BIR softens approach on social media influencers

Recently the Bureau of Internal Revenue (BIR) announced that it would soften is approach on social media influencers, according to a Malaya Business Insight news report.

In reference to the Revenue Memorandum Circular 97-2021 issued by the BIR, social media influencers are defined as those who derive their income from the following sources: YouTube Partner Program; sponsored social and blog posts; display advertising; becoming a brand representative/ambassador; affiliate marketing; co-creating product lines; promoting own products; photo and video sales; digital courses, subscriptions, e-books; and podcasts and webinars.

Bureau of Internal Revenue (BIR) commissioner Romeo Lumagui Jr. is opting to take a “soft” approach on influencers, giving them a chance to cooperate and comply first with the tax agency’s regulations.

When asked by reporters if the agency is currently working on possible cases to be filed against non-compliant social media personalities, the BIR chief said: “Not yet. I don’t want to file a case yet because I want to take a soft approach first.”

“We may do an audit, but we won’t file a case yet. As long as they are willing to comply, we will help them (to comply),” Lumagui said.

During the previous administration in 2021, the BIR started cracking down on social media influencers and probed an initial 250 individuals to check their tax compliance. Some major online personalities, however, deactivated their accounts after the release of a related circular during the said year.

Lumagui said he has extended his invitation to the association of these social media personalities to sit down and discuss with them their concerns and how the industry can be more tax compliant.

“We would just like to educate them on their obligation,” the BIR chief said.

Lumagui also said he has been in touch with individual influencers who are correctly paying their taxes, and asked them to encourage their colleagues to do the same.

According to Revenue Memorandum Circular 97-2021, social media influencers should pay income tax and percentage tax or, if applicable, the value-added tax, as mandated under the National Internal Revenue Code and other existing laws.

Wanted man arrested in Parañaque City for statutory rape

Recently in the City of Parañaque, local police officers arrested a man who has been wanted for statutory rape, according to a Manila Bulletin news report. The law enforcers had a warrant of arrest for the suspect who also turned to be the 6^th most wanted person in the city.

A man wanted for statutory rape was arrested by members of the Parañaque police Warrant and Subpoena Section (WSS) early Friday, May 3.

The Southern Police District (SPD) said the suspect was identified as Jomari “Joms” Alano, 28.

Based on the report submitted to Parañaque Police Chief Col. Reycon Garduque, the suspect tagged as the Top 6 wanted person, was arrested at around 3:30 a.m. in Barangay Sto. Nino, Parañaque City.

Garduque said the suspect was arrested by virtue of a warrant of arrest issued by Judge Moises Domingo De Castro of Parañaque City Family Court, Branch 10 on November 13, 2023 with no bail recommended.

A Look Back at Amazing Spider-Man #375 (1993)

Welcome back superhero enthusiasts, 1990s arts and culture enthusiasts, Marvel Comics fans and comic book collectors! Today we go back to the year 1993 and examine a small part of the Marvel Comics universe through a tale of the Amazing Spider-Man monthly series.

In my previous retro comic book review, the insane murderer Venom returned to antagonize Spider-Man by targeting his parents. While it was a fact that Venom – who knew Spider-Man’s true identity – got into close contact with Aunt May (symbolizing the danger he poses on the Peter Parker’s family) a few years prior, going after the mother and father of Peter really raised the stakes.

With those details laid down, here is a look back at Amazing Spider-Man #375, published in 1993 by Marvel Comics with a story written by David Michelinie and drawn by Mark Bagley. This comic book marked the 30^th anniversary of Amazing Spider-Man #1 (1963).

Early story

The story begins inside one of the facilities of the closed amusement park in Brooklyn. In his vicious form, Venom tells Richard and Mary Parker (both restrained) that they belong to him and declares that he would protect them from Spider-Man.

When Richard Parker asked why would he think that they would have anything to do with Spider-Man, Venom realizes that the couple does not even know their son is the webslinger. Venom tells the couple that their innocence is what he is sworn to preserve.

Over at Manhattan, Spider-Man swings back to the Daily Bugle building and discreetly changes his clothes before moving in as photographer Peter Parker. Inside one of the offices, J. Jonah Jameson reaches out to Silver Sable by telephone…

Quality

*Peter Parker had to commit a crime by trespassing into Anne Weying’s residence. His disguise as Spider-Man does not protect him from the law.*

I have mixed feelings about this follow-up to the great story of the previous issue. For one thing, David Michelinie’s script had a completely different tone and direction even though he intended this comic book to conclude what issue #374 started. Another thing is that this story has even more characters added in which clearly diluted the intensity of the Venom-Spider-Man rivalry that was so intense in the previous issue.

There are two sub-plots – one of which deals with someone from Eddie Brock’s past – that were emphasized with sufficient details and the creative team integrated them into the main story. It seems that the creators intended to make the main story look grander in scope while sacrificing the very elements that made issue #374 a great and intense reading experience.

Remember the suspense and danger that came with Venom targeting the older Parker couple? Those elements are almost totally absent in this comic book even though this story concluded the previous issue’s conflict build-up. Richard and Mary Parker are both present as captives of Venom but there really is no tension nor any sense of danger here due to the drastic change of tone and direction in the script.

I should also stress that the introduction of Anne Weying (previously Anne Brock) as Eddie Brock’s ex-wife looked and felt like an afterthought inserted into the story. While Anne’s presence brought out some traces of humanity and sanity from Venom during the 2^nd half of the story, it did not add much impact on the conflict between the webslinger and the symbiote-wearer murderer. Ultimately, the creative team had to do something to explain the story build-up on Venom’s part leading into the Lethal Protector limited series which is set in the city of San Francisco.

And then there was the presence of Silver Sable’s team called the Wild Pack. The Wild Pack is the result of J. Jonah Jameson’s agreement with Silver Sable with the objective of achieving a journalistic exclusive for the Daily Bugle. This particular sub-plot is really lousy and not even the dynamic looking action sequences involving the Wild Pack could hide lousiness.

If there is anything symbolic about the script, it is the emphasis on family as well as the impact that comes with elements of the past emerging unexpectedly. In this very comic book, you will get to see Eddie Brock/Venom react like a sane person in response to the sudden re-appearance of his former wife. No matter what the creative team did here, I can say that the Spidey/Venom conflict did not really intensify (note: the dynamic action scenes did not solve the shortcomings) and there was no reason to worry about the captive Parker couple.

Conclusion

*The insane murderer Venom with the parents of Peter Parker.*

Considering the great stuff and raised stakes that made issue #374 a very compelling read, Amazing Spider-Man #375 (1993) is clearly a disappointing conclusion. This is not a terrible comic book as it has some good stuff for fans to enjoy but the overall presentation of the creators here is not too great due to their approach with the storytelling (with two sub-plots that did not add much). Overall, I am glad I never bought this comic book (with flashy cover and more pages) at full price in 1993.

Overall, Amazing Spider-Man #375 (1993) is satisfactory.

Over 500 day care students vaccinated for polio in Las Piñas City

Recently in the City of Las Piñas, more than five hundred children enrolled in local day care centers were vaccinated for polio over a 2-day period under the City Health Office (CHO), according to a Manila Bulletin news report.

A total of 550 day care students received oral polio vaccination during the two-day drive conducted by members of the City Health Office (CHO) last April 23 and 24.

Las Piñas City Mayor Imelda Aguilar said the team of CHO, led by Dr. Julie Gonzalez, conducted the oral polio vaccine drive among the city’s young students.

Aguilar said 250 young students were given oral police vaccine at the TS Cruz covered court in Barangay Almanza Dos on April 23 at the Saint Joseph Subdivision in Barangay Pulanglupa Dos on April 24 where 300 day care students received the vaccine.

Las Piñas City Vice-Mayor April Aguilar was present during the two-day activity and distributed gifts to the day care student.

The vice-mayor said the vaccine drive is part of the city’s ongoing efforts to maintain a polio- free status following global guidelines on disease prevention.

She said parents and guardians expressed their gratitude for the city’s proactive steps in ensuring the health and safety of their children.

For the newcomers reading this, Zark’s Burgers started in 2009 as an 18-seater hole-in-the-wall and they had a 3-man crew. As time passed by, the business gradually expanded as more customers flocked to them for burgers which they found tasty and even unique.

Chinese national wanted for cyber fraud arrested at airport

In recent times, the Bureau of Immigration (BI) announced that it apprehended a wanted Chinese national at the Ninoy Aquino International Airport (NAIA), according to a Philippine News Agency (PNA) news article. The suspect is wanted for involvement in cyber fraud.

A Chinese passenger who is on the wanted list of foreigners for involvement in cyber fraud was recently arrested at the Ninoy Aquino International Airport (NAIA) in Pasay City, the Bureau of Immigration (BI) reported on Wednesday.

Commissioner Norman Tansingco identified the passenger as 28-year-old Qin Xingye, who was intercepted at the NAIA Terminal 3 last April 28 before he could board an Air Asia flight to Hong Kong.

The foreigner was reportedly arrested after his name prompted a hit in the bureau’s derogatory check after presenting himself for clearance at the immigration departure counter.

“He was referred by the immigration officer to his supervisors who verified his identity and later confirmed that the passenger and the person in the bureau’s derogatory list are one and the same,” Tansingco said in a statement.

The derogatory hit showed that he was placed on the immigration blacklist for being an undesirable alien and for overstaying and illegally working in the country.

The BI’s Border Control and Intelligence Unit (BCIU) reported that the passenger was previously charged for engaging in cyber fraud activities and for working without a permit.

Chinese vessels spotted near Balikatan training area off Palawan

Since it formally started on April 22, Balikatan 2024 resulted in several military exercises and activities involving armed elements of the Philippines, the United States and France. This of course caught the attention of China and according to a recent Philippine News Agency (PNA) news article, several Chinese vessels were spotted near a training area off Palawan.

Naval participants in the just concluded multilateral maritime exercise were undaunted by the presence of Chinese vessels near the training area off Palawan province, Balikatan 2024 executive agent Col. Michael Logico said Tuesday.

Around four of China’s People’s Liberation Army Navy (PLAN) vessels were spotted at different times monitoring the flotilla during the training period.

“We went there for the purpose of conducting interoperability exercises, that was our mission and we were able to finish it, they were not able to disturb us in any way nor (were we) intimidated in any way by their presence,” he said during a press briefing.

Logico said the presence of PLAN ships did not disturb the exercise.

Balikatan’s first multilateral maritime exercise was in Palawan waters from April 25 to 29.

Participants include the Philippine Navy’s offshore patrol vessel BRP Ramon Alcaraz (PS-16) and landing dock BRP Davao Del Sur (LD-602), the US Navy’s landing ship dock USS Harpers Ferry (LSD-49), and the French Navy’s FS Vendemiaire (FFH-734), a Floreal-class frigate.

Having seen the trailer of Commandos: Origins, I had these XCOM vibes. Then the game showed that action sequences can be executed with a good amount of detail supposedly to ensure satisfaction for players who love strategy backed with militaristic stuff. While the game design emphasizes 3D space, turn-based gameplay and strategy, Commandos: Origins still managed to remind me of past military games such as Operation Wolf, Cabal, Rush’n Attack and original Metal Gear.

Bureau of Immigration (BI) says tighter visa rules for Chinese tourists to help ensure national security

The government here in the Philippines are trying to balance the nation’s need of security and the gains from attracting foreign tourists. Specifically speaking, the spotlight is currently on the handling of visa requirements from Chinese tourists as the Bureau of Immigration (BI) made clear the need to help ensure national security, according to a GMA Network news report.

The BI responded to the statement of the Philippine Travel Agencies Association (PTAA) that tighter visa rules for Chinese nationals could harm the nation’s tourism as well as the businesses connected with tourist activities. The Bureau of Immigration (BI) said Sunday that tightening the visa requirements for Chinese tourists would also help the Philippines protect national security, considering the illegal activities involving Chinese nationals.

Interviewed on Super Radyo dzBB, BI spokesperson Dana Sandoval explained that while tourism is very important to the Philippine economy, the government also needs to implement stricter measures to protect public interest.

“We also have to look into the national security issue, the safety of the country. Kung merong mga ilegal na ginagawa [if there are illegal activities], I think it’s also important to have strict measures kung may nakikita na tayo na kakaibang nangyayari [if we see anything different happening] or mga activities that are probably inimical to national security or public interest,” she said.

Sandoval made the remark in reaction to the statement of the Philippine Travel Agencies Association (PTAA) that tighter visa rules for Chinese nationals visiting the Philippines could “discourage tourism and hurt businesses.”

She said that the BI has always been strict in inspecting arriving foreign nationals, particularly those involved in illegal activities.

Several Chinese nationals have reportedly been involved in organized crimes such as human trafficking, prostitution, kidnapping, and fraud. Some of them were also linked illegally working for a Philippine Offshore Gaming Operator (POGO).

This prompted the Department of Foreign Affairs (DFA) to tighten the Philippines’ visa requirements for Chinese tourists amid a high number of fraudulent applications received in its embassy and consulates in China.

The DFA, however, ruled out ongoing tensions with China in disputed areas in the South China Sea as the reason for imposing more stringent visa measures for Chinese visitors.

Sandoval welcomed this development, saying it would add a layer of security in the Bureau of Immigration’s assessment of foreign nationals entering the Philippines.
