Chinese national arrested at NAIA Terminal 3 for stealing from judge inside the airplane

A Chinese national was arrested at the Ninoy Aquino International Airport (NAIA) Terminal 3 for stealing the handbag and money that belong to a judge while inside the airplane, according to a Manila Bulletin news report. A flight attended saw the said Chinese traveler stealing from the judge who was traveling with two lawyers.

A Chinese national was arrested after he was caught stealing from a female judge aboard a plane at the Ninoy Aquino International Airport (NAIA), the Bureau of Immigration (BI) said on Wednesday, Sept. 18.

In a statement, BI Officer-in-Charge Joel Anthony Viado identified the Chinese national as Lyu Shuming, 48, who was arrested at the NAIA Terminal 3 last Sept. 15. The BI did not identify the female judge.

“We will not allow these kinds of foreigners to victimize our kababayan,” Viado declared. Based on his statement, it can be presumed that the judge is a Filipino.

“The BI will continue to monitor the progress of this case, and blacklist any other members that might be found,” he added.

The BI said that Lyu, who was found to have a valid Philippine visa, was traveling with two other Chinese nationals identified as Xu Xianpu, 41, and Xie Xiaoyong, 54.

“All three have been recommended for inclusion in the BI’s blacklist,” the BI said as it noted that Xu and Xie were also suspected to be thieves and have been allowed to board an outbound flight.

The BI said the three Chinese nationals were transiting the Philippines from Malaysia to Hong Kong.

While aboard the plane, the BI said a flight attendant caught Lyu stealing a handbag and P63,000 in cash owned by a female judge who was traveling with two lawyers.

“He was said to have opened the overhead stowage bin to retrieve the bag owned by the judge,” it said.

Parañaque City scam hub raided, Chinese nationals arrested

Recently in the City of Parañaque, local authorities raided a scam hub and arrested four Chinese nationals, according to a news report by the Philippine Star. The report also includes the arrest of a Chinese fugitive as a result of a separate operation in Parañaque.

Four Chinese were arrested recently during a raid on a suspected cryptocurrency investment and love scam hub in Parañaque City.

The facility reportedly posed as a licensed Philippine offshore gaming operator to conceal its illegal activities.

Wei Hanbing, 33; Wang Bo, 32; Wang Zhaoshan, 37, and Guo Dong, 26 were detained on Aug. 31 at Camp Bagong Diwa in Taguig. Authorities have turned them over to the Bureau of Immigration (BI).

Meanwhile, Zhang Xi, 38, who is wanted by the Chinese government and the Interpol, was apprehended on Sept. 8 in Parañaque, according to BI fugitive search unit chief Rendel Ryan Sy.

Zhang allegedly led an online criminal ring that designed a computer virus to remotely control around 4,200 computers in China, which gained over seven million yuan in ill-gotten profits since 2023.

Three Chinese nationals arrested in Parañaque City for kidnapping Malaysian

Recently in the city of Parañaque, three Chinese nationals were arrested by the local police for the kidnapping of a Malaysian national, according to a news article by the Philippine News Agency (PNA). The police reacted to a report by the friend (a fellow Malaysian) of the victim who eventually got rescued.

Three Chinese nationals were arrested for allegedly abducting a Malaysian national in Parañaque City on Monday.

In a report, National Capital Region Police Office (NCRPO) chief Maj. Gen. Jose Melencio Nartatez Jr. identified the suspects as Li Xue Chang, 34; Huang Guanghong, 27; and Wang Yefu, 24; all residents of Shore Residences in Pasay City.

The suspects were arrested in an entrapment operation by the Parañaque City Police Station at about 5:30 a.m. along Diosdado Macapagal Boulevard in Barangay Tambo, which also led to the rescue of the 42-year-old victim.

Seized from the suspects were three caliber .45 pistols, six magazines, 38 rounds of ammunition, a bolo, a pocket knife, four cellular phones, boodle money, and a silver Mitsubishi Adventure vehicle used in the crime.

Investigation showed that the suspects abducted the victim at about 11 p.m. on Sept. 6 in Barangay Tambo.

The operation stemmed from the report of the victim’s friend, also a Malaysian national, who claimed the suspects sent him ransom demands and photos of the victim being tortured via messaging app Telegram on Sunday.

The arrested suspects are now facing criminal complaints of kidnapping, violations of Republic Act 10591 (Comprehensive Firearms and Ammunition Regulation Act), and Batas Pambansa 6 (An Act Regulating the Sale, Use, and Possession of Bladed, Pointed, or Deadly Weapons).

LTFRB launches investigation on transport network vehicle service company over the Parañaque City robbery-and-rape of Vietnamese woman

In response to the robbery and rape of a Vietnamese woman who availed of a private transportation service in Parañaque City, the and Transportation Franchising and Regulatory Board (LTFRB) launched an investigation and could penalize Grab Philippines, according to a Philippine News Agency (PNA) news report.

It should be recalled that the victim was dropped off in Barangay San Dionisio where she reported to the police who in turn arrested the suspect driver in Laguna. The driver’s accomplice has yet to be caught as of this writing. The suspect driver admitted to the crime that happened.

The Land Transportation Franchising and Regulatory Board (LTFRB) has launched an investigation into the alleged robbery and sexual assault against a Vietnamese national and is eyeing sanctions against transport network vehicle service (TNVS) company Grab Philippines.

In a statement on Wednesday, LTFRB chair Teofilo Guadiz III said a letter was sent to Grab asking to explain what transpired during the incident. Grab has five days to explain before the LTFRB decides on the case.

“Puwede ho naming ma-suspend ‘yung kanilang app for at least 30 days sa first offense po, kung makita mang may kapabayaan po, pero ‘yan po ay gagawin namin ‘yan as a matter of due process (We can suspend their app for at least 30 days as a first offense, if we see negligence. But we will do that as part of due process),” Guadiz said.

Aside from suspension, the company may also face fines if found negligent. Possible sanctions will be enacted after the investigation.

To date, the LTFRB has filed a police report to validate the facts of the case, has written to Grab, and has also reached out to the victim to get her side of the story.

“Mag-iimbestiga kami definitely and then kung sino nga po yung may kasalanan, mananagot po (We will definitely investigate and whoever is found guilty, they will be held accountable),” he said.

He called on the public to be cautious in using ride-hailing apps and to inform a trusted person about the details of their trip.

“Always verify the driver’s identity, share your trip details with a trusted person, and stay alert throughout the journey to ensure your safety,” he said.

On Sept. 5, a Vietnamese woman was allegedly robbed and raped during a ride with a TNVS service in Parañaque City.

The woman was said to have been driven around by the driver and they were later joined in the vehicle by an accomplice. The accomplice threatened the victim with a knife and took PHP35,000 in cash before the sexual assault.

Vietnamese woman robbed and raped in Parañaque City, one suspect arrested and the other still on the loose

Recently in the city of Parañaque, a woman from Vietnam who availed of a private transportation service was held against her will, robbed and raped, according to a GMA Network news report. The driver of the vehicle got arrested while the other suspect remains free and on the loose.

A Vietnamese woman was allegedly held up and raped during a ride hailing service after booking a ride last September 5 in Paranaque City.

In Nico Waje’s report in Saksi on Monday, CCTV footage showed that a ride-hailing service car entered into a subdivision in Paranaque City to pick up the foreigner at around 4 a.m. of Thursday last week.

The Southern Police District (SPD) said that the 32-year-old victim was robbed inside the vehicle by the driver’s accomplice.

“Pinaikot-ikot siya nitong ating suspek na driver. Tapos mayroon din pong sumakay na isa pang kasabwat nitong ating driver,” said SPD Public Information Office chief Police Major Hazel Asilo.

(The driver just drove around in circles. Then another man, his accomplice, suddenly boarded the car.)

At knife point, the accomplice took P35,000 in cash from the woman, the report said. Police added the victim was sexually assaulted by the suspects.

“Matapos siyang nakawan, kuhain ‘yung kaniyang pera at saka ‘yung kanyang cellphone ay ginahasa rin po ‘yung ating Vietnamese na victim. So bago po siya maibaba ay nanakawan na siya at nagahasa pa siya,” said Asilo.

(After her money and cellphone was taken from her, the Vietnamese victim was also raped. So before she was dropped off, she was robbed and raped.)

The victim was dropped off at Barangay San Dionisio in Paranaque City where she reported the incident to police. The driver suspect was arrested in Cabuyao, Laguna in a follow-up operation last September 7.

“Umako naman po siya sa mga ginawa nila…modus na po ito nitong ating mga suspek. Although ilang beses na nilang nagawa, hindi po sila nahuhuli dahil wala pong nare-report,” said Asilo.

(He admitted to their crimes…they’ve been doing this modus for a long time. They’ve done this several times, but they were never caught because no one was reporting them.)

When confronted, the driver said that it was his accomplice who raped the victim, which the latter also confirmed.

Dismissed Bamban mayor Alice Guo caught overseas, will be brought back to the Philippines

On the late evening of September 3 in Indonesia, the dismissed Bamban mayor Alice Guo got arrested by the local authorities and she will be brought back here in the Philippines very soon, according to a Philippine News Agency (PNA) news article. For the newcomers reading this, Guo (AKA Guo Hua Ping) is wanted in the Philippines and there are charges of tax evasion and money laundering against her.

The Department of Justice (DOJ) on Wednesday confirmed the arrest of former Bamban, Tarlac mayor Alice Guo, also known as Guo Hua Ping, in Tangerang City, Jakarta, Indonesia.

In a statement, the DOJ said Guo was apprehended at 11:58 p.m. on Sept. 3, according to Senior Superintendent Audie Latuheru of the Indonesian Police.

“This development has been verified by our counterparts in Immigration, who have confirmed that Ms. Guo is currently in the custody of the Indonesian Police at Jatanras Mabes Polri,” the DOJ said.

Justice Secretary Jesus Crispin Remulla welcomed the development, saying Guo’s arrest is a testament to the tireless efforts of law enforcement agencies and the strength of international cooperation in bringing fugitives to justice.

“We will ensure that all legal processes are followed to hold her accountable for any crimes committed. The DOJ is committed to pursuing justice and will continue to coordinate closely with Indonesian authorities to facilitate the necessary legal procedures,” he said.

Guo is facing complaints about her alleged involvement in the illegal Philippine Offshore Gaming Operators (POGOs) in the country and questions about her citizenship.

Despite being the subject of an immigration lookout bulletin due to the ongoing investigations, Guo was able to leave the country last July 18.

Guo reportedly headed to Malaysia, arrived in Singapore on July 21, and traveled to Indonesia on Aug. 18.

Guo’s sister, Shiela, and business associate Cassandra Li Ong were earlier arrested in Indonesia and already sent back to the Philippines.

During the Senate Subcommittee on Justice and Human Rights hearing, Shiela admitted she left the country with the dismissed mayor by boat.

Meanwhile, the Bureau of Immigration (BI) is expecting the return of the dismissed mayor to the country anytime soon following her arrest in Indonesia.

“We have immediately forwarded the information to the Department of Justice and the Office of the Executive Secretary. The information has been confirmed by our immigration counterparts in Indonesia, and we are very happy with this development,” BI Commissioner Norman Tansingco said in a statement.

The BI chief also believes Guo’s return to the Philippines will shed light on many questions about her illegal departure, as well as allow her to face the charges filed against her.

Meanwhile, President Ferdinand “Bongbong” Marcos, Jr., welcomed the arrest of Guo and assured the public of the resolution of cases against her.

A Korean national was arrested by combined personnel of the Parañaque City Police BF Homes substation, Bureau of Immigration (BI), and Fugitive Search Unit (FSU) of the Republic of Korea for fraud in South Korea.

The Southern Police District (SPD) identified the suspect as “Park,” 33 who was arrested at around 1:30 p.m. along Manrea St., BF Homes, Parañaque City.

Park was arrested by virtue of a warrant of arrest issued by the Seoul Central District Prosecutor’s Office and Hong Sung District Court for fraud of Article 347 in violation of the criminal act and telecommunications business act of the Republic of Korea.

Parañaque City scam hub raided, 99 suspects arrested

Very recently in the city of Parañaque, local authorities raided an alleged scam hub in Barangay Baclaran resulting in the arrests of almost one hundred suspects who were mostly foreigners, according to a Philippine News Agency (PNA) news article.

Authorities apprehended nearly 100 Filipino and foreign workers during a raid at an alleged online scam hub in Parañaque City on Thursday morning.

In a report, National Capital Region Police Office (NCRPO) chief, Maj. Gen. Jose Melencio Nartatez, said police operatives swooped down on the office of AIA Company on the 9th floor of Centrium Tower 1 on L. San Pedro Street corner J. Maceda Street in Barangay Baclaran at about 2 a.m.

Among those arrested were Nan Shan, Detu Su, and Wu Jian Bin, who were identified as the manager, owner, and supervisor of the company, respectively.

Aside from the three, 64 other foreigners – 56 Chinese nationals, four Malaysians, two Myanmar nationals, an Indonesian, and a Vietnamese national – and 32 Filipinos were nabbed.

Nartatez said the operation stemmed from confirmed intelligence reports that the establishment was engaged in cryptocurrency investment and love scams by posing as a licensed offshore gaming operator.

He added that the company is not registered with the Securities and Exchange Commission.

“Investigation disclosed that the company utilizes their CSRs (customer service representatives) in fraudulently portraying a character, such as a wealthy model who would entice prospect victims to invest in the manipulated cryptocurrency exchange/trading platform, with fraudulent intent,” he said.

During the raid, NCRPO officers found rooms where indecent shows could be filmed.

“While conducting inquiries to them, the Filipino nationals manifested that they (CSRs) were forced to work as scammers, while the models were being forced to dress in a seductive manner and perform lascivious conduct, which the CSRs will portray in order to lure their prospect victim,” Nartatez said.

NBI arrests 12 Chinese nationals who were caught in the act of scamming and for previously detaining and harming a man who refused to work as a scammer

Every day here in the Philippines, either someone got scammed or someone is secretly organizing a scam to steal money from others. Recently in the City of Manila, agents of the National Bureau of Investigation (NBI) apprehended twelve Chinese nationals who were caught in the act of scamming and also for illegally detaining and assaulting a man who refused to work as a scammer, according to a GMA Network news report.

The National Bureau of Investigation-Special Task Force (NBI-STF) has arrested 12 Chinese nationals for alleged online scamming and assaulting and detaining an individual who refused to work as a scammer, it said Friday.

In a statement, the NBI said the victim filed a complaint for alleged violation of the Cybercrime Prevention Act of 2012, serious physical injuries, and serious illegal detention.

The complainant said he was forced to work as an online scammer in a building in Manila and was beaten and assaulted when he refused.

He said the suspects then demanded him to pay the P500,000 ransom, but he was only able to give P300,000. After this, he was released and threatened to be killed if he will report the incident to authorities.

This led the NBI-STF, in coordination with the Manila Police District, to conduct an operation on August 6.

They arrested 12 Chinese nationals caught in the act of committing online scamming activities. Four of them were positively identified by the complainant as the ones who assaulted him.

The suspects were presented for inquest proceedings for violation of 4(b)(2) of the Cybercrime Prevention Act, and Article 263 and 267 of the Revised Penal Code, as amended.

Immigration operatives arrest wanted Chinese national in Parañaque City

Recently in the city of Parañaque, operatives of the Bureau of Immigration (BI) arrested a Chinese national who turned out to be wanted by authorities in China for alleged acts of human trafficking related to online gaming hubs located in the Philippines, according to a GMA Network news report.

The Bureau of Immigration (BI) said it has arrested a Chinese national wanted in Beijing for allegedly trafficking fellow Chinese to work for online gaming hubs in the Philippines.

The Chinese national was identified by BI Commissioner Norman Tansingco as Wang Chuancong, 35.

Wang was arrested last July 30 at a condominium along Roxas Boulevard in Parañaque City by BI’s Fugitive Search Unit operatives. Tansingco said the Chinese government informed the BI of the suspect’s presence in the country.

A detention warrant was issued against him in April 2024 by the municipal public security bureau in Jinjiang, China for human trafficking.

“We were told that he heads a syndicate that facilitates the illegal departure of Chinese nationals by forging documents to facilitate their outbound travel in China,” Tansingco said.

“This allows them to travel to different countries including the Philippines to work in online gaming hubs,” the BI commissioner added.

Wang was found to be an undocumented alien after his passport was canceled by the Chinese government.
