Hundreds Avail of Health Services in Tahanan Village
This morning, three hundred people – composed of villagers and homeowners association employees – trooped to the village clubhouse to avail of paid varied health services during the Health Check-Up activity organized by Century Club of Tahanan and its partners in Tahanan Village, Barangay BF Homes, Parañaque City.

Before the services started at 6AM, several people were spotted waiting to get in line to be served. Many of them availed of the P350 health package which was composed of good and bad cholesterol check, Triglycerides, Creatinine, SGOT, ECG, blood sugar count, total cholesterol count, BUN, Urice Acid, SGPT, CBC and urinalysis. Most of the attendees not only fasted for ten to twelve hours but also brought samples of their own urine.
Other health services offered were PSA, Hba1c, T3, T4, TSH and Na, K and Ci (electrolytes). Those who had their eyes checked availed of computerized eye refraction. Those who had their consultation with a doctor went on to avail of prescription drugs. Medical test results will be released on October 6.

Century Club of Tahanan president Florencia Umali confirmed to me that her club was delighted that their health project was well attended and that those who availed of the services were satisfied.
“Our project was very nicely attended. Of course, this project would not have been made possible without the support of the Tahanan Homeowners Association board of directors, Barangay BF Homes captain Paolo Marquez, City Councilor Wahoo Sotto, Asian Hospital and the Alviar Laboratory,” Umali said.
Adding further zest to the project apart from the free food and free coffee (provided by the office of Councilor Wahoo Sotto) was a raffle draw which saw some fortunate winners going home happy.

The Health Check-Up activity on September 28 was a project of the Century Club of Tahanan in coordination with the Tahanan Homeowners Association, Inc. (THA) which is in-charge of the venue.
There is nothing like seeing squabbling individuals (each with a unique talent or two) realize that they have to end the division between them and work together to solve a problem that affects everyone.
Tropes like that are common in superhero comic books, animation, movies and other forms of media. The concept of having superheroes is precisely the key element behind the UltraForce of the Ultraverse.
To put things in perspective, UltraForce is a team of superheroes (called Ultras in the Ultraverse) composed of Prime, Hardcase, Prototype, Topaz, Ghoul, Pixx and Contrary. The team was formed to protect the public while, at the same time, keep their fellow Ultras (examples: Mantra, The Strangers, Night Man, etc.) from getting out of line with the general public and their government leaders.
Previously, I discussed what would it be like had superheroes conspired with government officials and corporate media as told in UltraForce #2. For this article, we take a look back at the formation of the team in UltraForce #1, published by Malibu Comics in August 1994 with a story by Gerard Jones and art by the legendary George Perez.

Early story
The story begins with a disaster as fighter planes get pulled down to the ground by an unknown force. A pilot who ejected and flew by parachute finds himself pulled down as well. Down on his back, he feels intense pain and could not get himself up. His body begins to get destroyed when a voice is heard.
“You thought your little flying toys would stop me. You thought your mastery of light and air made you invincible. And no creature of the dark, hidden places could possibly beat you. Now feel the weight. Feel what we feel. The weight of the core of the Earth. The weight of eons of darkness. The age of light and air is done. Prepare for a new age. The age of Atalon!”
Inside a ship above the desert, Hardcase reacts as he watches multiple monitors showing current events highlighting people’s fear of the Ultras, citizen demanding controls, Hardcase reported as saying “only Ultras can control Ultras”, plus an image of Prime and Prototype in action. With him were Contrary, Pixx and Ghoul.
“No!” said Hardcase. “I won’t go through that again!”
Harcase clarifies to his companions that, due to his past with The Squad ending in tragedy, he won’t join a group and end up counting friends’ bodies again. Regarding his reported quote in the media, he stated that he specifically said that government could never control Ultras plus he did not say an UltraForce should try to do it. Being an actor in Hollywood, he decides to go to the media and wash his hands of this.
Contrary, who is the schemer in the team, asked him, “Won’t the public fear Ultras more and more…unless someone steps up to teach Ultras how to function in the world?”
Hardcase asked if she was the one to do the teaching.
Pixx butts into the conversation telling them that Prime and Prototype are about to approach the press. After calling Pixx an attentive student, Contrary tells Hardcase she is the to teach the Ultras which she claims is her business.
In front of the press, Prime (who is a kid inside that overly muscular body) talks impulsively to them and Prototype (who is receiving communication feed from Ultratech which seeks a public coup with the idea of him gathering the team) who states that an UltraForce is needed and that he will recruit one.
This sets off Prime to act even more impulsively over who has credit over the UltraForce idea. Behind the scenes, Ultratech’s Leland and Hardcase watch as things turn wrong (between Prime and Prototype) in front of the press.
An incident like that in front of the media is enough to mislead the public into thinking negatively about who got covered in the press. There are those who acted badly in front of the press and there are media operators who practice journalism wrongly.
“They’re going to force the government to crack down on Ultras!” – Hardcase.
Concerned that the embarrassment could start a civil war between Ultras and Normals (the people), Hardcase tells Contrary he wants to leave the ship to prevent things from getting worse. Contrary gets on his way saying she was going to talk to Prime and Prototype and even have their ship fly after them.
Hardcase disagrees with her idea and insisted she should not be near the mess (about Ultras and the public) until she comes clean with all her secrets and explain what her academy for Ultras is about.
“Is this the same Hardcase who didn’t want responsibility of leading other Ultras…laying down the law for me?” – Contrary
Eventually Contrary sends Hardcase away and tells Pixx to bring their ship to the Redstone Arsenal.
Meanwhile, in Los Angeles, Topaz appears suddenly in the middle of a football game causing confusion to the players and the spectators.
The power of Prime!
Quality
I absolutely enjoyed reading UltraForce #1for the fact that it has a very engaging story, great art, in-depth characterization and a great presentation of superheroes banding together for a higher cause. It is the complete package of what a fun yet thoughtful superhero comic book should be!
The story written by Gerard Jones shows lots of signs that things were carefully planned not just for the comic book but for the Ultraverse as a whole as it focused on the concept about the Ultras being on the edge of getting misunderstood by the general public (the people who don’t have powers) who in turn relied on the news coverage of corporate media (which itself has lapses or made deliberate moves that did not give the viewers an accurate look at the events that happened) to take a look at beings with powers.
This concept kinda reminds me of the traditional concept behind the X-Men. Charles Xavier founded the X-Men to train mutants to use their gifts for good while trying to establish a bond of understanding and tolerance between mutants and humans.
UltraForce’s concept of the fragile link between Ultras and ordinary people really went deep as it involved not only the media but also the private sector, the government leaders and the armed forces. Heck, in Prototype #1 the corporation Ultratech made its move with Ultras by having a flying, armored guy representing them. In Prime #1, the element of militarism was involved.
The comic book’s concept is nicely reflected in Hardcases thoughts below.
“Great. The military, the media, the eyes of the world…dying for a sign. Are Ultras for them or against them? And what sign are we giving them?”
Gerard Jones also achieved a great job with the characterization. Prime is the impulsive powerful superhero who is also a loose canon because he’s really a kind inside the large, muscular body of a man. Prototype is piloted by a young guy working for a corporation and along the way, he has trouble balancing himself between duty and personal interest. Hardcase, who has been living with guilt as one of two surviving members of The Squad, struggles between his internal struggle and keeping the peace between humans and Ultras. The way I remember these three notable Ultraverse lead characters from their respective comic book series, their personalities were successfully replicated and developed in this comic book.
Contrary meanwhile is subtle yet brainy and strategic figure of the team. For the most part, she is mysterious and yet already has a clear vision about mentoring people with super powers. She is easily the most defining member of UltraForce who does not have her own comic book series. Topaz, who comes from a society of women, is clearly the Ultraverse parallel to DC Comics’ Wonder Woman. She appeared in prior issues of Mantra and her addition to UltraForce added more depth and variety. Of course, given her background, working alongside men is a challenge for her personally. Pixx and Ghoul, meanwhile, contributed nicely as supporting characters in this comic book. For the villain King Atalon, he succeeded in presenting himself and his group as a credible threat to the world. Not only is he powerful in combat, he is very driven with a mission for his kingdom and his people strongly love him and support him.
Even though this was just the first story, UltraForce #1 is already a nice exploration of each member’s personality and the personal relationships between them. How these characters formed a team was not only convincing but was done with a lot of depth and focus. At the same time, the dialogue written for each character is lively to read. Take note how Atalon reacted to Prototype’s attack on him.
“Didn’t your Dr. Einstein tell your people decades ago that great gravity could bend even energy? But you never do listen to your own wise men, do you? Just like my people. We wise ones must find ways to make you listen.”
Spectacle and action? There’s lot of them in this comic book. More than enough to satisfy anyone who enjoys reading superhero stories that pack a lot of hard-hitting action, intense moments of damage on the surrounding made only possible by superheroes, energy blasts and the like.
This bring me to the next aspect of the comic book….George Perez’s great art! I should say that Malibu Comics made the best decision to hire Perez for UltraForce #1 given his established talent of drawing multiple superheroes in high detail (with that distinct style on drawing human faces) and ensuring that what was written on Gerard Jones’ script would come out not only looking great but also always look very lively. I love the way Perez drew the facial expressions of Hardcase, the visualization of Prime’s immense strength, Pixx looking really like a teenager, the high level of detail on the backgrounds, Ghoul’s creepy look and much more. No doubt about it, each and every panel drawn by Perez is great to look at!
Conclusion
I really love reading and re-reading UltraForce #1. It succeeded in its goal of getting the divided superheroes together to form a team in convincing fashion complete with a clear and present danger (Atalon and his people) that justifies the events. It’s got great writing and art, very engaging characters, heavy action and a good amount of characterization. The good news about this comic book is that it can be found in good supply online and you don’t have to worry about paying high prices for it. As of this writing, you can order a near-mint copy of UltraForce #1 for only $4 at the website of Mile High Comics. Apart from comic books, there were some action figures of UltraForce released and there was a short-lived animated series of it on TV.
If you are a comic book reader who is dissatisfied with today’s comic books (and even superhero movies), if you are reader looking for a great superhero team reading experience, or if you want the best superhero comic book experiences of not only the Ultraverse but of the 1990s as a whole, then UltraForce #1 is highly recommended! This comic book is a classic of its decade!

On the afternoon of September 24, the City Government of Las Piñas posted via its official Facebook page its response to a report they received from people living at Ohanan Place in Barangay Almanza Uno regarding a key area (located beside the condominium) described as a massive dengue mosquito breeding ground.
The said area is a construction site.
As a result, Mayor Imelda “Mel” Aguilar issued orders to the City Health Office and the City Engineering Office to address the Ohana residents’ concern.
The City Health Office responded saying it has conducted an inspection (jointly done with Barangay Almanza Uno personnel) of the construction site which has stagnant water and, so far, a negative result for mosquito larvae was found.
The contractor of the construction site, who remains unidentified as of this writing, was asked by the City Health Office to clean the site. The City Engineering Office, which also organized its own inspection, asked the contractor to pump out the stagnant water immediately.
To put things in perspective, stagnant bodies of water serve as breeding spots for dengue mosquitoes. If left unchecked, those mosquitoes can multiply, fly around, bite and infect people and cause dengue fever.
Going back to the City Government, Mayor Aguilar and her daughter Vice Mayor April Aguilar-Nery requested their citizens to report immediately to the City Health Office or to their respective Barangays what could be possible spots in their local communities that may be breeding grounds for dengue mosquitoes. It was announced that local health centers are equipped with dengue testing kits for free to the residents.
Meanwhile, people who are already infected with dengue virus and are sick should consider using papaya leaf juice. Of course, consult with a doctor first or a medical expert who is experienced with papaya leaf juice as a cure.
The City Government of Parañaque declared on September 23 a state of calamity as already over 1,700 dengue cases have been recorded in the city from January 1 to September 14.
Dengue fever is a harsh condition that includes symptoms of high fever, vomiting, pains on the muscle and joints, headache, pain behind the eyes, fatigue and skin rash. The time it takes for a sufferer to recover from it is two to seven days. However, there have been a small number of cases in which dengue fever becomes severe (referred to as dengue hemorrhagic fever). The symptoms for severe dengue include low blood platelets, bleeding and blood plasma leakage. There is also dengue shock syndrome which includes low blood pressure.

During the recent edition of the Usapang Sports forum held at the National Press Club in Intramuros, Manila, 2-time SEA Games medalist Maria Claire Adorna expressed that the Philippines campaign will achieve success in the triathlon events (Individual Men, Individual Women and Mixed Team Relay) of the 30th Southeast Asian Games (30th SEA Games) which will be held at the Subic Bay Freeport Zone.
Adorna, who won the SEA Games triathlon gold in 2015 in Singapore and the silver medal in 2017 in Malaysia, was confident that the team will do well this year.
“We have strong chance to win especially because we will host the SEA Games,” Adorna said during the forum.
To put things in perspective, in the Men’s race, the Philippines will be represented by John Chicano and Andrew Kim Remolino. 2-time SEA Games medalist Kim Mangrobang and Kim Kilgroe will race in the Women’s competition. Adorna has been shortlisted with Mangrobang and Kilgroe in the mixed team relay for women while 2-time SEA Games gold medalist Nikko Huelgashas been shortlisted with Chicano and Fer Casares on the men’s side. Specifically, a decision will be made as to which triathletes will do the mixed team relay event the day before the race begins.
The distance of the triathlon will be 1.5-kilometer swimming, 40KM biking and 10KM running.
Hard-earned SEA Games Gold Medal
It is recalled during the 2015 SEA Games, Adorna revealed to reporters and bloggers that winning the gold medal was very hard to achieve not only because of competition from other Southeast Asian nations but also due to the fact that she had been injured along the way. Check out the video below.
Back to the sports forum, the 2-time medalist pointed to Singapore and Malaysia as the likely biggest rivals.
When it comes to entering the 2020 Summer Olympics in Tokyo, Adorna said that local triathletes need to participate in many Asian-level tournaments as possible in order to accumulate the essential ranking points in order to qualify in the said Games. She urged the entire nation to pray and support for the entire Philippine team.
The Usapang Sports forum was presented by the Tabloids Organization in Philippine Sports (TOPS) and sponsored by the Philippine Sports Commission, National Press Club, Pagcor, Community Basketball Association, and HG Guyabano Tea Leaf Drinks. TOPS president Ed Andaya and Games and Amusements Board (GAB) Chairman Abraham “Baham” Mitra were present during the forum.
No Three-peat in SEA Games Men’s Triathlon
With Chicano and Remolino (who is preparing in his native Cebu) representing the Philippines in the Men’s race in the SEA Games triathlon, there definitely will be no “three-peat” this year in reference to Nikko Huelgas who won the Men’s gold medals in 2015 and 2017. The Triathlon Association of the Philippines announced this past August its SEA Games lineup for the triathlon event.
Huelgas however still has a chance to share the glory of winning another gold medal in the men’s mixed team relay.
Among the ladies, 2017 SEA Games gold medalist Kim Mangrobang has a chance to win a 2nd consecutive gold medal. Recently she finished 5th in the Elite Women category of the 2019 ATU Triathlon African Cup in Morocco. Her teammate Kim Kilgroe finished 8th in that same race.

Hi everyone! I got something nice to share to you in this latest edition of my Christian Music Appreciation (CMA) series.
Recently while attending Sunday worship service, our church musicians (who are very blessed by God with great talent as each of them is faithful to Him) performed a song that really engaged me and my fellow Christians. That song was The Stand.
Written by Joel Houston and released in March 2006 as part of the United We Stand album of Hillsong United, The Stand is a lively reminder that each of us was created by God. As His creations, we truly have a purpose to honor Him, serve Him, worship Him and keep on being faithful to Him. Along the way, the Lord loves us and He is so generous and merciful to us. Don’t forget how long and how much God has blessed the faithful. God is the source of all prosperity, opportunities and progress!

Before the song was played during Sunday worship, the Passion Translation of Romans 12: 1 was displayed on screen and emphasized by the lead singer of the service. It read:
Beloved friends, what should be our proper response to God’s marvelous mercies? I encourage you to surrender yourselves to God to be his sacred, living sacrifices. And live in holiness, experiencing all that delights his heart. For this becomes your genuine expression of worship.
This particular holy scripture is related with the lyrics of The Stand. Truly, we should humble ourselves and submit to Him. We who have been saved should not let ourselves be dominated by religion and its idols (note: do not worship people, images, those carved figures and many other elements that keep you away from the Lord) so that our respective personal relationships with Him will not be affected negatively. Each and every one us should be mindful as to why God created us and we really have a purpose to live in holiness under Him.
Those who are unsaved (or even lost as souls) can be saved and the good news is that there is still time for them to willingly decide to be born again. Anyone who has sinned a lot before can still surrender themselves to the Lord directly for His forgiveness and acceptance. Anyone who does not want to remain an unsaved or lost soul anymore can still reach out to Jesus and make the major decision to accept Him as Lord and Savior. Truly to be born again means becoming a new creation of the Lord with a purpose to live in holiness.
If you are already a saved soul living with the Holy Spirit in your heart, try to reach out to the many unsaved souls out there and invite them to your church to the best you can. Saving the unsaved and the lost souls is a goal worth achieving again and again all for the Lord. Those who will be saved will not enter religion (which itself is unnecessary and deceptive) but have a genuine personal relationship with God. There is more to the relationship with the Lord than religion.
Back to the song, there is a clear message about gaining salvation through God who sent us His begotten son Jesus to save us all. We all struggle with sin, temptation, frustration, darkness and challenges before realizing that we were all created by the Lord who had been watching us all the time. These were emphasized in the first three paragraph of the lyrics of The Stand.

As I mentioned previously, Adam’s rebellion towards God recorded in the Book of Genesis marked the fall of humanity and in the many generations that followed, people struggled and sinned until Jesus came to spread the good news (as well as God’s love), died for everyone’s sins and returned from the dead. Jesus ascended to Heaven with a promise that He will return to us.
Clearly, as creations of God, we are destined to be saved and that can only be realized by believing in the Lord willingly and by practicing faith by the heart (not the mind). As I learned from our pastor, we have free will (which God gave us) and we can decide to authorize Heaven on Earth.
There is still time and hope for any unsaved soul to be born again (refer to Jesus’ words in John 3: 3 and the subsequent verses) to become a child of God, to stand with arms high and heart abandoned in awe of the Lord, and truly be His. Now that you’ve read this, I encourage you to read the Holy Bible and apply what you learned into your life, listen to The Stand and let its holy lyrics flow in you, reach out to the Lord, pray to Him always and follow His plan for you!

Today, hundreds of people went to the Satellite Registration processing organized by the Commission on Elections – Parañaque City office (COMELEC-PQUE) at Robinsons Townville (part of Pergola Mall) service of the residents of Barangay BF Homes who want to register themselves as voters as well as local voters who want to adjust their statuses.
As it turned out, most of the people here waited to get in for the Satellite Registration than for shopping.
To put things in perspective, no less than Barangay BF Homes chairman Paolo Marquez confirmed to me that, indeed, the whole day process was requested by him and members of the Barangay Council which the COMELEC-PQUE agreed to. It is important to keep in mind that Barangay BF Homes is still the largest barangay in the city in terms of voters and it is easily the hot spot for mayoral and vice-mayoral candidates to campaign in when it comes to local elections. Barangay BF Homes is part of the city’s 2nd district.
In the morning, there already was a line of people before 8AM just outside the Elsie Gatches entry into Robinsons Supermarket BF Homes. Once opened, they entered and went up to the 2nd floor for the registration. The process was done in five steps: verification of valid IDs, recording/releasing of forms, interview for precinct assignment, capturing of biometrics and the thumb marking process (with the release of claim stub).
The way the situation is right now here in the Philippines, the next national and local elections won’t be held until May 2022. When it comes to the next Barangay and Sangguniang Kabataan, the next election is currently set for May 2020 although there is an ongoing effort in Congress to have it postponed to May 2023 (a response to President Rodrigo Duterte’s request during his 2019 State of the Nation Address).
Barangay BF Homes SK chairperson Mariel Tumang assisted a youth applicant. The COMELEC accepted youth applicants aged 15 to 17-years-old and thanks to the BFSK, several youth they invited arrived and applied.A COMELEC-PQUE official helped some applicants with regards to filling up forms.
Going back to the Satellite Registration for Barangay BF Homes, COMELEC-PQUE personnel confirmed to me that they will only accept up to five hundred people who apply to get registered formally as voters or, in the case of voters, have their statuses adjusted (including status reactivation for voters who failed to vote in successive elections).
As I noticed today, there were several teenagers who lined up to get registered. This was because the COMELEC-PQUE opened voter registration to youth aged 15 to 17-years-old, plus the Sangguniang Kabataan of Barangay BF Homes (BFSK) invited youth from around the community to take advantage of the free service. This was confirmed to me by no less than BFSK chairperson Mariel Angela Tumang. I saw Tumang as well as BFSK Kagawads Irene Juanico and Stephanie Sebullen plus other barangay personnel help out. Free coffee was provided by the office of Parañaque City Councilor Wahoo Sotto.

There were a few curious shoppers who passed by and asked me what was going on. After I answered the question, they decided to try to get registered.

As the anticipation for the 30th Southeast Asian Games (30th SEA Games) grows, the Philippine Southeast Asian Games Organizing Committee (PHISGOC)announced on September 18 that they expected more than 35,000 people to sign up for the biennial sports meet which will open on November 30 and last until December 11.
According to Alona Quintos (director for accreditation and uniforms), the PHISGOC has received close to eleven thousand applications for accreditation from athlete and officials of the eleven nations participating in the big event.
Already 9,552 have been screened while more than eight thousand personnel have been granted access to the SEA Games. The organizers have been paying close attention to security to make sure that each and every person who got accredited is cleared. Quintos added that pre-valid accreditation cards or PVACs of the eleven national Olympic committees will start printing on September 30.
With regards to media, close to 1,500 personnel composed of journalists, photojournalists, videographers and broadcasters have applied to cover the 30th SEA Games.
So far, the preparation for the SEA Games here in the Philippines is looking good. In fact there were technical delegates from various sports who lauded the local organizers for the preparation and the venues. For one thing, Valson Cuddikotta (technical delegate for athletics) cited the track-and-field stadium in New Clark City as a world-class facility and noted PHISGOC’s efforts to come up with such fantastic venues. Cuddikotta believes the Philippines can conduct any event of the highest magnitude.
Historically speaking, the Philippines hosted the SEA Games in 1981, 1991 and 2005. The very first SEA Games were held in Thailand way back in 1959.

Even as the Department of Interior and Local Government (DILG)issued an order to all Sangguniang Kabataan (SK) units nationwide to use their respective budgets by following the Joint Memorandum Circular (JMC) of January 2019 designated as JMC Number 1 (issued by the Department of Budget and Management, the National Youth Commission and the DILG itself), Barangay BF Homes Sangguniang Kabataan (BFSK) chairperson Mariel Angela Tumang confirmed to me today that their SK achieved compliance before the DILG’s September 17 order was published.

“We have complied with all the requirements needed. These include the opening of bank account, doing the fidelity bonding, making the three-year plan, the annual investment plan, and the annual budget for 2019,” BFSK chairperson Tumang said. “We now have our independence using the SK funds. Already we have started disbursing the SK budget since this past August.”
The BFSK head added that, right now, they are waiting for the mandatory training that the DILG and the NYC are supposed to organize. The training is designed to provide guidance to all SK units about utilizing the SK funds properly and in accordance to existing laws.
As Tumang told me previously, more projects and activities will be organized by the BFSK in the near future now that they have achieve independence from the barangay and now have access to the SK funds.
Speaking of activities in Barangay BF Homes in Parañaque City, there will be a seminar on pregnancy and HIV/AIDS on September 28 and the 3rd quarter Waste-for-Rice activity on September 29. Tumang announced these on September 14.
The technical stuff
In the order of the DILG, it was stated that JMC Number 1 (Series of 2019) provides guidelines on the appropriation, release, planning and budgeting process for the SK funds.
Jonathan E. Malaya, who serves as the Undersecretary and Spokesperson of the DILG, stated that pending the issuance of the Commission on Audit (COA)’s guidelines on SK financial transactions, the SK may start using their budgets “provided they comply with the requirements of the DBM-DILG-NYC Joint Memorandum Circular.”
“The development agenda for the youth sector cannot be further delayed. SK officials in every locality should now get the ball rolling so that they can already carry out projects that are meant to promote the interests and welfare of the youth,” Malaya said.
The spokesperson added that there is no need to wait for the COA guidelines because the commission has given the SK the green light to use their funds in accordance to JMC Number 1 which in itself details the procedures on how they can disburse their respective budgets.
In order for SK funds to be disbursed, a current bank account under the name of the SK must be opened (by the SK chairperson specifically) in a government-owned bank, apply for fidelity bonding (with the SK chairperson and the SK treasurer as the accountable officials), and a 3-year rolling plan called the Comprehensive Barangay Youth Development Plan (CBYDP) must be formulated.
Beyond these, SK officials are required to undergo training programs conducted by the DILG, NYC, and the authorized training providers in accordance with DILG Memorandum Circular No. 2018-48, as well as continuing training programs on the Government Procurement Reform Act, Manual on Financial Transactions of the SK, the proper utilization of SK fund, the accounting and auditing rules and regulations and any other relevant trainings which will help them carry out their functions effectively and efficiently.
When it comes to the funding, 10% of the general fund of barangays shall be set aside for the Sangguniang Kabataan which shall be appropriated in lump sum and distributed solely for youth development and empowerment purposes in accordance to the SK Reform Act.
The law further states that the SK shall have financial independence in its operations, disbursements and encashment of their fund, income and expenditures.

On the floor of the Philippine Senate, Senator Christopher “Bong” Go presented his proposal to make barangay officials regular government employees which drew reactions from two key officials of Barangay BF Homes in Parañaque City today.
Specifically, Senator Go presented Senate Bill Number 391 (SB 391) otherwise titled the Magna Carta for Barangays. He stated that there is a lack of regular salaries for barangay officials who have a lot of duties and responsibilities in their respective communities. This prompted him to make better compensation and benefits a reality for them.
If SB 391 ever gets approved, the head of the barangay (captain/chairperson), the barangay kagawads (the barangay council), the Sangguniang Kabataan head (SK chairperson), the barangay secretary and the barangay treasurer will be entitled to salaries, emoluments, allowances (example: transportation allowance), the 13th month pay and other benefits.

“It’s a relief to us in terms of benefits,” Barangay BF Homes captain Marquez said to me. “However, they first must look into amending the local government code in general since some important provisions are quite outdated already in terms of barangay administration and governance in general.”
For BFSK chairperson Mariel Tumang, Go’s move was good news not only for her but for many others in the barangay. Whether SB 391 will pass or not, she confirmed to me that she and the SK kagawads will focus on organizing and accomplishing projects and activities not only this year but also next year. Public service fulfillment is the priority for Tumang and the BFSK. In recent times, the BFSK organized the local Linggo ng Kabataan event as well as a seminar.
Going back to the Philippine Senate, SB 391 outlines the basic priorities in each barangay that include regular supply of clean/potable water, public transportation availability, barangay halls, etc.

I love reading a crossover comic book that was made by very talented creators to be a whole lot of fun from start to finish. Back in the early 1980s, rivals Marvel Comics and DC Comics collaborated temporarily with inter-company crossover comic books that were made to be entertaining to fans of their respective properties.
What I’m going to review here is the 3rd superhero crossover comic book between Marvel and DC titled Batman vs. The Incredible Hulk.

Background
Before I start, let me clarify that this particular comic book was specifically published as issue number 27 of the DC Special Series which was a series of one-shot comic books. By comparison, the 1981 crossover comic book Superman and Spider-Man (which I reviewed previously) was published under the Marvel Treasury Edition line of Marvel Comics as issue number 28.
Going back to Batman vs. The Incredible Hulk, the comic book was the final issue of the DC Special Series line and it carried a cover price of $2.50 which was quite high for its time.
The people at DC Comics made sure that the crossover was handled by the best talents they had back then. The late Len Wein (best know for creating Wolverine) was assigned to write the script (and ensure that elements from both the Hulk and Batman would mix nicely) while José Luis García-López was hired to illustrate. Dick Giordano was the embellisher and editor while Allen Milgrom and then Marvel editor-in-chief Jim Shooter were the consulting editors. In return for their assistance, Marv Wolfman and Mike DeCarlo were acknowledged with thanks.
Now we can begin with this retro review of Batman vs. The Incredible Hulk.
The early story
The story begins when a few persons in Gotham City witness their dreams turning real beyond logic. A man dreamed he was in the arctic hunting and wakes up to discover his room was filled with snow. In a cinema where a horror movie was shown, a couple kissing each other discover, to their shock, that monsters of different sizes surrounded them out of thin air.
At the waterfront of the city, the Joker (accompanied by his gang members) talks to an unseen being (Shaper of Worlds). He gives his assurance to the being that he and his gang will acquire a specific item (needed by the being). For the Joker, what was discussed was a simple business arrangement.
A short time later inside a high-tech facility of Wayne Research, Bruce Banner (the Hulk) secretly works under the false identity as David Banks. He works along with the scientists but not on the scientific projects. Rather, he works odd tasks such as lifting hardware and putting them into places that need them. Of course, Banner did not get hired for a salary but for something much essential to him and his condition with Gamma Rays.
“I had to get a job here somehow so I could get close to the experimental Gamma-gun they’re working on,” he thought to himself.
Suddenly the facility gets filled with laughing gas incapacitating all the people inside. Banner fortunately manages to wear a radiation suit for protection. Moments later, the Joker and his gang enter searching for the Gamma-gun. From this point on, Banner decides to act.
Quality
When it comes to the selection of characters from Marvel and DC, having the mismatch of Batman and the Hulk was a very splendid idea. Not only was having the large green brute and the world’s greatest detective together as temporary rivals a fascinating concept, having them work together as a duo turned out to be a really great move. When it comes to the selected villains of the Joker and the Shaper of Worlds as the anti-hero figures of the story, the two looked like an odd pair but if you focus on the details of the story, you will realize that it made a lot of sense having them two together. The Shaper needs something which requires him to depend on the Joker who in turn brings his gang with him to cause chaos to acquire what the alien needs
All of the above details would not have worked had it not been for the excellent writing by Len Wein. Clearly Wein knew a whole lot about the defining elements of the Hulk and Batman (and the same with the Joker and Shaper), and he carefully blended those elements together to make a story that is thrilling, intriguing, engaging and at the same time still made sense. More on crossing over, there are other characters connected to Batman and the Hulk that made appearances and a few of them fit in nicely into the story.
As this was released in 1981, it was typical of the time for writers to use thought balloons to help readers understand what the characters were thinking. The use of thought balloons in this comic book truly defined Batman who not only had to fight the bad guys but also manage his way with the Hulk and do a lot of detective work.
Going back to the Hulk and Batman, this comic book has a lot of fun stuff. More than once did the two superheroes engage in action-packed encounters and their exchange of words was very nicely done. Their match-up (or mismatch) really works.

When it comes to the common complaint by some readers out there that the comic book was more of a Batman story and made the Hulk less prominent, I should say that the slight imbalance is not a problem at all. In fact, for me it makes perfect sense that Batman has more spotlight than the Hulk. Why? Because Batman is a detective and he performed a lot of researching, information gathering and other moves to solve problems. His detective work in the story made perfect sense for the narrative. As for the Hulk, his character really has very limited options other than causing destruction and disturbing the public. Since early on, the Hulk was best known for attracting the attention of the American military (led by General Ross) and huge destruction defined the encounters. For this crossover, the creators did not show the Hulk engaging with the military (save for the phonies) but rather he struggled to figure things out whenever he encountered Batman or the Joker. There is no way the Hulk could do detective work like Batman and having him fight the military would have weakened this comic book’s presentation. Clearly, having the story slightly slanted towards Batman is still the right move.
Very highly imaginative and dynamic artwork by José Luis García-López.
The artwork done by José Luis García-López is excellent! He really captured the looks and details of each and every character Marvel and DC that appeared in this comic book. Back in the early 1980s, I got to read several comic books that showed Batman, the Hulk, the Joker and others and the way they appeared in this comic book was indeed accurate of the time. José Luis García-López also knew how to balance spectacle with character development and expository dialogue in terms of visual pacing and framing shots. Also his work becomes even more imaginative during the final conflict. Undoubtedly this is still a great looking comic book!
Conclusion
Overall, Batman vs. The Incredible Hulk is a great comic book and easily it is one of the greatest intercompany superhero crossover comic books ever published! From start to finish, this comic book proved to be highly engaging and there never was a single boring moment. The creators led by Len Wein (he is sorely missed) made the best possible story anyone can make involving Batman and the Hulk.
