Get To Know The Las Piñas Persons with Disability Federation Inc. (LPPWDFI)

If you are a person with disability (PWD) living in Las Piñas City, be aware that there is an organization that is reaching out to you as it is active in empowering persons with disability through advocacy, developmental programs and organizing projects. That organization is the Las Piñas Persons with Disability Federation Inc. (LPPWDFI).

The LPPWDFI aims to know the status of persons with disabilities in your local area. They will use the results of the data to provide evidence for policy advocacy, program development, and disability inclusive budgeting at the barangay and city and municipal level.

The federation develops programs and projects appropriate to the needs and rights of the PWDs. The skills of the federation will be strengthened through the collective experience in data generation, analysis and advocacy which will strengthen the organizations.

Background of the LPPWDFI

In 2013, the federation implemented the profiling of persons with disabilities in partnerhship with the Department of Social Welfare and Development (DSWD) in the National Capital Region (NCR). The project revolved around participatory research wherein PWDs were the main actors from planning, execution, to analysis of the research.

There were two fundamental gains:

1. The collective experience contributed to strengthening the federation at the village associations and Federal level.

2. The data generated provided strong evidence for policy and program development at the village and city level. Building up on this gain, the profiling was expanded and has been updated in 2021-2022 as a component of cbm global philippines’ “Capacity Building of OPDs for the Effective Participation of Persons With Disabilities in Governance” project funded by CBM Australia.

For more than a decade now, the Las Piñas Persons with Disability Federation Inc. has been active in representing the interests of PWDs in the city and they backed it up with action through the organizing of activities, projects and conferences. In 2015, the LPPWDFI was awarded as PWD Group of the Year by the Philippine Foundation for the Rehabilitation of the Disabled, Inc. (PFRD) through the Apolinario Mabini Awards Committee.

In 2019, the federation was awarded as the Best Local Federation during the 1st Dangal Ng Mga Taong May Kapansanan Awards.

Xbox 20th Anniversary Celebration online set for November 15, 2021

The wave of positivity for Xbox and its global community of fans continues to go on. For one thing, the Xbox Series S and Xbox Series X collectively sold over 100,000 units in Japan easily surpassing the Xbox One there and Team Xbox made clear it is NOT giving up on Japanese gamers and developers. The positive vibes generated by the highly successful Xbox-Bethesda E3 2021 games showcase continue to be felt as Forza Horizon 5 and Halo Infinite are both set for global releases this November and December respectively. On Xbox Game Pass (XGP), it was announced recently that more than one hundred games support Xbox touch controls. Team Xbox also made video gaming more accessible to people with disabilities which is something that Nintendo and Sony could not even do. For the future of Xbox gaming, Team Xbox chief Phil Spencer confirmed that his team will continue to pursue acquisitions of game studios and talents.

November 15, 2021 will be a very significant date as it will mark the 20th anniversary of Xbox (note: new products for the anniversary will be released on that same day) and hot news right now is that Team Xbox announced there will be an anniversary celebration event that will be streamed on that very day! As seen in Booty’s words above, Team Xbox prepared something special for the fans to watch and enjoy. While Booty made clear that new games won’t be announced – a clear attempt to temper expectations – there will still be something enjoyable and commemorative. For one thing, Xbox and Halo go together as seen in Xbox history. Since November 15, 2001, Microsoft sold many millions of Xbox consoles worldwide, paved the way for establishing online console gaming with innovative ways, built up a huge fan base, established Xbox as a major entertainment brand, established Halo as a major pop culture phenomenon and established Xbox as a major ecosystem that link console gamers and Windows PC gamers together!

For the future – the next 20 years – that Matt Booty stated, things are very promising and exciting as there are 23 Xbox game studios (including those from Bethesda) already working on several projects each ensuring that there will be a whole lot of Xbox-exclusive games coming in the near future! On November 11, 2022, Bethesda’s major sci-fi role playing game (RPG) Starfield will be released exclusively on Xbox Series S, Xbox Series X and Windows PC. Meanwhile, RPG specialists Obsidian Entertainment is progressing with its development of the Xbox-exclusive fantasy RPG Avowed and they are also working on the Xbox-exclusive sci-fi RPG sequel The Outer Worlds 2. Bethesda’s studio Arkane Studios is hard at work on the Xbox-exclusive Redfall which will be released in the summer of 2022. Meanwhile, 3rd party studio Avalanche is developing the Xbox-exclusive game Contraband in partnership with Team Xbox. Oh, I should remind you readers and gamers that the Square Enix-controlled game studio Crystal Dynamics is working as a production partner with Xbox game studio The Initiative on the Xbox-exclusive Perfect Dark reboot.

Clearly the old belief that Xbox has no games is simply no more and really is not true anymore by today’s standards. To insist that Xbox has no games today is simply foolish to do.

Speaking of future games, Matt Booty also announced that high profile games of Xbox will be released in this crucial 4th quarter! There are a few releases apart from Forza Horizon 5 and Halo Infinite to look forward to.

  • The Master Chief returns on Dec. 8 with Halo Infinite. This is the Halo we imagined 20 years ago, finally come to life in the largest Halo game we have ever made. Halo Infinite will be available in Game Pass when it launches across Xbox One, Xbox Series X|S, and PC. Game Pass Ultimate members will also receive monthly multiplayer bonuses as part of the Perks program.

Las Piñas City Provides FREE Initial Parking for Senior Citizens and PWDs (Persons With Disability)

The City Government of Las Piñas announced today that starting December 1, 2019, senior citizens and persons with disability (PWDs) will be exempted from paying parking fees on the first three hours in all business establishments and offices within the city’s jurisdiction as a result of a new ordinance that was approved.

City Ordinance No. 1623-19, otherwise called the “Senior Citizens and Persons with Disability (PWDs) Free Initial Rate Parking Fee Ordinance of 2019,” as proposed by Vice Mayor April Aguilar-Nery grants the privilege to the elderly and PWDs who are either driving or on board the vehicle that will park in any commercial or pay parking areas.

“This is one way of providing social services to our senior citizens and PWDs because their welfare is one of our priorities,” Vice Mayor Aguilar-Nery said.

She also acknowledged the cooperation and support of the city’s business establishments in granting the exemption to the senior citizens and PWDs of Las Piñas.                            

The exemption covers the first three hours of the prescribed parking fee, while  the corresponding rate shall be imposed for the succeeding hour. But no charges shall be collected in the case of flat rate policy provided it does not exceed four hours.

Parking booth attendants or cashiers who may be found violating the ordinance shall be meted penalties ranging from P1,000 to P3,000 with 30 days to a maximum of six (6) months imprisonment, depending on the discretion of the court.

Mayor Imelda Aguilar welcomed the passing of the ordinance by the City Council. She said that “the ordinance will contribute to the Tuloy-tuloy na Serbisyo Program of her administration in promoting the welfare of the senior citizens and the PWDs of Las Piñas.

The City of Las Piñas has more than 80,000 registered senior citizens and 15,200 PWDs who are enjoined to avail of the privilege and other benefits as mandated by Republic Act No. 7432, known as the Senior Citizens Act of 1995.

A Look Back At Prototype #1

There is nothing like witnessing a superhero use technology to fly around with high speed, blast with energy, lift heavy objects using extra strength and use whatever special features to beat the bad guys and save people from harm. I’m not talking about Marvel Comics’ Iron Man here. I’m talking about the Ultraverse parallel to him called Prototype and here is my retrospective review about the 1993 superhero comic book Prototype published by Malibu Comics.

Co-written by Tom Mason and Len Strazewski with art by David Ammerman and James Pascoe, Prototype is the story of the armored figure called Prototype but there is one huge thing to take note here – the armored figure is actually a high-tech project of a corporation called Ultratech and it involves more than one person piloting it.

To put things in perspective, some time in the past the Prototype armor (which was very large and bulky) was piloted by Bob Campbell until a major incident happened during an aerial exhibition that cost him his right arm. Subsequently he got replaced by a much younger man named Jimmy Ruiz. In the present, Campbell is a PWD (person with disability) who was dismissed by the company which compelled him to sue them for age discrimination.

Then he attends the stockholders’ meeting of Ultratech which was organized to be lavish and showy. It is here where Prototype (piloted by Ruiz) makes an energetic appearance sporting a leaner looking armor that closely resembles a human being.

Ruiz says “Stand back, America…it’s showtime!”

While showing off, Ruiz encounters some problems. He has not fully gotten used to the technology and his head feels like exploding. During the stockholders’ meeting, Bob Campbell causes some trouble prompting private security to escort him away. It turns out that Ultratech really distanced themselves from him.

Of course, the company is very happy with the Ruiz-piloted Prototype and they are confident their major financial bets will yield great results. Their executive Stanley Leland stated, “He’s not just a showpiece, he’s a corporate asset!”

As this is a superhero story, life is not normal. As such an incident happens that, predictably, requires Prototype to take action (and entertain readers like you and I).

Technically the story was nicely told and its pacing flowed smoothly. There is a nice balance between spectacle, storytelling and character development. Ultimately by the time I reached the 24th page, I got a grasp of the comic book’s concept, the characters (especially the two pilots) and where the series was going.

How does this comic book compare with Iron Man? To say the least, the concept of a large corporation owning and controlling a high-tech suit of armor piloted by their employee is not only a nice alternative but a very engaging alternative to the Iron Man concept (super rich industrialist who wears a powered suit of armor and uses his special talent on technology).

The Ultraverse was the most interesting and most entertaining superhero line of comic books I read back in the 1990s and Prototype went on to become one of the major heroes of the franchise. Prototype went on to become part of UltraForce, a superhero team that had its short-lived comic book series (with famous artist George Perez doing the art in some issues) as well as a short-lived animated series based on the said comic book series.

Had the Ultraverse lasted longer, succeeded and profited, chances are Prototype would have been a major contender among all other superheroes from the different publishers  today and there would have been more merchandise and perhaps even video games based on the character.

If you plan to visit a local comic book store to buy old comic books, I highly recommend Prototype .
