Philippines And Japan To Negotiate On Intelligence-Sharing Pact

Philippines President Ferdinand “Bongbong” Marcos formally met with Japanese Prime Minister Takaichi Sanae in Tokyo and they agreed to start negotiations to conclude a security intelligence-sharing pact as both of them were disturbed by the military presence of Communist China at sea, according to a news report by Kyodo News. The two nations also came up with new bilateral agreements on other important matters.

The leaders of Japan and the Philippines announced Thursday they will begin formal negotiations to conclude a security intelligence-sharing pact, in their latest effort to boost cooperation amid shared concerns over China’s military activities.

Japanese Prime Minister Sanae Takaichi and Philippine President Ferdinand Marcos Jr. also agreed on upgrading bilateral ties to a “comprehensive strategic partnership,” they said at a joint press event after their meeting in Tokyo.

It is the first time the Philippines has formed a comprehensive strategic partnership, which is viewed by Japan as the second-highest level of bilateral ties after an alliance. Japan already has such partnerships with Laos, Malaysia and Vietnam among Southeast Asian countries.

“Collaboration with the Philippines, one of our closest like-minded partners, is extremely vital for the realization of a free and open Indo-Pacific,” Takaichi said, referring to the vision advocated by Japan as a veiled counter to China’s growing clout.

Marcos said that the meeting was “very productive and forward-looking” that covered “the ever-expanding scope” of the bilateral relationship.

The two confirmed they will work closely together to promote the provision of Japanese destroyers and other defense equipment to the Philippines, following Japan’s relaxation of rules on overseas transfers of lethal weapons in April.

Takaichi and Marcos issued a joint statement, saying Japan and the Philippines “have entered a platinum era of relations” characterized by “unprecedented levels of trust, cooperation, and strategic alignment.”

Japan and the Philippines, both close U.S. allies, have been ramping up their security collaboration in recent years in the face of China’s maritime assertiveness in regional waters.

Beijing claims the Tokyo-controlled, uninhabited Senkaku Islands in the East China Sea, while asserting sovereignty over almost the entire South China Sea, where its coast guard ships have taken aggressive actions against Philippine vessels near disputed shoals.

In the statement, Takaichi and Marcos expressed “serious concern” over the situation in the East and South China seas and reaffirmed their “strong opposition to any unilateral attempts to change the peacefully established status quo by force or coercion.”

The intelligence pact envisaged by Japan and the Philippines is known as a general security of military information agreement, or GSOMIA, which would oblige them to protect their shared military secrets to facilitate information exchanges.

Japan has similar bilateral deals with such countries as the United States, South Korea and Australia.

In January, Tokyo and Manila signed an acquisition and cross-servicing pact for smoother sharing of defense supplies, and their reciprocal access agreement enabling faster troop deployment for joint drills and disaster relief operations took effect last September.

The Philippines has been a recipient of Japan’s official security assistance program, which supports like-minded partners by providing defense equipment, since its launch in fiscal 2023.

The two countries, both highly dependent on oil imports from the Middle East, also share the challenge of securing enough energy supplies amid global disruptions since the U.S.-Israeli conflict with Iran began in late February.

Takaichi told reporters that Japan, which has relatively abundant strategic oil reserves, will boost its support for the Philippines and other Southeast Asian states’ efforts to bolster their oil stockpiling.

On the economic front, the two governments signed a new tax treaty to avoid double taxation, which Marcos said will “enhance the business environment and promote greater cross-border investment.”

They also agreed to consider revising an economic partnership agreement between Japan and the Association of Southeast Asian Nations, of which the Philippines serves as this year’s chair, as well as of a bilateral EPA between Tokyo and Manila.

Marcos’ four-day visit to Japan through Friday as a state guest comes as Tokyo and Manila mark the 70th anniversary of the normalization of diplomatic relations this year.

For a few months now, the economies of Southeast Asian nations have been affected by the higher costs of imported oil from the Middle East and there is no telling what evil the terrorist state of Iran could do with regards to the critical Strait of Hormuz. As such, the need for Southeast Asian nations to diversify their crude oil procurement sources is clear and Japan confirmed it will help them, according to a news article by Jiji Press with additional content from Manila Bulletin.

The Japanese government plans to help Southeast Asian countries diversify their crude oil procurement sources, in order to stabilize petrochemical supply chains amid the ongoing Middle East tensions.

Faced with recent energy shocks following the effective closure of the Strait of Hormuz, Southeast Asian nations, which depend heavily on imported crude oil, are working to reduce their reliance on Middle East oil.

The Philippines has depended on the Middle East for more than 90 pct of its crude oil imports. In March, the Philippines declared a national energy emergency due to soaring crude oil prices.

The Southeast Asian nation recently started importing crude oil from Russia, even while some countries have reduced or halted imports from Russia as part of sanctions following its invasion of Ukraine. The Philippines has also shown a willingness to pursue joint oil and gas exploration with China in the South China Sea, where the two countries have territorial disputes.

Philippine President Ferdinand Marcos Jr. said in a recent interview, “I don’t think that we will go back to the old system where the majority of the petroleum products that are coming out of the Strait of Hormuz are going to Asia.”

Marcos expressed expectations that Asian countries will further advance the diversification of their crude oil supply sources in the coming years.

Other member states of the Association of Southeast Asian Nations, such as Thailand and Vietnam, are also seeking to diversify their procurement of crude oil by increasing imports from the United States and African countries, in addition to Russia.

At an ASEAN summit in Cebu in the Philippines earlier this month, leaders reaffirmed in a joint statement their commitment to diversifying crude oil procurement sources and promoting energy trade in the region. They also exchanged views on the idea of establishing joint oil and gas reserves.

Meanwhile, the Japanese government is wary of the potential impact on domestic supply chains if supply chains in Southeast Asia, a petrochemical manufacturing hub, are disrupted.

“Supporting supply chains in Asian countries will directly contribute to strengthening the Japanese economy,” Japanese Prime Minister Sanae Takaichi said, indicating her intention to support ASEAN.

In April, the Japanese government announced a framework to provide financial support of 10 billion dollars, or around 1.6 trillion yen, to help stabilize energy supplies in Asian countries.

President Ferdinand Marcos Jr. on Wednesday secured stronger commitments for deeper economic integration during a high-level roundtable meeting with top Japanese business executives at the Imperial Hotel in Tokyo.

In his meeting with leaders of Japan’s largest conglomerates and financial institutions, Marcos bagged an aggregate investment commitment of $3.4 billion (approximately P210 billion) from participating Japanese corporations.

In a statement, the Presidential Communications Office (PCO) said these combined capital inflows are “projected to catalyze substantive macroeconomic benefits, expanding domestic industrial capacity and directly generating thousands of high-quality, specialized jobs for Filipinos.”

The PCO added that the infusion “underscores the resilience of the Philippine market, promising long-term economic dividends by fortifying local supply chains, upgrading tourism infrastructure, and accelerating technology transfers across critical growth sectors.”

The President is in Tokyo for a four-day state visit upon the invitation of the Japanese government.

In his remarks, Marcos said a robust Philippine-Japan economic corridor is critical and that laying the groundwork for an enhanced, unified partnership is essential to navigate global difficulties, build resilience, and sustain momentum.

“As we mark 70 years of the normalization of our diplomatic relations, we are no longer simply commemorating history. We are entering a new chapter – a chapter defined not only by friendship, but by deeper integration, shared growth, and a common belief in the future,” the President told the leaders of Japan’s largest conglomerates and financial institutions.

He outlined a unified government approach spearheaded by the Department of Trade and Industry (DTI) and the Department of Tourism (DOT).

“The Philippines is pursuing a clear national direction: building an economy where infrastructure, industry, finance, human capital, and connectivity move together as one system of growth,” Marcos said.

“Increasingly, we recognize that trade and tourism will be among the most important engines of that growth.”

He underscored the importance of stronger trade and tourism linkages, saying these are not supporting sectors but “core drivers of economic expansion in the Philippines moving forward.”

“This is a philosophy our two countries understand deeply,” the President said.

He also acknowledged the foundational contributions of several Japanese firms operating in the Philippines, such as All Nippon Airways, Toyota, Mitsubishi Corporation, Marubeni, Panasonic, and Fast Retailing.

He thanked these Japanese investors for their continued confidence in the Philippine economy and for helping create high-quality opportunities for Filipino workers and industries.

“You are no longer just investors in our economy. You are builders of it,” Marcos told the Japanese business leaders.

The Philippines is not yet in stagflation, economists said, but slowing growth, high inflation, weak public spending, and the Middle East oil shock are pushing parts of the economy closer to danger.

Michael Ricafort, chief economist at Rizal Commercial Banking Corp., said some weaker sectors may already be feeling near-stagflation conditions.

“Near stagflation conditions for some vulnerable, already weak industries. But stronger ones are more insulated,” Ricafort said.

His comment followed President Marcos Jr.’s statement that potential stagflation is among the concerns keeping the government “awake at night” as officials try to contain prices of basic goods and keep the economy running.

Jonathan Ravelas, senior adviser at Reyes Tacandong & Co., said the country is still not in stagflation, although the risks are rising.

“There are potential stagflation risks, but we’re not yet there,” Ravelas said at the weekly Pandesal Forum in Quezon City on Wednesday.

He said unemployment remains below its long-term average, while the economy continues to post positive growth despite the slowdown.

“If we talk about the average unemployment rate in the Philippines since the 1960s, it’s 7.5 percent. Right now, our numbers are between 5 percent and 5.3 percent,” Ravelas said.

Inflation, however, remains a major threat. Ravelas said consumer prices could climb to 8 percent to 9 percent toward the end of the year, with households likely to feel the sharpest impact from higher fuel, food, and transport costs.

He said the stagflation concern recalls the oil shocks of the 1970s, when energy disruptions pushed prices sharply higher while economic activity weakened.

Ravelas said the more immediate challenge is reviving spending, particularly government spending, to keep growth from losing further momentum.

He said the economy is still feeling the effects of last year’s flood-control scandal, which disrupted public works and slowed disbursements, while the inflationary impact of the US-Iran conflict has added pressure.

Restraining spending now, he said, would be like “shooting ourselves on our foot” because it would further weaken recovery.

“We need to be able to work on improving consumption,” Ravelas said.

He also said the government must convince the public that it is acting decisively to stabilize prices.

“When it comes to fighting inflation, we need to show our countrymen, from a government perspective, that prices are stable. That would be a good opportunity so that they will believe the government is doing something,” he said.

Ravelas noted the country should also invest in upskilling workers to improve employment prospects.

Given the inflation pressure, he said the Bangko Sentral ng Pilipinas is likely to take a defensive policy stance and raise interest rates by 50 to 75 basis points, although it must balance inflation control with the need to support growth.

A separate report from the De La Salle University Carlos L. Tiu School of Economics said inflation is being driven mainly by fuel, as higher energy costs feed into transport, logistics, and production.

“Fuel costs have more than doubled since the war began, pushing inflation sharply higher from May through August 2026. We expect inflation to peak at around 8 percent in August,” economists Jesus Felipe, Mariel Monica Sauler, Gerome Vedeja, political scientist Susan Kurdli, and research assistant Seth Paolo Paden said in the school’s May economic report.

They said the disruption in the Strait of Hormuz has also cut off roughly a third of global fertilizer supply, keeping inflation elevated through the end of 2026.

By early 2027, the report said, energy and fertilizer pressures are expected to ease, with inflation likely to return to the BSP’s 2 percent to 4 percent target band by April 2027 and settle at around 2.8 percent in 2028.

The DLSU economists said the current inflation surge is a supply shock caused by war-related disruptions in global energy and food markets, making interest rate increases an imperfect response.

“Higher interest rates will neither bring oil prices down nor reopen the Strait of Hormuz. What they will do is make borrowing more expensive, slow investment, and constrict household spending,” they said.

President Ferdinand Marcos Jr. said the Philippines is counting on stronger cooperation with Japan on investment, energy security, and defense as his administration seeks to keep the economy moving despite high inflation, slower growth, and pressure from the Middle East crisis.

Speaking to Japanese media in Malacañang ahead of his May 26 to 29 state visit to Japan, Marcos said the government remains confident the economy can recover from the recent slowdown, citing continued investor interest and policy measures meant to cushion consumers and businesses.

The economy grew 2.8 percent in the first quarter, slower than 3 percent in the fourth quarter of 2025, while inflation surged to 7.2 percent in April from 4.1 percent in March.

Marcos said the government was trying to keep the “economic machine running” despite “elements of fear” arising from global uncertainty.

“Luckily, I suppose, or at least as I said, we are still continuing to see marked interest in investment in the Philippines,” Marcos said.

“And perhaps this is why. This is because of the policies that we adopted, the incentives that we put out for investors. And so slowly we can see the way through this. Where we will recover through this,” he added.

Marcos said the risk of stagflation, or weak economic growth combined with rising inflation, remains a major concern.

He said the government has rolled out fuel subsidies, cash aid for the transport sector, a price cap on imported rice, and the P20-per-kilo rice program to help contain inflation and ease the burden on consumers.

“We want to keep the system, the economic system, continuing to function. We have done all these measures to keep inflation down,” Marcos said.

The President said his talks with Japanese Prime Minister Sanae Takaichi are expected to focus on energy security and defense cooperation, including tensions in the South China Sea and East China Sea.

Marcos said both countries have faced coercive actions and “gray zone” tactics, making adherence to international law and the United Nations Convention on the Law of the Sea central to the discussions.

He said he would also push for the full implementation of the Reciprocal Access Agreement signed in July 2024 and the Acquisition and Cross-Servicing Agreement signed in January.

Marcos said Japan’s participation in this year’s Balikatan exercises marked a significant step in strengthening interoperability among allied forces.

He also said the Philippines expects to benefit from Japan’s easing of restrictions on defense exports, including support for radar systems, aircraft, vessels, information technology sharing, and personnel training.

The Japanese Self-Defense Forces on Wednesday fired two anti-ship missiles during a large-scale multinational exercise in the Philippines, with the two countries’ defense ministers observing the launches.

The two Type 88 surface-to-ship missiles successfully hit and sank a decommissioned Philippine navy vessel floating about 75 kilometers off Paoay on the northern Philippine island of Luzon during the annual Balikatan exercise co-hosted by the United States and the Philippines.

The live-fire drill involving about 140 Ground Self-Defense Force personnel was open to the media.

The Subic Bay Metropolitan Authority (SBMA) has temporarily taken measures to provide port clients with the much-needed financial support, amid the ongoing rise in fuel costs in the global market.

SBMA Chairman and Administrator Eduardo Jose L. Aliño explained that this is in line with President Ferdinand R. Marcos Jr.’s Executive Order No. 110, which immediately placed the entire country in a state of national energy emergency due to geopolitical tensions in the Middle East.

Aliño added that such temporary measures aim to provide aid to industries affected by the Middle East crisis by ensuring that cost-stabilizing strategies for the transport and food sectors are implemented without delay. 

“These initiatives, including reduced fees and extended free storage, provide a fiscal cushion to reinforce investor confidence and prevent supply chain bottlenecks,” said Aliño.

He also cited that key industry participants namely, importers, suppliers, consignees, vessel owners, and consumers, will experience the impact of these measures through their respective counterparts – terminal operators, cargo handlers, brokers, consolidators, processors, ship agents, and shipping lines, resulting in a cascading effect throughout the supply chain.

As part of this initiative, the SBMA will implement a five percent tariff reduction on all commercial vessels, including harbor fees, berthing fees/ anchorage fees, and harbor cleaning fees, as well as a five percent tariff reduction on cargo charges including wharfage fees, and storage fees.

“We will also implement a five percent tariff reduction on SBMA shares such as pilotage fee, hauling services, tugboat services, heavy equipment rental, line handling services, chandling services, water tendering, cargo handling for containerized cargo, and bunkering services,” he added.
 
Additionally, the SBMA is also offering free storage for non-containerized cargo, and free storage period for an additional 2-day extension. 

To further aid port clients, the SBMA will temporarily suspend the collection of shares from terminal operators/cargo handlers for liquid bulk cargo handling and related activities; the implementation of the one percent admission fee for liquid bulk; and the implementation of the ten percent increase on cargo handling and miscellaneous charges of non-containerized/ general cargoes.

Chairman Aliño assured port stakeholders that these measures shall take effect immediately upon its approval and ratification by the SBMA Board of Directors, adding that these will remain in force until geopolitical tensions subside, at which point they shall be lifted via a formal issuance following Board approval.

I Love Israel: Further Israel-Philippines Cybersecurity Partnerships And Agreements Confirmed

Cybersecurity in the Philippines will be enhanced as further cybersecurity partnerships and agreements between Israel and the Philippines are underway, according to a news report by GMA News.

Israel is seeking to expand its cybersecurity presence in the Philippines, saying the latter is one of the most “attacked” countries in Southeast Asia.

“One of the sectors that we identified there as very relevant and important for relationships was definitely the cybersecurity sector. I think that the cybersecurity sector, when we talk about the Israel-Philippine relationship, enjoys both the demand from the Philippine side, because we are well known for very advanced, proven cybersecurity solutions,” Israeli Economic Counsellor Ofek Venecianer said at an event in Bonifacio Global City on Thursday.

She said further cybersecurity partnerships and agreements are now underway between Israel and the Philippines with the shared goal of improving the Philippines’ cybersecurity.

“I think this is a great momentum that we’re trying, of course, to leverage and bring to the table more players from the Philippines side and from the Israeli side as well,” she added.

Israeli Ambassador Dana Kursh said there was a need to improve the country’s knowledge, technologies, and capabilities due to technology’s high involvement in the war.

“Cybersecurity is a huge and grave threat because it can impact us easily… It is something that is relevant to this war and we can learn from it and we can exchange best practices to utilize. We can be either defensive or offensive,” she said.

“Cybersecurity is the next war. It’s the war today… I don’t want cyber security or any other innovative tool to be against someone. I want it to be for something. So, we have to find ways to think together and to prepare for not the next future, but the future is now to see how we protect our citizens, both from ballistic missiles and from hackers that want to make harm for us and for the next generation of us,” she added.

In February, the Philippine government said that it had already been making significant moves to further strengthen the country’s cyber landscape through partnerships with other countries like Japan and Canada.

In December, a group of cybersecurity professionals also made a call to the government to bolster the country’s cybersecurity framework.

They noted there were “long overdue” reforms needed to address vulnerabilities caused by “years of underinvestment, lack of coordination, and misplaced priorities.”

In a message to GMA News Online, the Department of Information and Technology (DICT) said that they continue working on strengthening the Philippines’ cybersecurity, which includes cooperation with countries like Israel.

“DICT and CICC continue to partner with the Israeli Government through their embassy to find better and more advanced tools and methods to combat cyber threats. Most specially after the Middle East crisis. No less than the President directed [the] DICT to ensure that the country has a strong cyber defense posture,” said DICT Secretary Henry Aguda.

To all my readers, I encourage you to pray to the Lord for even closer ties between Israel and the Philippines so that people of both nations can benefit greatly with one another. Israel is a world-leader in technology and cybersecurity, and the Philippines can achieve a lot of greatness with the Israelis as the strategic partner. Without enhanced cybersecurity, the Philippines will be vulnerable to hackers, thieves, scammers and terrorists from around the world.

At the same time, I encourage you all to realize the truth that Israel is the land God designated specifically for the Jewish people (read Genesis 35:10-12) and His command must be followed without hesitation. If you want to be blessed further by the Lord, do so by loving and blessing the Jewish people (Genesis 12:1-3). I did my part when I was in Israel. Also, let me remind you all that the ties between the Jews and Christians are truly biblical!

I encourage you all to pray to the Lord God in support of Israel, to love and bless the Jewish people, and pray for the peace of Jerusalem.

America Points At Corruption Anew As Barrier To Trade And Investment With The Philippines

While the Philippines continues to be active on attracting investments from around the world, it still has yet to wipe out the plague of corruption which remains a persistent challenge in the private and public sectors. That being said, the United States pointed to the corruption as a major barrier to trade and investment with the Philippines, according to a Manila Bulletin news report. This is not the first time America noticed Philippine corruption in relation to economics.

The United States (US) has once again flagged corruption as a major barrier to trade and investment with the Philippines, as recent efforts to clean up regulatory and judicial processes have failed to yield positive results.

In this year’s National Trade Estimate (NTE) report, the Office of the US Trade Representative (USTR) said corruption continues to be a “pervasive and longstanding problem” in doing business in the Philippines. The report was released on Tuesday, March 31.

This year, unlike last year’s NTE report, the USTR specifies that corruption remains a persistent challenge in both the private and public sectors.

“National and local government agencies, for example the Bureau of Customs (BOC), are beset with various corruption issues, including allegations of overt bribery,” it said.

The USTR said attempts by the BOC to address customs and corruption concerns continue to fall short, as reports of corruption and irregularities in customs processing remain widespread.

In particular, US businesses are complaining about incidents of undue and costly delays, irregularities in the valuation process, exhaustive inspection and testing of some products, and inconsistent assessment of fees.

The USTR also called out the “lack of transparency in judicial and regulatory processes,” which ultimately undermines efforts to address corruption.

The agency is urging the Philippine government to deal with corruption once and for all, warning that it may impact trade and investment flows between the two longtime allies.

“If left unchecked, bribery and corruption can negate market access gained through trade negotiations, frustrate broader reforms and economic stabilization programs, and undermine the foundations of the international trading system,” the USTR said.

Despite the Philippines’ efforts to strengthen its intellectual property (IP) protection and enforcement, the USTR said the US remains dissatisfied with “inconsistent enforcement activities.”

“Stakeholders report issues with online piracy and sales of counterfeit goods, including apparel, shoes, watches, jewelry, perfume, and electronics,” it said.

Issues involving counterfeiting and piracy led to the continued inclusion of Greenhills Shopping Center in the 2025 Review of Notorious Markets for Counterfeiting and Piracy, or the USTR’s Notorious Markets List, released last month.

The government’s efforts to combat issues involving IP rights are weakened by the slow prosecution and conviction of cases, the USTR said.

Further, the USTR said that the US has concerns about the Philippines’ laws regarding the protection of internationally recognized labor rights, as well as the enforcement of labor laws.

The USTR noted that the Philippines currently does not have a ban on the importation of goods produced with forced or compulsory labor, which earlier prompted the agency to investigate the country along with 59 other economies.

Meanwhile, the agency also raised its objections to the country’s persistent problem with wildlife trafficking, which undercuts regulated trade in wildlife products and may lead to the contamination of global supply chains that would ultimately reach US consumers.

Without sufficient measures in place, the USTR said these market-distorting practices may weaken the trading relationship between the US and the Philippines.

“The Philippines has not entered into an Agreement on Reciprocal Trade with the US that includes commitments to address these distortions,” it said.

Philippine imports to the US, minus some exemptions, are subject to a 10-percent global tariff. This is lower than the 19-percent tariff imposed on such goods during the second half of last year.

Unlike countries that have negotiated tariff deals with the US, the Philippines remains at the whim of US President Donald Trump and his ever-unpredictable global trade agenda.

With the 2025 NTE report essentially shaping Trump’s tariff scheme last year, the USTR said the new 2026 report is no different, as it seeks to outline the US’ aim to rectify what it considers unfair trade practices of its trading partners.

With the ongoing war in the Middle East, the hiked prices of fuel and other problems happening already, the World Bank (WB) sees the economy of the Philippines achieving gross domestic product (GDP) growth of 4.6% this year and 5.3% next year, according to a Manila Bulletin news report.

Philippine economic growth would likely remain below its potential of at least six percent until the end of the Marcos Jr. administration, according to the latest forecasts by the World Bank.

Documents on the latest $800-million Philippines Growth and Jobs Development Policy Loan (DPL) 1, approved by the Washington-based multilateral lender last week, showed a projected 4.6- percent gross domestic product (GDP) growth rate for the country in 2026, inching up from the post-pandemic-low of 4.4 percent in 2025. This forecast is below the government’s downgraded five- to six-percent growth target for the year.

For 2027, the World Bank expects the Philippine economy to grow by 5.3 percent, which would also be lower than next year’s downscaled 5.5- to 6.5-percent goal.

By the time President Ferdinand R. Marcos Jr. steps down and turns over to a new administration in 2028, World Bank projections showed 5.5-percent GDP growth, still below the six- to seven-percent target.

“The growth outlook remains moderate over the near term, with activity expected to remain subdued in 2026 before gradually strengthening… The impact of the government’s anti-corruption efforts and a significantly lower infrastructure budget in 2026 is expected to weigh on public investment,” the World Bank said.

The lender added that a smaller statistical carry-over into 2026 signals weaker initial momentum, with growth projected to average 5.2 percent in 2026 to 2028, driven by recovering private domestic demand amid easing inflation and financing conditions.

“Private consumption is expected to benefit from stable labor income and improved confidence, while private investment gradually strengthens alongside improved credit conditions and a normalization of public capital spending. External demand, particularly for electronics and artificial intelligence (AI)-related exports, is projected to remain supportive, although global trade uncertainty presents downside risks,” the document said.

This World Bank report was prepared in mid-February before it was disclosed last week, which means that the impact of the war in the Middle East was not yet taken into consideration by the lender in its GDP growth forecasts.

At that time, the World Bank projected headline inflation to stay within the Bangko Sentral ng Pilipinas’ (BSP) two- to four-percent target range, averaging about 2.8 percent in 2026 to 2028.

Before the domestic price pressures wrought by the Middle East conflict that sent global oil prices soaring, the World Bank believed that the BSP would likely keep a neutral-to-supportive policy stance while balancing the still-negative output gap against risks from exchange-rate volatility and food inflation. A negative output gap refers to the economy expanding below its potential, which, for the Philippines, is estimated at about six percent annually.
