The Xbox-exclusive game Contraband

Until now, there is still a lot of positive reactions and discussions about the huge impact the Xbox-Bethesda games showcase of June 13 left on gamers. While not perfect, it was a great showcase with lots of Xbox-exclusive games coming and among the newly announced exclusives was Contraband, a new game being developed by Avalanche Studios (Just Cause game franchise) in cooperation with Xbox Game Studios. It is being developed specifically for Xbox Series S, Xbox Series X and Windows 10 PC and it will be added to Xbox Game Pass (XGP).

On June 14, Xbox Games Marketing General Manager Aaron Greenberg wrote on Twitter: Excited to announce big new AAA Xbox Games Studios exclusive game we are making in partnership w/ the talented team at Avalanche Studios (team behind games like Just Cause). Contraband, a co-op smuggler’s paradise set in the fictional world of 1970s Bayan.

Three years ago, we started talking with our partners at Xbox Game Studios about what a co-op smuggler’s paradise would look like and how we could bring it to life together. Today, at the Xbox & Bethesda Games Showcase, we finally announced what our team has been working on, Contraband.

Contraband is a co-op smuggler’s paradise set in the fictional world of 1970s Bayan, and our most ambitious and spectacular game to date. We’re taking everything that we’ve learned from 18 years of being at the forefront of creating beautiful, vast open game worlds filled with stunning vistas and incredible emergent gameplay moments.

To fully deliver on our vision for Contraband, we have an amazing team at Avalanche Studios that are pushing the boundaries with the next generation of our Apex Engine, the technology behind all our games, including the Just Cause series. We built the engine to unlock the creativity of our developers and we’re excited to take full advantage of the unique capabilities of Xbox Series X|S.

What caught my attention was the name Bayan as the fictional setting of the Xbox-exclusive game and it could be a veiled reference to my native Philippines. For us Filipinos, “Bayan” or “bayan” is a common term in reference to a nation or to a local region/province and down to a local community. In the Filipino culture, when someone meets a different person who comes from the same province he/she originated from, that said person is referred to as “kabayan” or “kababayan”.

And there is something I noticed in the captured screenshot below. Please pay close attention to the captions I wrote.

The interior design and furniture in the background were pretty common here in the Philippines in previous decades.

Going back to the general description of Contraband, it will have an open-world environment (which Avalanche Studio specializes on) with co-op play and with an emphasis on smuggling. What is not clear is whether or not it will share key technical aspects with the Just Cause games and the 2015 Mad Max video game such as having a 3rd-person perspective with an option to switch to 1st-person view in key sequences in the game. How much realism can we expect from the developers? Will they be able to come up with new action sequences and brand new gameplay features that they have yet to do?

Even without gameplay footage shown during the Xbox-Bethesda game showcase, I can say that I am very interested on Contraband and I look forward to the eventual release of new information and gameplay footage in the months to come. I am also happy that even though Team Xbox has 23 game studios, they still pushed through with making deals with 3rd party game developers to produce exclusive titles. Remember, Team Xbox today has the full support and financial backing of Microsoft which itself continues to be very profitable as a corporation! For the future, I don’t expect Team Xbox to slow down on making exclusive-game deals with 3rd party game studios.

I Love Israel: Thank you Israel for sharing your COVID-19 expertise to help the Philippines improve its ways

We Filipinos should be thankful to the State of Israel as their health experts shared their expertise to the national and local authorities about handling COVID-19 since they arrived here in the Philippines. They also visited and inspected vaccination hubs.

Visiting Israeli health experts shared best practices in managing their country’s cold chain and logistics systems during a meeting held here with Covid-19 task force officials, members of the medical community and private sector representatives on Tuesday.

Considering the archipelagic composition of the Philippines, the health experts advised their Filipino counterparts to create centralized vaccine storage hubs that will cater to both urbanized and far-flung areas in the country.

“The Philippines needs more hubs since it is an archipelago. You should go for creating centralized hubs for Pfizer vaccines based on the ability to reach a certain population, and possibly with a customized approach in more remote areas,” said Adam Segal, logistics and operations manager of Salomon Levid & Elstein Ltd.

Centralized hubs for vaccine storage will work with metropolitan areas, with a dedicated approach in remote areas,” Segal added.

He said the Israeli Ministry of Health has also developed a smaller packaging for their vaccines. He explained that the vaccines are more secure and less prone to shaking with the smaller packaging they use.

Health Undersecretary Myrna Cabotaje requested the Israeli team to provide samples of their vials so that it will be easier for the Philippines to reproduce them.

Efficient data management

The effective management of Covid-19 data was also among the main topics covered during the learning session held between Covid-19 task force members and Israeli health experts.

Officials from the Department of Information and Communications Technology (DICT) led the discussions on the current strategy of the Philippines in managing its vaccine deployment data.

The three-member Israeli delegation explained how they developed and managed their vaccination data system.

According to Dafna Segol, the Israeli government uses a data-based approach when making decisions related to its vaccination program.

One key feature of the Israeli vaccine information system is its use of a “traffic light” model. Through this approach, Israeli authorities are able to identify cities or areas that warrant immediate action.

“It allows us to focus on cities that need more attention,” Segol added.

Data warehouse

DICT’s Christian Edmond Chua said the agency established a data warehouse to capture information related to the vaccine supply chain and then process them to make crucial day-to-day decisions.

Chua noted that the local government units’ lack of resources remains the biggest challenge for data management in the vaccination program.

To address this situation, he said the DICT has designated LGUs as the “data owner” of their vaccination records.

This means the LGUs are accountable for submitting accurate information based on their vaccination records.

“In terms of the development of the technologies and tools to help in the submission (of vaccine data), we are adopting a low tech and low internet process,” Chua said.

The National Task Force Against Covid-19 has also developed an application that will ensure transparency and accountability in submitting data to the National Vaccination Operations Center.

“We monitor not only the performance of the LGUs but it is also helpful in providing feedback for the public policy health experts in calibrating our vaccination program,” Chua said.

The Covid-19 task force officials thanked the delegation for sharing their insights on how the Philippine government can further enhance its data management system.

“We look forward to applying the same lessons we have learned into our own practices in the Philippines,” DICT Director Amelia Dean said.

Lessons learned

Meanwhile, Health Undersecretary Ma. Carolina Vidal-Taiño noted that the meeting with the Israeli health experts would help the government further improve the implementation of its vaccine rollout.

“As we prepare for the arrival of the 40-million vaccines from Pfizer, the sharing of best practices and strategies from our Israeli partners will be a learning opportunity that we can adopt in our practice,” Vidal-Taiño said.

“We will consider the four success factors of Israel on vaccine distribution. First, the availability of trained human resources and the availability of infrastructure. Second, the small batch packaging, which we are very interested in. Third, the high usage rate and minimal waste. And lastly, the adequate preparation for the storage capacity and the outstanding cold chain distribution,” she said.

“We have to strictly follow the safe handling of the vaccines,” said NTF Against Covid-19 chief implementer and vaccine czar Sec. Carlito Galvez during the discussions.

As you can see in the details above, the Philippines is very fortunate to learn from Israel’s health experts. As the Philippines has a population of over 100 million and an archipelago with lots of cities, towns and small communities scattered throughout, dealing with COVID-19 and getting people tested or vaccinated will always be a tremendous challenge. Israel’s success in handling COVID-19 and normalizing the lives of many people make a good starting point that leaders here in the Philippines – from the national government down to the provincial governments, the local governments, the barangays and to the homeowner’s associations – can learn from and be able to make adjustments. There are certain factors about the COVID-19 problem that the Philippines does not share with Israel, but new ways can made to improve the local COVID-19 programs now that the Israeli health experts shared their views and strategies to their local counterparts.

Even though major breakthroughs in the Philippines’ effort on solving the pandemic-related problems and getting everyone vaccinated have yet to be realized, we Filipinos should be grateful to the State of Israel and give back by supporting them in more ways than one. We should also strengthen Israel-Philippine relations! Remember that Israel helped us and they committed with advising and improving the local COVID-19 efforts and processes. Iran did NOT help the Philippines. The Palestine Liberation Organization (PLO) did NOT help the Philippines. Black Lives Matter cares NOTHING about the Philippines. The Democratic Socialists and SJWs overseas DO NOT really care about people here in the Philippines. Israel cared for us Filipinos.

For the newcomers reading this, The Beastmaster is a fantasy movie that was released way back in 1982 and it was actually not faithful adaptation of the 1959 novel The Beast Master authored by Andre Norton. The movie starred Marc Singer (read my review of V: The Original Miniseries), the late Tanya Roberts, the late Rip Torn and John Amos. The film remains very notable for its use of live, trained animals in many scenes. Having seen the movie myself decades ago, there is nothing like watching Marc Singer traveling with the panther (a tiger dyed black in reality) in the middle of nature.

It should be noted that Tanya Roberts, who died on January 4, 2021, was in the news recently due to her handwritten will. Roberts was the leading lady of the late Roger Moore in the 1985 James Bond movie A View to a Kill.

COVID-19 Crisis: Construction of 36-bed modular hospital in Las Piñas City progressing

According to a Manila Bulletin news report, the construction of a modular hospital designed to provide additional bed space as part of the Las Piñas General Hospital and Satellite Trauma Center (LPGH-STC) in Barangay Pulanglupa 1 in Las Piñas City is progressing and the Department of Public Works and Highways (DPWH) is involved. The said project was inspected recently by DPWH Secretary Mark Villar and his sister Las Piñas City Representative Camille Villar.

Department of Public Works and Highways (DPWH) Secretary Mark A. Villar recently inspected the ongoing construction of a modular hospital being undertaken by the DPWH to aid in the coronavirus disease (COVID-19) program of Las Piñas City.

Villar, together with his sister and Las Piñas Rep. Camille A. Villar, checked the project which is being implemented inside the Las Piñas General Hospital and Satellite Trauma Center (LPGH-STC) at the Bernabe Compound, Diego Cera Ave, Pulanglupa I.

“Our team from the DPWH Las Piñas-Muntinlupa District Engineering Office has so far accomplished 90 percent of the facility complete with ventilation systems, oxygen lines, and air condition units,” said Secretary Villar.

“We are building a modular hospital capable of accommodating 36 COVID-19 patients. This will hopefully bring relief, decongesting the existing facilities of LPGH-STC so they can focus on treating severe cases or other non-COVID-19 patients,” said Secretary Villar.

The report ended by stating that the new modular hospital is expected to not only be completed but also open today – June 24, 2021. Its construction began in April 2021.

COVID-19 Crisis: Major malls in Muntinlupa City granted Safety Seal Certifications, more establishments apply in LGU

Following the launching of Safety Seal Certification Program in Muntinlupa, the City Government has granted the seal to major malls and commercial establishments who are compliant with minimum public health standards (MPHS) set by the national government amid the COVID-19 pandemic.

As of June 22, the Business Permits and Licensing Office has approved 27 Safety Seal applications from commercial establishments including major malls such as Alabang Town Center (ATC), SM Center Muntinlupa, Ayala Malls South Park, and Starmall Alabang.

Besides the four malls, other private establishments which have been granted the Safety Seal by the City Government including: 8 Cuts Burger Blends (ATC), Café Mary Grace (ATC), Shiseido at SM Center Muntinlupa, Yabu: House of Katsu at ATC, KFC at SM Center Muntinlupa, Fitness First Platinum Alabang at Filinvest Alabang and South Park Corporate Center in Alabang, Three Inihaw Place Inc./Mang Inasal, Manny and Pie Calayan Clinic, Metro Alabang, La Senza Alabang Town Center, The Palms Country Club, Slimmer’s World, Cucinamia Hospitality, Aventus Medical Care, Bench Body Alabang Town Center, Pancake House Festival Mall, Made In Candy, Pound Alabang Town Center, Cotton On and California Advance Nail & Skincare.

To date, at least 267 private establishments in Muntinlupa have applied for Safety Seal. The City Government expects to receive more applications in the coming days.

The Safety Seal ensures the public that an establishment is strictly implementing MPHS in their stores and workplaces, such as proper wearing of face shields and face masks, and disinfection. The certification program also requires establishments to use the contact tracing system of StaySafe.ph.

Under JMC 21-01, Muntinlupa LGU can issue the Safety Seal to the following establishments: malls, wet market, other retail store, restaurant outside hotels/resorts, fast food, eateries, coffee shop, bank, money changer, remittance center, car wash, laundry service center, art gallery, library, museum, zoo, sports center, tutorial, testing and review center, gym, spa, cinema, arcade, and all other private establishments.

Private establishments in Muntinlupa may apply to the program through the city’s website https://www.muntinlupacity.gov.ph. For printed application, a scanned copy should be emailed to muntinlupacitysafetyseal@gmail.com. Upon submission of application, the City Government will schedule an inspection to the concerned establishment.

Further, DILG Muntinlupa Field Office has started to inspect government offices starting with the departments in Muntinlupa City Hall. The local Inspection and Certification Team has recently granted the Safety Seal to Office of the City Mayor and other City Government offices.

Mayor Jaime Fresnedi encourages private business owners to apply for the safety certification as it helps assure the public that their establishments are compliant with health protocols and it will be vital for the safe reopening of the economy.

COVID-19 Crisis: Initial batch of Las Piñas City Hall offices certified safe to visit

If you are planning to visit Las Pinas City Hall very soon, then you should be delighted to know that the first of many offices there have just been certified safe to visit as a result of the Safety Seals posted there. This is similar to what happened at Alabang Town Center (ATC) in nearby Muntinlupa City except that this one is about government offices.

The initial awarding of the Safety Seal was held today (at) other offices within Las Piñas City Hall that passed the standard from the Joint Memorandum of the Department of Labor and Employment (DOLE), Department of Health (DOH), Department of Tourism (DOT), Department of Interior and Local Government (DILG) and the Department of Trade and Industry (DTI).

 Among the offices awarded are the Mayor’s Office, City Planning Office, Business Permit and Licensing Office, Office of the City Treasurer and Human Resource Management Office. The DILG Inspection and Certification Team that awarded the safety is comprised of DILG City Director Mary Anne Planas, BFP City Director FSupt. Christopher Angot, LPC Asst. Chief of Police for Administration PLTCOL. Jose Anaz and LPC Chief of Police PLTCOL. Rodel Pastor.

 In the coming days, safety seals will continue to be awarded to offices that pass the standards of Joint Memorandum 21-01 Implementing Guidelines of the Safety Seal Certification Program.

COVID-19 Crisis: Las Piñas City vaccination sites inspected by DILG undersecretary Jalosjos

In a very recent report by the Manila Bulletin, an undersecretary of the Department of Interior and Local Government (DILG) visited one of the vaccination sites of Las Pinas City although the City Government’s own Facebook page showed that two vaccination sites were visited – one at SM Southmall (pictured in Manila Bulletin’s report) and the other at University of Perpetual Help System DALTA Gym-1.

Department of Interior and Local Government (DILG) Undersecretary for Mindanao Affairs and Special Concerns Marjorie Jalosjos visited on Monday, June 21, a vaccination site in Las Pinas City and lauded it for a very organized rollout of vaccines to city residents.

She lauded the Las Pinas City government for having 18 vaccination sites that are properly managed.

Vice Mayor April Aguilar said the city is looking for more sites for vaccination if the need arises.

Aguilar said the local government is committed to achieve herd immunity through a massive vaccination program.

She bared that once the vaccines are delivered to the city, the local government will promptly schedule the vaccine rollout in the 18 vaccination sites located around the city.

COVID-19 Crisis: Vaccination of A4 category patients resumes in Muntinlupa City

Shortly after the City Government of Muntinlupa confirmed that over 100,000 residents have been vaccinated with their first dose, it has officially resumed the vaccination of patients under the A4 category while also allowing walk-ins.

The Muntinlupa City government on Tuesday has resumed the vaccination of people belonging to the A4 priority group, or essential workers, and is now allowing walk-ins subject to the availability of spare vaccines.

According to the Muntinlupa City COVID-19 Vaccination Program (MunCoVac), starting June 22, the vaccination sites at SM Center Muntinlupa in Brgy. Tunasan and Ayala Malls South Park in Brgy. Alabang will accommodate A1 (health workers), A2 (senior citizens), A3 (persons with comorbidities) and A5 (poor population) priority groups.

For A4, they will be vaccinated at the Festival Mall upper ground floor covered parking area, New Cupang Health Center and Sucat covered court.

At the vaccination site at De La Salle Santiago Zobel School inside the Ayala Alabang Village, groups that will be vaccinated are A1, A2, A3 and A4. No vaccination will be held at the Poblacion Elementary School located at Southville 3 housing project in Brgy. Poblacion.

In addition, MunCoVac has announced that “walk-ins will only be accommodated if there are spare vaccines due to no-shows,” referring to people who have received their vaccination schedule but do not show up at the vaccination site.

Before Tuesday, the Muntinlupa City government vaccinated A1, A2, A3 and A5 using the Pfizer-BioNTech vaccine donated by the national government that came from the COVAX facility.

COVID-19 Crisis: Face shield policy emphasized by Duterte

The confusion and debate over the importance of face shields during the COVID-19 crisis here in the Philippines continues. Very recently, President Rodrigo Duterte spoke out about face shields and even called their use a small inconvenience as part of preventing disaster.

To put things in perspective, posted below are excerpts from the June 22, 2021 article published by Philippine News Agency (PNA). Some parts in boldface…

The “small inconvenience” of wearing face shields is a “small price to pay” to prevent impending “disaster” caused by new coronavirus strains, President Rodrigo Duterte said on Monday.

Duterte defended his decision to retain the mandatory face shield policy, citing the need to be more cautious over the highly infectious Delta coronavirus variant (B1617) first discovered in India.

The Philippines, he said, could not afford another coronavirus wave as it would take a toll on the country’s economy.

He also cited reports that the new coronavirus strain could be resistant to some Covid-19 vaccines.

“I will apologize to the Filipino people that this thing was being discussed openly and many thought that we were ready to do away with the face [shields]. But with the kind of aggressive infection that poses a very grave danger to…it’s a small inconvenience, actually. I know that it is inconvenient really to be wearing the mask, adjusting it from time to time. But that is only a very small price to pay than rather gamble with doing away with it and courting disaster,” Duterte said in a meeting with members of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID), some Cabinet members, and medical experts.

His decision to retain the mandatory face shield policy came following health experts’ recommendation to “triple” precautions against the Delta coronavirus strain.

“As of now, the face [shield] is on…It is to the national interest that we must triple our effort because I said we do not know if it would require a new vaccine which has to be invented first. Second, we cannot afford a second wave because it might be far worse than the first and then we will have a problem with the economy and as I said it would be disaster for the country,” he added.

He also clarified that he never said with finality that he would lift the mandatory wearing of face shields.

Last week, Senate President Vicente Sotto III said Duterte has agreed that the public should only be required to wear a face shield when they go to hospitals.

The IATF-EID, however, appealed to keep the rule on the use of face shields in enclosed public spaces such as commercial establishments, malls, and public transportation.

“When I mention about the face shield, I was only shooting the breeze with the members of the Congress who were there. I never said with finality that we will do away with the face shield,” Duterte said.

As you can see in the above details, there was confusion about the national authorities’ approach with face shields. President Duterte claims that he never declared with authority that the mandatory wearing of face shields will be lifted. And then there is the issue about the Delta coronavirus variant (B1617) which the World Health Organization (WHO) claims is mutating and has spread around the world.

I Love Israel: Israel health experts in the Philippines to assist in COVID-19 matters

Before starting the topic of this article, I want to reach out to all business people and Israel supporters reading this that the Israel Chamber of Commerce of the Philippines (ICCP) will be having its 23rd General Membership Meeting tomorrow (June 23) 5PM via Zoom. As of this writing, registration is still ongoing. If you are interested in the event and if you want to know the latest about Israel-Philippine relations, I recommend you get registered now.

Now for the topic on hand…

In case you missed the news, Israel now has a new Prime Minister – Naftali Bennett. Before he took office, Israel committed to send their health experts to the Philippines and help solve the COVID-19 crisis. The good news is that they arrived this past weekend.

Three Israeli experts arrived in Manila on Sunday to assist the Philippines in its coronavirus disease 2019 (Covid-19) response and to share Israel’s best practices as one of the world leaders in vaccinating its population.

The team is composed of Avi Ben-Zaken, deputy director of medical technologies and infrastructure development at Ichilov Hospital; Dafna Segol, senior strategic planner at Covid-19 control center of the Israeli Ministry of Health; and Adam Segal, logistics and operations manager at SLE, who’s also experienced in resolving complex supply chain challenges.

From June 20 to 25, the delegation will meet with the Philippines’ top medical experts and visit some vaccination sites and cold storage facilities in Metro Manila.

“The inputs from our guest will enable us to fine-tune our approaches so that we can get the anti-Covid jab into the arms of as many Filipinos in the most effective and efficient ways possible,” vaccine czar Carlito Galvez Jr. said after welcoming the delegation at the Ninoy Aquino International Airport.

“We are optimistic that this week will provide us an opportunity to share our best practices, lessons learned, and recommendations on how we can further improve our vaccination systems and procedures, and realize our goal of achieving herd immunity within this year,” he added.

Galvez said the Israeli delegation would discuss how to boost vaccine uptake, efficiently deploy jabs, and how to handle “sensitive” vaccines, specifically those manufactured by Pfizer and Moderna.

The visit also comes timely as the country signs a deal to procure 40 million doses of Pfizer-BioNTech jabs, which will arrive in the third and fourth quarter of the year.

“Israel is one of the world models in terms of efficient and swift deployment of vaccines so iyon ang gusto nating malaman (so that’s what we want to learn) to have some sort of minimized wastage,” Galvez told reporters in an interview.

Israel no longer requires its citizens to wear masks even indoors as its infections continue to decline following a robust vaccination program that has so far fully inoculated 59.49 percent of its population.

Even though the Philippine authorities have been working hard to solve the COVID-19-related problems, major improvements are very much needed and we will find out soon enough what the Israeli health experts will advise. The nation’s population is north of 100 million people and the expert advise of Israel on COVID-19 matters is indeed crucial. Definitely, more cooperation between Israel and the Philippines is needed. My native country should do its part in defending Israel in the diplomatic arena.

As a believer in Israel-Philippines relations, I am very thankful to the State of Israel as they went ahead in providing help to my native Philippines. It is a shame, however, that the Philippines at the corrupt United Nations Human Rights Council’s (UNHRC) voted in favor of the investigation of alleged war crimes related to the Gaza strip. Last week, it was stated that President Rodrigo Duterte was supposedly not consulted on the UNHRC vote and that he supposedly disagreed with it. If you ask me, no worldly organization such as the United Nations (UN), the World Health Organization (WHO) and the International Criminal Court (ICC) should be allowed to abuse its powers on nations by means of diplomatic bullying, and they should not be allowed to violate any nation’s sovereignty. In fact, those worldly organizations should be investigated for corruption and their ties to terrorist organizations. Also, remember the fact that Iran continues to sponsor terrorists and supported Israel’s enemies. That being said, I stand with Israel and I firmly reject terrorists.
