A Look Back at The Strangers #16 (1994)

Welcome back Ultraverse fans, geeks and comic book collectors! Here is another trip back into the Ultraverse, which for me is the most defining line of superhero comics that was realized in the 1990s. The UV lasted for only a few years and along the way publisher Malibu Comics got acquired by Marvel Comics.

History aside, we are about to explore The Strangers again in the sixteenth issue of the monthly series that was spearheaded mainly by the creative duo of Steve Englehart and Rick Hoberg. Here is a look back at The Strangers #16, published in 1994 by Malibu Comics with a story written by Englehart and drawn by Hoberg.

Early story

The story begins in a local community in California wherein one of the houses is hosting a block party. Already a disturbance to the neighbors (note: police officers had to temporarily close down a short stretch of the public road and restricted others from getting near), the said party offers people a chance to meet in person Atom Bob who has his teammates with him.

During a private meeting, The Strangers discuss what they encountered lately (note: this refers to their encounters with Gangsta and Brazen. Also involved was someone called the Pilgrim. As they keep talking, Lady Killer stressed that they all need to be ready for further encounters.

Meanwhile in the downtown area of the city, three costumed characters (who previously road a cable car just like The Strangers) are plotting something…

Quality

Meet the opposition.

Let me start first with the art done by Rick Hoberg with ink work by Tim Eldred. I should state that since issue #1, Hoberg not only drew characters, places, creatures and backgrounds with his captivating style, he also maintained a high level of quality and proved he can bring any comic book script into life with images. His art is so good, this comic book is fun reading again and again. I should also state that the coloring for this story is very lively and more dream-like in style thanks to the color design by Moose Baumann and interior color by Prisms.

When it comes to the story, this comic book’s concept is pretty unique and Steve Englehart deserves credit for coming up with something fresh while still leaving room for spectacle and characterization. The idea of a block party held in the middle of a community of family homes celebrating the presence of superheroes is cool and it opened up new ways to define the characters not to mention emphasizing how their presence affects people not on the city level but on the local community! Having worked as a local community newspaper journalist myself, I know what’s it like when local communities have special activities or events that bring together (or captivate) the neighbors. Along the way, the dialogue is varied (note: lots of characters other than The Strangers had lines), the portrayal of The Strangers is consistent and the story’s pace flowed smoothly.

Speaking of characterization, there is notable focus on Atom Bob and Lady Killer who already have feelings for each other. As the home of Atom Bob’s family serves as the venue of the party, you will get to see the character interact with the local neighbors and others he personally knew for a long time which is a very refreshing way of developing him. Lady Killer meanwhile tries to maintain balance between being the team’s professional leader and having feelings for Atom Bob while trying to respect his parents.

And then there is a growing group of ultras who intend to destroy The Strangers. It was at this stage in The Strangers monthly series in which a genuine opposition against the title team really started to take shape. The good news is that the Pilgrim and the other opposing ultras were not portrayed as generic bad guys but people who are struggling and have a cause.

There is no doubt that The Strangers #16 (1994) is a whole lot of fun, very compelling and intriguing to read from start to finish. Anyone who loves the title team will find something to enjoy and follow, while those who keep on enjoying the conflict between good-and-evil will find something new and entertaining here. Steve Englehart and Rick Hoberg not only continued to deliver high-quality superhero stories with The Strangers, they really were one of the best creative duos of the 1990s.

COVID-19 Crisis: Muntinlupa City records all-time high recovery rate at 95.83%, 20 days doubling time over the past week

With the rate of COVID-19 transmission largely slowing down in Metro Manila, the City of Muntinlupa recorded a 95.83% recovery rate, an all-time high since the beginning of the pandemic, and improving doubling time at almost twenty days over the past week.

Muntinlupa City Health Officer Dra. Teresa Tuliao reported the improving scenario and recovery rate of infected individuals in Muntinlupa to the city’s COVID-19 Task Force during a Virtual Meeting with Department of Transportation secretary Arthur Tugade yesterday.

On November 3, the City Health Office recorded a significant increase of recovered cases with 33 recoveries in one day reflecting a sharp drop of active cases from 70 as of November 2 to 43 active cases the following day.

Tuliao said the doubling time or the number of days for COVID-19 cases to double in number is now at 19.57 days and the city has only 45 active cases as of November 9, the second lowest recorded among local government units (LGUs) of Metro Manila.

Muntinlupa City also earned the lowest prevalence in the region with a rate of 0.08 as of November 10. The city’s prevalence rate or the number of cases over the total population is below the ‘acceptable rate’ of 1.0.

Further, Tuliao noted that the construction of the 144-bed ‘We Heal As One’ quarantine facility in Pacwood Site, Brgy. Tunasan and weekly coordination with DOTr Sec. Tugade and other DOTr execs contributed to the decrease and slowing down of cases in the city.

As of November 10, the isolation capacity accommodates 12 residents who tested positive for COVID-19 and 5 probable cases. Individuals staying at the facility are given free medicine, food, and hygiene kits.

Another ‘We Heal As One’ Center is being constructed beside the Filinvest Tent in Alabang and the memorandum of agreement with the Filinvest Corporate City is already underway for the launching of the facility.

Self-isolation or admission to city isolation facilities is mandatory for anyone who have undergone COVID-19 swab testing in Muntinlupa under City Ordinance 2020-126.

Recently, the Department of Health – Metro Manila Center for Health Development lauded the city’s strategies as it conferred the COVID-19 Response Service last October in recognition of its programs ensuring the provision of quality health services in the community amid the pandemic.

As of November 9, Muntinlupa City has 4,746 confirmed cases with 4,548 recoveries, 45 active cases, 153 reported deaths, 55 suspect cases, and 306 probable cases.

Muntinlupa City launches ‘Deliver to Recover Program’ with Grab Philippines, 500 drivers to receive additional stimulus package

The City Government of Muntinlupa officially launched the ‘Deliver to Recover Program’ with Grab Philippines in a bid to provide livelihood to tricycle drivers and displaced workers in the city affected by the COVID-19 pandemic.

Mayor Jaime Fresnedi led the launching event and turn-over ceremony of grant packages to the first batch of beneficiaries on Friday together with Congressman Ruffy Biazon and Grab Philippines execs Jackson Tan and Jeanine Tadique.

Fresnedi said the City Government entered into a partnership with Grab Philippines for the registration of 500 city residents who have lost their jobs during the community quarantine, including returning OFWs, to Grab Food and Grab Express Delivery service.

The local exec noted that the city’s economic cluster will also provide a grant package amounting to P7,500 to beneficiaries on top of assistance with their registration to the delivery service company.

“We recognize the challenges faced by Muntinlupa residents whose livelihoods were affected by the lockdown due to the pandemic and we will continue to assist them through various socio-economic projects,” Fresnedi noted.

The first batch of 500 beneficiaries received grant packages which include Grab uniforms, food insulated box, P2,500 worth of e-wallet credit, and P2,500 cash assistance as initial capital.

Muntinlupa City is the only LGU-partner of Grab Philippines in Metro Manila to include a ‘stimulus package’ for its beneficiaries.

Public Employment Service Office – Muntinlupa chief Glenda Aniñon said the registration for the city’s Deliver to Recover Program is still ongoing. Aniñon said city residents aged 21-50 y/o with smartphone and owns a motorcycle or a bicycle can apply to the program.

Muntinlupa City Government extends tax relief anew until November 20, looks for courier service providers

The City Government of Muntinlupa approved a business tax amnesty for the late payment of business taxes due for the second and third quarters amid the economic disruption due to COVID-19 pandemic.

Mayor Jaime Fresnedi signed City Ordinance 2020-146 this past Wednesday effectively waiving penalties and surcharges incurred for the non-payment of 2nd and 3rd quarter business taxes for the year 2020 as assistance to members of the private sector.

Under the local ordinance, the waiver of penalties and surcharges shall have a prospective application and will not pertain to business taxes already settled. All business taxes due for the said period shall however be subject to the penalties and interest prescribed by Muntinlupa Revenue Code if not paid on or before November 20, 2020.

Muntinlupa City Business Permits and Licensing Office advised business taxpayers in the city to settle all outstanding balances on or before the deadline to avoid incurring penalties.

Further, the City Government of Muntinlupa is looking for courier service providers to aid in the distribution of business permit certificates to business locators in the city.

Interested parties may submit their proposals to Muntinlupa City Business Permits and Licensing Office thru their email at bplo.muntinlupa@yahoo.com until 5:00 PM on November 18.

Muntinlupa City has imposed several extension of deadlines of payment of taxes and fees amid the community quarantine in Metro Manila.

In May, Muntinlupa City Council adapted the Department of Finance (DOF) Department Circular (DC) No. 002-2020 through City Ordinance 2020-095 for the uniform adoption and implementation on the extension of deadlines for the payment of local taxes, fees, and charges imposed by local government units from March 25 to June 25, 2020.

The City Government of Muntinlupa has also passed ordinances in March providing a two-month payment extension on Real Property Tax payments and other payables to the City Government for the 1st Quarter, including payment for business taxes and fees for the 2nd Quarter, without penalties, surcharge, and interest.

As of November 4, Muntinlupa City has 4,700 confirmed cases with 4,502 recoveries, 45 active cases, 153 reported deaths, 67 suspect cases, and 282 probable cases.

A Look Back at X-Men #25 (1993)

As an X-Men fan, 1993 was a memorable year for me during my time of collecting comic books and enjoying what was believed to be the modernization of superhero comics in America. Gimmick covers of comic books, the post-event effects of the Death of Superman, the launch of the Ultraverse and then there was the 30th anniversary celebration of the X-Men which was wild.

To put things in perspective, Marvel Comics organized the celebration of the 30th anniversary of Spider-Man releasing lots of merchandise and, most notably, special issues of comic books that came with covers with holograms, more pages for content and a cover price that was more than double than what was normal (note: read my review of one of them). Such comic books were hot stuff for not only Spider-Man fans but also comic collectors who were often hunting for the next great collector’s item that would ensure them great wealth.

Marvel had the same business approach with the 30th anniversary of the X-Men, and there were multiple X-Men-related monthly series of comic book back then. X-Factor #92, X-Force #25, Uncanny X-Men #304, Wolverine #75 and Excalibur #71 all were released with covers with hologram cards on the front, more pages of content and inflated cover prices.

The one 30th anniversary celebration comic book of the X-Men that was most memorable to me was X-Men #25 (Volume 2) and to this day, its plot remains very memorable for its shock value. I bought my copy of this comic book at a store in BF Homes. With the history lesson over, he is my retro review of X-Men #25, published in 1993 by Marvel Comics with a story written by Fabian Nicieza and drawn by Andy Kubert.

Early story

The story begins with the United Nations Security Council’s approval to initiate the alpha and beta parameters of the Magneto Protocols which literally sent waves from the White House to the Kremlin. A short time later, several satellites orbiting the Earth activate and linked with each other to form a protective mesh of electro-magnetic fire. This provokes Magneto (accompanied by Acolytes and Exodus at Avalon) to react by generating a massive pulse wave that affects the entire world. Even the Fantastic Four and Excalibur were not spared.

At the School of Gifted Children, Charles Xavier organizes an urgent meeting with the X-Men. Together they discussed the impact of Magneto’s pulse wave which not only rendered world’s mechanical and technological resources useless but also caused trouble (plane crashes, medical equipment failure, etc.) and deaths. For Xavier, the mere fact their team survived (aided by Shi’ar technology) is a mistake on the part of Magneto considering his capability to wipe out life around the world.

In response to Wolverine’s question, Xavier stated, “We do not have the luxury of time, nor the occasion for nobility…at this point, we are not fighting for the philosophy of a cause, a hope, or a dream, we are fighting for our very survival and if we do not win this fight, this planet will be irrevocably lost to us!”

Quality

The X-Men during their daring mission.

I can clearly declare that when it comes to the combined works done by Fabian Nicieza and Andy Kubert with the X-Men, this particularly story was not only the most ambitious collaboration of theirs but also their most compelling and finest work at the time of publishing. Very strong writing (top-notch characterization, plotting and pacing) and great art really defined this comic book!

Characterization is spot-on! Wolverine is arrogant and gritty as usual, Gambit is still the smooth-talker, Cyclops is the focused leader serving under Xavier, etc.

Without spoiling the major details, I can say that the shocking moments executed were greatly done not for the mere intention of shocking but to break new ground with regards to the characters of Wolverine and Charles Xavier. The first time I read this comic book back in 1993, I was really stunned with those particular scenes and I started to question Wolverine’s durability as well as Xavier’s sanity. And then there was the state of Magneto at the end of the story. The thing about the shocking moments was that there was an adequate amount of build-up leading to them and the pay-off was excellently done.

Conclusion

The immense power of Magneto.

There is no doubt in my mind that X-Men #25 (1993) is the true gem of the entire X-Men 30th anniversary celebration. The creative team led by Nicieza and Kubert really outdid themselves and what happened in this comic book had consequences that lasted for a good number of years. The creative team took big risks and pulled them off nicely as the impact of the story was eventually felt in the years that followed. Lastly, unlike Uncanny X-Men #304 (supposed to be the highlight of X-Men’s 30th anniversary celebration), this comic book is more focused and really had no creative baggage nor filler that got in the way of the storytelling.

If you are seriously planning to buy an existing hard copy of X-Men #25 (1993), be aware that as of this writing, MileHighComics.com shows that the near-mint copy of the regular edition costs $50 while the near-mint copy of the newsstand edition is priced at $150. The near-mint copies of the signed-and-numbered edition and the gold edition cost $210 and $368 respectively.

Overall, X-Men #25 (1993) is highly recommended!

Soft Opening of Skyway Stage 3 this December, Northbound Extension on track for Year-end Completion

Hey fellow South Metro Manila residents and motorists! Do you plan to go to other parts of Metro Manila and further north soon?

Be confident because Skyway Stage 3 (AKA Skyway 3) is set for a soft opening this December and as of this writing the northbound section of the Skyway Extension project is at 70% completed and it should reach 100% by the end of this year. This is not to be confused with Skyway Stage 3’s completion which was in reference to the linking of the northern and southern parts of Luzon. Right now, the people behind the project are working to finish the northbound section for the soft opening. The exact December date for the soft opening still has yet to be revealed.

“We are on track to deliver the northbound section of the Skyway Extension project by December, and with this, motorists from the south can easily access Makati, Manila, San Juan, Quezon City, and the North Luzon Expressway,” said San Miguel Corporation (SMC) president and chief executive officer (CEO) Ramon S. Ang in a press statement.

To put things in perspective, SMC fully funded the project with P10 billion and it is designed to extend the Skyway from Susana Heights on the South Luzon Expressway (SLEX) to Sucat and back, and provide direct access to the elevated section of the Skyway. The South Luzon Expressway (SLEX) and the Muntinlupa Cavite Expressway (MCX) will get connected to the Skyway at Susana Heights which will bypass Alabang and should result seamless and shorter travel from south to north via the Skyway system.

“Under normal Metro Manila conditions, you will be lucky if you can get from SLEX to the North Luzon Expressway in under three hours. You would have to pass through traffic gridlocks in Alabang, Magallanes, practically the whole of EDSA, or various areas through Manila. With the Skyway Extension and the completed Skyway 3, you can get there in 30 minutes without stopping,” Ang further elaborated.

In addition, motorists coming from the provinces of Cavite, Laguna and Batangas will be able to bypass Alabang which should also ease traffic in Muntinlupa as well as along Alabang-Zapote road.

At this point of time, things are really looking very good as far as Luzon highways and Metro Manila travel are concerned. Being able to travel from Alabang to north of Metro Manila and back with much faster speed and much less stress is something I have always dreamed of. That old dream will soon be realized! Keep an eye on the Skyway and the completion of the extension.

Muntinlupa City lauded by DOTr. Secretary Tugado for its disaster risk response efforts to Typhoon Rolly and management of evacuation centers to comply with health protocols

The City Government of Muntinlupa’s mitigation measures and disaster risk response efforts to Typhoon Rolly earned recognition from Department of Transportation Secretary Arthur Tugade during a virtual meeting with the city’s COVID-19 Task Force yesterday.

DOTr Sec. Arthur Tugade lauded the City Government pro-active measures and activation of disaster risk response teams two days ahead of Typhoon Rolly’s landfall in Luzon. Tugade also cited the management of evacuation areas in Muntinlupa and strict enforcement of minimum health protocols including wearing of face masks and social distancing.

At least 2,012 families from low-lying areas and communities along the coastline of Laguna de Bay were evacuated, according to the report of Muntinlupa City Department of Disaster Risk Resilience and Management (MCDRRM).

MCDRRM chief Erwin Alfonso reported Muntinlupa’s preparation for the compounded threat of Typhoon Rolly and COVID-19 such as preemptive evacuation of vulnerable communities, early prepositioning of emergency response resources and equipment, activation of early warning signals, and installation of modular tents in evacuation areas to ensure compliance with physical distancing measures.

Alfonso added that the City Health Office (CHO) have also conducted health, nutrition and COVID-19 monitoring in the evacuation centers and installed breastfeeding station to serve nursing mothers.

DOTr Sec. Tugade recognized the “substantive and effective collaboration” of the national government with Muntinlupa in curbing COVID-19 and responding to disasters and calamities.

Further, Tugade also reported during the virtual meeting that the delivery of container vans for the establishment of an additional We Heal As One Quarantine Facility in Filinvest Tent, Alabang is ongoing. He also noted that a memorandum of agreement with the Filinvest Corporate City is already underway for the launching of the facility.

Recently, a 144-bed We Heal As One quarantine facility was inaugurated in Pacwood Site, Barangay Tunasan for COVID-19 positive, suspect cases, and residents who have undergone swabbing tests. Each room has a comfort room, air-conditioning unit, and supplies. Residents who will occupy the isolation rooms will be given COVID-19 essentials bag consisting of a hygiene kit, vitamins, medicine, thermometer, bedsheet, pillow blanket, and towels, among others.

Mayor Jaime Fresnedi vowed to continue to work with the IATF in improving Muntinlupa’s health system performance, critical care capacity, and stringent compliance to surveillance, isolation, and treatment protocols.

Muntinlupa City records slowing down of transmission rate and a sharp drop of active cases from 768 cases in September 1 to 70 cases in November 2. As of November 2, Muntinlupa City has 4,682 confirmed cases with 4,461 recoveries, 70 active cases, 151 reported deaths, 78 suspect cases, and 342 probable cases.

How fast time flies. The much-anticipated launching of the premium Xbox Series X and the budget-friendly Xbox Series S next-generation consoles from Microsoft will launch 9 days from now. Before the end of October, an article was posted at Xbox.com which confirms what has been speculated for some time now – the next-generation Xbox consoles indeed have AMD’s RDNA 2 technology complete with unique technological features.

For the newcomers reading this, RDNA 2 is defined as follows: The custom designed processor in the Xbox Series X and Xbox Series S leverages RDNA 2, the latest next generation graphics architecture from our partners at AMD. RDNA 2 provides a significant advancement in performance and efficiency as well as next generation graphics features such as hardware accelerated raytracing and variable rate shading.

More on the article by Technical Fellow Andrew Goossen and Director of Program Management Jason Ronald, Team Xbox congratulated and celebrated their amazing partners at AMD with regards to the announcement of Radeon RX 6000 Series of GPUs (graphics processing units) which use the RDNA 2 architecture. Microsoft and AMD’s business relationship has lasted fifteen long years and it started with the Xbox 360 console which was a very memorable, fun-led console I had.

For the next-generation of console gaming, Microsoft and AMD’s strategic partnership is already making things look exciting. Here’s a big confirmation from the Xbox.com article: Xbox Series X|S are the only next-generation consoles with full hardware support for all the RDNA 2 capabilities AMD showcased today.

Here’s a detailed excerpt: AMD’s latest RDNA 2 architecture delivers a significant increase in performance and efficiency over previous architectures, as well as adding new hardware acceleration capabilities including hardware accelerated DirectX Raytracing, Mesh Shaders, Sampler Feedback and Variable Rate Shading. Hardware accelerated DirectX Raytracing, showcased at launch by titles such as Ubisoft’s Watch Dogs: Legion, enables developers to deliver a new level of visual fidelity and immersion through techniques such as realistic lighting, shadows, reflections and acoustics. Mesh Shaders can manipulate geometry in real time to provide a high level of fidelity and flexibility that developers have never had before. Sampler Feedback greatly improves memory efficiency by allowing games to load into memory, with fine granularity, only the portions of textures that the GPU needs for a scene, as it needs it, providing an effective 2.5x memory and bandwidth multiplier beyond the raw hardware capabilities. Sampler Feedback also enables efficient creation and shading of textures on-demand.

Finally, Variable Rate Shading (VRS) delivers much finer grain control on how developers can leverage the full power of the Xbox Series X|S by enabling developers to focus their GPU resources on the areas of a frame that most benefit without reducing the overall image quality. By leveraging techniques like VRS, games such as Gears 5 can see performance increases up to 15% and beyond resulting in higher, more consistent frame rates and resolution at the exact same image quality. All of these next-generation capabilities are available via hardware in both the Xbox Series X and Series S and we are excited for them to also come to PC, providing a common set of features that developers can rely on when developing their games across console and PC.

At the very beginning of development of the Xbox Series X | S, we knew we were setting the foundation for the next decade of gaming innovation and performance across console, PC and cloud. To deliver on this vision we wanted to leverage the full capabilities of RDNA 2 in hardware from day one. Through close collaboration and partnership between Xbox and AMD, not only have we delivered on this promise, we have gone even further introducing additional next-generation innovation such as hardware accelerated Machine Learning capabilities for better NPC intelligence, more lifelike animation, and improved visual quality via techniques such as ML powered super resolution.

In our quest to put gamers and developers first we chose to wait for the most advanced technology from our partners at AMD before finalizing our architecture. Boom! The two Xbox Series consoles have the complete features of RDNA 2 technology. The wait that Team Xbox had to go through was worth it. In the years to come, the terms DirectX Raytracing, Mesh Shaders, Sampler Feedback and Variable Rate Shading will be more discussed as game designers create more of their projects for Xbox Series S, Xbox Series X and Windows 10 PCs equipped with RDNA 2-based GPUs.

To make things clear to everyone, here are the definitions:

Hardware Accelerated DirectX Raytracing (DXR) – From improved lighting, shadows and reflections as well as more realistic acoustics and spatial audio, raytracing enables developers to create more physically accurate worlds. For the very first time in a game console, Xbox Series X and Xbox Series S include support for high performance, hardware accelerated raytracing. Xbox Series X and Xbox Series S use a custom-designed GPU leveraging the latest innovation from our partners at AMD and built in collaboration with the same team who developed DirectX Raytracing. Developers will be able to deliver incredibly immersive visual and audio experiences using the same techniques on PC and beyond.

Mesh Shading – Mesh shading will enable developers to dramatically improve the performance and image quality when rendering a substantial number of complex objects in a scene. As an example, mesh shaders could enable the player to experience asteroid belts and fields of flowers in more pristine detail without seeing a loss in performance.

Sampler Feedback Streaming (SFS) – A component of the Xbox Velocity Architecture, SFS is a feature of the Xbox Series X and Xbox Series S hardware that allows games to load into memory, with fine granularity, only the portions of textures that the GPU needs for a scene, as it needs it. This enables far better memory utilization for textures, which is important given that every 4K texture consumes 8MB of memory. Because it avoids the wastage of loading into memory the portions of textures that are never needed, it is an effective 2.5x multiplier on average on both amount of physical memory and SSD performance.

Variable Rate Shading (VRS) – Variable Rate Shading increases GPU efficiency by concentrating shader work where it’s most needed and reducing shader work in areas where it won’t be noticeable. With minimal developer effort, VRS significantly improves GPU performance resulting in more stable and higher resolutions and frame rates with no perceptible loss in visual quality.

Remember when I mentioned many times before that Xbox is an ecosystem composed of Xbox game consoles, Windows 10 PC and smartphones (supported by Project xCloud) backed with the fast-growing Xbox Game Pass (XGP) subscription service? With all the technical information and explanations above, the strategic partnership between Microsoft and AMD is much greater than just hardware and features…it also serves as a foundation for supporting Xbox ecosystem users regardless of what hardware they use.

While it is a fact that AMD also partnered with Sony for the PlayStation 5 (PS5) consoles, so far the Japan-based corporation has not boldly stated anything about having full-featured RDNA 2 on their next-generation consoles. While we don’t know what exactly Jim Ryan and Mark Cerny know behind the scenes at PlayStation headquarters right now, it is clear that their team strongly focused on the PS5’s SSD (solid state drive) and tried to manipulate people into believing it is the next big thing. It seems like the PlayStation guys, whose idolaters are still restless and agonizing over the Xbox-Bethesda deal until now, just could not admit that the AMD technology PS5 has is actually inferior to what the Xbox Series consoles have.
