Metro Manila Council (MMC) approves resolution banning e-trikes and e-bikes on major roads within the NCR, regulation of said vehicles will be implemented

Finally, the authorities in Metro Manila made a major move as the Metro Manila Council (MMC) approved yesterday a resolution that specifically prohibits electric tricycles (e-trikes) and electric bikes (e-bikes) on major roads within the National Capital Region (NCR), according to a Manila Bulletin news report. That being said, the mentioned electric vehicles (e-vehicles) will finally be regulated by local authorities and their users will be required to be licensed to drive.

Mayors of Metro Manila agreed on Wednesday, Feb. 28, to ban e-scooters and e-trikes on major thoroughfares in the National Capital Region (NCR) amid rampant traffic violations and accidents involving the small electric vehicles.

The decision was stipulated in a resolution of the Metro Manila Council (MMC), composed of all Metro Manila mayors, according to MMC Chairman and San Juan City Mayor Francis Zamora during a press briefing with Metropolitan Manila Development Authority (MMDA) chairman Don Artes.

“Why are we doing this? There were a lot of pictures and videos shown to us about accidents involving these e-trikes and e-bikes and their presence on national roads and even on expressways which show that they are not following traffic rules and regulations,” said Zamora.

“Ultimately, the objective is to regulate and impose fines for the safety of everybody especially that the number of these e-bikes and e-trikes are continuously increasing,” he added.

Artes said that while there are other local government units across the country that have already issued ordinances on the use of e-bikes and e-trikes, the missing part of these ordinances and regulations was that they do not have stipulated fines for violators.

As a matter of protocol, the implementation of the resolution will be done 15 days after its publication.

Initial list – Initially, both the MMDA and MMC identified 19 major roads in Metro Manila where e-bikes and e-trikes are banned.

They are Recto Avenue, Quirino Avenue, Araneta Avenue, Epifanio delos Santos Avenue (EDSA), Katipunan/CP Garcia, Southeast Metro Manila Expressway, Roxas Boulevard, Taft Avenue, South Luzon Expressway, Shaw Boulevard, Ortigas Avenue, Magsaysay Boulevard/Aurora Boulevard, Quezon Avenue/Commonwealth Avenue, A. Bonifacio Avenue, Rizal Avenue, Delpan/Marcos Highway/McArthur Highway, Elliptical Road, Mindanao Avenue and Marcos Highway.

Zamora, however, said that the number of roads where e-bikes and e-trikes are banned will increase in the coming days as all local government units (LGUs)( in Metro Manila were given authority to identify roads where e-bikes and e-trikes will not be allowed to travel.

Penalty – Artes said the MMC will be imposing P2,500 fine to all violators, or those who would dare to enter the prohibited roads.

He said the MMDA and enforcers of the LGUs are authorized to impose the fine on every e-bike and e-trike violator.

Artes said the same MMC resolution also authorizes traffic enforcers to impound e-bikes and e-trikes.

“If they enter the national roads we will impose a fine of P2,500. At the same time if the driver of these e-bikes and e-trikes have no driver’s license, then we will impound the vehicles,” said Artes.

Artes explained that the decision to impound the e-bikes and e-trikes was made since they could not issue a citation ticket for violation since the current regulation states that these vehicles do not need to be registered.

“Why do we have to impound them? With no registration and the driver has no driver’s license, who would receive the citation ticket?

Guidelines – Zamora, on the other hand, said they expect the Land Transportation Office (LTO) to release the guideline on Thursday, Feb. 29, on the use of e-bikes and e-trikes.

But this early, he said drivers of e-bikes and e-trikes must have a driver’s license in order to ensure that they underwent the proper training and seminar on traffic rules and regulations, as well as road safety measures.

“We consulted with the LTO to ask if the LGU has the power, and they said that if the e-trikes and e-bikes are not registered and the drivers do not have a driver’s license, then these are already two violations,” said Zamora.

Artes, for his part, said they expect the LTO guideline to discuss and clear things up on registration and the driver’s license requirement for riders of e-bikes and e-trikes.

Electric tricycle (e-trike) driver arrested for cursing the police after illegally parking his vehicle

With the huge spotlight on electric bikes (e-bikes) and electric tricycles (e-trikes) in recent times here in the Philippines, it is clear that such vehicles have caused public disturbances and already local and national authorities are working in response to them. Within the city of Manila, an incident happened recently as an e-trike driver, who caught the attention of the local police with illegal parking, got arrested after cursing the police, according to a Manila Bulletin news report.

An electric tricycle or e-trike driver who illegally parked his vehicle was arrested for direct assault after shouting and cursing police in Tondo, Manila on Saturday, Feb. 17.

The Manila Police District (MPD) identified the arrested suspect as Abraham Fernandez, 31, a resident of Barangay 123 in Tondo, Manila.

Before the suspect’s arrest, MPD personnel patrolled when they saw the suspect parked his e-trike in a no-parking zone along Juan Luna Street, Barangay 9, Zone 1 in Tondo, at around 4:20 p.m.

The authorities approached the suspect and told him to remove his vehicle blocking the road, which could cause traffic.

However, instead of cooperating, the suspect resisted, shouted, and cursed at the authorities in front of the public, which resulted in his arrest.

Muntinlupa City Government tells telecom firms to relocate cables and wires underground this year

Recently in the progressive City of Muntinlupa, the City Government formally told all telecommunication companies and service providers to relocate the overhead cables and wires underground this year in accordance to an existing city ordinance, according to a Manila Bulletin news report.

All telecommunication companies and service providers that use overhead wires and cables are required to relocate and install their facilities underground starting this year in Muntinlupa.

This is mandated by Muntinlupa City Ordinance 2021-256 which was passed by the Muntinlupa City Council in August 2021.

2021-056 is an “ordinance requiring/mandating all telecommunication companies, service providers, and other similar entities that use overhead wires and/or cables operating within the City of Muntinlupa to install and/or relocate wire and cable system underground.”

Muntinlupa Councilor Mamerto Sevilla Jr., chairman of the Committee on Land Use and Zoning and one of the sponsors of the ordinance, told Manila Bulletin that the ordinance will take effect by August this year.

“Yung ordinance kasi ipinasa noong 2021, August. Implied doon sa ordinance na after three years magte-take effect. So yung three years niya this August (The ordinance was passed in 2021. It is implied in the ordinance that it will take effect after three years. So the three years will be this August),” said Sevilla.

He said by August this year, affected companies under the first phase should have relocated their wires and cables underground.

The implementing rules and regulations (IRR) are being prepared by the Muntinlupa City government.

The ordinance stated that “it is necessary to protect the residents from the hazardous effects of overhead lines in the event of earthquakes, heavy rain or thunderstorms.”

“An underground cabling system will serve the purpose of having a sustainable, safe, and clean aesthetic view of power lines to respond to the changing needs of technology which are likewise less susceptive to mechanical damages,” it added.

The ordinance covers “all telecommunication companies, service providers, and other similar entities which use overhead wires and cables located within the territorial jurisdiction of the City of Muntinlupa.”

The Manila Electric Company (Meralco) will be allowed to maintain its overhead wiring and cabling subject to restrictions.

Under the Muntinlupa ordinance, telecommunication companies and service providers are defined as “any company, private corporation or business entity which has a franchise to operate a system of transmission of signs, signals, messages, words, writings, images and sounds or information of any nature by wire, radio, optical electromagnetic systems.”

Metro Manila Council (MMC) regulations on the use of electric tricycles (e-trikes) will include fines and penalties

As the proliferation of electric tricycles (e-trikes) continues, the Metro Manila Council (MMC) announced that a resolution on regulating the use of the said electric vehicles will be released and it will include fines and penalties, according to a Philippine News Agency (PNA) news article.

The Metro Manila Council is set to release a resolution regulating the use of electric motor vehicles, especially along major thoroughfares.

Metropolitan Manila Development Authority Director Victor Nuñez of the Traffic Enforcement Group said Friday that the resolution, up for discussion and approval next week, would include fines and penalties imposed on e-motor vehicle users.

Nuñez said the resolution would reconcile the policies of local government units (LGUs) on e-trikes with those of the national government.

“Nag-TWG [Technical Working Group] meeting kami last week at halos lahat in unison gusto magkaroon ng tamang regulasyon dito, kasama ang DOTr [Department of Transportation], LTO [Land Transportation Office], LTFRB [Land Transportation Franchising and Regulatory Board],” he said in a Bagong Pilipinas briefing aired over People’s Television.

Nuñez said there is an existing LTO circular in 2021 outlining the guidelines on the regulation of e-bikes but without corresponding penalties for violations.

“Nakalagay lang kung saan pwede dumaan pero sa hindi pwede dumaan, kapag dumaan sila wala naman concrete penalty na nakalagay (Only the roads they are allowed to pass are included but it does not indicate penalties or fines). ‘Yun po ang problema kasi (There goes the problem). There’s no definitive fine for them,” he said.

“But now with the recent initiatives magkakaroon po ng fines and penalties at mas na-enhance namin ‘yung regulation pertaining to e-trikes, kuliglig and tricycles kasi ‘di lang po e-trikes nakikita natin sa national roads, pati mga tricycles din (We will include the fines and penalties as we enhance the regulation pertaining to e-trikes and even tricycles),” he said.

Several Metro Manila LGUs have existing ordinances on the regulation of e-trikes even before the pandemic, Nuñez said.

“Kinonsider namin ang mga provisions nila dito. Meron kasing LGUs na wala pa at ngayon pa lang gagawa after mailabas ang Metro Manila Council resolution. They will base their ordinances on that (We took into consideration their provisions on this. There are LGUs that have no [resolution] on this yet and said they would pattern theirs after the Metro Manila Council resolution has been released),” Nuñez said.

Several social media posts have raised concerns over the proliferation of e-bikes, with some seen driving along national highways without protective gears.

Such vehicles, including tricycles, are not allowed to ply major roads and national highways as they pose hazard to other motorists.

Team Xbox sets the record straight with business update podcast, Starfield and new Indiana Jones game are still Xbox-exclusive

Wow. That was a wild ride. For several days, Xbox fans were disturbed by persistent rumors and so-called news reports that Microsoft will end its Xbox console business and go all-in with releasing multiple games (including Xbox-exclusives) on platforms outside of the Xbox ecosystem (meaning consoles like PlayStation 5 and Nintendo Switch). A lot felt that Microsoft would go the way Sega did when it quit the console business and became a multiplatform publisher.

And then there were nonsensical and wild social media posts like the one below…

Fortunately, Team Xbox had its Business Update podcast on February 15, 2024 with top executives like Phil Spencer, Sarah Bond and Matt Booty answering key questions and made notable clarifications about the future of Xbox. Watch the podcast of Team Xbox below…

Xbox fans can rest assured that contrary to rush of “Xbox to end and spread its games to other consoles” news and rumors by content creators, vloggers, bloggers and the so-called journalists, Team Xbox went straight to the point that the Xbox console business will remain, there will still be Xbox-exclusive games, Xbox Game Pass service will remain within the Xbox ecosystem (you should stop dreaming about Game Pass on Nintendo and Sony consoles), Activision Blizzard games are about to be released for XGP subscribers to enjoy, and there are simply four Xbox games that will be released on platforms outside of the Xbox ecosystem.

While a lot of people speculate that Hi-fi Rush, Sea of Thieves, Pentiment and Grounded will be the Xbox games that will be released on PlayStation and Nintendo consoles, no titles have been confirmed and no specific non-Xbox platform was revealed. That being said, Starfield, Forza Motorsport (2023), Senua’s Saga: Hellblade II, Avowed, Indiana Jones and the Great Circle are still Xbox-exclusive.

“So we made the decision that we’re going to take four games to the other consoles. Just four games, not a change to our kind of fundamental exclusive strategy. We’re making these decisions for some specific reasons. We make every decision, really, with the long-term health of Xbox in mind,” Xbox chief Phil Spencer said. “And long-term health of Xbox means growing a platform, our games performing, building the best platform for creators, reaching as many players as we can.”

The way I look at Spencer’s words, it seems Team Xbox has been looking for ways to not only build up the Xbox ecosystem but also reach out to millions of players who own non-Xbox consoles by releasing a limited number of Xbox-original games that could sell and bring in much-needed revenue. The fact is the cost of making games, marketing them, distributing them and other business expenses just keep going up. As to why a heavily structured single-player game like Starfield is not coming to PlayStation 5, it seems to me that porting that massive game will be labor intensive, very time consuming and expensive to do. This means that other Xbox-original games like Sea of Thieves (obviously made with multiplayer in mind) and Pentiment (a simpler production) make more sensible and more doable releases on PS5 and Nintendo Switch. That is, if Sony and Nintendo themselves will accept such games into their respective platforms (read: protection of their first party games and their own game studios).

As Spencer himself said, they seriously took feedback from the Xbox community. I’m glad that their team listens because there are a lot of long-time Xbox fans and physical product owners that they cannot just abandon. I myself sent tweets to Team Xbox (click here, here, here, here and here) reminding them of their legacy of investing big on Xbox-exclusive games through the console generations. I even reached out to other Xbox fans online to make themselves heard by Team Xbox.

A lot of gamers bought the Xbox Series X or Xbox Series S for Xbox-exclusive games and the big value of XGP’s service. In my view, Team Xbox itself is convinced that Xbox-exclusive games – especially the big-budget productions – are essential on maintaining fan loyalty as well as standing out in the highly competitive market of video games. In connection with having multiple Xbox game studios to produce exclusive games, I want to see Team Xbox remain competitive with Sony and Nintendo on console hardware, games and quality of gaming services. I want to see Phil Spencer and his team secure even more deals with the independent game developers on making more exclusive games. It would also be nice to see Xbox get into joint productions with the publishers in Japan like Square Enix, Capcom and From Software.

Cybercrime cases nationwide fell down almost 25% in January 2024

The Philippine National Police (PNP) announced recently that the number of cybercrime cases nationwide fell down by almost 25% during the month of January 2024 in comparison to January 2023 specifically, according to a Philippine News Agency (PNA) news article.

Cybercrime cases in the country dropped by 24.72 percent in January, the Philippine National Police (PNP) said Tuesday.

In a statement, PNP Anti-Cybercrime Group (ACG) director Maj. Gen. Sidney Hernia said 1,458 cases were logged last month from 1,937 cases in the same month in 2023.

He said the downturn shows significant progress in the ongoing battle against cyber threats and the continuous implementation of cybercrime preventive measures.

These measures include sustaining strong partnerships and collaboration with public and private stakeholders, providing cyber safety tips, engaging in media interviews, hosting informative broadcasts, distributing educational materials, and conducting lectures and seminars which greatly contributed to the overall reduction in cybercrime incidents, Hernia added.

“The PNP ACG urges the community to fearlessly report any instances of cybercrime or file complaints against these perpetrators. By doing so, we can effectively apprehend these offenders and put an end to their illicit activities, thereby preventing others from becoming victims of cybercrime,” Hernia said.

Meanwhile, the PNP-ACG warned parents anew to monitor the social media accounts of their children to protect them against sex predators.

On Monday, ACG operatives arrested a 45-year-old man for blackmailing a female minor using her nude photos. Both the suspect and the victim’s identities were withheld.

“Our team engaged in the suspect in the conversation which led to the entrapment in Paco, Manila,” Guillermo said.

The nude photos, PNP-ACG Cyber Response Unit chief Col. Jay Guillermo said, were used by the suspect in attempting to force the minor to a meet-up.

It all started when the victim accepted the suspect’s friend request, after he helped her pay for the burial expenses of her brother-in-law.

Guillermo said the suspect started to chat with the victim and lured her into sending nude photos in exchange for a brand-new cellular phone and money.

The victim told her elder sister about the incident, who sought the assistance of the PNP-ACG when the suspect started blackmailing her.

With more electric bikes (e-bikes) adding more traffic problems on national roads and highways in recent times, several local government units (LGUs) and agencies of the national government formally met to discuss regulating the use of e-bikes and the other electronic vehicles that remain unregistered, according to a Philippine News Agency (PNA) news article.

Several national government agencies and local government units (LGU) on Thursday began discussions on regulating the use of e-bikes and other unregistered electronic vehicles (e-vehicles) nationwide.

The meeting was held at the headquarters of the Metropolitan Manila Development Authority (MMDA) between officials of the MMDA, Department of Transportation (DOTr), Land Transportation Office (LTO), Land Transportation Franchising and Regulatory Board (LTFRB), Department of the Interior and Local Government (DILG), and traffic heads of LGUs in the National Capital Region (NCR).

During the meeting, MMDA acting chair Don Artes said the proliferation of e-vehicles has become a “cause concern.”

“The LGUs have laid down their concerns, existing ordinances, regulations, and programs concerning e-vehicles. These will be reconciled with the policies of the national government,” Artes said.

Vendors of e-vehicles, he said, often cite that, unlike regular motor vehicles, e-vehicles are neither required to be registered nor need a license to operate.

“When these e-vehicle users violate the law, how can we issue a traffic violation ticket if the users do not possess a license? We also cannot charge the vehicle owners because they are not registered,” he said.

In addition to being a “grave risk” to their drivers, other motorists, and pedestrians, he said e-vehicles also slow down the flow of traffic.

Many of their drivers have also been monitored to be minors, do not wear helmets or other protective gear, and some use their e-vehicles in the middle of highways.

“We will consolidate and harmonize all existing rules and regulations, as well as ongoing programs of the LGUs and even national government concerning e-vehicles to make it comprehensive. This will also cover not just Metro Manila but nationwide,” he said.

Metro Manila LGUs have been asked to submit a list of their ordinances regarding the regulation of e-vehicles, particularly those used for commercial purposes.

“We will take a second look at the suggestions of the LGUs and propose the appropriate measures to regulate the use of e-vehicles in major thoroughfares,” he said.

In addition, LTFRB chair Teofilo Guadiz III said e-trikes are also a concern of the public utility vehicle (PUV) modernization program (PUVMP) as these compete with legitimate PUVs in getting passengers.

“We are coordinating with the MMDA and LTO to apprehend these units that do not have franchises to operate as PUVs,” Guadiz said.

The Department of Trade and Industry (DTI) has intensified its scrutiny of online sellers, particularly those offering mystery boxes or parcels, to ensure consumer protection and uphold fair trade practices.

In an interview with Bagong Pilipinas Ngayon Wednesday, DTI Assistant Secretary Amanda Nograles said all online shops selling mystery items are subject to stringent verification procedures requiring them to provide evidence regarding the sourcing of the items they offer on their platforms.

Nograles said sellers must substantiate the items’ origin, demonstrating that they have acquired them through legal means. This could include proof of purchase from valid auctions or confirmation that the items were legally obtained from sources such as the Bureau of Customs (BOC) or through legitimate means like through abandoned parcels or “balikbayan” boxes.

Nograles said the DTI is regularly monitoring online stores.

Some items inside mystery boxes or parcels are illegally sourced, such as stolen products from warehouses, which is against the Anti-Fencing Law, the DTI official said.

The Anti-Fencing Law prohibits the selling of stolen goods or items obtained through illicit means. Both sellers and buyers can be charged if these items were stolen.

The DTI’s move to tighten regulations on online sellers aims to safeguard consumers from potentially fraudulent or unsafe products while also promoting transparency and accountability within the e-commerce sector, Nograles said.

Eiyuden Chronicle and Suikoden creator Yoshitaka Murayama passed away

Once the anticipated Japanese role-playing game (Japanese RPG) Eiyuden Chronicle: Hundred Heroes finally comes out on April 23, 2024, the absence of the main creator will be felt by many players as the Japan-based Rabbit & Bear Studio announced very recently that its head Yoshitaka Murayama passed away on February 6. For the newcomers reading this, Murayama is also the creator of the Suikoden RPG series of Konami where he used to work at. Hello everyone,

It’s with a heavy heart and deep sadness we must inform you that the scenario writer and head of Rabbit& Bear Studios, Yoshitaka Murayama, has passed away on February 6^th due to complications with an ongoing illness.

Murayama first began this journey of the creation of Eiyuden Chronicle: Hundred Heroes in 2020

through the support of his very loving fans on Kickstarter. Throughout the three-plus-year-development of the game, it was always the passion from his fans that continued to drive his creative vision and motivate him to put his all into the project.

His hard work on Eiyuden Chronicle as scenario writer was finished but as his co-workers and friends, it saddens us to know that he won’t get to see the reactions from his fans.

However, even with those feelings we need to accept the reality that he is no longer with us and continue to push his dream forward by releasing Eiyuden Chronicle to the world.

We want to maintain his legacy and vision with this game and know that he would have wanted the rich world he has created with Eiyuden Chronicle to live on.

His family sincerely appreciates your prayers and support but asks for privacy and that no flowers, mail, or other offerings be sent.

We will have more information on organizational changes to Rabbit & Bear as well as changes to some of the Kickstarter rewards in the near future.

So there you have it. The developer behind Eiyuden Chronicle: Hundred Heroes made it clear that they will not give up with fulfilling the dream of the late Murayama and there is no stopping the launch of the game (which was supposed to have been released in 2023).

More on the previous works of the late Murayama, I played Suikoden and Suikoden II (read my retro review by clicking here) on the PlayStation console in the 1990s and I had enjoyable times with them. For me, Suikoden II was the not only the best Suikoden RPG of the 1990s but also one of the best RPGs on any platform during the decade. It’s just too bad that the 1999 North American launch of Suikoden II was overshadowed by another company’s JRPG on PlayStation that same year. Considering the many Japanese RPGs that were released on PlayStation in 1999, Suikoden II was the most enjoyable one I played.

Even during his days as a young man working for Konami in the 1990s, Murayama had a very unique vision for digital role-playing and adventuring, as well as fantasy storytelling.

“Eiyuden Chronicle is really (an) evolution of my many design experiences. The many games I’ve made have helped create the foundation for this title. Since I draw my experience from previous games I’ve worked on, of course you will see a little bit of those elements in Eiyuden Chronicle,” Murayama said in response to a question that mentioned Eiyuden Chronicle and Suikoden titles.

With Murayama gone, the spotlight on the April 2024 launch of Eiyuden Chronicle: Hundred Heroes will be more crucial than before. I myself will be playing the RPG on my Xbox Series X console as soon as it launches. DILG tells local governments to strictly enforce ban on tricycles and pedicabs on national roads and highways

In response to the recorded numbers of accidents involving tricycles and pedicabs, the Department of the Interior and Local Government (DILG) told local government units (LGUs) to strictly enforce the ban on such vehicles on national roads and highways, according to a Philippine News Agency (PNA) news article.

The Department of the Interior and Local Government (DILG) on Tuesday reminded anew local government units (LGUs) to strictly enforce the ban on pedicabs and tricycles on national roads and highways.

“It is unfortunate that many LGUs have not been strictly implementing such regulations which often result in traffic congestion and accidents,” DILG Secretary Benjamin Abalos Jr. said in a statement.

This came after a tricycle was hit by a passenger bus plying the national highway in Labo, Camarines Norte on Feb. 4.

Abalos said that while tricycles and pedicabs provide accessible and affordable modes of transportation, the safety of drivers, passengers and road users are of utmost importance.

The DILG chief, however, emphasized that in cases where there are no alternative routes available and as a last resort, LGUs through their respective Sanggunian (councils) may issue an exception.

This is in compliance with the Land Transportation Office’s Memorandum Circular 94-199 issued 1994, which sets the guidelines on the devolution of the Land Transportation Franchising and Regulatory Board’s franchising power over tricycles-for-hire to LGUs, pursuant to the Local Government Code.

The DILG in 2020 issued Memorandum Circular (MC) 2020-036 prohibiting tricycles, pedicabs and motorized pedicabs from operating on national highways.

It also recently released MC 2023-195 urging all local chief executives to reorganize or reconvene their Tricycle Task Force (TTF) to update their Tricycle Route Plan (TRP) that would include penal provisions for violators.

Based on data from the Metro Manila Accident and Reporting System, Abalos said 2,829 road accidents involving bicycles, e-bikes and pedicabs were logged in 2022 alone, which is aside from 2,241 road accidents involving tricycles.

On Monday, the municipal government of San Mateo in Rizal province started apprehending e-bikes, tricycles and pedicabs plying national roads.
