In response to public complaints versus e-bikes and e-trikes, government to issue new guideline soon

In recent times, a lot of people have spotted electric bikes (e-bikes) and electric tricycles (e-trikes) traveling on national roads – including the South Luzon Expressway (SLEX) – and posted images of them online. That being said, the local authorities could not ignore the many complaints of these electric vehicles (EVs) and they will respond by issuing a new guideline soon, according to a Manila Bulletin news report.

Viral videos of complaints against e-bikes and e-trikes , including an elementary pupil driving one of them on a national road and their presence on major thoroughfares that include the South Luzon Expressway (SLEX), have prompted national government agencies to expedite the finalization of the rules and regulations that would govern both their ownership and use.

On the side of the Land Transportation Office (LTO), its chief, Assistant Secretary Vigor D. Mendoza II, said two of the measures that would be included in the recommendation they would submit to the Department of Transportation is for the registration of the e-bikes and e-trikes before the agency.

E-bikes and e-trikes are not required to be registered similar to motor vehicles and this is actually the major marketing strategy of its sellers, according to Metropolitan Manila Development Authority (MMDA) chairperson Don Artes.

Aside from registration requirements, Mendoza said they will also include in the recommendation the issue on whether or not the users of e-bikes and e-trikes will be mandated to obtain a driver’s license.

Artes, again, said the non-requirement of a driver’s license to drive them is another selling point of the e-bikes and e-trikes.

According to Mendoza, another argument that will be included in the recommendation is the total ban of e-bikes and e-trikes not only on national roads but also on major thoroughfares and even public roads, particularly the busy ones.

“The guideline (on e-bikes and e-trikes) must be released within this month because a publication of it is still needed before the implementation,” said Mendoza in a press briefing at the MMDA office in Pasig City on Thursday, Feb. 15.

“So we should be able to submit our recommendations to the Secretary (DOTr Secretary Jaime J. Bautista) within this week so that everything will be finally ironed out,” he added.

Exponential growth – Asked if the national government has a data on how many e-bikes and e-trikes in the country, Artes said they do not have the figure simply because there is no source of credible information since e-bikes and e-trikes are not required to be registered.

Artes, however, said that in Metro Manila alone, they have been seeing an exponential growth on the number of e-bikes and e-trikes.

But in Caloocan City where an ordinance was passed for the mandatory accounting of e-bikes and e-trikes, Artes said the figure is at around 18,000.

“So in just one LGU (local government unit) here in Metro Manila, there were already 18,000. So you can just imagine using the fact there are 17 LGUs here in Metro Manila. For sure, there are plenty of them,” said Artes.

“This is really concerning in terms of road safety because they are using roads, especially major roads, and some of the users do not even have the idea of basic road regulations that may cause accidents. So it’s about time that we come up with regulations on this matter,” he added.

E-bikes accident data – Based on the data released last month by the MMDA, a total of 556 road accidents were recorded in Metro Manila involving e-bikes and e-trikes from January to November last year.

There were two reported fatalities recorded in the same period—one was reported in February last year while the other one was reported in August last year.

The same data revealed that e-bikes and e-trikes accidents resulted in 282 non-fatal injuries and 281 cases of damage to property.

Enforcement difficulties – Artes admitted that their enforcers on the roads are having difficulty dealing with e-bikes and e-trikes. For one, they could not issue a citation ticket for traffic violation since the riders have no driver’s license in the first place.

Another one is that they could not also impound the e-bikes and e-trikes due to the absence of a guideline that would legally allow the MMDA to do so.

Consolidation of policies – Artes said there are a number of local government agencies which came up with guidelines on the use of e-bikes and e-trikes, one of them is their use for livelihood by allowing e-trikes to be used as public utility vehicles.

On the part of the national government, Mendoza said they will come up with a guideline that would be nationwide in scope in coordination with local government agencies and other stakeholders.

This is the reason, he said, why they have been continuously meeting even with representatives of groups advocating e-vehicles.

“The guideline that will be issued will be nationwide on scope. So it is important that coordination with LGUs and other stakeholders is important,” said Mendoza.

For road safety – Both Artes and Mendoza said that the guidelines that will be issued by the national government are purely aimed at ensuring the safety of all road users, including the riders of e-bikes and e-trikes.

To make things clear, e-bikes and e-trikes have been around for many years now. When someone travels along a major road or even on the highway using an e-bike or e-trike, he or she adds to the danger on the road. There were 556 e-bike crashes in Metro Manila in 2023 and e-trikes were clearly not designed to be safe nor stable. While the Land Transportation Office (LTO) is taking so long to execute any solid action, more e-bikes and e-trikes are spreading around and some of them were even driven by minors. The Department of the Interior and Local Government (DILG) reminded local governments to ban tricycles and pedicabs on national roads and highways.

Recently in the City of Parañaque, a man was shot dead in front of a restaurant in Barangay Baclaran, according to a Manila Bulletin news report. As captured on CCTV footage, the suspect walked away in a casual manner and is still on the loose.

A man was shot dead while waiting for his dinner to be served in front of a restaurant in Parañaque City, Thursday night, Feb. 15.

The victim, identified as alias Jun, was shot dead at around 7:45 p.m. in front of a restaurant located along E. Rodriguez St., Barangay Baclaran, Parañaque City.

Parañaque City police chief Col. Reycon Garduque said the victim reportedly ordered food and was waiting for it to be served when an unidentified man approached him and shot him twice at the back of his head.

Garduque said the victim died on the spot due to two gunshot wounds.

He said the victim was reportedly working as an E-Trike driver. He was previously detained for his alleged involvement in illegal drug activities.

The gunman was reportedly wearing a black jacket, black cap, and shorts.

Recently in the city of Parañaque, local law enforcers armed with a warrant of arrest apprehended a man in Barangay San Dionisio in relation to charges of four counts of rape, according to a Manila Bulletin news report. The suspect has since been detained at a local police facility.

A courier facing charges for four counts of rape was arrested by members of the Parañaque City police Warrant and Subpoena Unit (WSU) on Monday, Feb. 5.

The Southern Police District reported the arrest of alias Arnold, 32, tagged by the police as the No. 1 wanted person under station level at around 2:15 p.m. along Barangay San Dionisio, Parañaque City. 

Members of the WSU arrested the suspect by virtue of a warrant of arrest issued by Judge Moises Domingo De Castro of Family Court Branch 10, Parañaque City, on Jan. 17, 2024, for four counts of rape.

De Castro recommended a bail of P200,000 for each count.

Recently in the progressive City of Muntinlupa, the City Government of Muntinlupa received the Seal of Good Financial Housekeeping from the Department of the Interior and Local Government (DILG) as a result of passing the set criteria, according to a Manila Bulletin news report.

The Muntinlupa City government passed the 2023 Good Financial Housekeeping Assessment done by the Department of the Interior and Local Government (DILG) on all local government units in the country.

It received the Seal of Good Financial Housekeeping after passing the criteria set by the DILG including transparency, accountability, and compliance with financial regulations.

According to Muntinlupa City Treasurer Erwin Vibora, passing the assessment meant timely submission of financial reports, compliance with budget guidelines, effective revenue generation strategies, financial efficiency and internal control.

“Muntinlupa City’s attainment of the Seal of Good Financial Housekeeping for the year 2023 underscores its commitment to responsible financial stewardship, which in turn fosters public trust and confidence in the local government’s management of public funds,” he said.

Mayor Ruffy Biazon welcomed the results.

A Look Back at The Man of Steel #2 (1986)

Welcome back superhero enthusiasts, 1980s culture enthusiasts and comic book collectors! Today we go back to the mid-1980s to explore a part of the DC Comics shared universe through a tale of the iconic Superman.

Previously, I reviewed the first issue of The Man of Steel mini-series written and drawn by John Byrne. Using a unique structure for storytelling, Byrne gradually told how the post-Crisis version of Superman came to be while also retaining specific classic elements that made DC’s icon inspirational. That very comic book had its influences on other portrayals of Superman beyond comic books such as he Lois & Clark: The New Adventures of Superman TV series and even the very divisive Man of Steel movie.

With those details laid down, here is a look back at The Man of Steel #2, published in 1986 by DC Comics with a story written and illustrated by John Byrne.

Early story

The story begins in the middle of Metropolis when the newly established hero Superman (now in full costume) flies just above the busy road which distracted Daily Planet editor-in-chief Perry White (who was having a coffee break with reported Lois Lane inside a coffee shop). Remembering how the space plane and its crew got saved by Superman (Clark Kent in civilian clothes) sometime prior, White tells Lane (who first encountered Superman immediately after the space plane was saved) to go after him to get the hot scoop.

While Lane crosses the road, a limousine’s opens with the driver telling her that Mister L (Lex Luthor the tycoon) wants to her. Lane declines and proceeds with her chase for Superman…

Quality

An act of help by Superman for someone who was in trouble.

This story is set during the early days of Superman as the new, randomly appearing hero of Metropolis whose impact on local society is just growing stronger. At the same time, this shows Clark Kent being a very new resident of the city still looking for a job. This is inspired work by Byrne on building up the Man of Steel for what was back then the modern age.

That being said, the most intriguing fact here is that this Superman story has Lois Lane as the actual protagonist. While Lane’s literary presence here is slightly stronger than DC’s icon, this tale is clearly all about her unrelenting approach with newspaper journalism, her use of the Daily Planet’s valuable connections and resources, and how much risk she would take to get the facts, the statements and other details all for the sake of getting the hot story. This is Byrne’s modernization of Lois Lane highlighting the concept that Clark Kent will have serious competition with her within the Daily Planet.  

That being said, there is no romance between Clark and Lois here. This is after all their 2nd encounter (the saving of the space plane in issue #1 was shown in flashback with Lois Lane already present) and Byrne took a careful approach on establishing the first lengthy encounter and interactions between the two. Their encounter here is really engaging.

More on Superman himself, the writer kept the pace of developing him flow smoothly and steadily. You will see how Superman keeps himself in control whenever he talks with normal people or when he encounters criminals who cause danger on others. While he has a priority to help others in need using his powers, he does not neglect his actual identity (and personal life) as Clark Kent and this includes moderating or limiting the use of his special abilities as he levels himself with the rest of the civilian population.

Conclusion

Lois Lane portrayed as the unrelenting and very determined newspaper reporter. Even though Superman always flew away, she just won’t give up.

The Man of Steel #2 (1986) is clearly a very solid follow-up to issue #1. The continued development of Superman remains solid and the dramatization of Lois Lane as the strongly determined newspaper journalist is compelling to see. With regards to the build-up of the post-Crisis DC Comics shared universe, this particular Superman tale is one of essential parts of it.

Overall, The Man of Steel #2 (1986) is highly recommended!

Recently the Philippine Star published a news report revealing that electric bike (e-bike) crashes in Metro Manila reached a total of 556 with Quezon City having the most number of such crashes at almost 100.

While the report was published almost a month ago, the details are still relevant as more people are discussing the disadvantages of e-bikes (note: this includes the electric tricycles or e-trikes) which until now remain unregulated under the Land Transportation Office (LTO). Here in South Metro Manila, the e-bike crashes in the cities of Las Piñas, Parañaque and Muntinlupa combined for 90.

The Land Transportation Franchising and Regulatory Board (LTFRB) on Thursday said that there were 556 crash incidents of electric bikes (e-bikes) in Metro Manila in 2023.

According to LTFRB’s data sent to reporters, the e-bike crashes in the National Capital Region (NCR) resulted in 281 instances of property damage, 273 non-fatal injuries and two fatal injuries.

Crash incidents peaked in August 2023 with 64 cases, while the (lowest) recorded (total) to 26 cases in November 2023.

Quezon City posted the highest number of incidents among cities in the NCR with 96 e-bike crash cases. Of these, 42 are recorded as property damage with 54 non-fatal injuries.

Following Quezon City in the total number of crash incidents are these areas:

  • Marikina- 72
  • Taguig- 71
  • Manila- 52
  • Parañaque- 46
  • Makati- 39
  • Caloocan- 36
  • Pasig- 36
  • Las Piñas- 29
  • Pasay- 22
  • Muntinlupa- 15
  • Mandaluyong- 14
  • Valenzuela 11
  • Pateros- 7
  • San Juan- 7
  • Malabon- 2
  • Navotas- 1

In November 2023, the Land Transportation Office (LTO) proposed the mandatory registration of e-bikes, saying that only registered e-bikes should be allowed to use public roads.

Recently at the Ninoy Aquino International Airport (NAIA), two foreigners who were tagged as wanted for crime got arrested by immigration officers in separate occasions before they could leave the country, according to a Manila Bulletin news report.

Two foreign fugitives wanted in their countries for ciminal offenses have been arrested at the Ninoy Aquino International Airport (NAIA) before they could take their flights abroad.

Bureau of Immigration (BI) Commissioner Norman Tansingco identified the two fugitives as Chinese national Zhao Yaxin, 33, and Moroccan national Badr Ettachi, 32.

“They will undergo deportation proceedings as a consequence of their status as fugitives from justice and afterwards we will expel and ban them perpetually from re-entering the Philippines for being undesirable aliens,” Tansingco said in a statement issued on Sunday, Feb. 4.

Zhao and Ettachi are now detained at the BI’s Warden Facility located in Camp Bagong Diwa, Taguig City, he said.

Citing reports from the BI’s Border Control and Intelligence Unit (BI-BCIU), Tansingco said that Zhao and Ettachi were separately intercepted by immigration officers at NAIA Terminal 3 last Jan. 27 and 28, respectively.

He said that Zhao, who was to depart for Guanzhou, China, is “one of 34 Chinese nationals whose deportation was sought by the Chinese government due to their involvement in illegal online gaming operations.”

 “A warrant of detention was reportedly issued against Zhao and his cohorts by the Chanqing Hechuan distict public security bureau in China,” the BI said.

In the case of Ettachi, the BI said the Moroccan was “accused of pocketing US$60,000 intended for the salaries of seafarers and workers of a shipping vessel that was entrusted to him for delivery by a friend of the owner of the firm responsible for disbursing the said payroll money.”

Recently in the progressive City of Muntinlupa, the City Government of Muntinlupa announced that its total revenue collected in 2023 reached P6.4 billion which is an improvement of over 3% over the 2022 revenue, according to a Manila Bulletin news report.

The Muntinlupa City government collected P6.4 billion revenue in 2023, translating to a higher collection efficiency rating.

According to the City Treasurer’s Office, the P6.4 billion revenue is higher by P200 million compared to P6.2 billion collected in 2022.

The 2023 revenue translated to a 100.98 percent collection efficiency rating for the Muntinlupa City government.

City Treasurer Erwin Vibora said the higher revenue was realized through the strict implementation of local taxation and fiscal policies.

“The strategies used by the City Treasurer’s Office – Muntinlupa City to meet or exceed the targeted income is through strict implementation of local taxation and fiscal matters of the Local Government Code or Republic Act No. 7160 and the Revenue Code of Muntinlupa, following the policy and guidelines of Local Treasury Operations Manual (LTOM) of the Department of Finance – Bureau of Local Government Finance, existing laws and ordinances,” said Vibora in his report.

He said offices that achieved high revenues for the city government are: Business Permits and Licensing Office (BPLO) – P2.4 billion, City Treasurer’s Office – P2.3 billion, Colegio de Muntinlupa – P108 million, City Engineering Office / City Building Office – P57.5 million, and City Zoning Office – P34.2 million.

Local analysts say Philippine tourism’s recovery is still lacking

As far as the chief economists of the Rizal Commercial Banking Corp. (RCBC) and China Banking Corp. are concerned, the recovery of Philippine tourism is still lacking and a lot more needs to be done which includes relying on tourists from China, according to a BusinessWorld news report.

THE RECOVERY of the tourism market lags the rest of the region due to infrastructure constraints and the slow rebound of visitor arrivals from China, analysts said.

Michael L. Ricafort, chief economist of Rizal Commercial Banking Corp., said the Philippines’ tourism performance was lagging even before the pandemic.

“There has been a lot of catching up since the pandemic and also even before the pandemic with other ASEAN or Asian neighboring countries,” Mr. Ricafort said in a Viber message.

“This is largely due to infrastructure constraints that limit the capacity of airports and accommodation and MICE (meetings, incentives, conferences, & exhibitions) facilities to cater to a much larger number of foreign tourists,” he added.

In 2023, the Philippines logged 5.4 million international visitors which is only 65% of the 8.24 million foreign arrivals seen in 2019, but at par with the 65% average within Asia and the Pacific.

Mr. Ricafort said upgrades are needed to airports, particularly the Ninoy Aquino International Airport (NAIA), which will share future traffic to and from the capital with the Bulacan and Sangley airports.

“There is a need as well as for integrated tour packages that will be cheaper and more convenient to attract more foreign tourists,” he said.

“There is also a need for more mass transport systems such as railways that are integrated into major airports to make it more convenient for local and foreign tourists to travel,” he added.

China Banking Corp. Chief Economist Domini S. Velasquez said slow growth can be attributed to geographical constraints and absence of Chinese tourists.

“The Philippines lags behind its other ASEAN neighbors in terms of tourist arrivals, which can be attributed partly to geographical constraints, as the country cannot be accessed by land,” Ms. Velasquez said in a Viber message.

“However, another factor contributing to the below-target numbers, especially during the pandemic, is the absence of Chinese tourists,” she added.

Before the pandemic, China was the country’s second top source of international arrivals after South Korea. However, China only ranked fifth last year.

South Korea remained the top source of international visitors accounting for 26.41%, followed by the US (16.57%), Japan (5.61%), Australia (4.89%), and China (4.84 %).

“The sluggish growth and high unemployment in China have hindered the phenomenon known as “revenge travel,” wherein Chinese tourists typically exhibit strong travel demand. As a result, the expected influx of Chinese tourists has been limited,” Ms. Velasquez said.

Mr. Ricafort said the Philippines has strong potential in further growing the tourism economy with much room to improve in many elements of the product offering.

“The tourism business is low-hanging fruit that can generate more business, employment, and other economic activities as a major source of growth or a bright spot for the economy,” he said.

Bureau of Immigration (BI) launches campaign against foreign sexual predators

Having rejected several foreigners (who were registered sex offenders or RFOs) from entering the Philippines, the Bureau of Immigration (BI) recently launched a new campaign against sexual predators from overseas, according to a Journal Online news report. There is simply no stopping with their duty to protect the nation from undesirable foreigners.

NOTING the recent increase in attempts of aliens who are registered sex offenders (RSOs) to enter the country, Bureau of Immigration (BI) Commissioner Norman Tansingco launched a campaign against sexual predators.

Seeing the need for a more focused approach against child exploitation, Tansingco said that in 2023 alone, the BI excluded 171 foreign nationals who were previously convicted of sex crimes or are wanted for such cases.

He said that the BI also apprehended multiple pedophiles in Philippine soil, among them French national Theddy Douglas Tissier who was apprehended in Makati just last December and the successful capture of octogenarian pedophile David John Buckley in Cebu last November.

“The threat against our children is real and is here. With the reopening of the country’s borders post-pandemic comes the rise of attempts of sexual predators to enter the country. We must protect those who rely on us for their safety,” the BI chief said.

Tansingco also encouraged citizens to immediately report to the BI sexual predators that might be in their communities, adding tehat “by protecting our children, we defend our future. Let us all do our share in protecting the most vulnerable from these undesirable aliens.”

In a ceremony held at the GSIS Theater in Pasay City, the BI led the launching of the Project #ShieldKids Campaign, which is a three-tier effort of the agency to combat the rise of sexual predators. Joining Tansingco in the said event were Deputy Commissioners Joel Anthony Viado and Daniel Laogan.

Inter-Agency Council Against Trafficking (IACAT) Head Undersecretary Nicholas Felix Ty served as the event’s guest speaker. Also in attendance was Undersecretary Angelo M. Tapales of the Department of Social Welfare and Development (DSWD).

Project #Shieldkids endeavors to harmonize government efforts against sex offenders in the country by institutionalizing a network of communication amongst government agencies involved in investigating and arresting pedophiles and traffickers.

The project also solidifies the BI’s drive against sexual predators by prioritizing cases against foreign nationals that might be involved in sex trafficking of children.
