Time For The Philippines To Revisit Nuclear Energy Production

During his recent State of the Nation Address (SONA), Philippine President Ferdinand “Bongbong” Marcos, Jr., declared that it is time for the nation to revisit nuclear energy production, according to a news report by GMA News.

President Ferdinand “Bongbong” Marcos Jr. on Monday said it is time to revisit nuclear energy production, as he touted some 200 energy projects in the pipeline in a bid to boost the country’s power supply and bring down power rates.

In his fifth State of the Nation Address (SONA), Marcos said the administration is working to revisit nuclear energy, as it is already being used in medicine, agriculture, water filtration, and the upcycling of plastic.

“Pushing the envelope further, perhaps it is time for us to revisit nuclear energy production,” he said, noting confidence in its capacity “to reinforce our energy security and bring down the cost of electricity in our country.”

“Titiyakin nating ito ay ligtas. Titiyakin din nating maipaliwanag nang mabuti sa publiko ang magandang dulot sa atin ng enerhiyang nukleyar” he added.

(We will make sure that this is safe. We will also make sure to explain the benefits of nuclear energy properly to the public.)

According to Marcos, the administration has a pipeline covering some 200 power projects across the country that will have a combined capacity of nearly 10,000 megawatts (MW) — 45 of which have already been completed, while 31 are set to be completed this year. The remaining 124 are targeted to be completed by 2028.

These are on top of 1,700 megawatts that the projects will contribute to energy storage systems, which Marcos said will boost energy security.

“Ang mga proyektong ito ay napabilis nang dahil sa mga bagong patakaran at proseso na nagpapadali ng pagnenegosyo dito sa ating bansa, para sa mga Pilipino at dayuhang negosyante,” he said.

(These projects were expedited because of the new regulations and processes that eased doing business here in the country for Filipinos and foreign investors.)

Due to the low supply of electricity and the high demand recorded this past June, the Philippines had the most expensive electricity rates among member nations of the Association of Southeast Asian Nations (ASEAN), according to a news report by GMA News.

Be reminded that the Philippines is experiencing weak economic growth, high inflation, and has been weak when it comes to attracting foreign direct investment. Could imagine how foreign investors would react to the expensive electricity here in the Philippines?

The Philippines had the most expensive electricity rates among the Association of Southeast Asian Nations (ASEAN) in June due to low supply and high demand recorded during the month, the Department of Energy (DOE) reported Monday.

According to DOE Undersecretary Rowena Cristina Guevara, the country reported an average rate of P12.43 per kilowatt-hour (kWh) in June, surpassing that of Singapore by P0.093 per kilowatt-hour.

“Sa Visayas, siya talaga ‘yung pinakamahal dahil talagang may kakulangan tayo sa supply doon. Meron tayong 21 plants na naka-forced outage and therefore, dependent siya talaga sa Luzon at sa Mindanao for imported power,” she said in a virtual briefing.

(Visayas was really the most expensive because there was really a lack of supply there. There are 21 plants on forced outage, and therefore, it is really dependent on imported power from Luzon and Mindanao.)

“Alam niyo naman, naka-yellow alert sila palagi (As you know, they have been on yellow alert regularly) since May 13, and that is the one that is driving the price high for Visayas,” she added.

The Visayas grid has been on yellow alert — indicating that the operating margin is insufficient to meet the transmission grid’s contingency requirement — for several days in June, due to the continued forced outage of major coal plants in the region.

Among the outages recorded were Therma Visayas Inc. (TVI) units 1 and 2 and Panay Energy Development Corp. (PEDC).

“For the rest… Meron kasi din tayong mga matataas na demand during the summer months, and therefore we have to operate the more expensive power plants. Imbes na mag-blackout, paandarin na lang ‘yung mga medyo mahal na plant,” Guevara said.

The United States has reaffirmed its commitment to the Philippines after China test-launched an unarmed intercontinental-range ballistic missile from a submarine into the southern Pacific Ocean.

In a statement on Tuesday, July 7, US Ambassador to the Philippines Lee Lipton said the launch underscored concerns over Beijing’s nuclear weapons buildup and its implications for regional peace and stability.

“The ironclad US-Philippine Alliance has been a tremendous and transparent source of regional peace and stability for over seven decades,” Lipton said.

“Beijing’s provocative missile launch yesterday is further evidence of its rapid and secretive nuclear weapons development program, which runs counter to regional stability and is inconsistent with the pursuit of meaningful arms control discussions,” he added.

Lipton said the United States shares the Philippines’ concerns over the missile launch and remains committed to its “oldest security ally in the region.”

The statement followed a July 6 statement by US State Department spokesperson Thomas “Tommy” Pigott, who said the United States had monitored China’s test launch of an unarmed intercontinental-range ballistic missile from a submarine.

According to Pigott, the missile landed in the southern Pacific Ocean.

“At a time when the United States is working harder than ever to prevent nuclear proliferation, China is doing the opposite,” Pigott said.

He said China’s “rapid and opaque nuclear weapons buildup” remains a major concern for countries in the region and the international community.

The United States also urged China to participate in meaningful arms control talks and establish a regular notification arrangement for all intercontinental-range ballistic missile and space launches.

Such an arrangement, Pigott said, would be consistent with commitments made by the other members of the P5, or the five permanent members of the United Nations Security Council.

“The United States remains steadfast in our defense commitments to our allies and partners,” Pigott said.

The latest US statements come amid continuing concerns over China’s expanding military capabilities and increasingly assertive activities in the Indo-Pacific, including in the West Philippine Sea.

As the Philippines actively lays the foundation for the integration of nuclear power into its national grid, the International Atomic Energy Agency (IAEA) has pledged technical guidance to support the government once it opens dedicated green energy auctions (GEAs) for the technology.

IAEA Director General Rafael Mariano Grossi told Manila Bulletin last Monday, June 8, that the Vienna-headquartered agency is ready to assist in the Philippines’ nuclear auction process, provided that the legal and regulatory groundwork for the country’s nuclear framework is clearly established and moving forward.

Citing his visit to Manila in November last year, Grossi noted that advisory support on the auction framework was among the topics discussed during his meeting with President Ferdinand R. Marcos Jr. regarding bilateral nuclear cooperation.

“We have also discussed the possibility of providing advice in terms of the bidding process. So there’s a range of things where the IAEA will be able to contribute,” the IAEA chief said.

The Department of Energy (DOE), through its Nuclear Energy Program Inter-Agency Committee (NEP-IAC), said last year that it is studying an auction mechanism specific to nuclear energy, which would be treated similarly to the government’s existing GEA Program (GEAP). Patrick Aquino, technical secretariat head of NEP-IAC, previously said that overcoming legal challenges would allow the government to begin consultations on a nuclear auction.

Last November, the IAEA signed a memorandum of understanding (MOU) with the Manila-based multilateral lender Asian Development Bank (ADB) to establish a framework supporting nuclear energy development in the Philippines, including the potential deployment of small modular reactors (SMRs).

The agreement includes knowledge-sharing and technical capacity-building initiatives, energy planning, nuclear fuel cycle management, radioactive waste management, and assistance throughout the life cycle of nuclear facilities.

The Philippines can play a leading role in the global nuclear energy renaissance if it succeeds in developing a skilled workforce capable of supporting a safe, secure, and modern nuclear sector, a United States (US) Embassy official said on Thursday, June 11.

During the Nuclear Workforce Educational Forum at the University of Makati, US Embassy Counselor for Public Diplomacy Jessica Simon said workforce development remains key to the country’s civil nuclear ambitions, with the United States helping build that talent pool through the Fulbright Program in the Philippines.

“Today’s forum reflects a shared aspiration: that the Philippines will not simply observe the global nuclear energy renaissance, it will help lead it,” she said.

“Central to building a safe, secure, and modern nuclear sector is a skilled workforce. Through the Fulbright Program in the Philippines, the United States is building this workforce together with you,” she went on.

Simon said the Philippines and the United States are marking 80 years of diplomatic relations this year, providing an opportunity to strengthen cooperation in areas that could shape the future of both countries, including civil nuclear development.

“This year, the Philippines and the United States celebrate 80 years of our diplomatic relationship. It’s a chance to look back and celebrate all we’ve accomplished together. It’s also a chance to look forward, to consider everything we can accomplish together over the next 80 years,” she said.

“If anything meets that goal, it’s the work the Philippine American Educational Foundation is doing in support of the Philippines’ civil-nuclear development,” she added.

The forum was organized by the Philippine-American Educational Foundation (PAEF), also known as Fulbright Philippines, under its Freedom 250 initiative, which commemorates the 250th anniversary of the founding of the United States in 2026.

Per Simon, the initiative seeks to foster cross-sector dialogue on issues relevant to both countries by bringing together government agencies, academic institutions, and private-sector stakeholders.

She said the US Mission and PAEF have been working with agencies such as the Department of Energy, Commission on Higher Education (CHED), and Technical Education and Skills Development Authority (TESDA), as well as private energy companies, through programs such as the International Visitor Leadership Program, Fulbright Specialists, and Speaker Programs.

The development of a nuclear workforce, she said, requires contributions from all levels of expertise, from researchers and engineers to skilled technicians.

“At the heart of today’s forum is a simple but powerful insight: building a nuclear workforce requires a full-stack approach,” Simon said.

“Every layer matters, from PhD researchers to licensed engineers to skilled technicians. Neglect the technician layer, and you build a system that looks impressive on paper but cannot function in practice,” she added.

Simon urged participants to translate the discussions into concrete institutional action as the Philippines explores the development of its nuclear energy sector.

America’s Pax Silica Prompts P7 Billion Power Expansion In New Clark City

The National Grid Corporation of the Philippines (NGCP) plans to invest nearly ₱7 billion in a dedicated substation to guarantee a stable power supply for New Clark City in Capas, Tarlac, anticipating a surge in demand from a planned artificial intelligence (AI) industrial hub.

Joshua Bingcang, president and chief executive officer of the Bases Conversion and Development Authority (BCDA), said the investment promotion agency is currently in talks with NGCP to finalize the project’s details. The grid operator is drafting the alignment plan for the substation, which Bingcang noted should be finalized “soon.”

“Our target with them is by [the] end of 2028, the dedicated power connection should be already installed in New Clark City,” he told reporters last week.

Bingcang added that the BCDA initially offered to fund the project to jump-start construction, with NGCP reimbursing the agency later. However, NGCP declined the offer because the substation is already integrated into its capital expenditures.

Under its Transmission Development Plan 2024 to 2050, NGCP outlined plans to construct the Capas 230-kilovolt (kV) substation to meet the growing power needs of the emerging metropolis. According to the plan, NGCP will allocate ₱6.95 billion to develop the facility.

To facilitate the project, Bingcang said the BCDA is offering land along the Subic-Clark-Tarlac Expressway (SCTEX) to ensure an unimpeded route for the transmission line into New Clark City. Once operational, the substation is expected to give locators in the AI hub the confidence to manufacture high-value inputs without risking operational pauses due to power shortages.

The AI hub will span more than 1,600 hectares within New Clark City as part of the United States-led Pax Silica partnership, which aims to encourage investment among member countries to bolster the global AI supply chain.

To meet the site’s massive energy requirements, Bingcang said the BCDA expects a foreign investor to build a solar energy project capable of generating up to 500 megawatts. Furthermore, the agency is drafting plans for an embedded power plant to secure baseload power and enhance the hub’s overall energy reliability.

In a separate interview with Business 360, Bingcang disclosed that the BCDA is also negotiating with US investors to construct a dedicated pipeline to transport jet fuel from Subic Bay to Clark International Airport, supporting the logistics needs of companies within the AI hub. The agency is also exploring a separate pipeline along SCTEX to deliver fuel or liquefied natural gas.

Additionally, the BCDA is advancing a public-private partnership (PPP) project for New Clark City’s information and communications technology (ICT) infrastructure. According to a bid bulletin published by the PPP Center, the agency aims to conclude the procurement process for a joint venture partner to lay fiber-optic cables across the city by August.

Bingcang noted that all of these infrastructure projects were requested by the US during preliminary talks for the AI hub. Following a visit to the 1,600-hectare site last week, the US will send engineering personnel next month to conduct a site assessment and design a concept plan for the industrial zone.

“Parallel to these technical studies, we will also finalize the commercial arrangement and contractual framework for the project. Within the year, we will be announcing a definitive contract arrangement [with the US],” Bingcang said.

President Donald Trump is weighing a potential military operation to seize nearly 1,000 pounds of uranium from Iran, a high-risk mission that could place U.S. troops in the country for an extended period, The Wall Street Journal reported Sunday.

U.S. officials told the Journal that Trump has not made a final decision but remains open to the idea as part of his broader goal of preventing Iran from obtaining a nuclear weapon.

The proposed operation would be complex and dangerous, potentially requiring American forces to operate on the ground in Iran for days or longer. Officials said Trump is considering the risks to U.S. personnel before moving forward.

At the same time, the president is pushing for a diplomatic solution, urging advisers to press Iran to hand over the uranium as a condition for ending the conflict.

According to the report, Trump has made clear in private discussions that Iran cannot retain the material and has raised the possibility of taking it by force if negotiations fail.

Regional powers, including Pakistan, Turkey, and Egypt, have been acting as intermediaries between Washington and Tehran. However, direct negotiations between the U.S. and Iran have not taken place.

“It’s the job of the Pentagon to make preparations in order to give the commander-in-chief maximum optionality. It does not mean the president has made a decision,” White House press secretary Karoline Leavitt said.

The Pentagon declined to comment, and U.S. Central Command did not provide a statement.

Before U.S. and Israeli airstrikes on Iranian nuclear facilities last June, Iran was believed to possess more than 400 kilograms of uranium enriched to 60%, and nearly 200 kilograms enriched to 20% — material that can be further refined into weapons-grade fuel.

International Atomic Energy Agency Director General Rafael Grossi has indicated that much of the uranium is likely stored at key sites, including an underground tunnel at the Isfahan nuclear complex and another cache at Natanz.

Another step towards a nuclear-powered Philippines happened as the energy giant Meralco signed a memorandum of understanding (MOU) with Export-Import Bank of Korea (KEXIM) and Korea Hydro & Nuclear Power (KHNP) for a strategic partnership on the development of nuclear energy projects in the country, according to a BusinessWorld news report.

MANILA ELECTRIC CO. (Meralco) has signed a memorandum of understanding (MoU) with Korea Hydro & Nuclear Power (KHNP) and the Export-Import Bank of Korea (KEXIM) to collaborate on the development of nuclear energy projects in the Philippines.

The partnership aims to leverage South Korean expertise to evaluate the feasibility of nuclear power through a multi-faceted approach.

Under the agreement, the three organizations will conduct joint discussions on reactor design and engineering, exchange technical and regulatory information, and work to “strengthen the Philippines’ nuclear legal and institutional frameworks.”

The scope of the MoU also covers early-stage project development, including “public acceptance initiatives, project planning, and site selection studies.”

The companies will focus on business and financial modeling, with KEXIM specifically exploring “potential financing structures and credit facilities” for Meralco’s prospective projects.

Meralco Chairman and Chief Executive Officer Manuel V. Pangilinan highlighted the strategic importance of the collaboration, saying “Partnering with KHNP and KEXIM gives us access to proven global expertise and enables us to study technology, business models, and financing options with greater depth. This MoU marks an early but consequential step in this important process.”

He also said that nuclear energy is a critical component of the company’s long-term strategy to ensure energy security.

“Nuclear energy is a way to diversify our portfolio and reinforce energy security, while offering a degree of insulation from fuel market fluctuations,” he said.

He added that Meralco’s initiative is “complementary to the Philippine government’s efforts to lay the groundwork for its nuclear power program” as the utility provider assesses how the technology can best contribute to its future operations.

KHNP, a subsidiary of Korea Electric Power Corp., is currently the largest power generation company in South Korea, while KEXIM serves as the nation’s state-owned official export credit agency.

Meralco is the country’s biggest private electric distribution utility, serving 39 cities and 72 municipalities. It also has interests in power generation through wholly owned units and equity stakes.

Deals Worth $4.2 Million Signed To Expand Nuclear Cooperation

Recently the effort to integrate nuclear power into the energy mix of the Philippines moved a few steps forward as deals with American companies worth $4.2 million were formally signed, according to a BusinessWorld news report.

THE PHILIPPINES is gaining more support from the United States in its goal of integrating nuclear power into the national energy mix in the next six years as it sealed $4.2 million worth of deals with US companies.

Government agencies and private companies from the Philippines and the US on Monday entered into memoranda of understanding which are aimed at exploring deployment of nuclear technology and supporting nuclear workforce development in the country.

“The Philippine Energy Plan sets clear direction for an energy future — 1,200 megawatts (MW)by 2032. And that is not moving until somebody tells us that it’s impossible,” Energy Secretary Sharon S. Garin said in her speech during the signing ceremony in Makati City on Monday.

“These targets demand preparation, anchored in discipline, safety, and capacity. As we pursue energy security and a responsible transition, we must invest in our people as deliberately as we invest in infrastructure,” she added.

Under the Philippine Energy Plan, the country aims to integrate nuclear energy into the power mix with at least 1,200 MW of capacity by 2032, rising to 2,400 MW by 2045 and to 4,800 MW by 2050.

“We want to work together to get the Philippines to the finish line on nuclear energy,” Ann K. Ganzer, principal deputy assistant secretary at the US Department of State’s Bureau of Arms Control and Nonproliferation, said.

“Beyond acquiring the technology and establishing robust regulations, to achieve that 2032 goal, the most vital elements will be assessing sites for commercial reactor and developing the skilled workforce needed to design, construct, operate, regulate and sustain advanced nuclear plants for generations to come,” she added.

Manila Electric Co. (Meralco), the country’s largest private electric distribution utility, secured a $2.7-million grant from the United States Trade and Development Agency to help the company assess and deploy US-designed small modular reactors (SMRs) in the Philippines.

Meralco will pursue a feasibility study which involves an evaluation of leading US technologies, identification of viable sites, and delivery of a high-level implementation roadmap.

SMRs, each capable of generating up to 300 MW, can be constructed more quickly than traditional nuclear power plants.

Meralco Chairman and Chief Executive Officer Manuel V. Pangilinan described the grant as “the beginning of a long but necessary journey.”

“Meralco is also looking actually at not only SMRs. It depends on the horizon by which we are able to deploy, but also, perhaps a bit sooner, conventional nuclear plants for this country,” Mr. Pangilinan said.

“It simply is right for the country and for Meralco to take nuclear, and we are prepared to act as thought leaders in this regard,” he added.

The US State Department’s Foundational Infrastructure for Responsible Use of Small Reactor Technology Program involves the installation of a $1.5-million nuclear reactor control room simulator at a technical institution within the planned Luzon Economic Corridor.

The simulator will provide hands-on realistic training for future reactor operators, which is aimed at positioning the Philippines as an SMR regional training hub.

Meanwhile, several private companies and government agencies also contributed $2.5 million to bring US nuclear experts to the Philippines to develop specialized vocational and higher education curricula focused on the civil nuclear industry.
