US State Department Flags Corruption In The Philippines As Barrier To Investment

Corruption is sadly deeply rooted here in the Philippines. So much so, the State Department of the United States flagged corruption as a barrier to investment in the Philippines, according to a GMA Network news report. To be clear, there have been economic forecasts about the Philippine economy growing less than 6% this year (possibly ending below the national government’s declared targets) and the US State Department published its detailed report about the country and investment online. As a lot of people are angry over corruption, tremendous economic damage of P1.7 trillion in market capitalization was wiped out (update: the Securities and Exchange Commission chairman apologized for stating the P1.7 trillion figure).

The United States Department of State has flagged “pervasive” corruption in the Philippines as among the major barriers to foreign investment in the country.

In its 2025 Investment Climate report, the US State Department said “corruption is a pervasive and long-standing problem in both the public and private sector” in the Philippines.

It also cited the country’s rank of 114th out of 180 countries on Transparency International’s 2024 Corruption Perceptions Index and “remaining around that level since 2019.”

The State Department added that the World Economic Forum also flagged corruption as among the top problematic factors for doing business in the Philippines.

“The Philippines’ complex, slow, redundant, and sometimes corrupt judicial system inhibits the timely and fair resolution of commercial disputes,” it said.

“Foreign investors describe the inefficiency and uncertainty of the judicial system as a significant barrier to investment. Investors often decline to file cases in court because of slow and complex litigation processes and fears of corruption. Stakeholders report an inexperienced judiciary when confronted with cases involving complex issues such as technology or science,” it added.

The State Department also said its embassy in Manila has received multiple reports from US businesses of overly invasive searches, inconsistent customs charges, and solicitations of “facilitation fees” (such as bribes) from some customs officials.

Asian Development Bank Sees Philippine Economy Growing Less Than 6% This Year

The Asian Development Bank (ADB) predicted that the economy of the Philippines will achieve growth of less than 6% this year, according to a GMA Network news report.

The Asian Development Bank (ADB) has maintained its economic growth outlook for the Philippines this year on the back of sustained domestic demand despite global trade uncertainties.

In the September 2025 edition of its flagship Asian Development Outlook (ADO), the ADB said it forecasts the country’s gross domestic product (GDP) to grow at 5.6% for 2025, maintained from the ADO July edition’s outlook.

The multilateral lender said that “robust domestic demand amid subdued inflation will support Philippine economic growth this year and the next.”

“The Philippines’ growth outlook remains resilient amid a global environment of shifting trade and investment policies and heightened geopolitical uncertainties,” said ADB country director for the Philippines Andrew Jeffries.

“Though these uncertainties pose increased risk, we see strong domestic demand anchoring growth, with sustained investments and an accommodative monetary policy supporting the economy’s expansion,” said Jeffries.

For 2026, the ADB said it sees the Philippine economy to grow at 5.7% — the same level as the country’s actual growth rate in 2024.

Nonetheless, the bank said the country is expected to remain a bright spot in Southeast Asia, “with the second highest GDP expansion in the region.”

Moreover, the ADB said it forecasts inflation to ease at 1.8% this year, before rising to 3% in 2026 to return to the government’s target range of 2% to 4%. The latest 2025 inflation forecast is lower from July’s 2.2%.

Muntinlupa City Government’s Support For Qualified Single Parents Confirmed

Recently in the progressive City of Muntinlupa, the City Government confirmed that it will provide financial support to qualified single parents so that they can handle the rising cost of goods and other expenses, according to a GMA Network news report. This is in reference to the local program called the Muntinlupa City Solo Parents Cash Subsidy.

Qualified single parents would get P1,000 in cash support each month to help them deal with the rising cost of commodities, according to the Muntinlupa City government.

“Alinsunod sa direktiba ni Mayor Ruffy Biazon na palakasin ang suporta sa ating indigent Solo Parents, makakatanggap na ang mga qualified beneficiaries ng P1000 monthly cash assistance sa bisa ng City Ordinance No. 2025-311 o ang Muntinlupa City Solo Parents Cash Subsidy,” the Muntinlupa City local government said in a Facebook post on Friday.

(In accordance with Mayor Ruffy Biazon’s directive to strengthen support for our indigent solo parents, qualified beneficiaries will now receive P1000 monthly cash assistance through either City Ordinance No. 2025-311 or the Muntinlupa City Solo Parents Cash Subsidy.)

“Layon nitong makatulong sa ating solo parents na ramdam ang bigat ng patuloy na pagtaas ng mga bilihin at gastusin sa araw-araw,” it added.

(This aims to help our solo parents who feel the weight of the continuing increase of daily goods and expenses.)

The Muntinlupa local government unit identified those who are qualified for the assistance: Minimum wage earner or below; Self-employed or with no regular job earning minimum wage or below; Not a 4Ps beneficiary.

Meanwhile, a solo parent is no longer qualified if all of his or her children are already over 22 years old.

Wanted Man Apprehended After Getting Spotted During Online Live Selling

Believe it or not, a man who was wanted for carnapping and estafa was arrested by the police in Pampanga after he was recognized during an online live selling session, according to a GMA Network news report. The suspect wore a face mask, a cap and sunglasses during the live selling.

A man wanted for estafa and carnapping was arrested after he was recognized by authorities in an online live-selling video.

According to Emil Sumangil’s exclusive report in “24 Oras” on Wednesday, the informant identified the suspect via the live video through the shape of his face and tattoo on the arm.

“Siya ay naka-face mask, naka-sumbrero, at naka salamin na hindi typikal sa paningin ng ating mga kababayan kapag sila ay nagbebenta o nagla-live selling,” said Philippine National Police Highway Patrol Group spokesperson Police Lt. Nadame Malang.

(He was wearing a face mask, a ballcap, and a pair of sunglasses on, which are not a typical appearance for those doing live sellings.)

Authorities were able to trace the location of the live selling at Lubao, Pampanga, which also led to the arrest of the suspect.

The PNP-HPG said the suspect was charged for estafa for fraudulent selling of anime figurines worth P800,000 to P900,000.

One of the alleged victims, who is now based in Australia, shared photos with GMA Integrated News that will prove his transactions with the suspect.

“Nangako po siya na babayaran ako through post dated checks, so nag-isyu po siya ng anim na post dated checks sa akin. Unfortunately po, lahat po ‘yun tumalbog,” he said.

(He promised that he would pay me through post dated checks which he did by issuing six. Unfortunately, all of them bounced.)

“Tinaguan na po kami, hindi na po siya totally nagre-reply sa mga messages ko,” the victim said, adding that there are 40 other victims.

(He hid from us and he was not totally replying to my messages.)

The PNP-HPG called on the other victims to coordinate with them.

Philippines Unemployment Rate Hits 5.3% in July 2025

As controversy about flood control projects continues to dominate the news cycles, more Filipinos reported themselves as unemployed this past July as the unemployment rate jumped to 5.3%, according to a GMA Network business news report.

The number of Filipinos without jobs or livelihoods increased in July 2025 due to weather disturbances which affected various sectors of the labor market during the period, according to the results of the Philippine Statistics Authority’s latest Labor Force Survey.

At a press briefing on Wednesday, PSA chief and National Statistician Claire Dennis Mapa reported that unemployed persons, ages 15 and above, rose to 2.59 million from 1.95 million in June 2025. This was also higher than the 2.38 million jobless in July 2024.

As a percentage of 48.64 million participants in the labor force who are actively looking for labor opportunities during the period, the number of jobless persons translated to an unemployment rate of 5.3%, up from 3.7% month-on-month.

This means 53 in 1,000 individuals do not have jobs or livelihoods during the period. This was also the highest unemployment since August 2022’s 5.3%.

Labor force participation in July 2025 declined from 52.42 million in June 2025 and 50.06 million in July 2024.

Likewise, employed persons, or those with jobs and livelihoods, during the period contracted to 46.05 million from 50.47 million in June 2025 and 47.68 million in July 2024.

As a percentage of labor force participants, the employment rate stood at 94.7%, lower than the 96.3% seen in June 2025 and 95.3% in July 2024.

Mapa attributed the increase in unemployed persons and decreases in both employed and labor force participation to the series of storms which hit the country during the month.

“Una talaga ang nangyari dito sa July round is first tinamaan ang ating bansa, maraming areas ng typhoons. Ito talaga ‘yung nakita namin na main reason kung bakit bumababa ang labor force participation at employment na rin,” the PSA chief said.

(First, what we saw during the July round is that many areas of the country were hit by typhoons. This was really the main reason why the labor force participation and employment numbers declined.)

Philippines Offshoring Industry Expected To Reach $61 Billion By 2030

The Philippine offshoring industry is expected to contribute as much as $61 billion or P3.45 trillion for the economy by 2030 amid a significant shift in the global landscape, research released by global talent solutions partner Robert Walters showed.

According to Robert Walters, the offshoring sector is projected to increase its contribution by 69% from its current contribution of $36 billion, equivalent to 10.14% of the country’s gross domestic product by the end of the decade.

“To put the $61 billion figure into perspective, that’s more than three times the Philippines’ annual education budget,” Robert Walters head of market intelligence Phill Brown said in an emailed statement.

“Offshoring is becoming a long-term economic driver for the Philippines and underscores the growing confidence in the country’s skilled workforce and its ability to support critical, global-facing business operations,” he added.

The research took into consideration estimates from a combination of secondary sources and industry databases, and projections calculated using workforce size and average revenue per employee.

Robert Walters cited the country’s high English proficiency, the specialization in tech and transformation services, and pool of digital infrastructure and engineering talent, which it said has enabled the country to take on complex functions in technical and knowledge-based domains.

Among the most in-demand skills are backend programming, cloud engineering, and information technology (IT) security, highlighting rising global demand for technical capability in cybersecurity and cloud transformation.

Better than Streaming: Limited Screenings of Nausicaä of the Valley of the Wind in the Philippines Begin Today

Welcome back fellow geeks, Blu-ray collectors, anime enthusiasts and movie buffs!

The 1984 classic anime feature film Nausicaä of the Valley of the Wind (directed by Hayao Miyazaki) will have limited screenings on specific branches of SM Cinema starting today and will last until September 16, 2025, according to SM Cinema’s recent Facebook announcement and GMA Network’s lifestyle news article.

To make things clear, Nausicaä of the Valley of the Wind is just one of many Studio Ghibli feature films that will be playing through SM Cinema branches with the Studio Ghibli Fest 2025 launching today. Other Studio Ghibli feature films include My Neighbor Totoro, Spirited Away, Princess Mononoke, The Wind Rises and Ponyo. All of those anime productions were directed by Miyazaki but in my personal anime viewing experience, Nausicaä of the Valley of the Wind remains the most memorable one.

The Studio Ghibli Fest 2025 is happening this month, and six films from the highly acclaimed Japanese animation studio will be screened in select local cinemas.

SM Cinema announced the happy news on its social media pages last August 31.

“Six worlds. Endless wonder. One big screen. From Totoro’s forest to Chihiro’s spirit world, journey back into the imagination of Hayao Miyazaki and experience the timeless magic of Studio Ghibli,” it said.

Several classic Studio Ghibli films will be screened in select SM Cinemas nationwide from September 10 to 16.

Here is a list of the films part of the Studio Ghibli Fest 2025: Spirited Away, My Neighbor Totoro, Princess Mononoke, The Wind Rises, Ponyo, (and) Nausicaä of the Valley of the Wind.

Why Nausicaä of the Valley of the Wind is significant

Among the works of Hayao Miyazaki, Nausicaä of the Valley of the Wind is the one that resonates with me the most and I have a long history of viewing the anime feature film. The first time I saw it was in its mid-1980s, butchered English-dubbed version titles Warriors of the Wind on home video. Being so young back then, I was not aware of the original Japanese version and I simply enjoyed what was presented in English. The leading lady Nausicaä was renamed as Princess Zandra while the Ohm were referred to as gorgons.

For the newcomers reading this, the 1980s was not exactly a good time of anime productions being released in the West in English and alterations for the Western market was the norm. Warriors of the Wind was more than 20 minutes shorter than the original Japanese version.

In the early 2000s, Nausicaä of the Valley of the Wind was released uncut with a new English-dubbed version (plus English subtitles with the original Japanese audio) involving the talents of Patrick Stewart, Uma Thurman and Alison Lohman. The footage that was missing in Warriors of the Wind easily made the new version – released on DVD in 2005, Disney Blu-ray in 2011, GKIDS and Shout! Factory Blu-ray in 2017, and limited edition steelbook Blu-ray in 2020 – a must-buy for both fans and anime enthusiasts who enjoy classics.

I myself acquired the 2005 DVD of Nausicaä of the Valley of the Wind by trading an old video game for it and enjoyed it a lot. I saw both the English-dubbed and English-subtitled versions in different times, and the complete footage added to my enjoyment of it. If I were to make comparisons, I prefer the 1984 film over Princess Mononoke (I had a Blu-ray copy of it).

Nausicaä of the Valley of the Wind on Blu-ray disc format (limited edition steelbook version) is still available for purchasing online and you only need to click here. I wonder when will a 4K Blu-ray version of it be announced.

What it is lacking for me is the experience of watching Nausicaä of the Valley of the Wind on the big screen inside the movie theater. This is why I am personally interested in replaying it at an SM Cinema branch during the week-long Studio Ghibli Fest 2025. At the same time, it is rare for anime classics to be screened in movie theaters here in the Philippines. As much as I love watching movies on Blu-ray or 4K Blu-ray format in the comfort of home, the cinema experience is still the best way to watch a movie. Definitely better than streaming!

The Current State of Flood Control in Las Piñas City

If you were in Las Piñas City during the week of July 21 to 25, 2025, were you trapped in the middle of heavy traffic because of immense flooding? Did you witness flood water that entered houses of a local residential community during that week? Today, the topic of flood control is a very hot one for Las Piñas City residents because a lot were negatively affected by flooding and Congressman Mark Santos has been speaking out a lot about it.

Santos recently pointed out that more than forty construction projects of the Department of Public Works and Highways (DPWH) in the city lacked permits from the City Government.

The DPWH itself has turned controversial due to several flawed and questionable flood control projects nationwide handled by contractors. No less than Philippine President Ferdinand “Bongbong” Marcos, Jr., was angered over a Bulacan flood control project that was never completed even though the contractor has been paid. Not only that, one particular business person admitted owning several construction firms that bid for DPWH projects.

Going back to Las Piñas City, there is controversy over certain infrastructure projects involving the influential Villar business and political family and already there was friction with the City Government. Congressman Santos pointed out that the Las Piñas-Zapote River Drive (another project of the Villar family which you can learn about by clicking here and here) made flooding in the city worse. Las Piñas City Congressman Santos Says Zapote River Drive Narrowed Waterway and Made Flooding Worse

Recently in the City of Las Piñas, Congressman Mark Santos visited the Zapote River Drive and pointed out that the construction of the road made the waterway narrower and resulted in worse flooding in recent times, according to a GMA Network news report.

For the newcomers reading this, the Zapote River stretches for several kilometers and it physically separates Las Piñas City from Bacoor City (Cavite province). The Zapote River Drive itself was constructed to decongest traffic in Las Piñas City.

The construction of a road along the Zapote River in Las Piñas City has narrowed the waterway and worsened flooding in parts of the city, according to a lawmaker.

In Maki Pulido’s Thursday report on “24 Oras,” a resident of Barangay Zapote 2 said floodwater enters their home during heavy rains.

Due to the rains brought by the Southwest Monsoon (Habagat) in July, several areas in Las Piñas City were submerged in the ensuing floods.

According to Las Piñas Rep. Anthony Santos, there is a flood control project for the Zapote River, one of the major waterways in the city. But instead of dredging and cleaning the river, the Department of Public Works and Highways (DPWH) constructed a road alongside the river.

As a result, Santos said the river became narrower and prone to faster overflowing, causing more floods in different areas of the city.

“Malaki po ang inoccupy nito doon sa Zapote River kung saan makikita natin ngayon na medyo nabawasan yung puwang o luwang ng river na nagdudulot ngayon ng problema dito sa Las Piñas nung raw na mas malapad ito mas maraming tubig ang dumadaloy,” Santos said.

(The road occupies a larger portion of the Zapote River. The width of the river is now smaller, which is causing problems here in Las Piñas. When it was wider, more water was able to flow.)

The DPWH is currently repairing riprap after a portion of it collapsed.

“Itong river na ito, hindi dapat tinayuan para gawing kalsada. Ito po ay para linisin lang ang river, pero kita niyo ang nag initiate na predecessors ko. Conflict of interest po, very clear po dito, kasi lahat ng kalsadang dinaanan papunta sa mga lupa nila ng mga Villar kasi nagpagawa bridge papunta sa mga property nila. Ang dulo nito ay isang malaking mall na pag aari ng pamilya Villar,” Santos said.

(Roads were not supposed to be constructed alongside the river. It was intended for just cleaning the river, but look at what my predecessors did. It’s very clear that there is a conflict of interest because all the constructed roads lead to the properties of the Villars. At the end of this road is a mall owned by the Villar family.)

According to Santos, the road construction began in 2012 and now stretches to at least 10 kilometers.

Posters along Las Piñas Zapote Road indicate the road is a project by siblings and senators Mark Villar and Camille Villar-Genuino and their mother, former senator Cynthia Villar.

Santos won the congressional seat against the elder Villar during the 2025 Philippine elections.

“Wala naman pong kwestyun kung sino mag be-benefit dito e nag re-reklamo mga kababayan ko sa baha (there is no question who will benefit from this project, but the people are complaining about the floods),” Santos said.

Roads were also built alongside the city’s creeks, including Talong Creek in Barangay Pulang Dos.

According to a resident, in 2024, the retaining wall collapsed due to the volume of water and accumulated garbage in the narrower creek.

“Gumiba siya. Nag breach aming wall pinasok kami tubig. May portion pa na neck-deep. Kinakatakot namin papasok na naman tag-ulan wala na natutulog dito,” resident Elmer Pascual said, adding that their subdivision experienced flooding for the first time.

(The wall collapsed after it was breached by the water. In some areas, the floodwaters rose to neck-deep levels. We’re concerned that it might happen again during the rainy season.)

In a statement, Cynthia Villar said the Las Piñas Zapote River Drive is a flood control and traffic decongestion project to rehabilitate the Las Piñas River.

The Philippine economy grew marginally quarter-on-quarter in the second quarter of 2025 amid the growth seen in services, agriculture, and industry sectors, and posted a deceleration from the same period last year, according to the Philippine Statistics Authority (PSA).

The country’s gross domestic product (GDP) — the value of goods and services produced in a period — grew slightly faster by 5.5% in the April to June 2025 compared to the 5.4% growth seen in the January to March 2025 period, PSA chief and National Statistician Claire Dennis Mapa reported at a press conference in Quezon City on Thursday.

The second quarter GDP growth was the fastest in four quarters, however, it was still slower than the 6.5% growth rate in the same period in 2024.

All major economic sectors posted annual growth during the quarter — agriculture, forestry, and fishing with 7.0%, industry with 2.1%, and services with 6.9%.

The PSA attributed the year-on-year growth to wholesale and retail trade, repair of motor vehicles and motorcycles with 5.1%; public administration and defense, and compulsory social security with 12.8%; and financial and insurance activities with 5.6%.

Fixed capital investments climbed 2.6%, led by private construction which grew 11.2%, and investments in durable equipment up 10.6%.

Government spending posted an 8.7% growth rate during the quarter, slower than the 18.7% seen in the first quarter, which Department of Economy, Planning, and Development (DepDev) Secretary Arsenio Balisacan attributed to the election spending ban.

“We expect to maintain that momentum in the spending side. I think that the next half, the second half of the year, you should see improvements in the construction, public construction spending,” he said in a briefing.

While the election spending ban hit government spending, officials said the campaigns boosted household spending which grew by 9.5%, faster than the 5.29% in the previous quarter, and the 5.4% in the second quarter of 2024.
