Metro Manila Council (MMC) approves traffic code paving way for single ticketing system in NCR to start this April

Following the recent developments regarding traffic in the metropolis, the Metro Manila Council (MMC) gave its approval on the Metro Manila Traffic Code of 2023 which paves the way for the implementation of the single ticketing system in the National Capital Region (NCR) this coming April, according to a GMA Network news report.

The implementation of the single ticketing system in the National Capital Region (NCR) will start within April, Metro Manila Council (MMC) head and San Juan City Mayor Francis Zamora said Wednesday.

Within April, realistic ‘yan. Like what I’ve mentioned earlier, after today, it has been approved already. Aandar na ‘yung proseso natin (The process will start),” Zamora said at a press briefing shortly after the meeting of the MMC.

The MMC has approved the Metro Manila Traffic Code that will be used for the single ticketing system in NCR.

Concerned LGUs have to amend their respective ordinances in connection with traffic policies before March 15, according to Zamora.

The Metro Manila Traffic Code of 2023, which will serve as the guideline for the system, includes 20 most common traffic violation penalties that will be imposed uniformly in NCR:

  • Disregarding traffic signs
  • Illegal parking (attended and unattended)
  • Number coding UVVRP
  • Truck ban
  • Light truck ban
  • Reckless Driving
  • Unregistered motor vehicle
  • Driving without license
  • Tricycle ban
  • Obstruction
  • Dress code for motorcycle
  • Overloading
  • Defective motorcycle accessories
  • Unauthorized modification
  • Arrogance/Discourteous conduct (driver)
  • Loading and Unloading in Prohibited Zones
  • Illegal counterflow
  • Overspeeding
  • Special laws:
  • Seat Belts Use Act of 1999
  • Child Safety in Motor Vehicles Act
  • Mandatory Use of Motorcycle Helmet Act
  • Children’s Safety on Motorcycle Act
  • Anti-Distracted Driving Act
  • Anti-Drunk and Drugged Driving Act

Asked for the list of fines for the violations, the MMDA said this is still subject for amendment.

The single ticketing system aims to establish a uniform policy on traffic violations and penalty system in Metro Manila.

It would cover Caloocan, Malabon, Navotas, Valenzuela, Quezon City, Marikina, Pasig, Taguig, Makati, Manila, Mandaluyong, San Juan, Pasay, Parañaque, Las Piñas, Muntinlupa, and Pateros.

NCAP for Metro Manila traffic violations cannot be implemented yet

As the Supreme Court here in the Philippines has yet to make a final decision about the legality of the No-Contact Apprehension Policy (NCAP), the local government units (LGUs) of Metro Manila cannot implement the said policy yet when it comes to traffic violations, the Manila Bulletin reported. Take note that the SC issued a temporary restraining order (TRO) against NCAP in August 2022.

Local government units (LGUs) in Metro Manila cannot implement the no-contact apprehension policy (NCA) for traffic violations while the two petitions challenging the policy’s alleged unconstitutionality are still pending with the Supreme Court (SC).

The SC issued on Aug. 30, 2022 a temporary restraining order (TRO) against NCAP and the order is enforceable until further orders from the High Court.

The SC wrapped up early tonight, Jan. 24, the legal debates on the two petitions. The first oral arguments were held last Dec. 6.

After the oral arguments, the parties to the cases were given a non-extendible period of 30 days from Jan. 24 to file their respective memorandum in amplification the issues tackled during the debates.

Given the complexities of the issues involved in the NCAP – modes of implementation like systems and mechanics, alleged exorbitant penalties for traffic violations, alleged violations of due process like pay first before complaining, and issues on privacy rights, among other things – the SC – legal quarters said – is not expected to resolve the petitions immediately after the 30-day period to file memoranda.

There were two petitions against the alleged unconstitutionality of NCAP which utilizes closed-circuit television and digital cameras to identify and apprehend traffic violators through videos and images of their violations.

Once a violation is detected and the plate number of the vehicle is recorded, the local government unit issues traffic citation tickets and mail them directly to the vehicle’s registered owner. Data on ownership of the vehicle is obtained from the Land Transportation Office (LTO).

Non-payment of fines within seven days would mean the subject vehicle cannot be re-registered by the owner.

NCAP in Metro Manila is operated by a private firm, QPAX Traffic Systems, Inc., which gets a share ranging from 60 to 70 percent of the total amount of fines collected by the LGUs for traffic violations.

In one LGU in Metro Manila alone, the SC was told that the city government had collected close to P200 million in traffic violation penalties before the enforcement of NCAP was stopped. Of the amount 65 percent had been remitted to QPAX which was reported to have invested only about P50 million for NCAP devices and equipment in that city.

The first petition was filed by the Kilusan sa Pagbabago ng Industriya ng Transportasyon, Inc. (KAPIT), Pangkalahatang Saggunian Manila and Suburbs Drivers Association Nationwide (Pasang-Masda), Alliance of Transport Operators and Drivers Association of the Philippines (ALTODAP), and Alliance of Concerned Transport Organization (ACTO).

They told the SC the implementation of NCAP is unconstitutional and thus invalid.

At the time the first petition was filed, the NCAP was being implemented in Metro Manila by the local governments of Quezon City, Manila, Valenzuela City, Muntinlupa City, and Parañaque City through their ordinances based on the 2016 resolution of the Metropolitan Manila Development Authority (MMDA) which ordered the re-implementation of NCAP.

The second petition was filed by lawyer Juman B. Paa who also pleaded for the issuance of a TRO against the NCAP being implemented in the City of Manila.

In his petition, Paa asked the SC to declare unconstitutional Manila City Ordinance No. 8676, series of 2020, on NCAP.

He said the Manila Traffic and Parking Bureau (MTPB) has access to the database of the LTO relative to the details of the vehicle, including the name of the owner and address.

Paa said that “if a private company is performing the function of the MTPB, their access to the close circuit television (CCTV) footage might be used for other purposes like surveillance of a particular person thus exposing citizens to risks against safety and privacy.

Solicitor General Menardo I. Guevarra said that “while NCAP cameras capture vehicle images that violate traffic rules and regulations, they are neither designed to capture, nor are these cameras capable of obtaining, facial recognition images of the drivers.”

“This fact attenuates and weakens petitioners’ claim of violation of their right to privacy,” Guevarra said.

“More importantly, the sharing by the Land Transportation Office of vehicle registration data with the local governments involves information necessary to carry out functions of public authorities,” he said.

“It is therefore a sharing of personal information which is expressly excluded from the coverage of the Data Privacy Act under Republic Act No. 10173,” he stressed.

Metro Manila Council head Francis Zamora: Metro Manila traffic code for single ticketing system approved by technical work group

The proposal for a single ticketing system related to traffic matters within Metro Manila was approved by a technical work group (TWG), Metro Manila Council (MMC) chairperson San Juan City Mayor Francis Zamora announced recently, according to a GMA Network news report. This means that the proposal will be formally discussed with the MMC members and they will determine the final form of the system.

The technical working group (TWG) has approved the Metro Manila traffic code that will be used for the single ticketing system, Metro Manila Council (MMC) chairperson San Juan City Mayor Francis Zamora said Friday.

Interviewed on GMA News’ Unang Balita, Zamora said the final TWG meeting in connection with the single ticketing system was conducted in San Juan City on Thursday.

“Kaya ang gagawin ko po ngayon ay mag-schedule ng meeting ng MMC upang pag-usapan na ang pinal na porma nga ng ating magiging Metro Manila traffic code na prinisenta na rin kahapon at inaprubahan ng mga representatives na nandoon at kasama na po ako doon,” he said.

(So, I will schedule a meeting in MMC to discuss the final form of the Metro Manila traffic code, which was already presented yesterday and approved by the representatives including me.)

“I just want to clarify na ang aprubado dito ay sa level pa lang ng TWG. So ito ay ii-elevate na natin sa mismong MMC at kung wala naman pong pagtutol ng mga mayors dito, dyan  po magsisimula ang aktwal na proseso ng pag-implementa,” he added.

(I just want to clarify that it is approved only at the level of the TWG. So it will be elevated to the MMC and if there is no objection from the mayors, the process of implementation will start.)

According to Zamora, 20 common traffic violations with corresponding fines have been identified.

In San Juan, he said the fine for disobedience of traffic signs will be lower with the implementation of the single ticketing system. From 2,000 up to 4,000, the fine will be 1,000 only.

The Metropolitan Manila Development Authority (MMDA) will shoulder the expenses for the equipment needed for the new system, according to Zamora.

If there is anything for me to say about the upcoming Developer_Direct, it is not only Team Xbox’s way of responding to the gamers’ constant inquiries or demands for new updates about new games this year, it is also their way of bouncing back to the criticism about their absence from The Games Awards 2022.

More notably, it seems to me that the Developer_Direct online event is Team Xbox’s new way of updating the loyal fans and the fun-seeking gamers about what to expect on the Xbox platform, when will the new games this year will come out, what features to look forward to, what can Xbox Game Pass (XGP) subscribers look forward to and the like. It is also their way of letting executives or representatives from Xbox game studios reach out to the gamers and establish a clear narrative so that confusion and uncontrolled expectations can be minimized just as Team Xbox’s marketing teams will ramp up the pre-release hype of the new games.

To be clear, it is simply too limiting for both Team Xbox and gamers to wait for the annual E3-related conference to happen just so that updates will be made. As such, I am anticipating that there will be more editions of this Developer_Direct online event to follow.

More on the Developer_Direct event of January 25, 2023, I am hoping that the respective release dates for Forza Motorsport (2023) and Redfall will be announced. 2022 saw the lack of big-time Xbox-exclusive games and the delays of Starfield and Redfall were strongly felt. For 2023, this is a big make-or-break year for Team Xbox. This is also the year for them to become more competitive than PlayStation and Nintendo in terms of publicity and setting the narrative. Apart from release dates, I am eager to find out what gameplay features of the announced games for the January 25 event will be revealed.

For those who are paying too much attention to Starfield not being part of the January 25 showcase, please keep in mind that such a high-profile game like that needs to have its very own event (perhaps Developer_Direct session #2) as it has tons of visuals, concepts, features and details that need to be emphasized by Bethesda. As it is an Xbox-exclusive game, there are lots of PlayStation fanboys who hate Xbox out there and they still cannot accept the fact that Starfield will never be released on the PlayStation platform and Microsoft-owned Bethesda is not obligated to release it on competing platforms. As such, anti-Xbox buzz connected with Starfield is being generated by those troublesome people right now and they are spreading lies and falsehoods about the Developer_Direct event. The successful integration of Bethesda into Team Xbox remains very painful for those people because they know that future sequels of The Elder Scrolls, Fallout and other Bethesda game franchises will not be released on their favorite platforms. They can get louder and more troublesome but you should not let them fool you.

Watch out for the Developer_Direct event on January 25, 2023.

Marcos reiterates vow to upgrade Philippine transport system

Recently, Philippine President Ferdinand “Bongbong” Marcos, Jr., reiterated his vow to improve the transport system of the entire nation which can benefit many people who need to travel, according to a Philippine News Agency (PNA) news article. This is similar to what his predecessor declared before.

President Ferdinand R. Marcos Jr. on Monday reiterated his vow to continue upgrading the country’s transport system to relieve commuters of their daily ordeal due to traffic congestion.

We will continue to invest and improve our transportation system as well as pursue more projects in the years to come so that Filipinos can gain greater access to places of work, commerce, recreation, and other vital areas,” Marcos said in his speech during the launch of the Metro Manila Subway Project’s (MMSP) tunnel boring machine (TBM) at its depot in Barangay Ugong, Valenzuela City.

Having an effective and efficient transportation system will have multiplier effects on employment, the economy, our society, it will bring comfort, convenience, an easier life for all,” he added.

Marcos said developments on the country’s first subway system in the country allow Filipinos to look forward to “better days” as it would also spur economic development and job creation.

He thanked both the public and private sectors for working to ensure the realization of what he described as an “ambitious” endeavor.

In particular, he expressed gratitude to the Japanese government and the Japan International Cooperation Agency (JICA) for being active partners in the fulfillment of the Philippine infrastructure program.

According to Marcos, the Philippines would not have fulfilled its many infrastructure projects without the assistance of JICA.

This tunnel boring machine highlights Japan’s expertise and technology and trailblazing contributions in the modern world and thus I am confident that they will help us shape our railway infrastructure and keep them at par with the highest international standards,” he said.

He acknowledged the joint venture of Filipino and Japanese companies for working with the Philippine government on the Metro Manila Subway Projects Contract Package 101 and expressed hope it would be completed on time.

“I hope that both of you and the DOTR will not waiver on your commitment to finish the contract package by the end of 2027 to ensure that Filipinos will get to enjoy the project at the soonest possible time,” he said.

Marcos likewise sought their continued patience, trust, and support, especially as big-ticket projects take years to complete.

“…Let the launching of this tunnel boring machine become a testament to this administration’s commitment to continue to projects of the previous administration and more importantly build better more,” he added.

He also described the launch of the TBM as “a very apt beginning” for a year with renewed vigor and commitment to his administration’s mission to improve the lives of Filipinos.

“We also gain inspiration from the selfless individuals who constantly strive to turn our vision for the transportation sector into a grand reality,” he said.

The PHP488.48 billion Metro Manila subway will stretch for about 33 kilometers across seven cities, from Valenzuela City to Pasay City, and will be able to serve over 519,000 passengers daily once completed.

#1 Worship music videos of Shifting New Life Music is an anointed music team of New Life Philippines. Through my Christian Music Appreciation (CMA) series, I already reviewed their original worship songs Now I’m Alive, God of the Breakthrough, Touch From Heaven and The Coming King, and each of those songs have music videos on YouTube. There is another original worship song by New Life Music titled Shifting (composed by Nash Soliven, Camille Cuna, Daniel Grospe, Daryl Pinon, MJ Malubay) and there are these YouTube videos of it for your viewing and enlightenment.

#2 Christmas in Israel – Yes, it is true. The Christmas season is also present in Israel, the land that God designated for the Jewish people (refer to Genesis 12:1-3 and Genesis 35:10-12 in the Holy Bible). In my life, I never ever got to visit any branch of Chuck E. Cheese which is best known for serving meals to customers as well as providing in-door entertainment with arcade games, stage shows and more. As a kid, I got to play lots of video games in the comfort of our home with the Atari 2600 video game console. As a young adult, I learned that Chuck E. In the history of cinema, The Fly movie franchise spawned a total of five films from 1958 to 1989. #5 Videos and info about the upcoming Xbox-exclusive video game Forza Motorsport (2023)

The Xbox-exclusive simulation racing game Forza Motorsport (2023) is easily one my most anticipated video games of twenty twenty-three. I really am very eager to play the upcoming game (developed by Turn 10) on my Xbox Series X console and the last FM game I played was Forza Motorsport 6 on my Xbox One. Ever since the June 2022 Xbox & Bethesda Games Showcase, Team Xbox and Turn 10 only released a few videos of gameplay footage about Forza Motorsport (2023) and they have yet to release new pre-release videos or trailers about it. A lot has already been promised as to what the upcoming game will have (examples: overhauled physics, fully dynamic time of day system, track temperature changes, advanced car damage, tire and fuel management, multiple tire compounds, and real-time ray tracing). While a 2023 release has been confirmed, Team Xbox has yet to announce a final release date. Regardless, Forza Motorsport (2023) is the racing game to watch out for Xbox Series X, Xbox Series S, and Windows PC plus Xbox Game Pass (XGP). XGP subscribers will only have to download the game on launch day and play it without paying anything extra. If you are an Xbox gamer who has not yet subscribed, I encourage you to do it.

#6 Worship music video of All

Here is another worship song from Planetshakers that you must listen to, especially when you want to reach out to our Lord…the song is titled All (part of Planetshakers’ 2020 worship songs album Glory Pt. 2). I previously reviewed and analyzed the song in my Christian Music Appreciation (CMA) article back in April 2020 and I can say that All was written to lead people to Lord Jesus, God the Heavenly Father and the Holy Spirit by powerful faith. San Beda new schooling will be 4X a week starting November 3, 2022

The Alabang Hills Village Association (AHVA) just announced that starting November 3, 2022, the students of San Beda College Alabang (located along Don Manolo Boulevard inside the village) will be observing a schooling schedule of 4 times a week until the end of school year 2022-2023. Specifically, this refers to students under primary schools, middle schools and high schools. This means varying increase of traffic congestion along Don Manolo Boulevard.

To put things in perspective, posted below is an excerpt from the AHVA’s official announcement. Some parts in boldface…

We would like to inform you that starting November 3 until the end of the school year 2022-2023, all San Beda students belonging to primary schools (nursery, grades 1, 2 & 3), middle schools (grades 4, 5, 6, 7 & 8) & high schools ( grades 9, 10, 11 & 12) will be observing the 4x a week schooling schedule.

Due to this, we are expecting about 3,500 students that will be coming in & out of the village especially during Tuesdays & Thursdays, from 7:20am to 10:20am & 12:50pm to 3:50pm.

Traffic congestion will rise up along Don Manolo Boulevard (DMB) during such hours.

To address this, we will post additional security personnel to manage the traffic flow in DMB.

New Rotunda Traffic Regulations and Road Signs in Alabang Hills Village to be Implemented

In its newest effort on controlling traffic flow and improving safety inside its village, the Alabang Hills Village Association (AHVA) announced recently that new rotunda traffic and road signs pertaining to the rotundas will be implemented soon.

To put things in perspective, posted below is an excerpt from the AHVA’s official announcement. Some parts in boldface…

As you must have noticed, a few weeks ago we started putting up new road signs for the proper management of rotunda traffic. We have personally observed, and some of us have been involved in, near-misses because of motorists who do not slow down, or worse, do not yield to rotunda traffic when they should.

In view of these incidences, we have decided to adopt international/LTO regulations governing the use of rotundas. We have also adopted international road signs for the management of traffic in rotundas and, have made modifications to these road signs to make them more explicit and direct, knowing that many drivers in the country do not know how to drive when approaching or when in a rotunda. FYI, the correct, international/LTO action for drivers to take when approaching a rotunda is to YIELD TO VEHICLES ALREADY IN THE ROTUNDA. It is NOT to make a full stop. YIELDING MAY REQUIRE ONE TO MAKE A FULL STOP, but it is not a requirement to make a full stop when there are no vehicles in the rotunda.

Note: pedestrians ALWAYS have right of way over any vehicle.

More road signs, including signs painted on roads, will be added in the coming weeks. Where applicable, previous “FULL STOP” signs painted on roads at rotundas will be replaced by painted “YIELD” signs.

On Friday last week, the Security Force, led by Board Director Admiral Rommel Galang, conducted a lecture among village tricycle drivers on the rules and etiquette of rotunda driving. More approaches to educate residents and non-residents will be implemented in the future.

Once all the road signs are complete and in place, we will issue a bulletin officially announcing our new rotunda traffic regulations. Seven (7) days after these new rotunda regulations are announced, we will begin strict enforcement of the regulations.

For the newcomers reading this, Alabang Hills Village in Barangay Cupang, Muntinlupa City has rotundas within its territory. Anyone coming into the village from Tirona street of BF Homes subdivision will see a rotunda immediately (Don Manolo Boulevard corner Don Jesus Boulevard) just past the shared AHVA-BF Homes gate. It should be noted that the AHVA implemented new traffic measures this past August and they are implementing new speed bumps lately. Their revived Megarahe Sale attracted a lot of people.

Additional Speed Bumps inside Alabang Hills Village installed

Whatever residential community you travel in, always watch your speed, follow the local traffic rules and always be mindful of the pedestrians and vehicles near you. This is an old lesson that needs to be remembered again as the Alabang Hills Village Association (AHVA) announced recently that it has started the installation of additional speed bumps inside their village with safety in mind.

To put things in perspective, posted below is an excerpt from the AHVA’s official announcement. Some parts in boldface…

Today we have begun to install additional speed bumps in an effort to make our roads safer for motorists, cyclists, and pedestrians.

Since we took over in mid-March this year, we have noticed that many motorists, both residents and non-residents, do not slow down at certain intersections and instead barrel down the road endangering not only themselves but other motorists as well. They particularly endanger cyclists and pedestrians, most especially children. We have personally observed many near-misses. This has to stop. We ask all motorists to observe all the speed bumps and all road and traffic signs. VIOLATORS WILL BE APPREHENDED AND FINED.

We also request all cyclists to also slow down at intersections and blind curves. By not doing so, you are not only endangering your lives but also the lives of those that you may hit. Many near-misses have also been reported to us.

The new/additional speed bumps installed today are at the following intersections:
• Angeles St. corner Angeles St.
• Toledo St. corner Tagaytay St.
• Doña Ines St. corner Tacloban St.

For the newcomers reading this, Alabang Hills Village in Barangay Cupang, Muntinlupa City is not just a major residential community but also home to churches, San Beda College Alabang and a cluster of town homes as well. It is also an essential place to pass through for residents of Barangay BF Homes and BF Homes subdivision (who have valid vehicular stickers and bicycle/motorcycle stickers issued by the AHVA) who wish to reach the Alabang area without traveling along Concha Cruz Drive.
