Online Sellers of Fake and Unregulated Products in the Philippines Targeted by Police

If you have been purchasing a lot of products online here in the Philippines, was there a time when a seller cheated you or scammed you over a transaction? A lot of online sellers have been involved in the distribution of fake and unregulated products, and the Philippine National Police (PNP) is actively searching for them, according to a news report by the Manila Bulletin.

The Philippine National Police has strengthened its intelligence and enforcement efforts against online sellers and networks involved in the distribution of fake and unregulated products that may endanger consumers.

PNP chief Gen. Jose Melencio C. Nartatez Jr. said they are now working with the Intellectual Property Office of the Philippines (IPOPHL), Department of Trade and Industry (DTI), and other partner agencies to identify those behind the illegal trade and build cases for prosecution.

“The PNP backs efforts to strengthen the crackdown against counterfeit goods online. We will continue to coordinate with our partner agencies to identify those behind the illegal trade and ensure that appropriate charges are filed,” Nartatez said.

Nartatez ‘statement was issued amid a call from consumer advocacy group Malayang Konsyumer for an immediate and sustained government crackdown on counterfeit products being sold through e-commerce platforms.

The group warned that fake medicines, vitamins, health supplements and beauty products may contain toxic chemicals, while counterfeit clothing, footwear, toys and perfumes as products that could expose consumers to hidden health risks.

It also raised concerns over substandard electronics that may cause fires or electrocution and fake household adhesives, sealants and building materials that may pose structural and health hazards.

“We will not allow online platforms to become a safe haven for counterfeiters. The PNP will strengthen intelligence gathering and enforcement operations against individuals and networks engaged in the sale and distribution of fake and unregulated products,” Nartatez said.

“Counterfeit goods are not only an intellectual property concern. They are also health and safety matters in most cases that need immediate and aggressive law enforcement response,” he added.

The PNP’s planned action will build on its existing campaign against smuggling and other economic crimes.

From January to June 2026, police conducted 8,986 anti-smuggling operations, resulting in the arrest of 2,560 individuals and the seizure of about P8.6 billion worth of smuggled cigarettes and equipment.

The campaign has also extended to other illegal goods as the PNP confiscated P628 million worth of smuggled goods, counterfeit products, and other illegal articles in nationwide operations in July.

Philippines GDP Growth Unlikely To Reach 6% In Medium Term

MOODY’S RATINGS said the Philippines’ medium-term growth outlook seems bleak as its slow investment recovery and vulnerability to climate-driven shocks may derail its economic rebound.

In a statement following its latest rating action on the Philippines, the debt watcher said the country’s gross domestic product (GDP) growth is expected to hover below its pre-pandemic level of around 6% over the medium term.

“The Philippines’ medium-term growth will continue to be underpinned by favorable demographics, resilient remittances and service exports, and a gradual strengthening of investment as confidence recovers, with electronics and other goods exports providing a more marginal offset,” Moody’s Ratings said late on Monday.

“Even so, we expect medium-term potential to settle somewhat below the near-6% pace recorded before the pandemic, as investment recovers only gradually and the economy remains exposed to recurrent natural disasters and climate-related shocks,” it added.

Moody’s slashed its Philippine GDP growth forecast for this year to 3.6% from 5.5%. This falls near the bottom end of the government’s 3.5%-4.5% target for the year.

In the second quarter, GDP growth tumbled to a new post-pandemic low of 2.3%, bringing average growth to 2.6% in the first half.

The fourth consecutive quarter of slowing growth came as investments continued to reel from last year’s flood control corruption scandal, while rising prices amid the Middle East war squeezed household spending.

Moody’s Ratings noted that the Middle East war shocks and investment slump are “largely cyclical,” with an investment-driven recovery expected later this year.

“The recovery from the second half of 2026 should be led by a rebound in public investment as the government resumes stalled disbursements and normalizes spending execution,” it said.

Moody’s Ratings said that local investments should focus on public infrastructure and public-private partnerships, especially in renewable energy “as the country diversifies its energy mix in response to the recent shock.”

The government’s recent reforms should also eventually boost investment and productivity as their benefits are realized, the debt watcher said.

These include the Corporate Recovery and Tax Incentives for Enterprises to Maximize Opportunities for Reinvigorating the Economy Act, foreign investment liberalization, and allowing more private and foreign participation in sectors such as renewable energy.

By 2027, Moody’s Ratings expects GDP to expand by 5.3%, although still slower than its previous estimate of 5.6%.

Philippines 2026 Foreign Tourist Arrivals Reach 4.11 Million as of August, U.S. and South Korea Remain Top Markets

With the Peso performing terribly in the global currency market, weakening economic growth, high inflation and fears of an economic recession growing, 2026 has not been good for the Philippines. There is a bright spot in tourism, however, as the Philippines saw its 2026 foreign tourist arrivals reach 4.11 million in the January-August period and the United States and South Korea combined for more than 1.5 million tourist arrivals, according to a news article by the Philippine News Agency (PNA).

The Philippines has recorded 4.11 million foreign arrivals from January to August, higher by 3.7 percent compared to the same period last year, the Department of Tourism (DOT) said on Tuesday.

The United States posted the highest number of share at 818,318, followed by South Korea at 727,379, Japan at 350,191, China at 310,088, and Australia at 234,156.

Also making it in the top 10 source markets are Canada with 231,972, Taiwan with 154,957, the United Kingdom with 132,370, Singapore with 126,812, and India with 77,883.

Tourism Secretary Dita Angara-Mathay said the Philippines targets to surpass its 2025 arrival figures to reach between 6.4 million and 6.8 million, or at least 7 million, by the end of 2026.

To achieve this, she said the DOT is intensifying its branding and promotions to reach more tourists in its key source markets.

The DOT is also in active talks with airlines to open up and establish more chartered flights between the Philippines and secondary cities of Korea and China.

DOT Assistant Secretary Ren Sapitan said the agency is also set to sign a contract with a creative agency in November to broaden the country’s marketing efforts and make the Philippines more visible worldwide.

Moody’s Analytics Cuts Philippines 2026 GDP Growth Forecast to 3%

MOODY’S ANALYTICS slashed its 2026 growth forecast for the Philippines, amid weak consumption and a collapse in private investment.

In its latest Asia-Pacific Outlook report dated Aug. 24, the analytics firm said it now sees Philippine gross domestic product (GDP) expanding by 3% this year, slower than its 4% projection in June.

“We lowered our 2026 GDP growth forecast to 3% from 4% in the June vintage after incorporating the second-quarter GDP result, which was far weaker than expected,” Moody’s Analytics Assistant Director and Economist Sarah Tan said in an e-mailed reply to questions.

The Philippine economy slumped to its worst post-pandemic growth of 2.3% in the April-to-June period, as investments and public construction continued to reel from last year’s flood control corruption scandal. Rising prices from the Middle East war-driven oil shock also strained household spending.

“The economy expanded by just 2.3% year on year, with private consumption showing notable weakness and private investment collapsing,” Ms. Tan noted. “This points to softer underlying domestic demand than we had previously anticipated.”

As of the first half of 2026, the country’s GDP growth averaged 2.6%, well below the government’s 3.5%-4.5% full-year target.

If Moody’s Analytics’ forecast holds true, the government will miss its growth target for a fourth year in a row. The economy would also further soften from last year’s post-pandemic low growth of 4.4%.

Economists earlier said that reaching even the bottom end of the government’s target entails a steep climb, as it means the economy must grow by at least 4.4% in the second half.

Moody’s Analytics sees growth recovering over the next two years to 4.6% in 2027 and 5.1% in 2028. The government wants full-year expansion to be between 5% and 6% from 2027 to 2030.

Meanwhile, GlobalSource Partners Country Analyst Diwa C. Guinigundo noted that the Philippines could face a more complicated path toward fiscal consolidation if growth remains below potential.

“Slower growth would make fiscal consolidation and debt reduction more difficult,” he said in a Viber message. “The issue is not simply that government revenues would grow more slowly; a weaker economy also means a smaller denominator for the debt-to-GDP ratio.”

BCDA To Ensure Philippines Will Benefit A Lot From Pax Silica

The Bases Conversion and Development Authority (BCDA) on Wednesday said it will ensure that the Philippine side, negotiating with the US on the final framework agreement to hit the ground running for the Pax Silica project in New Clark City, Tarlac, will push for a deal that would be most beneficial for the country.

At the Kapihan sa Manila Hotel, BCDA President and CEO Joshua “Jake” Bingcang said that the government is eyeing to sign the comprehensive framework agreement for the Pax Silica initiative with the US by November.

However, Bingcang admitted that “negotiations can always take longer,” noting that the target signing “is not cast in stone as long as the two [parties] will come up with mutually agreed arrangement.”

Nevertheless, the BCDA chief said the Philippines is pushing for terms that would “most beneficial sa’tin (to us)” as negotiations for the framework deal are ongoing.

“It’s a business contract, normally it is favorable to the host country,” he said.

Bingcang said the government has also made clear that the project will operate under the BCDA’s governing legal framework and applicable investment laws.

“It would be covered by two Philippine laws —the BCDA law and CREATE MORE so the incentives provided will be covered by these two laws,” he said.

“Never in that initial arrangement that we are going to adopt anything other than the two laws,” he added.

Pax Silica is the US Department of State’s flagship initiative on artificial intelligence and supply chain security, aimed at advancing a new economic security framework among allies and trusted partners.

The Philippines in April officially joined the Pax Silica initiative, cementing its place among other 23 global signatories, including the European Union, Japan, India, Singapore, South Korea, and the United Kingdom.

As part of the initiative, Manila and Washington are working to establish a 4,000-acre industrial hub that is envisioned as a new model for AI-focused investment within the Luzon Economic Corridor.

The BCDA chief earlier clarified that the Pax Silica hub is not envisioned as a cluster of hyperscale data centers but as an industrial hub that would include the manufacturing of semiconductors and microchips used in computers, laptops, electric vehicles, and other technologies.

Bingcang said that through Pax Silica, the Philippines and its partners see an opportunity to process raw materials domestically instead of exporting them in unprocessed form.

Mandatory Trustmark for E-Commerce in the Philippines

The digital verification system in e-commerce to ensure reliability of online transactions will no longer be voluntary and instead now mandated for every merchant and platform, according to the Department of Trade and Industry (DTI).

The DTI launched the E-Commerce Philippine Trustmark to serve as a digital badge issued to online businesses that comply with fair e-commerce practices.

In July, the department said the trustmark was only “voluntary,” with merchants only “encouraged to apply to build consumer trust.”

The trustmark is designed to help consumers identify legitimate online merchants, thereby safeguarding them from unfair trade practices and threats of scams and other fraudulent activities.

Under Department Administrative Order (DAO) No. 25-12, the DTI said the trustmark will now be mandatory and also serve as the permit for e-commerce merchants and online platforms to use the internet for conducting their business.

“Issuance of the trustmark shall signify that the products, goods, or services sold online by the holder comply with applicable standards and good e-commerce practices,” the DTI said in the order.

The DTI, headed by Secretary Cristina Roque, said the mandatory registration is a direct response to the recent surge in consumer concerns. Between January and August, the agency reported over 13,000 complaints related to online transactions.

As indicated under DAO No. 25-12, all online merchants, e-retailers, e-marketplaces, or digital platforms availing of the Philippine market over the internet shall apply for and obtain the (Trustmark) by Sept. 30

The DTI said this is to ensure that the merchant or platform is permitted to “use the internet for conducting e-commerce.”

While the order did not explicitly detail potential violations for not having a trustmark, it noted that those who have submitted an application on or before Sept. 30 must clearly state on their page that their trustmark is still pending evaluation and approval.

To apply for the trustmark, interested applicants must submit an application form accompanied by a sworn undertaking to comply with all applicable laws, rules, and regulations.

E-commerce merchants must meet key regulatory standards, including full business disclosure, protection of consumer data, and an internal redress mechanism to address consumer complaints.

As embodied under the order, the DTI emphasized that Trustmark does not exempt the holder from compliance with other applicable laws or regulations.

Businesses with online presence are given until Sept. 30, 2025 to register for the E-Commerce Philippine Trustmark (Trustmark), a move aimed to address consumer concerns, the Department of Trade and Industry said Thursday.

Online merchants are mandated by the DTI, in a Department Administrative Order, to register for the Trustmark to increase consumers’ confidence on the electric commerce (e-commerce) space and in compliance to Republic Act 11967, otherwise known as the Internet Transactions Act of 2023.

“The mandatory registration is also a direct response to the surge in consumer concerns, with DTI recording over 13,000 complaints related to online transactions from January to August 2025,” DTI said in a press release Thursday.

Under the Internet Transactions Act of 2023, consumers may file damage claims against the erring online businesses before the court or the DTI. Penalties have been set, with the third and subsequent violations penalized PHP1 million.

DTI said it has already issued digital badges to several major entities that include Shopee Philippines, Inc. (Shopee), Bytedance Philippines Inc. (TikTok Shop), Lalamove Philippines, Inc. (Lalamove), and LG Electronics Philippines, Inc. (LG).

The others are Asahi Electrical Manufacturing Corporation (Asahi), Cherenz Global Mfg., Inc. (TOUGHMAMA), Concepcion Midea, Inc. (Midea), Concepcion Carrier Air Conditioning Company (Carrier), First Digital Finance Corporation (Billease), Mailtag Ortigas Corporation (DHL Express), Pan-Eurasia Sales Marketing Corporation (Dowell, Edamama and Tefal), QuadX Inc. (Gogo Xpress and ShippingCart), and Tosot Philippines Corporation (Tosot).

The Philippines should leverage its services sector to stand out in the global investment landscape, as competition with manufacturing-led economies is well out of reach, according to an HSBC economist.

The country has been lagging behind its peers in Southeast Asia in terms of attracting foreign investments.

Last year, the Philippines secured the sixth spot in the region, trailing behind Singapore, Indonesia, Vietnam, Malaysia, and Thailand, according to the report from the United Nations Conference on Trade and Development (UNCTAD).

This trend is expected to continue this year amid uncertainties in global trade and especially due to the country’s relatively low manufacturing activity.

HSBC Asia Economics Associate Director Ines Lam said the limited scale of the manufacturing sector in the Philippines hinders its ability to draw foreign capital.

Lam explained that attempting to be competitive in manufacturing at this late stage could ultimately be ineffective and counter to the government’s efforts to secure investments.

“Everyone wants to get a piece of the global supply chain. Everyone wants to be a supplier to Apple. But for the Philippines, I think the Philippines’ unique value proposition is its people and soft skills,” she said during the 23rd International CEO Conference hosted by the Management Association of the Philippines (MAP).

Instead of trying to catch up in manufacturing, Lam said the country could instead shift its focus to strengthening its services sector, in which it has an advantage compared to regional partners.

The economist said upskilling the country’s talented pool of workers is a critical component in boosting the sector. She noted that the educational proficiency and English expertise of Filipino workers are the top qualities sought by global employers and investors.

“I’m not saying that manufacturing is not important, but because the Philippines has already found its advantage, I think it’s important that the Philippines does not lose this,” said Lam.

“You provide something new and you improve your offerings in terms of BPO (business process outsourcing) and exports of services. Then, that will help the Philippines to stand out in this world,” she added.

Philippines manufacturing activity slowed down in May 2025

In what could be a possible sign of economic slowdown in the Philippines, manufacturing activity for the month of May this year slowed down as demand from foreign markets weakened, according to a BusinessWorld news report.

GROWTH in Philippine manufacturing activity slowed in May due to declining output and weaker demand from foreign markets amid global trade tensions.

The S&P Global Philippines Manufacturing Purchasing Managers’ Index (PMI), which measures the country’s monthly factory performance, settled at 50.1, slipping from 53 in April. This was the lowest index since the 49.4 contraction in March.

A PMI reading above 50 denotes better operating conditions month on month, while a reading below 50 shows the opposite.

“The promising growth observed at the beginning of the second quarter signaled a notable cooling in May,” Maryam Baluch, an economist at S&P Global Market Intelligence, said in a report on Monday. “While new orders continued to increase, they did so at a slower pace, overshadowed by contractions in other areas.”

S&P Global data on the Association of Southeast Asian Nations (ASEAN) showed that only the Philippines expanded in May, while Vietnam (49.8), Myanmar (47.6) and Indonesia (47.4) all declined.

In its report, S&P Global said output declined in May, the second contraction in the past three months.

“Overall, the downturn was marginal, but companies noted softer demand conditions weighed on production,” it said.

Despite continuing to signal a rise in new sales, the rate of expansion in new orders was slight and weaker than in April, it added. This was reflected in the softer rate of increase in input buying activity.

“The situation was further exacerbated by a deteriorating demand from foreign markets, with May witnessing a sharper drop in new export orders,” Ms. Baluch said. “As global trade tensions escalate, the outlook for overseas demand appears increasingly precarious,” US President Donald J. Trump paused his reciprocal tariffs in April for 90 days but continues to apply a 10% baseline tariff rate for most trading partners.

Ms. Baluch said the drop in production requirements was accompanied by a fresh decline in employment and the inventories of both purchases and finished goods.

S&P said employment numbers declined for the first time in four months.

The pace of job shedding was marginal, but the strongest in 11 months, which factories attributed to voluntary resignations and the nonreplacement of those roles.

S&P also cited the limited manpower for a renewed buildup of backlogs across Filipino producers.

“On a brighter note, inflationary pressures remain modest and historically subdued, which could play an important role in supporting demand moving forward,” she said.

However, cost burdens and output charges rose to the highest since January.

“The stability of price pressures may also provide a necessary buffer against the challenges posed by a cooldown in new orders and external market uncertainties,” she added.

S&P Global said manufacturers expect new orders to continue to rise, supported by confidence in the year-ahead outlook for production, but the degree of optimism was the third weakest in the series’ history.

Analysts also said trade tensions and softer demand weighing down the country’s manufacturing activity in May.

The anticipation for higher tariffs likely caused subdued exports, said Reinielle Matt M. Erece, an economist at Oikonomia Advisory and Research, Inc.

“The persistent trade tensions continue to weigh on global trade, causing exports to drop as higher tariffs may be imposed,” he said in a Viber message.

Philippine exports in the first four months rose 9.5% to $26.87 billion, according to the local statistics agency.

Mr. Erece said domestic demand slowed as the election-spending season ended. Stronger manufacturing activity is expected later this year, as local authorities continue trade talks with the US Trade Representative, he added.
