Due to a lack of participants who registered, the  Alabang Hills Village Association (AHVA) announced that the Fire Prevention and Safety Seminar has been rescheduled from the original March 4, 2023 date all the way to April 29, 2023. The AHVA reached out to its other members to get registered for the seminar and they can do it online by clicking https://alabanghillsvillage.com/fire-prevention-safety

We are postponing the Fire Prevention & Safety Seminar from Saturday, March 4, 2023 to Saturday, April 29, 2023. This is as per earlier bulletin where we announced that unless we would reach a registration target of at least 100, we would need to postpone the seminar to a later date. Only 69 participants registered for the March 4 event.

We invite all those who registered for the March 4 seminar to please re-register for the April 29 seminar.

To all those who did not register for the March 4 seminar, we encourage you to take advantage of this free and critically important training opportunity and register for the April 29 seminar.

The online registration system for the April 29 seminar is now open.

To register, log on to the AHVA website, click on the EVENTS tab, and then click on “Fire Prevention Seminar” and fill in the Registration Form. Registrations are being accepted on a first-come/first-serve basis.

The link will take you directly to the Fire Prevention & Safety Registration Form if you are already logged on to the AHVA website. Over 50 displaced families in Muntinlupa receive assistance from City Government

Recently in the progressive city of Muntinlupa, 51 families who were displaced by a fire that consumed their homes and items in Barangay Poblacion received assistance from the City Government, according to a Manila Bulletin news report. The 51 families is composed of over one hundred eighty individuals.

The Muntinlupa City government has provided assistance to 51 families or 185 individuals who were displaced when a fire hit a residential area in Barangay Poblacion on Feb. 17.

According to the Muntinlupa City Fire Station, the fire razed houses at No. 209 Bukal Street at about 6:01 a.m. The fire was placed under control at 6:48 a.m. and was put out at 7:01 a.m.

No one was injured in the fire. Authorities are investigating the cause of the incident.

Mayor Ruffy Biazon immediately ordered city departments to provide assistance to the affected families as he visited the area and met with residents.

“We provided food packs and non-food items such as slippers, pails, cooking utensils, mats and basic necessities. And we will also ask help from the DSWD [Department of Social Welfare and Development], national government for additional assistance,” said Biazon.

The Muntinlupa Social Services Department (SSD) led in the distribution of relief goods to the families while the City Health Office provided medical assistance and hygiene kits.

The families were given family kits (such as shirts, shorts, underwear and towels), kitchen kits (spoons, forks, frying pan, ladle, drinking glasses, bowls, pots and plates), sleeping kits (mosquito nets, mats, folding beds and blankets), food relief (50 kilos of rice, 25 assorted canned goods, oatmeal, sugar and coffee), and hygiene kits (nail cutter, powder, towel, diaper, napkin, toothpaste, toothbrush, bath soap and shampoo).

The Metro Manila Council (MMC) – a special governing body composed of incumbent mayors of cities of Metropolitan Manila – now has a new leader and as the Christmas holidays are nearing, they will soon release official guidelines regarding the use of firecrackers, the Manila Bulletin reported.

San Juan City Mayor and Metro Manila Council (MMC) President Francis Zamora said the MMC is set to release guidelines on the firecracker ban to be implemented in the National Capital Region (NCR) as part of its efforts to minimize the number of injuries caused by the misuse of firecrackers during the new year revelry.

During the joint session of the MMC and the Regional Development Council (RDC) which he co-chairs, Zamora said that the Metro Manila mayors will convene to discuss the guidelines they will implement regarding the firecracker ban which was first imposed by former President Rodrigo Duterte in 2017.

Executive Order no. 28, “Providing For The Regulation and Control of the Use of Firecrackers And Other Pyrotechnic Devices,” bans individuals from using firecrackers or setting up their own fireworks displays, a cultural tradition Filipinos are accustomed to during “events of personal, religious, cultural and national importance,” especially during New Year’s Eve or even the Chinese New Year.

“Magkakaroon ng designated firecracker areas. Ngunit depende din yan sa pagkakasunduan ng mayors kasi each city will have its own designated fireworks area para iwas syempre sa aksidente ngayong bagong taon (There will be designated firecracker areas, but these will depend on what the mayors of each city will agree upon because each city will have its own designated fireworks area to avoid accidents this new year),” Zamora said.

The EO sets forth the criteria that must be complied with before a display of fireworks can qualify such as: it must be conducted on the occasion or as part of a celebration, competition, or similar event held in a venue other than the residence; it is conducted under the supervision of Philippine National Police (PNP) – licensed and trained personnel; and, it has a municipal/city permit that states the date, time and area where the display will be conducted.

In December last year, the PNP released the names and brands of allowed and prohibited firecrackers and pyrotechnics.

In my experience, I often see sellers of firecrackers during the days leading to the New Year whenever I passed by BF Homes in Parañaque and along Tropical Avenue in BF International, Las Piñas. I wonder if they will make a comeback this year as the entire nation continues to recover socially and economically from COVID-19.

A Look Back at Superman #74 (1992)

Welcome back superhero enthusiasts, 1990s culture enthusiasts and comic book collectors! Today we go back to the early 1990s and explore a key chapter in the post-Crisis era of DC Comics through a Superman comic book.

To be more specific, this retro review goes into one of the chapters of the Death of Superman storyline showing more of Doomsday’s rampage but before the climax of the battle with Superman. I’m talking about the 74th issue of the Superman monthly series of the time.

With those details laid down, here is a look back at Superman #74, published in 1992 by DC Comics with a story written and illustrated by Dan Jurgens.

Early story

The story begins with Ice and Maxima in the presence of a suffering Blue Beetle who just got hurt badly by Doomsday. While Ice expresses concern for Blue Beetle, Maxima could only care less about him stating that he shall perish as a warrior fallen in battle and that there is no greater honor one can attain. After Ice pleaded her to help Blue Beetle and realize the need to help others who have fallen, Maxima then uses her power to help Blue Beetle to safety. Ice then proceeds to another direction to stop Doomsday.

Meanwhile, a young guy named Mitch arrives home feeling bad about his situation. His mother is taking care of his infant sibling. After a tense talk between them, Ice suddenly crashes into their home. Mitch and his mother look outside and see Doomsday (still covered in a space suit with only his left arm unrestrained as seen in Superman: The Man of Steel #18) carrying a damaged car with his left arm.  

Suddenly Doomsday notices something – the arrival of Booster Gold and Superman…

Quality

Superman struck really hard by Doomsday!

Apart from being a build-up chapter of the Death of Superman storyline, this comic book is notable for two things: It has the first-ever encounter between Superman and Doomsday in comic book history. Second is the reveal of Doomsday’s face and other physical features as a result of his space suit and restraints getting torn.

The first-ever Superman-Doomsday encounter here is symbolic as it happened just minutes after the Justice League America (JLA) got overwhelmed by the unstoppable creature from outer space. While Superman had his TV interview, his JLA teammates failed miserably during their encounter with Doomsday (as told in Justice League America #69). By the time the Man of Steel and the creature meet, the stage was set for readers to find out once and for all who is more powerful between them.

Superman’s leadership is also emphasized in this story. The JLA in this issue does not have DC’s most famous superheroes as members but Ice, Maxima, Fire, Booster Gold, Bloodwynd and Guy Gardner functioned well and added nicely to the build-up of this storyline.

There is a lot of superhero spectacle to enjoy here but the most noticeable visual features are the scenes of destruction which strongly symbolize Doomsday’s immense strength, violent nature and complete disregard of both life and logic. The showing of an American family coming close to death in the presence of Doomsday remains disturbing to see.

Lastly, I should state the big reveal of Doomsday’s face and other physical features is excellent and even timeless. There is this undeniable combination of fright and intimidation that Dan Jurgens visualized here. In fact, the big reveal (which happened after Superman and the JLA combined their attacks on the creature) alone is a solid reason to read this comic book.  

Conclusion

Doomsday the unstoppable force that completely disregards life and cannot be reasoned with.

Even as a build-up issue of the Death of Superman storyline, Superman #74 (1992) is still a great read on its own. Not only did it mark the first-ever encounter between Superman and Doomsday in the history of comics, it also emphasized how vulnerable and inferior the superheroes here really are. There is also the symbolism of Doomsday as the unstoppable being that completely disregards life (and can never be reasoned with) and still Dan Jurgens managed to spare some room to symbolize how the superheroes struggled in trying to stop the creature and take care of the helpless whenever they can.

Overall, Superman #74 (1992) is highly recommended.

Last year, there was an 87-year-old woman and as well as a 1-year-old child who died in separate fire incidents in Parañaque City. This past weekend, another fire incident happened in the same city which resulted in the death of a 54-year-old woman, according to a news report by the Philippine Daily Inquirer.

To put things in perspective, posted below is the excerpt from the Inquirer news report. Some parts in bold face…

A 54 year old woman died in a fire that broke out in a residential area in Parañaque, said the Bureau of Fire Protection (BFP) on Sunday.

The BFP in its report identified the victim as a certain Evelynn Gillo Chiong.

According to the BFP, the victim’s house in Multinational Village Barangay Moonwalk, Parañaque City was the only one that burned in the incident, which was declared an alert level one fire at around 10:54 p.m. on Saturday.

The fire lasted for more than half an hour before it was declared extinguished at 11:29 p.m.

The cause of the fire, meanwhile, is still being investigated.

Apart from the reported death, no other injuries were reported but a total of three individuals were affected by the fire.

A few weeks ago, it was reported that an elderly lady died while being trapped inside a burning house within Parañaque City. This past weekend, a similar tragedy happened again within the same city but in a different barangay. This time, the victim is a 1-year-old child according to a Manila Bulletin news report.

A one-year-old boy died when he was trapped inside their burning house in Paranaque City Saturday afternoon.

Senior Fire Officer 1 Gennie Huidem, Paranaque Bureau of Fire and Protection (BFP) arson investigator, identified the fatality as Zach William Prado, of 4053 Culdesac Rotonda, Barangay Sun Valley, Paranaque City.

Huidem said Prado was on the second floor of their house when the fire broke out at about 3:45 p.m. on Saturday.

The report showed the victim was left in the custody of their grandfather, Wilfredo Prado, prior to the fire.

The arson investigator said before the fire broke out, the victim’s four-year-old brother Amber Brado left Zach William sleeping to follow their other sibling Akia Zoei who attended a birthday party.

The flames immediately spread to nearby houses.

The fire gutted 13 houses rendering 23 families homeless.

The above report ended stating that the estimate amount of damage was at P100,000.

Tragedy struck Parañaque City yesterday when the Valenzuela Compound in Barangay Sto. Niño, Parañaque City got hit by fire which resulted several families becoming temporarily homeless and the death of an 87-year-old lady who was trapped in a house that got burned according to a Manila Bulletin news report.

An 87-year-old grandmother died when she was trapped inside their burning house early Wednesday morning in Parañaque City.

The victim, identified as Lolita Matadling, who was bedridden, was trapped at the second floor of their burning house at Kaingin 2, Valenzuela Compound, Barangay Sto. Niño, Parañaque City.

According to the report of the Parañaque Bureau of Fire and Protection (BFP), the family member of Matadling were not able to rescue her because the second floor of the house where she was staying and where the fire reportedly started, suddenly collapsed.

The BFP said about 50 families were affected by the fire and they are now temporary staying at a covered court in Barangay Sto. Nino.

The BFP is still investigating the cause of the fire.

Fire razes residential area in Muntinlupa City, 200 families affected

A four-hour fire incident displaced at least 200 families in a residential area along PNR Site in Barangay Cupang, Muntinlupa City before midnight this past Tuesday.

According to an initial report from Muntinlupa City Fire Station, the fire broke out at Aquino Damaso Compound, Purok 2, PNR Site in Brgy. Cupang at 11:36 PM last April 27.

The fire was raised to 2nd alarm leaving 50 houses damaged and around 200 families or 1,000 individuals affected. The estimated damage in the area is at P1,400,000. A total of 79 fire trucks from the Bureau of Fire Protection (BFP), city government, and other volunteer groups responded to the incident.

BFP declared fire out in the area at around 4:02 AM of April 28 and the cause of fire is still under investigation.

Muntinlupa Mayor Jaime Fresnedi visits residents who were affected by a fire incident in Brgy. Cupang last April 28. The local government has provided hot meals and family kits to affected families who are temporarily taking shelter at Mullet Compound Covered Court. Muntinlupa Social Service Department chief Analyn Mercado said the City Government has provided hot meals and family kits to affected families who are temporarily taking shelter at Mullet Compound Covered Court. The local social service department also continues to conduct mapping of affected families and facilitates stress debriefing to affected residents.

Further, the City Health Office and Department of Disaster Resilience and Management are closely monitoring the evacuation center to mitigate COVID-19 transmission. Fire victims are also set to receive financial assistance through a local resolution.

Muntinlupa Mayor Jaime Fresnedi visited the fire victims to extend the City Government’s assistance on Wednesday. Fresnedi vowed to support the fire victims and help them through the city’s social programs.

Muntinlupa City Fire Station encouraged locals to stay safe and take preventive measures in avoiding fire accidents.

Muntinlupa City Mayor vows to extend financial assistance to 294 families affected in Alabang fire incident

Muntinlupa City Mayor Jaime Fresnedi vows to provide assistance to 294 families or at least 1,119 individuals affected by a fire incident at Barrio Bisaya, Alabang this past Sunday.

The mayor assures fire victims that the city council will be passing a resolution to give financial assistance to affected house owners, house sharers, and renters, along with the provision of basic necessities. The City Government is set to provide P10,000 financial assistance to affected house owners, P5,000 to house sharers, renters, and P3,000 to owners of partially damaged houses.

According to the Bureau of Fire Protection (BFP), the fire broke out in the residential area at 8:20 AM and was raised to fourth alarm. The residential area is situated adjacent to Ospital ng Muntinlupa, including a COVID-19 isolation facility and the city’s Molecular Laboratory.

Affected families are temporarily sheltered at Pedro E. Diaz High School in U.P. Side Subdivision, Alabang. The Muntinlupa Social Service Department has provided hot meals to the evacuees through the installation of the city’s Disaster Response Mobile Kitchen. The City Health Office strictly monitors the evacuation area to ensure that minimum health protocols and measures are observed.

The Muntinlupa City Fire Station extends their gratitude to government agencies, NGOs, fire volunteer brigades who have helped in the fire incident on Sunday morning. Responders declared fire out at 11:06 AM while the cause of fire is still under investigation.

National Disaster Resilience Month (NDRM) Observed in Las Piñas City

On the morning of July 8, the City Government of Las Piñas led by Mayor Imelda “Mel” Aguilar formally observed National Disaster Resilience Month (NDRM) with a special activity that emphasized how essential disaster preparedness is. The intention was to make the constituents aware of disaster preparedness and, at the same time, encourage them to participate in related activities organized by their respective barangays which number a total of twenty in the city.

Held at the Verdana covered court in Barangay Pamplona Tres was an exhibition of emergency equipment, kits and uniformed personnel who were present to answer inquiries. Some personnel demonstrated procedures on how to provide first aid. The exhibition served as the kick-off activity of the citywide observation of disaster preparedness.

Over at City Hall, City Government officials led by Mayor Aguilar, her daughter Vice Mayor April Aguilar-Nery expressed their full support to the City Disaster Risk Reduction and Management Office (Las Piñas DRRMO).

The said department is sponsoring the inaugural Inter-School On-The-Spot Poster-Making Competition as well as the 2nd Inter-Barangay First Aid Competition. Both competitions are designed to make Las Piñas residents aware of disaster preparedness and interested parties are welcome to call landline 552-7694 for inquiries about the activities.

In accordance to Executive Order Number 29 (2017), the month of July was declared as National Disaster Resilience Month which calls for observation nationwide for the entire month. It is practiced annually each July and it involves various sectors to do their part. The theme for National Disaster Resilience Month this year is “Kahandaan sa Sakuna’t Peligro Para sa Tunay na Pagbabago.”
