Recently in the City of Las Piñas, an electric tricycle (e-trike) driver was caught for the theft of a motorcycle while his partner-in-crime managed to escape, according to a Manila Bulletin news report.

An E-trike driver was arrested for vehicle theft, while his partner escaped condominium security on Monday, October 28.
Colonel Sandro Tafalla, the police chief of Las Piñas, announced that the suspect, known as “Joel,” 46 years old from Cuneta Avenue in Pasay City, was apprehended around 3:30 a.m. at the Coastal Plaza Condominium in Barangay Daniel Fajardo, Las Piñas City.
The victim referred to as “George,” 30 years old, reported that his gray-black Honda Click 125 was stolen by two individuals while parked at the Coastal Plaza Condominium.
Upon noticing his missing motorcycle, George reported it to the condominium security guards, Richard Ducrao and Winden Pasok.
The guards stopped the suspects trying to leave the premises with the motorcycle loaded onto the E-trike.
When asked for the motorcycle’s documentation, the suspects failed to provide it, leading one suspect to escape while Joel was caught by security.

With so many woke people, climate change extremists and Silicon Valley believers around the world, there is a sinister collective moment to deceive people into buying EVs – especially electric cars for personal/family use – while also campaigning to have combustion engines and fossil fuels banned. Electric cars are also very expensive to repair and the number of public electric chargers are still not so many. E-bikes and e-scooters, as seen above, are also dangerous to have.

#3 Contra games comparison videos plus an explanatory video – Recently, I took advantage of the Xbox online store sale to purchase the digital copy of Contra Anniversary Collection for roughly $4 and I started playing the Nintendo Entertainment System (NES) and the Family Computer (Famicom) versions of the classic game Contra on my Xbox Series X console. Indeed, there were notable differences between the two versions with regards to graphics and storytelling presentations. Not only that, Contra Anniversary Collection also contains the original arcade version of Contra (meant to be compared to the NES/Famicom ports) as well as the European version of Contra called Probotector. #5 A close look at the classic game Paperboy – Way back in 1989, I visited the United States of America for the first time and I could not forget the time I spent playing in a huge video arcade in one of the fancy hotels of Las Vegas. One of the first arcade games I played back then was Paperboy which I quickly found to be a lot of fun. I liked the game so much, I kept playing it in that same arcade and years later, I played versions of it on PC and the Nintendo Entertainment System. #6 Caught on camera: Electric bike (e-bike) hits elderly woman who later died – Recently here in the Philippines, a major TV network reported an accident in which an elderly woman got hit hard by a moving electric bike (e-bike) driven by a man who was distracted (as caught on video and witnessed by bystanders). The elderly woman eventually died while the suspect has since been apprehended facing a charge of reckless imprudence resulting in homicide. For the newcomers reading this, there are already many cases of careless or reckless driving committed by people who drove electric bikes (e-bikes) or electric tricycles (e-trikes) on public roads along with cars, vans, buses and trucks. This latest incident does not help the case of e-bike/e-trike drivers and owners at all. Posted below is the news video about the e-bike that hit the elderly woman.

Be mindful that effective today, electric bikes (e-bikes) and electric tricycles (e-trikes) are officially prohibited from traveling along major roads of Metro Manila in accordance to the Metro Manila Council’s approved resolution.
To be very clear, the Metropolitan Manila Development Authority (MMDA) declared the following thoroughfares as off-limits to e-bikes and e-trikes: C1: Recto Avenue; C2: Pres. Quirino Avenue; C3: Araneta Avenue; C4: EDSA; C5: Katipunan/CP Garcia; C6: Southeast Metro Manila Expressway; R1: Roxas Boulevard; R2: Taft Avenue; R3: Osmeña Highway (South Superhighway); R4: Shaw Boulevard; R5: Ortigas Avenue; R6: Magsaysay Blvd./Aurora Blvd; R7: Quezon Ave./Commonwealth Ave; R8: A. Bonifacio Ave.; R9: Rizal Ave.; R10: Del Pan/Marcos Highway/McArthur Highway; Elliptical Road; Mindanao Avenue; and Marcos Highway.
As mentioned previously, it is up to the Metro Manila local government units (LGUs) to add more roads to the above list by means of approving local ordinances. Going back to the ban on e-trikes and e-bikes on Metro Manila’s major roads, Muntinlupa City Mayor Ruffy Biazon publicly emphasized the aspect of safety.
“It is about time we rationalize the use of these vehicles which are increasingly getting involved in accidents, cause traffic and endanger their users,” Mayor Biazon said in Manila Bulletin’s February 28, 2024 news report.
I should also state that there have been a lot of videos of e-trikes and e-bikes that caused problems on public roads and posted below for your viewing are YouTube videos I found. Do not be surprised to see how reckless or careless some e-bike/e-trike drivers turned out as caught on video.
It’s one thing for a person to drive an e-bike or e-trike, it is completely another for him or her to be fully oriented with traffic rules and safety oriented driving. In my view, all e-bike and e-trike units should be registered with the Land Transportation Office (LTO), and each driver of electric vehicles should be required to get licensed to drive (which includes attending seminars and passing the tests). This is all about the greater good, the need to be orderly and ensuring road safety in general.

Recently in the City of Marikina, an elderly woman died shortly after getting hit by an electric bike (e-bike) while crossing the road which was captured on CCTV, according to a GMA Network news report. The e-bike driver, who is now under the custody of the local police, has been charged for reckless imprudence resulting in homicide. The victim was 73-years-old.

A grandmother in Marikina was killed after being hit by an electric bicycle or e-bike.
According to Marisol Abduhraman’s report on “24 Oras,” the victim was not immediately brought to the hospital, her family claimed.
As seen on the CCTV footage, after the woman opened her umbrella, she started crossing the road. But while crossing, an electric bicycle hit her.
The woman fell down and was immediately approached by bystanders and the e-bike rider.
The 73-year-old Luzviminda Bisares was declared dead when she was taken to the hospital.
“Hindi ako makapaniwala bakit niya po binangga at sinagasaan po ang lola ko na nagtamo ng brain injury and putol po ang braso niya,” said the victim’s granddaughter, Samantha Bisarez.
(I can’t believe why he hit my grandmother causing her to suffer from brain injury, her arm was broken.)
She added that it was impossible for the rider not to notice her grandmother, especially since she was carrying an open umbrella.
“Sabi niya may tinitingnan daw siya sa bulsa niya pero nasa CCTV at lahat noong tao doon nakita na nagse-cellphone po siya while driving,” said Samantha.
(He said he was looking at something in his pocket but it was seen on CCTV and everyone there saw that he was using his cell phone while driving.)
“Sabihin na nating aksidente pero bakit mo hinayaang manlamig, lumamig ‘yung lola ko. Bakit hindi ka nag-insist na ipagamot yung lola ko o ipadala sa ospital? Para sana madugtungan pa ‘yung buhay niya?” she added.
(Let’s say it was an accident but why didn’t you insist on bringing my grandmother to the hospital so she could be treated?)
The rider explained that he did not immediately take the grandmother to the hospital because he was panicking.
“Malapit na po ako sa bahay nila tapos nandun po kami papasok sa eskinita nahilo po s’ya kaya pinaupo ko po muna s’ya saglit. Hindi na po kami umabot kasi nahilo po s’ya inupo ko po sya dun,” the suspect said.
(We were nearing their house, we were entering the alley…she felt dizzy so I made her sit for a while. We didn’t get there because she was dizzy, so I let her sir first.)
He said a man arrived from the alley and took the grandmother to the hospital.The suspect said he regretted what happened and said he did not mean to kill her.
“Masakit po sa dibdib, sympre po hindi ko naman po sinasadya yung nangyari. Sobrang naging bangungot. Sana po patawarin ako ng pamilya n’ya,” he said.
(It’s painful. What happened was not intentional. It was a nightmare. I hope her family will forgive me.)
But his apology was not enough for the pain of the grieving family.

Starting April 15, Metro Manila traffic enforcers will start apprehending e-bikes and e-trikes that will be caught travelling along major thoroughfares in the National Capital Region, the Metropolitan Manila Development Authority (MMDA) said on Monday, March 11.
At least 19 major thoroughfares were already identified by the MMDA as off-limits to e-bikes and e-trikes but local government units (LGUs) in Metro Manila can still add more roads based on the ordinances that they would approve.
The initial MMDA list are C1: Recto Avenue; C2: Pres. Quirino Avenue; C3: Araneta Avenue; C4: EDSA; C5: Katipunan/CP Garcia; C6: Southeast Metro Manila Expressway; R1: Roxas Boulevard; R2: Taft Avenue; R3: Osmeña Highway (South Superhighway); R4: Shaw Boulevard; R5: Ortigas Avenue; R6: Magsaysay Blvd./Aurora Blvd; R7: Quezon Ave./Commonwealth Ave; R8: A. Bonifacio Ave.; R9: Rizal Ave.; R10: Del Pan/Marcos Highway/McArthur Highway; Elliptical Road; Mindanao Avenue; and Marcos Highway.
These are the major thoroughfares that are under the jurisdiction of the MMDA.
MMDA chairman Don Artes said the April 15 date would be an ideal start of the enforcement as it would give them more time to conduct aggressive information dissemination drives, especially to e-bikes and e-trikes owners and users.
The enforcement against e-bikes and e-trikes is based on the Metro Manila Council (MMC) Resolution 2024-022 that was approved by all NCR mayors in a bid to regulate the e-vehicles amid mounting concerns on road safety.
“The IRR (implementing Rules and Regulations) of the MMC Resolution will be released before April 15, and before April 15 we want to have a minimum of 15 days before effectivity for information drive before we implement this,” said Artes.
He explained that the April 15 date is what was stipulated in the MMC Resolution as the start of the implementation.
The MMDA held on Monday a consultation with various stakeholders in connection with the MMC Resolution and it was during the dialogue that various considerations were raised by some stakeholders.
One of that considerations, according to Artes, is the classification of the e-bikes and e-trikes and the areas where they will still be allowed.
For instance, pedal-assist e-bikes will still be allowed on major thoroughfares provided that they stay on the designated bike lanes.
The MMC and the MMDA agreed to regulate e-bikes and e-trikes amid the rising cases of road accidents in the past few years.

Recently in the City of Parañaque, ten people got hurt due to a water tank’s sudden explosion, according to a GMA Network news report. The explosion, which happened in Barangay Tambo, also caused some structural damage on a building.

Ten people were injured after a water tank on the roof deck of a building exploded in Parañaque City on Saturday night, according to a report on Super Radyo dzBB.
Portions of the building, located along Quirino Avenue in Barangay Tambo, were damaged due to the blast that happened past 9 p.m.
Witnesses said debris fell on the street and hit several vehicles, including a sport utility vehicle (SUV) and an e-trike, according to a report on Super Radyo dzBB.A power line was also affected.
According to Barangay Tambo Peace and Order officer-in-charge Denson Cano, he was in a nearby eatery when he heard an explosion, which he initially mistook as a bomb.
“Kumakain ako dito sa bulaluhan. ‘Yung putok, akala namin, akala ko may sumabog na bomba or something kasi malakas and then mga two to 10 seconds later, may second explosion which was itong, ‘yung ano, transformer,” he said Jhomer Apresto’s report on “24 Oras Weekend”
(I was eating, and we thought there was a bomb that exploded because it was powerful, and then two to 10 seconds later, there was a second explosion, which was the transformer.)
Among those injured was a 13-year-old identified as Sebseb, who was on an e-bike when the explosion happened. The rush of the water swept the e-trike away and caused him to fall into a nearby hole.
“Nakasakay po ako sa e-bike eh. Hindi ko po alam kung anong nangyari eh, basta may bumagsak po samin tapos basang basa po kami ng tubig talaga,” he said in the same report.
(I was riding an e-bike. I don’t know what happened, just that something fell on us, and we were wet.)
Also injured was a nearby shopkeeper who sustained a lump on the head after being hit by the debris that fell.Some streets had to be closed for clearing operations.
GMA Integrated News Bulletin reported that the building management has assured that it would cover the medical expenses of the injured victims.

Muntinlupa Mayor Ruffy Biazon asked the City Council to pass an ordinance regulating the use of e-trikes (electric tricycles) in the city, saying “the road is a dangerous place.”
During the flag-raising ceremony at the Muntinlupa City hall on March 4, Biazon said a local measure is needed following a resolution passed by the Metro Manila Council (MMC) that will ban e-trikes and e-bikes on 21 national roads in Metro Manila. A P2,500 fine will be imposed on violators.
Each local government unit (LGU) in Metro Manila will determine the roads in its jurisdiction that will be added to the ban.
Biazon said the MMC resolution does not include any road in Muntinlupa but the city has the National Road, which stretches from Barangay Tunasan to Sucat.
Only e-trikes will be under regulation in Muntinlupa.
“Talagang lumalaganap ang ownership ng e-trikes kasi mura nga naman, it’s a means of transportation. Madaling matutunan (The ownership of e-trikes is spreading because it’s really affordable, it’s a means of transportation. It’s easy to learn how to drive it),” said Biazon.
However, based on traffic accidents, he said, there is a growing number of incidents involving e-trikes.
Biazon said the use of e-trikes is “running out of control.” He noted that e-trikes are being driven by minors going to school.
“The road is a dangerous place. Kaya mayroong (That is why we have) road rules and regulations for safety of everyone,” he said.
Road accidents can hurt and kill people, he said.
“The road is a dangerous place which needs regulation,” said the mayor.
“How come ang e-trike, nakikisama dun sa kalsada, sumasabay, minsan nga nagwi-weave in and out pa sa traffic, sila pa nagagalit, bakit hindi nag-a-undergo ng the same kind of regulation? ) How come e-trikes, which join the road, going along, and sometimes they weave in and out of traffic, they are even the ones who get angry, don’t undergo the same kind of regulation? They also cause traffic, they also cause accidents,” said Biazon.
He added, “At the point, kasalanan ng gobyerno na hindi kaagad naregulate o pinabayaan pa na lumaganap ang paggamit. From the very beginning dapat kinontrol na yon kasi nga we are using the road. Yan po ang position ng Metro Manila Council. (At this point, it is the fault of the government for not immediately regulating or letting its use to spread. From the very beginning, it should have been controlled because we are using the road. That is the position of the Metro Manila Council).”
“My position is clear: We need to regulate,” said Biazon, adding that the LTO is being called upon by the MMC to come up with licensing requirements for e-trike and e-bike users.
Muntinlupa City Council Majority Floor Leader Raul Corro said they will hold a public hearing to discuss the details of the regulation in the city.

The Land Transportation Office wants light electric vehicles such as electric bikes and electric tricycles to be registered and their drivers to have licenses.
The proposal was presented by LTO chief Vigor Mendoza to stakeholders at a public consultation at the LTO office on Thursday.
In making his proposal, Mendoza cited Republic Act 4136 or the Land Transportation and Traffic Code which requires all vehicles that use public roads maintained and funded by the government whether local or national to be registered.
During the consultation, 1-Rider Partylist Bonifacio Bosita asked Mendoza if the fee for light electric vehicles could be charged half the fee of regular motorcycle registration, to which Mendoza replied that the LTO is amenable to.
Aside from registration, Mendoza said drivers who will use light electric vehicles will be required to have a license.
The Electric Vehicles Association of the Philippines (EVAP) did not pose any objection to the proposal.
On Wednesday, the Metro Manila Council and the Metro Manila Development Authority approved a resolution banning light electric vehicles on national roads and imposing a fine of P2,500. For those drivers apprehended without a driver’s license, the vehicle will be impounded.
