Wanted man arrested in Parañaque City over rape charges

Recently in the city of Parañaque, local law enforcers armed with a warrant of arrest apprehended a man in Barangay San Dionisio in relation to charges of four counts of rape, according to a Manila Bulletin news report. The suspect has since been detained at a local police facility.

A courier facing charges for four counts of rape was arrested by members of the Parañaque City police Warrant and Subpoena Unit (WSU) on Monday, Feb. 5.

The Southern Police District reported the arrest of alias Arnold, 32, tagged by the police as the No. 1 wanted person under station level at around 2:15 p.m. along Barangay San Dionisio, Parañaque City.

Members of the WSU arrested the suspect by virtue of a warrant of arrest issued by Judge Moises Domingo De Castro of Family Court Branch 10, Parañaque City, on Jan. 17, 2024, for four counts of rape.

De Castro recommended a bail of P200,000 for each count.

Overstaying South African national apprehended by immigration agents in province

Recently agents of the Bureau of Immigration (BI) located and arrested a South African national in the province of Albay for overstaying in the country by at least a few years, according to a Philippine News Agency (PNA) news article.

Immigration authorities arrested an overstaying South African national in Albay province.

In a news release Monday, Bureau of Immigration (BI) Commissioner Norman Tansingco said operatives from the regional intelligence operations unit nabbed Benjamin Michael Theron in an operation along Sikatuna Street, Brgy. 13 Ilawod West, Legazpi City on Jan. 24.

The foreigner was the subject of a mission order issued by the BI chief after receiving a complaint from Theron’s former partner, saying he was causing disturbance in the community.

A check on Theron’s records showed he has been in the country since 2018 and is already overstaying after his visa expired in 2021.

Another foreign national who presented himself as Theron’s employer, attempted to interfere with the operations but eventually yielded after seeing the mission order against the suspect.

BI intelligence division chief Fortunato Manahan Jr. said any individual who conceal, harbor, employ or give comfort to overstaying foreign nationals may face sanctions for violation of the Philippine Immigration Act of 1940, which prohibits harboring of illegal aliens.

Two wanted foreigners apprehended by immigration officials at airport

Recently at the Ninoy Aquino International Airport (NAIA), two foreigners who were tagged as wanted for crime got arrested by immigration officers in separate occasions before they could leave the country, according to a Manila Bulletin news report.

Two foreign fugitives wanted in their countries for ciminal offenses have been arrested at the Ninoy Aquino International Airport (NAIA) before they could take their flights abroad.

Bureau of Immigration (BI) Commissioner Norman Tansingco identified the two fugitives as Chinese national Zhao Yaxin, 33, and Moroccan national Badr Ettachi, 32.

“They will undergo deportation proceedings as a consequence of their status as fugitives from justice and afterwards we will expel and ban them perpetually from re-entering the Philippines for being undesirable aliens,” Tansingco said in a statement issued on Sunday, Feb. 4.

Zhao and Ettachi are now detained at the BI’s Warden Facility located in Camp Bagong Diwa, Taguig City, he said.

Citing reports from the BI’s Border Control and Intelligence Unit (BI-BCIU), Tansingco said that Zhao and Ettachi were separately intercepted by immigration officers at NAIA Terminal 3 last Jan. 27 and 28, respectively.

He said that Zhao, who was to depart for Guanzhou, China, is “one of 34 Chinese nationals whose deportation was sought by the Chinese government due to their involvement in illegal online gaming operations.”

“A warrant of detention was reportedly issued against Zhao and his cohorts by the Chanqing Hechuan distict public security bureau in China,” the BI said.

In the case of Ettachi, the BI said the Moroccan was “accused of pocketing US$60,000 intended for the salaries of seafarers and workers of a shipping vessel that was entrusted to him for delivery by a friend of the owner of the firm responsible for disbursing the said payroll money.”

Chinese nationals arrested by immigration officials for visa violations

The Bureau of Immigration (BI) on Friday reported the recent arrest of three foreigners in Ligao City, Albay for visa violations.

In a statement, BI intelligence division chief Fortunato Manahan Jr. said the case originated from the information from the Bureau’s Legazpi District Office against Chinese nationals Li Xiaodong, Shi Jiazhu, and Shi Yushuang, who were arrested last Jan. 24 for violating the limitations and conditions of their visas.

Verification of their records revealed that the foreigners, who initially underwent biometrics scanning for health reasons, were actually employed in different Metro Manila companies, which is clear violation of their visa limitations.

The foreigners were found by the intelligence agents to be working at a hardware and merchandise companies despite their visas.

“Our intelligence efforts, combined with effective operations, ensure that visa violators are identified and apprehended promptly. This operation underscores the importance of strict adherence to visa conditions,” Manahan said.

The three were transported to the BI Main Office in Intramuros in Manila for proper booking procedures, medical examinations, and legal disposition.

Known hacker arrested in Las Piñas City

Recently in the City of Las Piñas, local police officers arrested a man (who has an established history of hacking) for targeting foreigners online, according to a Philippine Star news report. The arrest happened in Barangay Talon Dos.

A man previously dubbed “Asia’s best hacker” was arrested in Las Piñas for allegedly targeting foreigners in his illegal online activities, the National Capital Region Police Office (NCRPO) said yesterday.

An NCRPO report obtained by The STAR showed that NCRPO operatives searched the house of Edgar Silvano Jr., 47, in Barangay Talon Dos at past 2 p.m. on Friday.

The operation was implemented on the strength of a search warrant issued by Judge Elizabeth Yu Guray of the Las Piñas Regional Trial Court Branch 202.

Recovered from Silvano were 11 cell phones, seven flash drives, five laptops, four SD cards, three Wi-Fi routers, two hard drives, a desktop and a modem.

Apart from these, police also confiscated several financial documents pertaining to land titles and vehicle purchases. These documents contain personal and bank account information belonging to other people, police said.

Silvano was charged with violating Republic Act 8484 or the Access Device Regulations Act of 2012.

He also faces charges of violating RA 10591, which penalizes the illegal possession of a firearm, after police found a 9mm pistol with nine bullets on his person.

According to the NCRPO, Silvano was called “Asia’s best hacker” in 2001 after he hacked an international banking system based in Hong Kong. He was imprisoned but was later released on probation.

Silvano was again arrested in 2016 by the National Bureau of Investigation for violation of RA 8484 and possession of illegal drugs.

The NCRPO said all recovered electronic devices will undergo data extraction and forensic examination.

Southern Police District (SPD) officers arrest leader of gunrunning group at Festival Mall

Recently in the City of Muntinlupa, the Southern Police District (SPD) conducted an entrapment operation at a part of Festival Mall that resulted in the arrest of the leader of a gunrunning group for the alleged illegal sale of firearms and ammunition, according to a Manila Bulletin news report.

A suspected leader of a gunrunning group was arrested by the Southern Police District (SPD) at a popular mall in Alabang, Muntinlupa on Jan. 9.

The SPD Special Operation Unit carried out the operation against the illegal sale of firearms and ammunition.

SPD Director Brig. Gen. Mark Pespes identified the arrested suspect as alias Ivan, 51, alleged leader of the Sgt. Ivan Gun Running Group. The driver of the van with the alias Alvin, 41, is being investigated.

A member of the group, alias Daryl, 40, was arrested in another operation in Sampaloc, Manila.

The arrest was made at about 8 a.m. in front of a Korean grill restaurant in Festival Mall in Alabang.

A subsequent operation at 11:15 a.m. on the same day in Sampaloc, Manila led to the arrest of Daryl, the second target of the operation.

The SPD said the operation stemmed from intelligence provided by a confidential informant, allegedly detailing the involvement of the Sgt Ivan Group in gunrunning activities.

The group is allegedly composed of reservists or former uniformed personnel and believed to be operating in the southern part and nearby cities of the National Capital Region (NCR).

SPD said the entrapment operation, jointly conducted with the Station Intelligence Section of the Muntinlupa Police, the Philippine National Police’s Criminal Investigation and Detection Group Quezon City District Field Unit and Manila Police District Substation 4.

At Festival Mall, Ivan, the No. 1 target of the operation, sold two ammunition boxes of 5.56mm containing an estimated 2,000 rounds after receiving marked buy-bust money. Subsequently another operation was launched involving three high-caliber firearms.

The transaction started in Muntinlupa City and extended to D. Tuazon, Quezon City. Target No. 2, Daryl, aware of the situation, swiftly changed the location to Bataan Street, Barangay 55, Sampaloc, near the boundary of Quezon City and Manila. Despite attempts to evade arrest, Daryl was swiftly apprehended by the team.

Recovered by the police from Ivan were P1,000 genuine bill marked money, two ammunition boxes containing an estimated 2,000 rounds of green tip 5.56 ammunition, one Intelligence Service Identification Card under the name of suspect alias Ivan.

Meanwhile, recovered from Daryl, the SPD said, were P1,000 genuine bill, one unit of Imbel Brasil .45 caliber pistol, one magazine for .45 caliber pistol, 15 live ammunition for .45 caliber pistol, black inside holster for .45 caliber pistol, one Bentley shotgun, 35 shotgun shells, red sling bag intended as pouch for shotgun ammunition, one US carbine with foldable butt and sling, 82 live ammunition for carbine, black pouch intended for carbine ammunition, brown sling bag. An Armscor .45 caliber pistol recovered from Daryl is under verification.

A Look Back at Detective Comics #575 (1987)

Welcome back superhero enthusiasts, 1980s culture enthusiasts and comic book collectors! Today we go back to the late 1980s to explore a part of the DC Comics shared universe through a tale of the iconic Batman.

After DC Comics published the maxi-series Crisis on Infinite Earths, the publisher rebooted their entire comic book universe and that meant reintroducing their superheroes, villains and supporting characters with a touch of 1980s modernization. Frank Miller led the reintroduction of Batman as a new crime fighter in the Batman: Year One storyline in 1987. Also that same year, DC Comics went on to publish a sequel storyline through four issues of the Detective Comics series. That sequel was titled Batman: Year Two.

With those details laid down, here is a look back at Detective Comics #575, published in 1987 by DC Comics with a story written by Mike W. Barr (the same guy who did Mantra for Malibu Comics) and drawn by Alan Davis. This is the first chapter of the Batman: Year Two storyline.

Early story

The story begins in Gotham City where the newly appointed police commissioner Gordon participates in a TV talk show. The talk show host is aggressive towards Gordon cutting him off verbally and pointing out that Batman – who is working with the police fighting crime – is no better than the Reaper, a costumed vigilante who caused trouble and killed many people on Gotham’s streets twenty years prior. Gordon emphasizes that Batman works with the city police and he operates strictly on his own.

As the TV talk show goes on, a group of armed thugs carrying varied items enter an apartment that is dark. Outside the Bat Signal (coming from the machine Gordon recently got) flashes, and soon Batman himself appears inside the apartment and cleverly took the gang down. He leaves the place going to do other things.

The next day, Rachel Caspian is pleasantly surprised to see her father arrive earlier than expected…

Quality

*Batman strikes first in his encounter with the Reaper.*

Set during the 2^nd year of Batman engaging in crime-fighting in coordination with the Gotham City police force, this comic book dramatically portrays the city having a long-running disease and legacy of crime. The references to Gotham’s embarrassing past of being filled with thugs and wicked activities literally paved the way for the return of a masked vigilante who fights criminals with uncompromising violence (including killings). That vigilante’s legacy affects the way the public perceives Batman and why they have trouble seeing the differences between them. The writing and build-up here are very solid.

When it comes to portrayals, you will get to see a younger Bruce Wayne who is clearly pushing himself hard between engaging in business matters and secretly fighting crooks. This is a Batman who is only gaining more experience in the war against crime and he clearly is not the very tactical and very resourceful hero he would become. In his fight against the Reaper, you will really see Batman struggle hard and make really flawed moves that cost him a lot.

The introduction of the Reaper, who became the definitive vigilante of Gotham City long before Batman even started, is very engaging. This vigilante is also very intimidating to see and he clearly overshadows the Caped Crusader both visually and in action.

Conclusion

As the first chapter of the Batman: Year Two storyline, Detective Comics #575 (1987) is a very solid tale to read. The narrative moved at a medium pace and there were these balanced pay-offs to the build-up (that took place in the first half). The Reaper’s reputation as Gotham’s past blood-thirsty vigilante literally dwarfed that of Batman (the modern vigilante). I should also state that Mike W. Barr symbolized the common traits and differences between Batman and the Reaper which alone are worth reading.

Overall, Detective Comics #575 (1987) is recommended.

Two foreign sex offenders prevented from entering the Philippines

The Bureau of Immigration (BI) announced recently that they prevented two sex offenders from the United States from entering the country in separate times at the Ninoy Aquino International Airport (NAIA), according to a Manila Bulletin news report. Both foreigners were respectively convicted of varied offences in the past.

Two convicted American sex offenders have been barred from entering the Philippines when they arrived at the Ninoy Aquino International Airport (NAIA) separately on Dec. 27 and Jan. 1.

The Bureau of Immigration (BI) identified them as Paul Neal Coltharp, 46, and Zachary Tyler Thompson, 39.

“Both aliens have been immediately excluded and flown back to their port of origin and their names have been included in the BI’s blacklist of undesirable aliens,” the bureau said.

As registered sex offenders (RSOs), the bureau explained “both Thompson and Coltharp are excludable aliens under the Immigration Act which forbids the entry of aliens convicted of crimes involving moral turpitude.”

It said that Thompson, who arrived from Los Angeles, had been “convicted in 2013 and 2015 for possessing obscene materials depicting a minor in sexual conduct and for annoying or molesting a child under 18 years of age.”

Four barangay watchmen in Las Piñas City to be investigated for alleged salvaging of a person, several other suspects still at large

Recently in the City of Las Piñas, four watchmen of Barangay Manuyo (note: the newspaper did not specify which Barangay Manuyo it is) were released from jail temporarily but they still will be investigated over the alleged salvaging of man, according to a Manila Bulletin news report.

Four barangay watchmen accused of alleged “salvaging” of a man in Las Piñas are facing investigation despite their temporary release from jail.

The Prosecutor’s Office ordered the temporary release of Jason Santos, Joseph Clarion, Romeo Natividad and barangay ex-officio Jaime Forteo, all watchmen of Barangay Manuyo, for lack of evidence.

According to P/Master Sgt. Marsito Torreon, Las Piñas police investigator, the arrested suspects were released by the Las Piñas Prosecutor’s Office pending further investigation.

Torreon said the Prosecutor’s Office had set the preliminary investigation on the alleged salvaging of Gerico Rocabo, 24, on January 8.

Torreon said they were able to submit the CCTV footage showing the arrest and mauling of Rocabo by the suspects last Dec. 26.

The police investigator said Barangay Manuyo officials refused to provide the police a copy of the CCTV footage on the incident claiming the camera was not working during the arrest despite the coordination made by city police chief, Col. Jaime Santos, with Barangay chairman Boboy dela Cuz.

Torreon said Santos coordinated with Dela Cruz for the surrender of the remaining suspects and submit a copy of the CCTV footage for investigation.

He said they were able to get a copy of the CCTV footage on the incident after learning that Generika drug store in front of Barangay Mauyo Hall was able to capture the incident.

Torreon said there are still nine suspects that remain at large and two of them were identified as Barangay Kagawad Ongie dela Cruz and Eleno Rongavilla Jr.

Torreon said the arrest of the four suspects was made by his team composed of Master Sgt. Glen Acaba, Staff Sgt. Lary Reparejo, and Cpl. Mark Edwin Orongan.

He said the body of Rocabo was discovered at around 10:00 a..m. on Dec. 26 in a creek in Barangay Manuyo and was reported to the police at around 11:00 a.m.

The police investigator said the victim died due to strangulation and his body was badly beaten.

LTO suspends license of controversial taxi driver

During the past Christmas season, it was widely reported in the local media that a certain taxi driver charged his passengers (foreigners) several thousands of Pesos at the Ninoy Aquino International Airport (NAIA) which was recorded on video which in turn became viral online. Very recently, the Land Transportation Office (LTO) suspended for 90 days the driver’s license of the controversial taxi driver, according to a news report by the Daily Tribune.

The Land Transportation Office has issued a 90-day preventive suspension on the driver’s license of a taxi driver caught in a viral video charging P10,000 fare to a foreign tourist at the Ninoy Aquino International Airport.

In the Show Cause Order issued to the driver of the taxi with license plate ABG 7845, LTO chief Atty. Vigor D. Mendoza II said that the driver was ordered to explain why no sanction would be imposed for violations of at least three provisions of the Joint Administrative Order 2014-01 for overcharging passengers, discourteous and arrogant to passengers and violation of the franchise.

Citing the result of the investigation, Mendoza said the taxi driver was identified as Arnel Acle.

“Under the guidance of Department of Transportation Secretary Jaime Bautista, we are now coordinating with the Land Transportation Franchising and Regulatory Board on the sanctions that may be imposed on the operator of the taxi,” Mendoza said.

Bautista earlier disclosed that the entire fleet of the taxi company that owns the cab will no longer be allowed to operate at the NAIA as Mendoza also stressed that the incident was a clear violation of the law.

He added that the investigation they conducted led to the identification of the taxi through a CCTV and later resulted in the identification of the driver.

To recall, the taxi was seen in parking area of the taxi company in Valenzuela City and based on the statement of the operator after the video went viral, Acle told them that he would go on vacation in his province.

Acle, however, did not report for work since he last appeared to remit his earnings to the taxi owner on 19 December and is believed to have gone into hiding.

“We are now coordinating with the Philippine National Police and our local offices to locate this man,” Mendoza said.
