney.

The Philippines posted a score of 1.4635 in the index, which ranks markets that are likely to attract the most FDI in the next three years.

This was the third straight year the Philippines’ ranking declined in the index. It ranked 16th in 2025, 13th in 2024 and 12th in 2023.

“The index reflects a three-year outlook, so the shift points to softer medium-term investor confidence, rather than any single short-term factor,” Kearney Senior Partner, Philippines Country Head & APAC Communications, Media & Technology Lead Marco de la Rosa said in an e-mail interview.

“At the same time, recent Philippine-specific developments, including headlines last year around infrastructure spending and political challenges, may have weighed on investor sentiment, alongside a more risk-sensitive global environment, making the country a relatively less attractive destination for FDI,” he added.

The Philippines was rocked by a corruption scandal last year that linked government officials, lawmakers, and public contractors to anomalous flood control projects.

In 2025, the Philippines saw its FDI net inflows drop 17.1% year on year to $7.791 billion. This was the lowest yearly FDI level since 2020.

The downtrend continued at the start of this year as January FDI net inflows slid to a four‑month low of $443 million, 39.2% lower compared with the same month a year ago.

Conducted in January 2026, the FDI Confidence Index uses primary data from a proprietary survey of 507 senior executives of the world’s top corporations.

“China, the United Arab Emirates, and Saudi Arabia lead the emerging market ranking for the third consecutive year,” Kearney said.

Among emerging markets, the Philippines fell behind regional peers such as Thailand (6th), Malaysia (7th), Indonesia (13th) and Vietnam (16th).

“Other ASEAN (Association of Southeast Asian Nations) markets have become more attractive, particularly those benefiting from supply chain shifts and stronger positioning in innovation,” Mr. de la Rosa said. “Thailand and Malaysia are benefiting from China+1 diversification, while Vietnam stands out for linking talent to a clear sector strategy, particularly in semiconductors.”

Ateneo Center for Economic Research and Development Director Ser Percival K. Peña-Reyes said that the steady decline in the index is not driven by a single factor but rather by the Philippines’ relative underperformance versus peers and persistent structural constraints.

“The index is relative, so even if the Philippines is stable, (the fact) that other countries are rising faster pushes it down,” he said in a Facebook Messenger chat.

According to Kearney, investors cited the Philippines’ labor talent as its strongest asset (32%), followed by natural resources (28%) and economic performance (27%).

A fourth of the investors have identified the country’s tech innovation and ease of doing business as top reasons for investments, while 22% cited transparent governance. Only 12% cited infrastructure quality.

However, a small percentage or 2% said that there were no strong reasons at all to invest in the Philippines.

“What it suggests is that, for a small group of investors, the Philippines’ strengths may not yet be coming through as distinctly as some peers,” Mr. de la Rosa said.

Slower Economic Growth And Higher Inflation For The Philippines

With the higher fuel prices, a limited oil storage capacity, a very vulnerable currency and other economic uncertainties happening around, the Philippines is headed towards higher inflation and slower gross domestic product (GDP) growth in the near future based on the latest analysis of Moody’s Ratings, according to a news report by BusinessWorld.

MOODY’S RATINGS lowered its growth forecast for the Philippines and raised its inflation outlook, reflecting the impact of soaring global energy prices amid the Middle East conflict.

In a credit opinion on Tuesday, Moody’s cut its Philippine gross domestic product (GDP) growth projection to 4.9% this year from 5.5% previously. This is below the government’s 5-6% target for 2026.

For 2027, Moody’s trimmed its GDP growth forecast to 5.3% from 5.6% previously. If realized, this will be lower than the economic managers’ 5.5-6.5% target range for 2027.

“The conflict in the Middle East has increased downside risks to the Philippines’ economic outlook by raising global energy prices and external cost pressures,” it said.

Moody’s said it expects domestic demand and industrial activity to remain subdued due to high oil prices and fuel shortages.

“Higher energy and broader import costs are expected to erode real incomes amid high pass-through, dampen consumption, and weigh on industrial activity, reinforcing a firmer inflation trajectory,” it said.

Moody’s also noted that trade uncertainty and climate risks may also dampen economic activity.

“Our baseline assumes that the recovery in public investment will be gradual and begin only in the second half of 2026, as the government continues to take concrete measures to address the temporary slowdown. Meanwhile, higher energy import bills amid rising prices and peso depreciation, together with slower remittance growth, are expected to widen the current account deficit,” it said.

The Philippines is currently under a year-long national energy emergency as the Middle East crisis threatened its fuel supply. The government rolled out targeted subsidies and implemented energy conservation protocols.

“Together, these measures should mitigate the risk of significant supply disruptions,” Moody’s Ratings said.

Moody’s also hiked its average inflation forecasts to 3.7% in 2026 from 3% previously, and to 3.5% in 2027 from 3.2% previously, as oil prices remain elevated due to the Middle East conflict.

Moody’s forecasts are below the Bangko Sentral ng Pilipinas’ (BSP) 5.1% inflation projection this year and the 3.8% projection for 2027.

Inflation quickened to a nearly two-year high of 4.1% in March, breaching the BSP’s 2-4% target amid rising fuel and transportation costs.

“Inflation is expected to remain above the BSP’s target range, reducing policy flexibility and increasing the risk of policy tightening, even as softening growth and a negative output gap support a broadly accommodative stance in the near term,” Moody’s said.

Muntinlupa City Government Rolls Out P1,000 Monthly Cash Assistance For Solo Parents

The City Government of Muntinlupa has officially started the process of granting cash assistance of P1,000 to indigent solo parents in accordance to a local ordinance, according to a news report of the Manila Bulletin.

The Muntinlupa City government has begun implementing an ordinance, granting indigent solo parents P1,000 in monthly cash assistance.

More than 700 beneficiaries recently received their first quarter payout under Muntinlupa Ordinance No. 2025-311 or the Muntinlupa City Solo Parents Cash Subsidy Ordinance.

The measure is part of Mayor Ruffy Biazon’s directive to strengthen support for indigent solo parents.

The city government said those eligible to get the monthly cash assistance are minimum wage earners or below, self-employed or no regular jobs who earn minimum wage or below, and not beneficiaries of the national government’s Pantawid Pamilyang Pilipino Program (4Ps).

A solo parent is not qualified if all their children are beyond 22 years old.

Security In Bali Tightened In Response To Murders Of Several Foreigners

Bali, the island in Indonesia famous as a tourist attraction, now has its security tightened by the local authorities in response to the unfortunate wave of kidnapping and murders of several foreigners there, according to a news report by VnExpress.

Police on Indonesia’s Bali island have vowed to increase security after several foreigners were kidnapped and brutally murdered this year.

“We urge the public to promptly report any criminal or suspicious activity involving foreigners to the nearest authorities,” director of criminal investigation at the Bali police department, Senior Commisioner I Gede Adhi Mulyawarman was quoted as saying by the South China Morning Post.

A wave of kidnappings and brutal murders have tarnished the island’s once-peaceful reputation.

On Feb. 15 Ukrainian Igor Komarov, 28, was kidnapped and later found dead in a suspected murder case, Jakarta Post reported.

A video circulating online showed Komarov being beaten and pleading with his family for help, and indicated that the attackers demanded a US$10 million ransom for his release. In late February his body was discovered by locals.

In March, Dutch tourist Rene Pouw was killed by two knife-wielding motorbike attackers, AFP reported.

According to United Nations data, Indonesia has one of the lowest crime rates in the world, with a murder rate of just 0.3 per 100,000 people in 2022.

Reports from Indonesia’s statistics agency indicate that Bali remains among the safest places in the country. Bali reported 7.05 million foreign tourist arrivals in 2025, the highest figure in the past decade.

According to the Australian government’s travel advisory website, Bali is generally safe for tourists, but caution is advised regarding motorcycle accidents, petty theft and alcohol-related issues.
