COMELEC claims that Miru Systems is ready to deliver 110,000 automated counting machines for 2025 national & local elections

With the 2025 national and local elections happening less than a year from now, the Commission on Elections (COMELEC) announced that the contracted provider Miru Systems is ready to deliver more than one hundred thousand automated counting machines (ACM) for the said polls, according to a Philippine News Agency (PNA) news article.

Commission on Elections (Comelec) chairman George Garcia on Wednesday said the Miru Systems is ready to deliver the 110,000 automated counting machines (ACMs) for the 2025 mid-term elections.

Garcia made the remark after he and other Comelec officials visited on Monday the facilities of Miru, a South Korean firm contracted to provide the automated technology for next year’s polls.

“Kuntento at satisfied ang Comelec sa nakikita namin so far. Hindi po tayo nagkamali nung nabigay natin ang award kay Miru (The Comelec is satisfied with what we see so far. We did not make a mistake when we gave the award to Miru),” Garcia said in a statement.

Last Feb. 22, the Comelec awarded the full automation system with transparency audit/count (FASTrAC) project to the joint venture of Miru Systems Co. Ltd., Integrated Computer Systems, St. Timothy Construction Corporation, and Centerpoint Solutions Technologies, Inc. (MIRU-ICS-STCC-CPSTI).

Garcia thanked the South Korean company for showing the Comelec team how the manufacturing will be done. Miru Systems was the lone bidder for the lease of FASTrAC project worth PHP17.9 billion.

“Napatunayan natin na ang Miru talaga ay isang manufacturing company ng mga automated counting machines dahil nakita natin lahat ng mga makina na ginawa nila at ginamit para sa ibang bansa (We have proven that Miru is actually a manufacturing company of automated counting machines because we have seen all the machines they made and use for other countries),” he said.

“Nakita din namin na handang-handa sila na talagang ideliver sa atin yung 110,000 machines na kakailanganin natin sapagkat on-time at yung timeline nila ay sadyang sinusunod. Nakita din natin kung gaano kagaling ang kanilang mga technicians at engineers habang ginagawa nila ang makina (We also saw that they are ready to actually deliver to us the 110,000 machines that we will need because they are on-time and their timeline is being followed. We also saw how good their technicians and engineers are while they are building the machine),” he added.

Miru officials headed by chief executive officer Jin-Bok Chung and vice president for Overseas Sales Ken Cho welcomed the Comelec officials and other stakeholders.

“We are honored to welcome Comelec Chair George Garcia, Commissioners Nelson Celis and Aimee Ferolino, and all other important stakeholders from the Philippines to oversee these early stages of production,” Cho said.

“This is a wonderful opportunity for us to show the status of the ongoing customization of the machines according to the needs of the Filipino people to all stakeholders, including the Philippine Computer Society, KBP (Kapisanan ng mga Brodkaster ng Pilipinas), and other media friends,” he added.

Immigration officials prevent two Chinese nationals from leaving the country

Recently the Bureau of Immigration (BI) intercepted and arrested two Chinese fugitives at the Ninoy Aquino International Airport (NAIA) preventing them from leaving the country, according to a Philippine News Agency (PNA) news article. The apprehensions happened in two separate occasions.

Immigration authorities have prevented two Chinese fugitives from fleeing the country at the Ninoy Aquino International Airport (NAIA) in Pasay City.

In a news release Thursday, Commissioner Norman Tansingco said Jun Zhang, 36; and Tianyi Zhang, 28, were intercepted and arrested on separate occasions on June 1 after they tried to depart the country for Bangkok, Thailand and Xiamen, China, respectively.

Jun, who was arrested while attempting to board a flight to Bangkok, presented himself as a Myanmar national with the name Lu Kyin Yang at the immigration counter.

“We received advanced information from the Chinese government that he is a fugitive in China and that he would be using that Myanmar passport to evade detection,” Tansingco said.

Jun reportedly arrived in the country in April, before Chinese authorities filed the information on his crimes with the BI.

Meanwhile, Tianyi was found to have a deportation order by the BI for being an undocumented and undesirable alien, after she was caught working for an establishment involved in prostitution and labor exploitation.

Tianyi and two other Chinese suspects also face a case before the Makati City regional trial court for the crime.

A hold departure order has been issued against them by the court to prevent them from leaving while their cases are still under trial.

“They are now detained at our detention facility in Camp Bagong Diwa, Taguig City where they will remain until they are deported,” Tansingco said.

Chinese fugitive denied entry into Philippines, gets deported to China

A Chinese fugitive was barred entry to the Philippines and deported to China where he is wanted for illegal gambling activities, the Bureau of Immigration (BI) said on Sunday, June 9.

BI Commissioner Norman Tansingco identified the fugitive as Wang Yilin, 37, who was intercepted by immigration officers at the Ninoy Aquino International Airport (NAIA) Terminal 3 last May 29 following his arrival from Bangkok, Thailand.

“We granted the request of the Chinese embassy that he be sent back to China and stand trial for his alleged crimes,” Tansingco said.

Wang was deported last May 31 and was accompanied by Chinese police escorts, the BI said. He was also included in the BI’s blacklist and perpetually barred from entering the Philippines, it said.

The bureau said “a warrant for Wang’s arrest was issued by the Bengbu municipal public security bureau in Anhui province, China on Sept. 28 last year.”

Almost 200 local and foreign workers rescued in Pampanga POGO raid

Recently in the province of Pampanga, elements of the Presidential Anti-Organized Crime Commission (PAOCC), the Criminal Investigation and Detection Group (CIDG), the Special Action Force (SAF) and the local police raided a Philippine Overseas Gaming Operator (POGO) resulting in the rescue of almost two hundred local and foreign workers, according to a Philippine News Agency (PNA) news article.

Authorities rescued 187 foreign and Filipino workers in a raid at a Philippine Overseas Gaming Operator (POGO) center in Pampanga province on Tuesday night.

In a report on Wednesday, the Presidential Anti-Organized Crime Commission (PAOCC) said its members together with the Criminal Investigation and Detection Group, Special Action Force and the local police carried out a search warrant operation against the Lucky South 99 compound along Friendship Highway in Angeles City.

The Malolos City Regional Trial Court Branch 14 issued the search warrant against the POGO over reports of human trafficking, torture and scam activities taking place within the establishment.

“Yung reports na nakuha sa atin, initial report for rescue was may mga tinotorture dito. Pinapalo ng mga baseball bat at pinagtatadiyakan dito. Meron tayong isang video na diumano babae na pinagsasayaw dito at pinagpapasahan ng mga bosses (The reports that we received, the initial report for rescue there are persons who are being tortured here. They are struck with a baseball bat and are being kicked. We also have a video allegedly showing a woman dancing and being abused by the bosses),” PAOCC spokesperson Winston John Casio said in a television interview.

Some 158 foreigners, including Chinese, Vietnamese, Malaysians, Myanmar and Korean workers were rescued, together with 29 Filipinos.

A Look Back at Amazing Spider-Man #256 (1984)

Welcome back superhero enthusiasts, 1980s arts and culture enthusiasts, Marvel Comics fans and comic book collectors! Today we go back to the year 1984 to examine a small part of the Marvel Comics universe through a tale of the Amazing Spider-Man monthly series.

The era when Spider-Man came back from deep space (refer to Secret Wars) with a new black costume (the symbiote that would later help form Venom) that itself had special abilities was indeed a very notable time in superhero comics history. As if Spidey’s troubled personal life was not enough, he had to deal with new villains that were formidable and tough to deal with.

With those details laid down, here is a look back at Amazing Spider-Man #256, published in 1984 by Marvel Comics with a story written by Tom DeFalco and drawn by Ron Frenz.

Early story

The story begins inside a warehouse when Spider-Man suddenly catches a lot of men by surprise. The men turned out to be doing something illegal with lots of stolen good contained in boxes. Quite fearlessly, the webslinger knocks out many of them while Black Cat takes pictures (assistance for Peter Parker) from a distance above. Black Cat eventually gets involved in the physical struggle and the bad guys all got defeated afterwards.

After the struggle, Spider-Man and Black Cat (who know each other personally) have a short sentimental talk before parting ways. As soon as he arrives home, Peter Parker starts developing the pictures in preparation for much-needed income from the Daily Bugle.

Elsewhere in New York (the next morning), the warehouse raid caused by Spider-Man and Black Cat makes immediate impact on the secret operations of the Rose who in turn wants the hero dead. The Rose (who reports to the Kingpin) then sends a message to New Mexico to contact the one person capable of killing Spider-Man…the Puma.

Quality

*Puma in his animalistic form deep within the harsh wilderness of New Mexico.*

I can state that within the age of Spider-Man wearing the alien costume, this particular tale has a strong debut of a new foe and the plot itself is quite intriguing. Tom DeFalco cleverly paced the introduction of Puma whose civilian personality is that of a very focused business executive. The creative team took the inspired approach of defining Puma with the harshness of the New Mexico wilderness contrasted with that of his civilian identity spending time in the bustling urban environment of New York City.

Not only is Puma very powerful and focused, he also has a high standard when it comes to accomplishing tasks showing no fear nor hesitation with regards to potential obstacles ahead of him. Clearly, Puma is not your typical super villain but a very principled and very capable figure. When compared to Wolverine, Puma shares some common animalistic elements with him but he consistently maintains control of himself. This makes him a dangerous force of opposition towards Spider-Man.

Spider-Man here is usual self. His personal problems and lack of a stable life are taking their toll on him just as he continues to keep doing good (example: fighting crime). It should be said that when Puma first strikes at him, the creative monotony with the webslinger suddenly got snapped causing a new series of unfortunate developments that test him. It is also revealed here that using the alien costume does not spare him from serious physical injury.

Conclusion

Amazing Spider-Man #256 (1984) is a great read. The build-up with Puma is very powerful and his presence really made a huge impact on the reading experience. By the time the story ended, I was very convinced to read the next issue.

Overall, Amazing Spider-Man #256 (1984) is highly recommended.

Two teenagers arrested in Las Piñas City for robbing pedestrian

Recently in the City of Las Piñas, two teenagers were apprehended by the local police for robbing a pedestrian, according to a Manila Bulletin news report. One other suspect, however, remains at large and is now the subject of a manhunt.

Two teenagers were arrested by police Thursday morning, June 6, three hours after they robbed a pedestrian in Las Piñas City.

Las Piñas City police chief Col. Sandro Tafalla reported the arrest of the suspects identified as alias Gielyn and alias Nico, both 16 years old.

Tafalla said the third suspect identified as alias Rusty is now the subject of a police manhunt.

The victim, alias Nikkos, 19, sought police assistance from Las Pinas Police Zapote Substation after he was held up by the three suspects while walking near a gasoline station along C5 Extension in Barangay Manuyo Dos, Las Piñas City at around 2:30 a.m. on Thursday, June 6.

The victim claimed that he was confronted by the three suspects riding a motorcycle. One of them, who was armed with a pellet gun, forcibly took his personal belongings, cellular phone worth P21,800, and wallet containing P50 cash.

The police said the suspects were arrested during a follow-up operation conducted at around 5:30 a.m. at C5 Extnesion, Barangay Pulanglupa Uno, Las Piñas City.

Recovered from the arrested suspects were one pellet gun, one 13-inch kitchen knife, one black Yamaha Mio 125 motorcycle, and one OPPO cellular phone.

Muntinlupa City Government to prohibit all new construction on earthquake fault zones

The City Government of Muntinlupa just announced that all new construction located on earthquake fault zones will be prohibited and already the implementing rules and regulations (IRR) of City Ordinance 2024-174 are being drafted, according to a Manila Bulletin news report.

The Muntinlupa City government will prohibit all new construction on earthquake fault zones in the city.

Mayor Ruffy Biazon announced this on June 13 as he led the meeting of the Local Disaster Risk Reduction and Management Council.

The Muntinlupa City government is drafting the implementing rules and regulations (IRR) of City Ordinance 2024-174 or the Fault Zone Ordinance of 2024.

“Through this ordinance, we aim to ensure the safety of our constituents from earthquake risks by prohibiting construction in areas affected by the West Valley Fault and ground fissures,” said Biazon.

According to the Philippine Institute of Volcanology and Seismology and Science and Technology Information Institute (STII), “the West Valley Fault system is an imaginary line marking the area where the different fault systems are located underground and are actively moving from where a big earthquake may originate.”

The Valley Fault System “is an active fault system composed of two fault segments: the 10-km long East Valley Fault (EVF) in Rizal and the 100 km long West Valley Fault (WVF) that runs through different cities and towns of Bulacan, Rizal, Metro Manila, Cavite, and Laguna. The WVF can generate a large earthquake with a magnitude of 7.2 or commonly known as ‘The Big One’ which poses threat to people, livelihood, buildings and infrastructures.”

In April, the Muntinlupa City Council passed the ordinance, which was signed by Biazon on April 16.

Under the ordinance, new construction will be barred on earthquake fault zones transected by the West Valley Fault and Fissure in Muntinlupa.

The identification of the no-build zones will be based on the 2015 Valley Fault Atlas published by the Philippines Institute of Volcanology and Seismology (PHIVOLCS), which “shows an expanded reach and scope of these earthquake fault and fissures in Muntinlupa City.”

The Muntinlupa City Council passed Ordinance 2024-174 or the Fault Zone Ordinance of 2024, which was signed by Mayor Ruffy Biazon on April 16.

“There are existing faults and fissures zones in City of Muntinlupa, which need to be effectively identified, zoned and delineated to promote the safety and provide guidance to the inhabitants of Muntinlupa City and the general public,” according to the ordinance.

The ordinance mandates that “permanent fault markers shall be installed for the purpose of awareness and preparedness following national and international standard roadside traffic designs and materials.”

It added that “buildings, structures, and other properties transected by the West Valley Fault and Fissures, as appearing in the Valley Fault Atlas published by Philippine Institute of Volcanology and Seismology (PHILVOCS), are considered dangerous and unsafe for human occupancy.”

37 Chinese nationals arrested in Parañaque City over illegal retail

The Bureau of Immigration (BI) on Wednesday announced that it has arrested 37 Chinese nationals allegedly involved in illegal retail in Paranaque.

The BI said that the seven females and 30 males from Multinational Village were found to be illegally involved in food retail, groceries, and restaurants. They were arrested on Tuesday, June 4, 2024.

“We received credible information about foreign nationals engaging in illegal retail activities, and our team acted swiftly to address these violations,” Immigration Commissioner Norman Tansingco said in a statement.

The Chinese nationals are detained at the BI’s facility inside Camp Bagong Diwa pending the resolution of their deportation cases.
