In separate operations, agents of the Bureau of Immigration (BI) arrested two Chinese nationals in the cities of Parañaque and Mandaue, according to a Philippine News Agency (PNA) news article. One of them is wanted in China for contract fraud.

In recent times, a lot of people here in the Philippines got cheated by a scammer over their huge purchases of tickets for a Taylor Swift in Singapore. This incident serves as a painful reminder that the nation has been hit by a lot of scams online, so much so the Nikkei Asia published a December 2023 article describing the Philippines as “Asia’s epicenter for online shopping scams.”

Xbox-related announcements at The Game Awards 2023 – The Game Awards 2023 edition took place recently and like many of its previous editions, it was a spectacle of video game awards as well as announcements of upcoming games. Godzilla Minus One makes impact in America – While its current theatrical distribution in America is not too great, the Japanese-made Godzilla Minus One movie managed to make an impact with moviegoers and critics there. The evil of the Islamo-Left  – It is not surprising at all that Leftist elements continue to take sides with the Palestinian terrorist group Hamas while opposing Israel’s war efforts in the Gaza strip (Israel’s response to Hamas’ October 7 terrorist attacks and abduction of hostages). 3 Chinese nationals killed, 2 others rescued in Barangay BF Homes, Parañaque City

It seems that Parañaque City is still a hot spot for criminal activities that involve Chinese nationals as something happened in Barangay BF Homes that saw the deaths of three Chinese nationals as crime suspects and two others as kidnap victims who got rescued, according to a Manila Bulletin news report.

To put things in perspective, posted below is the excerpt from the Manila Bulletin report. Some parts in boldface…

Three Chinese nationals, who allegedly kidnapped two fellow citizens, were killed during a police rescue operation in Parañaque City on Sunday afternoon, Feb. 27.

Brig. Gen. Jimili Macaraeg, Southern Police District (SPD) director, said the suspects were killed in a shootout with members of the Philippine National Police (PNP) Anti-Kidnapping Group, Pasay and Paranaque police at about 5:50 p.m. on Vicente Recto St. at Barangay BF Homes, Paranaque City.

Macaraeg said that prior to the encounter, a suspect identified as Lorriel Lozano, 22, admitted his involvement in the kidnapping-for-ransom of one Ling Qang Chang, 43, in Pasay City.

The SPD chief said the joint team launched a rescue operation after learning that two foreigners identified as Zhou Xiang Kin, 42, and Li Ci You, 33, were also kidnapped and being detained inside a dog cage on the second floor of the suspects’ house.

Macaraeg said the operatives were fired upon by the suspects upon arrival in the area. The cops retaliated, wounding the three Chinese kidnappers.

The police rushed the suspects to the Medical Center Paranaque, but they were declared dead on arrival.

The SPD chief said they could not yet release the names of the slain suspects because the PNP is still conducting investigation on the kidnapping incidents involving Chinese nationals.

Macaraeg said the operatives recovered at the crime scene a 12-gauge shotgun, a .45-caliber pistol, one .9mm Uzi, a .9mm pistol, one black Toyota Innova, a white Kymco motorcycle, assorted military and police uniforms, ammunitions, cartridge cases, bullet vests, and gun parts.

The above news story that took place within Barangay BF Homes is pretty disturbing not just because it took place within a residential area, but also because the suspects accumulated deadly weapons and lots of military and police uniforms. It seems the suspects are working for some powerful people who have yet to be identified. Having that much guns, ammunition and clothing resembling local authorities is very disturbing to say the least. We can only hope that the police will be able to find out who the superiors and financiers of the suspects are.

The kidnapping of Chinese nationals committed by their fellow citizens here in the Philippines is not unusual. More on Parañaque itself, there was a gang composed of almost all Chinese nationals that got arrested for attempting to kidnap another Chinese citizen. With regards to foreigners causing disturbance within Parañaque with other forms of criminal activities, there was even an illegal online gaming operation involving several Chinese and Filipino citizens in Barangay Tambo. As for the cyber sex den in Parañaque that got stopped by the NBI, that illegal operation also involved a Chinese citizen.

Wanted foreigners arrested by immigration officials

Here in the Philippines, personnel of the Bureau of Immigration (BI) successfully apprehended three foreigners – two from South Korea and one from China – who were wanted in their respective countries. According to a Manila Bulletin news report, the three were arrested in two separate operations.

The Bureau of Immigration (BI) has arrested two South Koreans wanted for telecom fraud and a Chinese charged with economic crimes in their respective countries.

BI Commissioner Jaime Morente said Koreans Kim Changhan, 25, and Kim Junhee, 38, were arrested last week by operatives from the bureau’s fugitive search unit (FSU) in separate operations conducted in Makati City and Porac, Pampanga.

On the other hand, 51-year-old Chinese woman Zhang Yujie was (collared) in Mandaluyong City last Friday.

The BI chief said that the two South Koreans already have summary deportation orders issued against them in 2019 and 2020 for being undesirable aliens.

FSU chief Rendel Ryan Sy said the deportation order against Kim Changan was in relation to an arrest warrant issued by the Seoul Central District Court in October 2020 while Kim Junhee faces a warrant issued by Seoul Nambu District Court in July 2019.

Information obtained from the Interpol’s national central bureau (NCB) in Manila revealed that Kim Changan is the leader of a telecom fraud syndicate based in Sandong-sung China engaged in voice phishing that defrauded their compatriots of more than 63 million won or nearly US$53 million.

For the newcomers reading this, there are wanted foreigners or undesirable aliens who are present here in the Philippines and it takes time and effort to apprehend them. This past January in Parañaque City, a foreign fugitive was arrested and he turned out to be listed in the Interpol’s Red Notice. Still in Parañaque, a Malaysian national and his Filipino partner got arrested for falsification of documents and usurpation of authority right inside a police station. The two suspects tried to fool the police into releasing Chinese nationals who were arrested for kidnapping.

A Look Back at Sludge #3 (1993)

Welcome back, superhero enthusiasts, 1990s culture enthusiasts and comic book collectors! Today we revisit the Ultraverse of Malibu Comics and examine one of its many stories through the Sludge comic book series.

Previously I reviewed issue #2 of the series which was a surprising and fun comic book to read as the creative team took the risk of emphasizing the violent character Bloodstorm over Sludge himself. Ultimately, this move served as a way to not just build up tension but to expand the specific place of Sludge and the dark forces within the Ultraverse. For this retro review, issue is set during the events of the memorable Ultraverse crossover story Break-Thru.

With those details laid down, here is a look back at Sludge , published by Malibu Comics in 1993 with a story written by Steve Gerber and drawn by Aaron Lopresti.

Early story

The story begins with Sludge still lying down at the dock after just being defeated by Bloodstorm. Suddenly a mob of chaotic people (driven mad by the effects of Break-Thru that just happened) lift him up and throw him into the water without any regrets whatsoever. In hiding, Bloodstorm witnesses their act and thought to himself that he should avoid the madness happening. Suddenly, other mad people ganged up on him forcing him to react by firing his gun and set himself free from their grip. He safely makes it to his car and speeds away, even bumping off a few people on the way.

As Bloodstorm speeds away, another man in hiding who knew him and the boss Marcello was found by the mad people. Out of desperation he runs away and jumps into the water. He realizes that the people are so obsessed with going up to the sky (the Break-Thru effect), they did not bother to follow him at all.

Deep down the water, Sludge finds himself alone and getting relieved of the pain he experienced above. Feeling hopeless, he waits for the river to wash him away…

Quality

Sludge in trouble!

Being a standalone story set during the events of Break-Thru, this comic book focuses more on the protagonist while simultaneously raising the stakes with regards to the evil forces as the elements of crime gang combined with the supernatural took effect. To be clear, fantasy elements were added to this series which had darkness and grit dominating the plot of the first two issues.

This comic book has an early appearance of “lord” Pumpkin (AKA The Pump) who is the element of sorcery and, more notably, serves as the Ultraverse’s very own Satanic figure. Not only does the Pump have vast powers to take life away from others and has evil pawns to wield, he also leads and guides an apprentice (the kid gangster called Pistol) with pure wickedness, crafted plans of evil, is cunning in his ways of manipulating others to do evil, and he makes promises or deals with others who will receive some rewards but ultimately will be disregarded and lose a lot. This Ultraverse super-villain, as recorded in Malibu Comics’ publishing history, went on to become a walking symbol of pure evil, corruption, sins and danger in other UV comic books.

While there is indeed more focus on Sludge in this issue, it is the Pump who overshadows him. As for Bloodstorm, his presence has been drastically reduced here which is kind of jarring to read as he was the dominant and heavily emphasized in issue . Speaking of characters, the gang boss Marcello (who is Bloodstorm’s client) makes a short appearance but his connections not only with criminals but also with para-military forces emphasized his influence in the city.

More on the plot itself, this comic book is pretty loaded and the stakes were really raised high. In key scenes, Sludge finds himself in the middle of gangsters, the people driven mad by the Break-Thru effect, the para-military forces and the Pump’s ugly and evil pawns. Steve Gerber crafted a story that expectedly built up a lot and paid of strongly since the stakes were raised. I should state that Aaron Lopresti’s art here showed signs of improved creativity

Conclusion

Sludge (1993) is a more engaging and more intense comic book on its own complete with the literary debut of the Pump who is clearly the Ultraverse’s most evil villain. If issue was twisting with the way it presented its characters, this comic book has more of its protagonist who went on to face new elements of evil while the story of Break-Thru transpired. I also noticed the Pump’s offer to Sludge symbolizes Satan offering a troubled soul a place in his force of evil. How did Sludge react to the offer from the evil one? You will have to read this comic book.

If you are seriously planning to buy an existing hard copy of Sludge (1993) be aware that as of this writing, MileHighComics.com shows that the near-mint copy of the regular edition costs $16.

Overall, Sludge (1993) is recommended!

Beware of the “laglag-plaka” gang as they victimized motorists in Parañaque and Muntinlupa

Wherever you park your vehicles, be defensive and avoid people knocking on your window as two motorists in different cities here in South Metro Manila were victimized by a gang of thieves who executed what is referred to as the “laglag-plaka” (dropped plate) modus, according to a recent news report by GMA Network.

To put things in perspective, posted below is the excerpt from the Tagalog GMA Network news report which was translated into English using Google Translate. Some parts in boldface…

Two drivers fell victim to the plaque-dropped modus operandi of thieves in Muntinlupa and Parañaque, Jonathan Andal reported in Unang Balita on Friday.

CCTV footage shows a man standing in the back of an SUV parked in front of a fast food chain in Parañaque. Three women with umbrellas followed him.

Although (it) could not (be seen on) the CCTV, the man knocked on the driver of the SUV and said that his license plate had fallen on the back.

While the driver was not yet leaving, a man was waiting in the back of a vehicle (parked beside) and when he saw the driver coming out, he quickly opened the passenger door.

The driver’s bag was stolen and handed over to a female colleague. The group quickly speared while the driver was left in the back of the vehicle and checked to see if his license plate had really fallen.

The group seized an expensive bag, wallet and 20,000 pesos, according to the report.

According to Parañaque Police, this modus operandi is called “laglag plaka”. The group allegedly was timing the vehicles and told the driver that something had fallen in the back of the vehicle.

 Seven individuals were found conspiring in the modus and they use umbrellas to hide from people what they are doing.

After the incident in Parañaque, CCTV also captured the group in the parking lot of a building in Muntinlupa where they stole the victim’s gym bag and expensive earphones.

According to the victims, when they got out of the vehicle there were coins. They think they put them in to confuse and hold them back while removing the drivers ’valuables.

So there you have it! The “laglag-plaka” thieves work together as a group using strategic moves like distraction, careful timing, and taking advantage of unlocked vehicle doors to open and steal the valuables while the distracted driver checks the rear of the vehicle to see if the plate was indeed loose or had fallen off. It should be noted that the other gang members use umbrellas standing next to each other near the victim’s vehicle to conceal their act.

From a visual standpoint, I would find it suspicious to see at least three individuals each using an umbrella at the parking lot while it is not even raining. As for the parking area itself, if a person approaches your vehicle and he or she is not even a legitimate worker of the local administration assigned to the parking, better be defensive and watch not only your back but also the sides of your vehicle.  

For your own safety, be mindful of people who approach you and knock on your vehicle’s window shortly after parking. Better not let these thieves distract you no matter what they do and always LOCK YOUR VEHICLE’S DOORS as soon you get off.

Buy-bust operation in Las Piñas City results two fatalities and over P200 million worth of suspected illegal substance seized

Following the anti-drug operations it pulled off in the cities of Parañaque and Pasay, the Philippine National Police (PNP) and its strategic partners scored another one with its buy-bust operation in the city of Las Piñas where they seized 31 kilograms of the suspected illegal substance referred to as shabu which was estimated to be worth P210 million. The same operation also resulted the deaths of two men.

Philippine National Police (PNP) Chief, Gen. Debold Sinas, on Wednesday identified the slain suspects as Jen Jieko Amarga, alias Koy-koy and Coco Amarga, and Andrew Garcia.

Citing a report from the PNP Drug Enforcement Group (PDEG), Sinas said the two were known distributors of illegal drugs in Metro Manila, Calabarzon, and Central Luzon and were connected to drug syndicates operating in the country.

“Their source of illegal drugs came from a certain Chinese national from the country of Myanmar and being discreetly transported to a warehouse somewhere in Pampanga,” he said.

The operation, conducted by police officers and agents of the Philippine Drug Enforcement Agency (PDEA), started at about 10 p.m. along Sherack St. in Barangay Almanza Uno after a poseur buyer was able to convince the suspects to sell a kilogram of shabu worth PHP6.8 million.

Sinas said after the exchange of the shabu and the buy-bust money, the policemen declared that the suspects were being arrested.

“Nakipagbarilan sila, so namatay yung dalawang suspects (They shot it out with our personnel so they got killed),” he said.

The PDEG is conducting follow-up operations to find the suspects’ cohorts.

It is notable in the above news report that the illegal substance came from Myanmar handled by a still unidentified Chinese national. How it got smuggled all the way from Myanmar to Pampanga has yet to be explained. As for the two men who died and were alleged to be experienced distributors, it remains to be seen how their demise will impact the local drugs problem for at least the short term.

Managing an entire city is always tough and having strong coordination between the city government and the barangays is essential in ensuring service to the constituents. This is quite true over at the City of Las Piñas which, as of this writing, has 122 confirmed COVID-19 cases, 14 recoveries, 9 deaths, 6 probable cases and 48 suspected cases.

The City Government, headed by Mayor Imelda Aguilar, has been doing many things like distributing packages of relief goods to the homes of the constituents, receiving and answering inquiries from concerned citizens, securing the city and constantly communicating with the barangays. The City Government also had its KALIPI (Kalipunan ng Liping Pilipina) practitioners involved in the production of brand new face masks which are essential now.

Even though the COVID-19 Crisis saw a sharp drop on criminal activity, there are still some people out there who did something crooked. According to a Manila Bulletin news report, two individuals who reside in the CAA community (Barangay BF International-CAA) were arrested on April 20 for the falsification of documents related to this current crisis.

This is about the making and selling of fake quarantine passes (QPs) allegedly done by suspects Mareclina Cayanan and Santiago Capon. They have since been detained by the local police and will be charged for documents falsification. A total of fifty fake QPs were recovered from the suspects and it was reported that each fake pass was sold at P20 each.

To put things in perspective, only the proper authorities have the legal right to issue QPs to their constituents as a means to control the number of people moving out of their homes to do essential things like buying groceries or doing bank transactions for their households.

In Las Piñas City, the quarantine pass is issued by the barangay units for their respective community members. Each QP has a seal (dried), a control number as well as the barangay captain’s signature. QPs are limited in quantity.

Going back to the Manila Bulletin report, the apprehension of the suspects resulted to Mayor Aguilar issuing a new order to each and every barangay captain in the city to be stricter in implementing the government’s home quarantine policy.

Mayor Aguilar also reached out to the constituents that if they see something illegal happening, they should call the police immediately.

Going back to the fake QPs that were sold by the suspects, the local police is searching for those who are using them. Anyone holding a fake quarantine pass will make the holder criminally liable.
