Las Piñas City Congressman Santos Says 13 Infrastructure Projects Awarded To 4 Discaya Construction Firms

Here in the Philippines, a lot of people are angry over the flood control projects scandals. This is in reference to several flood control projects that collectively remained incomplete, completed but got damaged later due to using sub-standard materials, and that alleged kickbacks were involved in the awarding of contracts by the Department of Public Works and Highways (DPWH) to contractors.

In the City of Las Piñas, Congressman Mark Santos revealed that four construction firms owned by the controversial Discaya couple were awarded contracts for thirteen projects in the city worth more than P450 million, according to a Malaya Business Insight news report. It should be noted that a lot of DPWH projects lacked permits from the City Government. On the other hand, Sarah Discaya admitted owning several construction firms that bid for DPWH projects.

FOUR construction firms owned by Sarah Discaya cornered 13 flood control and national infrastructure projects, worth about P452 million, in Las Piñas City in the past three years, city Rep. Mark Anthony Santos said yesterday.

Santos laughed off Discaya’s denial in the Senate, saying records from the Department of Public Works and Highways would show that her firm Alpha & Omega’s P18.9-million flood control project in Barangay Zapote was a “glaring failure” as it was only 26.41 percent completed when the construction deadline lapsed in August 2025.

The neophyte lawmaker said that aside from Alpha & Omega General Construction and Development Corp., Discaya’s other companies, St. Matthew General Contractor and Development Corp.; Amethyst Horizon Builders and General Contractor; and Great Pacific Builders and General Contractor Inc., also got several multi-million-peso projects in Las Piñas between 2022 and 2025.

Alpha & Omega, which cornered about P100 billion of the P545.6-billion budget from July 2022 to May 2025, was among the top 15 contractors for flood control projects earlier identified by the President.

Santos disclosed that the Las Piñas-Muntinlupa District Engineering Office of the Department of Public Works and Highways (DPWH), formerly headed by district engineer Isabelo Baleros, awarded Alpha & Omega a P49-million contract in February 2022 for the construction of a flood control structure along Mahabang Ilog in Barangay Zapote.

However, just a month later, Santos said the DPWH office handed another P49-million flood control project in Mahabang Tubig, also in Zapote, to another  Discaya’s firm, St. Matthew General Contractor and Development Corp.

He said Discaya’s Great Pacific Builders and General Contractor Inc. also received a P26.3-million contract in February 2023 for a flood control project along Manarigo Creek.

Just a month later, in March 2023, Santos said another P49-million flood control project for Paliwas Creek was awarded to Amethyst Horizon Builders and General Contractor, also one of the nine construction firms of the Discayas.

Santos said all flood control projects in his city from 2022 to 2025 that were awarded to the Discayas’ construction firms were confirmed by DPWH Undersecretary for Technical Services Ador Canlas.

“Records speak louder than claims. The Discayas’ repeated awards in Las Piñas are documented, and they cannot hide behind denials or excuses,” Santos said in a statement.

Santos said Canlas also told him that nine multi-million-peso government infrastructure projects had been awarded to the four construction firms of the Discayas, which includes the P9.7-million road rehabilitation in Barangay Zapote, the P6.8-million road rehabilitation in Barangay Talon 5, and the P9.8-million rehabilitation of Las Piñas Elementary School–Central.

The lawmaker said all three projects were awarded to Amethyst Horizon Builders in 2022 under Baleros who was appointed head of the DPWH Las Piñas–Muntinlupa District Engineering Office in August 2018 when the DPWH was headed by then Secretary now Sen. Mark Villar.

Santos said Discaya’s Great Pacific Builders “further solidified the family’s stranglehold on Las Piñas infrastructure” when it also secured the P4.8-million school building rehabilitation in Barangay Talon 1 in 2023.

He said the contracts did not end there as these were followed by another two P14.4-million multi-purpose building rehabilitations in 2024 in Barangay Manuyo Dos and Barangay Pulang Lupa Dos, “underscoring a clear pattern of cornering lucrative government contracts.”

If you were in Las Piñas City during the week of July 21 to 25, 2025, were you trapped in the middle of heavy traffic because of immense flooding? Did you witness flood water that entered houses of a local residential community during that week? Today, the topic of flood control is a very hot one for Las Piñas City residents because a lot were negatively affected by flooding and Congressman Mark Santos has been speaking out a lot about it.

Santos recently pointed out that more than forty construction projects of the Department of Public Works and Highways (DPWH) in the city lacked permits from the City Government.

The DPWH itself has turned controversial due to several flawed and questionable flood control projects nationwide handled by contractors.  No less than Philippine President Ferdinand “Bongbong” Marcos, Jr., was angered over a Bulacan flood control project that was never completed even though the contractor has been paid. Not only that, one particular business person admitted owning several construction firms that bid for DPWH projects.

Going back to Las Piñas City, there is controversy over certain infrastructure projects involving the influential Villar business and political family and already there was friction with the City Government. Congressman Santos pointed out that the Las Piñas-Zapote River Drive (another project of the Villar family which you can learn about by clicking here and here) made flooding in the city worse. Recently in the City of Las Piñas, Councilor Mark Santos announced that the local Green Card program will have an additional P40 million in funding in order to serve the residents who need health-related help, according to a Manila Standard news report.

Las Piñas City’s green card program, which provides free hospitalization and other healthcare benefits to city residents, will receive an additional P40 million in funding, according to Councilor Mark Anthony Santos.

The program, managed by the Mayor’s Office and the City Social Welfare and Development Office, is available to all bona fide Las Piñas residents. Currently, 200,000 people use the green card.

The Mayor’s Office subsidizes up to P30,000 of a patient’s hospital bill, covering minor operations and confinement at accredited hospitals. Green card holders also have free access to medical and dental services at 30 health centers in the city.

Santos, a candidate for the city’s lone congressional seat, pledged to allocate an additional P20,000 to each green card holder, increasing the total hospital bill subsidy to P50,000 per confined patient. He said every family member is eligible for the subsidy when hospitalized.

He said his office, in coordination with the Department of Health, would continue to improve healthcare services for all Las Piñas residents.

Santos also plans to expand the green card program’s benefits to include financial aid, free vitamins, medical consultations, and recreational perks for seniors, solo parents, and people with disabilities.

He said to increase healthcare accessibility, his office will prioritize medical and dental outreach programs for underserved population.

The green card program was initiated in 2000 by the late Las Piñas Mayor Vergel Aguilar. It has contributed to democratizing healthcare in the city and improving residents’ quality of life.

Were there many people in your local community whose lives got disrupted by the weather effects of Typhoon Carina?

Recently New Life Community Care Foundation International, Inc. (NLCOM) – the compassion arm of New Life Philippines located inside Alabang Hills Village in Muntinlupa City – announced through social media that it has provided assistance and relief to typhoon victims in Parañaque, Las Piñas, Muntinlupa, Manila and Cavite.

Typhoon Carina has since left the Philippines but the people who got affected by it are still struggling to get back to normal. That being said, NLCOM’s assistance for the victims who called for help was crucial and their staff worked hard with the preparations of relief.

NLCOM immediately swung into action as Super Typhoon Carina left its trail of destruction on Thursday morning.

Its emergency response team was mobilized, coordinating with partners, conducting assessments, and delivering relief bags and hot meals to nearby areas gravely affected by the flooding.

A total of 200 relief bags were distributed to families in Baseco Compound (Port Area, Manila), Muntinlupa, and Pulang Lupa (Las Pinas) on July 25. We also served a total of 1,300 hot meals to flood victims the same day in Wawa (Bacoor Cavite), San Isidro, San Dionisio, and Sto Nino (all in Parañaque).

More than two-thirds of the participating voters of Las Piñas City approved the ordinance setting the territorial boundaries of the twenty barangays during the plebiscite this past Saturday which was handled by the Commission on Elections (COMELEC), according to a GMA Network news report. Specifically, 68% of the voters voted in favor of the proposal although COMELEC chairman George Garcia pointed out that the voter turnout was low.

Over 41,000 residents (67%) of Las Piñas City on Saturday voted in favor of an ordinance that sets the territorial boundaries of the 20 barangays in the city.

Based on the certificate of canvass of votes shared by Commission on Elections (Comelec) Chairman George Garcia to members of the media, 41,493 residents voted “yes” while 19,498 voted “no” when asked if they agree with delineating the territorial boundaries of the 20 barangays.

With this, the ordinance was proclaimed ratified and approved.

“Nanalo po ang ‘yes,’ and therefore epektibo na ang ordinansa tungkol sa pagliliwanag ng paghahati ng bawat barangay doon sa 20 barangays sa Las Piñas,” Garcia said in a Super Radyo dzBB interview.

(‘Yes’ won, and therefore the ordinance regarding the delineation of the division of each barangay in the 20 barangays in Las Piñas is now effective.)

He, however, lamented the low voter turnout which was only around 20%. Las Piñas City has a total of 308,059 registered voters, but only 61,237 voters actually voted in the plebiscite.

Ordinance No. 1941-23 Series of 2023 delineates the territorial boundaries of the 20 barangays in the city in accordance with the Department of Environment and Natural Resources’ cadastral survey that was completed in March 2015.

The ordinance states that since the creation of the barangays in 1978, “the territorial metes and bounds of the said barangays have not been properly identified such that there are barangays whose land areas are not contiguous and/or overlapping with another barangay.”

“Moreover, confusion in the territorial boundaries of the barangays is being encountered which could cause disputes, or be subject of disputes, especially since the cadastral mapping in 1980 for the barangays conflicted with the boundaries as set forth in the Presidential Decrees,” the ordinance added.

Recently the New Life Community Care Foundation International, Inc. (NLCOM) – the compassion arm of New Life Philippines located inside Alabang Hills Village in Muntinlupa City – announced through social media that it has provided assistance and relief to fire victims in the cities of Las Piñas and Parañaque.

On March 13, we visited four evacuation centers in Las Pinas in response to fire incidents. In addition to providing seven weeks of consecutive feeding for victims of the Pilar fire, we revisited the San Isidro – Manuyo Dos Evacuation Center.

We also extended assistance to those affected by the recent fire disaster on April 11 in Greenhills, Barangay San Dionisio, Paranaque, where approximately 180 individuals were affected. We were met with hopeful eyes and grateful smiles as they shared stories of how high school students donated their lunch boxes to the community.

We are grateful for your support and invite you to partner with us in aiding our fellow Filipinos who have been displaced.

Recently Muntinlupa City hosted the 2024 edition of the Flavors of NCR food festival at the Filinvest City Central Park in Alabang and I personally witnessed the formal opening ceremony which involved many high-level officials and special guests. A lot of people visited the food festival on April 19 and 20 which added to the credibility of Filinvest City Central Park as a suitable open-air venue for special events.

For the newcomers reading this, Flavors of NCR is a special event presented by the Association of Tourism Officers – NCR which collaborated with the City Government of Muntinlupa for this year’s event. It is a showcase of unique cuisine found in the sixteen cities and one municipality of the National Capital Region (NCR). The local government units (LGUs) that participated include: Caloocan, Las Piñas, Makati, Malabon, Mandaluyong, Manila, Marikina, Muntinlupa, Navotas, Parañaque, Pasay, Pasig, Quezon City, San Juan, Taguig, Valenzuela, and the Municipality of Pateros.

The ribbon cutting led by high officials that include Taguig City Mayor Lani Cayetano (3rd from left), Muntinlupa Mayor Ruffy Biazon (3rd from right) and Department of Tourism-NCR Regional Director Sharlene Zabala-Batin (2nd from left) to name a few.

The opening ceremony of Flavors of NCR 2024 was attended by Muntinlupa City Mayor Ruffy Biazon, Taguig City Mayor Lani Cayetano, Department of Tourism-NCR Regional Director Sharlene Zabala-Batin, Association of Tourism Officers-NCR headed by Manila City Tourism chief Charlie Dungo, and Pasay City chief of staff Peter Eric Pardo. Also present were Muntinlupa Vice Mayor Temy Simundac and Muntinlupa City Council Raul Corro.

“We are delighted to host the Flavors of NCR,” Mayor Biazon stated during his welcome remarks to all the guests. “(We acknowledge) the presence of other cities here so that their products will be showcased and we are proud to have you here.”

Biazon stressed that hosting the Flavors of NCR opens up opportunities for Metro Manila’s LGUs and their respective food-and-beverage stakeholders access to the Calabarzon region composed of Cavite, Laguna, Batangas, Rizal and Quezon with a collective population of over sixteen million people.

It should be noted that the Alabang area of Muntinlupa is a popular destination for Calabarzon residents as well as those from nearby cities who enjoy shopping and recreational activities during the weekend. That being said, Flavors of NCR fits nicely with the weekend vibe at Filinvest City.

After the formal ribbon-cutting was done, Flavors of NCR 2024 officially opened and a lot of people and photographers followed Biazon and the guests visit the different food booths of each city.

I visited and explored the designated areas (also referred to as “booths”) of each LGU during the food festival. Each area had a different style of interiors and layouts of food, drinks and other products being offered to visitors. Flavors of NCR was indeed a true showcase of what local businesses per LGU has to offer. Manila had halo-halo sold by Aling Consuelo Halo-Halo Sa Ugbo, Las Piñas City had Bea’s Home of Quality Kakanin and Other Native Delicacies selling native delights, Quezon City had Papa Diddi’s Handcrafted Ice Cream for those wanting something cold and sweet, Mandaluyong City had Ben’s Burjer for customers who love hot burgers, Marikina City had Mang Ding’s BBQ and Nanay Ipang’s Everlasting, and so on.

As expected, the variety of food and drinks were really great. Offered to customers were chicken, beef, pork, siomai, barbeque, puto, bibingka, pansit, siopao, fried chicken, roasted pig, pastries, cakes, halo-halo and ice cream to name some. There were also non-food products being sold such as bags and accessories in some booths.

It was really nice to see these small businesses represent their locality and offered their best products to visitors at Filinvest City Central Park. Adding zest to the food festival were some performances by different bands from the cities of NCR. There also was a modern dance activity that drew in lots of visitors which added to the customers at the food festival.

Conclusion

The 2024 edition of Flavors of NCR at Filinvest City Central Park was indeed a nice showcase of what each LGU had to offer for those who love food and drinks. In addition, this festival really emphasized unity between the local governments of NCR and it also promoted local tourism. The festival also attracted some residents of Filinvest City’s residential towers (plus others from Ayala Alabang, Palms Pointe Village and other residential communities) and some employees (who worked at offices near the park) whose shifts ended.

In the perspective of tourism, this event really boosted Filinvest City Central Park’s status as a venue for special events or activities. To date, the said park continues to be an attraction for visitors and already it has been used by organizers of sports events and musical events.

The successful staging of Flavors of NCR could inspire food festival organizers to have their events held within Filinvest City in the future.

If you are living within South Metro Manila and if you really love ice cream, you should visit the Greenhouse at Village Square Alabang in Barangay Almanza Uno, Las Piñas City as the Gold Delight truck of the Ice Cream House company was recently established there and they have been serving a growing number of customers already.

The Gold Delight ice cream truck is just steps away from the corner of Alabang-Zapote Road and Concha Cruz Drive, located at the outdoor side of the Greenhouse and Village Square Alabang.

To be specific, the Gold Delight ice cream truck is located at one side of the Greenhouse parallel to Concha Cruz Drive. Physically, the truck is just steps away from the corner of Alabang-Zapote Road and Concha Cruz Drive.

Recently, I visited the truck to buy a half-gallon of ice cream for the home. As I drove a private vehicle, I had to park at the multi-level paid parking area, walk from there to enter the Greenhouse at Village Square Alabang, pass through inside and exited to reach the outdoor side where there were BF Homes tricycles and another food joint before finally reaching the Gold Delight truck which is so colorful, it is easy to identify.

The first thing you will see right at the ice cream truck are prices and flavors of Gold Delight ice cream in half-gallons and pints. There are also some images of varied Gold Delight products displayed to give you an idea what the half-gallons and pints looked like. When it comes to the flavors of Gold Delight ice cream, their popular CocoFlan flavor is priced at P280 for half-gallon and P95 for pint, Coffee Crumble is at P270 for half-gallon and P90 for pint, Rocky Road sells for P250 for half-gallon and P85 for pint, and so on. There are lots of flavors and sizes of ice cream to choose from. Also available are ice buko delights and sundaes in cups.

Recently, the Manila Bulletin reported that Las Piñas City Mayor Imelda Aguilar confirmed to them that herd immunity against COVID-19 is within reach based on their latest statistics. Aguilar, who is running for a 3rd and final term as mayor and was honored recently, wishes that Christmas this year will be joyful and asked her constituents to get vaccinated so that herd immunity will be achieved in the city. The City Government can be reached through its COVID-19 hotline numbers.

To put things in perspective, posted below is an excerpt from the very short Manila Bulletin news report. Some parts in boldface…

Las Pinas City Mayor Imelda Aguilar announced on Thursday (October 7) that the city is now nearing herd immunity with less than 14 percent left of the total population that are unvaccinated.

Aguilar said a total of 97 percent of the city’s target population of 447,086 had already been inoculated with COVID-19 vaccines for the first dose while 86.3 percent were fully vaccinated.

“Sana ay maging masaya ang darating na Pasko ng mga Las Piñeros kaya nanawagan ako sa lahat na magpabakuna kahit ano mang brand ng bakuna laban sa COVID-19 upang ating makamit ang tinatawag na herd immunity ng ating siyudad ngayong Kapaskuhan,”(We want Christmas to be a joyful occasion this is why I am asking all Las Pineros to get vaccinated with any brand against COVID-19 to achieve herd immunity) Aguilar said.

The mayor also said that while the city government is slowly opening up the economy, she will invite more investors to generate more job opportunities for Las Piñeros.

Inspired by the legacy left behind by her late husband, former Mayor Vergel “Nene” Aguilar, she said free education for the youth in the city will continue with the construction of the new building for the College of Engineering at the Dr. Filemon C. Aguilar Memorial College (DFCAM).

It has been a few weeks since former Las Piñas City mayor Vergel “Nene” Aguilar passed away at age 74. Naturally, people in the city got emotional over his death and at the same time, memories of his legacy of leadership and service came back. Not only did Las Piñas City win awards or got recognized for excellence during his time as mayor from 1995 to 2004 and 2007 to 2016, the Friendship Route was established which changed the dynamics of local traffic flow. The late Aguilar was also one of the first local chief executives in the nation to introduce free basic and secondary education.

This past weekend, incumbent Las Piñas City mayor Imelda Aguilar issued a message of gratitude to all those who expressed their love and condolences for her late husband.
