COVID-19 Crisis: Muntinlupa holds COVID-19 vaccination simulation, eyes schools as vaccination centers

Muntinlupa City Mayor Jaime Fresnedi formally led the City Government’s first coronavirus disease (COVID-19) vaccination simulation at Muntinlupa National High School – Main yesterday.

Fresnedi said the simulation exercise aims to prepare local vaccination teams on the proper handling and vaccine administration in anticipation of the national government’s approval of a vaccine for use and distribution and arrival of supply.

Muntinlupa City Health Officer Dra. Teresa Tuliao added that the exercise will help the local government to further improve its vaccination site management. Muntinlupa CHO eyes to convert the city’s 28 public schools as vaccination centers. Vaccination facilities are designed to have areas for registration, counselling and consent, screening, vaccination proper, and post-vaccination monitoring.

Tuliao noted that the local government targets to inoculate 5,600 persons per day through its 56 vaccination teams under the best-case scenario of supply availability.

The operational logistics of the vaccination program are also being readied to ensure that vaccines will be handled and disposed correctly and properly, including reverse logistics. The local government will be purchasing 48 refrigerators and 2 freezers as storage equipment for the vaccines.

CHO is also coordinating with local storage rental facilities in the city for the cold chain management of vaccines needing special storage requirements. The City of Muntinlupa has secured 400,000 doses of COVID-19 vaccine from AstraZeneca Pharmaceuticals Philippines to inoculate residents in high priority groups.

The City Government earmarked a 170 million pesos initial budget for the procurement of COVID-19 vaccines once they are available and approved for use in the country. National Immunization Program Coordinator for COVID-19 in Muntinlupa Dra. Maria Rochelle Abat said the local vaccination teams were already trained for vaccine administration as part of the local immunization program.

The training of Muntinlupa’s medical personnel was facilitated by UNICEF, World Health Organization, and Department of Health last January 12-13. Participants were trained for vaccine administration, managing the side effects of the vaccine, vaccine storage and handling practices, health communication, and waste management. Other health workers from Ospital ng Muntinlupa, including frontliners from local private hospitals and clinics, are also continuously being trained.

The City Government has also created the Task Force on COVID-19 Vaccination that will oversee the registration for the vaccination program, conduct information campaigns, and ensure that vaccines are in good condition.

As part of its vaccination plan, the city’s Public Information Office and Health Education and Promotion Officers of the City Health Office (CHO) are conducting promotion activities to public and private health facilities to generate demand and uptake for COVID-19 vaccine among eligible population.

The City Government also hopes to address the vaccine hesitancy and mistrust feelings and deportment, and encourage the public to continue COVID-19 preventive actions through its information campaign. Muntinlupa has been conducting a survey among residents to know if they are willing to get the COVID-19 vaccine, their vaccine brand preference, and reasons for their refusal.

Out of 3,589 respondents as of January 28, 2,183 city residents were willing to be vaccinated while 680 said “no” to the vaccination and 726 were classified as unaccounted.

Further, the local government partnered with the Department of Health and launched the Staysafe.PH app as the official digital contact tracing system in the city.

The adoption of StaySafe.PH in Muntinlupa is in compliance with the national government’s recommendation for a uniformed contact tracing system to prevent further COVID-19 transmission, especially with the detection of the B.1.1.7. SARS-CoV-2 variant (UK variant) in the country.

All residents and visitors who will enter, work, or do business in all indoor or enclosed public and private establishments in Muntinlupa shall be required to download and register at the StaySafe.PH application and secure a unique QR Code which they can store on their phone or print for physical copy.

As of January 28, Muntinlupa City has 64 active cases, 5,326 confirmed cases with 5,094 recoveries, 168 reported deaths, 71 suspect cases, and 389 probable cases.

COVID-19 Crisis: Muntinlupa City releases zero-interest loan to local entrepreneurs for their recovery amid pandemic

In an effort to revive the stalled local economy due to the COVID-19 pandemic, the City Government of Muntinlupa provided a zero-interest loan assistance to micro-entrepreneurs and MSMEs dubbed as “Muntipreneurs”.

Mayor Jaime Fresnedi led a turn-over ceremony of loan assistance amounting to P938,000.00 to 51 Tulong Negosyo Batch 122 beneficiaries in Muntinlupa City Hall two days ago. Among the beneficiaries were two local entrepreneurs who received P100,000 each while one member received P75,000. Fresnedi vows to continue the local financing program and hopes to revive the local economy by supporting grassroot players through various programs.

The City Government assists local micro-entrepreneurs through its Tulong Negosyo Program (formerly Dagdag Puhunan). Muntinlupa is the first LGU to introduce the micro-financing program.

Tulong Negosyo caters to MSMEs and provides micro-finance assistance ranging from P2,000 up to P150,000 depending on the business capital ceiling and payment record of beneficiaries. The program aims to provide additional capital for business expansion for aspiring and established business owners in Muntinlupa.

Recently, the loan repayment period was extended by three months for clients with existing loans from March to June 2020 in a bid to help them recover from losses due to the pandemic.

Tulong Negosyo program has three categories namely: Simulang Kapital (SIKAP) Pangkabuhayan with loan application amounting to P2,000 – P5,000, Asenso Loan Program amounting to P6,000 – P75,000, and Maunlad Loan Program amounting to P75,000 – P150,000.

Further, a Savings Program has been incorporated in the loan assistance to teach clients about the importance of economizing and serve as protection to the clients and the program. Entrepreneurial education through trainings and other related interventions are also conducted.

Due to the limitations in face-to-face transactions, the Tulong Negosyo has implemented Online Application services and cashless repayment system through Smart Padala and G-Cash.

A Look Back at Terminator 2: Cybernetic Dawn #1 (1995)

Disclaimer: This is my original work with details sourced from reading the comic book and doing personal research. Like any geek, I still love watching Terminator 2: Judgment Day, specifically its extended version which was James Cameron’s true vision. I’m not exactly a fan of Arnold Schwarzenegger, but I really love his work in T2 as well as in Total Recall. When it comes to James Cameron’s works, I personally prefer T2 over Avatar, Titanic and True Lies.

As for the Terminator franchise itself, it spawned cinematic sequels that only turned up as disappointments. Terminator 2 was indeed the high point of the film franchise and everything really went downhill afterwards. I should state that Terminator: Dark Fate should be avoided as it is not worth your time and money.

Recently, I searched for some comic books that served as sequels to Terminator 2 and I found one from the mid-1990s and it is a direct follow-up! We can find out more in this look back at Terminator 2: Cybernetic Dawn #1, published in 1995 by Malibu Comics with a story written by Dan Abnett and Rod Whigham.

Early story

The story begins immediately after the end of Terminator 2 with the injured Sarah Connor (with a very exhausted John Connor sleeping) still managing to drive the car in the middle of the night. As she drives, Sarah recalled that she never asked for the responsibility of preserving mankind as it was forced on her way back in 1984. She also recalled the time in Tech Noir when the Terminator almost killed her as she got saved by Kyle Reese.

By morning, Sarah and John reached the desert and returned to the lonely home of her old ally Enrique. Suddenly a man with a shotgun comes out and aims his weapon directly at Sarah. Carrying a gun, John comes out to help his mother…

Quality

Let me start with the story and make clear to you readers that this comic book easily defies the conclusion that was set in the movie Terminator 2. If you have seen the film, you should be aware that the way it was concluded made sure there is no more future war and no more Terminators. Like the 2003 movie Terminator 3: Rise of the Machines, this comic book just kept on pushing the concept that Judgement Day and the war with the machines are still inevitable and that Terminators from the future would only continue to arrive to hunt and kill John. As such, the hard struggle for Sarah and her son continues.

That being said, this comic book really pushed hard with its sequel approach. Remember what happened in the steel mill in Terminator 2? Several personnel investigated the facility and one particular detective arrived searching for Sarah Connor who has been labeled as an escapee from the state hospital. Inside the steel mill is the severed left arm of the Terminator (which got stuck to crushing mechanical wheels as seen in the 1991 movie) which is the storytelling key the comic book creators used to justify this sequel.

To the comic creators’ credit, they did their research about T2 and even made references to other characters of that movie. As a result, this comic book appears loaded with fan service.

Even though it has many references and connections to the 1991 movie, this comic book also has some completely new stuff to expand on T2’s concept. The destruction of Cyberdyne’s facility in the movie resulted an emergency meeting of a corporation’s board of directors (and a certain senator) which creatively sets up further conflicts as well as struggles for Sarah and her son.

In terms of writing, this comic book’s story is cohesive enough. As for the art, the quality is fine and most notably, the illustrator managed to somewhat capture the likeness of Linda Hamilton on Sarah Connor.

Conclusion

*The severed Terminator arm as the single factor that justified this sequel somewhat.*

I can say that Terminator 2: Cybernetic Dawn #1 (1995) is a surprisingly satisfying read mainly due to its writing and artistic quality. While its push to justify a sequel barely succeeds, there is more good stuff than negative ones overall. As far as making sequels to Terminator 2 is concerned, this one is somewhat more believable than the 2003 movie.

If you are seriously planning to buy an existing hard copy of Terminator 2: Cybernetic Dawn #1 (1995), be aware that as of this writing, MileHighComics.com shows that the near-mint copy of the comic book costs $19.

Overall, Terminator 2: Cybernetic Dawn #1 (1995) is satisfactory.

A Look Back at Prime #18 (1994)

Welcome back, superhero enthusiasts, comic book collectors and fans of the Ultraverse! In this return to the Ultraverse, we will examine another mid-1990s issue of Prime who became a resident of the City of New York as a result of Kevin Green and his mother relocating there.

Last time around, a huge monster (clearly inspired by Godzilla) arrived in New York and Kevin had no choice but to change into Prime to save people. While his heroic act saved lives and spared the city from further damage, Prime still was not spared from the growing speculation that he molested children in California (which by today’s standards is a ravaged state as a result of unrestrained influence of the Left as well as economic complications).

So what will happen next to Kevin/Prime the more time he spends in New York? We can find out more in this look back at Prime #18, published in 1994 by Malibu Comics with a story written by Len Strazewski and Gerard Jones, and drawn by Kirk Jarvinen and Keith Conroy.

Early story

The story begins with Prime (standing behind a podium with a crowd in front of him) and the people getting surprised when Turbo Charge (note: his debut in issue #17 was overshadowed by the events of that comic book) suddenly arrived on stage holding civilian clothes and declaring he is Prime’s new partner.

Turbo Charge whispers to Prime that he arrived to help him by pretending that the clothes are his (note: the clothes actually belong to Kevin). He then speaks out to the audience stating distorted details. Just as members of the news media start asking Turbo Charge questions, Prime grabs him and flies away to leave the crowd behind.

As they got far enough, Prime tells the Turbo Charge he has no intention to accept him as a partner…

Quality

*Prime’s private life as Kevin remains hard as ever.*

As mentioned already, Turbo Charge’s debut in issue #17 was overshadowed by what happened in that comic book. That being said, the story here made up for it not only by investing more pages to emphasize Turbo Charge but also dramatize his personality which was done in a pretty satisfying fashion. Like Prime, Turbo Charge’s life has gotten complicated as a result of his ability of super speed and his personal desire to do good even though he is a teenager with so much to learn.

What I find delightfully surprising in this comic book is the presence of Manhattan Project, a powerful character whose dedication to protect New York’s people from ultras (which he wants to neutralize) leads him to a big fight with Prime which alone has to be seen. It is quite enjoyable.

As for Prime himself, there is a good amount of pages dedicated to his alter ego as Kevin still struggling to adjust to life in New York. It should be noted that key elements from issue #17’s story impacted her perception of Prime (a secret Kevin still keeps successfully). The characterization here for the protagonist is really good.

Conclusion

*The fight between Prime and Manhattan Project is a must-see.*

Prime #18 (1994) is a really good read. It has a fine balance of storytelling, characterization and spectacle from start to finish. I should also state that the New York setting is looking good as far as telling Prime’s story goes.

A Look Back at Mantra #18 (1995)

Welcome back, superhero enthusiasts, comic book collectors and fans of the Ultraverse! We take another journey into the Ultraverse through the exploits of Mantra whose story and character development got more intriguing since after the conclusion of the Archimage Quest.

Last time around, Lukasz and Eden took their relationship even further The infiltration of Aladdin’s secret facility took place and Mantra even met a certain tycoon (best known for interacting with The Strangers). The events of the last issue then continued into the Godwheel mini-series and into this next Mantra comic book I’m about to review.

Are you excited yet? What do you hope to see with regards to Lukasz and Eden? We can find out what happens next in Mantra #18, published in 1995 by Malibu Comics with a story written by Mike W. Barr and drawn by Scott Lee.

Early story

The story begins inside a high-tech facility. An executive named Paul expressed that the laboratory will never be operational in time for the new year as a result of what happened previously. Several armed men are on the floor searching.

Suddenly, a pink portal opens with Lukasz (in a male body) and Mantra (now occupied by Eden’s soul) coming out. The two just came back from much struggle in another realm and Eden has not yet fully familiarized herself with Mantra’s body and magic. Noticing Eden/Mantra’s hesitation, Lukasz takes action against the armed men. Eden slowly blasts a few enemies before Lukasz saves her from being attacked from the rear.

Suddenly, someone from nowhere throws a few gas grenades at them…

Quality

*The romance weakened by the art style.*

Starting with the storytelling, the plot in this comic book can be quite jarring with regards to Lukasz and Eden as this one took place after the Godwheel mini-series. How Eden fully became Mantra (which is her rightful body of flesh in the first place) is fully explained in the said mini-series.

The romance between Lukasz and Eden here is easily the biggest selling point of this comic book. After going through rough action and misadventure in Godwheel, it is in this comic book where the two really express love for each other in the flesh. This is a welcome change considering how long we’ve seen Lukasz occupy Eden’s body followed by Lukasz and Eden being spiritually linked with each other. This one marks the start of a new chapter of the Mantra series. As for what the cover of the comic book showed, that is something you will have to discover for yourselves and it is worth the read.

Sadly, I should state that I found the art by Scott Lee here looking sub-par. There is this cartoony aesthetic to all the characters and there were shots in which their bodies looked disproportionate from certain angles. Lee’s take on visualizing Boneyard, Warstrike, NecroMantra and others all looked cartoony. This is the weakest looking Mantra issue I’ve read as of this writing.

Conclusion

*Lukasz in a male body, Eden in Mantra form.*

Once again, author Mike W. Barr succeeded in advancing the story and character developments with Mantra #18 (1995) putting the series into another storytelling phase with Lukasz (the long-time Mantra) and Eden as separate, living beings more involved with each other than ever before. The art quality this time went down a lot but the storytelling saved the comic book from turning into a disaster.

Muntinlupa City extends Business Permits Renewal until February 11, 2021

The City Government of Muntinlupa yesterday announced that it has officially extended this year’s business permits renewal to February 11, 2021 from its original schedule on January 29 without penalties in a bid to help members of the private sector who are affected by the COVID-19 pandemic.

Muntinlupa Business Permits and Licensing Office requested for the extension of the business permits registration to the City Council following a consultation with owners of commercial establishments in the city.

Muntinlupa City Council readies a resolution granting the extension of the filing and renewal of Business Permits and the payment of business taxes, fees, and other charges without penalty up to the closing hours of February 11, 2021.

The BPLO vows to assist business locators in the registration process and other services. Muntinlupa City’s Business Permits Renewal Hub is open from Mondays to Fridays, 8:00AM – 5:00PM at Muntinlupa Sports Center, Brgy. Tunasan.

Strict health standards and distancing protocols are implemented in the Renewal Hub which include sterilization and disinfection of submitted documents using UV box, body temperature check, and installation of alcohol sprays and sneeze guards. The public is advised to wear face mask with face shield and bring their own ballpen for their safety and convenience.

Business taxpayers are also instructed to download the StaySafe app on their mobile device to scan the QR Code at the entrance of the Renewal Hub for contact tracing purposes. The local government partnered with Staysafe.PH through City Ordinance No. 2020-181 to implement a “No QR Code, No Entry Policy” in all establishments for mandatory contact tracing starting January 2021. Further, senior citizens will not be allowed entry into the Renewal Hub, unless they are business owners renewing their permits in compliance with IATF guidelines.

A One-Stop Shop arrangement in the Business Permit Renewal Hub has been installed in the venue for the convenience of taxpayers. Business taxpayers can pay using Debit Cards in the Renewal Hub. Mobile ATMs and a Closed-Circuit Television Systems (CCTVs) are also installed across the venue. Free shuttle service is provided for clients going to the venue with pick-up points located at Muntinlupa City Hall Quadrangle in Putatan.

ARTA lauded Muntinlupa’s policies on Ease of Doing Business including the Zero Contact Policy, Queuing System, and strict implementation of minimum health protocols.

Joining the audit were ARTA Deputy Director General (DDG) Ernesto V. Perez, Director Grace Fernandez, ARTA exec Atty. Marco Balleser, DILG Muntinlupa representative James Fadrilan, and LEIPO Gary Llamas. Earlier, BPLO Muntinlupa also encouraged business taxpayers to renew their business permits online through the Business E-payment SysTem (BEST).

Muntinlupa BEST is an online platform that will allow locators in Muntinlupa City to accomplish business permit applications and transactions through any internet-enabled device.

Taxpayers can access the online platform via www.muntinlupacity.gov.ph and accomplish transactions including application for New Business Permit, Renewal of Business Permit, Application Status Inquiry, Billing and Payment, and Payment History.

Tri Motors Technology Corporation and Jesus V. Del Rosario Foundation, Inc. turned-over five units of Bajaj RE tricycles to the local government of Muntinlupa as part of its partnership with the City Government. Newly installed Metropolitan Manila Development Authority (MMDA) Chairman Benhur Abalos paid a courtesy call to Muntinlupa City Mayor Jaime Fresnedi last January 15. Chairman Abalos discussed MMDA’s plans to decongest traffic in NCR, including the COVID-19 management in the region to Mayor Fresnedi. Also attending the courtesy call were Chairman Abalos’ Chief of Staff Jimmy Isidro, Muntinlupa City Administrator Allan Cachuela, Coun. Louie Arciaga, and other local officials. A Look Back at X-Men #4 (1992)

Welcome back, superhero enthusiasts, comic book collectors and X-Men fans! Previously, I reviewed X-Men #3 (1991) which, at the time of its release, marked the end of the era of Chris Claremont who spearheaded the development and storytelling of the X-Men since the mid-1970s. Along the way, he clashed with X-Men books editor Bob Harras behind the scenes at the headquarters of Marvel Comics which was a factor to his departure. It is notable that Claremont returned to Marvel in 1997 as editorial director.

Going back to 1991, Marvel had Jim Lee as their top-notch talent to sell loads of X-Men comic books to buyers. Inevitably as Claremont departed, Marvel bet big on Lee and supported his move to set a new creative direction for the X-Men.

With those details laid down, here is a look back at X-Men #4, published in 1992 by Marvel Comics with a story by Jim Lee and John Byrne. Lee drew the comic book with Scott Williams as the inker.

Early story

The story begins in a secret facility in the South Pacific. A sleeping figure wakes up and the men wearing protective suits near him carefully observe his moves. Suddenly, the men died horribly. The figure, with white-colored skin and long blond hair, says, “Who has brought me back from the dark domain of death? Who has summoned Omega Red?”

Behind a protective window, a man starts talking to Omega Red and he shows him a picture of Wolverine (in his civilian identity). Omega Red recognizes Logan…

Quality

*Gambit and Rogue in the heat of action.*

Being one of the first X-Men comic books published in the so-called post-Claremont era, this comic book has a solid story and a lively presentation of the X-Men’s Blue Team members. I figured that John Byrne delivered the solid dialogue given his previous experience of working on X-Men comics (as an illustrator) as well as being the writer and artist of the memorable The Man of Steel mini-series (with DC Comics, rebooting Superman in the post-Crisis era).

While the basketball scene had true-to-character portrayals of Wolverine, Gambit, Psylocke and Jubilee complete with stylish dialogue per character, there is consistency on the portrayal of Moira MacTaggert who is understandably struggling to recover given the events of X-Men #1 to #3. The same goes with Charles Xavier. The way the script was written with strong focus on the established characters, it’s almost as if Chris Claremont never left.

The biggest feature of this comic book is the debut of the deadly mutant Omega Red who is of Russian heritage and Russia’s own parallel to the United States’ own super soldier Captain America. In pop culture, Omega Red is one of the top villains in comic books ever and this comic book sets up his sudden rise to prominence. Symbolically, Omega Red is a co-creation of Jim Lee and John Byrne and it is pretty fitting for this comic book of the post-Claremont era to feature him.

Conclusion

There is no doubt that even by today’s standards, X-Men #4 (1992) is a great read and a landmark issue in X-Men comic book history. Given its content, this one will always be remembered as the start of Omega Red who later on proved to be one of the deadliest villains Marvel’s mutants ever encountered. The villain went on to appear in the video games X-Men: Children of the Atom, Marvel Super Heroes vs. Street Fighter and Marvel vs. Capcom 2.

If you are seriously planning to buy an existing hard copy of X-Men #4 (1992), be aware that as of this writing, MileHighComics.com shows that the near-mint copy of the regular edition costs $125 while the near-mint copy of the newsstand edition costs $375.

Overall, X-Men #4 (1992) is highly recommended!
