Muntinlupa City Councilor wants solution related to ongoing Skyway project in Alabang

Recently in the progressive City of Muntinlupa, a member of the City Council wants a solution to the potential traffic problem that could happen in connection to the Skyway’s off-ramp project in Alabang, according to a Manila Bulletin news report. Previously a local committee wanted to halt the said project.

A Muntinlupa councilor wants to open a village road in Alabang as a solution to the impending traffic problem that will be created by the Skyway off-ramp widening project on the West Service Road.

Councilor Francis Ian Bagatsing, chairperson of the City Council’s Committee on Engineering, Public Works and Infrastructure, had earlier recommended to stop the Skyway off-ram widening project due to lack of permits.

Skyway complied with the requirements and was given a permit by the Office of the City Building Official.

Bagatsing, in the committee report, said the Skyway project will narrow a portion of the West Service Road and will cause heavy traffic.

The committee said the “narrowing of the West Service Road south bound towards Filinvest Northgate is due to the additional exit tollbooth being constructed by the Skyway management.”

It said the portion of the West Service Road affected by the project will lose about 1.2 to 2 meters of “carriage way because of the said expansion.”

“Residents, establishments, and some stakeholders along West service road are not amenable to the said Skyway exit tollbooth expansion since this will result to a ‘funneling’ and traffic jam,” according to the report.

The City Council’s Committee on Land Use and Zoning held a hearing on Sept. 11 with Filinvest and recommended to having a portion reclaimed at the easement of the company’s fire station and water treatment facility.

Bagatsing said he is proposing to open Rizal Village in Alabang from the West Service Road leading to the main road in the Northgate portion of Filinvest as an alternate route for motorists.

He said the opening of the village road will be done through an ordinance.

Show cause orders against several BSKE candidates surpass 300 nationwide

The Commission on Elections (COMELEC) revealed that show cause orders for Barangay and Sangguniang Kabataan Elections (BSKE) candidates over election offenses have surpassed three hundred nationwide, according to a Philippine News Agency (PNA) news article. The BSKE will have an official campaign period before the voting happens on October 30, 2023.

A total of 304 candidates for the Barangay and Sangguniang Kabataan Elections (BSKE) have been issued show cause orders for various violations as of Tuesday, Commission on Elections (Comelec) Chair George Erwin Garcia said.

Aside from the 102 issued last week and 122 on Monday, another 80 were sent to candidates on Tuesday, Garcia said in a Viber message.

Garcia said the complaints were about the distribution of breads and noodles with imprinted faces of the candidates on the packaging; door-to-door distribution of maintenance medicine kits for senior citizens; cakes for birthday celebrators; and smart televisions, fans and sacks of rice as raffle prizes.

Comelec data show that Cebu, Quezon City, Pampanga, Bukidnon, Nueva Ecija, Laguna, Cavite, Bulacan, Manila, Batangas, Bataan, Cotabato and Rizal have a high number of premature campaigning violation reports.

Violations were also recorded in some areas in Caloocan, Parañaque, Las Piñas, Taguig, Sorsogon, Tarlac, Camarines Sur, Leyte, Albay and Negros Oriental, among others.

“Expect the number to increase as complaints come in and the show cause orders roll out,” Comelec spokesperson John Rex Laudiangco said in another Viber message Monday night.

Comelec gives BSKE candidates three days upon receipt of the show cause order to respond.

(FLI) had a ceremonial topping-off at one of the key buildings of the Belize Oasis Alabang community, according to a BusinessWorld news report. LISTED property developer Filinvest Land, Inc. (FLI) recently topped off the first building in its Belize Oasis community in Alabang, Muntinlupa City.

FLI said in a statement that the Building Azul is a low-density tower with only 25 units per floor. It is part of Belize Oasis, the company’s first mid-rise development in Muntinlupa City under the Aspire by Filinvest brand.

While the Barangay and Sangguniang Kabataan Elections (BSKE) are still several weeks away from happening, the Commission on Elections (COMELEC) issued show cause orders to almost one hundred candidates due to possible election offenses, according to a GMA Network news report.

At least 91 candidates for the 2023 Barangay and Sangguniang Kabataan Elections (BSKE) were issued with show cause orders due to alleged election offenses such as premature campaigning, the Commission on Elections (Comelec) said Sunday.

Interviewed on Super Radyo dzBB, Comelec Chairman George Garcia said the candidates were given three days from the receipt of the show cause orders to explain their sides regarding the accusations.

“‘Yan po, walang formal na complaints. ‘Yan pong mga ‘yan ay resulta ng mga nakita na natin o nai-report sa atin. Ang ginawa ng Comelec, motu proprio [investigation]. Sariling initiative ito ng Commission on Elections,” he said.

(There were no formal complaints. These were only the results of what we have seen or reported to us. What the Comelec did is motu proprio [investigation]. This is the Comelec’s own initiative.)

The poll body has repeatedly warned against premature campaigning as the campaign period will run only from October 19 to October 28.

Garcia said the Comelec has the power to investigate and file its own complaints against candidates who commit election offenses.

Even putting up posters and promoting themselves on social media before the campaign period starts may be considered as premature campaigning.

“’Yung sinabi kong 91, simula pa lang ‘yun. Madami pa po. Susunod-sunurin natin, at aaraw-arawin,” the poll chairman added.

Chinese national apprehended in Parañaque City for possession of firearm and illegal drugs

A Chinese national was arrested for possession of firearms and drugs upon entering a hotel and casino hub in Parañaque City on Sunday, September 10.

The Southern Police District (SPD) said the suspect, identified as Wan Liang, 40, was arrested at around 3:00 p.m. at the Pearl Entry of Okada Manila, Entertainment City in Barangay Tambo, Parañaque City.

The police said security personnel noticed suspicious items inside Liang’s bag during the routine bag screening before entering the hotel and casino hub. The security immediately prevented Lang from entering the establishment.

Police recovered a .45 caliber pistol with one magazine loaded with seven live ammunitions, a zip-locked sachet containing 1.77 grams of shabu worth P12,036 and two alleged ecstasy tablets worth P3,400, along with assorted IDs and P710.00 cash inside the bag.

The suspect was immediately turned over to the Tambo police substation by Jaafar after the discovery of the illegal items.

Consultancy firm in Parañaque City shut down by DMW for illegal recruitment

Recently in Parañaque City, agents of the Department of Migrant Workers (DMW) shut down a consultancy firm for illegal recruitment, according to a news article published by the Philippine News Agency (PNA). There were also local police officers and barangay officials present during the closure.

The Department of Migrant Workers (DMW) has shut down another consultancy firm found to be offering fake jobs overseas.

On Thursday, DMW Officer-in-Charge Undersecretary Hans Leo Cacdac, together with Undersecretary Bernard Olalia, head of the DMW’s Licensing and Adjudication Services cluster, Assistant Secretary Francis de Guzman, and lawyer Geraldine Mendez, Chief of the Migrant Workers Protection Bureau (MWPB), raided the office of RTM Maritime Consultancy Services Corp. at the 2nd floor of the J & P Building along Ninoy Aquino Avenue in Santo Niño, Paranaque City.

They were assisted by the Parañaque City police and the officials from Barangay Sto. Niño.

Cacdac said the DMW received several emails early this year complaining about the RTM Maritime Consultancy agency.

He cited victims “Ernesto” and “Dindo” who sent separate emails to the department narrating their experience.

Cacdac said “Ernesto” was promised by RTM a job as Chief Cook onboard a container vessel in Dubai with a monthly salary of USD900 (PHP51,300).

“Ernesto” was asked to pay by the consultancy firm a total of PHP105,000 as consultancy fees for finding him an overseas job.

Meanwhile, “Dindo” applied for the position of Engine Cadet with a promised monthly salary of USD350, or approximately PHP20,000, and was asked by RTM to pay a consultancy fee of PHP140,000 for the job placement.

Both “Ernesto” and “Dindo” applied for their alleged jobs in the first quarter of 2023.

However, several months have passed but they have not been deployed yet despite having paid the consultancy fee, and so they decided to file their complaints with the DMW.

The DMW conducted initial surveillance operations of RTM’s activities in March while a follow-up surveillance operation was undertaken in June to bolster the case against the agency.

Cacdac said RTM does not have a valid license or accreditation from the department.

He said RTM received and processed applications and referred these to its partner manning agency, and collected consultation fees ranging from PHP105,000 to as much as PHP140,000 from their applicants who were promised fake jobs as seafarers in Dubai, despite a no placement fee policy for seafarers.

RTM officers and personnel will be charged with illegal recruitment, the DMW said.

The DMW is also urging other victims of RTM Maritime Consultancy Corp. to visit the MWPB so they may be assisted in filing their complaints and cases against the illegal recruitment agency.

The Las Piñas City government is warning the public against individuals posing as employees of the Business Permits and Licensing Office (BPLO) and unlawfully extorting money from applicants.

Mayor Imelda Aguilar released the advisory after receiving several reports of “unscrupulous activity” involving individuals posing as BPLO employees who are allegedly extorting money from applicants in exchange for faster processing of their permits.

Aguilar said the city government is also coordinating with the police to apprehend individuals posing as BPLO employees.

She emphasized that those who will be apprehended for falsely posing as any city government employee will face legal repercussions.

Authentic or legal employees of the BPLO and the city government carries valid IDs, according to their assigned offices, complete with a photo, name, position and signature, the mayor added.

Aguilar told the public to verify the identity of the individuals they interact with by asking for proper identification and contacting their designated offices.

A Look Back at Spider-Man 2099 #43 (1996)

Welcome back superhero enthusiasts, 1990s culture enthusiasts and comic book collectors! Today we go back to the year 1996 and explore a part of the Marvel 2099 comics universe through a tale of the Spider-Man 2099 monthly series.

In my previous retro review, Miguel O’Hara learns how challenging it could be for him to direct the path of Alchemax which is symbolize with himself being surrounded by the managers. He recently stopped his father Tyler Stone from taking control of his office. As his office needs a secretary, someone very exceptional came in.

With those details laid down, here is a look back at Spider-Man 2099 #43, published in 1996 by Marvel Comics with a story written by Peter David and drawn by Andrew Wildman and Ron Lim.

Early story

The story begins when one of the undersea bases of Alchemax explodes to the surface in heavily damaged form. Something terrible happened to it deep below and there is only one man (wearing a protective suit) still living floating on the sea. Just as he notices sharks coming his way, Spider-Man comes down to save him with the use of one of Alchemax’s floating vehicles. As Spider-Man pulls the helpless man up with his web, one of the sharks leaped high at them. The web breaks and both the man and Spidey fall into the sea.

Meanwhile at Alchemax, Gabriel O’Hara confronts his mother Conchata who very recently started working as the office secretary of Miguel. Gabriel asks how could she be working for Miguel as part of Alchemax which is the very corporation she hated. The mother answered back stating that she resolved her accumulated anger related to Miguel and has realized that he needs her…

Quality

*The rise of the mutate rebel Roman and Miguel O’Hara’s corporate interactions dramatized efficiently in this single page.*

Moving further away from what was dramatized in issues #40 and #41, Peter David crafted this tale focusing on a new threat that endangers not only Spider-Man but the people and their local society as a whole. To put things in perspective, it is recommend you revisit issue #8 and focus on Alchemax’s aquatic division called Atlantis which had been working on a major reclamation project under the sea with the objective of becoming a tourist attraction in the years to come. Right there, Tyler Stone mentioned Miguel’s involvement with the project which includes bio-engineered workers.

The key elements of Atlantis mentioned in issue #8 literally resurfaced in this comic book and Peter David heavily emphasized the related details and integrated it all in the plot which essentially justified the existence of the new opposition led by Roman who is the charismatic leader of the mutates (genetically designed sentient beings) who had long been working hard and long outside of the undersea bases which had humans living comfortably inside. Roman here is not related in any way to Marvel’s aquatic hero Namor the Sub-Mariner but he is an imitation of him (note: his name is Namor in reverse).

The conflict of Atlantis revives the business-laborers conflict but was twisted to show the conflict between humans and mutates, as well as Atlantis being symbolized as a physical project of Alchemax to exploit the aquatic life and resources deep under the sea. The build-up of the human-mutates conflict in this particular comic book is surprisingly beefy and was efficiently done.

As for Spider-Man himself, you will get to see him more involved with Alchemax just as he successfully keeps his civilian identity secret. Along the way, you will see more of Miguel O’Hara doing more corporate work and negotiations. As expected, his drive to lead Alchemax with his own perception of being compassionate encounters hurdles from the established order – both within and outside his company. His mother was portrayed to be more sympathetic than before and she shows lots of signs of having mellowed. The development on Miguel and Conchata here were deep and they made a lot of sense with the plot itself.

Conclusion

*The futuristic Spidey interacts with a huge shark!*

Spider-Man 2099 #43 (1996) is another tale that has aged well as its foundations and elements proved to be very solid until now. With regards to the big event that took place near the end of this comic book, it seems that Peter David took inspiration from what was portrayed in Fantastic Four #4 (1962) as well as from Namor the Sub-Mariner himself. I really enjoyed how this story became a huge pay-off to the minor build-up in issue #8.

Overall, Spider-Man 2099 #43 (1996) is highly recommended!

Over 400 candidates from 9 barangays filed for BSKE COCs in Muntinlupa City

Recently in the progressive City of Muntinlupa, more than four hundred people filed their respective certificates of candidacy (COCs) at the local Commission on Elections (COMELEC) to run in this October’s Barangay and Sangguniang Kabataan Elections (BSKE), according to a Manila Bulletin news report which also revealed the city has more than three hundred thousand voters for the barangay contests.

A total of 405 candidates in nine barangays in Muntinlupa filed their certificates of candidacy (COCs) with the Commission on Elections (Comelec) for the Oct. 30 Barangay and Sangguniang Kabataan Elections (BSKE).

“We welcome the participation of qualified Muntinlupeños who wish to lead the local communities through the exercise of our right to vote and through the democratic process. Likewise, we enjoin everyone to cooperate and work together to ensure this year’s polls are reliable, trustworthy, and peaceful,” said Mayor Ruffy Biazon.

Based on Comelec-Muntinlupa’s unofficial list, of the 405 candidates, 24 filed COCs for barangay chairman and 193 for barangay kagawad in Barangays Buli, Putatan, Bayanan, Poblacion, Tunasan, Alabang, Ayala Alabang, Cupang and Sucat.

In addition, 23 candidates filed for the position of SK chairperson and 165 for SK kagawad.

Of the nine barangays, the position of barangay chairman of Ayala Alabang is the only one that is uncontested.

There are 319,654 registered voters for the barangay election and 93,723 registered voters for the SK election in Muntinlupa, based on Comelec-Muntinlupa data.
