Philippine Exporters Feeling Uneasy Over Trump’s New 15% Global Tariff

The new 15% tariff on imports announced by US President Donald Trump after reacting to the Supreme Court of the United States (SCOTUS) decision is already troubling exporters of the Philippines, according to a report by BusinessWorld.

There is concern that the new tariff may dampen the export recovery of the Philippines. It should be recalled that the American tariff on Philippine-made goods was set at 19% following the meeting between President Trump and Philippine President Ferdinand “Bongbong” Marcos, Jr. last year.

THE United States government’s plan to impose a new 15% tariff on imports may dampen the Philippines’ export recovery and disrupt supply chains, according to analysts.

“Under a 15% tariff, there might be a disruption in the supply chain, because other countries might negotiate or diverge [to other markets],” Philippine Exporters Confederation, Inc. President Sergio R. Ortiz-Luis, Jr. said in a phone call.

“Unfortunately, our competitors here in the ASEAN (Association of Southeast Asian Nations) are supported by their governments, but we aren’t,” he added.

Mr. Ortiz-Luis said the Philippine government must resume negotiations with its US counterparts to ensure exports remain competitive.

Philippine Institute for Development Studies Senior Research Fellow John Paolo R. Rivera said the new tariffs could dampen export recovery, especially for electronics, garments, and agricultural sectors.

“The renewed threat of a 15% global tariff signals that protectionist risks remain and could dampen export recovery if implemented, especially for semiconductors and intermediate goods integrated into US supply chains,” he said in a Viber message.

This after the US Supreme Court struck down his previous tariff program, ruling that Mr. Trump had exceeded his authority when he imposed higher tariffs under an economic emergency law.

Government officials emphasized that the US remains an important trading and investment partner.

“We will continue to engage with (the US). A stable and predictable arrangement with the US will be very beneficial to our stakeholders,” Trade Undersecretary Allan B. Gepty said in a Viber message.

Finance Secretary Frederick D. Go earlier said that the majority of the country’s exports — like semiconductors and key agricultural goods — were already exempted before the US Supreme Court’s ruling.

The US has long been the Philippines’ biggest export market. From January to December 2025, the value of Philippine exports to the US stood at $13.44 billion.

“We don’t know under what authority he (Mr. Trump) will impose those tariffs, and if these will last. We will have to wait until the dust settles to properly assess the impact of his new universal tariffs,” Foundation for Economic Freedom President Calixto V. Chikiamco said in a Viber message.

Reuters reported the new US tariffs are grounded in a separate but untested law, known as Section 122, that allows tariffs up to 15% but requires congressional approval to extend them after 150 days.

Foreign Buyers Association of the Philippines President Robert M. Young said its members have been resuming talks with its US buyers.

“We have survived, for the last eight months, the US’ 19% tariff. So, I think we have to just go on with what we are doing, and we’ll try our best to just lower our price to be competitive with other ASEAN nations,” he said via telephone.

Prime Minister Sanae Takaichi on Friday pledged major policy shifts to make Japan “stronger and more prosperous,” citing expansionary finance for economic growth and efforts to boost intelligence and defense capabilities to address security challenges.

In her first policy speech since being reelected prime minister by parliament earlier this week, Takaichi also expressed her willingness to cooperate with the opposition despite her ruling party’s historic landslide victory in the Feb. 8 general election.

Takaichi said she will promote “responsible and proactive” fiscal policies and measures to encourage domestic investments in crisis management and promising fields.

“My Cabinet will end the long-running practice of excessive fiscal austerity and insufficient investment for the future,” said Takaichi, who became Japan’s first female prime minister in October and was reelected Wednesday. “We will intensely press, press, press, press and press the switch for growth.“

U.S. President Donald Trump said Saturday he will raise the rate of his new global tariff on imports from all countries from the 10 percent announced a day earlier to 15 percent, following the Supreme Court’s ruling striking down a core pillar of his economic policy.

Trump announced the sudden change on social media, adding that during “the next short number of months,” his administration will consider introducing other “legally permissible” tariffs.

Japan Eases Import Restrictions On American Automobiles

Japan’s transport ministry has simplified inspections for US automobile imports based on a bilateral tariff agreement.

The transport ministry revised an ordinance on automotive safety standards to allow imports of US vehicles without additional tests as long as they conform to US safety standards.

US and Japanese automobiles have different requirements such as those for body impact strength, turn signal color and instrument units.

But from Monday, no additional tests are required for US auto imports if their makers have taken steps to ensure safety and the imports are authorized by Japan’s transport minister.

A red star-shaped sticker will be affixed to the rear of automobiles that meet the criteria. Inspection certificates will show that they are authorized US vehicles.

The deregulation was part of an agreement reached by Tokyo and Washington last July. The ministry has been working out details to implement the measure.

The easing of regulations is expected to be applied when cars made in the US by Japanese manufacturers are imported into Japan.

The Japanese government says the change will lead to a reduction in the US trade deficit with Japan.

Also on Monday, Japan’s Ministry of Economy, Trade and Industry decided to use a Japanese manufacturer’s cars made in the US as official government vehicles.

U.S. President Donald Trump said Friday that he will impose a new 10 percent “global tariff” after the Supreme Court struck down his duties targeting nearly all of America’s trading partners, delivering a major blow to his signature economic policy and likely complicating Washington’s relations with the rest of the world.

Upholding lower court findings, the highest court ruled that Trump overstepped his presidential powers when he used a 1970s-era emergency law last year to impose the so-called reciprocal tariffs, as well as fentanyl-related levies he applied to goods from China, Canada and Mexico.

Calling the ruling “deeply disappointing,” Trump said, “I’m ashamed of certain members of the court, absolutely ashamed for not having the courage to do what’s right for our country.“

At a press conference, Trump unleashed a barrage of criticism against the justices, accusing them of being “very unpatriotic and disloyal to our Constitution,” and claimed that the court has been influenced by “foreign interests.”

At the center of the case was Trump’s invocation of the 1977 International Emergency Economic Powers Act to swiftly bring the tariffs into effect without congressional approval, even though taxation is an enumerated power of the legislative branch.

During oral arguments in early November, a majority of the court’s nine justices, six of whom were appointed by Republican presidents, already appeared skeptical of Trump’s authority to bypass Congress in levying the double-digit tariffs.

Writing for the final 6-3 judgment, Chief Justice John Roberts, a conservative appointed by President George W. Bush, said Trump could not legally justify his extraordinary action.

“The president asserts the extraordinary power to unilaterally impose tariffs of unlimited amount, duration, and scope. In light of the breadth, history, and constitutional context of that asserted authority, he must identify clear congressional authorization to exercise it,” Roberts said.

Tariffs are the centerpiece of Trump’s “America First” agenda. The Republican president has argued they will revitalize U.S. manufacturing, create jobs, reduce the country’s debt, raise tax revenue and equip the United States with more negotiating leverage to extract concessions from other countries.

In the early months of last year, the Trump administration introduced the tariffs on goods from China, Canada and Mexico, accusing the top three U.S. trading partners of not doing enough to stem the flood of deadly fentanyl coming into the United States.

In April, Trump announced “Liberation Day” tariffs, which consist of a 10 percent universal tariff, plus varying additional duties on dozens of countries with which the United States runs significant trade deficits.

The emergency law, known as IEEPA, stipulates that it can be exercised “to deal with any unusual and extraordinary threat, which has its source in whole or substantial part outside the United States, to the national security, foreign policy, or economy.”

No president had previously used the law to impose tariffs, with countless U.S. and foreign companies suing the Trump administration to challenge the legality of the IEEPA-based measures and to ensure they receive refunds should the Supreme Court invalidate them.

The Supreme Court did not say whether the U.S. government must refund revenue from the tariffs.

At the press conference, Trump suggested that he would not refund the hundreds of billions of dollars, and the issue would end up in a long court battle.

Trump said foreign countries must be “so happy, and they’re dancing in the streets, but they won’t be dancing for long — that I can assure you.”

He stressed that his administration has “very powerful alternatives” to replace the tariffs the court “incorrectly rejected.”

While voicing willingness to advance his trade agenda by other means, Trump said he will introduce a new 10 percent tariff on imports from all countries, on top of the existing duties.

He said the additional tariff will be backed by Section 122 of the Trade Act of 1974, which permits him to levy such a measure for up to 150 days if there are serious trade deficits that need to be addressed.

Under the country-specific tariff framework, Trump initially threatened to impose a 25 percent levy on Japan, but the figure was lowered to 15 percent after months of negotiations, in return for Tokyo committing to massive investments in the United States in the coming years.

As Japan also promised to buy more American products, a trade agreement struck by the two countries resulted in Japanese automobiles being subject to a 15 percent tariff, down from the hefty 27.5 percent rate that took effect in April.

Trump Reveals First Set Of Projects Under US-Japan Trade Deal

U.S. President Donald Trump’s administration said Tuesday that Japan will finance the production of synthetic diamonds and two energy projects worth about $36 billion as the initial tranche of investments under a deal reached last year following months of tariff negotiations.

Trump’s announcement that the three projects had been selected, as part of a $550 billion package that Japan committed to in exchange for his administration reducing tariffs on Japanese cars and other goods, was confirmed hours later by Japanese Prime Minister Sanae Takaichi.

“These projects are so large, and could not be done without one very special word, TARIFFS,” Trump wrote on his Truth Social platform. “America is building again. America is producing again. And America is WINNING again.”

Calling it a historic time for the United States and Japan, he said a critical minerals project will be carried out in Georgia, along with plans for an oil facility in Texas and power generation infrastructure in Ohio.

Commerce Secretary Howard Lutnick said the United States and Japan will build the largest-ever natural gas infrastructure in Ohio, expected to produce 9.2 gigawatts of power, a deepwater crude oil export facility in the Gulf of Mexico and establish synthetic industrial diamond manufacturing capacity in the United States.

Lutnick said the deepwater facility is likely to generate $20 billion to $30 billion in U.S. crude oil exports annually.

Takaichi said on social media that the gas infrastructure will power artificial intelligence data centers, and the production of synthetic diamonds used in the semiconductor, auto and aviation industries is aimed at reducing the two countries’ overreliance on a specific country, without naming China.

“Going forward, Japan and the United States will continue working closely to further coordinate the details for implementing each project, ensuring their early and smooth execution,” Takaichi said in an X post.

Under a trade deal struck in July last year, Japan has committed to investing $550 billion in the United States by the end of Trump’s second term in January 2029.

Japan’s commitment comprises investments, loans and loan guarantees from Japanese government-backed financial institutions.

Japan’s industry minister Ryosei Akazawa told reporters in Tokyo that about $33.3 billion will be invested in the gas infrastructure, with Japanese companies such as Hitachi Ltd., Mitsubishi Electric Corp., Toshiba Corp. and SoftBank Group Corp. interested in participating in the project.

The project to increase U.S. crude oil exports is valued at $2.1 billion and the production of synthetic diamonds is worth $600 million, according to Akazawa, who mentioned Japanese firms such as Mitsui O.S.K. Lines Ltd., Nippon Steel Corp. and Asahi Diamond Industrial Co. in connection with these initiatives.

Last week, Akazawa and Lutnick agreed in Washington to speed up the selection process for the first round of investments, as the two countries prepare for Takaichi’s visit to the United States next month.

Japan and the United States have said that the investments will focus on strategic sectors, such as critical minerals, semiconductors, artificial intelligence and energy, to advance their national security interests and economic objectives.

The memorandum of understanding between Japan and the United States, signed by Akazawa and Lutnick in September last year, stipulates that Trump will ultimately choose projects recommended by an “investment committee” chaired by the commerce secretary and composed solely of U.S. officials.

A Lot More American Fruits And Vegetables Imported By Vietnam In 2025

Vietnam, a nation previously ravaged by war which eventually emerged as a major tourism destination in Southeast Asia, imported a lot more fruits and vegetables from the United States of America resulting in a jump of 67% to US$900 million, according to a news report by VnExpress. Vietnam’s exports to America, however, were not too great which resulted in a trade surplus of more than $350 million for America on fruits and vegetables.

U.S. fruits and vegetables are pouring into Vietnam, with 2025 imports rising by nearly 67% to US$900 million, but Vietnamese exports to the U.S. are not keeping pace.

This marked a 10-fold jump in imports from the U.S. from a decade ago, with cherries, apples, grapes, and oranges being among the top fruits bought, according to Vietnam Customs.

Vietnam’s vegetable and fruit exports to the U.S. were worth $546 million last year, a minuscule 1.49% share in a market is dominated by suppliers such as Mexico, Canada and South American countries.

Dang Phuc Nguyen, general secretary of the Vietnam Fruit and Vegetable Association, said the U.S. is a very large market but also one marked by stringent technical standards and also long geographical distance for Vietnam.

Vietnam’s position as the 13 largest fruit and vegetable supplier to the U.S. is owed to the great efforts made by businesses in recent years, he added.

There is room for growth as the list of fresh fruits permitted for export to the U.S. continues to expand, and now includes pomelo, mango, dragon fruit, longan, lychee, star apple, rambutan and, most recently, coconut.

Consumer trends in the U.S. are shifting toward novel fruits, health-oriented products and more deeply processed items such as frozen fruit, dried fruits and juices, with Vietnamese products like coconut, durian and pomelo becoming increasingly popular.

But exports do face many challenges. Starting this month the U.S. began tightening regulations on traceability and food safety, particularly with respect to pesticide residues.

Vietnamese oversight of planting area codes and packing facilities remains uneven, which threatens to bring warnings or even temporary import suspensions by the U.S.

The high logistics costs due to the distance make it difficult for Vietnamese fruits and vegetables to compete on price with suppliers close to the U.S. such as in Mexico, Peru or Thailand.

The Philippines and Israel are exploring “more avenues of cooperation”—including a possible free trade agreement, direct flights between the two countries, and cybersecurity agreements—that will improve the “bond” that has been going strong since World War II, Israel Ambassador to Manila Dana Kursh said on Monday, Oct. 27.

In an exclusive roundtable discussion with The Manila Bulletin, the envoy underscored the importance that Israel puts in the Philippines, citing high-level visits of its ministers for foreign relations, economy, and tourism, as well as its deputy foreign minister.

“That shows that the Israeli government thinks very highly of the Philippines because it is working top down—our Prime Minister said look east and he specifically said also the Philippines and our ministers are coming here to explore more avenues of cooperation,” she said.

“So, this is one time that it relies on the past and it looks at the present and if we are looking at the future there are two things that are important,” she added.

The first, Kursh shared, is the possible free trade agreement (FTA) between the two countries, of which discussions on building the mechanisms have already started in July.

“So, hopefully, there will be a free trade agreement. We are now just finalizing things so, we initially started in July and when it’s done, the potential of bond between the two nations will become even more,” she pointed out.

PH, Israel eye revival of direct flights – Another important component of this relationship is the establishment of direct flights.

Noting the big potential of tourism between the two countries, the ambassador lamented the travel advisory currently raised in Israel by the Philippine government.

“We have to move aside is a travel advisory. I know that tourists are still coming despite the travel advisory, but we need to overcome this challenge and God willing, now with the voices, with the wind of peace from our region, I do hope that the DFA will decide, together with other ministries, will decide to lift this,” she said.

Travel Alert Level 2 is currently raised in Israel, which reminds Filipinos to avoid non-essential travel to the country. This includes, among others, tourism visits, pilgrimages, temporary stays with relatives and friends, volunteer work, sports events, entertainment, and similar activities.

After going past that hurdle, Kursh said the two countries can start discussion two possible options for direct flights, with one options having only direct flights on a certain amount of days a week.

The envoy added they have already met with the country’s flag carrier Philippine Airlines on how the direct flights will benefit the company.

“I do hope that more and more Filipinos will come to Israel and vice versa more and more Israelis will come to more than 7,000 mini paradise that we have in the Philippines.”

“So if I’m trying to answer, I think that God willing, within the next year and a half, we’ll be able to reach some progress, or even, but I cannot commit, we cannot commit to what’s going on in Israel, and at the end of the day, because it’s a decision of the airlines, we need to find ways to create the best formula that will be a win-win,” she added.

According to Kursh, there are some 30,000 or 40,000 tourists on both sides, but the “potential is tremendous.”

Cybersecurity partnership – Pointing out Israel’s expertise in technology, Kursh also said that her country has “added value” when it comes to exchanging best practices on innovation and technology, including cybersecurity.

“So, it’s both business and both tourism, we need to provide in our nations, to other next generation, we need to provide them food security and we need to provide cybersecurity and we need to provide them with health, with mental health and physical health and in all those realms and more Israelis and Filipinos can work together to have a better future for everyone,” she added.

This newest development shows the continuing growth of Israel-Philippines ties and Ambassador Kush pointed out the high-level visits of ministers from the Jewish state. In my view, the Philippines and Israel can become greater partners than they are today. Apart from travel, Israelis and Filipinos can help each other out in business, cybersecurity, and trade. We all have to pray that the Philippines and Israel will work together more closely sooner than later.

To my fellow Filipinos reading this, I encourage you to accept the truth that Israel is the land God designated specifically for the Jewish people (read Genesis 35:10-12) and His command must be followed without hesitation. If you want to be blessed further by the Lord, do so by loving and blessing the Jewish people (Genesis 12:1-3). I did my part when I was in Israel. Also, let me remind you all that the ties between the Jews and Christians are truly biblical!

I encourage you all to pray to the Lord God in support of Israel, to love and bless the Jewish people, and pray for the peace of Jerusalem.

Trump and Takaichi Reaffirm US-Japan Alliance in Tokyo

United States President Donald Trump and new Japanese Prime Minister Takaichi Sanae met in Tokyo yesterday and officially America and Japan reaffirmed its alliance, according to the English news report of NHK and other sources.

For the newcomers reading this, Takaichi was recently elected as the new Prime Minister of Japan while Trump arrived from Malaysia where he presided the formal signing of a peace declaration between Thailand and Cambodia, and reached trade agreements with some Southeast Asian nations. Trump and Takaichi both attended the ASEAN Summit in Malaysia.

Japanese Prime Minister Takaichi Sanae and US President Donald Trump are taking part in a series of talks and appearances during their first summit in Tokyo.

Takaichi welcomed Trump at the State Guest House in Tokyo Tuesday morning. They received a salute from a ceremonial guard of honor with Japan’s Self-Defense Forces. Soon after, the two leaders sat down for their first face-to-face meeting.

Takaichi said, “I am determined to restore Japan’s dynamic diplomacy to protect Japanese national interests. I am ready to promote further collaboration between Japan and the United States toward our shared goal of achieving a free and open Indo-Pacific. I want to realize a new golden age of our Japan-US alliance in which both nations become stronger and more prosperous.“

Trump said, “I have always had a great love of Japan and a great respect of Japan, and I will say that this will be a relationship that will be stronger than ever before, and I look forward to working with you and on behalf of our country. I want to just let you know anytime you have any questions, any doubt, anything you want, any favors you need, anything I can do to help Japan, we will be there, we are an ally at the strongest level.”

The two leaders have signed documents to cement a deal reached as a result of tariff talks.

Trump meets abductee families – After the meeting, Trump met families of Japanese citizens abducted by North Korea.

He said, “I met the families before, and I’m with them all the way, and the US is with them all the way, and with Japan and the prime minister.“

Trump also said he’s had the issue in mind since meeting late Prime Minister Abe Shinzo. He told the families the US will do everything in its power to help.

Japan’s government says at least 17 Japanese nationals were kidnapped by North Korean agents in the 1970s and ’80s. Five of them returned in 2002, but what happened to a dozen others remains unknown.

Takaichi seeks to strengthen security, economic ties with US – Ahead of the meeting on Tuesday morning, Takaichi wrote on X that she is looking forward to “having a fruitful discussion on how we can further strengthen our great Alliance.”

Trump has complained that the burden for security shouldered by US allies is insufficient. The measures include revising three national security documents, including the National Security Strategy, by the end of next year.

Japan had been aiming to increase defense spending and related expenditures to two percent of the GDP in fiscal 2027. Takaichi will likely tell Trump that Japan will instead achieve that goal in the current fiscal year.

Takaichi wants to use the occasion to build a personal relationship with Trump. She is also hoping to enhance bilateral cooperation across a wide range of fields, including security and economy.

Philippines Trade Chief Points To Trump Tariffs As Country Braces For Dumping Of Products From Asian Neighbors

Here we go again with the perceived challenges related to the tariffs of Trump-led America. This time around the secretary of the Department of Trade and Industry (DTI) pointed to the Trump tariffs which she said raised the risk of products from Asian neighbors getting dumped into the Philippines and potentially harm local industries, according to news article by the Philippine News Agency (PNA).

For the newcomers reading this, the Trump administration had set a series of tariff rates for different nations in Asia. American tariff on Philippines-made products was set at 19% after the big meeting between US President Trump and Philippine President Ferdinand “Bongbong” Marcos, Jr.

It is a known fact that many nations in Asia export their products to the United States but with the new tariffs in effect and the fact that the Philippines has a population of more than one hundred million people, the latter is anticipated to become the dumping ground of Asian products. This development is happening just as the economy of the Philippines will grow by less than 6% this year (click here, here and here). Recently, the US State Department published a report about pervasive corruption being a barrier to investment in the Philippines.

The recent increase in the United States’ tariff rates heightened the risk of Asian goods being dumped into the Philippine market, raising the need for more stringent measures to protect local industries, Department of Trade and Industry (DTI) Secretary Cristina Roque said Wednesday.

Roque, in an interview on the sidelines of the Federation of Philippine Industries Inc. Business Summit in Makati City, said they expect increased entry of steel, cement, and garments, among others.

She traced this to the attractiveness of the Philippines as a market, given the country’s large population of over 100 million. She said DTI will work closely with the Bureau of Customs (BOC) to ensure that only registered and properly taxed goods enter the country.

The DTI will also coordinate with local industries to prevent the continued spread of unregistered products in the market.

On Tuesday, personnel from DTI’s Fair Trade Enforcement Bureau seized around PHP2 million worth of substandard construction materials from 24 retailers in Central Luzon as it strengthened its drive against uncertified and unsafe products in the market.

“We need to protect the manufacturing industry of the Philippines. So us, being in government, and us making sure we protect the jobs of the people,” she said.

Roque also noted that although investments continue to pour in, the volume is not what they had expected, thus, the need to boost local industries.

“So, we try to help them resolve whatever issues they have. And then we also at least help them strengthen or level up their businesses,” she explained.
