Chinese vessels spotted near Balikatan training area off Palawan

Since it formally started on April 22, Balikatan 2024 resulted in several military exercises and activities involving armed elements of the Philippines, the United States and France. This of course caught the attention of China and according to a recent Philippine News Agency (PNA) news article, several Chinese vessels were spotted near a training area off Palawan.

To put things in perspective, posted below is an excerpt from the PNA news article. Some parts in boldface…

Naval participants in the just concluded multilateral maritime exercise were undaunted by the presence of Chinese vessels near the training area off Palawan province, Balikatan 2024 executive agent Col. Michael Logico said Tuesday.

Around four of China’s People’s Liberation Army Navy (PLAN) vessels were spotted at different times monitoring the flotilla during the training period.

“We went there for the purpose of conducting interoperability exercises, that was our mission and we were able to finish it, they were not able to disturb us in any way nor (were we) intimidated in any way by their presence,” he said during a press briefing.

Logico said the presence of PLAN ships did not disturb the exercise.

Balikatan’s first multilateral maritime exercise was in Palawan waters from April 25 to 29.

Participants include the Philippine Navy’s offshore patrol vessel BRP Ramon Alcaraz (PS-16) and landing dock BRP Davao Del Sur (LD-602), the US Navy’s landing ship dock USS Harpers Ferry (LSD-49), and the French Navy’s FS Vendemiaire (FFH-734), a Floreal-class frigate.

Balikatan (US-Philippines joint military exercise) set to start on April 22, 2024

Balikatan, the annual joint military exercise of the Philippines and the United States of America, will officially begin on April 22 and last until May 10, 2024 with the participation of at least sixteen thousand troops, according to a Manila Bulletin news report. This year’s edition of Balikatan includes activities that will take place outside of the territorial waters of the Philippines.

To put things in perspective, posted below is an excerpt from the Manila Bulletin news report. Some parts in boldface…

The 39th iteration of “Balikatan” Exercise (BK39-2024), an annual military drill between the Armed Forces of the Philippines (AFP) and United States Armed Forces, will be held on April 22 to May 10 and at least 16,000 troops from both countries are expected to take part in it.

Col. Michael G. Logico, the exercise executive agent for BK39-2024, said that American troops and their support groups have already started arriving in the country for the war games.

For this year’s Balikatan Exercise, there will be 11,000 American troops and 5,000 Filipino personnel that will be joining in an array of military drills.

“Starting April 1, we will begin with our information warfare exercise that will be held here in Camp Aguinaldo. Officially, that is still part of Balikatan but it will happen before the opening ceremony. The reason why is because we will use the venue for the information warfare exercise for other events in Balikatan,” Logico said on Wednesday, March 20.

Contingents from other countries will also be joining including 150 troops from Australia, and an undetermined number of military personnel and a frigate from France. Fourteen nations will also deploy contingents as observers to the exercise, including 150 personnel from Japan.

A sinking exercise will also be conducted where participants will have to coordinate their movements to test the interoperability of their weapons systems in sinking a mock enemy ship.

For this exercise, the AFP and US Armed Forces will try to send the former BRP Caliraya (AF-81) to the bottom of the ocean off the coast of Laoag, Ilocos Norte.

BRP Caliraya, a Philippine Navy ship that was decommissioned in 2020, was supposed to be sunk in a sinking exercise during the Marine Aviation Support Activity (Masa) 2023 between the Philippine Marine Corps (PMC) and US Marine Corps off San Antonio, Zambales in July 2023 but it ran aground off Morong, Bataan while being towed.

Group Sail – Aside from that, Logico said that for the first time, there will be activities that will be held outside the country’s territorial waters, including a group sail with the participating countries in the West Philippine Sea and its nearby maritime area.

“They will be moving from Point A to Point B. We will be utilizing the western side of Palawan , extending beyond our 12 nautical miles so this is also a new thing that we are [doing]. We’ve done group sails before but this time, we will [be] going beyond our 12 nautical mile limitation. In previous exercises, we’ve been limited to just 12 nautical miles, now we are encouraging or we are venturing outwards, beyond that,” Logico explained.

The participants for the group sail include the Philippine Navy, US Navy, Philippine Coast Guard, US Coast Guard, and French Navy. The participants will conduct a combination of division tactics to test their interoperability at sea including search and rescue; visit, board, search and seizure (VBSS) exercises; gunnery exercises, and well deck operations among others.

“When you are talking beyond 12 nautical miles, that is already international waters so France’s presence is easily justified. They are exercising FONOPS [freedom of navigation operations] but they are incorporating themselves into the group sail and then it just so happened that they are performing communications exercises, division tactics exercises,” Logico added.

The group sail between the Philippines, United States, and France is expected to raise the eyebrow of China, which has maintained a strong presence in the South China Sea to protect its claims.

However, Logico said the exercise is part of the Philippines’ right and the AFP is unfazed by any challenges that would be posed by China. He said the AFP wants to send a message through the group sail that it is serious about defending the Philippines’ territory and it has allies to help them achieve their goals.

Could Cambodia and its foreign reinforcements ruin Southeast Asian sports?

Welcome back my readers and sports fans! As the 32^nd Southeast Asian Games is about the end, there has been a lot of discussions online about SEA Games host Cambodia and the many foreigners it naturalized who helped them win gold medals in specific sports events. The controversy is only growing and there is concern that what Cambodia has done could potentially ruin Southeast Asian sports as we know it.

To put things in perspective, Cambodia’s naturalized French athlete Margot Garabedian won the gold medals in the Women’s Individual Aquathlon as well as in the Women’s Individual Triathlon. In the Men’s 5-on-5 basketball, Cambodia defeated Gilas Pilipinas 79-68 as they were reinforced by six American players who were naturalized.

Meanwhile, a New Straits Times published an article focused on Cambodia’s mockery of the sport of cricket as their own team has a mix of Indian and Pakistani players. To be more precise, there were 13 foreign-born cricket players on the Cambodian team. As such, the Malaysian Cricket Association (MCA) hopes that the SEA Games Federation and the Olympic Council of Malaysia will conduct a review of the tournament as we as the eligibility of all players representing different nations in the 32^nd SEA Games.

In relation to these developments, there were two other articles that tackled the controversy of Cambodia’s naturalized reinforcements from overseas. One from veteran sports analyst Quinito Henson and the other a New Straits Times piece.

To begin with, posted below is an excerpt from Quinito Henson’s analysis published by the Philippine Star. Some parts in boldface…

A rule to allow any player, with or without affinity, to represent a country on the basis of a passport has opened the floodgates for mercenaries to desecrate the spirit of sportsmanship at the ongoing SEA Games in Cambodia. The norm of enlisting only one naturalized player for a national basketball team is now out the window. The host country has spared no cost in trying to collect gold medals like they were for sale in the open market and foreign athletes who probably had never visited Cambodia before the SEA Games are shamelessly wearing the national colors for money.

Last January, POC president Mayor Bambol Tolentino disclosed Cambodia’s devious plan to recruit foreign athletes for the SEA Games. In the Philippines, it’s a process to naturalize anyone because the law requires approval from Congress and Senate. But in other countries, it’s like issuing a driver’s license without a test and the wait could be overnight.

The downside of loading up on naturalized players is they don’t compete for national pride. Take, for instance, Cambodia’s 3×3 women’s squad of four American tourists – 5-7 Brittanny Dinkins of University of Southern Mississippi (played in seven countries before landing in Phnom Penh), 6-1 Mariah Cooks of Washington State University, 5-8 Kim Hanlon of Stony Brook University and 5-9 Meighan Simmons of University of Tennessee. Cooks and Hanlon are Women’s Premier Basketball Association (WPBA) veterans while Simmons was New York’s third-round pick in the 2014 WNBA draft. After the imports lost to the Philippines, 21-20 in the semis, they showed no heart in bowing to Indonesia, 21-15 in the playoff for third. The gold medal was lost and the bonus that would’ve come with it so who cared for third place? They didn’t play for Cambodia, they played for themselves and a paycheck.

Cambodian Joshua Bo Noung, who played high school basketball in the US, couldn’t land a spot on the national team because of the naturalized overload. “I am a little embarrassed for Cambodians,” he said. “Because this is not our way to resort to, not giving our own people a shot at competing. They resort to this for immediate success but they have to understand the pride in representing the people of Cambodia all around the world. Losing is part of learning to become better. Winning without integrity isn’t winning”.

In his analysis, Henson cut through the naturalization controversy and hit the key spots precisely. This raises questions about how Cambodia is implementing its very own sports development program and how far will they go to attract foreign athletes and naturalize them to boost their chances of winning in international sports events. After the SEA Games, will Cambodia have their naturalized reinforcements play for them in the Asian Games, the Olympics, and in the respective championship events in the sports of triathlon, basketball, cricket, and other sports?

More on those naturalized athletes, are they truly dedicated to Cambodia as their definitive nation with the long-term future in mind? How do they look at the homegrown Cambodian athletes who could not perform as great as them?

The next article to pay attention is from the New Straits Times which focuses more on ASEAN spirit affected by Cambodia and its naturalized athletes. Posted below is an excerpt from the article with some parts in boldface…

Hosts Cambodia’s conspicuous usage of foreign athletes at the ongoing Sea Games is not good for the Asean spirit.

This was stated by sports analyst Datuk Dr Pekan Ramli who pointed out that the objective of Asean is to strengthen unity among its 10 countries.

“Cambodia hiring imported athletes to win as many gold medals as possible does not strengthen the relationships among Asean countries,” he said today.

“Cambodia is too ambitious to win gold, they will do anything to finish among the top three in the medal tally.“

With five more days of the Sea Games remaining, Cambodia have bagged a whopping 56 gold medals and are second in the medal table to Vietnam who have 58 gold.

“Cambodia have set a precedent in the Sea Games that it’s okay to hire foreign athletes by giving them PR or citizenship for a short time to win medals,” said Pekan.

“In future other countries which are not strong in sports like Myanmar, Laos and Timor Leste will do the same when they host the Sea Games.

“This does not show true sportsmanship in sports.”

Cambodia is hosting the ongoing Sea Games for the first time, and more than half of its contingent are imports from countries like the United States, India, Pakistan, China and other nations.

Cambodia have raised eyebrows by fielding foreign athletes in cricket, hockey, basketball, volleyball, badminton and other sports.

Just imagine this. Cambodia’s all conquering 3×3 women’s squad consist of four “American tourists” — Brittany Dinkins, Kimberly Hanlon, Mariah Cooks and Meighan Simmons.

Pekan said there are no proper rules and guidelines in the Sea Games Federation that prohibit a country fielding foreign athletes.

“Basically the rules allow countries to take the opportunity to hire foreigners.

“Cambodia has spent a lot of money to host the Sea Games for the first time, and of course which host country does not want to win as many gold medals as possible?

“The government of Cambodia wants to please their people by showing that they can host the Sea Games and win a lot of gold. They also want to justify that they have spent the money wisely for the Games with good returns.

“And Cambodia is not the first country in the region that hire foreign athletes to win medals.

“Other countries have done it before. . Singapore have China-born naturalised table tennis players. A few athletes have dual citizenship, American and Filipino. Yet they are allowed to compete in the Sea Games.

“Look at our national football team, most of the players are naturalised players from other countries.

“We (Malaysia) have also given PR to foreign athletes to win medals in the Sea Games. Yuan Yufang is a China-born athlete who has won many gold in long distance and walk events in the Sea Games.

Triathlon gold-silver-bronze for the Philippines at the 32nd SEA Games

Welcome back my readers and sports fans! The much-awaited triathlon events for men and women at the 32^nd Southeast Asian Games (also referred to as SEA Games and Cambodia 2023) have happened and the result for the Philippines was mixed.

Firstly, Fer Casares successfully won the gold medal again for the Philippines in the Men’s Individual Triathlon which establishes him as still the reigning king of triathlon in Southeast Asia. The official results showed that Casares completed the 750 Meter swim – 20 Kilometer bike – 5 Km run contest in 58 minutes and 32 seconds (58:32) and he was just 13 seconds ahead of silver medalist Rashif Amilya Yaqin of Indonesia. Technically Casares swam in 10:38, had 23 seconds in Transition 1, biked for 29:48, had 24 seconds in Transition 2 and ran for 17:19. Comparing his performance with the silver medalist, Casares came from behind to win the gold.

*Cebu-based Andrew Kim Remolino won the Men’s Triathlon bronze in addition to the silver he won for the nation in the Men’s Aquathlon.*

Meanwhile, Casares’ Cebu-based teammate Andrew Kim Remolino (the aquathlon silver medalist) secured the bronze medal for the nation timing 59:53.

In the Women’s Individual Triathlon, Kim Mangrobang finished with the silver medal as Cambodia’s naturalized French-born Margot Garabedian took the gold (note: she also won gold in the Women’s Aquathlon). Mangrobang finished the race in 1:07:21 (11:28 in the swim, 34 seconds in Transition 1, 34:47 in the bike, 28 seconds in Transition 2 and 20:04 in the run) while Garabedian 1:05:31. The bronze medal went to Singapore’s Louisa Marie Middleditch who was just seconds behind Mangrobang at 1:07:28. while Cebu-based Raven Faith Alcoseba finished at 4^th place with 1:08:46. Very noticeable was Garabedian’s teammate Toch Raksa finishing only at 10^th place with 1:30:54.

The issue about the naturalization of foreign athletes as Cambodians is already attracting a lot of attention. Take note that there were other naturalized Cambodians who took part in the SEA Games (read about them here and here). It should be noted that the host nation bent the rules of the naturalization process. Following the end of the SEA Games this year, citizenship could become a hot topic of debate on sports competitions at least in Southeast Asia.

While Mangrobang was denied of the gold this time around, her achievement of winning back-to-back SEA Games women’s triathlon (2017, 2019 and 2021) remains historic and has yet to be surpassed. She is also still Southeast Asia’s reigning duathlon queen and Cambodia itself did not do well in the SEA Games women’s duathlon event as well as in the men’s aquathlon event as the official race results showed. It took a female competitor who was born in France to help Cambodia win the gold in triathlon and aquathlon just as they hosted the SEA Games for the first time ever. Remember that, my readers.

If there is anything else significant about the 32^nd SEA Games, it is the fact that medal events of aquathlon, duathlon and triathlon got organized for the first time in Southeast Asia’s multisport history. The Philippines is part of it and its medal victories cannot be ignored.

For the record, the Philippines won the gold medals in Men’s Triathlon, Women’s Duathlon and the Mixed Aquathlon 4X Team Relay. Also secured were the silver medals in the Men’s Aquathlon and Women’s Triathlon, and the bronze in Men’s Triathlon. These are achievements that Filipinos can be thankful to the Lord for. Indeed, Southeast Asian sports competition has gotten tougher but the Philippines remains a multisport powerhouse in the region and for sure adjustments and further refinements will follow for future overseas competitions. The next SEA Games will be hosted by Thailand.

President Marcos reaches out to France for strategic partnership on nuclear energy

As you should know by now, I personally favor the use of nuclear power as a key source of abundant energy for the entire Philippines (read my posts by clicking here and here). Nuclear power can produce very high amounts of energy required to power the economy and society and there is no way that solar and wind power could achieve that. Nuclear energy is the answer for the energy requirements of the Philippines and I am really glad that President Ferdinand “Bongbong” Marcos, Jr., reached out to French President Emmanuel Macron and specifically sought nuclear energy partnership during their high-level talk recently in Thailand, as reported by the Philippine Star.

President Ferdinand Marcos Jr. said he sought a partnership with France on nuclear energy during a bilateral meeting with French President Emmanuel Macron at the sidelines of the Asia-Pacific Economic Cooperation Summit in Thailand.

“I’m very confident that it will be a strong partnership simply because they have up to 67 percent of their power production is from nuclear energy so they are very, very used to it,” Marcos said, according to a release from Malacañang.

Marcos said he wanted to talk to Macron about energy because of France’s use of nuclear power, a controversial energy source that the Philippine president had long advocated for.

On the campaign trail, Marcos said the Philippines should look into reviving the 621-megawatt Bataan Nuclear Power Plant — a venture by his despot father and namesake which was mothballed in 1986 because of safety concerns.

During his first State of the Nation Address, Marcos reiterated his determination to adopt nuclear power, saying “it is time to re-examine our strategy towards building nuclear power plants.”

In my honest opinion, it is high-time for the Philippines to move forward with enhancing the entire national power grid by using nuclear power. To invest tons of money on wind and solar power will only produce minimal new energy and the fact remains that the said two types of energy are unreliable. On the social aspect of nuclear energy, I encourage my fellow Filipinos reading this to stop being fearful about anything nuclear and pay close attention to the latest in nuclear power technology, specifically with small modular reactors (SMRs). The forthcoming 2022 National Duathlon Championships (NDC) will feature the finest Filipino competitors in the run-bike-run event along with a strong foreign participation as the races form part of the selection of the Triathlon Association of the Philippines (TRAP) for the 32^nd Southeast Asian Games (32^nd SEA Games) in Cambodia.

Over 450 duathletes across the country are expected to troop to the New Clark City in Tarlac in time for the December 4 race where they will see action in the Standard Distance races as well as in the Sprint and Super Sprint events along with the best from Singapore and Malaysia.

“The main actions are in the sprint events since the events in the Cambodia SEA Games are all sprints with Singapore and Malaysia sending their best to measure up with our elites,” said TRAP president Tom Carrasco.

The races will be supported by the Philippine Sports Commission (PSC), HOKA, Filinvest New Clark City, Standard Insurance, Asian Centre for Insulation Philippines (ACIP), Fissan and Fitbar as major sponsors while the Bases Conversion Development Authority (BCDA), New Clark City and the local government of Capas, Tarlac are the venue partners.

According to Carrasco, the signature event of the TRAP is the 13-15 age group category (Super Sprint) starring the country’s Youth Olympic Games aspirants and the next generation of duathletes/triathletes in the national team.

“The top Filipino finishers will be in the short list for the SEA Games in Cambodia, but we will also consider the other duathlon events results in 2022,” said Carrasco.

More entries are expected to sign up prior to the races where Pocari Sweat serves as hydration partner and PTV Sports and Radyo Pilipinas 2 as media partners.

A total of 103 team will participate, most of them from 26 cities and provinces in the country and foreign contingents from Australia, Brazil, France, India, Indonesia, Malaysia, Singapore, South Africa and the United States.

President Marcos on nuclear power plants in the Philippines

Last March, I highlighted an article published by the Philippine News Agency (PNA) related to nuclear power for the Philippines. Personally, I favor the use of nuclear power and the construction of nuclear power plants in the Philippines not just because it will provide clean and abundant energy but also because technologies and other means related to it all have advanced through the years.

That being said, it was good that our new President Ferdinand “Bongbong” Marcos, Jr., mentioned nuclear power during the recent State of the Nation Address (SONA) specifically referring to the nation’s strategy towards building new nuclear power plants.

To put things in perspective, posted below is an excerpt from the GMA News report. Some parts in boldface…

President Ferdinand “Bongbong” Marcos Jr. again expressed his desire to adopt nuclear energy as part of the country’s power mix, but said the government’s strategy has to be rethought.

“I believe it is time to re-examine our strategy towards building nuclear power plants in the Philippines,” Marcos said in his first State of the Nation Address (SONA) on Monday.

Marcos, however, did not mention the revival of the Bataan Nuclear Power Plant (BNPP), a project during his late father Ferdinand Marcos Sr.’s regime which has been mothballed for more than three decades.

In 1976, Marcos Sr. ordered the construction of the $2.3-billion BNPP, but it was shelved after three years due to safety concerns.

The Duterte administration had pegged the cost of reviving the BNPP at around $1 billion.

The President, instead, said that “there have been new technologies developed that allow smaller scale modular nuclear plants and other derivations thereof.”

In October 2019, Russian State Nuclear Energy Corp. (Rosatom) Overseas JSC and the Department of Energy (DOE) signed a memorandum of intent on cooperation to conduct a pre-feasibility study on the construction in the Philippines of nuclear power plants based on small modular reactor (SMR) technology.

Nevertheless, Marcos said the Philippines will comply with the International Atomic Energy Agency (IAEA) regulations for nuclear power plants “as they have been strengthened after Fukushima.”

The President said that public-private partnerships will play a role in realizing the goal of adopting nuclear power.

Senate President Juan Miguel Zubiri said Tuesday he will fully support the plan of President Ferdinand Marcos Jr. to explore the country’s potentials on nuclear energy as a cheap and reliable source.

Marcos said in his first State of the Nation Address (SONA) on Monday that if the country wants to attract investors, both local and foreign, energy-level production must be increased.

“Why not? We are one of the few countries that have not looked at the nuclear option in Southeast Asia. The countries that are developing nuclear power in Asia — Indonesia, Thailand, Vietnam, Malaysia, even Singapore, are looking at the nuclear option, smaller nuclear power plants, and even Myanmar. We’re already left behind,” Zubiri said in an interview with a news channel.

Despite being a renewable energy advocate, as evidenced by the Renewable Energy Act which he authored, Zubiri admitted that there are not enough efforts to produce the energy requirement the country needs over the next six years.

“If you want to have an 8-percent GDP (Gross Domestic Product) growth rate, we better have an energy sector that is robust, that can deliver the power the different industries need to be able to power other programs and projects,” he said.

A nuclear power plant, Zubiri said, might take six years to develop starting from its infancy, but can deliver thousands of megawatts from a single plant.

He said the facility must be built right, strong enough to withstand calamities, and away from earthquake faults.

Senate President Pro Tempore Loren Legarda, a known environmentalist, said she is open to exploring the possibility of nuclear energy but it must be considered “clean energy”.

“I may not be an expert in nuclear energy. I am open to hearing discussions and consultations with various stakeholders and experts in science on nuclear energy. I have read that nuclear energy is said to be clean. However, what about the nuclear waste? I am interested to know how it will be handled. At the same time, the safety measures,” she said.

Senator Francis Tolentino is likewise in favor of nuclear energy, which he learned has zero emission.

Meanwhile, the government of France is willing to help the Philippines on nuclear power development. France itself has been a major nuclear power player and therefore their willingness to share their expertise is significant for Filipinos. Posted below is an excerpt from the PNA article. The French government is keen to help the Philippines develop its nuclear power program as the Marcos administration looks for other reliable sources of energy.

French Ambassador Michèle Boccoz said the embassy has met with some of the Cabinet members and nuclear power was listed among the key areas Paris and Manila could cooperate on.

“(T)here’s obviously an interest. As I said, we have an experience and expertise in many different sectors of renewable energy, including the nuclear sector,” Boccoz said at a reception in Makati City on Tuesday.

She said working on small modular reactors is “probably much more realistic” than reviving the Bataan Nuclear Power Plant.

“I think that this is a thing of the past because the technologies have evolved so much that it wouldn’t really make sense to work to build this kind of project and it’s probably too big and it probably needs too much of the grid to be operational,” she added.

“So having a sort of more modular systems is probably much more realistic and also in terms of the terrain here and the systemic risks and others. These are much smaller units that can be much more easily protected.”

Boccoz, meanwhile, clarified that talks are still in the “very early stages” as Manila has to put in place a framework first.

COVID-19 Crisis: Unvaccinated people in France banned from public venues due to new law

Over there in France – which I personally toured a very long time ago – a new law was approved by Parliament that severely affects people who still have not been vaccinated for COVID-19, according to a news report by CBN News. This means that the unvaccinated there in France are barred from all restaurants, sports arenas, and other venues. France’s parliament passed a law Sunday to discriminate against unvaccinated people, barring them from all restaurants, sports arenas, and other venues.

The new measure applies to every French citizen 16 years of age and older. It requires proof of full vaccination for access to these venues, including tourist sites, trains, and airline flights. The new law also establishes tougher fines for fake vaccination passes and allows authorities to check IDs to avoid fraud.

There are reports that France’s escalating campaign against unvaccinated people could eliminate the world’s number one tennis player from the upcoming French Open in May. The reigning champion Novak Djokovic was just deported from Australia and will miss the Australian Open as a result, and now France could be next.

The Macron government says it’s trying to protect the country’s hospitals during a record number of infections caused by the highly contagious COVID-19 Omicron variant. It comes even though health officials around the world admit that vaccinated and unvaccinated people are all susceptible to Omicron.

France’s National Assembly approved the law in a 215-58 vote. President Emmanuel Macron had hoped to get the bill pushed through sooner, but it was slightly delayed by resistance from lawmakers both on the right and left, along with hundreds of proposed amendments.

Protesters across Europe have spoken out recently against the harsh measures being taken to limit the freedom of unvaccinated citizens. French media report some demonstrators in France and Italy have even started wearing yellow Stars of David to say they feel like they’re being singled out in the way the Nazis first shamed the Jews during World War II.

One protestor in Italy said, “We are creating a great inequality between citizens. We will have first-class citizens, who can access public services, the theater, social life, and second-class citizens, who cannot.”

More than 91% of French adults are already fully vaccinated, and some critics have wondered if the “vaccine pass” will make much of a difference since that high level of vaccination hasn’t stopped the Omicron wave from striking France.

As CBN News reported last week, scientists are seeing signals that COVID-19′s alarming Omicron wave may have peaked in Britain. France’s health minister Dr. Olivier Véran, who has tested positive for COVID, said French authorities were keeping a close eye on data from Britain to ascertain whether France was nearing its own peak, according to The New York Times.

The French government is hoping the new pass will be effective in reducing the number of new cases that are filling up strained medical centers across the country without having to employ new lockdown restrictions. A new lockdown would be another blow to France’s economy, which is the world’s fifth-largest economy.

It could also affect Macron’s chances for reelection in the April 10 presidential election. But Macron has embraced the targeting of what he calls “irresponsible” unvaccinated individuals. He said, “Someone irresponsible is not a citizen,” saying their rights should be revoked because he no longer considers them to be citizens of France.

Up until now, a COVID-19 pass has been required in France to go to restaurants, movie theaters, museums, and many sites throughout the country, but unvaccinated people have been allowed in if they show a recent negative test or proof of recent recovery. Some exceptions may be made for those who have recently recovered from COVID-19.

More than 76% of French ICU beds are occupied by virus patients, most of them unvaccinated, and some 200 people with the virus are dying every day, according to the AP.

A Look Back at X-Men #33 (1994)

Welcome back, superhero enthusiasts, 1990s culture enthusiasts, X-Men fans and comic book collectors! Today we revisit the X-Men monthly series of the 1990s and look back into the past between Sabretooth and X-Men member Gambit which was hinted in X-Men #28 (1994). Within the context of that comic book I previously reviewed, Sabretooth was already living in a contained manner in the mansion of Professor X who views him as a patient who could be rehabilitated even though he has an established record of murder and damage. At that particular time, Gambit and Rogue were in a relationship but certain things from the Cajun’s past could negatively affect them both.

With those details laid down, here is a look back at X-Men #33, published by Marvel Comics in 1994 with a story written by Fabian Nicieza and drawn by Andy Kubert.

Early story

The story begins in the past with a much younger Gambit (wearing a dark coat and holding a rod) traversing through the city of Paris in France. As he moves, Gambit spots a pretty lady in distress in the presence of a huge man with an unusual look. He kicks the man out of the way and tells him to back off. It turns out, the man was none other than Sabretooth (in his more classic comic book look) who responds saying that Gambit won’t score any points with the lady he just saved if he were dead and buried.

Gambit sticks close with the lady and says some words back to Sabretooth. He flashes a card and charges it, revealing his mutant power to the beastly man. Sabretooth leaves promising he will be back.

In the present day, it turns out the restrained Sabretooth has been recalling the past and sharing the details to Rogue standing some feet away from him inside the mansion. Using a highly advanced devise, images of Gambit and the lady from the past are displayed in the form of holograms right in the view of Rogue. She tells him to keep telling her more about what happened in Paris…

Quality

*Andy Kubert’s own take on Sabretooth and his classic look remains impressive.*

This comic book has a very rich script by Fabian Nicieza who smoothly transitions from the past to the present while succeeding in telling a very cohesive story. Without spoiling the plot, I can say that by reading this comic book as well as the earlier issues, you will question the state of the relationship of Gambit and Rogue, and you will also reflect about Sabretooth’s purpose in X-Men lore.

The tale from Gambit’s past was beautifully told and it really gave me a new look into the personality and mindset of the character. Long before he joined the X-Men, Gambit was an impulsive and cocky guy who became a member of a guild of thieves through adoption (meaning he has yet to earn his place). This version of the Cajun was undisciplined and did not take life seriously. Young Gambit also had a thing with ladies and he showed no signs of cleverly betraying a woman in favor of materialism.

Believe it or not, the most interesting character here is actually Sabretooth who appears in both the past and the present. The way he was portrayed here, young Sabretooth was cunning and knew how to be strategic and paced himself even though he had key physical advantages to overwhelm young Gambit. Sabretooth in the present day is more mature and more articulate, especially during his storytelling and interactions with Rogue. The way Sabretooth’s dialogue was structured in telling about the past was very engaging and you can see he clearly understood what happened between him and Gambit.

While the story is great, the art done by Andy Kubert is very good. However, I believe it was a missed opportunity for Kubert to redesign Gambit from the past because the famous X-Men member does not look any different from the other version. In the scenes about the past, Gambit does NOT look like a 17-year-old at all and his hair style and length are just the same! As for drawing the younger version of Sabretooth, Kubert made him more menacing and more detailed while sticking close to his original comic book look.

Conclusion

X-Men #33 (1994) is one of the most intriguing X-Men stories I read that took place after the Fatal Attractions storyline and the wedding of Jean Grey and Cyclops. In fact, it is also the most memorable X-Men comic book I ever read in 1994 all thanks to the great work by Fabian Nicieza whose script was finely visualized by Andy Kubert. This is one very engaging read and by the time I finished it, I really felt the impact it had on Gambit and Rogue’s relationship. More notably, it made rethink about Gambit and his place with the X-Men.

If you are seriously planning to buy an existing hard copy of X-Men #33 (1994) be aware that as of this writing, MileHighComics.com shows that the near-mint copy of the regular edition costs $30 while the near-mint copy of the newsstand edition costs $90.

Overall, X-Men #33 (1994) is highly recommended!
