South Korea To Adjust Visa Incentives To Attract Foreign Talent

South Korea is aiming high to attract more highly skilled professionals from around the world and it will soon introduce new visa programs for technicians and sector-specific workers, according to a news report by VnExpress. For insight, South Korea has a low birth rate and a rapid aging population.

South Korea plans to expand eligibility for its “top-tier visa” for highly skilled foreign professionals and introduce new visa programs for technicians and sector-specific workers, part of broader efforts to address the country’s low birth rate and rapidly aging population.

Justice Minister Jung Sung-ho announced the measures at a press briefing on Tuesday, describing them as part of the government’s long-term immigration strategy looking toward the 2030s, according to Yonhap News Agency.

The top-tier visa is currently granted mainly to professionals working in eight advanced sectors, including semiconductors, artificial intelligence and robotics. Under the revised policy, eligibility will be expanded to include professors and researchers in science and technology fields.

The Justice Ministry said it developed the “2030 Immigration Policy Future Strategy” in response to declining birth rates and an aging population, as well as rapid changes in industrial and technological environments.

Authorities also plan to introduce a new visa program called the K-Core Visa (E-7-M), allowing international students graduating from Korean junior colleges to remain in the country for longer periods, The Korea Herald reported.

To address labor shortages in the care sector, the government will designate selected colleges in each region to specialize in training foreign caregivers.

The ministry also intends to launch a regional immigration package program aimed at encouraging foreign residents to live and work in areas experiencing population decline. The initiative will offer support such as employment and business information, social integration programs and childcare assistance to help foreign workers and their families settle in local communities.

I Love Israel: Direct Flights Between Israel And The Philippines In 2027 Planned

Have you ever dreamed of visiting the Holy Land in Israel as well as the many other nice places which welcome tourists from around the world? EL AL Airlines, the national airline of Israel, announced its plans to introduce direct flights between Israel and the Philippines starting some time in 2027, according to a news article by the Philippine News Agency (PNA). The plans are subject to regulatory approvals as of this writing. The Israel-Philippines route is just one of several new routes EL AL is pushing for.

To put things in perspective, posted below is an excerpt from news article of the PNA. Some parts in boldface.

Israel’s national carrier, EL AL Airlines, announced plans to introduce nonstop flights between Israel and the Philippines, following a series of talks.

In a social media post on Monday, EL AL said it is rolling out the broadest route network in its history, with nine new destinations set to launch in 2027.

The expansion includes new long-haul nonstop flights to Hanoi in Vietnam, Seoul in South Korea and Manila, with three weekly flights to each destination to be operated using the airline’s Dreamliner aircraft, offering economy, premium and business classes.

The planned nonstop flight between Israel and Manila comes after discussions on the feasibility of a direct air link, seen as a boost to tourism, business travel and people-to-people exchanges.

EL AL said ticket sales for Hanoi flights are now open, while sales for Seoul will begin in May.

Further details on the Manila route, including the start of sales and flight schedules, will be announced at a later date.

For its part, the Department of Transportation (DOTr) of the Philippines supports the plan citing President Bongbong Marcos’ directive to expand international air connectivity and the strengthening the bilateral ties between nations. High-level talks happened between the DOTr and the Israeli Ambassador to the Philippine Dana Kursh.

Having been to Israel myself, I am delighted with the planned Israel-Philippine direct flights planned by EL AL. Direct flights will help not only Filipinos but also foreign travelers to visit Israel for business, pilgrimage and leisure.

When I first traveled to Israel in 2023, it was on an EL AL flight using a Boeing 787 Dreamliner. Then our Israel pilgrimage tour took place afterwards and I personally witnessed God’s Word come to life whenever we visited the many sites of the Holy Land. I encourage you all to read my feature articles about the Pool of Siloam, the Southern Steps in Jerusalem, Nazareth Village, the grave of Oskar Schindler, the Dead Sea Beach, and some nice commercial joints (click here, here, here and here).

Having direct flights between the Jewish state and the Philippines will also help my native country attract more foreign tourists as well as Israeli investors and technology developers. The Philippines right now is experiencing slower economic growth, having trouble attracting foreign investors and it remains a weak compared with its Southeast Asian neighbors when it comes to attracting foreign tourists.

As such, I encourage all of you to pray to God for the planned Israel-Philippines direct flights of EL AL Airlines to be fulfilled, and for improvements in the ties between Israel and the Philippines. As I mentioned many times online, Israel-Philippines ties are essential!

To all my readers, I encourage you to accept the truth that Israel is the land God designated specifically for the Jewish people (read Genesis 35:10-12) and His command must be followed without hesitation. If you want to be blessed further by the Lord, do so by loving and blessing the Jewish people (Genesis 12:1-3). I did my part when I was in Israel. Also, let me remind you all that the ties between the Jews and Christians are truly biblical!

Welcome back my readers, YouTube viewers and all others who followed this series of articles focused on YouTube videos worth watching. Have you been searching for something fun or interesting to watch on YouTube? Do you feel bored right now and you crave for something to see on the world’s most popular online video destination?

I recommend you check out the following videos I found.

#1 Tremors Revisited – The first time I ever saw the 1990 monster adventure movie Tremors was on home video. The movie turned out to be more thrilling and more enjoyable than I expected, and eventually I replayed it a number of times on cable TV and DVD in the years after. There is already a 4K Blu-ray of Tremors that I have yet to acquire. For me, Tremors is still a significant movie to watch again and its concept of having huge monsters that travel underground is still engaging to see. As the 1990 became a massive success AFTER its not-so-hot theatrical run (note: it achieved massive success on home video sales/rentals, cable TV and the like), Tremor is now a popular part of American pop culture and it is not surprising to see many retrospective YouTube videos about it. Posted below for your enjoyment are videos I selected.

#2 Luxury Food In Japan Sold At Bargain Rates  –In Japan, there a certain types of food that are often sold at high prices in relation to their quality, availability and other socio-economic factors. Wagyu beef, for example, is a premium meat that recently has been in high demand in Japan as the very high number of foreign tourists are buying and consuming it there. Still, there are times when premium food items are temporarily sold with low prices that locals can take advantage of. Watch and learn from the Nippon TV video below.

#3 How MIT Students Used Math to Win Millions of Dollars From Casinos – When you visit a casino, you often see people placing their bets in different games of gambling. Released in America as “Final Fantasy II” on the Super Nintendo Entertainment System (SNES), the game succeeded commercially and critically, and it paved the way for the greater acceptance of JRPGs on consoles in the West. #6 Ranting For Vengeance Slams New Lara Croft – Recently a new live-action version of the video game icon Lara Croft was revealed with actress Sophie Turner playing her. This early, long-time fans of Croft and the Tomb Raider video game franchise in general rejected the newest live-action version. Ranting for Vengeance posted his own video reacting to Sophie Turner’s Lara Croft, explaining the legacy of the Tomb Raider franchise, and standing up for the long-time fans. His video is indeed critical but you have to watch it entirely to fully understand his reaction and logic. The video will also remind you that there is a woke mob out there and they are becoming the FAKE FANS of established entertainment franchises and icons.

#7 Silent Hill Movie Revisited – Just seven years after the release of the original Silent Hill video game, a live-action movie was released with the same title. While the early Silent Hill video games were critical and commercial hits, the effort to make an official film adaptation did not start immediately. In fact, Christophe Gans sent to Konami a video interview of himself (talking about Silent Hill) with Japanese subtitles which eventually convinced the publisher to award him the film rights. The Silent Hill movie did not gather much appreciation from film critics but it still succeeded in entertaining many moviegoers with its unique approach to horror and suspense. Have you ever thought about entering South Korea with employment and residency in mind? The economic giant of Asia saw its foreign resident population reach a new all-time high and it has something to do with the arrival of young migrants and foreign students, according to a news report by VnExpress. Not only that, Vietnam’s own people in South Korea got counted as a fast-growing demographic.

South Korea has reached a new demographic milestone with its foreign resident population hitting an all-time high, a trend fueled largely by an influx of young migrants and international students, particularly from Vietnam.

As of May, the number of foreign residents aged 15 and older stood at approximately 1.69 million, representing an 8.4 % increase compared to the same period last year, according to a survey by the Ministry of Data and Statistics. This shift comes against the backdrop of a total national population of roughly 51.8 million.

While ethnic Koreans from China continue to comprise the largest foreign resident group at 506,000, Vietnamese nationals have emerged as the fastest-growing demographic. Vietnamese residents now rank second with a population of 270,000, expanding much more rapidly than any other major group.

A major portion of this growth is driven by the education sector, according to the Korea Times.

The overall number of student visa holders rose by 18.2%, or 36,000 people, in just one year. Data highlights the prominence of the Vietnamese community within this sphere, as Vietnam currently ranks first with approximately 100,000 students in South Korea, followed by China with 45,000 and Uzbekistan with 17,000.

The rise in international students, attributed to the global appeal of Korean culture and government initiatives, is reshaping the visa landscape.

While ethnic Korean visas (F-4) and low-skilled worker visas (E-9) still account for the largest raw numbers at 410,000 and 321,000 respectively, professional visa categories are seeing sharp increases. The number of professional workers jumped 25.7% to 82,000, while the population of workers holding permanent residence visas grew by 17.1% to 123,000.

The report also identifies a shifting mindset among these new arrivals, noting a growing preference for long-term settlement over short-term employment.

Among those without permanent residency status, more than 89 % expressed a desire to remain in South Korea. This sentiment is strong among the student population as well, with 65.5 % stating they plan to continue living in the country after graduation, citing high satisfaction with the quality of education and academic programs.

The surge in migration has had a tangible impact on the labor market. More than 1.1 million foreign residents were employed as of May, marking a 9.8% year-on-year rise, the highest employment level recorded since the ministry began collecting such data in 2017, Yonhap reported.

The employment rate among foreign residents reached 65.5%, up 0.8 percentage points from the previous year.

Recently in the city of Parañaque, local police officers arrested three foreign nationals – two Koreans and one Indonesian – for possessing illegal drugs and their alleged involvement in the trade of drugs, according to a Manila Bulletin news report.

Southern Police District (SPD) Drug Enforcement Unit (DEU) operatives arrested three foreign nationals identified as newly tagged high-value individuals (HVIs) for their involvement in the illegal drugs trade, and in possession of 100 grams of shabu and 20 pieces of ecstasy pills during an operation in Parañaque City.

The SPD identified the suspects as Hoon, 46, and Jaypo, 34, both Korean nationals, and Raptor, 31, an Indonesian. They were arrested at around 1:43 a.m. inside Room 3310 of SBM Condotel on J. Gabriel Street, Barangay Baclaran.

Police said members of the DEU, in coordination with Parañaque City Police Substation 1, conducted a buy-bust operation after the suspects were confirmed as newly listed HVIs due to their alleged involvement in illegal drug activities.

Seized from the suspects were 100 grams of shabu worth P680,000 and 20 pieces of ecstasy tablets valued at P34,000.

According to police, Hoon will be charged with illegal sale of dangerous drugs, while Jaypo and Raptor will face charges for illegal possession of drugs under Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002.

The suspects are currently detained at the SPD-DEU custodial facility pending the filing of formal charges.

The apprehension happened inside a condominium and the law enforcers found several computer workstations operating programs.

Joint forces of the National Bureau of Investigation (NBI) and Bureau of Immigration (BI) arrested nine Koreans in Parañaque City for alleged involvement in online fraud, the bureau announced Friday.

According to the NBI, agents of the NBI-Organized and Transnational Crime Division and BI-Fugitive Search Unit (FSU) arrested the foreigners in a condominium in Parañaque on Wednesday, June 25.

“The Korean nationals were found operating computer workstations that run multiple applications displaying foreign-language scripts and exhibiting user interface windows typically associated with financial transactions and online communication platforms,” the NBI said in a statement.

“The configuration and real-time display of these systems raised reasonable suspicion of involvement in online loan fraud schemes,” it added.

The arrested individuals underwent inquest proceedings by the BI for violations of the Philippine Immigration Act of 1940, as amended, the NBI said.

The second batch of Korean volunteer-teachers was deployed to childhood development centers (CDC) in Muntinlupa.

Muntinlupa Mayor Ruffy Biazon welcomed the 10 new Korean volunteers coming from different backgrounds including education, media and arts, advertising and sanitation engineering.

“Ready na silang makipag-collaborate sa ating CDC teachers and workers, at matuto rin mula sa ating communities (They are ready to collaborate with our CDC teachers and workers, and also learn from our communities),” posted on Facebook.

The program is part of the partnership between the Muntinlupa City government, Korea International Cooperation Agency (KOICA) and the Philippine National Volunteer Service Coordinating Agency (PNVSCA), aiming to improve child development in the city.

“We are excited to welcome this new wave of knowledge-sharing and cultural exchange with our Korean friends. We hope our Korean friends will also discover and appreciate the richness of Filipino culture and the warm spirit of Muntinlupeños,” Biazon added.

Immigration officials arrest two wanted foreigners in BF Homes, Parañaque City

Recently in Parañaque City, elements of the Bureau of Immigration (BI) arrested two wanted foreigners in BF Homes subdivision who allegedly were involved in fraud overseas, according to a Manila Bulletin news report. One of the suspects has been tagged by the International Criminal Police Organization (Interpol) with a red notice since 2018.

Two South Korean “fugitives,” who are wanted in their country for their alleged involvement in investment scams, have been arrested by the Bureau of Immigration (BI) in Paranaque City.

The BI identified them as Kim Young Sam, 58, and Weon Cheolyong, 59, who were arrested at the BF Homes Village in Paranaque City last April 22.

“Both aliens will remain at the BI custodial facility inside Camp Bagong Diwa, Taguig City until their deportation,” the bureau said. The arrest of Kim was ordered Commissioner Joel Anthony M. Viado, it said.

During the operation, the BI said “the arresting agents discovered the presence of another Korean fugitive later identified as 59-year-old Weon Cheolyong.”

It said that “Kim will be deported immediately as he was already ordered expelled by the BI board of commissioners in December 2021 for being an undesirable alien.”

“Kim is also subject of an Interpol (International Criminal Police Organization) red notice that was issued in 2018 after a warrant for his arrest was issued by the Seoul central district court where he was charged with fund raising for a business without government permit,” the BI said.

“Authorities alleged that as manager of a Seoul-based company, Kim and his accomplices engaged in fraudulent operations by soliciting investments for the development of an alleged cryptocurrency business,” it also said.

It added that since 2015 “the said company has defrauded over 3 billion worth of investments from 253 victims.”

Foreign fugitive arrested by immigration operatives in Parañaque City

Recently in Parañaque City, elements of the Bureau of Immigration (BI) arrested a South Korean fugitive who has been hiding in the country for more than two years already, according to a GMA Network news report. The fugitive is wanted in South Korea for telecommunication fraud.

A South Korean fugitive wanted in his country for his alleged involvement in telecommunications fraud was arrested in Parañaque City.

Operatives of the Bureau of Immigration (BI) nabbed Park Seungeon, 24, along Bradco Avenue on February 27. He is now under BI custody and is detained at the warden facility in Camp Bagong Diwa, where he will remain pending deportation proceedings.

“He is also an overstaying alien as he had hidden in the country for more than two years to evade arrest and prosecution for his crimes,” BI Commissioner Joel Anthony Viado said in a news release.

According to the BI, an Interpol red notice was issued against Park over a year ago after a warrant of arrest was issued against him by the Incheon district court in Seoul where he was indicted for fraud.

Korean authorities said that Park is a member of a telecom fraud syndicate who allegedly offered false low-interest debt consolidation loan to a victim from whom he fraudulent obtained and embezzled money amounting to more than 20.1 million won, or roughly US$14,000.

A check of his travel records showed that Park arrived in the Philippines as a tourist on August 2022 and has not departed since then.

Philippines tourism gains from influx of South Korean visitors

Tourism in the Philippines continues to progress in terms of attracting visitors from overseas as tourists from South Korea emerged as the top source of foreign visitors this year, according to a news article published by the Philippine News Agency (PNA).

South Korea is again the Philippines’ top source of foreign visitors so far this year.

Tourism Secretary Christina Frasco bared this on Thursday when she greeted a batch of 300 travelers from South Korea at the Mactan-Cebu International Airport.

The travelers are members of the Korea branch of UNICITY, a direct selling company on health functional foods, cosmetics and household items and with over 60 markets globally. 

As a reward to their top agents, sellers, and distributors, UNICITY-Korea sends a big volume of incentive groups to Southeast Asian countries annually.

This year, the company is sending 1,400 people in four batches (April 9, 13, 17, and 21) to Cebu.

Department of Tourism data showed a significant pick up in Korean arrivals since last year, with 428,014 or a 16.13 percent share of the country’s arrivals received between Feb. 10 — when the country eased its borders for leisure travelers — up until Dec. 31, 2022. 

“The good news is that as of today, we have over 1.5 million tourist arrivals to the Philippines and our number one top source market are the Koreans. So we’re very grateful to our friends from Korea for continuing to show their love for the Philippines as they have come back in droves, and the UNICITY group in particular, has come with a delegation of no less than 1,400 individuals,” Frasco said. 

Upon their arrival, the travelers were welcomed with leis and performances by Filipiniana-clad rondalla serenaders as well as by Sinulog dancers. 

Prior to the pandemic, Korea ranked number one in terms of visitor arrivals to the Philippines, with 1,989,322 or 24.08 percent of the country’s total number of arrivals for 2019.

Arrivals from Korea declined drastically during the pandemic, dropping to 338,877 and 6,456, for 2020 and 2021, respectively. 

“They’re coming on a daily basis and the numbers are increasing by the day. Last year, they were at number two, because it is the United States that [provided] our number one top source market. But this year, the Koreans have reclaimed the number one spot and we send out the message to all our friends in Korea, that you are more than welcome to keep coming back again and again to Cebu, Bohol, Palawan, and the rest of our beautiful islands in the Philippines,” Frasco said. 

PH as ideal MICE destination 

Frasco noted that the arrival of a delegation as big as the UNICITY group is a welcome development especially with the DOT “seeing MICE tourism become a very strong product for the Philippines and also for Cebu.”   

“They are staying for a few days and we expect that this will contribute greatly to the economy of Cebu in particular, and to the rest of the country in general, considering the multiplier effect of tourism is really so that they will support our local tourism stakeholders, our small and medium enterprises, and the like,” Frasco said. 

To further boost the Korean tourism source market and visitor arrivals, the DOT, through its office in Korea, carries out marketing initiatives including an online presentation to educate the MICE (meetings, incentives, conference, exhibitions) players in the Philippines about the Korean MICE market, as well as participation to upcoming key events such as business-to-business fairs, and a MICE roadshow.
