Ease of Paying Taxes Act signed into law by President Marcos

In recent times, Philippine President Ferdinand “Bongbong” Marcos, Jr., signed into law the Ease of Paying Taxes Act (officially referred to as Republic Act Number 11976 or RA11976), according to a news article by the Philippine News Agency (PNA).

President Ferdinand R. Marcos Jr. signed into law Republic Act (RA) 11976 or the Ease of Paying Taxes Act which aims to modernize and increase the efficiency and effectiveness of tax administration and strengthen taxpayer rights.

In a statement on Sunday, the Presidential Communications Office (PCO) said the Ease of Paying Taxes Act is one of the priority legislations mentioned during the State of the Nation Address in 2022 and 2023.

“The law allows the government to capture as many taxpayers as possible into the tax net by streamlining the system and minimizing the burden on taxpayers, increasing the country’s revenue collection in the long run,” the PCO said.

The new law, signed on Friday, introduces administrative tax reforms and amendments to several sections of the National Internal Revenue Code of 1997.

It also updates the Philippine taxation system, adopts best practices and replaces antiquated procedures.

Among RA 11976’s salient features are classification of taxpayers into micro, small, medium, and large; electronic or manual filing of returns and payment taxes either to the Bureau of Internal Revenue (BIR), through any authorized agent bank or authorized tax software provider; option to pay internal revenue taxes removal to the City or Municipal Treasurer; elimination of the distinction between documentation and basis of sales of goods and services; and classification of value-added tax (VAT) refund claims into low, medium and high-risk.

The law ensures the availability of registration facilities to non-Philippine resident taxpayers; promoting and assisting taxpayers in tax processes; streamlining; reducing documentary requirements; and digitalizing BIR services through the development of the Ease of Paying Taxes and Digitalization Roadmap.

The law likewise imposes 180 days to act on claims for refund of erroneous or illegal tax collection and increases the amount for the mandatory issuance of receipts for each sale and transfer of goods and services from PHP100 to PHP500.

According to PCO, the law mandates the BIR to adopt an integrated digitalization strategy by providing end-to-end solutions for the benefit of taxpayers.

These include adopting integrated and automated system for facilitating basic tax services, setting up electronic and online system for data and information exchange between offices and departments, streamlining of procedures by adopting automation and digitalization of BIR services, and building up BIR’s technology capabilities.

RA 11976’s implementing rules and regulations shall be promulgated 90 days from the effectivity of the Act after the consultation of the Finance Secretary with the BIR and the private sector.

The economy of the Philippines will continue with robust growth this year according to the recent statement by Finance Secretary Benjamin Diokno, as reported by the Philippine News Agency (PNA).

Philippine economic growth is expected to remain robust this year mainly driven by private consumption and the continued implementation of structural reforms, Finance Secretary Benjamin Diokno said on Monday.

“While multilateral organizations project a slower global outlook for 2024 at 2.9 percent, the Philippine economy is expected to improve, reinforcing its status as one of the fastest-growing economies in the region,” Diokno said in a statement.

The Philippine economy grew by 5.9 percent in the third quarter of 2023, bringing the year-to-date growth to 5.5 percent.

Diokno said that for the full year of 2023, growth is expected to settle close to the low end of the government’s 6 to 7-percent target.

For 2024, economic managers assume a growth rate of 6.5 percent to 7.5 percent.

“Amid the ongoing strong El Niño and geopolitical and trade tensions, the country’s growth is expected to be driven by strong private consumption, supported by the expected return of inflation within the target range, falling oil prices, robust public spending, greater investments lured by the country’s sound macroeconomic fundamentals, investment-grade credit rating, and the implementation of structural reforms, and increased demand for Philippine exports as supply chain bottlenecks ease,” he said.

Diokno said economic prospects will be even better with the alignment of policies between fiscal and monetary authorities, measures to bring down inflation, and greater coordination of all public sectors to implement programs.

He added multilateral organizations also expect the Philippines to be one of the fastest growing economies in 2024.

A Look Back at Detective Comics #575 (1987)

Welcome back superhero enthusiasts, 1980s culture enthusiasts and comic book collectors! Today we go back to the late 1980s to explore a part of the DC Comics shared universe through a tale of the iconic Batman.

After DC Comics published the maxi-series Crisis on Infinite Earths, the publisher rebooted their entire comic book universe and that meant reintroducing their superheroes, villains and supporting characters with a touch of 1980s modernization. Frank Miller led the reintroduction of Batman as a new crime fighter in the Batman: Year One storyline in 1987. Also that same year, DC Comics went on to publish a sequel storyline through four issues of the Detective Comics series. That sequel was titled Batman: Year Two.

With those details laid down, here is a look back at Detective Comics #575, published in 1987 by DC Comics with a story written by Mike W. Barr (the same guy who did Mantra for Malibu Comics) and drawn by Alan Davis. This is the first chapter of the Batman: Year Two storyline.

Early story

The story begins in Gotham City where the newly appointed police commissioner Gordon participates in a TV talk show. The talk show host is aggressive towards Gordon cutting him off verbally and pointing out that Batman – who is working with the police fighting crime – is no better than the Reaper, a costumed vigilante who caused trouble and killed many people on Gotham’s streets twenty years prior. Gordon emphasizes that Batman works with the city police and he operates strictly on his own.

As the TV talk show goes on, a group of armed thugs carrying varied items enter an apartment that is dark. Outside the Bat Signal (coming from the machine Gordon recently got) flashes, and soon Batman himself appears inside the apartment and cleverly took the gang down. He leaves the place going to do other things.

The next day, Rachel Caspian is pleasantly surprised to see her father arrive earlier than expected…

Quality

*Batman strikes first in his encounter with the Reaper.*

Set during the 2^nd year of Batman engaging in crime-fighting in coordination with the Gotham City police force, this comic book dramatically portrays the city having a long-running disease and legacy of crime. The references to Gotham’s embarrassing past of being filled with thugs and wicked activities literally paved the way for the return of a masked vigilante who fights criminals with uncompromising violence (including killings). That vigilante’s legacy affects the way the public perceives Batman and why they have trouble seeing the differences between them. The writing and build-up here are very solid.

When it comes to portrayals, you will get to see a younger Bruce Wayne who is clearly pushing himself hard between engaging in business matters and secretly fighting crooks. This is a Batman who is only gaining more experience in the war against crime and he clearly is not the very tactical and very resourceful hero he would become. In his fight against the Reaper, you will really see Batman struggle hard and make really flawed moves that cost him a lot.

The introduction of the Reaper, who became the definitive vigilante of Gotham City long before Batman even started, is very engaging. This vigilante is also very intimidating to see and he clearly overshadows the Caped Crusader both visually and in action.

Conclusion

As the first chapter of the Batman: Year Two storyline, Detective Comics #575 (1987) is a very solid tale to read. The narrative moved at a medium pace and there were these balanced pay-offs to the build-up (that took place in the first half). The Reaper’s reputation as Gotham’s past blood-thirsty vigilante literally dwarfed that of Batman (the modern vigilante). I should also state that Mike W. Barr symbolized the common traits and differences between Batman and the Reaper which alone are worth reading.

Overall, Detective Comics #575 (1987) is recommended.

CREATE Law attracts over P1 trillion worth of investments

While it is still uncertain as to how much the Philippine economy will grow by the end of this new year, over a trillion Pesos of investments were attracted by means of project approvals under the Corporate Recovery and Tax Incentives for Enterprises (CREATE) Law, according to a news article published by the Philippine News Agency (PNA).

More than 900 projects with total investments of PHP1.02 trillion have so far been approved under the Corporate Recovery and Tax Incentives for Enterprises (CREATE) Act as of end-October last year, the Department of Finance (DOF) said on Thursday.

In a Facebook post, the DOF said a total of 910 projects varying across priority sectors listed in the Strategic Investment Priority Plan (SIPP) have been approved under the CREATE law.

“This monumental achievement is a testament to the continuous efforts of the PBBM administration to promote the Philippines as a sound investment destination,” the department said.

Of the 910 projects, 49 big-ticket tax incentive applications with a combined investment capital of PHP817 billion were approved by the Fiscal Incentives Review Board.

The remaining 861 projects with a total investment capital of PHP203 billion were from Investment Promotion Agencies.

“These projects are expected to accumulate a committed employment count of around 99,400 jobs within its incentivized period, with the labor-intensive manufacturing sector having the highest number of approved projects among the priority sectors,” the DOF added.

“This underscores the employability of the country’s workforce in high-quality jobs that will contribute to long-term economic growth.”

CREATE establishes a performance-based, time-bound, targeted, and transparent tax incentives regime in the country.

Maynilad to increase water-storage capacity by constructing new reservoirs

For those who are relying on Maynilad for water, be aware that the water concessionaire will increase its water-storage capacity by a few hundred million liters (ML) by constructing new reservoirs but it will take a few years to be completed, according to the official announcement.

West Zone concessionaire Maynilad Water Services, Inc. will add 211 million liters (ML) to its water-storage capacity by 2026 with its construction of four new reservoirs in different locations to improve supply availability and pressure for customers in elevated areas.

With this increased storage capacity, Maynilad will essentially have an additional 211 ML of potable water supply that is accessible at the distribution system level, ready for release during hours of peak demand.

“Households in elevated areas are typically affected by low water pressure whenever the demand goes up. Having more reservoirs will help to maintain supply availability despite strong water withdrawals from households in low-lying areas, so we’re building more of these storage facilities in strategic locations,” said Maynilad Chief Operating Officer Randolph T. Estrellado.

The four new reservoirs—to rise in Quezon City, Valenzuela and Muntinlupa—will entail an estimated investment cost of Php2.8 billion, which forms part of Maynilad’s Php220-billion service enhancement program for the period 2023 to 2027.

Maynilad currently has 37 operational reservoirs that can store 751 ML of treated water supply—up from only 10 reservoirs with 400 ML storage capacity after it rehabilitated 13 old reservoirs and constructed 14 new ones since 2007. With the construction of four new reservoirs until 2026, the company’s total combined water-storage capacity will reach 962 ML.

Four barangay watchmen in Las Piñas City to be investigated for alleged salvaging of a person, several other suspects still at large

Recently in the City of Las Piñas, four watchmen of Barangay Manuyo (note: the newspaper did not specify which Barangay Manuyo it is) were released from jail temporarily but they still will be investigated over the alleged salvaging of man, according to a Manila Bulletin news report.

Four barangay watchmen accused of alleged “salvaging” of a man in Las Piñas are facing investigation despite their temporary release from jail.

The Prosecutor’s Office ordered the temporary release of Jason Santos, Joseph Clarion, Romeo Natividad and barangay ex-officio Jaime Forteo, all watchmen of Barangay Manuyo, for lack of evidence.

According to P/Master Sgt. Marsito Torreon, Las Piñas police investigator, the arrested suspects were released by the Las Piñas Prosecutor’s Office pending further investigation.

Torreon said the Prosecutor’s Office had set the preliminary investigation on the alleged salvaging of Gerico Rocabo, 24, on January 8.

Torreon said they were able to submit the CCTV footage showing the arrest and mauling of Rocabo by the suspects last Dec. 26.

The police investigator said Barangay Manuyo officials refused to provide the police a copy of the CCTV footage on the incident claiming the camera was not working during the arrest despite the coordination made by city police chief, Col. Jaime Santos, with Barangay chairman Boboy dela Cuz.

Torreon said Santos coordinated with Dela Cruz for the surrender of the remaining suspects and submit a copy of the CCTV footage for investigation.

He said they were able to get a copy of the CCTV footage on the incident after learning that Generika drug store in front of Barangay Mauyo Hall was able to capture the incident.

Torreon said there are still nine suspects that remain at large and two of them were identified as Barangay Kagawad Ongie dela Cruz and Eleno Rongavilla Jr.

Torreon said the arrest of the four suspects was made by his team composed of Master Sgt. Glen Acaba, Staff Sgt. Lary Reparejo, and Cpl. Mark Edwin Orongan.

He said the body of Rocabo was discovered at around 10:00 a..m. on Dec. 26 in a creek in Barangay Manuyo and was reported to the police at around 11:00 a.m.

The police investigator said the victim died due to strangulation and his body was badly beaten.

Two foreign sex offenders prevented from entering the Philippines

The Bureau of Immigration (BI) announced recently that they prevented two sex offenders from the United States from entering the country in separate times at the Ninoy Aquino International Airport (NAIA), according to a Manila Bulletin news report. Both foreigners were respectively convicted of varied offences in the past.

Two convicted American sex offenders have been barred from entering the Philippines when they arrived at the Ninoy Aquino International Airport (NAIA) separately on Dec. 27 and Jan. 1.

The Bureau of Immigration (BI) identified them as Paul Neal Coltharp, 46, and Zachary Tyler Thompson, 39.

“Both aliens have been immediately excluded and flown back to their port of origin and their names have been included in the BI’s blacklist of undesirable aliens,” the bureau said.

As registered sex offenders (RSOs), the bureau explained “both Thompson and Coltharp are excludable aliens under the Immigration Act which forbids the entry of aliens convicted of crimes involving moral turpitude.”

It said that Thompson, who arrived from Los Angeles, had been “convicted in 2013 and 2015 for possessing obscene materials depicting a minor in sexual conduct and for annoying or molesting a child under 18 years of age.”

Sea of Stars is an enjoyable RPG and you should play it on Xbox now!

Welcome back, fellow gamers, geeks, role-playing games (RPGs) enthusiasts and fantasy lovers!

In recent times, I completed my first playthrough of Starfield on my Xbox Series X and it lasted me over 220 hours of fun, discoveries and intriguing moments. Having played it so long, I will replay Starfield with a new playthrough only after Bethesda implements the next series of patches/updates (to refine the game) and release the planned downloadable content (DLC).

That being said, I finally started playing the inspired Japanese-style role-playing game (RPG) Sea of Stars on my Xbox Series X. Having played some hours of it, I can say that I am really enjoying Sea of Stars and I intend to finish it. Oh yes, Sea of Stars is available on Xbox Game Pass (XGP) right now!

Developed by Sabotage Studio, Sea of Stars is a turn-based RPG with a strong retro feel that will remind you of past Japanese RPGs (JRPGs) like Chrono Trigger and Secret of Mana. The game follows the exploits of two Children of the Solstice who combine the powers of the sun and moon to perform Eclipse Magic, the only force capable of fending off the monstrous creations of the evil alchemist known as The Fleshmancer. Along the way, the two Children of Solstice start a quest joined by their friend and together they travel to different places encountering different inhabitants and engage in situations that only they can solve.

Having played Chrono Trigger, Secret of Mana, Final Fantasy IV, Final Fantasy VI and a lot of JRPGs from the so-called 16-bit era of console gaming, I can say that Sea of Stars is a very inspired game that has lots of elements common with the mentioned games (plus more) with regards to art style, gameplay, quests, music, character development and visual presentation. To put it short, the guys at Sabotage Studio took a lot of inspiration from the classic JRPGs to make something fun for this current console generation. I am having a lot of fun with the game which itself is available for Xbox Game Pass (XGP) subscribers to avail.

In my experience and recollections from the past, Sea of Stars has visual style that is best compared with Chrono Trigger. Sabotage Studio really created a lot of nice looking 2D artworks and highly detailed sprites that made the new game look lively. With regards to the storytelling , character development and character expressions, the game has a wholesome tone that never felt childish. The tone as well as the humor made Sea of Stars comparable with several Japanese RPGs from the 16-bit age of consoles.

*You will encounter really interesting characters who will join your party as the game progresses.*

Sea of Stars is really fun to play and it is a great change of pace and style for me as I finished my Starfield playthrough which lasted more than 220 hours. This Sabotage Studio game will help ease my wait for the expected 2024 RPGs such as Eiyuden Chronicle: Hundred Heroes and the Xbox-exclusive Avowed. As much as I hope to see past JRPGs like Xenogears, Breath of Fire and Lunar get remastered and released for Xbox consoles (and XGP), I know such possibilities remain uncertain and Sabotage Studio’s game easily fills the void. If you are looking for a Japanese-style RPG that is fun, nostalgic and visually pleasing, you can’t go wrong with Sea of Stars. Go for the game on Xbox Series X, Xbox Series S, Xbox One, Windows PC and Xbox Game Pass now!

Philippines attracts 5.45 million international visitors and generates P482.54 billion in revenue in 2023

The success of the Philippines attracting visitors from overseas and generating the related revenue in 2023 has finally been confirmed by the newly released numbers from the Department of Tourism (DOT): 5,450,557 international visitors and P482.54 billion (US$8.7 billion according to the foreign exchange rate of January 2, 2024) in tourism revenue, according to a Philippine News Agency (PNA) news article.

For the newcomers reading this, the final 2023 statistics exceeded the declared targets of 4.8 million international tourists and US$5.8 billion revenue. For further comparison, the Philippines attracted 2.65 million international arrivals and over P200 billion in revenue for the year 2022. To say the least, 2023 is undeniably a successful year for Philippine tourism and it seems that the controversial blunder behind the “Love the Philippines” tourism campaign did not lead to a massive failure (which the enemies and haters of President Ferdinand “Bongbong” Marcos, Jr., have been dreaming of).

The Philippines welcomed a total of 5,450,557 international visitors in 2023, well above the 4.8 million target arrivals the Department of Tourism (DOT) earlier set for the entire year.

Of this number, 91.80 percent or 5,003,475 are foreigners while the remaining are 447,082 overseas Filipinos.

From January to Dec. 31, 2023, the country also generated an estimated PHP482.54 billion in international tourism revenue, more than double the receipts it recorded in 2022.

“My deepest appreciation goes to every tourism stakeholder, collaborative partner, and passionate contributor who propelled our shared aspirations forward. Under President Ferdinand ‘Bongbong’ Marcos Jr.’s guiding vision and leadership, tourism has become a pivotal force driving our nation’s economic resurgence,” Tourism Secretary Christina Frasco said in a statement Tuesday.

“These numbers speak very well of the performance of the tourism industry under the Marcos Administration,” she added.

She said the DOT will continue its work to “realize the vision of this administration to make tourism a catalyst for economic growth and resurgence.”

More than a quarter or 1,439,336 of the arrivals came from South Korea, retaining its spot as the country’s main source of international visitors.

This was followed by the United States with 903,299 tourists (16.57 percent) visiting the country; Japan with 305,580 (5.61 percent); Australia with 266,551 (4.89 percent); and China with 263,836 (4.84 percent). Ranking sixth was Canada followed by Taiwan, the United Kingdom, Singapore, and Malaysia.

Frasco said the 2023 visitor receipts also show that the tourism industry is “recovering faster than expected.”

The country’s 2023 international tourism receipts grew by 124.87 percent compared with the PHP214.58 billion estimated visitor receipts from 2022.

Before the pandemic in 2019, the DOT recorded PHP482.15 billion in international tourism receipts.

In 2023, the DOT’s marketing arm the Tourism Promotions Board (TPB) generated PHP6.317 billion in total sales leads both from international and local business-to-business and promotional events.

While reintroducing Filipino destinations before the global tourism arena, the Philippines represented by Frasco last year was also elected Vice President of the 25th General Assembly of the United Nations World Tourism Organization (UNWTO), a prestigious global position last held by the country more than two decades ago.

She was also elected as chair of the Commission for East Asia and the Pacific, allowing the country to host the Joint Regional Meetings of the Committee for East Asia and the Pacific and South Asia in Cebu in 2024.

The Philippines in 2023 bagged at least 15 travel and tourism honors from prestigious award-giving bodies in diving, beach, cruise, culinary, retirement, and Muslim-friendly tourism, “a testament that the Philippines is indeed an emerging tourism powerhouse.”

“The extraordinary journey of Philippine tourism in 2023 saw the world express its love for the Philippines with our country’s rise to global prominence as the World’s Leading Beach and Dive Destination, and Asia’s Best Cruise Destination, among many other accolades,” Frasco said.

“The indomitable spirit of the Filipino has been globally acclaimed with the Philippines receiving the Global Tourism Resilience Award with our country seen as a benchmark for innovation amidst trials and challenges,” she added.

By 2024, the DOT targets 7.7 million international visitors, around 500,000 lower than the country’s pre-pandemic arrivals of 8.2 million.
