Vietnam Deploys Hundreds Of Soldiers To Work On New International Airport

Vietnam has deployed hundreds of soldiers to help build its largest airport, the VND336.63 trillion (US$12.8 billion) Long Thanh, as contractors scramble to cover a shortfall of nearly 2,000 workers before a year-end deadline to open the country’s new aviation hub.

The deployment signals the urgency around a flagship project that has already slipped past its original 2025 opening date.

Hundreds of officers and enlisted soldiers have been brought onto the site in Dong Nai City in the country’s south to reinforce a civilian workforce that has struggled to keep pace with one of Southeast Asia’s biggest construction projects.

The move was confirmed during a June 13 inspection by Construction Minister Tran Hong Minh, who was told by an Airports Corporation of Vietnam (ACV) representative that more than 76% of the total project value had been completed.

The workforce has been topped up in recent weeks but still falls nearly 2,000 short of the roughly 9,000 workers the site needs, with several units calling in military personnel to bridge the gap.

The labor crunch reflects a wider squeeze in southern Vietnam, where a cluster of megaprojects is competing for the same pool of skilled construction workers.

The nearby Bien Hoa-Vung Tau expressway and the expansion of the Ho Chi Minh City-Long Thanh-Dau Giay expressway are pulling engineers and machine operators away from the airport, and the harsh conditions across the vast, largely open site have made workers hard to retain.

To claw back time before the rainy season, contractors have added engineers, workers and equipment and moved to round-the-clock construction in three shifts and four rotating crews, part of a 180-day campaign to accelerate to the finish.

The airport is now expected to be substantially complete and to begin trial operations in September, with commercial flights targeted for late 2026.

ACV said finishing work on the passenger terminal still lacks skilled technical labor, while other packages are short of machinery operators.

The investor has ordered contractors to staff up for day-and-night work, prioritizing foundation and stone-base work to limit disruption when the rains peak.

At the terminal, which Minh called the project’s “heart,” he urged crews to complete each task definitively, down to the smallest item, and to push outdoor work first to stay ahead of the weather.

The schedule could not slip, he said, and crews had to race against time.

The ambitious Long Thanh International Airport of Vietnam was recently switched on using the main power supply which is a milestone and already the local authorities are working on a series of preparations needed for the planned December 2026 commercial launch, according to a VnExpress news report. It has been anticipated that the new international airport will handle most flights in 2027.

Long Thanh airport, the VND336.63 trillion (US$12.8 billion) project set to become Vietnam’s largest, has switched on its main power supply, clearing one of the last big infrastructure hurdles before a planned commercial launch at the end of 2026.

The airport’s project management board said on June 10 it had energized the power system together with the Dong Nai Power Company, feeding electricity from a dedicated 110 kV substation into the receiving station run by Airports Corporation of Vietnam (ACV), the state-owned developer building the airport about 40 km east of Ho Chi Minh City.

Stable, continuous power is a prerequisite for what comes next: a series of trial runs that will test the terminal, baggage systems and ground operations before passengers arrive. ACV plans three rounds of trial operations in September, October and November, with official commercial service targeted for December 2026.

The milestone caps a frantic stretch of construction. On June 1, ACV launched a 180-day sprint to finish the airport on time, a push that follows years in which the project wrestled with labor shortages, contractor payment delays and volatile material prices. Roughly 76% of the total project by value is now complete, and the most critical pieces are further along. The aircraft apron near the terminal is more than 88% finished, the fuel system more than 92%, and the connecting roads close to 90%. The passenger terminal, the centerpiece, has its main structure up and is about two-thirds of the way through interior work and equipment installation.

The airfield itself is already operational. Long Thanh’s first runway and apron are complete, and the runway received its first calibration flight in September 2025. In December, a Vietnam Airlines Boeing 787 made the first technical landing, followed days later by the first official flight, both treated as symbolic markers of how close the long-delayed project had come.

Power for the site runs through a substation the Dong Nai Power Company inaugurated on Dec. 16, 2025, built for more than VND158 billion ($6 million). It carries two transformers with a combined capacity of 80 MVA and feeds the airport through six separate 22 kV lines, enough to cover a construction site that already consumes about 730,000 kWh a month and will draw far more once systems are powered up for testing. The station is designed to run unmanned, monitored remotely.

Long Thanh is one of Vietnam’s most ambitious infrastructure bets. Spread across roughly 5,000 hectares, the first phase will handle 25 million passengers and 1.2 million tons of cargo a year. Later phases are designed to lift capacity to as much as 100 million passengers annually, which would make it the country’s largest airport by a wide margin and, ACV hopes, a regional transit hub able to compete with the established gateways in Singapore, Bangkok and Kuala Lumpur.

With the window remaining open for bidders to challenge Cerberus’ unsolicited offer for the Subic Bay International Airport (SBIA), the Subic Bay Metropolitan Authority (SBMA) officially adjusted the bidding timeline, according to a news report by the Manila Standard. Previously, the SBMA announced a Swiss challenge for the airport development project.

The Subic Bay Metropolitan Authority (SBMA) is inviting rival bidders to challenge the unsolicited offer of Cerberus Asia Pacific Investments LLC for the P6.2-billion Subic Bay International Airport (SBIA) development project.

In a recent bid bulletin, the SBMA announced that the issuance and availability of tender documents has been rescheduled to June 17, 2026, moving back from its initial May 18, 2026 timeline.

“The extension ensures technical specifications, financial parameters, and contractual frameworks are comprehensive, accurate, and clear,” the SBMA said.

“This adjustment protects the integrity of the Comparative Challenge process and ensures an equal footing for all participants. No prejudice is caused to any party as documents have not yet been released,” it added.

The asset-management firm Cerberus originally submitted its unsolicited proposal on March 26, 2025, under an Operate-Rehabilitate-Add-Transfer scheme.

The project spans a 25-year concession period—with a possibility for extension—and involves upgrading, expanding, operating, and maintaining the SBIA before its eventual turnover to the SBMA.

The primary goal is to transform the airport into a modern, high-capacity cargo hub that meets international standards and streamlines logistics across the Luzon region.

The comparative challenge will operate under a “right-to-match” mechanism in accordance with the PPP Code Implementing Rules and Regulations (IRR).

The original proponent will be given 30 calendar days to match or top the most superior proposal submitted by a challenger. If no challengers emerge, or if the original proponent submits a superior counter-offer, the contract will be awarded to Cerberus.

All the Wagyu cattle today are the result of the cross-breeding between Japanese cattle and cattle from overseas (particularly from Europe) that happened centuries ago. When it comes to food, Wagyu beef is a premium type of meat that features marbling (referring to the streaks of fat existing within the red meat). #3 Lufia Games Revisited – When it comes to Japanese role-playing games (JRPGs) in the 1990s, the Super Nintendo Entertainment System (SNES) had a lot of them. Among the many RPGs from Japan were a few specific games that made waves among gamers but never achieved massive commercial success. I am talking about the games Lufia & the Fortress of Doom and Lufia II: Rise of the Sinistrals. To this day, there is a dedicated fanbase of those two Lufia titles which were overall enjoyable and immersive in different ways. It is a tragedy that the Lufia series (including handheld titles) has been dormant for a long time and Square Enix (which acquired original Lufia publisher Taito) has not shown any interested to revive it which makes it hard for gamers to play the old games. I understand that video game production today keeps getting more expensive and more stressful to do but there is something to learn from the video posted below. In what is clearly an attempt to help the Philippines attract more foreign tourists, the government is pushing to open regional tourism and business hubs to international flights which should enable foreigners to have better access to other parts of the country, according to a Manila Bulletin news report.

For context, it has been reported already that the Philippines is failing on attracting foreign tourists when compared to the other Southeast Asian nations. In 2024, the Philippines attracted less than 6 million foreign tourists and the Department of Tourism’s (DOT) declared target for the year was 7.7 million foreign tourists.

President Marcos has underscored the government’s push to open regional tourism and business hubs to international flights, saying these would allow foreign travelers to skip Metro Manila and head straight to their chosen destinations.

Marcos said this as he led the groundbreaking of the Caticlan Passenger Terminal Building in Aklan on Monday, July 18.

In his speech, the President said regional airports such as Caticlan are key to welcoming foreign travelers directly to Philippine destinations, bypassing Metro Manila and stimulating regional economies.

“We are slowly putting together the building blocks of our policy of opening up our tourist areas… to international travelers without having to go through the Manila Airport,” he said.

Marcos added that the new passenger terminal, which will serve as the main airport gateway to Boracay and other destinations in Western Visayas, would help ease travel to the region and boost economic activity.

“It is not just Aklan who is involved in this; it is the entire region that will be assisted by the construction of this terminal building,” he said.

A higher passenger service charge (PSC) has been imposed in all airports operated by the Civil Aviation Authority of the Philippines (CAAP) starting April 21.

“The increase, primarily adjusted based solely on inflation from 2015 to present, underwent the required public hearing with various stakeholders, as well as the necessary publication,” the aviation authority said in a news release late Monday.

It added that the adjustment supports CAAP’s efforts to enhance passenger experience and improve airport facilities and operations.

In Memorandum Circular 019-2025 signed on April 4, the PSC for international flights rose to PHP900 from PHP550.

From the PHP200 PSC for domestic flights, the rate will be PHP350 for international airports; PHP300 for principal class 1 airports; PHP200 for principal class 2 airports; and PHP100 for community airports. CAAP operates 44 commercial airports.

Recently the Department of Transportation (DOTr) announced that at least four more airports are expected to be privatized in 2025, according to a BusinessWorld news report. Clearly the recent privatization of the Ninoy Aquino International Airport (NAIA) sparked a wave of change with regards to air travel and the need to modernize airports.

AT LEAST four more Philippine airports in the countryside are expected to be privatized in 2025, the Department of Transportation (DoTr) said last week.

“For next year, we have Iloilo, Puerto Princesa and Kalibo [airports],” Transportation Undersecretary Roberto C.O. Lim told reporters on the sidelines of an aviation forum. “We have ongoing negotiations with the proponents.”

The agency also expects to launch the competitive tender for the Davao International Airport under a public-private partnership (PPP) program.

Villar-led Prime Asset Ventures, Inc. holds the original proponent status for both P14.7-billion Iloilo International Airport and P10.24-billion Puerto Princesa International Airport, according to the Public-Private Partnership (PPP) Center website.

Meanwhile, Mega7 Construction Corp. has submitted an unsolicited proposal to operate, upgrade and maintain the P3.62-billion Kalibo International Airport.

Mr. Lim said the government expects to award the contract for the operations and maintenance of New Bohol-Panglao International Airport this year. The contract is undergoing a Swiss challenge, which allows other companies to submit alternative proposals that the original proponent can match.

In September, the infrastructure arm of the Aboitiz Group got the contract for the operations and maintenance of the P12.75-billion Laguindingan International Airport in Northern Mindanao.

Aboitiz InfraCapital, Inc. is expected to sign the contract this month, the Transportation department said, adding that the new private operator would take over operations by next year.

The same company also holds the original proponent status for the operations and maintenance of the P4.5-billion Bohol airport.

In its pursuit to keep the public informed and oriented, the new operator of the Ninoy Aquino International Airport (NAIA) – San Miguel-led New NAIA Infra Corporation (NNIC) – recently launched its official website as well as social media accounts, according to a Manila Bulletin news report.

For the newcomers reading this, the operations of NAIA were recently turned over to NNIC which is a private entity. NAIA is still owned by the national government.

The new website, www.newnaia.com.ph, focuses on providing comprehensive information about NAIA — including details on the ongoing transformation project, its progress, and the future vision for the airport.

It serves as a hub for travelers, offering real-time flight information as well as updates on airport services and amenities.

In a statement, BI Officer-in-Charge Joel Anthony Viado identified the Chinese national as Lyu Shuming, 48, who was arrested at the NAIA Terminal 3 last Sept. 15. The BI did not identify the female judge.

“We will not allow these kinds of foreigners to victimize our kababayan,” Viado declared. Based on his statement, it can be presumed that the judge is a Filipino.  

“The BI will continue to monitor the progress of this case, and blacklist any other members that might be found,” he added.

The BI said that Lyu, who was found to have a valid Philippine visa, was traveling with two other Chinese nationals identified as Xu Xianpu, 41, and Xie Xiaoyong, 54.

“All three have been recommended for inclusion in the BI’s blacklist,” the BI said as it noted that Xu and Xie were also suspected to be thieves and have been allowed to board an outbound flight.

The BI said the three Chinese nationals were transiting the Philippines from Malaysia to Hong Kong.

While aboard the plane, the BI said a flight attendant caught Lyu stealing a handbag and P63,000 in cash owned by a female judge who was traveling with two lawyers.

“He was said to have opened the overhead stowage bin to retrieve the bag owned by the judge,” it said.

Rehabilitation of airport begins as government formally turns over NAIA operations to San Miguel-led group

The rehabilitation of the Ninoy Aquino International Airport (NAIA) has officially started as a result of the government’s recent turnover of airport operations to the New NAIA Infra Corp. (NNIC) which is a San Miguel-led group, according to a news report by GMA Network. To be clear, the government still owns NAIA and the operations will be handed back by the private group many years from now. Over P140 billion will be invested on managing and improving the NAIA.

To put things in perspective, posted below is an excerpt from the GMA news report. Some parts in boldface…

The government turned over Saturday the operation of the Ninoy Aquino International Airport (NAIA) to the San Miguel-led New NAIA Infra Corp., setting in motion the rehabilitation of the Philippines’ main gateway.

In a news release, the Department of Transportation (DOTr) said key officials of the agency and Manila International Airport Authority (MIAA) handed over the airport to its new private operator during a ceremony at NAIA’s Terminal 3.

“The baton has been passed and now it is our turn in NNIC to carry it forward to the finish line,” said NNIC general manager Lito Alvarez.

Transportation Undersecretary for Aviation Roberto Lim expressed support to NNIC, saying the takeover would be a precursor to a world-class and modernized NAIA.

“Today, we celebrate the competitive spirit of the winning consortium, which brings financial muscle, management expertise, and the technical operations strength and experience of Incheon Airport,” said Lim.

The turnover of NAIA’s rehabilitation, operations, and further development to NNIC, formerly SMC SAP & Co. Consortium, is seen to boost the airport capacity to meet growing demand by handling more flights and passengers, while improving service quality and compliance with International Civil Aviation Organization (ICAO) standards.

San Miguel-led NNIC is investing approximately P144 billion to manage and improve NAIA under a 15-year concession, extendable by 10 years, which would be contingent on meeting key performance targets.

The DOTr clarified that ownership of the airport will remain with the government. The agency said that at the end of the concession period, NNIC will return to the government the operations of NAIA.

The government signed the landmark concession agreement for the NAIA Public-Private Partnership (PPP) project on March 18.

Among the expected improvements in NAIA that the traveling public and other stakeholders can expect include expansion of the Passenger Terminal Buildings (PTBs), additional aircraft parking bays, increase in vehicular parking slots, installation of world-class systems and technology, more food and beverage (F&B) and retail options, more convenient land transport connectivity, among others.

Furthermore, flight delays and cancellations due issues with airport facilities are expected to be significantly reduced.

NNIC Chairman Ramon Ang said, “A world-class airport means more jobs, more tourists and a much more stronger and prosperous Philippines.“

The consortium is committing to modernize NAIA, increasing its capacity from 35 million passengers to 62 million passengers. Air traffic movement is also expected to be increased from 40 movements per hour to 48.

The rehabilitation is expected to generate at least 58,000 jobs for Filipinos.
