COVID-19 Crisis: DTI Secretary Lopez pushes for easing of protocols for fully vaccinated people

Previously, Department of Trade and Industry (DTI) Secretary Ramon Lopez proposed to allow vaccinated people to dine in food-and-beverage joints as well as enter the personal care service establishments during the modified enhanced community quarantine (MECQ). This past weekend, the Philippine News Agency (PNA) reported that the DTI Secretary is back and called for the easing of protocols for people who have been fully vaccinated and Metro Manila could be the region to have such moves pilot tested within.

Department of Trade and Industry (DTI) Secretary Ramon Lopez has endorsed tweaking of community quarantine protocols by allowing more mobility for fully vaccinated individuals.

During President Rodrigo Duterte’s Talk to the People aired over the weekend, Lopez told Duterte that “it is about time to change our protocol” in terms of easing some restrictions for the vaccinated population.

“We were discussing the need to have (a) different approach in terms of solving Covid-19 (coronavirus disease 2019); not just lockdowns,” he said in mixed English and Filipino.

The DTI chief said under the new protocol, fully vaccinated individuals could be allowed in restricted economic activities, such as dine-in services in restaurants and personal care services.

He said this would allow safe reopening of the economy as fully vaccinated people have protection against the Covid-19.

People with complete vaccines are unlikely to develop severe to critical Covid-19, he added.

“These are labor intensive. These sectors, there are 2 million individuals employed in dine-in restaurants. In salons, there are around 400,000. This is nationwide,” Lopez said.

The trade official said this could be pilot tested in Metro Manila, as the National Capital Region has more than 50 percent of its eligible population for Covid-19 vaccines already got their jabs.

It is very clear that lockdown and restrictions on businesses result a massive loss of income and a rise on unemployment. The DTI Secretary’s proposal is part of an effort to ensure that the Philippine economy will recover and rebound, and if you have been paying close attention to the number of Metro Manila cities that have been vaccinating their patients, there are now millions of fully vaccinated people in the National Capital Region (NCR) combined. In the City of Las Piñas alone, their fully vaccinated patients had reached almost 315,000 as of September 11, 2021. In Muntinlupa City, the number of fully vaccinated patients is almost 200,000.

You travel along Aguirre Avenue inside BF Homes subdivision and you will see lots of restaurants, coffee shops and personal care service providers located along the long road. A lot of them have been struggling because of the prohibition on customers from entering and spending time inside those business joints. You go to Filinvest City in Alabang, Muntinlupa City, and search for a place to have a nice meal at only to be disappointed that you cannot dine inside and will have to order for take-out. Take-out and delivery are the current options that food-and-beverage joints have when it comes to serving their customers but those options are not good enough to help them survive. For me, DTI Secretary Lopez’s proposal makes sense and it will help not only the struggling businesses and the unemployed, but also improve economic activity.

COVID-19 Crisis: Guidelines on localized lockdowns in NCR ‘provisionally’ approved by IATF

Are you still disappointed over the extended MECQ (modified enhanced community quarantine) in Metro Manila which was the result of the recent flip-flop by the national authorities? You definitely are not alone as Marikina City’s mayor spoke out against the national government for their flip-flop and the Metro Manila mayors plus the MMDA (Metropolitan Manila Development Authority) issued a resolution urging Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) to consider easing the COVID-19 guidelines for fully vaccinated people in the National Capital Region (NCR).

The current MECQ will last until September 15 and we should not be surprised to see changes happening on the 16^th as the IATF “provisionally” approved guidelines on the pilot implementation of granular lockdowns in Metro Manila according to an article published by the Philippine News Agency (PNA). Speaking of granular lockdown, take note what happened in a certain locked down residential community in Parañaque City.

The Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) has “provisionally” approved the guidelines on the pilot implementation of granular lockdowns in Metro Manila, Malacañang announced on Friday.

Presidential Spokesperson Harry Roque, also acting as IATF-EID spokesperson, said the coronavirus disease 2019 (Covid-19) policy shift would only impose either the strictest enhanced community quarantine (ECQ) or the general community quarantine (GCQ) with four alert levels in Metro Manila.

“Sang-ayon po dito sa policy shift na gagawin natin, dalawa na lang ang quarantine classifications. Ito po ang ECQ na ipapataw ng IATF o ‘di naman kaya ay GCQ (Based on the policy shift that we will carry out, there will only be two quarantine classifications. These are the ECQ that will be imposed by the IATF or the GCQ),” Roque said in a virtual presser.

He said the localized lockdown that would be pilot-tested in Metro Manila has four levels.

The IATF-EID is still ironing out the details on the implementation of alert level 4, the strictest level, Roque said.

Roque said all areas that would be placed under an alert level system should follow the protocols that are consistent with their alert levels and issued by the National Task Force (NTF) Against Covid-19.

The classification of pilot areas and their alert levels will also be done weekly, unless otherwise specified, he added.

“Lahat po ng areas ay magpapatupad po ng granular lockdowns, sang-ayon po sa guidelines ng NTF. Ang pagkakaiba po nito, itong lockdowns na ito ay mas strikto (All areas will implement granular lockdowns, based on the guidelines of the NTF. The difference is these lockdowns are stricter),” Roque said.

With the implementation of stricter granular lockdowns, health and allied health professionals are the only ones who will be considered Authorized Persons Outside Residence (APOR), he said, noting that government workers in areas under localized lockdown would not be allowed to go out.

“‘Yun pong mga taong gobyerno ay hindi makakapagtrabaho kapag kayo po ay nasa ilalim ng localized lockdown. Hindi kayo pupuwedeng lumabas (Government workers will not be allowed to go out if their areas are under localized lockdown. They cannot go out),” Roque said.

He, however, assured that local government units and the Department of Social Welfare and Development (DSWD) would provide assistance to households that might be affected by the implementation of granular lockdowns.

“Magbibigay na po ng ayuda ang lokal na pamahalaan at ang DSWD para po hindi na kinakailangang lumabas ng kahit na sino sa mga lugar na naka-granular lockdown (Local governments and the DSWD will give assistance so residents of areas under granular lockdown would no longer need to leave their homes),” he said.

Roque did not mention when the pilot implementation of localized lockdowns would commence.

COVID-19 Crisis: Marikina City Mayor speaks out against national government over flip-flop related to extended MECQ for Metro Manila

Someone had to speak out about the unpleasant surprise that affected us Metro Manila residents and stakeholders. This is about the most recent flip-flop that the national government committed regarding quarantine control over the National Capital Region (NCR) and Marikina City Mayor Marcy Teodoro slammed the national authorities which the Manila Bulletin thankfully magnified by reporting about it.

To put things in perspective, posted below is the excerpt from the Manila Bulletin news report. Some parts in boldface…

Marikina City Mayor Marcelino “Marcy” Teodoro slammed the national government on Wednesday for its last minute decision to defer placing the National Capital Region (NCR) under the General Community Quarantine (GCQ) and retained it under the Modified Enhanced Community Quarantine (MECQ) until September 15.

“Tingin ko, hindi lang mga negosyante ang nagalit, madami ding mga mayor ang nagalit. Dapat may kahandaan talaga at hindi magdulot ng kalituhan sa ating mga kababayan yung mga ganitong pangyayari (I think not only the businessmen were angry about the decision, even the mayors were also infuriated. There should always be preparedness in these situations to avoid confusion),” Teodoro said in an interview with DZBB Wednesday morning.

“Tandaan natin, Inter-Agency Task Force ito, IATF, naririto na lahat ng departmental agencies operating at the secretary’s level kaya dapat kung may mga pahayag, dapat maging malinaw ang mga ito. Pangalawa, yung mga guidelines, yung mga implementing mechanisms nito kung papano ipapatupad ay malinaw, at hindi lang sa malinaw, kundi napapanahon dapat ang pagpapatupad (Remember, this is an inter-agency task force. All departmental agencies operating at the secretary’s level are here, that’s why all announcements should be clear. Second, all guidelines and implementing mechanisms should be clear, and not just clear, but timely as well),” he added.

Teodoro said Metro Manila mayors, as well as the IATF, held a meeting yesterday regarding the quarantine classification of Metro Manila.

“Hanggang kahapon nung magmeeting kami ng umaga, nagsimula ang meeting ng alas nueve ng umaga hanggang alas dose, ala una, eh hinihingi nga namin yung malinaw na guidelines, pero wala pang maibigay sa amin. May naibigay na draft, pero hindi pirmado (Yesterday, we had a meeting that started at 9 a.m. and lasted until 12 or 1 p.m. We were asking for the clear guidelines. However, they did not give us any. They just provided us with a draft, and it was not even signed),” Teodoro said.

“Tapos, after two hours, eh nabalitaan namin na nagkaroon ng meeting ng mga alas tres ng hapon na nag emergency meeting ang IATF at hindi na nakausap muli ang mayors buhat noon (After two hours, we found out that the IATF held an emergency meeting at three in the afternoon, but the mayors were left out),” he added.

Teodoro said all the mayors were asking for are clear guidelines for the GCQ with granular lockdown system’s implementation because a lot of preparation are needed for it, especially in terms of manpower and logistics.

“Narinig nalang namin yung pahayag sa media na (extended na ang MECQ) (We just heard the announcement in the media that the MECQ was extended),” Teodoro said.

Wow! The details in the above excerpt are quite revealing! The Metro Manila mayors met with the IATF and the latter provided the local government heads an unsigned draft in response to the request for guidelines. Then the IATF had an emergency meeting leaving the mayors out. Something seems fishy and the Mayor of Marikina City had the courage to reveal publicly what exactly happened.

For the newcomers reading this, Metro Manila was supposed to revert back to general community quarantine (GCQ) as announced by the national authorities and then the flip-flop happened shortly after. As I mentioned before, businesses and their employees in the food-and-beverage sector as well as those in the personal care services sector have been negatively affected by the enhanced community quarantine (ECQ) and the modified enhanced community quarantine (MECQ) itself does not make life easier for them. And then there is the lack of an explanation from the national authorities about the flip-flop.

Already one local business was reported by CNN Philippines to have been affected negatively by the national authorities’ flip-flop. I encourage you to read the news article.

COVID-19 Crisis: Metro Manila under GCQ from September 8 to September 30, 2021

Finally, residents and businesses of National Capital Region (NCR) will experience relief and added liberty as the national authorities declared that starting September 8 until September 30, Metro Manila will revert back to general community quarantine (GCQ) according to a report by the Manila Bulletin. It should be noted that August 2021 was full of restrictions for Metro Manila such as the sudden enhanced community quarantine (ECQ), the prohibition on outdoor exercise and the modified enhanced community quarantine (MECQ) (which saw an extension) due to the rise of COVID-19 cases. These same restrictions also resulted damaged to the national economy in the form of increased unemployment and further business hardship which prompted the Department of Trade and Industry (DTI) to make a proposal with economic recovery in mind.

Very recently, granular lockdown action happened around the NCR and such forms of restrictions look like will become the new normal for communities with infections.

After enduring a month of strict lockdown, Metro Manila will shift back to a general community quarantine (GCQ) although it will also serve as the pilot area for the implementation of granular lockdowns starting Sept. 8 until the end of the month.

Presidential Spokesman Harry Roque made the statement on Monday, Sept. 6, or a day before the expiration of the modified enhanced community quarantine (MECQ) status of the National Capital Region (NCR).

In his press briefing on Monday, Roque announced that Metro Manila will be placed under the more lax GCQ beginning Sept. 8. He also confirmed reports that granular lockdowns will be implemented in the region as a new tact against the coronavirus disease (COVID-19).

Roque said limited dine-in services and religious gatherings will be allowed again in Metro Manila once it shifts to GCQ.

Granular lockdown

However, Roque said details about the granular lockdown were still being finalized and will be announced before Sept. 8.

He explained that it will be the governors and mayors who will decide on the granular lockdowns. The Inter-agency Task Force (IATF) for the Management of Emerging Infectious Diseases can reverse the decision of the local chief executives, he said.

The Palace official explained that the granular lockdown should cover the smallest area as possible.

“The granular lockdown does not have to be an entire barangay. It can be a street, it can be a house, it can be a community. It should be as granular as we can,” he said.

According to Roque, the government shifted to granular lockdowns because the number of COVID-19 cases did not seem to go down despite the implementation of the enhanced community quarantine (ECQ)–the strictest quarantine level possible.

“Ang tingin ng mga eksperto, mas epektibo po kung tayo po talaga ay magpapatupad ng systematic at scientific granular lockdowns (Exprets think that the implementation of systematic and granular lockdowns will be more effective),” he said.

We have the Lord to thank for the Metro Manila GCQ. So much economic damage has been done already and it is high time for businesses and the affected employees to move forward and lead the way for economic recovery. It is also high time for the faithful to be allowed to worship the Lord on-site at church facilities as it is a fact that online worship is very limiting (especially when Zoom is used as a digital platform). When it comes to public health, people of Metro Manila should have more freedom and time to exercise outside of their homes to gain fitness and strengthen their immune system which itself is crucial during this pandemic.

Of course, each and every individual has a personal responsibility to properly follow health protocols (social distancing, using sanitizers, contact tracing and more) whenever he or she enters a church to worship the Lord, or enter a restaurant or a personal care service provider to be served, or visiting random places outdoors. Each of us has a role to be taken seriously to stay safe, be safe and avoid getting infected while moving around in public to fulfill our respective objectives.

COVID-19 Crisis: Trade Secretary Lopez proposes allowing vaccinated people to dine in food-and-beverage joints, and enter personal care service joints during MECQ

Nothing changes the fact that the restrictions imposed on businesses as a result of lockdown or the enhanced community quarantine (ECQ) or the modified enhanced community quarantine (MECQ) caused damage on the national economy in the forms of rising unemployment, added business hardship and the loss of income for the affected employees as the national authorities struggle with the COVID-19 pandemic. The National Economic and Development Authority (NEDA) declared that the nation’s economy would lose at least P150 billion per week in relation to Metro Manila and other areas being placed under the most restrictive quarantine measure while the Employers Confederation of the Philippines (ECOP) announced that the economy should be reopened to prevent any more economic damage. ECOP already stated that lockdown is no remedy.

For the newcomers reading this, under ECQ and MECQ, dining inside food-and-beverage joints and availing of indoor services of personal care service businesses are forbidden. Restaurants, coffee shops and related food-and-beverage joints are limited to take-out and deliveries. Very recently, Department of Trade and Industry (DTI) Secretary Ramon Lopez has a proposal to help the food-and-beverage joints and personal care service providers and literally give more breathing room to consumers who have already been vaccinated. Take note that already the government announced that more than 50 million new COVID-19 vaccines will come into the country in September and October.

Trade Secretary Ramon Lopez is proposing to allow vaccinated people to dine-in in restaurants and enter personal care services establishments in areas under stricter quarantine measures.

In a Viber message to reporters, Lopez said this will help spur employment in those sectors.

“Same MECQ (modified enhanced community quarantine) but [I] am pushing for allowing vaccinated to [be] allowed only in these restricted sectors like dine-in and personal care. Because we are saying that in these restricted sectors, those who are vaccinated are safer. So, we don’t expect an increase in severe critical (cases) and should not worsen ICU (intensive care unit) cases,” Lopez told reporters in a Viber message.

“We pity the dine-in workers. About one million jobs and P1.5 billion revenues gone per week in the National Capital Region (NCR),” he added.

Lopez said that on top of these, 200,000 jobs in the personal care services sector in NCR were also affected.

“For other sectors, no need for distinguishing because both the vaccinated and unvaccinated are allowed. For example, both vaccinated and unvaccinated are allowed to go to malls or ride public transport,” he said.

“Again to clarify, [vaccinated should be allowed] only in restricted sectors during lockdowns like dine-in, personal care services, and meetings, incentives, conferencing, exhibitions. If it’s not locked down, all vaccine status should be allowed subject to operating capacity,” he added.

Lopez, however, clarified that these should be allowed to operate at a maximum of 20- percent capacity.

“We believe in the vaccine. So, we should believe in the vaccinated. This should also serve as an incentive to those who are vaccinated and to encourage vaccination. With this, we help bring back jobs, open up these sectors,” said Lopez.

He said that once approved, this will be part of the new Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) guidelines.

Metro Manila and other Covid-19 critical areas were earlier placed under enhanced community quarantine (ECQ) until August 20.

The National Economic and Development Authority (NEDA) disclosed that the two-week ECQ will cost the Philippine economy P120 billion and aggravate poverty.

In relation to the details emphasized by Trade Secretary Lopez, the affected businesses within the restricted sectors can be relieved economically and already there are millions of vaccinated consumers available in Metro Manila to come in and support these businesses even though the maximum capacity is fixed at 20% under MECQ. The unemployed and the under-employed impacted by the ECQ/MECQ will finally get the opportunities to be hired and be able to earn much-needed income. That being said, it is a must that we pray in supporting Lopez’s proposal to get approved so that our nation as whole can recover better and that MECQ won’t be too damaging for businesses and workers anymore.

Speaking of the National Capital Region (NCR), pay close attention as to how Metropolitan Development Authority (MMDA) chairman Benhur Abalos and the members of the Metro Manila Council (MMC) will perceive and react to Lopez’s proposal of allowing food-and-beverage joints and personal care businesses to cater to vaccinated customers at limited capacity during MECQ. Take note that during the last ECQ, it was the MMDA and MMC who approved the restriction on outdoor exercise while businesses and their employees kept losing! Think about how these Metro Manila authorities think. That being said, it is essential to pray to our Lord to enlighten and guide all the government officials so they can do their jobs better and correctly.

COVID-19 Crisis: MECQ in effect in Metro Manila until August 31, 2021

Finally, the surprise enhanced community quarantine (ECQ) for Metro Manila has ended as the national government announced late Thursday night that the new level of restriction for the metropolis is the modified enhanced community quarantine (MECQ) which is now in effect and will last until August 31, 2021. The quarantine classification in the National Capital Region (NCR) and the provinces of Laguna and Bataan has been downgraded from enhanced community quarantine (ECQ) to modified ECQ (MECQ), Malacañang announced Thursday.

This, after President Rodrigo Duterte, upon the recommendation of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EUD), approved the latest quarantine status in Metro Manila, Laguna, and Bataan, Presidential Spokesperson Harry Roque said.

“These latest classifications are without prejudice to the strict implementation of granular lockdowns,” said Roque, also acting as IATF-EID spokesperson, in a press statement.

Roque said Metro Manila will be placed under MECQ from Aug. 21 to 31.

Bataan, on the other hand, will be under MECQ from Aug. 23 to 31, he added.

Metro Manila, Laguna, and Bataan were initially placed under ECQ, the strictest form of community quarantine, due to the spike in coronavirus disease 2019 (Covid-19) infections.

Roque stressed that despite the deescalation of quarantine level, religious gatherings should remain “virtual” in Metro Manila, Laguna, and Bataan.

He added that indoor and al-fresco dine-in services, as well as personal care services such as beauty salons, beauty parlors, barbershops and nail spas should remain prohibited.

Roque said local government units in Metro Manila, Laguna, and Bataan are likewise directed to improve the vaccination rates within their localities, as well as intensify the “Prevent-Detect-Isolate-Treat-Reintegrate (PDITR) strategies to control the spread of Covid-19.

In an article by the Manila Bulletin, curfew hours in Metro Manila still remain and quarantine passes (QPs) are not required. MECQ also means no cash aid (ayuda) will be released by the national government. There are also other MECQ-related guidelines to follow in another article by the Manila Bulletin. As for the unpopular ban on outdoor exercise approved by the Metro Manila Council (MMC), that one has ended and therefore the freedom to exercise outside our homes has been restored but to a certain extent.

As seen in the details regarding MECQ, there is no real ease nor positive change for several businesses and churches. Restaurants, coffee shops and convenience stores that have tables and chairs are still prohibited from having customers dining inside and on the immediate space outside their joints. In a business sense, this is bad because take-out and delivery services are not good enough for food/beverage sellers to make their ends meet. People of faith, meanwhile, are still literally blocked from worshiping the Lord physically at the venues of their faith communities or ministries. As such, the online form of worship in Metro Manila is still the way but I can tell you from my experience that onsite, physical presence worship of the Lord is the better and more preferable way to worship Him. Online worship has its limits and it lacks the immersion that on-site, physical worship has.

That being said, I encourage you all reading this to pray to God to enlighten all the public officials (from the barangay up to the national level) to look up to Him and come back to Him for His guidance which they really need when it comes to managing the people and their communities as everyone still struggles with the COVID-19 pandemic. The public officials need prayers for the Lord to guide them, strengthen them and prevent them from getting lost.

It should be noted that just days ago, the Metro Manila Council left the decision on community control to national government. Just think about that! Metropolitan Manila Development Authority (MMDA) Benhur Abalos and the mayors met and that was all they could come up with – letting someone else decide for the many millions of people living and struggling in the National Capital Region (NCR).

As such, praying to the Lord to help the public officials is very much needed. It is a fact that each local government unit (LGU) in Metro Manila is struggling not only with their respective COVID-19 vaccine operations but also with all other functions.

Also pray to the Lord that the national government will be more accommodating to the businesses and churches that got negatively affected by these community quarantine levels. Pray to the Lord that the employees, the business owners, the people of faith, the pastors and ministries will be assisted and accommodated better.

COVID-19 Crisis: ECQ for Metro Manila announced (August 6 to August 20, 2021)

A lot of people were very surprised yesterday with the sudden announcement that Metro Manila will be placed under the stricter enhanced community quarantine (ECQ) status effective August 1 until August 20, 2021 supposedly in connection to the rising spread of the highly infectious Delta variant (Parañaque and Las Piñas each have one) and COVID-19 cases in general. It is surprising because very recently it was announced that the National Capital Region (which Metro Manila is clearly part of) would be placed under the strict form of general community quarantine (GCQ) from August 1 to 15, 2021.

Take note that the Metro Manila mayors favored ECQ and even set terms that include the national government will provide financial assistance to their respective constituents plus millions of vaccines.

Metro Manila will be placed under the most restrictive enhanced community quarantine (ECQ) from August 6 to 20, Malacañang said on Friday.

This, after President Rodrigo Duterte approved the Inter-Agency Task Force for the Management of Emerging Infectious Diseases’ (IATF-EID) recommendation to impose the strict quarantine classification in Metro Manila.

In an announcement aired over state-run PTV-4, Presidential Spokesperson Harry Roque said Metro Manila will stay under general community quarantine (GCQ) “with heightened restrictions” from July 30 to August 5 and will shift to ECQ from August 6 to 20.

“Hindi po naging madali ang desisyon na ito. Maraming oras ang ginugol para pagdebatehan ang bagay na ito (It is not an easy decision. We have spent so much time to debate on the proposal [to place Metro Manila under ECQ]),” Roque said.

Metro Manila is currently under GCQ with heightened restrictions. Its quarantine status was supposed to be extended until August 15.

However, Metro Manila mayors have urged the IATF-EID to implement a two-week ECQ in the country’s metropolis to prevent the spread of the more infectious Delta coronavirus variant.

More restrictions

Roque said “additional restrictions” would be imposed in Metro Manila from July 30 to August 5.

“The heightened restrictions for NCR are more stringent compared to the GCQ with heightened restrictions of other areas,” he said in a press statement.

Roque said indoor dine-in services and al fresco dining are prohibited and only take-out and delivery are allowed in Metro Manila.

“For people working in these establishments, operations are allowed to continue and finish within the day,” he said.

Personal care services like beauty salons, beauty parlors, barber shops and nail spas may operate up to 30 percent of venue or seating capacity, Roque said.

He added that indoor sports courts and venues and indoor tourist attractions and specialized markets of the Department of Tourism (DOT) may not operate, while outdoor tourist attractions, as may be defined by the DOT, will be allowed at 30 percent venue capacity.

Roque said only Authorized Persons Outside their Residences will be allowed to travel “into and out” of NCR Plus, which is composed of Metro Manila, Bulacan, Cavite, Laguna, and Rizal.

Only virtual religious gatherings shall be allowed. Gatherings for necrological services, wakes, inurnment and funerals for those who died of causes other than Covid-19 shall be allowed, provided they are limited to immediate family members, he said.

Avoid panic buying

Following the government’s decision to implement ECQ in Metro Manila from August 6 to 20, Roque reminded the public not to resort to panic buying.

“Meron naman tayong isang linggo para mag-prepara dito sa two weeks na ECQ. Wala pong dahilan para mag panic buying dahil maski ECQ po, bukas naman po ang ating mga groceries (We still have one week to prepare for the two-week implementation of ECQ. There’s no reason for panic buying because despite the ECQ implementation, groceries are still open),” he said.

Apart from Metro Manila, Iloilo province and its city, Cagayan de Oro City, and the City of Gingoog in Misamis Oriental have also been placed under ECQ from July 21 to August 7.

On Tuesday, Roque announced that individuals residing in Iloilo province and its city, as well as the cities of Cagayan de Oro City and Gingoog, will receive cash assistance worth PHP1,000 per individual or PHP4,000 per family.

When quizzed if Metro Manila residents would also be given financial aid, Roque said: “Most likely but will seek confirmation.”

Economic damage and losses very likely

While it is understandable that ECQ is a response to the Delta variant and COVID-19 problems, it is very clear that this will result more financial losses on businesses and damage the nation’s economy which itself has been struggling to stand up and grow. Take note that the more businesses lose money, it could lead to job losses and result in lower tax collection on the part of the national government and LGUs. Department of Trade and Industry (DTI) Secretary Ramon Lopez has thanked President Rodrigo Duterte for approving the recommendation of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) to put Metro Manila and nearby provinces under general community quarantine (GCQ) with heightened restrictions.

“The economy cannot bear another massive lockdown. We lose around PHP30 billion for a two-week lockdown. Many lost their jobs, livelihood, most of them are micro (and) SMEs (small and medium enterprises),” Lopez said during the Laging Handa public briefing Thursday.

He said the recommendation of placing National Capital Region (NCR) Plus under GCQ with heightened restrictions is in accordance with the IATF’s consultations with reliable health experts.

Lopez underscored that the IATF enforces restrictions amid the threats of the more infectious Covid-19 Delta variant.

But the restrictions are focused on ‘super spreader’ activities like mass gatherings, while lockdowns will remain a granular lockdown approach, the DTI chief said.

He also called on businesses to create their own health and safety committee that will ensure minimum public health protocols are being monitored and maintained in their respective establishments.

COVID-19 vaccination operations will still continue

Malacañang said the government’s COVID-19 vaccination program will proceed in Metro Manila even if the region will be under the enhanced community quarantine (ECQ) from August 6 to 20.

COVID-19 Crisis: 118 businesses in Las Piñas City awarded with Safety Seals

To ensure that business establishments are safe for customers to visit and do business transactions in during this COVID-19 pandemic, the inspection team of the City Government of Las Piñas found one hundred and eighteen businesses qualified for the Safety Seal as revealed in a recent Manila Bulletin news report. That is a majority of the recent inspection of almost one hundred fifty businesses they visited.

The Las Piñas City government inspection and certification team has already inspected 149 business establishments around the city.

Out of the evaluated establishments, 118 have already been awarded with safety seal certification for passing the checklist in the implementation of health and safety protocols to prevent the spread of COVID-19.

The Safety Seal Inspection Team formed by Mayor Imelda Aguilar is composed of City Administrator Reynaldo Balagulan, City Public Information Officer-Paul Ahljay San Miguel, and other offices in the city government.

According to the report, 31 business establishments that were inspected and evaluated still need to comply with other requirements before they will be awarded with safety seal certification.

Aguilar called on all business establishments in the city to comply with the checklist requirements.

She said the safety seal certification will allow businesses the opportunity to gradually increase their operating capacity.

For the newcomers reading this, business establishments having Safety Seals posted should restore business confidence at least in the short term. Within Las Piñas, SM Southmall itself got certified safe. Offices at Las Piñas City Hall qualified for Safety Seals. Whether an office or a business establishment has a Safety Seal or not, visitors can still do their parts in meeting health protocols by wearing face masks and face shields.

COVID-19 Crisis: Foreign direct investments spiked in April 2021 in connection to CREATE Law, economic reopening and other factors

It’s been months since the last time I wrote about the Corporate Recovery and Tax Incentives for Enterprises act otherwise referred to as the CREATE Law. For the newcomers reading this, the CREATE Law was designed to cut down corporate income tax which should lead to the creation of new jobs and the attraction of investment in mind. The said law is really crucial in this COVID-19 crisis we are all still living with.

Recently, the Philippine News Agency (PNA) published an article stating that a huge rise of foreign direct investments (FDIs) in the country was realized this past April and the CREATE Law was one of the factors behind it.

An economist has attributed the rise of foreign direct investments (FDIs) in the country in April 2021 to the implementation of the Corporate Recovery and Tax Incentives for Enterprises (CREATE) law and the opening of the economy.

The Bangko Sentral ng Pilipinas (BSP) on Monday reported the 114.4-percent year-on-year jump of net FDI inflows to USD679 million last April from USD317 million in the same period last year.

In a report, Rizal Commercial Banking Corporation (RCBC) chief economist Michael Ricafort said lower interest rates and lower cost of some inputs like real estate property and leases are plus factors that enticed higher FDIs.

“Some foreign investors may have started to come in view of the progress made on the CREATE law, which was finally signed on March 26, 2021 and reduces corporate income tax rates to 25 percent for large corporations (from 30 percent) retroactive July 1, 2020, thereby narrowing the gap with the tax rates in other Asean/Asian countries, and also provides greater certainty on investment incentives, thereby helping attract more FDIs and making some foreign investors on the sidelines in recent months/years to become more decisive and finally bring in more FDIs into the country,” he said.

Ricafort said positive credit rating actions on the Philippines, which even got its first-ever A-level credit rating, A-, from the Japan Credit Rating Agency (JCR) in June 2020, also boosted investors’ sentiment on the domestic economy.

The positive credit rating actions, he said, “reflect improved international investor confidence in the country, manifesting the country’s improved economic fundamentals, as well as the country’s attractive demographics.”

These factors are, however, expected to be countered by the still high number of coronavirus disease 2019 (Covid-19) cases, aggravated by new variants that are reported to be more contagious.

Ricafort believes that higher government spending, especially on infrastructure, and the accommodative monetary policy by the Bangko Sentral ng Pilipinas (BSP) are seen to further support the rise in net FDIs.

The above article is indeed filled with good news that our nation badly needs, especially since there are still many millions more people around the country who have yet to get vaccinated and the fact that lots of businesses are still struggling. In recent times, patients under the A4 category have been gradually vaccinated for COVID-19 and that is a very good thing because it under that very category where the nation’s laborers are listed. There are still lots of unemployed workers out there who badly need vaccines and jobs, and it does not help that certain local government units (LGUs) had to temporarily suspend their local vaccination operations due to a lack of supply of vaccines. There are supposed to be around 13 million doses of vaccines to come into the Philippines this month, and so far some of that have arrived (click here, here and here).

More on economics, apart from the rise of FDIs last April, it was reported that the local demand for office space nationwide grew by 38% rising from 122,000 square meters (sqm) in the first quarter of 2021 to 169,00 sqm. in the second quarter. It was described to be the strongest office demand since the start of the pandemic.
