Raiden IV x Mikado remix is coming to Xbox Series X, Xbox Series S and Xbox One in early 2023

If you are the kind of gamer who loves playing vertical scrolling 2D shooters that have that unique arcade aesthetic, then you should be delighted to know that Raiden IV x Mikado remix will be released on Xbox Series X, Xbox Series S and Xbox One early next year, according to the official announcement at Xbox.com.

Xbox gamers will get to play Raiden IV x Mikado remix in early 2023.

High-octane action soars onto the scene in Raiden IV x Mikado remix, coming to Xbox Series X|S and Xbox One in early 2023! The core gameplay of this series includes the classic vertical scrolling and top-down aerial combat that the shoot ’em up genre is famous for. However, this title’s arsenal of gameplay modes, remixed music, new play styles, and more are what set it apart from the competition.

Arcade Origins – Raiden was first released in Mikado Game Center arcades throughout Japan in April 1990 by Tecmo. After a few decades of additional titles and a new developer in Moss, Raiden IV was first released in 2007. By 2008, it had made its way from arcades to the Xbox 360. And now, over six years after the release of Raiden V on the Xbox One, Raiden IV x Mikado remix aims to establish itself as the most definitive version of this title on Xbox to date.

Game ModesRaiden IV x Mikado remix comes outfitted with several exciting game modes. Arcade Mode hails from the original release of Raiden IV, and sports two difficulties, Light for beginners and Original for advanced players. It also utilizes the Flash Shot scoring mechanic, meaning the faster you take down enemies, the higher your score will be. This encourages playing near the top of the screen to hit enemies as they spawn, which of course brings with it a high level of risk. Additional Mode has the same mechanic, but adds two new stages along with new enemy bullet patterns.

This is what the game will look like on Xbox.

OverKill Mode, first introduced in Raiden IV: Overkill, adds two new missions and replaces the Flash Shot scoring system with one of its own. After destroying a larger enemy, they’ll remain on-screen for a few seconds, offering you a chance to earn a higher score bonus the more you keep attacking them. However, that means turning your attention away from new enemies who spawn during that time. In Score Attack Mode, every stage is available to replay for the highest score. And finally, Boss Rush offers you a quick shortcut to every end-of-stage boss without having to fuss with completing every level again.

Turn Up the Volume – Named for the addition of remixed background music in collaboration with Game Center Mikado, Raiden IV x Mikado remix features tracks from legendary artists such as the Go Sato Band, Heavy Metal Raiden, O.T.K., and more. This soundtrack also includes live performances, new arrangements, and allows players to choose between the original Raiden IV background music or the remixed version.

Choose your Ship – On top of selecting your game mode and music preference, you also have three different ships to choose from, each with their own strengths and weaknesses. The Fighting Thunder ME-02 is the most balanced, with respectable weapon strength and speed. The Raiden MK-II is the classic ship of the series, sacrificing speed for higher damage. And finally, the Fairy is the smallest and fastest of all the ships and is meant for players who are seeking a challenge.

Play Your Way – While you might think those are enough options to choose from, Raiden IV x Mikado remix isn’t done yet. You also get to select a play style, each of which drastically changes the game. Solo Play is pretty self-explanatory, while Dual Play lets you and a buddy play together, complete with couch co-op. Double Play on the other hand allows one player to control two ships at the same time, offering a unique and challenging spin on whichever game mode you pair it with.

It’s really nice that Raiden IV x Mikado remix is coming to Xbox consoles sometime early next year. I missed out on Raiden IV when it was released on Xbox 360. I also missed out on Raiden V on Xbox One. Anyway, having more arcade games on the Xbox ecosystem is always a welcome development.

Muntinlupa City finishes 8th among cities nationwide in collection efficiency of local revenues for 2021

The City Government of Muntinlupa just added a new achievement to its record as it finished 8th among the many cities of the nation with regards to collection efficiency of local revenues for the year 2021, the Manila Bulletin reported.

The Muntinlupa City government took eighth place among cities in the Philippines in collection efficiency of local revenues in 2021.

The Bureau of Local Government Finance (BLGF) under the Department of Finance (DOF) announced the top performing provinces, cities, and municipalities based on locally sourced revenues (LSRs).

LSRs “are collections generated by LGUs [local government units] from real property tax, tax on business, other taxes, regulatory fees, service/user charges, and receipts from economic enterprises,” according to the BLGF.

“External Sources, on the other hand, are from Internal Revenue Allotment (IRA), other shares from national tax collection, inter-local transfer and extraordinary receipts/grants/donations/aids while other receipts include interest income and miscellaneous income,” according to the bureau.

Based on collection efficiency of LSRs, Muntinlupa LGU recorded a collection rate of 129.8 percent when its LSRs in 2021 totaled P3.728 billion, exceeding the target of P2.871 billion.

Congratulations, Muntinlupa City! With a collection efficiency of 129.8%, Muntinlupa City is Top 8 in Collection Efficiency of Locally Sourced Revenues Nationwide for fiscal year 2021,” Muntinlupa Mayor Ruffy Biazon posted on Facebook.

The top 10 cities in collection efficiency of LSRs are Urdaneta City in Pangasinan, Taguig, Dasmarinas in Cavite, San Pedro in Laguna, Valenzuela, Roxas City in Capiz, Lapu-Lapu in Cebu, Muntinlupa, Cagayan de Oro City, and San Juan.

Las Piñas City is #2 in Pantawid Pamilya compliance among Metro Manila LGUs

The City Government of Las Piñas achieved another honor with regards to the Pantawid Pamilya compliance and this includes finishing 2nd place overall among Metro Manila LGUs, the Manila Standard reported.

Las Piñas City was ranked No. 2 among cities in Metro Manila in compliance with the government’s Pantawid Pamilyang Pilipino Program (4Ps).

Mayor Imelda Aguilar thanked the Department of Social Welfare and Development – National Capital Region (DSWD-NCR) for recognizing her city in its effort to implement the program for the welfare of the people, especially poor families.

She said the local government got a 98.4 percent compliance in health, education, deworming categories, and family development sessions.

The city chief executive said Las Pinas ranked second on the list after members of the city’s Social Welfare and Development Office, CityLinks and the social welfare assistants worked hard in continuing to give better services to residents belonging to 4Ps category.

Aguilar said the City Health Office, Department of Education (DepEd), and the Local Development Council also took part in prioritizing programs for 4Ps.

Previously, Las Pinas City ranked 13th among other local government units in the National Capital Region in the said category.

Aguilar earlier promised that in her third and final term as city chief executive, she will be focusing more on health and other services intended for poor families.

A Look Back at What If #47 (1993)

Welcome back superhero enthusiasts, 1990s arts and culture enthusiasts, Marvel Comics fans and comic book collectors! Today we go back to the year 1993 and explore a part of Marvel Comics’ universe through the reimagined tales emphasized in the What If monthly series.

Back in 2021, I reviewed What If #46 (1993) which told a compelling story about division between the mutants, the clash of beliefs between Professor X and Cable, and how terrorism affects everyone. The comic book was also a mesmerizing portrayal of how the X-Men would have organized themselves without Charles Xavier, Jean Grey and Cyclops.

Considering all the chaos that happened in What If #46 (1993), the time was just right for Magneto – the X-Men’s most dangerous enemy of all time – to come in and make an impact not only on mutants but on the world.

With those details laid down, here is a look back at What If #47, published in 1993 by Marvel Comics with a story written by Kurt Busiek and drawn by Tod Smith.

Early story

The story begins with Magneto leading a huge legion of mutants to take overwhelm the remaining resistance – including Spider-Man, the Fantastic Four, Captain America, the Avengers and the dedicated American soldiers – in Washington, D.C.

A fierce battle then took place with both sides hitting each other hard. After noticing Magneto’s lack of presence during the battle, Captain America then realizes that the long-time enemy of the X-Men took advantage of the fighting to penetrate the U.S. Capitol’s bomb shelters and got the nation’s leaders hostage. After easing some of his fellow heroes, Captain America decides not to escalate the fight against Magneto in consideration of the lives of America’s top officials…

Quality

A recap of the events in issue #46.

To begin with, I can say that this story is a well-planned follow-up to the events of issue #46. While Magneto’s presence has been magnified a lot here, there are still strong story connections to the previous issue.

With regards to what was emphasized on the front cover of the comic book, this story explores what would happen if Magneto took power to control the entire United States while leading a group of mutants with a platform focused on crushing anti-mutant racism even though it includes pushing the non-mutant people (which is the great majority of America’s people) as well as the dissenting mutants out of the way.

For one thing, this superhero fantasy concept is actually socially relevant with today’s geopolitics and the way America has turned out under the fake leadership of Joe Biden (who is NOT leading as US President but only following the modern-day American Communists and reckless SJWs dictating him to do their evil bidding. Biden also arrogantly denies reality when it goes against the desires of his administration and his Satanic Democrats) It should be noted that the US President visualized in this comic book eerily looks like Joe Biden complete with that absent-minded facial expression.

Next, a clear theme in this What If story is absolute power and why groups who crave for it would sacrifice so much and hurt others just to acquire it. Magneto, who carries deep hatred towards people he perceives to be obstacles or opposition for his quest of uplifting mutants, takes advantage of mutants who have lost hope and are depending on someone to lead them. Indeed, the long-time X-Men nemesis gains power to control America but finds himself facing a new force of opposition which leads the nation into a drastic series of change that clearly do not alight with his vision of a better future for mutants.

Still on the theme of absolute power, the US government in this story was portrayed to have developed technologies designed to overwhelm its citizens, as well as the means to establish infrastructure and protocols to transform America into an automated dictatorial state that enslaves its citizens and violate their rights without restraint. Once again, this aspect of the story makes it socially relevant.  

Considering the epic concept and the dark turn of events the creative team prepared, this comic book does not have a clear good-versus-evil approach but rather it emphasizes chaos that comes with the pursuit and abuse of absolute power over the nation. You will see key elements from the classic X-Men storyline Days of Future Past here in relation to America’s deformation.

Conclusion

Wow! The US President in this comic book eerily looks so much like Joe Biden whose leadership led America into a lot of problems and hardship. Sky high inflation is just one of the problems that happened under Biden.

What If #47 (1993) is truly a very captivating read mainly because of its core concept which goes way beyond the scenario of Magneto taking control of America. Considering its portrayal of America and the exploration of dark themes about people getting overwhelmed by power abusers, the story is a warning about the fall of America told in superhero fantasy form. Considering the intense social degradation that rocked America the past few years (note: riots by the Black Lives Matter terrorists, SJWs disturbing the peace, Democrats allowing more illegal immigrants into the country, socialists in colleges continuing to brainwash students and more), this story is very socially relevant. It will keep you thinking and reflecting deeply, even if you strongly desire whatever superhero entertainment you seek in this comic book.

Overall, What If #47 (1993) is highly recommended!

President Marcos on nuclear power plants in the Philippines

Last March, I highlighted an article published by the Philippine News Agency (PNA) related to nuclear power for the Philippines. Personally, I favor the use of nuclear power and the construction of nuclear power plants in the Philippines not just because it will provide clean and abundant energy but also because technologies and other means related to it all have advanced through the years. 

That being said, it was good that our new President Ferdinand “Bongbong” Marcos, Jr., mentioned nuclear power during the recent State of the Nation Address (SONA) specifically referring to the nation’s strategy towards building new nuclear power plants.

President Ferdinand “Bongbong” Marcos Jr. again expressed his desire to adopt nuclear energy as part of the country’s power mix, but said the government’s strategy has to be rethought.

I believe it is time to re-examine our strategy towards building nuclear power plants in the Philippines,” Marcos said in his first State of the Nation Address (SONA) on Monday.

Marcos, however, did not mention the revival of the Bataan Nuclear Power Plant (BNPP), a project during his late father Ferdinand Marcos Sr.’s regime which has been mothballed for more than three decades.

In 1976, Marcos Sr. ordered the construction of the $2.3-billion BNPP, but it was shelved after three years due to safety concerns.

The Duterte administration had pegged the cost of reviving the BNPP at around $1 billion.

The President, instead, said that “there have been new technologies developed that allow smaller scale modular nuclear plants and other derivations thereof.

In October 2019, Russian State Nuclear Energy Corp. (Rosatom) Overseas JSC and the Department of Energy (DOE) signed a memorandum of intent on cooperation to conduct a pre-feasibility study on the construction in the Philippines of nuclear power plants based on small modular reactor (SMR) technology.

Nevertheless, Marcos said the Philippines will comply with the International Atomic Energy Agency (IAEA) regulations for nuclear power plants “as they have been strengthened after Fukushima.

The President said that public-private partnerships will play a role in realizing the goal of adopting nuclear power.

Senate President Juan Miguel Zubiri said Tuesday he will fully support the plan of President Ferdinand Marcos Jr. to explore the country’s potentials on nuclear energy as a cheap and reliable source.

Marcos said in his first State of the Nation Address (SONA) on Monday that if the country wants to attract investors, both local and foreign, energy-level production must be increased.

“Why not? We are one of the few countries that have not looked at the nuclear option in Southeast Asia. The countries that are developing nuclear power in Asia — Indonesia, Thailand, Vietnam, Malaysia, even Singapore, are looking at the nuclear option, smaller nuclear power plants, and even Myanmar. We’re already left behind,” Zubiri said in an interview with a news channel.

Despite being a renewable energy advocate, as evidenced by the Renewable Energy Act which he authored, Zubiri admitted that there are not enough efforts to produce the energy requirement the country needs over the next six years.

If you want to have an 8-percent GDP (Gross Domestic Product) growth rate, we better have an energy sector that is robust, that can deliver the power the different industries need to be able to power other programs and projects,” he said.

A nuclear power plant, Zubiri said, might take six years to develop starting from its infancy, but can deliver thousands of megawatts from a single plant.

He said the facility must be built right, strong enough to withstand calamities, and away from earthquake faults.

Senate President Pro Tempore Loren Legarda, a known environmentalist, said she is open to exploring the possibility of nuclear energy but it must be considered “clean energy”.

“I may not be an expert in nuclear energy. I am open to hearing discussions and consultations with various stakeholders and experts in science on nuclear energy. I have read that nuclear energy is said to be clean. However, what about the nuclear waste? I am interested to know how it will be handled. At the same time, the safety measures,” she said.

Senator Francis Tolentino is likewise in favor of nuclear energy, which he learned has zero emission.

Meanwhile, the government of France is willing to help the Philippines on nuclear power development. France itself has been a major nuclear power player and therefore their willingness to share their expertise is significant for Filipinos. Posted below is an excerpt from the PNA article. The French government is keen to help the Philippines develop its nuclear power program as the Marcos administration looks for other reliable sources of energy.

French Ambassador Michèle Boccoz said the embassy has met with some of the Cabinet members and nuclear power was listed among the key areas Paris and Manila could cooperate on.

“(T)here’s obviously an interest. As I said, we have an experience and expertise in many different sectors of renewable energy, including the nuclear sector,” Boccoz said at a reception in Makati City on Tuesday.

She said working on small modular reactors is “probably much more realistic” than reviving the Bataan Nuclear Power Plant.

“I think that this is a thing of the past because the technologies have evolved so much that it wouldn’t really make sense to work to build this kind of project and it’s probably too big and it probably needs too much of the grid to be operational,” she added.

“So having a sort of more modular systems is probably much more realistic and also in terms of the terrain here and the systemic risks and others. These are much smaller units that can be much more easily protected.”

Boccoz, meanwhile, clarified that talks are still in the “very early stages” as Manila has to put in place a framework first.

A Look Back at Harbinger #9 (1992)

Welcome back superhero enthusiasts, 1990s culture enthusiasts and comic book collectors! Today we go back to the early 1990s and explore a part of the Valiant Comics shared universe through the Harbinger monthly series.

In my previous retro review, things got totally wild as Sting, Faith, Flamingo and a pregnant Kris made their way into the middle of a war in an unknown, far-away place within the Unity crossover storyline. Even though Sting and Kris already have major challenges ahead of them related to an upcoming birth of a child, they have no choice but to help their side of powered figures (including Magnus the robot fight, Solar, X-O Manowar and others) win against Erica Pierce.

With those details laid down, here is a look back at Harbinger #9, published in 1992 by Valiant Comics with a story written by Jim Shooter and drawn by David Lapham. This comic book marks the 16th chapter of the Unity storyline.

Early story

The story begins on day number 157 of Unity. Needing immediate help for his girlfriend Kris who is about to give birth, Sting flies to Armstrong who is about to acquire a bottle of liquid painkiller. Minutes later, Sting and Armstrong arrive at a high-tech place where the pregnant Kris is waiting.

Supported by Armstrong and touched by Sting, Kris eventually gives birth to a baby boy. Even though he knows that the baby is not biologically related to him, Sting still expresses his love to Kris and the child.

Suddenly, Faith arrives feeling exhausted. She said she came from battle and their group lost Magnus…

Quality

Sting, Flamingo and Faith with the other major Valiant Comics figures on a mission.

To cite the obvious, this is another high-quality story crafted by Jim Shooter who successfully told the exploits of Sting and his teammates while also highlighting crucial developments on the heroes’ campaign against Erica Pierce within the Unity storyline.

When compared to the events of issue #8, the stakes are much higher this time around not only for Sting, Faith, Kris and Flamingo but also for the other major figures of Valiant’s comic book universe of the time. This is very fitting as Erica Pierce, the so-called Mothergod, took steps closer on achieving her goal that would mean complete disaster for everyone. The notable thing about the way Jim Shooter crafted the narrative within this comic book is that tension gradually rises as the story goes on which leads to something really powerful happening on the final page (note: you must read it yourselves).

On character development, Sting and Kris are the ones who got characterized most. Through Sting, you will realize that even though he is very powerful, his immaturity added to his struggle on achieving goals and setting his priorities straight. Also the way he expressed his love to Kris knowing that the father of the newly born baby was none other than their late teammate Torque, I felt he said it half-heartedly mainly to give her assurance (which he could fail to give). Kris also gets her own share of the spotlight as she embraces her new role as a teenage mother.

More on the Unity story, fans of Magnus, Archer and Armstrong, Rai and Eternal Warrior will have something to enjoy here.

Conclusion

Kris is now a mother and Sting is not the father of the child.

Harbinger #9 (1992) maintains many powerful elements that made the previous issue a great read. The difference is that this comic book has not only the stakes raised higher, but also the drama and the progressive development of Sting and Kris. In here, you will see Sting not only as a powerful teenager struggling with his priorities, but also as a key player in the struggle against Erica Pierce. Those who follow the Unity story will see a lot of engaging stuff from start to finish here.

Overall, Harbinger #9 (1992) is highly recommended!

This past Sunday, a disturbance happened in Las Piñas City as a man (on a motorcycle) who allegedly robbed a foreign national encountered the police at a checkpoint that was set up as the law enforcers were already informed by the victim about what happened, according to a Manila Bulletin news report. The suspect turned out to be armed and this prompted the police to fire shots at him and eventually arrested him. The suspect was brought to a hospital for treatment.

A 37-year-old man who allegedly robbed an Indian national was seriously injured when he was shot by responding policemen on July 31 in Las Piñas City.

Police identified the suspect as Gian Bautista, a resident of San Jose Del Monte, Bulacan. He suffered a gunshot wound in the body and was rushed to the Las Piñas District Hospital for treatment.

Investigation showed the incident happened at about 12: 20 p.m. in front of a fast food chain at Casimiro Intersection, Barangay Talon, Las Piñas City

Members of the Las Piñas police were conducting Oplan Sita along Grandeur, Marcos Alvarez Avenue when they were approached by Narinder Singh, 37, Indian national, who said he was robbed by a man on board a motorcycle without a plate number.

The victim told police that the suspect immediately fled going to the direction of Alabang-Zapote Road after he was robbed of his cash and valuables. A chokepoint was immediately set-up in front of Casimiro Intersection for the arrest of Bautista.

Police manning the chokepoint flagged down the motorcycle described by the victim when it was spotted passing the area.

The police said the suspect pulled out his firearm and pointed it to the police, prompting them to shoot Bautista.

The above article ended stating that the law enforcers recovered a .45-caliber pistol with eight pieces of live ammunition, seven assorted cellular phones, and a belt bag containing a necklace, ring watch, assorted identification cards and cash amounting to more than P45,000.

COVID-19 Crisis: All LGUs ordered to ramp up vaccination and booster drive as Omicron cases increase

Does your local government unit (LGU) seem to be working sluggishly with regards to the local vaccination and booster drive for COVID-19? The local authorities should improve their performance on immunizing the locals as the Department of the Local and Interior Government (DILG) headed by Secretary Benhur Abalos has officially ordered all LGUs nationwide to ramp up the vaccination and booster rollouts, according to a Manila Bulletin news report.

Department of the Interior and Local Government (DILG) Secretary Benjamin ‘Benhur’ Abalos Jr. directed on Saturday, July 30, all local government units (LGUs) to step-up their Covid-19 vaccination and booster inoculation efforts amid the rising number of 890 Omicron BA.5 subvariant infection in the country.

The DILG is one with PBBM (President Bongbong Marcos) as we altogether aim for improved booster inoculation, hence, we direct all LGUs to ramp up their vaccination drives and encourage the eligible segment of the population to take advantage of the protection the booster shots offer,” Abalos said.

He said LGUs are integral in communicating the importance of boosters to overcome vaccination hesitancy and increase the number of eligible citizens that are boosted.

“Inaasahan ko ang pakikiisa ng bawat LGU upang mas paigtingin ang pagpapa-booster sa kanilang mga lokalidad. Alam nila ang pulso ng kanilang nasasakupan, kaya mas maipararating nila ang ating mensahe na ito (Covid-19 vaccines and boosters) ay ligtas at isa sa pinakamabisa nating sandata laban sa Covid-19 (I expect the cooperation of the LGUs to enhance the booster campaign in their localities. They know the sentiments of their turfs that is why they can send the message that it is safe and one of the most effective weapons against Covid-19),’’ he added.

As of July 25, only 15.9 million have received their booster doses out of the 71.5 million who are already fully vaccinated.

Intensified vaccination efforts

Abalos, in the DILG Memorandum dated July 15, 2022, directed LGUs to ramp up their vaccination efforts and instructs them to urge and reach out to all their unvaccinated and booster-eligible constituents; address vaccine hesitancy, particularly in rural and far-flung areas; bridge the gap between vaccination services and communities to make it easier for the people to get inoculated; and, avoid vaccine wastage by ensuring that all available vaccines are administered in their respective areas.

Now is the best time to get vaccinated and boosted as we continue to move forward and prepare for the full conduct of face-to-face classes which is already near. Let us all do our part in achieving the protection population that can ultimately benefit the whole Filipino citizenry,” Abalos insisted.

The DILG secretary also urged LGUs to support the Department of Health’s (DOH) PinasLakas (Enhancement) campaign which was launched on July 26, 2022.

PinasLakas is the revitalized government Covid-19 vaccination and booster campaign that aims to achieve the government’s targets of vaccinating 90 percent of senior citizens and boosting 50 percent of the eligible population in the first 100 days of the administration.

It also highlights the unity between government agencies, LGUs, the health sector, the private sector and other key organizations towards Covid-19 population protection.

“Hinihikayat ko po ang lahat ng LGUs na makiisa sa PinasLakas upang mas lalong maprotektahan ang ating ating senior citizens at lumakas ang immunity ng eligible population (I am encouraging all the LGUs to support the PinasLakas to further protect our senior citizens and strengthen the immunity of the eligible population),’’ Abalos said.

Take note that in recent times, more patients have been declared by the Department of Health (DOH) eligible to get the 2nd booster shot. President Ferdinand “Bongbong” Marcos, Jr. already declared that no lockdown will be declared as his administration has a COVID-19 exit strategy is already being developed.

I Love Israel: Cyber Security school formally launched in the Philippines

Cyber security collaboration between Israel and the Philippines will only grow stronger as a brand new cyber security school was formally launched in the Southeast Asian nation, according to an article by the Philippine News Agency (PNA).

The first globally-accredited cyber school was launched in Manila Wednesday, bringing in Israeli cyber security education to the Philippines.

The CybersCool Defcon will offer programs based on modules developed by Tel Aviv-based ThriveDX Saas, a company founded by Roy Zur, who previously spearheaded the design and training of elite Israeli Cyber and Intelligence Units.

This is the first globally-accredited cyber school in the Philippines and the idea is really to bring the skill of the people. And this is not only about security, but it’s also related to anything today because everything at the end of the day is related to cybersecurity,” CybersCool Defcon founder Tatoo Amsili told reporters during the launch.

Amsili said they are also in talks with different agencies to discuss possible training programs for government personnel. This as he noted that government agencies must not solely rely on a third-party service provider.

Any department actually goes online today and (they) really need to have their own people they cannot be depending on third party in the software hardware. It’s not enough we need later on people to take over and to manage it,” he said.

CybersCool Defcon has six training programs, including the “Zero to Hero” Cybersecurity Bootcamp, which will open in August 2022.

Brig. Gen. Rami Efrati, founding member and former head of the Israel National Cyber Bureau-Civilian Sector, said its establishment alone conveys a message that “Israel is ready to share its knowledge in cybersecurity”.

Cyber is not only cyber attacks, I am speaking also about cyber terrorism. Because if somebody’s trying to affect the population and the government by doing illegal things, we have to stop it immediately,” he said in an interview.

“So the Israelis, as much as I know as my experience are ready to share this information together with you. This school is one way only,” he added.

Israel Ambassador to the Philippines Ilan Fluss, meanwhile, sees the school’s launch as a “strong foundation” for further cybersecurity collaboration between the two nations.

“This sector is very vibrant in Israel and very proactive so it’s really bringing the sector to the Philippines and trying to localize it. And that’s exactly the vision of the embassy and I see this as a model,” he said.

In today’s fully connected world, cyber security is essential and it is a great development that an institution that will provide training on cyber security will be opening soon in the Philippines. This will be crucial not only for the government units all over the Philippines – including the barangay units – but also for private sector members and employers. The institution can also help our nation come up with brand new cyber security experts among the many Filipinos living locally. Apart from being a solid developer on cyber security, Israel itself also has a credible track record of business innovation and technology development that Filipinos can learn from. Truly this latest development is a blessing from the Lord

A Look Back at Harbinger #8 (1992)

Welcome back superhero enthusiasts, 1990s culture enthusiasts and comic book collectors! Today we go back to the early 1990s and explore a part of the Valiant Comics shared universe through the Harbinger monthly series.

In my previous retro review, Sting, Faith, Kris and Flamingo struggled with the completely unexpected new reality that their teammate Torque had died. As they mourned, Toyo Harada and his foundation just kept on operating and preparing themselves for a future conflict with the protagonists. Harada specifically perceives Sting as the most dangerous object for his organization to deal with.  

With those details laid down, here is a look back at Harbinger #8, published in 1992 by Valiant Comics with a story written by Jim Shooter and drawn by David Lapham.

Early story

The story begins on April 4, 1992 inside the nice home of Dr. Heyward. There, Heyward, his wife and their two kids are enjoying the company of Faith, Sting and Flamingo. Upstairs, Kris could not fit jeans as she has gained weight. Heyward’s wife Moni arrives, offers her new clothes to wear and shares with her some insight about being in a relationship.

After dinner, Sting and Dr. Heyward have a nice chat with drinks. At the kitchen, Kris and Moni begin to talk about pregnancy with Flamingo present. As soon as Kris says that she is thinking about asking Dr. Heyward about getting an abortion, Flamingo tells her not to do it as the baby inside her all that is left of their dead teammate Torque.

Just as Kris begins to play dumb and divert attention away, a weirdly dressed teenager suddenly appears inside the home. He identifies himself as Geoff McHenry the geomancer…

Quality

Faith collects and then flies high for a grand view.

To get straight to the point, this issue of Harbinger is easily the wildest story I’ve read in this series and for a very obvious reason – it is part of the Unity crossover storyline that established the Valiant Comics universe’s overall concept. For the newcomers reading this, Unity was published in 1992 composed of eighteen chapters – beginning with Unity #0 – which saw story parts told in issues of other Valiant titles like Eternal Warrior, Archer & Armstrong, Magnus Robot Fighter, X-O Manowar, Rai and Solar Man of the Atom.

That being said, the story here is not only wilder than ever but also really went higher with its flight of fantasy which really impacted the protagonists. In her, Sting, Faith, Flamingo and even the pregnant Kris get recruited to join what turned out to be a major battle waged by a group of adult heroes (Solar, Eternal Warrior, Archer & Armstrong, X-O Manowar, Rai and others) against Erica Pierce (the Mothergod) who is obsessed with destroying the universe as she wield immense power.

More on the plot, the transition of Sting and his teammates going into battle on an unknown realm progressed very smoothly which surprised me. As there are lots of battle scenes and other forms of superhero spectacle to see, the creative team managed to maintain a compelling narrative that moved at a medium pace which makes following the exploits of the powered teenagers easy to do. Sure, you get to see the other Valiant Comics heroes share the spotlight in this comic book but Sting and his teammates are the clear protagonists.

Even though there are lots of battle scenes, Jim Shooter still succeeded in setting up a good amount of character development scenes which resulted in clear development of Sting and Kris. Not only that, Shooter convincingly captured the impulse of youth and the false sense of maturity on the part of Sting who at this point has to take special care of Kris, think about the future of becoming a father while dealing with pressure from the other Valiant superheroes who need him to really advance against Erica Pierce. This comic book’s script is very strong and richly layered!

Conclusion

Sting and his teammates stand along with the other heroes of the Valiant Comics universe.

Being the eight chapter of the Unity crossover storyline, Harbinger #8 (1992) has this almost perfect mix of the epic superhero conflict, spectacle and characterization while maintaining sufficient focus on the exploits Sting, Faith, Kris and Flamingo. At this point of the monthly series, Sting (note: whose immense power was portrayed here) and Kris are preparing themselves for the future while failing to realize they are not really mature enough to deal with both the anticipated parenthood and the Unity conflict at hand. This comic book is a must-read as it works excellently both as a standalone story as well as a chapter of Unity. That being said, I’m looking forward to the next issue already.

Overall, Harbinger #8 (1992) is highly recommended!
