Muntinlupa City lauded by DOTr. Secretary Tugado for its disaster risk response efforts to Typhoon Rolly and management of evacuation centers to comply with health protocols

The City Government of Muntinlupa’s mitigation measures and disaster risk response efforts to Typhoon Rolly earned recognition from Department of Transportation Secretary Arthur Tugade during a virtual meeting with the city’s COVID-19 Task Force yesterday.

DOTr Sec. Arthur Tugade lauded the City Government pro-active measures and activation of disaster risk response teams two days ahead of Typhoon Rolly’s landfall in Luzon. Tugade also cited the management of evacuation areas in Muntinlupa and strict enforcement of minimum health protocols including wearing of face masks and social distancing.

At least 2,012 families from low-lying areas and communities along the coastline of Laguna de Bay were evacuated, according to the report of Muntinlupa City Department of Disaster Risk Resilience and Management (MCDRRM).

MCDRRM chief Erwin Alfonso reported Muntinlupa’s preparation for the compounded threat of Typhoon Rolly and COVID-19 such as preemptive evacuation of vulnerable communities, early prepositioning of emergency response resources and equipment, activation of early warning signals, and installation of modular tents in evacuation areas to ensure compliance with physical distancing measures.

Alfonso added that the City Health Office (CHO) have also conducted health, nutrition and COVID-19 monitoring in the evacuation centers and installed breastfeeding station to serve nursing mothers.

DOTr Sec. Tugade recognized the “substantive and effective collaboration” of the national government with Muntinlupa in curbing COVID-19 and responding to disasters and calamities.

Further, Tugade also reported during the virtual meeting that the delivery of container vans for the establishment of an additional We Heal As One Quarantine Facility in Filinvest Tent, Alabang is ongoing. He also noted that a memorandum of agreement with the Filinvest Corporate City is already underway for the launching of the facility.

Recently, a 144-bed We Heal As One quarantine facility was inaugurated in Pacwood Site, Barangay Tunasan for COVID-19 positive, suspect cases, and residents who have undergone swabbing tests. Each room has a comfort room, air-conditioning unit, and supplies. Residents who will occupy the isolation rooms will be given COVID-19 essentials bag consisting of a hygiene kit, vitamins, medicine, thermometer, bedsheet, pillow blanket, and towels, among others.

Mayor Jaime Fresnedi vowed to continue to work with the IATF in improving Muntinlupa’s health system performance, critical care capacity, and stringent compliance to surveillance, isolation, and treatment protocols.

Muntinlupa City records slowing down of transmission rate and a sharp drop of active cases from 768 cases in September 1 to 70 cases in November 2. As of November 2, Muntinlupa City has 4,682 confirmed cases with 4,461 recoveries, 70 active cases, 151 reported deaths, 78 suspect cases, and 342 probable cases.

Before the end of October, an article was posted at Xbox.com which confirms what has been speculated for some time now – the next-generation Xbox consoles indeed have AMD’s RDNA 2 technology complete with unique technological features.

For the newcomers reading this, RDNA 2 is defined as follows: The custom designed processor in the Xbox Series X and Xbox Series S leverages RDNA 2, the latest next generation graphics architecture from our partners at AMD. RDNA 2 provides a significant advancement in performance and efficiency as well as next generation graphics features such as hardware accelerated raytracing and variable rate shading.

More on the article by Technical Fellow Andrew Goossen and Director of Program Management Jason Ronald, Team Xbox congratulated and celebrated their amazing partners at AMD with regards to the announcement of Radeon RX 6000 Series of GPUs (graphics processing units) which use the RDNA 2 architecture. Microsoft and AMD’s business relationship has lasted fifteen long years and it started with the Xbox 360 console which was a very memorable, fun-led console I had.

For the next-generation of console gaming, Microsoft and AMD’s strategic partnership is already making things look exciting. Here’s a big confirmation from the Xbox.com article: Xbox Series X|S are the only next-generation consoles with full hardware support for all the RDNA 2 capabilities AMD showcased today.

Here’s a detailed excerpt: AMD’s latest RDNA 2 architecture delivers a significant increase in performance and efficiency over previous architectures, as well as adding new hardware acceleration capabilities including hardware accelerated DirectX Raytracing, Mesh Shaders, Sampler Feedback and Variable Rate Shading. Hardware accelerated DirectX Raytracing, showcased at launch by titles such as Ubisoft’s Watch Dogs: Legion, enables developers to deliver a new level of visual fidelity and immersion through techniques such as realistic lighting, shadows, reflections and acoustics. Mesh Shaders can manipulate geometry in real time to provide a high level of fidelity and flexibility that developers have never had before. Sampler Feedback greatly improves memory efficiency by allowing games to load into memory, with fine granularity, only the portions of textures that the GPU needs for a scene, as it needs it, providing an effective 2.5x memory and bandwidth multiplier beyond the raw hardware capabilities. Sampler Feedback also enables efficient creation and shading of textures on-demand.

Finally, Variable Rate Shading (VRS) delivers much finer grain control on how developers can leverage the full power of the Xbox Series X|S by enabling developers to focus their GPU resources on the areas of a frame that most benefit without reducing the overall image quality. By leveraging techniques like VRS, games such as Gears 5 can see performance increases up to 15% and beyond resulting in higher, more consistent frame rates and resolution at the exact same image quality. All of these next-generation capabilities are available via hardware in both the Xbox Series X and Series S and we are excited for them to also come to PC, providing a common set of features that developers can rely on when developing their games across console and PC.

At the very beginning of development of the Xbox Series X | S, we knew we were setting the foundation for the next decade of gaming innovation and performance across console, PC and cloud. To deliver on this vision we wanted to leverage the full capabilities of RDNA 2 in hardware from day one. Boom! The two Xbox Series consoles have the complete features of RDNA 2 technology. The wait that Team Xbox had to go through was worth it. In the years to come, the terms DirectX Raytracing, Mesh Shaders, Sampler Feedback and Variable Rate Shading will be more discussed as game designers create more of their projects for Xbox Series S, Xbox Series X and Windows 10 PCs equipped with RDNA 2-based GPUs.

To make things clear to everyone, here are the definitions:

Hardware Accelerated DirectX Raytracing (DXR) – From improved lighting, shadows and reflections as well as more realistic acoustics and spatial audio, raytracing enables developers to create more physically accurate worlds. For the very first time in a game console, Xbox Series X and Xbox Series S include support for high performance, hardware accelerated raytracing. Xbox Series X and Xbox Series S use a custom-designed GPU leveraging the latest innovation from our partners at AMD and built in collaboration with the same team who developed DirectX Raytracing. Developers will be able to deliver incredibly immersive visual and audio experiences using the same techniques on PC and beyond.

Mesh Shading – Mesh shading will enable developers to dramatically improve the performance and image quality when rendering a substantial number of complex objects in a scene. As an example, mesh shaders could enable the player to experience asteroid belts and fields of flowers in more pristine detail without seeing a loss in performance.

Sampler Feedback Streaming (SFS) – A component of the Xbox Velocity Architecture, SFS is a feature of the Xbox Series X and Xbox Series S hardware that allows games to load into memory, with fine granularity, only the portions of textures that the GPU needs for a scene, as it needs it. This enables far better memory utilization for textures, which is important given that every 4K texture consumes 8MB of memory. Because it avoids the wastage of loading into memory the portions of textures that are never needed, it is an effective 2.5x multiplier on average on both amount of physical memory and SSD performance.

Variable Rate Shading (VRS) – Variable Rate Shading increases GPU efficiency by concentrating shader work where it’s most needed and reducing shader work in areas where it won’t be noticeable. With minimal developer effort, VRS significantly improves GPU performance resulting in more stable and higher resolutions and frame rates with no perceptible loss in visual quality.

Remember when I mentioned many times before that Xbox is an ecosystem composed of Xbox game consoles, Windows 10 PC and smartphones (supported by Project xCloud) backed with the fast-growing Xbox Game Pass (XGP) subscription service? With all the technical information and explanations above, the strategic partnership between Microsoft and AMD is much greater than just hardware and features…it also serves as a foundation for supporting Xbox ecosystem users regardless of what hardware they use.

While it is a fact that AMD also partnered with Sony for the PlayStation 5 (PS5) consoles, so far the Japan-based corporation has not boldly stated anything about having full-featured RDNA 2 on their next-generation consoles. While we don’t know what exactly Jim Ryan and Mark Cerny know behind the scenes at PlayStation headquarters right now, it is clear that their team strongly focused on the PS5’s SSD (solid state drive) and tried to manipulate people into believing it is the next big thing. It seems like the PlayStation guys, whose idolaters are still restless and agonizing over the Xbox-Bethesda deal until now, just could not admit that the AMD technology PS5 has is actually inferior to what the Xbox Series consoles have.

Muntinlupa City Government receives bikes donated by Senator Pia Cayetano

Recently the Office of Senator Pia Cayetano donated ten bikes to government workers and frontliners in Muntinlupa City as part of their PILIPINAS in Action Program. Vice Mayor Artemio Simundac received the donation yesterday together with other local officials at Muntinlupa Sports Complex, Tunasan. Mayor Jaime Fresnedi extends his thanks to Sen. Cayetano for her donation and says that it will help local employees in their mobility. Muntinlupa approves ordinance to ban weekday karaoke and other distracting noises during online classes

In a bid to assist students and teachers during synchronous classes, including employees on a work-from-home set-up, the City Government of Muntinlupa is banning the use of videoke and other activities that create unnecessary noise disturbing residents in their study time and work at home.

Mayor Jaime Fresnedi signed City Ordinance 2020-142 regulating the use of karaokes, videokes, and other similar equipment causing noise pollution in the community during weekdays and limiting its use and operation on weekends.

Fresnedi said the City Government recognizes the challenges of city residents in adjusting to distance and blended learning, as well as the working public, and how loud noises can distract them from concentrating on their activities.

Under the local ordinance, the use of karaokes, videokes, and other sound-making devices will only be allowed from 6:00am to 10:00pm during Saturdays and to 6:00am to 8:00pm during Sundays.

However, public announcements made by local and national government agencies using sound-producing machines/devices are exempted from the implementation of the ordinance. Residents who will violate the ordinance shall be penalized with a fine from P2,000.00 to P5,000.00 or imprisonment of not more than thirty (30) days, or both.

Members of the Philippine National Police-Muntinlupa, Public Order and Security Office, City Security Office, Barangay Chairpersons and their personnel are set to augment monitoring and roving operations in the community to implement the regulation on videokes and other noise-making devices.

Recently, the City Government of Muntinlupa provided the first batch of 2,557 laptops and 28 photocopiers for public school teachers in a bid to help them adapt to distance learning amid the COVID-19 pandemic.

All Muntinlupa public school teachers in elementary, junior and senior high schools, including school heads, will each receive a brand new laptop with specifications prescribed by the Department of Education. Students who are in need will also receive tablets to help them access online learning resources.

Further, the Muntinlupa City Council also passed an ordinance imposing relaxed curfew hours in the city from 12:00 AM to 4:00 AM until November 30 and 12:00 AM to 3:00 AM beginning December 1 during the Community Quarantine.

The City Council also approved the easing of age-based stay-at-home restrictions allowing persons who are at least 18 and not over 65 years old in Muntinlupa to go out of their residence unless expressly prohibited under the national and local issuances.

As of October 26, Muntinlupa City has 4,609 confirmed cases with 4,390 recoveries, 69 active cases, 150 reported deaths, 114 suspect cases, and 403 probable cases.

Muntinlupa City approves Anti-Prank Callers Ordinance, violating minors to face suspension of LGU scholarship grant

Individuals making prank calls to any emergency hotlines in Muntinlupa City will now be penalized through a local ordinance, while violating minors may face withdrawal of their scholarship grant from the City Government.

Recently, mayor Jaime Fresnedi signed into law Muntinlupa City Ordinance No. 2020-141 or the Anti-Prank Callers Ordinance to prohibit malicious and improper use of Muntinlupa City’s emergency hotlines and to ensure that the City Government can urgently respond to emergencies and crisis situations. The mayor stressed that emergency hotlines established by the City Government of Muntinlupa for responding to emergencies shall be free from receiving unnecessary calls at all times.

Fresnedi warned violators that the City Government will be partnering with the National Bureau of Investigation (NBl), National Telecommunications Commission (NTC), and Philippine National Police (PNP) for the identification of prank callers.

Under the local ordinance, making a false request or false alarm of an emergency will be penalized. Other prohibited acts include: willful conveying of fraudulent report to cause confusion or panic, making a malicious call to trick someone with the intention to threaten, harass, intimidate, or solicit any comment, request, or sound obscene and indecent, and repeatedly initiating unnecessary calls without speaking, deliberately hanging up or breaking the service connection as or after the call is answered.

Violators will face a penalty of up to P5,000 or imprisonment of 30 to 90 days. The number used to make the prank call shall be the primary determinant of the person to be prosecuted under the local ordinance.

For violators who are minors, a mandatory whole-day seminar shall be imposed by the Muntinlupa City Department of Disaster Resilience and Management (MCDDRM) for first offense. Violating minors shall also face withdrawal of scholarship gran from the local government or incur P300 penalty (non-grantee) for second offense, and P500 for third and succeeding offenses. The fine shall be charged against the minor’s parents or guardians.

Last month, Muntinlupa City launched its local Emergency Hotline “137-175” in a bid to streamline the reporting of emergency cases and incidents, including quick response for emergency rescue cases which require police assistance, firefighter rescue services, traffic rescue services, and ambulance medical services.

Emergency calls received through the hotline are processed in the Muntinlupa City Command Center by designated officers from MCDDRM, Muntinlupa City Rescue, Muntinlupa City Health, Muntinlupa City Traffic and Management Bureau, Muntinlupa City Police Station, and Bureau of Fire Protection – Muntinlupa for coordination to their respective units.

As of October 21, Muntinlupa City has 4,578 confirmed cases with 4,351 recoveries, 78 active cases, 149 reported deaths, 126 suspect cases, and 410 probable cases.

Looking good on the way to Xbox Series consoles launch, Part 5

The past few weeks, I’ve been discussing the launch games lineup and future games for Xbox Series S and Xbox Series X, the significance of backward compatibility the new consoles have and the tremendous impact of the Xbox-Bethesda deal on the games industry as a whole.

Today, I saw Zalker 87’s YouTube video focused on the fact that Team Xbox hired several game developers from Sony to beef up the growing roster of very experienced game makers in The Initiative, the one Xbox Games Studios team that Microsoft established in 2018 to create great, big-budget games for the Xbox ecosystem. To say the least, the future for Xbox fans and gamers in general is looking very promising, and the fun will start with the launch of Xbox Series S and Xbox Series X on November 10, 2020. A lot really has been going on at the side of Team Xbox. Apart from the many developments that resulted from the Xbox-Bethesda deal, Microsoft continues to pour in more funds into the many game projects under production from the many game studios under the Xbox Game Studios umbrella, and hire more people to work on their projects. Clearly Obsidian Entertainment, Ninja Theory, inXile, The Coalition, 343 Industries, Playground Games, Turn 10 and other 1st party studios of Team Xbox are all busy making their respective games right now!

To put things in perspective, Sony and its first-party PlayStation teams have a solid track record of producing high-quality, fun-loaded, story driven 3rd person action-adventure games which went on to receive huge acclaim from the game critics and sold a lot. Such games are what are sorely lacking on the side of Team Xbox and it only made sense for Microsoft to use its massive resources to hire the great game makers from Sony’s 1st party studios and put them in The Initiative.

More on The Initiative, the studio recently hired more talents from Sony’s acclaimed studio Naughty Dog: Lee Davis who worked previously as the head of melee animation and Lauren Garcia who was the character shading technical director. Under The Initiative, Davis is the lead gameplay animator while Garcia is the senior shading technologies executive. The two former Naughty Dog experts were involved in the production of Sony’s The Last of Us: Part 2. In a Twitter post, Garcia expressed happiness about joining The Initiative calling it an incredible team. He thanked Xbox chief Phil Spencer as well.

Before hiring the two former Naughty Dog experts, Microsoft also hired Christian Cantamessa whose best known work was writing (as lead writer) Red Dead Redemption for Rockstar Games, Brian Westergaard (the lead producer on God of War), Remi Lacoste (director of Marvel’s Avengers and Shadow of The Tomb Raider), Christine Thompson (the lead writer for Destiny 2) plus many others which The Initiative studio head Darrell Gallagher confirmed.

As you can see, The Initiative is literally an all-star team of very experienced and high achieving game makers who were previously involved in blockbuster games as well as other ambitious projects. Their first project still has not been revealed so far, although it has been alleged that it could be related to the Perfect Dark franchise which Microsoft owns. Whatever story concept it will have, whatever game design it will come with (note: I personally expect a 3rd person action-adventure in design with a cinematic feel and highly advanced animation for immersion) and whatever new characters it will introduce, you can bet that The Initiative’s expected first game will catch a lot of attention once Team Xbox makes the official unveiling of it. When and where? We don’t know and only Phil Spencer knows.

Ultimately, The Initiative is contributing to Xbox Game Studio’s upcoming wave of high-quality, 1st party video games that will be released for each of the next five years through the Xbox ecosystem (targeting users of Xbox Series S, Xbox Series X, Windows 10 PC and mobile phones supported by Project xCloud). In other words, Sony and its PlayStation division have serious competition coming.

COVID-19 Crisis: Muntinlupa records lowest COVID-19 prevalence, 2nd lowest active cases in NCR

Muntinlupa City records the lowest COVID-19 prevalence in Metro Manila and the second lowest active cases in the region, a sharp drop of from 768 cases in September 1 to 89 cases as of October 19.

Muntinlupa City Health Officer Dra. Teresa Tuliao reported the improvement in COVID-19 cases in the city to Department of Transportation Secretary Arthur Tugade, Mayor Jaime Fresnedi, and members of the local task force in a virtual meeting last October 20.

Tuliao said the recovery rate has further improved to 94.80%, an all-time high since the start of the pandemic, and Muntinlupa City now has the second lowest active cases in NCR following the Municipality of Pateros with over 49 active cases. She reported that no COVID-19 related fatality has been recorded over the last week.

The local health officer noted that Muntinlupa earned the lowest prevalence among Metro Manila cities with a rate of 0.16. The city’s prevalence rate or the number of cases over the total population is below the ‘acceptable rate’ of 1.0.

As of October 19, the doubling time in Muntinlupa City is at 17.94 days. Doubling time refers to the number of days for COVID-19 cases to double in number and the standard rate of transmission should be at 7-30 days to be considered decelerating. Tuliao said the improvement can be accounted to the city’s holistic approach in curbing COVID-19 which include surveillance-isolation-treatment strategies, intensified targeted mass testing, contact tracing, psychosocial interventions, and massive information drives, among others.

Muntinlupa CHO has conducted at least 18,944 swab tests as of October 19 which is equivalent to 3.50% of the city’s population. The city surpassed the national target of testing two percent of the population.

Self-isolation or admission to city isolation facilities is mandatory for anyone who have undergone COVID-19 swab testing in Muntinlupa under City Ordinance 2020-126. Currently, there are 6 occupants in the facility from Barangay Ayala Alabang and Barangay Putatan.

DOTr Sec. Arthur Tugade lauded Muntinlupa’s strategies towards the fight against COVID-19 and vowed to continue to support the city’s COVID-19 response efforts. Tugade was assigned by the IATF to monitor Muntinlupa’s health system performance, critical care capacity, and stringent compliance to surveillance, isolation, and treatment protocols.

The Department of Health – Metro Manila Center for Health Development also lauded this development as it conferred the COVID-19 Response Service Award to Muntinlupa City last October 16 in recognition of its programs ensuring the provision of quality health services in the community amid the pandemic.

Mayor Jaime Fresnedi welcomes the improvement of COVID-19 situation in the city highlighting the significant decrease of cases being monitored from by the hundreds down to the tens. However, the local exec warns residents not to be complacent with the positive results. He urged the public to continue to strictly follow minimum health protocols and safety measures such as wearing of face masks, observing physical distancing and washing of hands.

As of October 19, Muntinlupa City has 4,559 confirmed cases with 4,322 recoveries, 89 active cases, 148 reported deaths, 144 suspect cases, and 402 probable cases.

MMDA, UPCMCFI laud Muntinlupa City as it earns positive rating in Metro Manila Smoke-Free Policy Compliance Study

In a recent study conducted by the Metro Manila Development Authority (MMDA) and the University of the Philippines College of Mass Communication Foundation, Inc. on the compliance level of NCR cities in implementing Smoke-Free Policies, the City of Muntinlupa earns a high rating receiving a ‘Very Satisfactory’ remark.

MMDA and UPCMCFI presented the results to members of the Muntinlupa City Smoke-Free Task Force last October 16 during a virtual meeting with Metro Manila LGUs execs.

Muntinlupa City earned a Very Satisfactory rating with a compliance rate of 74.1% in the Smoke-Free Policy Compliance Study among Metro Manila cities conducted last December 2019 to February 2020.  MMDA and UPCMCFI lauded the city’s strong commitment in promoting a healthy environment through the regulation of tobacco products. Local government units were assessed in four compliance metrics namely Advertising and Promotions, Enforcement, Selling, and Smoking Behavior in three observation venues including school (within 100m vicinity), transportation terminals, and moving public utility vehicles.

Among the compliance metrics, Muntinlupa City earned the highest rating on Advertising and Promotions with 99.1% and Smoking Behavior with 79.4%.

Mayor Jaime Fresnedi expressed his gratitude to MMDA and UPCMCFI for the recognition and vowed to continue its advocacy towards a smoke-free city especially amid the pandemic.

“We continually urge the public to quit smoking and live a healthy lifestyle especially amid the pandemic as a preventive measure against complications brought about by COVID-19,” Fresnedi said.

Muntinlupa City is a pioneer in enacting a Comprehensive Smoke Free Ordinance through City Ordinance No. 17-072 following President Rodrigo Duterte’s Executive Order (EO) No. 26 or known as the Nationwide Smoking Ban. Under the local ordinance, the use and distribution of cigarette and tobacco products are prohibited in the city.

Since its implementation last 2017, the Department of Health (DOH) has conferred the Red Orchid Award to the City Government of Muntinlupa for two consecutive years (2018-2019) in recognition of its outstanding initiatives against tobacco use.

Muntinlupa City approves landmark Freedom of Information ordinance, 4th in NCR

The City Government of Muntinlupa approved the landmark Freedom of Information Ordinance of 2020, the 4th city in the National Capital Region (NCR) to localize the FOI bill, to ensure transparency in local governance.

Mayor Jaime Fresnedi signed the Ordinance 2020-139 or known as the FOI Ordinance of 2020 On October 14, 2020 to give Muntinlupa as well as non-Muntinlupa residents access to information, officials’ records, public records and documents, and papers pertaining to official acts, among others.

Fresnedi said the City Government recognizes the importance of the people’s right to government information by providing a local mechanism to ensure that these rights are respected and upheld.

City Ordinance 2020-139 is an adoption of Executive Order No.2 s. 2016 upholding the right of people to information on matters of public concern. Muntinlupa City is the 4th LGU in NCR to enact an FOI ordinance following Pasig, Valenzuela, and Quezon City.

Under the local ordinance, departments in Muntinlupa LGU are required to make public records available such as contracts, transactions and any information requested by a member of the public, except for sensitive information and matters affecting national security.

Any person who request access to information may consult the local FOI Focal Person for the processing of a request or may go directly to the concerned office that has the information being requested.

If the retrieved information has been approved for release, the FOI Receiving Officer shall immediately notify the requestor of the decision and release the information within fifteen (15) working days upon receipt of request.

Failure of any government officer to comply with the provisions of the ordinance shall be ground for reprimand for first offense, suspension of one (1) to thirty days for second offense, or dismissal from the service for third offense.

Muntinlupa Public Information Officer Tez Navarro said the City Government supports the Presidential Communications Operations Office’s thrust on continuing proactive information disclosure efforts in the spirit of openness and transparency.

She noted that the IRR is still underway but the public can now coordinate with the Public Information Office being designated as the FOI concerned office.
