Recently in the City of Parañaque, elements of the Criminal Investigation and Detection Group (CIDG)’s National Capital Region field unit raided a house in Multinational Village and arrested ten Chinese nationals who allegedly kidnapped seven Filipinos, according to a Philippine Star news report.

Ten Chinese nationals who allegedly kidnapped seven Filipinos were arrested in Parañaque on Thursday.
The suspects, seven men and three women, were apprehended by operatives of the Criminal Investigation and Detection Group (CIDG)’s National Capital Region field unit during a raid on a house in Multinational Village, Barangay Moonwalk at around 4:50 a.m.
Col. Jean Fajardo, the chief information officer of the Philippine National Police, said the rescue operation was based on information from one of the victims, a house helper, who alleged that they were held against their will by the suspects for three days.
Acting on the information, CIDG operatives and security guards of the village went into the house and arrested the suspects. Seven Filipinos were rescued in the operation.
Fajardo said the victims were being forced by the foreigners to engage in activities such as love scams and cryptocurrency fraud.
Police seized two firearms and assorted bullets, 17 cell phones, five desktop computers, three laptop computers, passports and identification cards.
The suspects are facing criminal charges of kidnapping and serious illegal detention, qualified trafficking in persons, illegal gambling, illegal possession of firearms and ammunition and violation of Republic Act 8484 or the Access Devices Regulation Act.

#3 Vizconde Massacre explanatory videos – Previously, I included Viva’s video showing the entire 1995 movie The Jessica Alfaro Story. For the newcomers reading this, Jessica Alfaro (played in the movie by Alice Dixson) was the star witness of the trial of the shocking Vizconde Massacre and it took her around four years to come out publicly. For legal reasons, The Jessica Alfaro Story film made alterations (creative liberties) to make a reference to the massacre without the Vizconde name. That being said, if you want to know more about the Vizconde Massacre of 1991, the trial that happened and the big decision the Supreme Court made in 2010, then you should watch these two explanatory videos. The third one analyzes the legal aspect of 2010 Supreme Court decision related to the massacre.
#4 RoboCop 2 reaction videos plus arcade/console game documentary – Back in 1990, my friends and I got to watch RoboCop 2 inside the movie theater here in the Philippines and almost all the seats were filled at the time. While the movie was not memorable as it never came close to matching the uniqueness and cultural impact of the 1987 original RoboCop, it still managed to entertain enough people who eventually became fans. That being said, the downward trend of Xbox continued as four of its game studios – Tango Gameworks, Alpha Dog, Roundhouse Studios and Arkane Studios – were suddenly shut down which sent shockwaves throughout the industry and attracted negativity to Xbox. Not only that, there was this very disappointing interview with Xbox president Sarah Bond which made things worse. Recently in the City of Parañaque, local police officers arrested a man who has been wanted for statutory rape, according to a Manila Bulletin news report. The law enforcers had a warrant of arrest for the suspect who also turned to be the 6th most wanted person in the city.

A man wanted for statutory rape was arrested by members of the Parañaque police Warrant and Subpoena Section (WSS) early Friday, May 3.
The Southern Police District (SPD) said the suspect was identified as Jomari “Joms” Alano, 28.
Based on the report submitted to Parañaque Police Chief Col. Reycon Garduque, the suspect tagged as the Top 6 wanted person, was arrested at around 3:30 a.m. in Barangay Sto. Nino, Parañaque City.
Garduque said the suspect was arrested by virtue of a warrant of arrest issued by Judge Moises Domingo De Castro of Parañaque City Family Court, Branch 10 on November 13, 2023 with no bail recommended.

The government here in the Philippines are trying to balance the nation’s need of security and the gains from attracting foreign tourists. Specifically speaking, the spotlight is currently on the handling of visa requirements from Chinese tourists as the Bureau of Immigration (BI) made clear the need to help ensure national security, according to a GMA Network news report.
The BI responded to the statement of the Philippine Travel Agencies Association (PTAA) that tighter visa rules for Chinese nationals could harm the nation’s tourism as well as the businesses connected with tourist activities. The Bureau of Immigration (BI) said Sunday that tightening the visa requirements for Chinese tourists would also help the Philippines protect national security, considering the illegal activities involving Chinese nationals.
Interviewed on Super Radyo dzBB, BI spokesperson Dana Sandoval explained that while tourism is very important to the Philippine economy, the government also needs to implement stricter measures to protect public interest.
“We also have to look into the national security issue, the safety of the country. Kung merong mga ilegal na ginagawa [if there are illegal activities], I think it’s also important to have strict measures kung may nakikita na tayo na kakaibang nangyayari [if we see anything different happening] or mga activities that are probably inimical to national security or public interest,” she said.
Sandoval made the remark in reaction to the statement of the Philippine Travel Agencies Association (PTAA) that tighter visa rules for Chinese nationals visiting the Philippines could “discourage tourism and hurt businesses.”
She said that the BI has always been strict in inspecting arriving foreign nationals, particularly those involved in illegal activities.
Several Chinese nationals have reportedly been involved in organized crimes such as human trafficking, prostitution, kidnapping, and fraud. Some of them were also linked illegally working for a Philippine Offshore Gaming Operator (POGO).
This prompted the Department of Foreign Affairs (DFA) to tighten the Philippines’ visa requirements for Chinese tourists amid a high number of fraudulent applications received in its embassy and consulates in China.
The DFA, however, ruled out ongoing tensions with China in disputed areas in the South China Sea as the reason for imposing more stringent visa measures for Chinese visitors.
Sandoval welcomed this development, saying it would add a layer of security in the Bureau of Immigration’s assessment of foreign nationals entering the Philippines.

Police arrested four Philippine Offshore Gaming Operator (POGO) workers during a rescue operation in Parañaque City on Thursday, April 25.
The Southern Police District (SPD) said Parañaque City police chief Col. Reycon Garduque reported the arrest of the suspects identified alias Wu, 29; alias Fan, 30; alias Liu, 31; and alias Xueyu, 33.
Garduque said the suspects were nabbed at around 6:30 p.m. in Merville Park, Barangay Merville, Parañaque City.
The operatives rescued the victim, identified as alias Zhang, 35, also a Chinese national, who was reportedly detained by the suspects.
Prior to the operation, the victim’s common-law wife, Jenny Rose, requested for police assistance claiming the victim was threatened and illegally detained by the suspects.
She said the suspects offered the victim a job. When the victim realized that the job was illegal, he tried to leave but was prevented by the suspects.
The suspects reportedly detained the victim and demanded P500,000 in ransom money from his relatives and family.

In separate operations, agents of the Bureau of Immigration (BI) arrested two Chinese nationals in the cities of Parañaque and Mandaue, according to a Philippine News Agency (PNA) news article. One of them is wanted in China for contract fraud.

The Bureau of Immigration (BI) on Tuesday said two Chinese nationals recently arrested in Cebu province and Parañaque City are now awaiting deportation.
Commissioner Norman Tansingco identified them as Zhu Yuanjiang, 25; and Ma MIngjie, 51, who were arrested last week in separate operations of the BI’s fugitive search unit (FSU).
Both are now detained at the BI detention facility at Camp Bagong Diwa, Taguig City while awaiting deportation.
Zhu was arrested on April 17 in Barangay Umapad, Mandaue City after the BI board of commissioners issued a warrant of deportation against him last year.
He was ordered deported for overstaying and for working in the country without proper permits.
Investigation showed that Zhu previously worked in Xinchuang Network Technology Inc., an online gaming hub in Pasay City that was raided by authorities in June last year for alleged engagement in various criminal activities such as human trafficking and cyber fraud.
Meanwhile, Ma was nabbed on April 19 at his residence in a subdivision in Parañaque City. He is wanted by Chinese authorities for contract fraud.
Ma has a warrant of arrest from the Jiangbei district sub-bureau of the Public Security Bureau in Chongqing, China issued on Dec. 6, 2017.
Chinese authorities alleged that Ma and his cohorts deliberately tampered with bank accounts and account names of a point of sale machine merchant which resulted in the unauthorized transfer of over 58 million yuan (more than USD8 million) from China Minsheng Banking Corporation to his altered bank account.

Iran’s massive attack on Israel turned out a major failure as their missiles (plus some from their terrorist proxies) were deflected by a rate of 99% by Israel’s defenses and assistance from its allies (including Saudi Arabia). Iran was humiliated not only because of the failed massive attack (which cost them many billions of Dollars) on Israel but also because a new coalition of Western and Arab nation was formed to defend Israel.
Shortly after that, Iran suffered from a strategic attack which was not even massive in terms of explosives but was more than enough to rattle Iranian systems. #5 The Jessica Alfaro Story (1995) full movie – Here in the Philippines, the Vizconde Massacre case is one of the most controversial and most sensationalized cases ever. This is about the 1991 tragedy of three family members – mother, adult daughter and little daughter – who were found dead with multiple stab wounds in their home in BF Homes, Parañaque. In 1995, Jessica Alfaro emerged as the so-called star witness claiming she knew the suspects, was at the Vizconde home when the murders happened, and pointed to several suspects who happened to be members of prominent families. Conviction of the suspects happened in January 2000 followed by further legal disputes through the following years. In December 2010, seven of the nine accused were acquitted as a result of the Supreme Court reversing the earlier judgment of the lower court and the Court of Appeals.
Going back to 1995, believe it or not, a live-action movie dramatizing the life and times of Jessica Alfaro was actually released shortly after the star witness first emerged. The movie was The Jessica Alfaro Story (1995) which starred Alice Dixson which you can watch entirely (note: Tagalog language and several minutes of the film was muted on YouTube due to use of copyrighted music) below.
Take note that due to legal reasons, the Vizconde name was not used in the film which resulted in the use of an alternative name (examples: Vizconde massacre is called Ilagan massacre, Carmella Vizconde is referred to as Lorraine Ilagan), and do not expect to hear Hubert Webb’s name in the film. This goes the same with the other real-life suspects. The Vizconde Massacre case officially started in 1995 and the 2010 Supreme Court decision made The Jessica Alfaro Story’s overall value questionable by today’s standards. However, the movie should still appeal to people who love Alice Dixson, as well as film buffs who are interested to see how Filipino filmmakers dramatize reality and controversial cases.
#6 Elevator Action retrospective – Decades ago, I enjoyed playing Elevator Action games on console and at the local arcade. Specifically, I played the original Elevator Action game on the Family Computer (Nintendo Entertainment System in America) as a young boy. Government anti-narcotics authorities seized P3.4 million worth of shabu on Tuesday, April 16, following the arrest of three suspects during a buy-bust operation at the basement parking of a shopping mall in Parañaque City.
In an initial report, the Philippine Drug Enforcement Agency (PDEA) said that the law enforcers confiscated 500 grams of shabu from Asher Guiani, 32; Ariedz Guiani, 27; and Almajid Kudandin, 22, at around 12:20 p.m. during the operation in barangay Don Bosco.
Aside from shabu concealed in six pieces of knot-tied transparent plastic sachets, the operatives seized a genuine P1,000 bill with serial number NUO69267 placed on top of boodle money, one cellphone, a laminated temp PhilSys identification (ID) card under the name of Ariedz Guiaman Guiani and black Hyundai Accent vehicle with license plate AQQ2908 with ignition key.

On March 13, we visited four evacuation centers in Las Pinas in response to fire incidents. In addition to providing seven weeks of consecutive feeding for victims of the Pilar fire, we revisited the San Isidro – Manuyo Dos Evacuation Center.
We also extended assistance to those affected by the recent fire disaster on April 11 in Greenhills, Barangay San Dionisio, Paranaque, where approximately 180 individuals were affected. We were met with hopeful eyes and grateful smiles as they shared stories of how high school students donated their lunch boxes to the community.

Recently Muntinlupa City hosted the 2024 edition of the Flavors of NCR food festival at the Filinvest City Central Park in Alabang and I personally witnessed the formal opening ceremony which involved many high-level officials and special guests. A lot of people visited the food festival on April 19 and 20 which added to the credibility of Filinvest City Central Park as a suitable open-air venue for special events.
For the newcomers reading this, Flavors of NCR is a special event presented by the Association of Tourism Officers – NCR which collaborated with the City Government of Muntinlupa for this year’s event. It is a showcase of unique cuisine found in the sixteen cities and one municipality of the National Capital Region (NCR). The local government units (LGUs) that participated include: Caloocan, Las Piñas, Makati, Malabon, Mandaluyong, Manila, Marikina, Muntinlupa, Navotas, Parañaque, Pasay, Pasig, Quezon City, San Juan, Taguig, Valenzuela, and the Municipality of Pateros.

The opening ceremony of Flavors of NCR 2024 was attended by Muntinlupa City Mayor Ruffy Biazon, Taguig City Mayor Lani Cayetano, Department of Tourism-NCR Regional Director Sharlene Zabala-Batin, Association of Tourism Officers-NCR headed by Manila City Tourism chief Charlie Dungo, and Pasay City chief of staff Peter Eric Pardo. Also present were Muntinlupa Vice Mayor Temy Simundac and Muntinlupa City Council Raul Corro.
“We are delighted to host the Flavors of NCR,” Mayor Biazon stated during his welcome remarks to all the guests. “(We acknowledge) the presence of other cities here so that their products will be showcased and we are proud to have you here.”
Biazon stressed that hosting the Flavors of NCR opens up opportunities for Metro Manila’s LGUs and their respective food-and-beverage stakeholders access to the Calabarzon region composed of Cavite, Laguna, Batangas, Rizal and Quezon with a collective population of over sixteen million people.
It should be noted that the Alabang area of Muntinlupa is a popular destination for Calabarzon residents as well as those from nearby cities who enjoy shopping and recreational activities during the weekend. That being said, Flavors of NCR fits nicely with the weekend vibe at Filinvest City.
After the formal ribbon-cutting was done, Flavors of NCR 2024 officially opened and a lot of people and photographers followed Biazon and the guests visit the different food booths of each city.
Each LGU and their best
I visited and explored the designated areas (also referred to as “booths”) of each LGU during the food festival. Each area had a different style of interiors and layouts of food, drinks and other products being offered to visitors. Marikina City had four sellers that attracted customers during the food festival.

As expected, the variety of food and drinks were really great. Offered to customers were chicken, beef, pork, siomai, barbeque, puto, bibingka, pansit, siopao, fried chicken, roasted pig, pastries, cakes, halo-halo and ice cream to name some. There were also non-food products being sold such as bags and accessories in some booths.

It was really nice to see these small businesses represent their locality and offered their best products to visitors at Filinvest City Central Park. Adding zest to the food festival were some performances by different bands from the cities of NCR. There also was a modern dance activity that drew in lots of visitors which added to the customers at the food festival.
Conclusion
The 2024 edition of Flavors of NCR at Filinvest City Central Park was indeed a nice showcase of what each LGU had to offer for those who love food and drinks. In addition, this festival really emphasized unity between the local governments of NCR and it also promoted local tourism. The festival also attracted some residents of Filinvest City’s residential towers (plus others from Ayala Alabang, Palms Pointe Village and other residential communities) and some employees (who worked at offices near the park) whose shifts ended.
In the perspective of tourism, this event really boosted Filinvest City Central Park’s status as a venue for special events or activities. To date, the said park continues to be an attraction for visitors and already it has been used by organizers of sports events and musical events.

The successful staging of Flavors of NCR could inspire food festival organizers to have their events held within Filinvest City in the future.
