COVID-19 Crisis: Metro Manila under Alert Level 3 from October 16 to 31, 2021

Finally, business and residents of Metro Manila will be dealing with lesser restrictions as the national authorities declared that the metropolis will be under Alert Level 3 (previously Alert Level 4 from mid-September to mid-October) from October 16 to October 31, 2021 as reported by Philippine News Agency (PNA). Lesser restrictions should mean more reopening of the economy, more people can attend indoor worship services at churches (note: being vaccinated may be required) and more.

The alert level status in Metro Manila will be downgraded to Alert Level 3 from the current Alert Level 4 beginning Oct. 16, Malacañang announced Wednesday.

This, after the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) decided to ease restrictions in Metro Manila, Presidential Spokesperson Harry Roque said in a press statement.

“The Inter-Agency Task Force on Wednesday, October 13, 2021, approved the recommendation to place the National Capital Region under Alert Level 3 beginning October 16, 2021 until October 31, 2021,” said Roque, also acting as IATF-EID spokesperson.

He said the IATF-EID also approved and adopted the revisions to the Guidelines on the Implementation of Alert Levels System for Covid-19 Response in the Pilot Areas.

A copy of the new guidelines has yet to be made public.

Metro Manila’s shift to Alert Level 3 came amid the drop in coronavirus disease 2019 (Covid-19) infections in the country’s metropolis.

The relaxation of alert level in Metro Manila will pave the way for the reopening of more businesses.

Staycation in Metro Manila allowed to resume

The Department of Tourism (DOT) announced that staycation within Metro Manila will be allowed under Alert Level 3, specifically in accredited hotels. Unsurprisingly there are certain limitations.

Staycation is now allowed in accredited Metro Manila hotels as the region eases to Alert Level 3 from October 16 until the end of the month, the Department of Tourism (DOT) said Thursday.

Individuals of all ages may check-in for staycation. However, to ensure safety of all guests, only those 18 years old and above who are fully vaccinated shall be allowed to book their stay,” the DOT said.

Under the amended guidelines, only DOT-accredited staycation hotels with government-issued safety seal certification will be allowed to accommodate staycation guests.

Cinemas in Metro Manila cleared to resume operations

Speaking of the reopening of businesses, cinemas in Metro Manila have been cleared to resume their operations but with a set of limitations. Still, this is indeed a breakthrough because Metro Manila cinemas have been closed (note: use of cinemas as temporary vaccination sites do not count as operations) for a very long time and the nation’s cinema industry had an estimated 300,000 employees. Take note that months ago, the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) announced that it has allowed a variety of businesses around the Philippines to resume operations to recover from the COVID-19 crisis and cinemas were among those businesses. However the mayors of Metro Manila opposed the decision.

Cinemas and movie houses may already operate when Metro Manila eases to Alert Level 3 starting Saturday, October 16.

Under the updated guidelines on the pilot implementation of the government’s new COVID-19 alert level system, cinemas and movie houses are allowed to operate under Alert Level 3 at a maximum of 30% indoor capacity for fully vaccinated individuals and 50% outdoor venue capacity.

All cinemas and movie house workers and employees should also be fully vaccinated against COVID-19 as minimum public health standards should be strictly followed.

Personally, I am glad that cinemas have been cleared to reopen within Metro Manila as the metropolis itself is the single largest region where movie theaters are located at and it should add to the economic recovery our nation badly needs. The cinema operators and their employees have suffered way too long! That being said, I urge you to observe how the Metro Manila mayors and the Metropolitan Manila Development Authority (MMDA) will react to the clearance for the reopening of cinemas. Will the Metro Manila Council (MMC) and MMDA oppose the IATF and keep the cinemas shut down again knowing that many of their constituents have been vaccinated over the past several months? We will find out soon enough.

COVID-19 Crisis: Over 13,000 minors in Muntinlupa City registered for COVID-19 vaccination in first month

Since it official started the registration process for local minors (aged 12 to 17) for COVID-19 vaccination, the City Government of Muntinlupa announced that more than thirteen thousand minors were registered in the first month according to a Manila Bulletin news report.

The Muntinlupa City government has registered a little over 13,000 minors aged 12 to 17 in one month for its coronavirus disease (COVID-19) vaccination program.

It launched the vaccination registration for 12 to 17-year-olds on Sept. 14 and as of Oct. 13, a total of 13,110 minors have signed up for the program, or 437 registrants per day.

The total is equivalent to 24 percent of the 55,391 total population of the 12-to-17 age group in Muntinlupa.

When the vaccination registration program for minors was launched in Muntinlupa, 3,477 12 to 17-year-olds registered on the first day.

By barangay, out of the 13,110 minor registrants, Putatan has the highest number with 2,250, or 22 percent of its 12-to-17 age group population of 10,164.

Brgy. Poblacion came second with 1,815 registrants followed by Tunasan, 1,686 (out of 6,256 12-17 population); Alabang, 1,404 (out of 7,244); Cupang, 1,167 (5,830); Sucat, 747 (5,744); Bayanan, 704 (out of 3,990); Ayala Alabang, 593 (out of 2,560); and Buli, 206 (out of 1,360). Non-residents who registered totalled 2,538.

In May, the Philippine Food and Drug Administration (FDA) approved the amendment to the Emergency Use Authorization (EUA) for the Pfizer-BioNTech vaccine to allow its use for 12 years old and above. In September, the FDA approved the use of the Moderna vaccine for 12 years old and above.

The Department of Health (DOH) said the vaccination of 15 to 17 year-olds with comorbidities will start on Oct. 15 in eight hospitals. These are the Philippine Children’s Medical Center, National Children’s Hospital, Philippine Heart Center, Pasig City Children’s Hospital, Fe Del Mundo Medical Center and Philippine General Hospital (PGH).

Residents of Muntinlupa City who remain unregistered and unvaccinated should make a move to get registered by learning the ways to do it. Those who are prepared (with personal information available) and willing to go through online registration for the free vaccines in Muntinlupa are encouraged to click https://vaccine.muntinlupacity.gov.ph/muncovac/

Muntinlupa minors may register online through the city’s COVID-19 vaccination registration system at www.vaccine.muntinlupacity.gov.ph/muncovac and choose category “C – Rest of Population.”

P408,000 in illegal drugs confiscated in Parañaque City

Recently in the City of Parañaque, a buy-bust operation caught a man for possession of illegal drugs worth over P400,000 according to a Manila Bulletin news report.

Members of the Regional Drug Enforcement Unit (RDEU) and the local police confiscated P408,000 worth of shabu from a 25-year-old man during a busy-bust operation in Paranaque City Monday night.

Police identified the arrested suspect as Eduardo Silva, a resident of UPS-5 San Isidro, Paranaque City. He was charged with illegal possession of drugs and is now detained at RDEU custodial facility.

Investigation showed the suspect was nabbed at about 10 p.m. on San Juan St. in San Dionisio, Subdivision, UPS-5, San Isidro, Paranaque.

The above report ended stating that the estimate amount of shabu confiscated was sixty grams.

Presidential Adviser for Entrepreneurship Jose Ma. “Joey” Concepcion III on Tuesday called for the need to open up more of the economy in the final quarter of the year, for businesses to recover and be able to pay their dues.

According to Concepcion, the fourth quarter is crucial for businesses given the historically higher consumer spending amid the Christmas holidays.

“We have to open the economy because this is the last quarter. This is time when most negosyantes can get back what they lost in the previous months. Babayaran nila mga 13th month pay, may utang nila sa bangko, sa suppliers [They will have to pay the 13th month pay, their loans in the banks, with suppliers],” he said during the Laging Handa virtual briefing.

Concepcion has been pushing for the imposition of “bakuna bubbles” or pockets of micro-herd immunity among closed groups such as homes and workplaces.

Under the proposed measure, vaccinations will be mandated for a range of indoor gatherings in a bit to boost the country’s immunization efforts and only allow privileges to those fully vaccinated.

At present conditions with only 30% indoor dining allowed for fully vaccinated individuals in Metro Manila, Concepcion said businesses do not gain much, noting that this should be increased to at least 50% to carry businesses over to 2022, or even 70% by November or December.

“Ito ang panahon that we should start to live with COVID. Kung pabagsak ang [If there is a downtrend on the] trajectory ng infection level, then we should open up more and more and then keep an eye, watch out if it reverses then we pull back and we can push back,” said Concepcion.

“For now, it’s only one quarter left ’til the end of the year. Bigay na natin ‘to sa mga negosyaante para mabuhay sila ’til next year. [Let’s give this to the businesses for the thrive until next year],” he added.

In relation to the news above, the Department of Trade and Industry (DTI) called for businesses to be open on all alert levels. The Cinema Exhibitors Association of the Philippines (CEAP) appealed to the Inter-agency Task Force (IATF) for the Management of Emerging Infectious Diseases to allow the limited operations of cinemas under the Alert Level 4.

In relation to the news above, the City Government of Muntinlupa has vaccinated over 500,000 local residents and registered over 10,000 minors for vaccination. Over at Las Piñas City, their total inoculation count surpassed 800,000 and they recently launched the registration process for local minors for vaccination. Mayor Imelda Aguilar stated that herd immunity is within reach based on their local statistics.

COVID-19 Crisis: Muntinlupa City Councilors approve resolution shortening local curfew hours

This past Monday, the City Council of Muntinlupa approved an ordinance shortening toe curfew hours of the city according to a Manila Bulletin news report.

The Muntinlupa City Council passed an ordinance Monday shortening the curfew hours that will be imposed in the city.

Majority Floor Leader Raul Corro told Manila Bulletin that under the measure, the new curfew hours in Muntinlupa will be from midnight to 4 a.m., or four hours, starting Oct. 13.

This amended an existing ordinance, which imposed curfew in Muntinlupa from 10 p.m. to 4 .m., or six hours.

Corro said shortening the curfew hours in Muntinlupa is based on the consensus of mayors belonging to the Metro Manila Council (MMC).

As of Oct. 9, Muntinlupa’s active coronavirus disease (COVID-19) cases stood at 512 out of 26,697 confirmed cases, 25,632 recoveries and 553 deaths.

The number of active cases in Muntinlupa decreased by 47 percent from 972 cases one week ago on Oct. 3.

According to Dr. Guido David of OCTA Research, the average number of new cases per day in Metro Manila from Oct. 2 to 8 totaled 2,140, a decrease by 41 percent from 3,627 from Sept. 25 to Oct. 1.

The reproduction number in Metro Manila from Oct. 2 to 8 was 0.61, classified by OCTA Research as low risk, from 0.83 the previous week.

The daily attack rate per 100,000 in Metro Manila for the period was 15.32, down from 25.97 the previous week.

Under Resolution No. 142 dated Oct. 7, the Inter-Agency Task Force (IATF) amended the guidelines on the Alert Levels System for COVID-19 Response in Metro Manila.

A Look Back at X-Men 2099 #10 (1994)

Welcome back, superhero enthusiasts, fans of the 2099 universe of Marvel Comics, 1990s culture enthusiasts and comic book collectors! Today we revisit the X-Men 2099 comic book series by focusing on the tenth issue which, I assure you, continues more intrigue carried over from the previous issue as well as the further development of the futuristic team of mutants.

With those details laid down, here is a look back at X-Men 2099 #10, published by Marvel Comics in 1994 with a story written by John Francis Moore and drawn by Ron Lim.

Early story

The story begins shortly after the fall of Zhao with Xi’an looking over his inactive body. Xi’an wants Zhao’s body left outdoors for coyotes to feed on but Shakti tells him that the defeated X-Men master is still conscious. The X-Men noticed something very different about Xi’an and to Krystalin, he has an edge to his voice that she never heard before. Victor tells them that their leader was once a ruthless man during their time together as members of the Lawless.

Zhao’s mutants arrived and one of them tells Xi’an that his victory of their master doomed them all…

Quality

Long-time X-Men fans will recognize the Savage Land.

Like the previous issue, the storytelling by John Francis Moore is the strongest factor of this comic book. While issue #9 marked the significant turning point for Xi’an as well as exposing the history of the X-Men between the time of Charles Xavier and Zhao, this story further develops the 2099 mutants’ leader and set up new subplots. I still remember from the first time I read this comic book, I was boggled as to what direction the X-Men of 2099 were heading to.

More on the story, it is very engaging to see Xi’an sliding back to his old violent ways and this creates a large cloud of darkness for the X-Men as he is their leader. Victory Ten Eagles is convincingly written to be believable and lively as Xi’an’s Lawless teammate, and he certainly is not a mere expository dialogue tool. On another aspect of the story, as the cover art showed, Luna makes a return and John Francis Moore excellently developed Skullfire’s personality going further to the point of recklessness and becoming impulsively lost. Skullfire in this comic book has drastically changed from his subdued personality in the early issues. More on the team of mutants, Shakti slowly begins to emerge into a leader figure among her teammates.

When it comes to the art, Ron Lim’s work here is good and he showed consistency when it comes to presenting the look of the future of 2099 far away from the East Coast (where Spider-Man 2099 and others are located at). Lim’s presentation of the power of Skullfire is a must-see!

Conclusion

Xi’an’s portrayal in this comic book is one of the strongest selling points of this comic book.

X-Men 2099 #10 (1994) is a very solid story to read. It successfully showed more of the new direction the X-Men were heading to as Xi’an and Skullfire develop further as solo figures. At the same time, this comic book showed more of Skullfire and Luna getting more involved with each other. The writing by John Francis Moore is so good, the lack of the good-versus-evil conflict does not hurt it at all. The conflict is within Xi’an and Skullfire.

If you are seriously planning to buy an existing hard copy of X-Men 2099 #10 (1994), be aware that as of this writing, MileHighComics.com shows that the near-mint copy of the regular edition costs $30 while the near-mint copies of the newsstand edition and the signed edition cost $90 and $60 respectively.

Overall, X-Men 2099 #10 (1994) is highly recommended!

Extended voter registration process with COMELEC good until October 30, 2021

Are you based in the Philippines and you have yet to get yourself registered? The voter registration process officially resumed nationwide yesterday and voters have until October 30, 2021 to visit the Commission on Elections (COMELEC) registration sites to get themselves registered and become eligible to vote in the May 2022 national and local elections. Already lines of people were spotted by GMA Network News.

The registration of voters resumed on Monday with voter applicants forming long lines again before dawn in some areas in Metro Manila.

In Quezon City, some voters showed up as early as midnight at the Commission on Elections (Comelec) office in Barangay Sto. Cristo, according to a report by James Agustin on Unang Balita.

Because it was still curfew, they were asked to stay at the barangay hall first. At 4 a.m., they were allowed to start falling in line on Nueva Vizcaya Street.

Voters said they are grateful that the Comelec extended the registration of voters until October 30 so they could exercise their right to vote in Eleksyon 2022.

Some of them have tried to register before for three or four times but did not make it to the cutoff.

Voters came with food and chairs, ready for the long wait. They were finally allowed to fall in line outside the Comelec office at 6 a.m. Registration will start at 8 a.m.

Barangay personnel continuously reminded voters to observe physical distancing.

Meanwhile, outside SM City North EDSA, voters slept on the floor while waiting to be allowed inside the voter registration satellite area.

Marikina City

In Marikina City, voters who were at a mall were allowed to enter the parking lot at 3 a.m. on Monday, according to a report by Bam Alegre on Unang Balita.

At 6 a.m., walk-in applicants were given queuing stubs.

Only 200 slots per district will be accommodated at the site.

Fifty slots meanwhile were allotted for the priority lane for senior citizens, pregnant women, persons with disability, and medical frontliners.

COVID-19 Crisis: Total inoculation count in Las Piñas City approaching 820,000

This past weekend, the City Government of Las Piñas announced that its overall inoculation count is approaching 820,000 overall based on their official statistics accurate as of October 8, 2021. Those numbers were released this past weekend on social media, shortly after the Manila Bulletin reported that the city was within reach of achieving herd immunity.

For transparency, posted below is the official image of statistics released by the City Government through social media.

As before, the numbers just don’t add up. 437,441 1st dose count plus 388,336 2nd dose count equals 825,777. That’s a difference of 7,050 more than the official grand total of 818,727.

Regardless, it is still highly commendable for Las Piñas that 86.9% of their target population of 70% got fully vaccinated already (two doses) while almost 98% of the target population got their first dose. Let’s be honest here…vaccinations exceeding 800,000 in less than one year is major achievement.
