P170.6-billion NAIA deal signed

Recently at Malacañang Palace, the ambitious P170.6 billion agreement to rehabilitate and modernize the Ninoy Aquino International Airport (NAIA) was formally signed in the presence of President Ferdinand “Bongbong” Marcos Jr., House Speaker Martin Romualdez and Executive Secretary Lucas Bersamin which symbolically starts the public-private partnership, according to a Philippine News Agency (PNA) news article.

The PHP170.6-billion Public-Private Partnership (PPP) agreement for the rehabilitation of the Ninoy Aquino International Airport (NAIA) is expected to herald economic growth through better collaborations with both local and foreign investors, Transportation Secretary Jaime Bautista said Monday.

At the signing of the concession deal between the Department of Transportation (DOTr) and the New NAIA Infra Corp. (NNIC) in Malacañang, Bautista said the PPP project would “open floodgates” of opportunities from investments, business, tourism, and employment.

“We welcome this development for the NAIA PPP Project as this will not only generate revenue for the government but it will also create opportunities for Filipinos. With a modernized NAIA, we are elevating the airport’s facilities and services to international standards,” he said.

The agreement, Bautista said, would send signal to the international business community about the viability of government infrastructure projects.

“This radical transformation comes at no small price Substantial investments in infrastructure and technology will necessitate collaborations with local and foreign partners,” he added.

San Miguel Corporation president and chief executive officer Ramon Ang, for his part, said the NNIC would not only rehabilitate but also improve the airport’s functionality and “establish a new standard in serving excellence.”

“Together with our partner, Incheon, we have assembled a team of experts, focused on implementing immediate improvement, and help us achieve our long-term goal for NAIA,” Ang said.

President Ferdinand R. Marcos who witnessed the signing described the pact as an “investment in our future.”

“This undertaking is not just about revenues that will be remitted to treasury alone, but resources invested in the airport,” Marcos said.

The agreement, signed by Bautista, Ang and Manila International Airport Authority (MIAA) General Manager Eric Ines, covers 15 years with an option for a 10-year extension.

A Look Back at X-Men Adventures Season II #2 (1994)

Welcome back superhero enthusiasts, 1990s arts and culture enthusiasts, Marvel Comics fans and comic book collectors! Today we go back to the mid-1990s to explore the adaptation of the second season of the X-Men animated series in the form of the X-Men Adventures comic book series.

Before getting to the retro comic book review, I want to ask you all: have you heard about the recent controversy about the firing of the showrunner of X-Men ’97? You can learn about it by clicking here and here. In case you are wondering, I have no intention to watch X-Men ’97 knowing that Marvel under woke Disney are only using established entertainment properties to spread their sinister propaganda. Hollywood has so many Commies, it should really be called Commiewood.

With those details laid down, here is a look back at X-Men Adventures Season II #2, published in 1994 by Marvel Comics with a story written by Ralph Macchio and drawn by Andrew Wildman.

Early story

The story begins with the newly married couple Scott Summers (Cyclops) and Jean Grey enjoying their honeymoon on a boat somewhere in the South Pacific. Jean is enjoying their privacy together free from all the pressure they experienced as X-Men members. For her, the world feels really different.

Suddenly, Jean senses something as their boat approaches an island that was supposed to be uninhabited. A man with long pink hair has been anticipating their arrival and surprises them. He uses his power to manipulate the sea water to form waves to capsize their boat and push them further to the beach.

Soon enough, Cyclops and Jean find themselves facing Mister Sinister and his henchmen…

Quality

*The Summers couple helpless in the presence of Mister Sinister who has an ambitious plan for all mutants.*

To put things clearly, this comic book is a nice pay-off to what was built up in the previous issue. Without spoiling the plot, I like the way the struggles of the X-Men were dramatized, specifically with regards to Wolverine (who was portrayed as an aggressor by the anti-mutant activists through the media) encountering the anti-mutant mob plus his interaction with Morph who got a lot more of the spotlight this time around. Morph’s return here has a bigger impact and the way things were told here will compel you to revisit the early issues of the first volume of X-Men Adventures and re-examine how he interacted with his teammates when he was still an X-Men member.

And then there is the sub-plot in which Cyclops and his wife Jean are captured by Mister Sinister and his henchmen. What I enjoyed the most in this part of the story was the efficient exposition done by the creative team to emphasize Sinister’s knowledge of Cyclops’ past and the X-Men which is connected with his master plan for the future that involves the genetic material of both Scott Summers and his wife. Sinister’s master plan for mutants is radically different from Magneto’s vision but remains essentially wicked as it involves overwhelming non-mutant people.

Conclusion

*Wolverine faces the anti-mutant activists again not for revenge but to help his teammate.*

X-Men Adventures Season II #2 (1994) is an action-packed read that is also intriguing and has few plot twists that added to the engagement. It is a better read than the previous issue and any X-Men fan who enjoys Mister Sinister antagonizing Marvel’s mutants will have stuff to enjoy and that includes the promise of future conflicts. If there’s anything that bogged down this comic book’s quality, it’s the somewhat rushed look of Andrew Wildman’s art.

Overall, X-Men Adventures Season II #2 (1994) is recommended.

2nd diagnostic center opened by Las Piñas City Government

Recently in the City of Las Piñas, the City Government formally launched a 2^nd diagnostic center in Barangay Daniel Fajardo, according to a Manila Bulletin news report. The previous diagnostics center was launched in 2023 at the vicinity of City Hall.

The Las Piñas City government unveiled the city’s second diagnostic center as part of its comprehensive health program.

Las Piñas Mayor Imelda Aguilar and Vice-Mayor April Aguilar, together with City Health Office (CHO) head Dr. Juliana Gonzalez led the unveiling of the diagnostic center located in (Barangay) Daniel Fajardo.

Gonzales said the center is prepared to offer a range of different laboratory services and can accommodate about 100 people a day.

“Tayo po ay magbibigay ng mga serbisyong pang laboratory tulad (We will provide laboratory services such as) ng CBC (complete blood count test), urinalysis, examination para sa (for) cholesterol, uric acid, sugar, creatinine, at sa (and) liver function test,” Gonzalez said.

She added that electrocardiogram tests (ECG) and complimentary x-ray services will be provided to eligible Green Card holders.

The CHO head said by adding another diagnostic center to its growing list of healthcare service facilities, essential laboratory and diagnostic services are now readily available and more accessible to Las Piñas residents.

Gonzalez said the presence of the city mayor and vice-mayor during the opening reflects the local government’s commitment to making healthcare services more accessible.

An ambitious resort, casino and convention center inside the Subic Bay Freeport Zone will rise in the near future, according to a news report by The Manila Times.

A world-class $300-million convention center, resort and casino will soon rise at the country’s premier freeport to further boost the tourism industry in the region.

Subic Bay Metropolitan Authority Chairman and Administrator Eduardo Jose Aliño spearheaded the groundbreaking ceremony for the Subic Sun Convention Resort and Casino Inc. at the Bravo building compound of Subic International Hotel on Thursday, March 14.

“In a couple of years, the Ibis Styles and Mercure Hotels, which is affiliated with the Accor International Group, will be operating a world class integrated leisure and convention center in Subic Bay, which will be the very first integrated resort casino and hotel complex in the freeport,” Aliño said.

Subic Sun Convention Resort and Casino Chairman and President Pablo Edgardo Puyat, meanwhile, said the operations are anticipated to begin in 2025.

“Both the Ibis Styles Subic and Mercure Subic are in the company’s economy and midscale segments, respectively. Ibis Styles Subic is set to open in 2026 and is the first internationally branded hotel in Subic,” he said.

Ibis Styles Subic will offer 175 rooms and will feature amenities such as a swimming pool, meeting space, and a gym.

Ibis Styles is an economy hotel brand focused on in-style stays while the Mercure is a French midscale hotel brand, with both brands owned by Accor International Group. The Ibis Styles and Mercure Hotels are just part of the initial phase of the project.

Mercure Subic, set to open in 2026, will offer 250 rooms and be the second internationally branded hotel in the area. It is located adjacent to Ibis Styles Subic.

“A world-class integrated leisure and convention center will be constructed in progressive phases, encompassing a six-hectare property that will feature an integrated resort casino complex and five-star resort hotels,” Puyat added.

He said that aside from the convention center and exhibition hall, the area will also have duty-free shops, dormitels, carpark, hotel and recreation center, Americana complex, Americana seaside clubhouse, American country club, and the New Dragon Restaurant.

Aliño also said that the additional facilities inside the freeport will attract more tourists because they will now have luxury hotels to stay in.

Transwoman arrested by police officers for extorting money from student lover

Recently in the City of Manila, local police officers arrested transwoman (note: Transgendered woman who is actually male but identifies as female) for extorting money from a student lover, according to a Manila Bulletin news report.

A transwoman was arrested by operatives of the Manila Police District (MPD) for allegedly extorting money from his lover in Ermita, Manila on Thursday, March 14.

MPD identified the suspect as Justine, 25, a resident of Makati City.

The suspect was arrested in an entrapment operation after his 24-year-old victim, a student, reported him to the police.

Prior to the suspect’s arrest, the victim said he met the suspect on an online dating application.

He said that after a while, they became online sweethearts before they decided to meet in person in Makati City.

The victim said that during their meet-up, he and the suspect had a sexual encounter, but he did not know that the suspect was filming it.

He said that the suspect suddenly demanded P10,000 from him, threatening that he would use the sensitive video as a content on his social media account if he would not give him the money.

The threat prompted the victim to report the suspect who was nabbed in an entrapment operation inside a convenience store on United Nations Avenue in Ermita.

In a media interview, the victim said that he only found out late that the suspect was a transwoman.

Confiscated from the suspect’s possession were an iPhone and the P10,000 marked money.

It’s not right for the ICC to intervene in the judicial process in the Philippines

We all live in a chaotic and divisive world. In this case, I’m talking about the concept of the International Criminal Court (ICC) based in the Netherlands getting involved in the internal affairs of the Philippines, particularly with the judicial process. President Ferdinand “Bongbong” Marcos, Jr., stood up to the ICC pointing out that the nation has a functioning judiciary, according to a Philippine News Agency (PNA) news article. Be aware that the Philippines severed its ties with the ICC five years ago.

It is a “mistake” for the International Criminal Court (ICC) to intervene in the Philippines’ judicial process, President Ferdinand R. Marcos Jr. has said, as he maintained that the country has a functioning judiciary.

Marcos made the remarks during his bilateral meeting with German Chancellor Olaf Scholz on Tuesday in Berlin, Germany, Presidential Communications Office (PCO) Secretary Cheloy Garafil said in a statement on Thursday.

“President Ferdinand R. Marcos Jr. stood firm before German Chancellor Olaf Scholz that the International Criminal Court has no jurisdiction over the Philippines as it remains to have a working judicial system and law enforcement mechanisms,” Garafil said.

During the meeting, Marcos told Scholz that ICC cannot investigate the Philippines’ drug campaign under the Duterte administration because the country is capable of conducting its own probe.

Marcos said there is no need for the international court to meddle, considering that “there are too many lawyers in the Philippines already.”

“And so, it’s really a question of jurisdiction and we have our own investigations and we’re capable of conducting our own investigations and, so we are, we are continuing to do so,” Marcos was quoted as saying by the PCO.

Marcos said the ICC’s apparent intrusion into the Philippine judicial system is something that his administration has to deal with.

He said it is “unacceptable” for an international court to take control over the Philippines where there is a working judicial system and law enforcement mechanisms.

“Well, there is now a conflict between – in terms of jurisdiction because, in our opinion, the ICC was created when a country has no judiciary, no functioning judiciary, no police force to enforce peace and order; enforce law,” Marcos said.

“As a matter of principle, it is very difficult for the Philippines to accept that an outside court will, shall I say, dictate to our policemen, ‘who they will investigate, who they will arrest and who will say, that hey, because we don’t need that advice’,” he added, stressing that the country has a “functioning military and police force that uphold the rule of law.”

In February this year, Marcos said the ICC prosecutors could “produce as much evidence as they want but they could not act upon it in the Philippines.”

Fitch sees Philippine economy outpacing Southeast Asian economies this year with 6.4% growth

Financial firm Fitch Ratings expects the economy of the Philippines to grow the fastest among Southeast Asian economies this year with a growth rate of 6.4%, according to a news article by BusinessWorld.

THE PHILIPPINES is expected to be the fastest-growing economy in Southeast Asia this year, according to Fitch Ratings.

Data from Fitch Ratings’ Asia-Pacific Sovereigns Credit Outlook for February showed that the Philippines’ gross domestic product (GDP) is projected to expand by 6.4% this year.

This will be the fastest growth in Southeast Asia, ahead of Vietnam (6.3%), Indonesia (5%), Malaysia (4.2%), Thailand (3.8%) and Singapore (2.3%).

Krisjanis Krustins, Fitch Ratings’ primary sovereign analyst for the Philippines, said Philippine GDP growth would likely remain above 6% in the next few years.

“We forecast real GDP growth of above 6% over the medium term, considerably stronger than the ‘BBB’ median of 3%, supported by large investments in infrastructure and reforms to foster trade and investment, including through public-private partnerships (PPPs),” he said in an earlier commentary.

Fitch Ratings’ forecast is slightly below the government’s 6.5-7.5% target this year.

The Philippine economy grew by 5.6% in 2023, slower than 7.6% in 2022 and fell short of the government’s 6-7% full-year target.

Economic managers have said they might revise growth assumptions and targets to be more “realistic” and account for global economic conditions.

The Philippine Statistics Authority (PSA) is set to release first-quarter GDP data on May 9.

For 2025, Fitch expects Philippine economic output to expand by 6.5%. This also makes it the fastest-growing economy in the region next year, alongside Vietnam. It will be ahead of Indonesia (5.2%), Malaysia (4.5%), Thailand (3.4%) and Singapore (3%).

In November, Fitch Ratings affirmed the Philippines’ “BBB” investment grade rating and kept its “stable” outlook.

A “BBB” rating indicates low default risk and reflects the economy’s adequate capacity to pay debt. A “stable” outlook on the rating also means it is likely to be maintained over the next 18-24 months.

Pawnshop messenger killed by gunman in Parañaque City

Recently in the City of Parañaque, a pawnshop messenger was shot dead by an unidentified gunman who remains on the loose and the local police are tackling the possibility that the victim was targeted due to his alleged past as an asset of the police, according to a Manila Bulletin news report.

Probers at the Parañaque City police are looking into the possibility that the killing on Thursday, March 21, of a pawnshop messenger was allegedly due his being a former police asset.

The Southern Police District (SPD) said the victim, identified as alias Juan, 45, of Camp Bagong Diwa, Lower Bicutan, Taguig City and a messenger at Champion Pawnshop located along Lopez Avenue, Barangay San Isidro, Parañaque City, was shot dead at around 7:40 a.m.

According to the report of the Parañaque city police, the victim was reportedly opening the sliding accordion metal door of the establishment when he was approached by a male person wearing a black hoody jacket, blue pants, red t-shirt, and white rubber shoes and was shot several times in the body.

The Parañaque City police said that based on the CCTV footage in the area, the suspect arrived with a male companion on board a motorcycle and parked their vehicle at the tricycle terminal.

The police said the gunman alighted from the motorcycle and walked casually to the establishment where alias Jun was working.

A few minutes later, a burst of gunfire was heard and the gunman was seen running going to the direction of his companion.

The police added that the motive of the killing could have been revenge because of his allegedly being a former police asset.

Muntinlupa City Government warns public about highly contagious Pertussis (whooping cough)

Recently in the progressive City of Muntinlupa, the City Government warned the public about the spread of Pertussis (also referred to as whooping cough) which already caused over four hundred cases counted in the first ten weeks of the year in the country (according to the Department of Health’s statistics), according to a Manila Bulletin news report.

The Muntinlupa City government warned the public about pertussis, or whooping cough, a highly contagious respiratory illness.

“Pertussis spreads easily from person to person mainly through droplets produced by coughing or sneezing. The disease is most dangerous in infants, and is a significant cause of disease and death in this age group,” according to the World Health Organization (WHO).

The Department of Health (DOH) recorded 453 cases of pertussis in the first 10 weeks of 2024.

Dr. Juancho Bunyi, head of the Muntinlupa City Health Office (CHO), said pertussis is a bacterial disease affecting the mucous membrane of the throat.

The symptoms of pertussis, he said, include persistent cough with episodes of vomiting. The cough lasts for two weeks.

“And for every cough episodes, meron siyang pagsusuka (And for every cough episode, the patient will have vomiting),” Bunyi said in a video uploaded by the Muntinlupa City government on Facebook.

He told Manila Bulletin that the Muntinlupa CHO is currently monitoring five cases of pertussis from different barangays with no clustering. No death from pertussis has been recorded in Muntinlupa.

The CHO is also doing a defaulter tracking of children who may have missed their pertussis shots, Bunyi added.

“Individuals who are experiencing prolonged and excessive cough of more than 2 weeks with fever, runny nose and with vomiting episodes after bouts of cough are advised to seek immediate consultation,” said Bunyi.

He added, “Pertussis if left untreated may lead to respiratory distress and eventually difficulty of breathing resulting to death. As of to date Muntinlupa has no fatality from pertussis.”

Bunyi advised wearing of face masks for those who were in close contact and for families with known cases of pertussis.

“As a standard measure to prevent any type of airborne infection just like pertussis, wearing of face mask is prescribed especially to those in close contacts and families with known case of pertussis or whooping cough,” he said.

He encouraged people to have their children vaccinated against pertussis.

“Since this is a vaccine preventable disease, mother’s are encouraged to bring their children to the nearest health facilities to get their pertussis shots which is given free to all public health institutions . Those who failed to complete the dose (defaulters) requirement for the shot are likewise encouraged to get immunized,” he said.

In the video, he said pertussis is included in pentahib, or pentavalent vaccine, which is a routine immunization of children in the country.

Pertussis is part of the DPT immunization, or diphtheria, pertussis and tetanus.
