Ban on firecracker use and open mufflers in Muntinlupa emphasized

In the progressive city of Muntinlupa, the ban on the use of firecrackers and open mufflers were emphasized to the public by the City Government and the fire station, according to a news report by the Manila Bulletin. Take note that the New Year celebration is quickly approaching which often meant using firecrackers.

The Muntinlupa City government and the chief of the Muntinlupa City Fire Station reminded the public of the ban on the use of firecrackers and open mufflers that emit very loud noise this Christmas season.

“Reminder: Firecrackers and open mufflers are prohibited in the City of Muntinlupa. There are corresponding fines on anyone caught violating City Ordinance No. 14-092 and City Ordinance No. 04-022,” the city government posted on Facebook.

Fire Supt. Eugene Briones, chief of the Bureau of Fire Protection (BFP)-Muntinlupa said under City Ordinance 14-092, the use and sale of firecrackers and pyrotechnic devices are banned in Muntinlupa.

The ordinance prohibits “the manufacture, display, sale, distribution, possession or use of firecrackers or pyrotechnic devices and such other similar devices and the exploding of firecrackers or other similar explosives within the territorial jurisdiction of Muntinlupa City.”

Violators face fines from P1,000 to P5,000.

The ban on open mufflers is contained in City Ordinance 04-022 or the Muntinlupa Traffic Code.

Section 9 of the ordinance prohibits the use of gadgets on vehicles that “emit exceptionally loud or startling sounds.”

“No private person shall use or cause to be used sirens, bells, horns. whistles or similar gadgets that emit exceptionally loud or startling sounds, including dome lights and emergency red flashing lights installed in either front or rear, and emergency red light blinkers and other similar signaling or flashing devices that actually impede and confuse traffic and which are inconsistent with sound traffic discipline and control on the roads,” according to the section of the ordinance.

Metro Manila Council (MMC) to release official guidelines on firecracker use

The Metro Manila Council (MMC) – a special governing body composed of incumbent mayors of cities of Metropolitan Manila – now has a new leader and as the Christmas holidays are nearing, they will soon release official guidelines regarding the use of firecrackers, the Manila Bulletin reported.

San Juan City Mayor and Metro Manila Council (MMC) President Francis Zamora said the MMC is set to release guidelines on the firecracker ban to be implemented in the National Capital Region (NCR) as part of its efforts to minimize the number of injuries caused by the misuse of firecrackers during the new year revelry.

During the joint session of the MMC and the Regional Development Council (RDC) which he co-chairs, Zamora said that the Metro Manila mayors will convene to discuss the guidelines they will implement regarding the firecracker ban which was first imposed by former President Rodrigo Duterte in 2017.

Executive Order no. 28, “Providing For The Regulation and Control of the Use of Firecrackers And Other Pyrotechnic Devices,” bans individuals from using firecrackers or setting up their own fireworks displays, a cultural tradition Filipinos are accustomed to during “events of personal, religious, cultural and national importance,” especially during New Year’s Eve or even the Chinese New Year.

“Magkakaroon ng designated firecracker areas. Ngunit depende din yan sa pagkakasunduan ng mayors kasi each city will have its own designated fireworks area para iwas syempre sa aksidente ngayong bagong taon (There will be designated firecracker areas, but these will depend on what the mayors of each city will agree upon because each city will have its own designated fireworks area to avoid accidents this new year),” Zamora said.

The EO sets forth the criteria that must be complied with before a display of fireworks can qualify such as: it must be conducted on the occasion or as part of a celebration, competition, or similar event held in a venue other than the residence; it is conducted under the supervision of Philippine National Police (PNP) – licensed and trained personnel; and, it has a municipal/city permit that states the date, time and area where the display will be conducted.

In December last year, the PNP released the names and brands of allowed and prohibited firecrackers and pyrotechnics.

In my experience, I often see sellers of firecrackers during the days leading to the New Year whenever I passed by BF Homes in Parañaque and along Tropical Avenue in BF International, Las Piñas. I wonder if they will make a comeback this year as the entire nation continues to recover socially and economically from COVID-19.

New Year Message (2022)

Happy New Year to all of you my readers wherever you are! The year is now twenty twenty-two (2022). During the past year, the pandemic of COVID-19 still impacted everyone around the world but thanks to our Lord, breakthroughs happened and humanity (no matter how divided) moved on.

2021 is notable with the release of COVID-19 vaccines which were injected into many people globally and along the way there were signs of economic growth confirming socio-economic recovery is real and going on right now. Along the way, more venues of churches reopened and even though there were specific limits on capacity, more people returned to those said venues to worship God, His Son Jesus and the Holy Spirit together. As I mentioned last year, no matter what happens, we must never lose faith in the Lord. It is only He who can protect us, lift us up, restore us and bless us. Also do not forget to thank God for the blessings and breakthroughs that happened in your lives. With God, nothing is impossible!

For this website, which has lasted almost three years now, I am delighted to share to you all that for the calendar year of 2021, www.CarloCarrasco.com registered around 285,000 hits (page views) and was visited by more than 205,000 users! Both figures are improvements over the 2020 numbers! More on the 2021 website hits, the single biggest source among nations is my native Philippines with more than 104,000 followed by India with over 76,000, Brazil with almost 16,000, the United States with more than 12,000 and Egypt with over 11,000. In terms of lifetime statistics (since January 4, 2019), this website has registered more than 645,000 hits worldwide!

2021 is also the record year of publishing new posts through this website with 594 which had a mix of faith articles, Christian Music Appreciation pieces, retro entertainment reviews, press releases, news-related pieces and more. I should state that two new series of articles composed of “Better than Streaming” and “I Love Israel” were notable additions not just for the variety of posts of this website but also for the enlightenment of the readers.

COVID-19 Crisis: Can the Philippines achieve its target of fully vaccinating 54 million people by December 31, 2021?

With the new year 2022 just days away, time is quickly running out for the national and local authorities in achieving its goal of having fifty-four million people all over the Philippines fully vaccinated (2 doses of most brands of COVID-19 vaccines). According to a recent article by the Philippine News Agency (PNA), around seven million Filipinos need to be fully vaccinated within the year to hit the target.

The Philippines still needs to fully vaccinate seven million Filipinos by the end of the month to meet its target of 54 million and achieve population protection this year.

Based on the data from the national Covid-19 vaccination dashboard, the Philippines, as of Saturday, has administered a total of 105,329,784 doses of vaccines nationwide, with 47,109,449 Filipinos now fully protected and 1,365,827 others have received their booster shots.

Due to the onslaught of Typhoon Odette, the country’s average daily vaccination rate has decreased to 675,567 doses.

Despite a few setbacks on the vaccination program, Presidential Adviser on Covid-19 response Vivencio Dizon earlier said the government remains optimistic that the targeted 54 million fully vaccinated is still achievable with more deliveries of the single-dose Janssen Covid-19 vaccine.

“Iyong ating mga areas na tinamaan ng bagyo, siyempre hindi natin mai-expect na magbakuna sila dahil nga busy sila sa relief at sa rehabilitation. Pero iyong mga ibang lugar naman na hindi tinamaan ng ‘Odette’ ay talagang dapat paigtingin natin at tuluy-tuloy lang tayo (Those areas hit by the typhoon, of course, we cannot expect that they could still vaccinate because they are busy with relief and rehabilitation. But we will continue in areas that are not affected by ‘Odette’),” he said in a previous interview.

Dizon said the government would further ramp up the administration of second doses and single-shot Janssen vaccines, particularly in areas that have not been affected by the typhoon.

“Ang priority nation, lahat ng second dose; at pina-prioritize din natin iyong Janssen vaccines natin dahil isang bakuna lang, isang dose lang ay fully vaccinated na ang ating mga kababayan (All the second doses are our priority, and we are also prioritizing the Janssen vaccine because it is just one injection – in only one dose, our countrymen will be full vaccinated),” he said.

Muntinlupa City: Motorists with open pipe mufflers, modifications will be apprehended

Ahead of the Christmas and New Year celebration, the City Government of Muntinlupa warns motorists that altered tailpipes emitting loud sound are prohibited in the city.

The Muntinlupa Traffic and Management Bureau (MTMB) has announced that those who will use aftermarket mufflers, or removal of such, which emit excessive loud noise and cause disturbances in the holiday season will be apprehended.

“Mahigpit na ipinagbabawal ang paggamit ng Open Pipe Mufflers at iba pang modipikasyon sa Lungsod ng Muntinlupa. Ito ay nakapaloob sa ating ordinansa 04-022 o mas kilala bilang Muntinlupa Traffic Code, Art. III Sec. 9,” the MTMB posted in its Facebook page.

Under City Ordinance 04-22, “no private person shall use sirens, bells, horns, whistles or similar gadgets that emit exceptionally loud or startling sounds.” Violators will be fined with 2,500 pesos.

To report violations, the public may coordinate with the following offices: MTMB (8831-9884), PNP Muntinlupa (8862-2611), and BFP Muntinlupa (8842-2201).

Further, the City Government reminds the public of the on-going ban on firecrackers and pyrotechnic devices.

Under City Ordinance No. 14-092 the display and distribution of firecrackers in Muntinlupa is prohibited as part of the local initiative to reduce casualties and harmful effects of pyrotechnic devices to public health and the environment.

Apprehended individuals using firecrackers will be fined with P1,000 up to P5,000. While commercial establishments selling firecrackers may face revocation of permit and license to operate in pursuant to penalties provided in the ordinance.

Since the implementation of the firecracker ban, the City Health Office has recorded a significant decrease in firecracker-related injuries and casualties.

Mayor Jaime Fresnedi urges residents to use alternative noise-making instruments and not to patronize firecrackers and open-pipe mufflers. The local exec encouraged Muntinlupa residents to safely celebrate the holidays especially with the threat of the Omicron variant.

As of December 15, Muntinlupa City has 13 active cases, 27,596 confirmed cases with 27,004 recoveries, 579 reported deaths, 15 suspect cases, and 259 probable cases.

A Look Back at Mantra #16 (1994)

Welcome back, superhero enthusiasts, comic book collectors and fans of the Ultraverse! This is my first Ultraverse retro comic book review of this new year and it will be about Mantra once again. To put things in order, the Archimage Quest is over and its aftermath has been done. Mantra is back in the contemporary world and, along the way, has communicated spiritually with the soul of Eden Blake (whose body has since been occupied by Lukasz). Quite intriguingly, Lukasz expresses romantic feelings for Eden in the spiritual realm. At the household of the Blakes, a certain Eden Blake returned to the lives of the children and has made moves to remarry ex-husband Gus.

You want to find out more about Lukasz and Eden? Who exactly is that woman in the Blake household? We can find out in this look back at Mantra , published in 1994 by Malibu Comics with a story written by Mike W. Barr and drawn by Jason Armstrong.

Early story

The story begins in California. Mantra started flying into the air leaving Kevin Green/Prime at the front of his home. While flying, Lukasz communicates with the soul of Eden Blake who continues to insist that he should abandon the fantasy of them loving each and other, and simply accept his role living as a woman and living her life. Still clinging on to feelings, Mantra/Lukasz refuses to accept losing Eden.

Mantra quietly enters the Blake household and quickly encounters Evie (Eden’s daughter), whom she has not seen since the Archimage Quest started. Evie does not realize that Mantra is actually her mother’s body in disguise and thus she treats her like a heroic celebrity. Evie reveals to Mantra that her parents are getting remarried.

Just after leaving Evie and the room, Mantra spots the other Eden Blake by the poolside socializing with Gus and a few guests (including a certain old man on a wheel chair). Eden tells Mantra/Lukasz that the said lady is the impostor…

Quality

Pay close attention to the details.

I can say that the story and script were well-written by Mike W. Barr which is not surprising since he really set the overall direction of the Mantra monthly series and he took his time on doing twists and surprises. The theme of this particular issue is identity crisis which reflects Lukasz being in Eden’s body, Eden being in the spiritual realm as a displaced soul and the impostor living with Eden’s family.

When it comes to characterization, Lukasz is still focused on becoming a man again but already he adjusted a lot already filling Eden’s role as a mother as well as an employee of Aladdin. His newfound closeness with Eden’s soul added a lot of new freshness in this series and this is highlighted further now that the Archimage Quest has finally concluded. By this time, Lukasz and Eden are a romantic pair and the male warrior expressed that he has gotten tired of fifteen centuries of fighting and hopping from one body to another, displacing so many souls and ruining their respective personal lives.

As for the plot, this one will remind you about what happened in issue . It has a lot to do preparations for a wedding and a conflict between people who wield magic. The plot has a nice surprise which I urge you to find out yourselves.  

Conclusion

More interactions between Mantra and Eden.

Mantra (1994) is an entertaining Ultraverse comic book to read. As usual, it has a strong story as well as strong characterization which makes it compelling. Finding out who exactly is the impostor was well worth it

If you are seriously planning to buy an existing hard copy of Mantra (1994), be aware that as of this writing, MileHighComics.com shows that the near-mint copy of the comic book costs $8.

Overall, Mantra (1994) is recommended.

New Year Message (2021)

Happy New Year to all of you my readers! It is now twenty twenty-one! Last year has been defined as the year of the pandemic of COVID-19 which profoundly impacted many people’s lives as well as the way governments managed their economies, their people and processes.

While 2020 has been a very challenging year for everyone, we still have a lot to thank our Heavenly Father, our Lord Jesus and the Holy Spirit for. In times of prosperity and challenges, we must never ever lose faith in the Lord. It is only the Lord who can lift us all up from the pandemic and other challenges in life, and as such we must keep on worshiping Him, thanking Him and do His Word (the Holy Bible). The pandemic and other unfortunate events that happened were NOT God’s doing to harm us at all, and it certainly is NOT His will to cause us trouble. Satan and his pawns caused the COVID-19 pandemic in the first place and not too many people realize that.

As for this website, 2020 has been a record-breaking year in terms of posts registered and, more importantly, in terms hits (page views) and visitors attracted, and hits density per country!

For the year 2020, this website registered more than 270,000 hits with over 175,000 visitors who visited! Of those numbers, December 2020 was the biggest month with almost 96,000 hits and almost 65,000 visitors recorded! When it comes to countries of origin for the hits, more than 60,000 came from the Philippines followed by India (44K), Guatemala (28K), Brazil (22K), Egypt (16K), Indonesia (14K), Brunei (11.8K), the United States, (11.4K), Mexico (8.8K) and many other nations that are too many to write down here!

2020’s website statistics easily overtook 2019’s numbers a lot! 2020’s hits was more than three times that of 2019. 2020’s visitors was more than double that of 2019. For these great numbers achieved, I am very thankful to the Lord! A Look Back at Wonder Woman #12 (1988)

Welcome back, superhero enthusiasts, comic book collectors and fans of Wonder Woman and DC Comics! Happy New Year to you all as well! To start 2021, I have another Wonder Woman retro comic book review here.

Before getting to the review, I want to ask if you were able to watch Wonder Woman 1984? I have not seen it yet as the local cinemas in our part of Metro Manila still have not reopened. I have no intention to stream the new movie at all. Big movie productions like the one starring Gal Gadot and Chris Pine were clearly made for the big screens in the cinemas and I am patiently waiting for the golden opportunity to watch Wonder Woman 1984 in a theater. If the nearest local cinemas won’t reopen due to this ongoing pandemic, the next best option for me is to get the movie in its future 4K Blu-ray release.

Going back to the Wonder Woman comic series of the post-Crisis DC Comics era, I reviewed issue #11 recently which saw Princess Diana enter the forbidden zone of Themyscira as she struggles to fulfil the challenge of Olympus’ deities. Meanwhile, Queen Hippolyte decides to take action by following and search for her daughter. This naturally troubles the Amazons who themselves are uncertain about what the deities have in plan for them.

With those details laid down, here is a look back at Wonder Woman , published in 1988 by DC Comics with a story written George Perez and Len Wein. Perez illustrated the comic book with ink work done by Bruce D. Patterson.

Early story

The story begins with the armored Queen Hippolyte making her way down into the forbidden zone, with a feathered companion flying just near her. Suddenly a horde of bats surround her compelling her to defend herself. She notices that the vulture made no effort to help her which convinces her that it is there to guide.

Over at Oklahoma, Steve Trevor sits by his very old father and apologizes to him for failing to be there sooner. Tearfully he remembers the demise of his mother and the times he spent with his father growing up. Downstairs, Etta Candy examines a framed photo of Steve’s mother.

Deep within the forbidden zone, Wonder Woman is struck with disbelief as she just encountered in the flesh the one mysterious warrior whom she was named after which Queen Hippolyte and the Amazons did not discuss with her…

The mysterious warrior tells Princess Diana: I’ve waited this day far longer than you could imagine—-but if there’s anything I’ve learned here, it’s that life on the mortal coil follows a grand design! We were faither to meet, child—from the day you were born!

Quality

This comic book showed more of Queen Hippolyte’s side of the story than the previous issue.

Once again, this is another high-quality work of art and literature done by the creative team led by the Perez-Wein duo and considering the way things were structured, this proves that they really planned this storyline early and this very comic book happens to be full of revelations relating to a notable event in the past of the Amazons.

In this particular chapter of the Challenge of the God’s storyline, Wonder Woman’s significance (in connection with events that took place before her birth) and her special bond with Steve Trevor (in relation to issues #2, #3, #4, #5 and #6) were deeply emphasized through the story of the mysterious warrior whose name is also Diana and also a native from man’s world. The mysterious warrior’s personal story and discovery of Themyscira were excellently dramatized by Perez-Wein, which is not surprising, and the narrative was carefully paced giving readers breathing space to learn the details.

Picking up from the previous issue, this comic book’s focus on Queen Hippolyte has grown larger effectively creating what is technically a solo adventure for her within the forbidden zone. Compared to her daughter, Queen Hippolyte has deeper knowledge of the history of the place and is naturally cautious with her search for Diana. I should state that the dialogue style written for the queen was very cleverly crafted. Meanwhile, the Olympus deity Pan was clearly portrayed to be the evil manipulator and clearly the Satan figure of the story.

Conclusion

Princess Diana meets the other Diana whose past is linked with the Amazons.

Wonder Woman (1988) is another excellent work by the Perez-Wein creative team. It is more than just a Wonder Woman story and more than just a well-told fantasy of the DC Comics universe, it is filled with very profound revelations that further deepen the legacy of the Amazons and Wonder Woman’s significance. As for the influences behind the design and symbols on Wonder Woman’s costume, those have been revealed in this comic book as well.

If you are seriously planning to buy an existing hard copy of Wonder Woman (1988), be aware that as of this writing, MileHighComics.com shows that the near-mint copy of the regular edition costs $30 while the near-mint copy of the newsstand edition costs $60.

Overall, Wonder Woman (1988) is highly recommended!

Muntinlupa City to strengthen campaign on firecrackers ban, aims three-year zero casualty streak

Following the success of the local ban on firecrackers and achieving zero firecracker-related injuries during the holiday season on 2018 and 2019, the City Government of Muntinlupa is all set to strengthen its campaign aiming for a three-year zero casualty streak.

Mayor Jaime Fresnedi urged the public to strictly observe the on-going ban on firecrackers and pyrotechnic devices, including open pipe mufflers and other modifications, during the Christmas and New Year celebration. Fresnedi said this initiative is also a protective measure to prevent COVID-19 transmission from social gathering among constituents.

DOH Metro Manila Center for Health Development lauded Muntinlupa City as a model LGU in implementing the ban on firecrackers and fireworks in NCR. Muntinlupa is the sole LGU to have reported zero casualty and firecracker-related injury in Metro Manila for two years in a row.

The mayor ordered the Peace and Order Council, in coordination with Muntinlupa City Police Station, to install checkpoints and conduct inspections and clearing operations on thoroughfares and marketplaces to apprehend violators.

Recently, the Muntinlupa City Council passed Ordinance No. 14-092 prohibiting the display and distribution of firecrackers in Muntinlupa as part of its efforts to reduce cases of casualties and harmful effects of pyrotechnic devices to health and the environment.

Violators will be fined with P1,000 up to P5,000 penalty. While commercial establishments selling firecrackers may face revocation of permit and license to operate in pursuant to penalties provided in the ordinance.

Further, mall owners or similar establishments may organize fireworks displays in designated areas upon securing a permit from Bureau of Fire Protection and the Philippine National Police.

While alternative noise-making activities are encouraged, the Muntinlupa Traffic and Management Bureau warned motorists that the use of aftermarket mufflers, or removal of such, which emit excessive loud noise causing disturbances in the holiday season will be apprehended.

As per City Ordinance 04-022 or the Muntinlupa City Traffic Code, motorists shall equip their vehicles with a muffler to prevent unusual noise.

Recently, the Department of Health also discouraged the use of “torotot” and whistles during the holiday season as it poses risk of spreading COVID-19 through the release respiratory droplets from using these instruments. The public is encouraged to use beat drums, blow car horns or use various household items to make noise on New Year’s Eve instead.

To report violations, you may coordinate with the following offices: MTMB (8831-9884), PNP Muntinlupa (8862-2611), BFP Muntinlupa (8842-2201), and Muntinlupa City Department of Disaster Resilience and Management (8925-4351).

As of December 15, Muntinlupa City has 5,025 confirmed cases with 4,814 recoveries, 48 active cases, 163 reported deaths, 40 suspect cases, and 241 probable cases.
