The Las Piñas Health and Wellness Caravan, organized by the City Health Office, delivered essential health services to residents of Daniel Fajardo at the Casimiro Townhomes Covered Court on Wednesday, November 6. Over 600 residents took advantage of the free services, showcasing the city’s commitment to delivering accessible healthcare.

The event provided a comprehensive range of medical services, including consultations, blood sugar and cholesterol tests, dental services, ECGs, chest X-rays, and lifestyle-related illness risk screening. Residents also availed of pneumonia vaccinations for senior citizens, free medicines at the pharmacy, and support for PhilHealth registration and the Green Card program. Mobile birth registration and a station offering massages were also available to further support community well-being.

City Vice Mayor April Aguilar was on hand to oversee the health caravan, emphasizing the local government’s dedication to health and wellness. She was joined by City Councilor Mark Anthony Santos and City Council District 1 candidates Alelee Aguilar, Atty. Zardi Abellera, Mac Mac Santos, Robert Cristobal, and Marlon Rosales. A Look Back at Predator #1 (1989)

Welcome back science fiction enthusiasts, 1980s arts and culture enthusiasts, movie fans and comic book collectors! Today we go back to the year 1989 to take a look at a significant event of the Predator entertainment franchise – the comic book launch of Predator.

For the newcomers reading this, Predator started as a sci-fi action movie in 1987 directed by John McTiernan (Die Hard) and starring Arnold Schwarzenegger, Carl Weathers, and Jesse Ventura to name some. The writers and creators were Jim Thomas and John Thomas. As the movie became a huge commercial success, it led to the start of its own multi-media entertainment franchise covering video games, toys, novels and comic books. It also led to the release of more movies including a crossover film with the Alien franchise.

With those details laid down, here is a look back at Predator #1, published in 1989 by Dark Horse Comics with a story written by Mark Verheiden and drawn by Chris Warner. The is the first chapter of a 4-issue mini-series and it would later be referred to as Predator: Concrete Jungle.

Early story

The story begins during a very hot summer day in 1991 New York City. A man killed his own wife using a shotgun which eventually leads to the arrival of cops, medics and his arrest. The two detectives Errol Rasche and John Schaefer (brother of Dutch) have been working together in the local war against crime and they have a tendency to do things that violate their superiors’ orders.

In one of the rundown buildings of New York, a secret meeting between two gangs got terribly disrupted by a Predator who attacked from the outside. Chaos and destruction followed.

Shortly after, Rasche and Schaefer arrive outside the same building which has been surrounded and isolated by the local police. When a man suddenly fell out of the building and crashed on top of a police car, the two detectives decide to enter willfully violating the order to stay out.

Once they enter the room where the secret gang meeting was held, Rasche and Schaefer are shocked to see many skinned and dead bodies inside. Schaefer is convinced that what happened was not the result of a gang war…

Quality

*A gang meeting about to be disrupted by the unseen Predator.*

This comic book – written as a not-too-obvious sequel to the 1987 movie – is absolutely very intriguing to read from start to finish. Mark Verheiden clearly wrote a crime story that happens to involve the species of deadly hunters from outer space. In fact, this comic book has very notable elements that also made it into the core concept of the 1990 movie Predator 2.

Story is set within a massive city that happens to be suffering from a heat wave – check! There is rampant crime and conflicts between gangs – check! The Predator causes huge disruptions on the criminals – check! The detectives willingly violate protocol to solve cases – check! One of the detectives is gradually getting closer to retiring and his pension – check. It’s almost as if this comic book was a huge influence on the people who made Predator 2.

Going back to the story, this is a strong tale of crime and urban war told through the exploits of detectives Schaefer and Rasche who have worked many years together, they treat each other like brothers (similar to Predator 2’s Mike Harrigan and Danny Archuleta).

With their record of disobeying orders, Schaefer and Rasche simply involve themselves in cases believing they have the right know the details on the spot and to solve problems their way even though their superiors don’t need them. This is the anti-authoritarian portrayal of law enforcers that easily reminded me of certain TV shows and movies of the 1980s.

All throughout, the story by Verheiden is nicely structured, has lots of engaging details to follow and carefully blends sci-fi elements with detective storytelling. Verheiden clearly knows how to build up tension, keep the narrative progressing and use action or spectacle with precise timing.

When it comes to the visuals, Chris Warner’s style is very good. His approach on drawing the characters made them look exquisite and visceral at the same time. In fact, there were some shots of people in this comic book which reminded me of Todd McFarlane’s way of drawing people during his early works in comics. Lastly, I should say that Warner’s approach on hard action and his way of drawing of the Predator must be seen.

Conclusion

*Rasche and Schaefer defy orders. Schaefer (holding the gun) is the brother of Arnold Schwarzenegger’s character in the Predator movie of 1987.*

I really enjoyed reading Predator #1 (1989). This is indeed really fine work by the Verheiden-Warner team and as far as building up the lore of the Predator goes, they clearly succeeded and their contributions here strongly influenced the creation of Predator 2 which opened in cinemas in late 1990. This comic book has the visceral touch and violence that make it comparable with both the 1987 and 1990 movies.

Overall, Predator #1 (1989) is highly recommended!

The event served over 800 residents, providing comprehensive medical and wellness services to ensure the community’s health needs were addressed effectively.

Residents had access to different services, including medical consultations, blood sugar and cholesterol testing, blood typing, ECGs, chest X-rays, and dental treatments. The program also included the distribution of free medications, pneumonia vaccinations for senior citizens, lifestyle-related illness risk screening, and assistance with PhilHealth registration. Additionally, the Green Card Help Desk offered support for hospitalization benefits, and mobile birth registration services were made available, alongside an area offering free massages.

The Muntinlupa City government won at the first Digital Democracy Awards organized by the Makati Business Club (MBC) and sponsored by USAID Philippines and Konrad-Adenauer-Stiftung Philippines.

US Ambassador to the Philippines MaryKay Carlson, MBC Chairman Edgar Chua, and Department Of Information And Communications Technology Usec. Jocelle Batapa-Sigue presented the Digital Democracy Champion award to 14 city local government units for their exceptional implementation of Digital Democracy initiatives.

Muntinlupa is one of the 14 winners and it also received the Data Stewardship Award for its “responsible handling of citizen data and dedication to advancing smart city initiatives.”

The 14 LGUs that won and recognized as Digital Democracy Champions “for their dedication to advancing citizen participation and transparency in governance” are: 1. Cagayan de Oro City 2. Leadership Award: Batangas City Mayor Beverley Rose Dimacuha, for her exceptional vision and hands-on leadership in advancing digital initiatives.

CREATE MORE bill signed into law

In a move to make the Philippines a prime investment destination, President Ferdinand “Bongbong” Marcos, Jr., recently signed into law the Corporate Recovery and Tax Incentives for Enterprises to Maximize Opportunities for Reinvigorating the Economy (CREATE MORE) Act, according to a Philippine News Agency (PNA) news article.

President Ferdinand R. Marcos Jr. on Monday signed the Corporate Recovery and Tax Incentives for Enterprises to Maximize Opportunities for Reinvigorating the Economy (CREATE MORE) Act to promote the Philippines as a prime investment destination.

CREATE MORE Act or Republic Act (RA) 12066, signed by Marcos in a ceremony at Malacañan Palace in Manila, builds on the game-changing economic reforms introduced under the CREATE law by making the country’s tax incentives regime more globally competitive, investment-friendly, predictable and accountable.

Marcos said the signing of RA 12066 signifies his administration’s unwavering commitment to empowering the business sector and enhancing their growth prospects.

“We cannot emphasize enough the important role of the business sector in shaping this law. Your feedback has been essential in our efforts to craft policies that make our country truly competitive on the global stage,” Marcos said.

“As we open new doors of opportunity, we drive businesses to reinvest their capital, build upon the workforce, and initiate a ripple effect that will be felt across generations,” he added.

Marcos said the new law is a reflection of the government’s resolve to foster a climate where businesses will flourish and continue to meaningfully contribute to the Philippine economy.

“By establishing clear timelines and deadlines and by limiting compliance requirements to those mandated by law, we are promoting transparency and predictability. And in so doing, we create a more reliable process that instills confidence in investors and in partners alike,” he said.

“To our investors and development partners, let this be our pledge: The Bagong Pilipinas (New Philippines) continues to foster an economy where businesses and investments remain at the heart of our progressive development.”

Under the CREATE MORE Act, the maximum duration of tax incentives availment is extended by 10 years to 27 years from 17 years, to attract strategic and high-quality investments.

Registered business enterprises (RBEs) under the enhanced deductions regime will benefit from a reduced corporate income tax rate of 20 percent.

The new law also grants a 100-percent additional deduction on power expenses to cut the costs for the manufacturing sector.

It also further streamlines the value-added tax (VAT) refund process by limiting the documentary requirements and addressing the VAT concerns raised by export-oriented enterprises.

RA 12066 also introduces various reforms such as the rationalization and streamlining of incentives-related processes to address investors’ pain points and cultivate an investment-friendly climate.

It likewise simplifies local taxation by imposing a local tax on RBEs in lieu of all other local taxes, fees, and charges.

The CREATE MORE law also strengthens the respective mandates of the Fiscal Incentives Review Board (FIRB) and the investment promotion agencies (IPAs).

It institutionalizes the adoption of flexible work arrangements as a business model for RBEs operating inside economic zones and freeports, without disruption in the enjoyment of their tax incentives.

Marcos said the Filipino people would benefit from the passage of the CREATE MORE Act through more and better economic opportunities that uplift their lives, such as high-quality jobs.

The signing of CREATE MORE law is consistent with the Marcos administration’s 8-point socioeconomic agenda.

Lawmakers lauded President Marcos for signing the measure, saying it would stimulate economic growth by attracting foreign direct investments (FDIs).

“With more foreign direct investments that CREATE MORE is expected to generate, more Filipinos will have better employment opportunities that will, in turn, redound to stronger domestic consumption, one of the major drivers of the local economy,” Senator Sherwin Gatchalian said in a statement.

Las Piñas is one of the fourteen National Capital Region (NCR) cities that were declared awardees.

Las Piñas City was honored with the prestigious Seal of Good Local Governance (SGLG) 2024 from the Department of the Interior and Local Government (DILG) in recognition of the smooth and effective governance of the city under the leadership of Mayor Imelda Aguilar and Vice Mayor April Aguilar. This award is only given to local governments that pass the strict standards of DILG in various aspects of public service and governance.

The SGLG focuses on ten key categories, including Financial Administration and Sustainability, which assesses proper and transparent use of city funds; Disaster Preparedness, which ensures disaster preparedness; Social Protection and Sensitivity, which emphasizes addressing the needs of the poor and vulnerable Sector; Health Compliance and Responsiveness, which promotes effective health services; Sustainable Education, which aims to improve the quality of education; Business-Friendliness and Competitiveness, which facilitates business; Safety, Peace, and Order, which promotes safety and order; Environmental Management, which values environmental care; Tourism, Heritage Development, Culture, and Arts, promoting tourism and cultural appreciation; and Youth Development, encouraging active participation of youth in governance.

For 2024, there is a grand total of 714 SGLG awardees nationwide covering cities, municipalities and provinces. Among them are 14 National Capital Region (NCR) cities and Muntinlupa City is one of them.

Parañaque City fails to qualify in 2024 Seal of Good Local Governance (SGLG) list of awardees

Just months after its embarrassing 27^th place finish among highly urbanized cities (HUC) in the 2024 Cities and Municipalities Competitiveness Index (CMCI), the City of Parañaque suffered another setback as it failed to make it in the list of the 2024 Seal of Good Local Governance (SGLG) awardees which the Department of the Interior and Local Government (DILG) released online very recently.

To put things in perspective, there were a total of 96 cities nationwide that were named as awardees of the SGLG for 2024. Among those 96 cities, 14 were from the National Capital Region (NCR). Among the 14 NCR cities, two cities of South Metro Manila made it as awardees – Muntinlupa City and Las Piñas City.

Parañaque City was completely missing from the 2024 list which clearly means it was not an awardee at all. In order to win the SGLG award, the local government unit (LGU) must pass the DILG’s strict standards. For transparency, posted below are images of the lists of the 96 cities that made it as 2024 SGLG awardees.

All in all, there were a total of 714 SGLG awardees for 2024 covering the cities, municipalities and provinces around the country. The 2024 SGLG awardees list was signed by DILG Secretary Juanito Victor C. Remulla. The official Facebook page of SGLG posted below its message to the 2024 awardees:

Hats off to the 714 awardees of the 2024 Seal of Good Local Governance!

Your commitment to excellence in public service and dedication to the principles of good governance have set a remarkable standard for local leadership. Your unwavering dedication to serving the people is an inspiration to us all.

Going back to Parañaque, this is not the first time the city failed to become an SGLG awardee. In 2023 list of SGLG awardees, eleven NCR cities were named and the City of Parañaque was not among them. Look at the image below.

Now that Parañaque City is ending 2024 with a very bad CMCI finish and the failure to qualify for an SGLG award, one has to wonder what has the current City Government been doing with regards to public service, governance, financial administration, disaster preparedness, social protection, health compliance, public safety, peace and order, and more.

#1 Varied videos of Friday The 13^th Part 2 – While it is a fact that Friday The 13^th Part 2 is not exactly a great slasher horror movie, it is still an improvement over its predecessor and first established Jason Voorhees as the deadly antagonist. Its production values were also better as well. Believe it or not, there are lots of retro movie video reviews and movie reaction videos about it and I posted below the best ones you can enjoy.

#2 When people push science too far (dramatized with XCOM games) – Science can be helpful but if scientists allow it to overwhelm and control them, science can be disastrous. In fact, science can make someone much less human. The YouTuber Woahvi made the video below to make a point about going extreme with science while using footage and concepts of the popular video game XCOM: Enemy Unknown (and the sequel) which I myself played a lot. There is a lot of engaging stuff to see in the video and I encourage you to watch it now.

#3 Commiewood in chaos over Donald Trump’s amazing comeback – It is a known fact that Hollywood has too many Commies, woke nuts and other Leftists. Unsurprisingly, Commiewood blindly supported the Democrats and their presidential candidate Kamala Harris. Because Donald Trump pulled off the greatest American comeback by winning the US Presidential Election, Commiewood elements are agonizing and falling apart. Watch and learn from the videos below.

#4 A look at Undercover Cops – I never played Undercover Cops on the arcade nor on console. In fact, I don’t even remember seeing it anywhere back in the 1990s. I recently visited the YouTube channel of PatmanQC and decided to watch his retrospective video about Undercover Cops. It is a fun video to watch to discover what the game is about and what I missed out on. Watch it!
