DPWH Says No Projects In Muntinlupa City Are Currently Under Investigation For Substandard Work

Recently the Department of Public Works and Highways (DPWH) replied to the official letter of inquiry by the SK Federation of Muntinlupa and the agency confirmed that no projects in Muntinlupa City are currently under investigation for substandard work, according to a news report by BusinessMirror. The DPWH also revealed details about two specific projects in Barangay Poblacion.

Sparked by Councilor Jonas Abadilla’s post on the SK Federation’s inquiry to DPWH, the story reflects a growing movement of young leaders seeking clarity and accountability, reminding the public that scrutiny, not suspicion, is the real measure of good governance.

The DPWH replied in full, and took responsibility.

The Sangguniang Kabataan (SK) Federation of Muntinlupa City has written to the Department of Public Works and Highways (DPWH) Las Piñas–Muntinlupa District Engineering Office to seek clarity on the selection and implementation of flood control projects in the city, including two in Barangay Poblacion worth a combined ₱143.5 million.

In its letter dated September 25, 2025, the SK Federation, joined by youth councils and alliances from Barangay Poblacion and Southville 3 raised concerns about how infrastructure priorities are identified and approved, particularly amid public speculation over several projects.

Among the questions raised: who decides which flood control projects get implemented, what criteria are used to select locations, and who approved the ₱49 million project near Caltex and the ₱94.5 million project in Southville 3. The youth groups also asked whether any Muntinlupa projects were part of ongoing investigations into substandard DPWH works.

“We believe that transparency must be achieved in order to foster inclusivity, ethical governance, and genuine service to our constituents,” the SK letter read. “We seek clarity to ensure that information shared with our fellow citizens is accurate and not subject to abuse.”

In its reply, the DPWH District Engineering Office thanked the SK for its vigilance and clarified that project identification and implementation are handled by the DPWH in coordination with local governments and district representatives, but that final approval rests with the DPWH Central Office, under the General Appropriations Act passed by Congress.

DPWH also explained that flood control projects are identified based on community vulnerability, technical studies, and protection of existing infrastructure.

The ₱49 million Caltex-area project, it said, is part of a broader series of flood mitigation works along the Magdaong River, completed in 2022 to prevent bank erosion threatening the national road.

The ₱94.5 million Southville 3 project, meanwhile, is preventive in nature: meant to avert erosion and landslides near a proposed national link road. It remains suspended pending DENR permits, with no payments yet made to the contractor.

The agency stressed that no projects in Muntinlupa are currently under investigation for substandard work, and that all undergo “strict quality control” monitored by DPWH and independent auditors.

For the SK Federation, the inquiry was an exercise in responsible citizenship — a way of using its mandate to promote transparency beyond youth programming.

Aliligay and Salazar Triumph In National Duathlon Championships 2025

Lowegene Aliligay and Katrina Salazar emerged as the champions of the National Duathlon Championships (NDC) 2025 held yesterday at Villar City, Bacoor, Cavite.

Lowegene Aliligay of Isabela ruled the men’s elite division Sunday in the National Duathlon Championships at the Villar City in Bacoor, Cavite.

The 26-year-old registered 58:51 to claim his first National title.

“I trained for two months to prepare for this tournament and I am so happy and proud of my achievement here,” said Aliligay, who hails from Barangay San Fabian in Echague town.

Daniel Cadavos (58:56) placed second followed by Mark Ryan Lago of Trece Martires, Cavite (1:01:57).

Katrina Salazar shared the limelight with Aliligay, dominating the women’s division with a time 1:07:25. Jena Valdez (1:08:30) got the silver medal.

Salazar, a third-year dentistry student from University of the East, secured her second gold medal this year after her victory in the National Aquathlon Championships last month.

Meanwhile, Eric Joachim Hechanova of Go-for-Gold clocked 58:38 to win the gold medal in the men’s junior elite division of the event organized by Triathlon Philippines headed by Tom Carrasco.

His teammate Justhene Navaluna took the silver with a time of 58:59 while Darell Johnson Bada (1:00:53) got the bronze.

“The course was good and I’m happy to win,” said the 17-year-old Hechanova, who hails from Lingayen, Pangasinan. He won the 5,000 meters event at the 2024 Batang Pinoy National Championships in Puerto Princesa, Palawan.

Anisha Eunice Caluya clocked 1:13:08 followed by Dhana Victoria Seda-Lomboy (1:13:28) in the women’s junior division of the event supported by the Philippine Sports Commission.

The National Duathlon Championships 2025 is special event by Triathlon Philippines (TriPhil) supported by venue partner Villar City, the Philippine Sports Commission (PSC), Gatorade, Western Guaranty Corporation and RaceYa.

DTI Defers Mandatory Trustmark Due To Backlash From Online Merchants

After facing backlash from online merchants, the Department of Trade and Industry (DTI) will no longer mandate the E-Commerce Philippine Trustmark, instead making the requirement voluntary until the end of the year.

In a statement, the DTI said the move was announced by Trade Secretary Cristina Roque during a town hall meeting about the trustmark’s implementation on Wednesday, Oct. 15.

Roque said that hearing directly from stakeholders made the agency want to improve the trustmark to make it more “useful, fair, and helpful for both businesses and consumers.”

“After all, our shared goal is to make e-commerce in the Philippines safer and more trustworthy for everyone,” she said.

The secretary—and the DTI as a whole—has been on the receiving end of outrage among online merchants, who have been labeling the trustmark as an additional burden.

The DTI even disabled the comment feature on its Facebook page after being bombarded with criticism on every post, even those unrelated to the trustmark.

The trustmark, aligned with the Internet Transactions Act, serves as a digital badge to ensure that online platforms and merchants are compliant with fair e-commerce practices. It is designed to help consumers identify legitimate businesses, protecting them against unfair trade practices, scams, and other fraudulent activities.

Under the new policy, the DTI said that the trustmark will be voluntary until Dec. 31. So far, the DTI is still finalizing supplemental guidelines for this policy, including fees that depend on the size or type of business, among other details.

By early 2026, the department is expected to evaluate whether the trustmark registration will remain voluntary.

What to watch on YouTube right now – Part 105

Welcome back my readers, YouTube viewers and all others who followed this series of articles focused on YouTube videos worth watching. Have you been searching for something fun or interesting to watch on YouTube? Do you feel bored right now and you crave for something to see on the world’s most popular online video destination?

I recommend you check out the following videos I found.

#1 Tour of Tokyo Game Show 2025 – When I was very young, I used to be obsessed with visiting the Tokyo Game Show (TGS) in direct connection with my love for playing video games and arcade games. The obsession is now gone now that I am much older and console gaming has changed drastically over the past thirty years. From time to time, I watch videos on YouTube that explored the TGS and found two videos of this year’s TGS that are amusing to watch. Watch the videos below.

#2 Pasta in Japan and more – Moving from steak, I found another video about pasta – spaghetti specifically – prepared by Japanese cooks in a local food joint (referred to as a pasta shop) to a lot of people who clearly enjoyed what they ate. You might learn something new about how to prepare a spaghetti for others. Watch the video below.

#3 Learn to Reject Radical Islam – Asmongold TV posted recently a video in which he reacted to another video that specifically focused on how a certain country rejected radical Islam. It is indeed a very sensitive matter but it still is significant because there are so many Islamists – both people from Muslim-majority nations and people in the West who declared themselves strong believers of Islam – worldwide and they are always destructive and extreme. There are these Westerner Islamists who arrogantly declared they want to destroy Western civilization and replace it entirely with Islam. Go watch Asmongold TV’s video now.

#4 Rocky V revisited – Way back in January 1991, I saw Rocky V inside the local cinema with my father and brother. Having enjoyed the first four Rocky movies a lot, we were excited to see Sylvester Stallone reprise his iconic role in the fifth movie even as we wondered where the story will go following Rocky’s victory over Ivan Drago. Ultimately, we, along with many others, left the cinema feeling disappointed with Rocky V’s story and direction. Even though the 1990 film – which had Tommy Morrison and Sage Stallone as new additions plus the short return of Burgess Meredith – was disliked by a lot of Rocky fans, Rocky V still went on to become a popular feature in many movie reaction videos as well as retro video reviews. Free Birth Registration In Muntinlupa City Ongoing

Recently in the progressive City of Muntinlupa, a free birth registration program was launched and it is being done to endure that every local child has a legal identity, according to a news report by the Daily Tribune.

The local government of Muntinlupa City has launched a free birth registration program aimed at ensuring every child has a proper legal identity and full access to basic services.

The program offers free late registration of birth certificates for children enrolled in the Early Childhood Education and Development (ECED) Program. Parents of ECED students are advised to coordinate with their children’s teachers for details and requirements.

The service is also available to indigent residents aged 0 to 17 who can coordinate directly with the Local Civil Registry Office at the South Park Center.

Muntinlupa City Mayor Ruffy Biazon said the initiative is designed to protect children’s rights by ensuring they are legally recognized by the government.

“If you don’t have a birth certificate, it is as if you don’t exist. That’s the proof that you are here in the world — that you are a Filipino,” Biazon said. “If a child does not have a birth certificate, his future will be put at risk. That’s why we launched this project, to give every child a secure future.”

Police arrested a man wanted for large-scale illegal recruitment in Parañaque City on Oct. 7.

The suspect, identified as Jan, 37, of Barangay San Antonio, Parañaque City, was arrested at around 5:09 p.m. at City of Dreams, Barangay Tambo.

The suspect, ranked as the Top 6 most wanted person at the station level, was arrested by members of the Parañaque City Police Warrant and Subpoena Section during the conduct of “Oplan Galugad.”

Jan was arrested by virtue of a warrant of arrest issued by Judge Ma. Christina De Pio Lim of Parañaque City Regional Trial Court, Branch 260, Parañaque City, with no bail recommended.

Three Men Apprehended In Parañaque City Over Different Violations

Recently in the city of Parañaque, local police officers armed with warrants apprehended three suspects over different charges and one of them was arrested in one of the offices at City Hall, according to a Manila Bulletin news report.

Police arrested three men facing cases of frustrated murder and violation of the anti-fencing law in separate operations conducted by members of the Parañaque City Police Warrant and Subpoena Section on Oct. 6.

The suspects were identified as John John, 25, Toto, 23, and Sadam, 40. John John and Toto, both wanted for frustrated murder, were arrested at around 5:51 p.m. along Tramo I, Barangay San Dionisio, Parañaque City.

They were arrested by virtue of a warrant of arrest issued by Judge Leilanie Marie N. Dacanay-Grimares, of Parañaque City Regional Trial Court, Branch 294, with a recommended bail of P200,000 each.

On the same day, Sadam, who is facing violation of Presidential Decree 1612, otherwise known as the Anti-Fencing Law, was arrested at around 1:40 p.m. at the Parañaque Workers Affairs Office, Parañaque City Hall in Barangay San Antonio, Parañaque City.

The same judge issued the warrant of arrest against Sadam with a recommended bail of P120,000.

Two Chinese Nationals Arrested By Immigration Agents In Parañaque City

Recently in the city of Parañaque, agents of the Bureau of Immigration (BI) arrested two Chinese nationals – one fugitive and the other with a hold departure order from a local court – according to a news report by GMA News.

A Chinese national wanted in his home country for allegedly duping his victims of over $900,000 through fraudulent investment schemes was recently arrested in Parañaque City, the Bureau of Immigration said on Monday.

The BI’s Fugitive Search Unit collared the 36-year-old suspect during an operation along Aseana Avenue in Barangay Tambo in the evening of Sept. 29. Aside from being a fugitive, the suspect was also found to be an overstaying alien.

The Chinese national is wanted by the Jiutai District Court in Chang Chun City, Jilin Province, China, for illegal absorption of public deposits.

The suspect allegedly conspired with other Chinese nationals in defrauding 6.54 RMB (renminbi) or around $918,603 from 42 investors between 2016 and 2019 by enticing them to put their money in fraudulent investment schemes.

During the same operation, the BI agents also encountered another Chinese national, a 53-year-old man with active derogatory records and is facing a hold departure order from a Parañaque City court.

Both foreigners were taken into custody following booking and documentation procedures and will be turned over to the BI’s Warden Facility in Camp Bagong Diwa, Taguig City.

Philippines September 2025 Inflation Reaches 1.7%

The annual inflation rate of the Philippines reached 1.7% this past September led by higher food prices, according to a BusinessWorld news report. Take note that August inflation was at 1.5% and business sentiment in the Philippines has weakened.

Philippine annual inflation quickened for a second month, but it was still below the central bank’s 2% to 4% comfort range for the year, reinforcing expectations that a policy decision this week will be a close call between cutting rates and pausing.

The consumer price index rose 1.7% in September led by higher food prices, up from August’s 1.5%, the statistics agency said on Tuesday. It was below the 2.0% median forecast in a Reuters poll, and brought year-to-date average inflation to 1.7%.

The September rate, the fastest since March, comes just days before the central bank’s penultimate policy meeting of the year on Thursday.

“For the upcoming policy meeting, the Monetary Board will review newly available information and reassess the impact of prior monetary actions in light of evolving economic conditions and their implications for inflation and growth,” the Philippine central bank said in a statement.

At its August policy meeting, the Bangko Sentral ng Pilipinas (BSP) signalled another reduction was still possible this year before it concludes its easing cycle.

What to watch on YouTube right now – Part 104

#1 Heavy Steaks in Japan – If you were able to visit Japan, did you crave for steak as a meal there? I found another video by the Japanese Food Noodles channel that showed another place to enjoy steak. Apart from seeing the food cooked and served, there is something new to learn from the individuals who managed the food joint. Watch and learn from the video below.

#2 Overtourism in Japan – In Japan, there is a massive number for foreign tourists who kept coming in and spending quality time there. The number of visitors from overseas is so great, it is resulting in a mix of positive and negative results. While certain local businesses are benefiting from foreign tourists, others are experiencing negative effects such as littering, worsening traffic congestion and even the violation of privacy. Let’s be clear: overtourism in Japan is undeniably real and there are some foreign tourists who could not behave themselves. Watch and learn from the Nippon TV video below.

#3 The Twilight Zone Movie Tragedy and Trial – Have you ever seen the 1983 film Twilight Zone: The Movie? I did but not inside the cinema. I previously blogged about retrospective videos about it. The movie was an ambitious revival of The Twilight Zone franchise and among the directors who worked on it (note: the film had short stories) were Steven Spielberg and John Landis. The movie was mired in strong controversy due to the tragedy that happened in Landis’ segment starring Vic Morrow who died along with two minors her carried with him. Not only did deaths and injuries happen, there were also some violations of established laws committed. To find out what happened and how the trial against the filmmakers ultimately turned out, watch the video below.

#4 Trump confronts the wicked United Nations and other evil stakeholders – Recently US President Donald Trump spoke to the members of the wicked United Nations in their building in New York City. He bravely confronted the many evil stakeholders there – the Islamo-Leftists, the socialists, the terrorist-loving members, the illegal immigration advocates and climate change zealots – and spoke the truth that they refused to realize. Watch and learn from the videos below.

#5 Top Secret! revisited – While the 1984 ZAZ comedy Top Secret! never came close to achieving the success and impact of 1980’s Airplane!, the movie still went on to entertain others who were born after it was released. Top Secret! is also the cinematic debut of the late Val Kilmer and it was an early showcase of his artistry and creativity. That being said, it is not surprising that there are lots of reaction videos of Top Secret! on YouTube and I found three entertaining videos for you to enjoy. Watch the videos below.
