Philippines Attracted Only $7.79 Billion In Foreign Direct Investment In 2025

It can be said that 2025 is indeed a very disappointing year for the Philippines as it attracted only $7.79 billion in terms of net inflows of foreign direct investments (FDI), according to a news report by the Manila Bulletin. The said figure is a drop of more than 17% compared with 2024 and it is recalled that the flood control corruption scandal of 2025 negatively affected the nation.

Net inflows of foreign direct investment (FDI) into the Philippines plunged to their lowest level in a decade—excluding the pandemic slump—as investors stepped on the brakes on injecting funds into the country.

The latest data from the Bangko Sentral ng Pilipinas (BSP) released on Tuesday night, March 10, showed net inflows of FDI stood at $7.79 billion for the full year of 2025, dropping 17.1 percent from the $9.4 billion recorded in 2024.

It bears noting that the 2025 performance marks a significant downturn, as full-year FDI was the lowest since the 2020 pandemic level of $6.82 billion.

Excluding the pandemic period, 2025 net FDI represents the lowest level in a decade since the $5.64 billion recorded in 2015. This contraction was a consistent trend throughout 2025, with cumulative annual growth remaining negative every month since January.

On a positive note, the final figure exceeded the country’s $7-billion full-year target.

According to the BSP, the overall decline in investments was largely driven by net debt instruments, or intercompany borrowings, which shrank by 27 percent to $5.27 billion from $7.22 billion in 2024.

Meanwhile, net equity capital, other than reinvestment of earnings, grew by 31.4 percent to $1.32 billion from $1.01 billion the previous year. Reinvestment of earnings also saw a modest expansion of 2.5 percent, reaching $1.2 billion.

For the full year, equity capital placements were primarily sourced from Japan, the United States (US), Singapore, and South Korea.

Investments were largely channeled into financial and insurance activities, manufacturing, and wholesale and retail trade.

In December 2025 alone, net inflows were recorded at $560 million, marking the lowest in three months since September 2025 at $316 million.

Robert Dan Roces, group economist at SM Investments Corp. (SMIC), said investors delayed their investments, particularly in December. He added that softer inflows likely reflect seasonality.

Looking ahead, Roces believes the ongoing military conflict in the Middle East could add a layer of uncertainty, triggering market volatility. Still, he sees a gradual rebound in 2026 on the back of improving global financial conditions.

“While the Iran conflict adds uncertainty through higher oil prices and market volatility, we still expect FDI to gradually recover in 2026, particularly in manufacturing, renewable energy (RE), and logistics, as global financial conditions ease and supply-chain diversification continues,” Roces said.

Trump’s America To Launch Tariff Investigations On Several Countries

Even as the United States is busy working alongside Israel on the war against the Islamic terrorist state of Iran, the Trump administration announced that it will launch tariff investigations on several countries including trade partners like Japan, according to a news report by Kyodo News. The probes are meant to find out if unfair trading practices exist.

U.S. President Donald Trump’s administration said Wednesday it will launch tariff investigations into what it sees as unfair practices by China, Japan and over a dozen other American trading partners.

According to U.S. Trade Representative Jamieson Greer, the move is intended to “uncover a variety of unfair trading practices related to excess capacity in production” in the manufacturing sector, and replace Trump’s sweeping tariff regime that was invalidated by the Supreme Court in February.

“Our view is that key trading partners have developed production capacity that is really untethered from the market incentives of domestic and global demand,” Greer told reporters.

The other trading partners facing the investigations, carried out under Section 301 of the Trade Act of 1974, are the European Union, Bangladesh, Cambodia, India, Indonesia, Malaysia, Mexico, Norway, Singapore, South Korea, Switzerland, Taiwan, Thailand and Vietnam, Greer said.

The statute, which allows the U.S. government to impose tariffs in response to a foreign country’s alleged unfair practices, was a favorite tool of Trump for justifying higher tariffs on Chinese imports when he started a trade war with Beijing during his first term as president.

After the U.S. top court on Feb. 20 struck down a large chunk of Trump’s far-reaching tariff agenda as imposed under the International Emergency Economic Powers Act, his administration introduced a new 10 percent global duty.

However, the new 10 percent surcharge, relying on a different legal framework, can only last 150 days unless Congress approves an extension.

Greer said the Trump administration seeks to complete the investigations as quickly as possible and prepare for new Section 301 tariffs within the 150-day period.

The statute requires consultations with the governments of the targeted trading partners before tariffs can be imposed.

2025 Foreign Investments Fall Down 50.1%

With the final economic numbers of 2025 counted, it has been confirmed that approved foreign investments in the Philippines fell down by more than 50%, according to a news report by BusinessWorld.

APPROVED foreign investments in the Philippines plunged by 50.1% year on year to P272.38 billion in 2025, its sharpest fall in five years, the Philippine Statistics Authority (PSA) reported on Thursday.

Preliminary data from the PSA showed that the value of foreign commitments approved by the country’s investment promotion agencies (IPA) in 2025 was lower than P546.19 billion in 2024.

This was the steepest drop in foreign investments since the 71.3% drop recorded during the pandemic in 2020. By value, this was the lowest amount of approved foreign investments since the P241.89 billion recorded in 2022.

Singapore was the top source of investment pledges for 2025 after committing P92.78 billion, or 34.1% of the total. It was followed by the Netherlands with P35.98 billion (13.2% share) and Japan with P34.03 billion (12.5%).

Analysts attributed the sharp drop in foreign investment pledges to the sluggish investor confidence in the Philippines arising from global trade uncertainties, natural disasters and the flood control corruption scandal.

“In a nutshell, the decline in approved foreign investment pledges in 2025 was driven by a mix of weaker investor confidence due to governance and corruption issues, global economic uncertainties, cautious corporate behavior, and an unusually high base of comparison from the previous year,” said Ser Percival K. Peña-Reyes, director of the Ateneo Center for Economic Research and Development.

Marco Antonio C. Agonia, an economist at the University of Asia and the Pacific, said uncertainty over the US tariffs may have also dissuaded foreign investors from setting up operations in the Philippines.

The United States imposed a 19% tariff on most Philippine goods beginning Aug. 7, 2025.

“Similarly, weaker growth prospects from repeated natural disasters and the flood control scandal may have encouraged foreign companies to scrap or defer their investment plans in the country,” Mr. Agonia said in an e-mail.

The Board of Investments (BoI) approved P150.34 billion worth of investment pledges in 2025, accounting for 55.2% of the total. It was followed by the Philippine Economic Zone Authority (PEZA) with investment pledges worth P107.06 billion (39.3% share), and the Bases Conversion and Development Authority (BCDA) with P7.01 billion (2.6%).

For 2025, about 45% or P122.48 billion of the total approved foreign investments will go to the energy sector, followed by manufacturing with P81.41 billion (29.9% share) and real-estate activities with P26.31 billion (9.7%).

In 2025, Calabarzon (Cavite, Laguna, Batangas, Rizal, and Quezon) cornered around P100.43 billion worth of these investment pledges. Central Luzon will get P70.74 billion while the Bicol Region got P50.76 billion.

With 2025 already behind us, one has to wonder how the Philippines performed when it comes to attracting foreign tourists and as of this writing, the final statistics have yet to be announced by the government. What is clear is that the Philippines really slumped on international tourism last year and the nation is behind many of its Southeast Asian neighbors, according to a recent news article by VnExpress International.

Vietnam and Malaysia are rising tourism stars in Southeast Asia thanks to relaxed visa policies and improving infrastructure while Thailand has lost its lead due to border clashes and safety concerns.

Vietnam received its 20th millionth foreign visitor in a year for the first time at the Phu Quoc International Airport on Dec. 15, marking a milestone for its tourism sector. The full-year is expected to exceed 21 million, surpassing the previous record of 18 million achieved in 2019 before Covid.

With its 21% growth rate this year, Vietnam is regarded by the United Nations World Tourism Organization as one of the fastest-growing markets in the world.

Malaysia attracted 28.2 million tourists in the first eight months of this year, a 14.5% increase year-on-year.

The industry will be supported by stronger Chinese tourist arrivals, improving flight connectivity and the government’s ambitious “Visit Malaysia 2026” campaign, according to HSBC Global Research.

“Malaysia is on track to easily exceed its 2025 tourism target of 31.4 million tourists, making it one of the few ASEAN economies to achieve its target.

“We estimate the number of tourists is likely to exceed 40 million.”

This year, both countries have strived to ease visa polices, enhance promotion campaigns and improve airport infrastructure.

Indonesia and Laos have also seen increasing tourist numbers.

Indonesia received over 12.76 million foreign visitors in the first 10 months, a 10% increase, with Malaysia, Singapore, Australia, and India being the leading source markets. Laos received 3.8 million, a 13% increase.

Challenging year for Thailand, Cambodia – Once a tourism powerhouse in Southeast Asia, Thailand has struggled with setback after setback this year.

The crisis began in January as many Chinese tourists canceled their trips to the country following the high-profile abduction of Chinese actor Xing Xing.

Two months later a deadly earthquake in Myanmar that sent tremors across Bangkok caused widespread damage to the tourism industry.

Escalating military clashes along the Thai-Cambodian border also triggered a surge in cancellations across provinces near the fighting. Some countries warned their citizens to postpone traveling to Thailand.

Arrivals as of early December declined by 7% to 30 million. Thailand had received 40 million tourists in 2019 and 35 million last year.

Meanwhile, Cambodia’s reputation took a beating in the eyes of South Koreans due to online scams and the disappearance of hundreds of their fellow citizens who entered that country.

The South Korean government has issued warnings to its citizens to cancel or postpone non-essential travel to the Cambodian capital Phnom Penh and areas like Sihanoukville and Bokor Mountain.

Cambodia attracted only 4.75 million tourists in January-October, a decrease of 11.6%.

The Philippines received 4.7 million foreign visitors in the first 11 months of the year, a 3.02% decline due to significantly lower arrivals from South Korea and China.

Philippines Attracted Only 5.235 Million International Tourist Arrivals In January-November 2025 Period

Even though there already is a foreign tourism boom in Southeast Asia, the Philippines has literally been left behind by its neighbors as it attracted only 5.235 million international tourist arrivals for the period of January to November 2025, according to a news report by BusinessWorld.

For the newcomers reading this, the Philippines has been struggling throughout the year when it comes to attracting foreign visitors. In 2024, the Philippines attracted 5,949,350 foreign visitors which is way off the declared target of 7,700,000. A real estate advisory firm pointed to domestic travel as the key for the recovery of the nation’s tourism industry. Read my previous blog post by clicking here.

VISITOR ARRIVALS in the Philippines fell by 2.16% in the first 11 months, amid a decline in tourists from South Korea and China, Tourism department data showed.

Data from the Department of Tourism (DoT) showed international tourist arrivals dropped to 5.235 million in the January-to-November period from 5.35 million in the same period in 2024.

Of the tourist arrivals, the bulk or 4.918 million were foreign tourists, while the rest were overseas Filipinos.

South Korea remained the biggest source of tourists in the first 11 months, accounting for 21.66% of the total. While 1.134 million South Koreans visited the Philippines as of November, this was a 21% decline from the 1.436 million Korean tourists a year ago.

The US was the second-biggest source of tourists, at 894,835 or 17.09% of the total as of end-November. This was 6.57% higher than last year’s 839,635 tourist arrivals from the US.

Japan was the third-biggest source of tourists, accounting for 406,794 or 7.77% of the total, 15.36% up from 352,630 a year ago.

Tourist arrivals from Australia increased by 16.17% to 268,892 in the 11-month period. Meanwhile, tourists from China fell by 16.55% to 248,339 as of end-November.

The other top markets were Canada, Taiwan, the United Kingdom, Singapore, and Malaysia, which cumulatively accounted for 793,750 of the total arrivals.

“The weaker South Korean won amid a volatile political and economic situation over the past year and slower economic growth in China, which is the world’s second-biggest economy, on top of territorial disputes partly weighed on foreign tourism numbers,” Rizal Commercial Banking Corp. Chief Economist Michael L. Ricafort said in a Viber message.

Mr. Ricafort noted that the government should improve infrastructure to make it more convenient for tourists to travel around the country.

“Challenges include the need to further expand and develop tourism-related infrastructure such as airports, seaports, accommodation facilities, and train systems, including the Metro Manila subway and toll roads,” he added.

Despite the decline in the first 11 months, Mr. Ricafort said that it is still possible for the country to surpass the tourist arrivals last year, which reached 5.949 million.

“It is still possible, considering some seasonal increase in foreign tourists during the Christmas holiday season, especially overseas Filipino workers and balikbayans, to spend the most festive time of the year, while others escape winter,” he said.

“A higher US dollar-peso exchange rate would make it cheaper for foreign tourists to come to the Philippines,” he added.

Meanwhile, Mr. Ricafort noted the growth in tourist arrivals from India and other countries, which helped “offset the decline in major traditional sources such as South Korea and China.”

India was the 11th biggest source of tourist arrivals in the January-to-November period, accounting for 85,885 or 1.64% of the total. Tourists from India increased by 17.06% from 73,369 arrivals in the same period in the previous year.

Earlier this year, the Philippines and India signed the Implementation Program on Tourism Cooperation for the years 2025 to 2028.

For his part, Colliers Research Director Joey Roi H. Bondoc said that with only 5.235 million as of end-November, it will be difficult for the country to even surpass last year’s arrivals.

“I think it will be very difficult… We may not be able to beat that or even meet that, but of course we want to end the year stronger,” he said in a phone interview.

“We see a lot of foreign tourists still in December because of the holiday season. Definitely that optimism should spill over to next year,” he added.

As for the drop in arrivals from South Korea, Mr. Bondoc attributed this to the economic downturn and political crisis in the country.

“If you look at some integrated casinos, they were initially targeting Koreans… so they are experiencing the pinch of slower arrivals from South Korea,” he said.

Mr. Bondoc said the Philippines should try to attract tourists from other markets.

Philippines Wins Two Silvers And A Bronze In 2025 SEA Games Individual Triathlon Contests

The Philippines won the two silver medals and a bronze in the individual triathlon contests of the 2025 Southeast Asian Games (SEA Games) held yesterday in Thailand. The two silver medalists Kira Ellis (women’s triathlon) and Andrew Kim Remolino (men’s triathlon) delivered their best as they encountered strong competitors in their respective races while also struggling with health problems.

Despite battling food poisoning, Philippine triathletes Kira Ellis and Kim Remolino pushed through to claim silver in their individual events, with Fernando Jose Casares bagged bronze at the 2025 SEA Games.

Kira Ellis didn’t just race against the field in the women’s individual triathlon at the 33rd SEA Games—she also raced against her own body.

The 19-year-old Filipino triathlete revealed she was hospitalized after falling ill following the team relay events, leaving her with limited time to recover ahead of the individual race. Yet when it mattered most, she still found a way to stand on the podium.

Despite the health scare, Ellis bagged silver to add another chapter to what has been a breakout 2025 SEA Games campaign in Thailand.

She finished with a time of 01:01:03, while Indonesia’s Martina Ayu Pratiwi claimed gold in 01:00:11. Singapore’s Herlene Natasha Yu Zhihui rounded out the podium with 01:02:41.

Ellis and Ayu were virtually even through the swim, bike and even on both T1 and T2 transitions, but Ayu edged ahead during the run, covering the final leg 45 seconds faster than the Philippine triathlete.

“It was a crazy lead-up to the individual race,” Ellis shared in a post-race interview. “I got food poisoned after the triathlon relays and I was at the hospital that night. We were supposed to be resting in between the days before this.“

The illness also struck close to home, as teammate Raven Alcoseba was forced to miss the individual event after suffering the same fate.

“I was lucky I got it earlier and had a day to rest,” Ellis said. “She got it the night before, and it was really unfortunate. She should be here more than me—she’s our strongest athlete. I’m really heartbroken that we couldn’t race together because I know we could’ve done it side by side.”

Already proven on the international stage—most recently winning the Europe Triathlon Junior Cup in Riga, Latvia—Ellis admitted the illness took a physical toll, but it never broke her focus.

“It did affect my energy, but the training was there,” she bared. “Despite everything, you just have to block it out and give your best.”

The silver medal capped a demanding schedule that saw Ellis compete in five events at the Games, walking away with an impressive haul: two golds in the women’s and mixed team triathlon, plus silvers in the mixed team aquathlon, the all-women relay, and the individual race.

By the time she crossed the finish line, the result felt bigger than any medal.

“I’m happy. I raced in five events, and I couldn’t be prouder of my teammates. Everyone came here and gave their best,” Ellis said.

In the men’s individual event, the Philippines celebrated a strong showing as Kim Remolino and Fernando Jose Casares claimed silver and bronze, respectively.

But it was Rashif Amila Yaqin of Indonesia who stole the spotlight, clocking a winning time of 54:37 to dethrone Casares, who had taken gold in the same event at the 2023 edition in Cambodia.

Remolino — much like Ellis — had to battle through the lingering effects of food poisoning and went head-to-head with Yaqin throughout the race.

The Filipino triathlete matched Yaqin with a 28:31 bike split, but the Indonesian pulled ahead in the swim and run to keep the gold out of reach. In the end, he crossed the finish line at 55:03, while teammate Fernando Jose Casares settled for 56:56.

Silver medal of SEA Games mixed relay captured

The other day (December 18), the Philippines won the silver medal of the mixed relay duathlon contest thanks to the combined efforts of Erika Burgos, Maynard Pecson, Merry Joy Trupa, and Franklin Ferdie Yee. Posted below is an excerpt from the sports news report of ABS-CBN.

The mixed team relay of Erika Burgos, Maynard Pecson, Merry Joy Trupa, and Franklin Ferdie Yee copped a silver for the Philippines in the 33rd Southeast Asian Games duathlon competitions at the Laem Mae Phim Beach in Rayong, Thailand.

The squad clocked one hour, 35 minutes, and 35 seconds to secure a podium finish on Thursday, sneaking in to grab a medal after running fourth at one point in the race.

Trupa helped the Philippines move in contention for a medal when she clocked the best time of 24:26 among the participants in the third leg.

The anchor Yee closed the race with the second-best time with 23:18 to finish the race that featured a 2km run, 8km bike, and 1km run course.

The Indonesia team of Martina Ayu Pratiwi, Azizah Khunsul Qotimah, Ronald Bintang Setiawan, and Alias Praji took the gold in 1:33:58. Singapore clinched the bronze with a time of 1:36:47.

The women’s and men’s team relay both finished fourth, the day after the Philippines swept all three events in the triathlon relay events.

Philippines Wins Three Triathlon Relay Gold Medals At The 2025 SEA Games

The Philippines won the gold medals in the all-women triathlon relay, the all-men triathlon relay and the mixed triathlon events of the 2025 Southeast Asian Games (SEA Games) held yesterday in Thailand which has since been reported by GMA News (click here) and the Philippine Daily Inquirer (click here and here) and revealed via social media by Triathlon Philippines and the Philippine Sports Commission (click here, here, here and here). The Philippines continued its golden surge in the 2025 SEA Games after its triathlon teams delivered a pair of gold medals on Wednesday in Thailand.

The men’s and women’s squads both ruled the team relay competitions, adding two more gold medals to the country’s tally with three days left in the biennial event.

The women’s team, composed of Kira Ellis, Kim Mangrobang, and Raven Alcoseba, reigned supreme after clocking in one hour, 10 minutes, and 14 seconds.

Indonesia’s Martina Ayu Pratiwi, Kayla Nadia Shafa, and Renata Berliana Aditya copped the silver with 1:10:48 while Singapore’s Yen Ling Kathlyn Yeo, Louisa Marie Middleditch, and Herlene Natasha Yu settled for bronze with 1:12:00.

The Philippine men’s team also shone with Aki Lorbes, Matthew Hermosa, and Fernando Casares by finishing the relay in one hour, four minutes, and five seconds.

Earlier, Ellis and Alcoseba teamed up with Kim Mangrobang to reign supreme in the women’s team relay while Cesares connived with Aki Lorbes and Matthew Hermosa to emerge victorious in the men’s team relay event.

The Philippines first stamped its authority in the mixed relay back in 2019, with former triathlon stars John Chicano, Maria Claire Adorna, along with Mangrobang and Casares, leading the charge to gold.

Team Philippines nabbed two silver medals and a bronze in the aquathlon in the 33rd Southeast Asian Games on Tuesday at Leam Mae Phim, Klaeng Distic in Rayong.

Kira Ellis, Matthew Hermosa, Raven Faith Alcoseba, and Andrew Remolino clocked 1:04:58 to finish with a silver medal in the mixed team relay final.

The group fell short of surpassing Indonesia’s 1:04:14 as the latter won gold in the event. Malaysia finished with a bronze medal, finishing the race at 1:08:37.

Ellis, with Erika Nicole Burgos and Kim Mangrobang, also had a runner-up finish in the women’s relay final, with a time of 51:46.

Indonesia escaped the Philippines anew, winning the gold with a time of 51:23. Singapore won bronze with a 53:58 finish.

Remolino, Inaki Emil Lorbes, and Joshua Alexander Ramos earned a bronze medal from the men’s relay event, clocking 47:52.

IAEA Director General Says Philippines Is At The Right Moment For Push To Nuclear Energy

Recently the Director General of the International Atomic Energy Agency (IAEA) visited the Philippines, met with President Ferdinand “Bongbong” Marcos, Jr., and revealed to the press that the nation is at the right moment to start the push for nuclear energy, according to a Manila Bulletin news report.

The Philippines is at the “right moment” to begin pushing for nuclear energy use amid its aim to achieve energy security and reduce its reliance on fossil fuels like coal, the International Atomic Energy Agency (IAEA) said.

IAEA Director General Rafael Mariano Grossi made this remark during the International High Level Forum on Nuclear Technology (NUTEC) Plastics in Pasay City on Tuesday, Nov. 25.

He underscored that the Philippines is not new to nuclear power.

“Let’s go a little bit back in history. Your country was a pioneer long, long, long before any other countries in this region and in the world were looking at nuclear energy. But the reality is that I like to say that the Philippines is not a newcomer, it’s a revisiting country,” he said in a press conference.

“It’s a country that is reviewing, taking into account its technological capacities, what was being done here in the late 70s, early 80s, and considering that it is perhaps the right moment, as many other countries in the world, to avail itself of a notion of a clean energy that is providing solutions in many parts of the world. Why not here?,” he added.

The Philippines, during the time of former president Ferdinand Marcos Sr., once attempted to build a nuclear power plant in Bataan. While it was completed, it was never operated because of safety concerns, political issues, and corruption allegations.

Grossi said that what the Philippines is doing today with its nuclear energy push is “extremely important,” adding that small- or big-sized nuclear projects are significant and require initial capital investment.

He also noted that banks and international financial institutions in the past have turned their backs on nuclear power plants because of their “bad image.”

“But with passage of time and the safety record of nuclear and the ability to demonstrate by the industry that banks are a conservative, of course, in what they finance, there has been an important change which was initiated earlier this year when I signed with the president of the World Bank a similar agreement,” he shared.

“So, when the World Bank sent this, you know how it happens in the economy in general, when they sign from the leading institutions, the leading financing institutions in the world that there is no problem, basically, there is really no problem, no technical problem, no fundamental problem in financing nuclear,” he added.

The IAEA director pointed out that with China, India, and Pakistan, Asia “and in particular this region, is the most dynamic in terms of nuclear growth in the world.”

Malaysia, Vietnam, Singapore, and Indonesia, he cited, are also starting their own nuclear programs, as well as African countries that need grants and loans for their own nuclear push.

“People talk about the exponential growth of renewable energy, which is a very good thing, I must say. I am very positive about renewable energies,” Grossi asserted, lamenting the lack of subsidies and access to finance in the past.

“So, I believe that we are entering now a new phase. We will see how far it goes, we will see how fast it goes, but it is clearly, in my opinion, a watershed that has happened. Very important. So, it’s a very good day in that sense,” he added.

The IAEA official also met with President Marcos on Tuesday during a courtesy call at Malacañan Palace.

Grossi, who assumed office in 2019, is on his first official visit to the Philippines for the International High-Level Forum on Nuclear Technology for Controlling Plastic Pollution (NUTEC Plastics): Scaling Solutions and Partnerships for Global Impact.

Philippines At Risk Of Falling Behind Southeast Asian Neighbors Economically

The 3^rd quarter growth of only 4% the Philippines achieved has been on people’s minds a lot lately. As such, the country is at risk of falling behind its neighbors in Southeast Asia in terms of economic growth and gross domestic product (GDP) per capita, according to a BusinessWorld news report.

The Philippine economy is at risk of further falling behind its Southeast Asian neighbors, an economist said, noting it may take two years to catch up with Vietnam and up to 70 years to catch up with Singapore.

“(T)he Philippines could find itself lagging behind if alleged public spending issues continue to divert attention and resources away from the structural reforms needed to accelerate economic development,” Bank of the Philippine Islands (BPI) Lead Economist Emilio S. Neri, Jr. said in a commentary on Wednesday.

In the third quarter, Philippine gross domestic product (GDP) grew by 4%, its slowest pace in over four years amid slower household and public infrastructure spending as the flood control scandal dampened investor and con-sumer sentiment.

In the nine months to September, GDP growth averaged 5%, putting the government’s 5.5%-6.5% full-year growth target further out of reach.

“The Philippine economy is growing, but not enough to close the economic gap with other countries,” Mr. Neri said.

He noted the Philippine GDP per capita is lower compared with other economies in the region. Citing International Monetary Fund (IMF) data, he said the Philippines’ GDP per capita stood at $4,078 in 2024.

“At the current growth rate, it would take the Philippines two years to catch up with the GDP per capita of Vietnam, 4 years with Indonesia, 14 years with Thailand, 26 years with Malaysia, and 70 years with Singapore, assuming their incomes remain stagnant. In reality, their GDP per capita continues to grow, which means the gap could persist or even widen,” Mr. Neri said.

The Philippines lagged behind Singapore which had a GDP per capita of $90,674 in 2024, followed by South Korea ($36,128), Japan ($32,498), China ($13,312), Malaysia ($12,540), Thailand ($7,491), Indonesia ($4,958) and Vietnam ($4,535).

“Before the pandemic, the Philippines had a higher GDP per capita than Vietnam, but has since been overtaken. At current trends, it would take the Philippines two years to catch up with Vietnam, but that gap could increase to 13 years by 2044,” Mr. Neri said.

The BPI economist said the Philippines needs structural reforms to accelerate growth in order to close the widening gap with its neighbors.

“The current economic model of the country is not enough, as shown by the country’s inability to grow faster than 6% in recent years,” he said.

Mr. Neri said the economy has been “too reliant” on consumer spending, driven by overseas Filipino worker (OFW) remittances and the business process outsourcing industry.

“There is a need to diversify its sources of growth. The economy must improve in terms of production, especially in agriculture and manufacturing, as they will allow the economy to be more self-sufficient and to reach foreign markets. These industries have been critical to Vietnam’s success and could play a similar role for the Philippines,” he said.

However, Mr. Neri said implementing these reforms will be hard if the government lacks focus.

“Public spending issues divert fiscal resources and policymaking focus away from long-term development priorities. Efforts to strengthen safeguards against potential issues in government spending are essential, enabling the country to work on structural reforms that could improve the economy,” he said.

Approved Foreign Investment Pledges Fall Down 48.7% In 3rd Quarter

APPROVED foreign investment pledges plunged nearly 50% in the third quarter as investor sentiment soured due to the corruption scandal involving government infrastructure projects, the local statistics agency said.

Preliminary data from the Philippine Statistics Authority (PSA) showed the value of foreign commitments approved by investment promotion agencies (IPAs) fell by 48.7% to P73.68 billion in the July-to-September period from P143.74 billion in same period last year.

However, this was the highest amount of investment pledges since the third quarter of 2024.

Ser Percival K. Peña-Reyes, director of the Ateneo Center for Economic Research and Development, said the decline in approved investments can be attributed to the weaker investor sentiment.

“Tingin ko. Wala pang nakukulong eh (I think so. No one has been imprisoned yet),” he said in a Viber message, when asked if this sharp slump in approved investments will likely persist in the fourth quarter until 2026.

Quarter on quarter, the approved pledges rose by 9.34% from P67.38 billion in the second quarter.

Singapore was the top source of foreign investment pledges in the third quarter with P20.26 billion (27.5%), followed by Japan with P13.59 billion (18.4%) and Cayman Islands with P13.14 billion (17.8%).

Investment commitments from South Korea stood at P5.57 billion (7.6%), while those from China stood at P4.51 billion (6.1%)

PSA data showed the investment pledges were approved by seven IPAs — the Authority of the Freeport Area of Bataan, Bases Conversion and Development Authority (BCDA), Board of Investments (BoI), Clark Development Corp., Clark International Airport Corp., Philippine Economic Zone Authority (PEZA), and Subic Bay Metropolitan Authority.
