I Love Israel: Israel and the Philippines celebrate 65 years of friendship and diplomatic ties

Since August 9 of 1957, Israel and the Philippines had been friends and the diplomatic ties between them prospered through the decades. In 2018, then President Rodrigo Duterte and a contingent of officials visited Israel. There, then Prime Minister Benjamin Netanyahu met with Duterte. During the COVID-19 crisis, Israel assisted the Philippines in varied such as having Filipinos in Israel vaccinated and by also sending their health experts to the Philippines.

A lot more happened between the two nations which I blogged about – Israel’s assistance to typhoon victims here in the Philippines, travelers from Israel welcomed to visit the country without a visa, the batch of Filipino hotel workers deployed to Israel, the establishment of the Joint Economic Cooperation (JEC), and the launch of a cyber security school in the Philippines to name some.

Indeed, the ties between the Philippines and Israel are essential. The celebration of 65 years of diplomatic ties between the two nations is real and the Manila Bulletin reported about it recently.

The Philippines and Israel are celebrating their 65th year of diplomatic relationship this year.

On August 9, 1957, the two nations started fostering their relations, with Israel providing capacity building programs for Filipinos in the agriculture sector.

Israel has been providing assistance to Filipinos in advanced farming practices and data-driven agricultural management systems, as part of the Philippines’ campaign to stabilize the price of commodities and strengthen long-term food security.

As of 2021, the Philippines and Israel recorded a total of $354,349,790 in trade, the Department of Foreign Affairs (DFA) said.

Israel also exported $268,096,401 worth of products to the Philippines, DFA added.

In July, Israel Ambassador to the Philippines Ilan Fluss met with Press Secretary Trixie Cruz-Angeles of the new Marcos administration to discuss possible collaboration and ways to strengthen the embassy’s connection with the Office of the Press Secretary in sharing the initiatives and partnerships between Israel and the Philippines.

Fluss said Israel’s expertise in cybersecurity, digital diplomacy, and media tech could be deployed for faster and more comprehensive delivery of news and information in the remote areas in the Philippines.

Responding to President Marcos’ first State of the Nation Address, Fluss also said Israel is looking forward to achieving the chief executives’ vision, “especially in the fields of agriculture, innovation & technology, and more.”

Be thankful to the Lord as Israel-Philippines ties continue to create opportunities, prosperity and new forms of friendship between the Filipinos and the Israelites. Keep on praying to Him to have the two nations to rise high and stand out among all nations of this very divided world we live in. I Love Israel: Cyber Security school formally launched in the Philippines

Cyber security collaboration between Israel and the Philippines will only grow stronger as a brand new cyber security school was formally launched in the Southeast Asian nation, according to an article by the Philippine News Agency (PNA).

The first globally-accredited cyber school was launched in Manila Wednesday, bringing in Israeli cyber security education to the Philippines.

The CybersCool Defcon will offer programs based on modules developed by Tel Aviv-based ThriveDX Saas, a company founded by Roy Zur, who previously spearheaded the design and training of elite Israeli Cyber and Intelligence Units.

This is the first globally-accredited cyber school in the Philippines and the idea is really to bring the skill of the people. And this is not only about security, but it’s also related to anything today because everything at the end of the day is related to cybersecurity,” CybersCool Defcon founder Tatoo Amsili told reporters during the launch.

Amsili said they are also in talks with different agencies to discuss possible training programs for government personnel. This as he noted that government agencies must not solely rely on a third-party service provider.

Any department actually goes online today and (they) really need to have their own people they cannot be depending on third party in the software hardware. It’s not enough we need later on people to take over and to manage it,” he said.

CybersCool Defcon has six training programs, including the “Zero to Hero” Cybersecurity Bootcamp, which will open in August 2022.

Brig. Gen. Rami Efrati, founding member and former head of the Israel National Cyber Bureau-Civilian Sector, said its establishment alone conveys a message that “Israel is ready to share its knowledge in cybersecurity”.

Cyber is not only cyber attacks, I am speaking also about cyber terrorism. Because if somebody’s trying to affect the population and the government by doing illegal things, we have to stop it immediately,” he said in an interview.

“So the Israelis, as much as I know as my experience are ready to share this information together with you. This school is one way only,” he added.

Israel Ambassador to the Philippines Ilan Fluss, meanwhile, sees the school’s launch as a “strong foundation” for further cybersecurity collaboration between the two nations.

“This sector is very vibrant in Israel and very proactive so it’s really bringing the sector to the Philippines and trying to localize it. And that’s exactly the vision of the embassy and I see this as a model,” he said.

In today’s fully connected world, cyber security is essential and it is a great development that an institution that will provide training on cyber security will be opening soon in the Philippines. This will be crucial not only for the government units all over the Philippines – including the barangay units – but also for private sector members and employers. The institution can also help our nation come up with brand new cyber security experts among the many Filipinos living locally. Apart from being a solid developer on cyber security, Israel itself also has a credible track record of business innovation and technology development that Filipinos can learn from. Almost two weeks have passed since Ferdinand “Bongbong” Marcos, Jr. formally took office as President of the Philippines. Before Marcos’ inauguration took place, Israel’s Ambassador to the Philippines met with him and there was hope that the ties between the two nations will keep on getting stronger and more cooperation will happen.

In recent times, Ambassador Fluss officially interacted with the Marcos administration by meeting with Press Secretary Trixie Cruz-Angeles and discussed matters related to Israel-Philippines ties, according to a recent article by the Manila Bulletin.

Israeli Ambassador Ilan Fluss and Press Secretary Trixie Cruz-Angeles met to discuss possible collaboration projects, including the sharing of Israel’s knowledge in delivering news and information to remote areas in the Philippines.

In their meeting held on Friday, July 8, Fluss talked about their efforts in delivering news and information to far-flung areas in Israel.

The ambassador presented to Angeles and her team Israel’s expertise in cybersecurity, digital diplomacy, and media tech for faster and more comprehensive delivery of news and information in the remote areas in the Philippines.

“As a global hub of innovation, Israel is committed to building bridges of innovation between our nations,” it said.

The two officials, according to the embassy, also “discussed possible collaboration and ways to strengthen the embassy’s connection with the office (of press secretary) in sharing the initiatives and partnerships between Israel and the Philippines.

President Ferdinand “Bongbong” Marcos Jr. recently reverted the Presidential Communications Operations Office (PCOO) and its attached agencies to the Office of the Press Secretary (OPS).

Part of its functions is to develop and implement necessary guidelines and mechanisms for delivering and disseminating information on policies, programs, official activities, and achievements of the President and the Executive Branch.

This recent development is only the beginning of a new chapter of Israel-Philippines ties with President Marcos and his administration who will be governing until mid-2028. Ambassador Fluss’ meeting with the Press Secretary is something we must be thankful to God for.

I Love Israel: Joint Economic Commission (JEC) established by Israel and the Philippines

Trade between Israel and the Philippines could improve and help develop each other economically in the years to come as the two nations strengthened their ties further by establishing the Joint Economic Commission (JEC), according to a recent report by BusinessWorld.

THE Philippines and Israel said they formed a Joint Economic Commission (JEC) that will explore pathways to improving trade.

In a statement on Thursday, the Department of Trade and Industry (DTI) said Trade Secretary Ramon M. Lopez signed a memorandum of understanding (MoU) with Israel Economy and Industry Minister Orna Barbivai in Jerusalem on June 7 that created the JEC.

The MoU seeks the establishment of a bilateral consultative mechanism that will develop and strengthen trade, enhance investments, and advance economic ties between the Philippines and Israel,” the DTI said.

“In establishing a JEC, the two countries agree to exchange information on economic issues, identify and implement cooperative projects, organize consultations, missions, and official visits and enhance cooperation and linkages with their respective private sector,” it added.

The DTI said the MoU will seek to explore industries where the two countries can collaborate with a view towards diversifying trade and investments.

He added that priority sectors for promotion include agribusiness/agriculture production, energy efficiency technologies and renewable energy, infrastructure and public-private partnership (PPP) projects in infrastructure, real estate development, logistics, artificial intelligence, information technology and business process management (IT-BPM) including shared services, electronics manufacturing, and digital infrastructure.

Mr. Lopez told reporters via Viber that the initial investments from the investment promotion and protection agreement (IPPA) between the Philippines and Israel could bring around $150 million in investment in 2022.

“Early harvest could be around $150 million this year,” Mr. Lopez said.

Also signed on June 7, the IPPA provides the framework for a closer investment relationship between Israel and Philippines. It also specifies investment protection elements such as national treatment, most favored nation treatment, free transfers, rules-based expropriation and compensation, and investor-state dispute settlement.

The DTI also recently signed an MoU seeking to strengthen cooperation with the Israel Innovation Authority.

This newest development is undoubtedly critical as both the Philippines and Israel share the same goal of recovering from the damage of the COVID-19 crisis and emerging stronger economically and socially. The JEC between the two nations is something we must be thankful to God for.

The relationship between Israel and the Philippines moved forward some more as they recently signed a major agreement related to investments and economic cooperation, according to a news report by The Jerusalem Post.

Finance Minister Avigdor Liberman and Filipino Secretary of Trade and Industry Ramon Lopez signed an agreement on Tuesday that encourages and protects investments between Israel and the Philippines.

The trade deal

The deal aims to create an investment environment that encourages economic activity by providing a basket of commitments to investors from both Israel and the Philippines. It is expected to provide security and stability to foreign investors and encourage capital movements between the two countries. It covers regulatory issues, prevention of expropriation of assets, free flow of capital and advanced protection mechanisms for the rights of foreign investors in the host country.

The investment protection agreement signed will help develop economic ties between the countries,” Liberman said. “The commitment between the countries to encourage mutual investment and provide optimal conditions for investors will strengthen existing economic activity and enable new opportunities for the private sector in both countries.”

The Philippines’ economy has grown significantly in the last decade, averaging about 6.4% annually from 2010-2019, according to the World Bank.

Following the coronavirus pandemic, the Philippines managed to bounce back from a 35% decline in global investment flow in 2020, increasing its incoming investment almost 30% this year.

The high growth in the Philippines over the last decade and the increase in investment flows to it, together with the agreement signed, will strengthen economic cooperation and increase investment between the countries,” said Shira Greenberg, the Finance Ministry’s chief economist.

“The Philippines is a major partner in significant Asia-Pacific regional trade agreements, and in conjunction with the investment agreement signed today, it will open up new opportunities for Israeli companies and investors operating in these markets,” she said.

In recent times, the initial batch of Filipino hotel workers were sent to Israel to help its hospitality/tourism industry. Already the State of Israel is looking forward to stronger bilateral ties with the Philippines under the incoming administration of new President Ferdinand “Bongbong” Marcos. Marcos, who had met Israeli Ambassador Ilan Fluss, will formally take office on June 30, 2022.

As for this most recent development between the Republic of the Philippines and the State of Israel, the agreement can lead to a new wave of investments and even business innovation between them. Both nations have their own populations of not just trained workers but also entrepreneurs and investors (both individuals and organizations) who can visit the other nation for fresh opportunities to progress and prosper. I Love Israel: Philippines looking for Israel-based companies for potential partnership related to emergency preparedness

The Philippines’ Office of Civil Defense (OCD) is looking to companies in Israel for a potential partnership to meet the nation’s emergency preparedness needs, according to a recent report by BusinessWorld. The report has details related to what Israel’s ambassador Ilan Fluss stated to the local media lately. This is a clear sign that more cooperation and exploration of opportunities are happening under the ties between Israel and the Philippines.

THE PHILIPPINES is looking to partner with Israeli companies to help address the country’s emergency preparedness needs.

Israel is also facing challenges in climate change and manmade disasters, and for that we have a lot of knowledge and know-how in dealing with emergency situations,” said Israel Ambassador to the Philippines Ilan Fluss in a May 30 event organized by the Israel Embassy in Manila and the Philippine Office of Civil Defense (OCD). “Today is an opportunity to share… how the national and regional agencies can confront [these] challenges.” 

Emergency solutions offered by four Israeli companies were presented: ImageSat International, which provides space-based, geospatial intelligence solutions for defense and security; ELPAM Electronics Ltd., which designs and implements siren systems and trapped people locators; Cinten, which improves emergency response capabilities through the data-driven, real-time simulations in its SaaS (software-as-a-service) platform; and GALMOBILE, which offers a mobile, plug-and-play solution for purifying any water source into potable water within thirty minutes.   

These four items are the technologies we really need at the OCD,” said Bernardo Rafaelito R. Alejandro IV, OCD assistant secretary and deputy administrator for operations. “We can engage them further through the DoST [Department of Science and Technology] to check on these tools.”  

“In the shopping list of [natural] hazards, we have it all: typhoons, floods, storm surges, earthquakes, tsunamis …,” added Joe-Mar S. Perez, chief of the 24/7 operations center of the National Disaster Risk Reduction and Management Council. “Because of these risk factors, the Philippine government has a proactive approach to risk management.”  

Included in this approach is a response protocol adopted from the US for on-scene, all-hazard incident management, as well as PhilAWARE, a system created by the Pacific Disaster Center that visualizes disaster situations through layers of maps. 

The government plans to establish alternate government command and control centers, in addition to the one in Central Luzon, according to Mr. Perez.

THREATS VERSUS GOALS

In Israel, identifying the gaps between its national goals and its benchmarked threats has helped the country manage disasters at the national and municipal level, per an emergency management expert

“If the goal is fresh water and food … it’s not enough to say, ‘I’m going to supply food,’” said Joseph David Shapiro, deputy director of Israel’s national emergency management authority. “You have to explain at what service level [you’re going to] supply that.” 

Governance during an emergency starts with identifying the different agencies that are a part of a particular goal, and then dividing responsibilities into missions to be carried out by the different offices, he said at the same event.

“If I am in the ministry of energy, how do I supply fuel and energy to the industries that package and supply food? Or, how do I supply fuel to the different trucks that move food from one place to another?” he said. 

Israel’s national goals are grouped into three categories: continuous functionality goals (like transport and security); life texture goals (like shelter and hygiene); and vital goals (like water and medicine). 

The above story is very timely as the Philippines’ rainy season is already on and potentially there will be typhoons and floods in the months to come. It should be remembered that the State of Israel assisted the Philippines previously such as typhoon relief, boosting the dairy sector, and COVID-19 to name a few. Already Israel is looking forward to the next administration led by incoming President Ferdinand “Bongbong” Marcos, Jr. Meanwhile visitors from Israel are very welcome to enter the Philippines without a visa. This latest development is a clear sign of exploration between Israel and the Philippines that could lead to joint agreements that will further strengthen the ties between the two nations. Truly this is something we should be thankful to the Lord for.

I Love Israel: Israel looking forward to stronger bilateral ties with the Philippines under the administration of incoming President Marcos and Vice President Duterte

This past May 25, Ferdinand “Bongbong” Marcos, Jr. and Sara Duterte were officially proclaimed the duly elected President and Vice President of the Philippines during the joint session of Congress. Marcos and Duterte, who won their respective contests in the May 9, 2022 national elections under their UniTeam banner, will officially take office on June 30, 2022 and will serve for six years. Marcos and Duterte are both majority winners in the separate contests for President and Vice President, and each had more than thirty million voters.

In relation to this, the Embassy of Israel posted through Facebook two picture posts dated May 25, 2022 congratulating Marcos for his proclamation, and a message addressed to Duterte (note: the daughter of outgoing President Rodrigo Duterte) expressing optimism that the friendly relations between Israel and the Philippines will be boosted further under her leadership. Quite interestingly, the Manila Bulletin published on Thursday an article stating that Israel is confident of boosting ties with the Philippines under VP-elect Duterte’s leadership and it made a reference to the May 25, 2022 FB post (pictured above). It is quite a detailed article and it has references to the landmark 2018 Israel visit of President Rodrigo Duterte and the historical links between the Philippines and Israel.

The Israel Embassy in the Philippines said this after Duterte’s proclamation as the duly elected vice president of the Philippines after a landslide victory in the 2022 polls.

In a Facebook post, the Embassy said it is looking forward to Duterte’s next visit to Israel in her new capacity.

We are optimistic that our friendly relations will boost further under your leadership. We look forward to your next visit to Israel… as the VP!

The Vice President-elect went to Israel in September 2018 with her father, President Duterte. The older Duterte’s four-day trip to Jerusalem was historic as he was the first Philippine president to visit the Holy Land officially.

President Duterte explained that he had brought the Davao City mayor with him because of her mother’s Jewish roots.

The father of Elizabeth Zimmerman — Duterte’s ex-wife and Sara’s mother — was a German Jew who escaped Nazi Germany and obtained a Philippine visa alone with around 1,300 other European Jews.

Former Foreign Affairs deputy director-general for Asia-Pacific Affairs Gilad Cohen described Sara’s visit to the Yad Vashem Holocaust Museum in Jerusalem as a “closure.”

“Sara Duterte (Zimmerman) is #Davao Mayor, the #Philippines. She is President Duterte’s daughter, and her #Jewish grandfather found shelter in [the Philippines] before WWII when President Quezon opened the gates for Jews who fled Germany. The Philippine Commonwealth government’s open-door policy accommodated Jews who fled Europe from 1935 to 1941.

The Holocaust was the state-sponsored persecution and murder of around 6 million Jews by the Nazis who came to power in Germany in January 1933.

During their visit, President Duterte wrote the words “Never again” when he signed the guest book of the Yad Vashem at the Children’s Memorial Hall, referring to the persecution and murder of six million Jews during World War II by the Nazi regime and its collaborators.

“May the hearts of peoples around the world remain ever open. And may the minds of all men and women learn to work together towards providing a safe haven for all who are being persecuted,” he added.

While I find it strange that President-elect Marcos was not mentioned in Manila Bulletin’s article, I still am optimistic that Israel-Philippine ties will keep on growing stronger and there will be more cooperation and special projects between them. Truly this is something we should be thankful to the Lord for.

I Love Israel: Israel and the Philippines agree to speed up deployment of Filipino hotel workers

The essential ties between Israel and the Philippines continue to create positive results once again as the two nations formally agreed to speed up the deployment of Filipino hotel workers to Israel which recently reopened its borders to international visitors (including the unvaccinated), according to a Philippine News Agency (PNA) report in reference to an official announcement by the Department of Foreign Affairs (DFA).

Israel and the Philippines are working to fast-track the deployment of some 500 Filipino hotel workers as Israel reopens its tourism industry, the Department of Foreign Affairs (DFA) said Tuesday.

The agency said Philippine Ambassador to Israel Macairog Alberto met the officials of the Israel Hotel Association (IHA) last March 14 in hopes to expedite the OFWs’ deployment by April 2022.

As Israel reopens its tourism industry, allows the entry of both vaccinated and unvaccinated travelers, and eases its travel and health restrictions, its hotel sector will require a full workforce to cater to the expected influx of tourists to the Holy Land,” the DFA said.

“The Philippines and Israel are thus working together to fast-track the arrival of the initial batch of 500 Filipino hotel workers in the first week of April, ahead of Passover and Holy Week, both peak holidays and tourist-draws for the country,” it added.

The project is under the 2018 Philippines-Israel labor agreement for a government-to-government arrangement for Filipino hotel workers in Israel.

During the March 14 meeting, IHA said its members may require up to 10,000 laborers and expressed readiness to hire 800 Filipino hotel workers, which will then be increased to 2,000 at the earliest opportunity.

IHA also praised the Filipino workers’ professionalism, English proficiency, and work.

Alberto, meanwhile, assured the association that the Embassy is working closely with the Department of Labor and Employment, Philippine Overseas Employment Administration, as well as with Israeli labor and immigration authorities for the deployment.

It is indeed a blessing from the Lord that the essential ties and established agreements between Israel and the Philippines created many job opportunities for Filipino hotel workers as they are already needed to fill the labor needs of Israel’s tourism industry as lots of foreign travelers are already arriving there. In a signing ceremony on March 2, Department of Agriculture (DA) Secretary William Dar and Israel Ambassador to the Philippines Ilan Fluss signed a joint declaration that would jumpstart technical and economic partnerships between Filipino stakeholders and Israeli agri-food industry players.

We aim to introduce smart and precision agriculture while using Israeli technology adjusted to local conditions to address the local challenges. Signing the joint declaration is a strong signal that MASHAV, Israel’s agency for development cooperation, will be happy to support the Philippines through technical assistance and capacity-building programs, especially in the dairy industry,” Fluss said.

In the proposed 2020-2025 Dairy Road Map, the government seeks to increase the country’s dairy input to provide milk for Filipino children and address malnutrition and poverty.

Israel is a model to us. The Philippine government is eager to learn from Israel’s best dairy practices, we want to know more about the technologies. We have also watched with great interest the progress of the joint-dairy projects between Israel and Vietnam, and we wish to learn as much in the Philippines,” Dar said.

“I trust the joint declaration is only the first step to continuing mutual relationship and assistance,” he added.

The signing was followed by a virtual event, which featured best practices from Israel’s dairy industry and leading technologies to increase farm productivity.

At the webinar, Dairy Fresh Asia’s chief dairy expert and co-founder Gonen Harel said his company plans to build a demo farm that can help change the dairy industry and its scale in the Philippines by training the local workforce and blending it with Israeli technologies that have proven its success in Vietnam.

Dr. William Medrano, DA Undersecretary for Livestock, for his part, acknowledged the need to attract more Israeli companies and utilize their technologies for the Philippine milk industry.

Ariane Blancia, commercial officer and sector lead for Agrotechnologies, said that about 1.5 billion liters of cow milk were produced in Israel last 2020 alone.

“There are many reasons why Israeli Holstein cow is a world leader in milk yields, but the real answer lies actually in the combination of the unique method of production and quotas, heat stress management, breeding among others that are used in Israel to manage and improve the dairy herd,” Blancia said.

The Philippines will soon have its dairy industry boosted thanks to this strategic and beneficial partnership with Israel. Have you been clinging to hope to visit Israel? Here are the good news reported by CBN News – effective March 1, 2022, all foreigners are welcome to visit Israel and even the unvaccinated travelers will be welcomed. That being said, now is a good time to approach your local travel agent if you really want to visit Israel as soon as possible. Take note, however, that there are still certain requirements that need to be met before you even ride the plane to Israel.

Israel is opening its doors to all foreigners, including unvaccinated visitors, next month.

Beginning on March 1, tourists of all ages will be allowed to visit Israel, so long as they submit to a COVID test before they board their plane to Israel, and another as soon as they arrive at Ben Gurion airport.

Israeli citizens who return from travel abroad only have to take a PCR test upon arrivingUnvaccinated Israelis no longer have to undergo mandatory quarantine so long as they present a negative test upon landing in Israel.

“At the moment, the situation in Israel is good. This is the result of correct and dynamic management; therefore, we are now opening up,” Prime Minister Naftali Bennett said in a statement on Sunday. “At the same time, we will continue to closely monitor the situation and in the event of a new variant, we will again act quickly.”

The government also announced it is canceling mandatory weekly COVID tests at elementary and middle schools.

The new guidelines came after Israel’s Health Ministry recommended lifting more virus restrictions last week, citing the steep decline in Omicron cases. Initially, the ministry suggested requiring all tourists over 12-years-old to be vaccinated. However, Tourism Minister Yoel Razvozov strongly opposed the idea.

Israel has also lifted its Green Pass restrictions, which required Israelis to present proof of vaccination, recovery, or a negative COVID test before entering indoor venues like restaurants, gyms, and movie theatres.

For the past two years, the COVID-19 crisis really set the whole world back and in some places around the globe, government overreach happened which not only harmed people but also businesses which led to unemployment and loss of income.
