With more electric bikes (e-bikes) adding more traffic problems on national roads and highways in recent times, several local government units (LGUs) and agencies of the national government formally met to discuss regulating the use of e-bikes and the other electronic vehicles that remain unregistered, according to a Philippine News Agency (PNA) news article.

In response to public complaints versus e-bikes and e-trikes, government to issue new guideline soon

In recent times, a lot of people have spotted electric bikes (e-bikes) and electric tricycles (e-trikes) traveling on national roads – including the South Luzon Expressway (SLEX) – and posted images of them online. That being said, the local authorities could not ignore the many complaints of these electric vehicles (EVs) and they will respond by issuing a new guideline soon, according to a Manila Bulletin news report.

To make things clear, e-bikes and e-trikes have been around for many years now. When someone travels along a major road or even on the highway using an e-bike or e-trike, he or she adds to the danger on the road. There were 556 e-bike crashes in Metro Manila in 2023 and e-trikes were clearly not designed to be safe nor stable. While the Land Transportation Office (LTO) is taking so long to execute any solid action, more e-bikes and e-trikes are spreading around and some of them were even driven by minors. The Department of the Interior and Local Government (DILG) reminded local governments to ban tricycles and pedicabs on national roads and highways.

The Xbox-exclusive simulation racing game Forza Motorsport (2023) is easily one my most anticipated video games of twenty twenty-three. I really am very eager to play the upcoming game (developed by Turn 10) on my Xbox Series X console and the last FM game I played was Forza Motorsport 6 on my Xbox One. Ever since the June 2022 Xbox & Bethesda Games Showcase, Team Xbox and Turn 10 only released a few videos of gameplay footage about Forza Motorsport (2023) and they have yet to release new pre-release videos or trailers about it. A lot has already been promised as to what the upcoming game will have (examples: overhauled physics, fully dynamic time of day system, track temperature changes, advanced car damage, tire and fuel management, multiple tire compounds, and real-time ray tracing). While a 2023 release has been confirmed, Team Xbox has yet to announce a final release date. Regardless, Forza Motorsport (2023) is the racing game to watch out for Xbox Series X, Xbox Series S, and Windows PC plus Xbox Game Pass (XGP). XGP subscribers will only have to download the game on launch day and play it without paying anything extra. If you are an Xbox gamer who has not yet subscribed, I encourage you to do it.

Applications for Las Piñas City’s Friendship Route vehicular stickers are being accepted online

If you are a resident of Las Piñas City who never had their Friendship Route vehicular sticker and you still want one, now is a good time to get your key documents and prepare yourselves for filing as the City Government recently announced it is accepting online applications for the Friendship Route stickers, the Manila Bulletin reported. Take note that a Google account is required for online application.

The Las Piñas City government announced that motorists who are using alternative routes to ease or decongest traffic along the main thoroughfares in the city can now apply for the friendship route stickers by visiting the link bit.ly/LPCFriendshipStickerApp

Mayor Imelda Aguilar said those who want to get the stickers must be residents of the city.

Aguilar said the stickers are not for sale and the city government has not come out with a new design or layout.

The stickers issued by the city government in 2011 up to succeeding years are still valid.

She said the online application is only for those who have not secured yet a friendship route sticker.

The city government issued on March 17 the guidelines on how to apply for the friendship route stickers.

The vehicle’s official receipt (OR) and Certificate of Registration (CR) of the owner should be registered with Las Piñas address.

Aguilar said residents can still avail of the stickers even as their vehicle is not registered in Las Piñas by just showing driver’s license or any other documents that will prove that the applicant is a city resident.

She said that those that are not qualified to apply for the stickers are public utility jeepneys, buses, taxis, school bus, delivery trucks and vans, tricycle and motorcycles, as well as vehicles stamped with “FOR HIRE” notation.

Forza Horizon 5 is a super-charged, fun-filled game that must be played!

Ever since I started subscribing to Xbox Game Pass (XGP), I’ve been playing the universally acclaimed Forza Horizon 5 a lot on my Xbox Series X and as of this writing, it is my most played game. Why? Because each time I play it, Forza Horizon 5 keeps on offering me a lot of opportunities to have fun from joining races, touring the fictionalized Mexico setting to taking part in very interesting, tourism-inspired missions/quests.

What I can confirm to you all is that this Xbox-exclusive open-world racing game made by Playground Games consistently delivered a lot of enjoyable stuff for me to discover and experience while also respecting my freedom of choice as to where can I go, what races should I compete in, what places can be discovered and a whole lot more! Very clearly the developers made the game with entertainment in mind and given the exceptional game design concept of the Forza Horizon series as a whole, they delivered a very unique car-oriented video game that keeps on moving into uncharted territories that most other racing games have not achieved.

Forza Horizon 5 is not your typical racing game. It has a fictionalized Mexico as the massive in-game world that is waiting for players to discover complete with the distinct environmental features, architectures, and ancient structures that reflect the nation’s rich culture.

There are also a whole of races or competitions for you to choose from. If you love racing at high speed on roads, there’s a lot of them. You love off-road racing and are willing to test your ability to drive over mud, sand, dirt or over some vegetation? Lots of those races are available! If you are looking for unusual challengers to compete with, there are special races in which you get to test your skill and might against a speeding train or an airplane or jet skiers! Not only that, there are also these very enduring special races that are over 30 miles long and I personally love the endurance test while performing my best against all the competitors which make the crossing the finish line a very satisfying experience!

Like its predecessors, Forza Horizon 5 is also rich with customization of your cars and even your in-game avatar (who has a voice and lots of lines to speak with). The cars you have can be customized at a Horizon outpost or in your in-game home, and you will have options with regards to vehicular paint, designs and car parts. Not only that, you can also upgrade the car parts and make your car more powerful and move to a higher rating.

When it comes to customizing your avatar, you can choose from several pre-designed human models and then adjust the hair style, hair color, prosthetics (note: if you really want this), physical expressions and most notable of all, you will have lots of options on your avatar’s shoes and clothes (shirts, jackets, trousers, skirts and dresses plus hats and eyewear to name some).

Going back into the Forza Horizon 5’s digital Mexico, there will also be some nicely designed places that you can purchase as your avatar’s home and each one is strategically located in different areas that reflect the local look and culture. As of this writing, I already purchased 6 homes, including two each with a 7-figure price tag.

If you really want to earn more in-game money, you’ve got win and level-up a lot!

As of my last Forza Horizon 5 session, my car collection is still less than a hundred and already I sent out about ten cars as gifts (note: the barns) for a variety of gamers who play the game. As I was focused on raising money to buy all the homes in the game, my purchasing of new cars has been slow and this only motivates me to keep on joining races, raise as much money from each race and also relying on random winnings from the spin-a-prize sequences. I checked the in-game car shop and I am very impressed with the wide selection of hundreds of cars offered by many vehicular manufacturers from around the world. I like the Porsche cars that made it into the game!

When it comes to gameplay variety, gamers will not only have lots of races to join in, there are also these varied, driving-oriented quests that each have their own story concept and characters who will interact with your avatar. These quests include helping out in stunt car sequences for a movie production, helping a scientist with finding date in key locations, etc. Not only that, there are also these barns to find that each have the remains of an old vehicle that could be restored to working condition. And then there are these timed, limited events/activities you can join in.

I’ve played Forza Horizon 5 for a little over 15 hours now and I can only speculate that there are still a lot more to discover within the game by default. Combine all of those with the seasonal or special events/activities, there is always something new to do and discover in the game!

With Halo Infinite launching in a few more days, I’ve got to play more of Forza Horizon 5 because if the sci-fi shooter is as great and as immersive as what the YouTubers (who had access to 10 hours of the single player campaign) then that would most likely be my regular game to play on Xbox Series X.

As I have yet to complete Forza Horizon 5 as of now, this piece I am writing is NOT a game review but rather my opinion piece based on what I experienced with the game so far. What I can declare is this: if you love cars, exploring, adventuring, good music and if you want the best enjoyment available on Xbox Series X right now, then Forza Horizon 5 is a must-have and must-play game! Forza Horizon 5 is truly a very great game loaded with lots of fun stuff to keep any gamer busy and happy!

Forza Horizon 5 on Xbox consoles, PC and Xbox Game Pass this November!

If you are looking for a great looking and fun-filled racing game this year, the one to go for is definitely Forza Horizon 5 coming out on November 9, 2021 on Xbox Series X, Xbox Series S, Xbox One, Windows PC and on Xbox Game Pass (XGP)!

Very notable for having an excessive amount of time to itself during the Xbox-Bethesda games showcase,  Forza Horizon 5 is the newest entry in the best-selling game franchise developed by Playground Games. For the newcomers reading this, the Forza Horizon game franchise that started in 2012 is known for its open-world approach to racing which is more focused on street racing action and stunts (in contrast to the realism focus of the Forza Motorsport series of simulation racing games). The fictional Horizon Festival is an essential part of the core concept of the Forza Horizon series. Creatively, the said festival moves from one country to another as seen in each game of the series – Colorado in Forza Horizon, Southern France and North Italy in Forza Horizon 2, Australia in Forza Horizon 3, and Scotland and England in Forza Horizon 4.

This year, Forza Horizon 5 is set in Mexico which looks stunning as the game was not only made with the most modern Xbox technologies but also the experts of Playground Games really proved what they could do both artistically and technically. The result is a highly photo-realistic game (note: ray-tracing available in Forzavista mode), high frame rates (60FPS performance mode included), super smooth gameplay and a whole lot more!

As seen in the above video, Forza Horizon 5 is more than racing and exploring the diverse locations of Mexico…it was made to be a whole lot of fun to play. 2020 Alabang Hills Village vehicular stickers for non-residents now available!

Recently the Alabang Hills Village Association (AHVA) announced that it is accepting applications (for brand new and renewal, and for residents and non-residents) for the 2020 edition of the vehicular stickers for Alabang Hills Village, Barangay Cupang, Muntinlupa City. Motorists whose applications got approved will see their brand new AHVA stickers released to them.

As seen in the images of the 2-page application form, required (in the form of the latest photocopies of the requirements) if the vehicle is under the applicant’s name are the vehicle’s Official Receipt (OR) and the Certificate of Registration (CR) of the vehicle. If the vehicle is not under the applicant’s name, required are OR, CR and a notarized Deed of Sale.

If the vehicle is under the name of a Company, required are the OR, CR and a Company Certification signifying that the applicant is the authorized user. If the vehicle has been recently acquired and has no license plate yet, required are the Delivery Receipt and Sales Invoice.

Most notable of all, as listed on the application form, are some changes on the application procedure which is the result of the COVID-19 pandemic. Take note that things will be a little bit different compared to last year. Firstly, the application form must be filled-up with details (for non-residents, this includes an endorsement from a legitimate Alabang Hills Village resident, from your homeowners’ association or from a school or organization) and must be signed by the applicant (on the back page). Secondly, the signed application form and the required documents (note: must be attached with the form) must be sent to the AHVA through email at alabanghills@yahoo.com (note: you don’t need to personally and physically submit your application form and documents. You only need to scan them for the purpose of sending them to AHVA via email)

Thirdly, the applicant must wait for the AHVA to reply by email from the Sticker Processor on the payment arrangements and day of appointment. That being said, you must prepare yourself for whatever amount will be charged and whatever method of payment will be revealed. Constantly monitor your email. Fourthly, an authorized crew member of the AHVA will install the new vehicular sticker on the windshield (driver’s side) of your vehicle on the day of appointment.

One last thing…the AHVA confirmed to me today that they charge P1,200 for a 1-year sticker (2020-2021) and P2,400 for the 2-year sticker (2020-2022) for non-residents.

Inside Alabang Hills Village, I spotted a tarpaulin (located a short distance away from the Tirona street gate) about the different schedules of the start of applications of AHVA’s 2020 vehicular stickers for different types of applicants. The following details are:

August 24, 2020 – Non-residents

September 14, 2020 – Residents

September 28, 2020 – Commercial

October 12, 2020 – Motorcycle/bicycle

Meanwhile, the old vehicular stickers issued by AHVA in 2019 for private vehicles (both resident and non-resident) and commercial vehicles will expire on September 30, 2020. Meanwhile, the 2019 AHVA stickers issued for motorcycles and bicycles will expire on October 30, 2020. As such, anyone who have expiring stickers need to apply and renew as soon as possible.

COVID-19 Crisis: Are you anticipating the new vehicular stickers from Alabang Hills Village Association? You are not alone!

The coronavirus disease COVID-19 that started in China clearly halted societies and economies around the world, reaching to the point of pushing the less fortunate people to despair.

Here in the south of Metro Manila, villages that had confirmed cases of COVID-19 among their residents tightened access into their territory as a means of preventing the risk of infection. This is not surprising at all and it is quite understandable.

At this time of the year, it is normal for motorists to prepare themselves in anticipation of the new edition of the vehicular stickers (residents and non-residents) from the Alabang Hills Village Association (AHVA). For the newcomers reading this, Alabang Hills Village (Muntinlupa City) strategically connects to BF Homes (via Tirona Street gate), Alabang-Zapote Road, the long road (Don Jesus Boulevard) leading to other communities, Madison Galeries and the service road by the highway. Alabang Hills is also where San Beda College Alabang and New Life Church are located at. These factors make AHVA vehicular stickers a must-have. Back in July 2019, I published the story about the 2-year vehicular sticker for non-residents. I also published about the 1-year non-resident vehicular sticker.

Of course, due to this ongoing pandemic, things are still looking uncertain this year as to when the AHVA will issue the next edition of their vehicular stickers (Year 2020) for both residents and non-residents. The people whose old AHVA vehicular stickers are about to expire are unsurprisingly concerned.

I reached out to the AHVA for answers:

As of this writing, the AHVA still has yet to make a formal announcement about the 2020 edition of their vehicular stickers. This means no registration process yet, no issuance of new stickers too.

That being said, the AHVA did confirm to me however the following:

1) Motorists with valid non-resident vehicular stickers are allowed to enter the village. – Just today, I did exactly this before doing a U-turn to exit the same gate I entered (because the places I tried to visit inside were both closed). It was the Alabang Hills Alabang-Zapote gate specifically.

2) The old AHVA vehicular stickers are still valid at as long as there are still no new stickers (Year 2020) formally announced. – This news I got from the AVHA and from two of their gate security guards should provide some relief to those who were worried about their AHVA stickers expiring this year. Your old stickers are still valid as of now.

2020 Tahanan Village Vehicular Sticker Process Ongoing

Going to and from Tahanan Village in Barangay BF Homes, Parañaque City is more challenging nowadays as the still incomplete diggings related to a Department of Public Works and Highways (DPWH) drainage project along Presidents Avenue struggles towards completion leaving motorists no choice but to be stuck in traffic as a result of the reduced road space located near the corner of Don Rufino street.

After enduring a long wait myself, I finally entered Tahanan Village, visited the clubhouse and learned that the Tahanan Homeowners Association (THA) is currently processing applications (both brand new and renewal) for the 2020 edition of their village sticker. As long as there is a supply, stickers get released to the applicant and have it placed on the windshield of the vehicle (with assistance by THA personnel).

How to apply for a 2020 Tahanan Village sticker

To begin with, an applicant must obtain from the THA an official registration form which is to be filled up with details (including the vehicle). Of course, the required documents such as the certificate of registration (CR), the latest official receipt (OR) and cash for paying the corresponding fee should be prepared.

If the vehicle is under the applicant’s or homeowner’s name, the OR and CR must be submitted. If the vehicle is not under the applicant’s name, a notarized deed of sale must be submitted along with the OR and CR. If the vehicle is under the name of the company, the Company Certification (with the company letterhead) must be submitted along with the OR and CR. If the vehicle has been recently acquired and has no license plate yet, the sales invoice and the delivery receipt  must be submitted.

Applicants who are not residents of Tahanan Village (therefore applying for the non-resident sticker) should obtain an endorsement from a village resident.

Now for the fees….

The cost of the 2020 Tahanan Village sticker

The fees for the 2020 THA sticker for applications made on or before March 31, 2020 are P100 for residents, P150 for non-residents and P700 for commercial vehicles and school buses. Effective April 1, 2020, the fees will be P150 for residents, P300 for non-residents and still P700 for commercial vehicles and school buses.

When it comes to statistics as of this writing, the THA confirmed to me that already 69 non-residents, 2,185 residents, 124 motorcycle operators and 5 commercial vehicles/school bus operators applied for their 2020 stickers.

Tahanan Village HOA Confirms In-Village Parking a Horrendous Problem

Parking is now a horrendous problem in our Village. (Tahanan Flash August 3, 2019 edition)

Those were the opening words of the Tahanan Homeowners Association, Inc. (THA) through the August 3, 2019 edition of their official bulletin the Tahanan Flash. The issue at hand is the worsening problem of parking inside Tahanan Village, Barangay BF Homes, Parañaque City.

Specifically, the THA pointed out that one-side parking is allowed and that this was clearly indicated on the pavement/gutter. They stressed that each homeowner may only park one (1) of his/her vehicles in front of the house because “fairness and good neighborliness dictates that he/she must allow the homeowner at the opposite side of the street (where parking is not allowed) to also park one vehicle as he/she has nowhere else to park.”

THA reminded its homeowners that the frontage of the standard lot of 280 square meters can accommodate 3 small vehicles or 2 small vehicles with 1 medium vehicle so that visitors (or anyone who needs the parking slot) can park their vehicles.

The in-village parking problem is not new. In fact, the THA appealed to its homeowners through the April 26, 2016 and January 29, 2019 editions of the Tahanan Flash to use their respective garages for parking their vehicles just so that the streets of the village won’t be too crowded.

A guard will monitor and report homeowners who do not use their garage as the default parking of their vehicles. The THA stated that it has several affluent residents who own at least three cars and have no parking spaces for those vehicles. They are concerned that as more homeowners buy new cars each year, the number of vehicles will overwhelm the number of parking slots available. A scenario like that could lead to friction and disputes between the homeowners.

Going back to the use of the garage for parking, the THA stressed that homeowners who continue to not use their respective garage for parking their vehicles will receive a notice with a request to park their vehicles in their garage. If the homeowner defies the said notice, the he/she will be slapped with a penalty by the association.

In my experience, I sometimes encountered parking problems during the times I visited friends at their homes in Tahanan Village. Sometimes I had to park my car on an available parking slot like twenty feet away from my friend’s house. All the time, I noticed that one-side parking was followed at the street where I visited a friend.
