US Mounts Offensive To Smash China’s Fruit Market Dominance In The Philippines

Were you able to spot and buy fruits imported from America at the local markets here in the Philippines over the past month? The United States will soon introduce new varieties of fruit to the Philippines in what is seen as a serious effort to break China’s dominance, according to a news report by the Manila Bulletin.

The United States (US) aims to introduce new fruit varieties to the Philippines to boost its share of the import market, which has long been dominated by China.

In a market brief published last week by the US Department of Agriculture (USDA), American exporters were urged to introduce innovative fruit varieties to the country to sustain the momentum in apple exports.

The USDA expects exports of fresh fruits to fall by at least seven percent to around $13 million this year from $14 million in 2024.

Despite this, the foreign agency said shipments of apples to the country will grow this year, driven by the popularity of the Ambrosia, Cosmic Crisp, and SugarBee varieties. These varieties were introduced to the Philippine market last year and have since gained traction among consumers.

“Consumers are eager to try new-to-market fruit varieties and share their experiences on social media,” the report read.

The USDA noted that only bananas and papayas are harvested year-round in the country, creating an opportunity for American exporters to fill market gaps year-round.

“The United States is widely recognized for consistently supplying premium-quality fruit, and US exporters are encouraged to leverage this reputation,” it said.

The USDA, citing Philippine government data, expects fresh fruit imports this year to grow by 25 percent to around $400 million, up from $321 million in 2024.

Last year, the US only accounted for a three percent share in the import market. Its main shipments were apples, cherries, grapes, oranges, strawberries, cranberries, blueberries, and peaches.

In contrast, China seized 72 percent of the market last year, with its main exports being apples, grapes, mandarins, oranges, and other citrus hybrids.

Also outperforming the US were South Africa and Australia with market shares of nine percent and eight percent, respectively.

With the exception of South Africa, the USDA noted that the dominance of regional suppliers is a result of better prices, largely driven by lower shipping costs and zero-tariff advantages under free trade agreements with the Association of Southeast Asian Nations (ASEAN).

“The Philippines does not have a preferential trade agreement with the United States or South Africa. As a result, MFN (most-favored-nation) tariff rates apply to fresh fruit imports from both countries,” the report read.

Recently it was discovered in Las Piñas City that the illicit sale of P3.5 million worth of unregistered fertilizer and pesticide took place and already the Department of Agriculture (DA) supports legal action against those who were involved, according to a Philippine News Agency (PNA) news article. The local authorities successfully pulled off an entrapment operation at a Las Piñas City warehouse.

The Department of Agriculture (DA) on Tuesday backed the legal action against those involved in the illicit sale of PHP3.5 million worth of unregistered fertilizers and pesticides in Las Piñas City.

The Fertilizer and Pesticide Authority (FPA) and the Philippine National Police-Criminal Investigation and Detection Group (PNP-CIDG) nabbed four individuals for the illegal sale of unlicensed agricultural chemicals in an entrapment operation at a warehouse in Las Piñas City on May 30.

In a news release, DA Secretary Francisco Tiu Laurel Jr. supported the recommendation of the Las Piñas City prosecutor to file charges for violation of the Fertilizer and Pesticides Act.

“We welcome this decisive action by the Las Piñas City prosecutor to pursue charges against individuals whose illegal activities not only harm our farmers and agricultural productivity but also undermine President Ferdinand R. Marcos Jr.’s vision of a food-secure Philippines,” he said.

The four respondents, who posed as representatives of WLEX Co. Philippines Inc., will face charges for violation of Section 8(a) and 9 of Presidential Decree No. 1144, which both prohibits the “production, importation, distribution, storage, and sale” of unlicensed agricultural inputs, fertilizers, and pesticides, according to the inquest resolution.

FPA Executive Director Glenn Estrada warned individuals involved in agricultural smuggling that it will intensify its actions against illicit trade.

“We cannot allow unscrupulous traders to shortchange our farmers by selling substandard products that compromise their ability to increase yields,” he said.

In an earlier report, the DA said the entrapment operation resulted in the seizure of 641 one-liter bottles of Axonic pesticide, 748 one-liter bottles of Sapphire pesticide, 220 one-liter bottles of Chlonil pesticide, four sacks of Welzeb, and bio-stimulant Nutrinaro SC, with multiple variants of 5,590 sachets (10g), 345 sachets (50g), and 90 sachets (5g).

The Axonic, Sapphire, Chlonil, and Welzeb brands are unregistered and illegal, according to the FPA.

The Bureau of Internal Revenue (BIR) expects the new rules streamlining the value-added tax (VAT) refund process — a key reform under the Corporate Recovery and Tax Incentives for Enterprises to Maximize Opportunities for Reinvigorating the Economy (CREATE MORE) Act – will make the Philippines a more attractive destination for foreign investors.

In a televised interview, BIR Commissioner Romeo Lumagui Jr. said the new regulations are consistent with President Ferdinand Marcos Jr.’s broader goal of making the country more business-friendly.

“Ang expectation natin, makikita ng mga dayuhang investors na seryoso ang pamahalaan na pagbutihin ang pagnenegosyo at papadaliin ang pagnenegosyo dito sa ating bayan (Our expectation is that foreign investors will see that the government is serious on business and in easing the doing of business in our country),” Lumagui was quoted as saying in a news release on Saturday.

“So, we’re hoping that it will encourage foreign investors to do business here in the Philippines,” he added.

According to the BIR chief, the main objective of CREATE MORE, as well as other BIR efforts, is to ease the doing of business and payment of taxes.

Republic Act No. 12066 or the CREATE MORE Act amended the National Internal Revenue Code to provide greater tax relief and incentives for businesses, particularly exporters.

To implement this, the BIR issued Revenue Memorandum Circular No. 37-2025 on April 10, which reduces the documentary requirements for VAT refund claims.

Under the new guidelines, certified true copies of invoices or receipts may now be submitted in place of original documents.

There was also a reduction of three documentary requirements, particularly the proofs of registration with the Securities and Exchange Commission or Department of Trade and Industry (DTI), whichever is applicable, and the copies of Import Entry and Internal Revenue Declarations/Informal Import Declaration and Entry or Single Administrative Document.

For claims involving amortized input VAT on capital goods, prior certifications from the Bureau of Customs may be reused if already submitted in past filings.

Furthermore, for VAT refund claims starting April 1, exporters are no longer required to submit actual proof of shipment, such as bills of lading.

Instead, the BIR will rely on a certification from the Export Marketing Bureau of the DTI, following a newly signed agreement between the two agencies.

“Ngayon pinadali natin ang proseso sa pakikipag-coordinate sa DTI. So, may kanya-kanyang role ang bawat isa para hindi na rin magdoble-doble ang mga requirements at pag-iimbestiga kung talagang merong mga inexport ang isang entity (We made the process easier through our coordination with the DTI. Each agency now has specific roles to prevent duplication in the submission of requirements and in investigating the goods exported by a business entity,” Lumagui explained.

“Patuloy din ang pag-e-examine natin kung ano ang pwede nating i-streamline na mga proseso para mas mapadali pa ang pagnenegosyo sa ating bayan (We also continue to examine what other processes we can streamline to make doing of business in our country easier),” he added.

The Department of Agriculture (DA) has recommended retaining the 15% tariff on imported rice to help mitigate the effects of inflation in local prices.

In a public briefing on Wednesday, DA spokesperson Assistant Secretary Arnel de Mesa said that they aim on lowering the effects of inflation throughout the agricultural industry.

“Napakaimportante yan sa buong ekonomiya ng ating bansa, at masigurado din natin na maging tuloy-tuloy ang mga programa natin na mas mababang presyo ng bilihin di lamang ng bigas kundi iba pang agricultural commodities,” said de Mesa.

(It is very important to the economy of the entire country, and we should ensure that our programs to lower the prices of commodities will continue, not just rice but other agricultural commodities.)

He further said that the majority of every P100 that poor Filipino families spend were used to purchase rice.

“Mga 25% kasi ng bigas na kino-consume natin ay imported. So, kung mapapanatili natin na mababa ang taripa at 15%, mas masisigurado natin na yung pangkalahatang presyo ng bigas ay mas magiging matatag at hindi makakaapekto sa price spikes kung magkakaroon man. Yung inflation overall natin, mapapanatili nating mababa kung mananatiling mababa presyo ng bigas,” he added.

(About 25% of the rice we consume is imported. So, if we keep the tariff low at 15%, we can better ensure that the overall price of rice will remain stable and won’t affect any price spikes. We can keep or overall inflation lower if we keep the price of rice low.)

DA said that they consider the price of rice in international markets, exchange rates, logistics costs from the port of origin, and productivity in the country when considering rice tariffs.

“Napakaimportante lalo na sa panahon ng lean months, ay masigurado natin na yung imported na bigas ay maganda ang presyuhan para di maapektuhan din yung presyo ng local na supply natin. Yung timing is really important to make sure natin na mapapanatili natin na matatag ang presyuhan ng bigas,” he said.

(It is very important, especially in the lean months, that we ensure that the price of important rice will not affect the price of our local supply. The timing is really important to make sure that we keep rice pricing stable.)

Recently, the Philippine Statistics Authority (PSA) announced that the inflation rate of February 2025 settled at 2.1% primarily due to the easing of rate of price increases on non-alcoholic beverages and food, according to a Philippine News Agency (PNA) news article.

Inflation in February this year slowed down to 2.1 percent from 2.9 percent in January mainly due to the easing of rate of price increase of food and non-alcoholic beverages, the Philippine Statistics Authority (PSA) reported.

In a press briefing Wednesday, PSA Assistant Secretary Divina Gracia del Prado said the declaration of food security emergency by the Department of Agriculture (DA) to bring down cost of rice has been effective in taming the inflation last month.

Inflation of food and non-alcoholic beverages, which contributed 58.8 percent to the overall inflation last month, declined to 2.6 percent from 3.8 percent in January.

Cereal and cereal products, which include rice, had a deflation of 3 percent in February from a deflation of 1.1 percent in January.

“For me, I think, we are seeing the effect of food security emergency in our inflation… Because of this food security emergency, we have released the rice buffer from NFA (National Food Authority) to LGUs (local government units), and of course in Kadiwa Rice for All program,” del Prado said.

Rice alone had a sharper deflation of 4.9 percent, with prices decreasing since July 2024 due to easing international prices and tariff reduction. Vegetable inflation plunged to 7.1 percent in February from a 21.1 percent inflation in January.

Aside from food and non-alcoholic beverages, main contributors to the deceleration of inflation in February were housing, water, gas, and other fuels, which inflation eased to 1.6 percent from 2.2 percent in January, and transport, which recorded a deflation of 0.2 percent from 1.1 percent inflation rate

Meanwhile, major contributors to inflation in February were food and non-alcoholic beverages, mainly due to higher prices of pork, with inflation increasing to 12.1 percent in February from 8.4 percent in January; restaurants, café and the like; poultry meat; rentals; and higher cost of passenger transport by sea.

In a separate statement, National Economic and Development Authority (NEDA) Secretary Arsenio Balisacan said the government stands ready to combat high inflation through its policies and programs.

“The government will sustain its efforts to keep inflation low and manageable to protect the purchasing power of Filipinos. As we expect six to 13 typhoons to develop from March to August 2025, the Department of Agriculture (DA) will implement the La Niña action plan to restore agricultural productive capacity in areas likely to be affected by continuous rainfall, flooding, and landslides,” Balisacan said.

As some of you are already aware, I fully stand with Israel which is very connected with my uncompromising faith in the Lord. I keep on praying to Him for Israel to overwhelm its enemies, rescue the hostages and recover from the effects of the October 7, 2023 terrorist attacks committed by the Palestinian terrorist group Hamas which is sponsored by terrorist state Iran. I can assure all of you that nobody from the evil Islamo-Leftist mob, nobody from the pro-Palestine radicals, nobody from the political correctness extremists, and nobody from evil societies would stop me from supporting and loving Israel.

Now, on with the news…

A few weeks ago, Israel and the Department of Agrarian Reform (DAR) started a strategic partnership that will benefit the Philippines by means of agricultural development, according to a news article by the Philippine News Agency (PNA).

For the newcomers reading this, the Jewish state is one of the world’s leaders in agriculture and the Philippines can really use Israeli expertise to make tremendous improvements.

The Department of Agrarian Reform (DAR) has entered into a strategic partnership with Israel to advance agricultural development and innovation in the Philippines.

In a news release on Thursday, DAR said Secretary Conrado Estrella III and Israel Ambassador Ilan Fluss have discussed the possibility of a strong collaboration on cutting-edge farming technologies, rural development, and sustainable agricultural practices.

During their meeting, Estrella recognized the longstanding relationship between the Philippines and Israel and highlighted the successful implementation of the Philippines’ agrarian reform program under the leadership of President Ferdinand R. Marcos Jr.

He also noted the positive impact of DAR programs on the lives of agrarian reform beneficiaries while emphasizing the need for further growth in rural areas.

Fluss, meanwhile, acknowledged the ongoing challenges faced by Israel due to the ongoing war in the Middle East and shared the resilience of their agricultural sector. He also noted the importance of international partnerships from allies such as the United States in securing food and medical aid for its citizens.

Meanwhile, a key focus of the meeting between Estella and Fluss was the adoption of Israeli agricultural technologies, particularly in irrigation methods and Precision Agriculture (PA).

Israel’s expertise in water-efficient irrigation systems, particularly suited for arid regions, was identified as a critical solution for Filipino farmers facing water crisis concerns.

Both officials expressed enthusiasm about the potential of PA, which uses data and technology to optimize crop yields, water use, and resource management, while Fluss affirmed Israel’s willingness to share expertise in this area.

As part of knowledge exchange initiatives, Fluss also invited DAR officials to visit Israel for training by experts on farming, rural development, and climate change adaptation.

Recently, the Office of the Prime Minister of Israel announced that officials approved a quota of over ninety thousand foreign workers to come into Israel to fill vacant jobs in the industry, agriculture, hotels and restaurant sectors, according to a Philippine News Agency (PNA) news article.

Seeking to address a labor shortage, Israeli officials approved a quota of 92,000 foreign workers to fill jobs in agriculture, industry, hotels and restaurants, the Prime Minister’s Office announced on Tuesday.

This marks the first time Israel has authorized foreign workers for the restaurant industry.

Seventy percent of the quota is specifically set aside for agricultural laborers. Israeli agriculture is facing staggering losses in production and manpower.

Before Oct. 7, Israel had 29,900 foreigners, mostly Thais, working in farms, orchards, greenhouses and packing plants.

Israeli workers who might have filled the gaps have been called up for military reserve duty while Palestinian laborers are currently banned as security risks.

Many growing areas are within two kilometers of the Lebanese border where farmers have not been able to freely access fields and orchards.

“Despite the challenges of the war, the packing house works around the clock, with the aim of providing fresh Israeli produce continuously, while dealing with the directives of the Home Front Command,” said Asaf Keret, CEO of Beresheet, a fruit-packing business jointly run by several kibbutzim in the Upper Galilee and Golan Heights.

Keret was addressing a delegation of fruit growers and agricultural officials touring Beresheet’s orchards.

He called on the government to boost agriculture with further measures, such as grants for planting, raising lang quotas, and other incentives.

“The fruit growers are at the height of the picking season and are faced with picking under the fire of Hezbollah, and we are prepared to market the produce of the farmers of the Galilee and the Golan to the marketing chains and wholesale companies. Thanks to our dedicated farmers and workers, I am sure that we will be able to supply the produce to the residents of the State of Israel,” Keret said.

The remaining foreign workers will fill gaps in industry, and hotels, with 2,000 to work for the first time in restaurants.

Israel is making moves to revive its economy which was affected by the October 7 terrorist attacks. There are gaps that need to be filled up and we will find out soon enough how many foreign workers will turn out to enter and work in Israel legally.

If you truly believe in Lord Jesus, the Holy Spirit and God the Heavenly Father wholeheartedly and you continue to be faithful, you should be aware that Christians are meant to stand united with Israel and love the Jewish people no matter what. You can do your part supporting Israel by donating to Christians United for Israel (CUFI). Do not forget to read the Holy Bible, then pray in tongues to the Lord in the privacy of your room with the door shut.

I Love Israel: Israeli agricultural center and DILG sign memorandum of understanding (MOU) on food security solutions

As some of you are already aware, I fully stand with Israel which is directly connected with my uncompromising faith in the Lord. I keep on praying to Him for Israel to overwhelm its enemies, rescue the hostages and recover from the effects of the October 7, 2023 terrorist attacks committed by the Palestinian terrorist group Hamas. I can assure all of you that nobody from the evil Islamo-Leftist mob, nobody from the pro-Palestine zealots and nobody from any evil society would stop me from supporting and loving Israel.

Recently here in the Philippines, memorandum of understanding (MOU) on food security solutions was signed by an Israeli agricultural center and the Department of the Interior and Local Government (DILG), according to an official announcement. The MOU signing was witnessed by Israel Ambassador to the Philippines Ilan Fluss.

The Department of the Interior and Local Government (DILG) has signed a memorandum of understanding (MOU) with an Israeli agricultural center aimed at providing intensive training and education to selected local agriculture students on modern food security solutions.

The MOU was signed by DILG Secretary Benhur Abalos and AgroStudies Chief Executive Officer (CEO) Yaron Tamir at Camp Crame in Quezon City.

In his speech, Abalos thanked the Israel Embassy and the AgroStudies for their friendship and partnership, as the agreement will significantly boost the attainment of Pres. Marcos Jr.’s vision of ensuring food security under the Bagong Pilipinas brand of governance.

Agrostudies is an international training center which provides a program for agricultural education to interns from developing countries around the world.

“We thank our partners for this continuous partnership of you transferring the technology and best practices to our Filipino farmers,” he said.

Abalos also thanked the partner national government agencies including the Department of Foreign Affairs, Department of Agriculture, National Security Council, and Technical Education and Skills Development Authority for their equal commitment to pushing forth the said program.

The DILG Chief also cited the DILG’s Halina’t Magtanim ng Prutas at Gulay (HAPAG) Program, which complements the national government’s food security measures, and the KADIWA ng Pangulo program, which provides access to quality and safe food items at affordable prices.

Based on the MOU, the DILG will collaborate with LGUs in the selection of eligible students to participate in the 11-month AgroStudies program in Israel, focusing on various aspects of agriculture, including crop cultivation, livestock management, and agricultural technology.

Meanwhile, Tamir explained that the Philippines was the first partner country of Israel over the last 20 years, with some 8,000 Filipinos as scholars in this program, the largest among 15 partner -countries in the AgroStudies internship program.

“Our purpose is for the students and farmers to learn modern technologies in Israel and engage in businesses in the Philippines. I promise that as long as I am the CEO, the Philippines will have the highest quota,” Tamir said.

The MOU signed is crucial because food security is a priority under the current government. We Filipinos should be very thankful that Israel – which is an established world leader on agriculture, farming, water and food development – was willing to be a strategic partner as there are over one hundred million people around the Philippines who need to be fed in the long term. Along the way, the Philippines has to keep working hard on boosting agricultural production, expanding the number of government-backed food stores, stabilizing prices of food and cracking down on those who smuggle and hoard agricultural goods.

We should also be thankful to the Lord that even as Israel remains busy fighting the terrorists not only in Gaza but also across the border with Lebanon (Hezbollah), the Jewish state and Israeli companies still value the Philippines as a key partner on economics and social development issues.

To my fellow Filipinos reading this, I encourage you to accept the truth that Israel is the land God designated specifically for the Jewish people (read Genesis 35:10-12) and His command must be followed without hesitation. Recently President Ferdinand “Bongbong” Marcos, Jr., lifted the mandatory price caps on rice (regular milled and well-milled specifically). Even though this has happened, the Department of Trade and Industry (DTI) confirmed that cash aid and price monitoring will still continue, according to a news article by the Philippine News Agency (PNA).

Financial aid distribution to rice retailers and monitoring of rice prices will continue despite President Ferdinand R. Marcos Jr.’s announcement Wednesday about the lifting of the price cap on regular and well-milled rice.

Trade and Industry Secretary Alfredo Pascual, in a press conference in Makati City Wednesday, said the government will still release the financial aid to small retailers selling the said rice varieties who have not received the PHP15,000 cash assistance.

As of Sept. 29, the government, through the Department of Social Welfare and Development (DSWD), has released a total of PHP217.2 million under the Sustainable Livelihood Program-Economic Relief Subsidy to 14,480 out of the 19,685 targeted rice retailers nationwide.

DTI has helped the DSWD in identifying, profiling, and validating the beneficiaries of the cash aid.

Since Executive Order 39, which set price ceilings of PHP41 per kilo for regular-milled rice and PHP45 a kilo for well-milled rice, took effect last September 5, the Trade Chief said the compliance rate of retailers nationwide was high at 81.46 percent as of Sept.28.

“There’s (a) good number of sellers selling within those price(s),” Pascual said, adding that prices of these rice varieties in Regions 2 (Cagayan Valley) and 3 (Central Luzon), the country’s rice granary, are even lower at around PHP38 per kilo.

He noted that since rice is being produced in these regions, logistics costs are much lower.

Fair Trade and Enforcement Bureau (FTEB) Director Fhillip Sawali, during the same briefing, also assured that DTI will continue monitoring rice prices, in coordination with the Department of Agriculture, despite the lifting of the price cap on rice.

“We will see the full force of the market because the PHP41 and PHP45 (price caps) are no longer mandated,” he said.

“There is a continuing role for the DTI to play post-EO 39” since there is a need to “see if they (rice traders) continue to follow or nearing their prices at PHP41 and PHP45,” he added.

Recently in Las Piñas City, the City Government released cash aid to the local rice retailers to support them in coping with the rising costs in their line of business, according to a Manila Bulletin news report. The distribution was led by Mayor Imelda Aguilar.

Las Piñas City Mayor Imelda Aguilar led the distribution of cash assistance to 139 rice retailers at Las Piñas City Café in the City Hall grounds on Tuesday, Sept. 12.

The mayor said the City Agriculture Office (CAO), in coordination with the City Social Welfare and Development Office (CSWDO), distributed P15,000 cash assistance to each of the beneficiaries.

Aguilar took a decisive stance in response to the rising prices of rice to safeguard the city’s small-scale rice retailers, traders, and vendors.

The cash assistance is just the beginning of the city government’s initiatives to help its small rice business owners, said Aguilar, showing her commitment to aiding local businesses and prioritizing community welfare.

The mayor also revealed that the city government is in the process of developing a more comprehensive plan to support local rice traders and vendors.

The cash assistance aims to provide immediate relief to small businesses in the city, empower them to continue their operations and contribute to stabilizing rice supplies in the community since the livelihoods of rice retailers are under severe strain due to the surging price of rice.

It should be noted that government-related action towards rice grain has been making waves elsewhere. In fact, the Department of the Interior and Local Government (DILG) called on local government units to pass ordinances to help rice retailers.
